Brunswick Mine, one of the largest underground zinc mines in the world, is scheduled to close in 2010 after almost half a century of production. All mines eventually close; some suddenly as a result of unsustainable economic or technical conditions and others, as in our case, as a result of the depletion of the orebody. When the mine is the most significant employer and an economic driver in the region, it is key that the closure is handled in a planned, communicated, well-executed fashion. The following paper documents strategies, plans and activities that are currently taking place in order to ensure a seamless closure that satisfies all stakeholders including employees, management, regulatory bodies and the public. It is an important deliverable for the company that the good will, credibility and reputation that has been built up over the years is sustained throughout the closure process and beyond. A life of mine labour agreement with the unionised workforce, staff retention and recruiting programs, regulatory closure plans, communications and transition adjustment activities will be discussed. The use of a stage-gate style project management tool analysing the risks and key deliverables will be highlighted. It is hoped that the concepts and approaches discussed here may be of value to other operations that will be faced with closure, and its inherent challenges, in the not too distant future.

Land disturbed by alluvial gold mining should be restored to a capability or productivity as good as that which existed prior to disturbance.   Effective rehabilitation requires detailed planning prior to mining and must also be closely integrated with the mining operations.   The main constituents of a rehabilitation plan: description of existing site conditions, choice of final land use, establishment of final landform, water management and erosion control, soil reconstruction, revegetation and management of rehabilitated land are briefly described.

ThePike River coal field is located between 700 and 1000 m above sea level on the West Coast of the South Island. The area contains a resource of some 60 million tonnes of coal in a single coal seam and is part of the Paparoa mountain range that receives between 6.0 and 6.5 m of rainfall per annum. The area has been isolated and has received no on the coal plateau but has been extensively logged in the lower 3.5 km of Pike Stream. The PRCC development proposal recognises this and calls for an environmentally benign development that includes underground development of this resource. The coalfield abuts and is partly overlain by the Paparoa National Park. The underground development will enable a number of environmental goals to be readily achieved: it will be out of sight of the public,it will not impact the national park,noise will be mostly absent,there will be absolute minimal disturbance to the land surface,coal will be transported from the mine to a dewatering complex on PRCC land in a slurry pipeline thus obviating the need for trucks and noise in Pike Stream valley,all water draining from the mine will be collected, treated if required to consent standards and discharged from a single point,the road into the area will allow for an effective predator control programme to be undertaken enhancing native bird life,an environment suitable for the reintroduction of Whio (Blue Duck) will be created, andthe net effect of the mine development on the environment will be positive.

The Brunswick plant is located in Costerfield, approximately 40km east of Bendigo in central Victoria. Crushing, grinding, gravity gold concentration and flotation methods are used to produce a saleable gold concentrate and an antimony-gold flotation concentrate. This paper discusses the improvements made within the processing plant which have resulted in a 99% increase in throughput over nameplate capacity of 6 250 average tonnes per month to 12 445 average tonnes per month and increases of 12% gold (from 2007 average of 78% to 2014 average of 90%) and 16% antimony recovery (from 2007 average of 79% to 2015 average of 95%). Successful development of coal seam gas (CSG) resources in low-rank coalfields such as the Powder River Basin has raised interest in CSG from low rank coal in New Zealand. Kenham Holdings Limited holds 12 Petroleum Exploration Permits (PEP) covering some of New ZealandÆs low-rank coal and lignite resources and has engaged CRL Energy Limited to assist in the systematic evaluation of the CSG potential of the permits. To date, exploration results from seven New Zealand coalfields reflect differences in coal type, rank, depositional environment and depth of burial between coalfields. Several of the explored coalfields are considered prospective for CSG. One of the most advanced Kenham exploration programmes is in the Hawkdun Coalfield, Central Otago.   The Hawkdun Coalfield contains a single, thick lignite seam with properties that are similar to the Powder River Basin. Preliminary results indicate the Hawkdun Coalfield is prospective for CSG with the potential to contain between 25 and 60 PJ of gas; enough to supply a 30MW power station for ten to 25 years. Further drilling is planned to investigate the economic viability of the Hawkdun Coalfield. The in situ permeability of the lignite, the amount and availability of free gas, gas saturation at depth and market opportunities will determine its economic viability. If initial pumping and production results in the planned exploration programme are promising, the Hawkdun Coalfield will be further developed with additional production drillholes to form a trial production pod.

The Ngakuru zeolites are located about 20 km south of Rotorua and comprise a number of deposits dispersed along several fault lines. Relatively recent volcanic activity (250,000 years ago) resulted in ash depositions that vary in depth and mineralogy. Subsequent variable thermal alteration intensities generated predominantly clinoptilolite and mordenite zeolites with a range of physical characteristics. Typically the zeolites have low density (650 kg/m3), have high liquid (60% of dry weight) and odour absorption characteristics, and a high affinity for soluble cations (CEC =: 100 meq/100 g). Traditional kitty litter and oil absorbency markets are being expanded. New opportunities in waste and potable water treatment, organic and synthetic slow release fertilisers, use as a light weight aggregate for speciality concretes, and pozzalome activity are currently being researched.

World demand for iron ore is far from peaking, and the substantial price decline that has captivated commentators since early 2014 is not the result of widespread misreading by producers of the prospects for global market growth. Recent price movements provide little useful insight into the industry’s longer-term fortunes, apart from reminding mining companies that their businesses need to be robust against the volatility and inescapable cyclicality of mineral commodity markets. Truck fires in a tunnel can create heat release rates (HRR) significantly higher than 100 MW. Because of a fast spread of smoke and heat the self-rescuing period is shortened significantly. Furthermore, it was experienced that firefighters are not able to approach the fire because of enormous heat and radiation. As consequence, the fire may spread to adjacent vehicles, which is reported for distances of more than 50 m. Tunnels can be damaged severely by fires and the repair works causes long closing time of tunnels. In addition to direct costs for the refurbishment of the tunnel, further economic losses will occur due to the closure time. Conventional deluge systems in Japanese and Australian road tunnels have been known since the 1960s. During the last years the research work was concentrated in the development of more effective and cost-effective solutions based on water mist technology. Orientating fire tests as well as specifications of minimum requirements were carried out within the European research project UPTUN. This basic work was extended by the safety of life in tunnels (SOLIT) research project, funded by the German government. The scope of SOLIT was not only to study the effects of water mist fire suppression systems in tunnels, but also the interactions with other safety systems, such as fire detection, passive fire protection or ventilation. Furthermore, the integration of active fire suppression systems into a holistic tunnel safety system was part of the work program. Within this research project a large-scale fire test program with more than 50 fire tests, including 25 truck fires with a potential HRR of almost 200 MW, was carried out in the test tunnel of San Pedro des Anes (Spain). Furthermore, a two-week testing and training period with the Madrid Fire Brigade was carried out after the SOLIT program. Two fundamental results were achieved during the fire tests:Primarily, water mist systems are able to control the HRR of fires in tunnels, so the atmosphere will be improved significantly. Hazardous effects of toxic smoke on people will be reduced and due to the reduction of temperatures and radiation, a firefighterÆs approach is improved significantly. Furthermore, the fire spread will be hampered and the thermal load on the building structure also be reduced. Secondarily, due to positive interactions with the ventilation system, the effectiveness of a tunnel ventilation system, longitudinal as well as semi-transversal, is increased significantly. Based on the results of the SOLIT research project, a water mist system was applied into several parts of the M30 tunnels in Madrid. As a basic principle the technical equipment and the methodology of implementation comply with the UPTUN 251 guidance, recommending minimum standards for water-based fire suppression systems in tunnels.

The provision of professional engineering services in Queensland is regulated through the Professional Engineers Act 2002. The Act requires that anyone providing professional engineering services must be registered and is subject to continuing professional development requirements. The engineering profession is actively requesting the Queensland Government to expand registration to include associate and technologist engineering practitioners. In view of the strong moves at the Federal level towards national registration of professional groups the lessons of the Queensland experience are very relevant across Australia. This paper describes the rationale behind the Act and outlines its operation. It discusses some misconceptions regarding the applicability of the Act to various engineering activities. There is much that the Act has to offer individual engineers and industry generally in establishing, articulating and maintaining standards for professional engineering work. The paper considers legal actions taken to date under the provisions of the Act and discusses the way in which this parallels industry moves towards quality assurance of work force capability.

When it comes to structuring major mining contracts, the two most widely adopted formats are æmeasure and valueÆ and æcost-plusÆ. A problem with both of these formats is the difficultly of aligning the objectives of the mining company with those of the contractor to achieve mutually beneficial outcomes. An alternative contractual arrangement is for the mining company to enter into an Alliance arrangement with the contractor, linking remuneration to mine performance across a range of targets. These targets can change over time as operational requirements change.   The aims of this paper are to: +        outline alternative types of mining contracts, as well as their strengths and pitfalls; +        describe the philosophy behind the Alliance contract at Newmont Waihi GoldÆs Favona underground mine; and +        identify some of the keys to success and pitfalls to avoid when implementing an Alliance.

With the advent of the resources boom in the late 1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large scale Australasian open pit mining generally.

The Department of Mineral Resources is the lead agency in mine site environment management and control inNew South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

A two year program of research into the feasibility of long-hole drilling for improved gas emission control has been undertaken at Appin Colliery. State of the art equipment was employed involving cableless electronic surveying and down-hole motor drilling. The project involved the drilling of 1000 m long, in-seam boreholes in the Bulli seam and boreholes of similar length drilled cross measure and then in-seam along the underlying Balgownie seam. A new concept for gas drainage was defined, employing long-holes for both predrainage and post drainage.

The Mt Lyell copper mine in western Tasmania has discharged acid drainage (AD) into the Queen and King Rivers and Macquarie Harbour for over a century. Presently, dissolved copper loads of about 1000 tonnes per annum and dissolved aluminium loads of >2000 tonnes per annum are contained in the AD, which is derived from underground workings (~60 per cent) and historic waste rock dumps (~40 per cent). Flows vary from about 100 L/s during dry periods, to >400 L/s during the wet winter. The site is presently operated by Copper Mines of Tasmania (CMT) who are not responsible for the acid drainage generated from the mine site. Although western Tasmania is famous for its mining history, tourism and aquaculture have emerged as the new industries on the West Coast, with a major tourism railway (the Abt) recently opened along the banks of the Queen and King Rivers. The emergence of these industries in a æclean greenÆ Tasmania has resulted in a strong community and government push to remediate the acid drainage. Remediation investigations and efforts at Mt Lyell were initiated by the Department of Primary Industries, Water and Environment (DPIWE), previously known as DELM, in 1995, and have included the quantification of environmental impacts arising from the AD, and the investigation and costing of potential remediation options. A primary focus of the work has been to identify cost-neutral options which recover metals from the AD in a saleable form to help defray on going treatment costs. This paper summarises these activities in generally a chronological order, highlighting findings of the program that are potentially applicable to other acid drainage sites.
