The report of which this paper is a summary was made in 1890 for the Compania Investigadora Mexicana y Americana. Since the region examined covers 900 sq. kilom., chiefly of wooded arid rocky hills, almost without roads, and for the most part uninhabited, While the examination had to be made in two months, of which period more than 15 days were continuously rainy, I need not say that this account is not complete and thorough. I. Geography and Topography. The center of this zone, 19 kilom. SW. of San Luis Potosi, is situated in lat. 21° 24' N., and long. 2° 3' W. of Mexico City. The altitude ranges from 1866 m. (that of San Luis) to . 2816 m. (that of the Realito mountain), in the Sierra de Sail Luis. The topography is hilly—partly wooded, partly bare. The principal more level areas are the Bledos valley on the south, and portions of the haciendas of Tepetates, San Fran cisco and Santiago, on the west. The water-supply is scanty. The two streams that cross the Zone, the Santiago and Bledos rivers, carry water nearly the year through, though much reduced in the dry season. Other streams are torrents of less importance. All the waters of the valley and Sierra of Sail Luis arc absorbed or sink, not passing beyond Soledad de los Ranchos. The Continental di vide is within the Zone, some waters going west to the Pacific, others east to the Gulf of Mexico. II. Geology. Concerning the geology of this district I condense the fol lowing from the memoir, Las Minas de Guanajuato, prepared for the Minister of Fomento by Senor Pedro Lopez Monroy, mining engineer, with which I am entirely in accord. The pellet plant, built by Dravo Corp, in Groveland, Mich., for the Hanna Mining Co., is now in full operation. Although using jasper, a type of iron ore with low iron content (approximately 28% Fe), the plant has a rated capacity of 1,250,000 tans of pellets per year. In its four years of existence, the nearby concentrating plant has seen its capacity increase from 700,000 tons to 1,500,000 tons a year as part of a major expansion program at Groveland. Utilizing the Dravo-Lurgi continuous grate process, the pellet plant produces %a-in. pellets of more than 60% iron content. The fully-hooded pelletizing grate, largest in the U.S., is 9 ft. 10% in. wide and 223 ft. 1% in. tong over 34 windboxes, with an effective hearth area of 2195 sq. ft. Drying, firing, and cooling functions are all carried out on this single piece of equipment.

As THE years go by, names of distinguished metallurgists will be added to the list of Henry Marion Howe lecturers, and now and then an illustrious one, for to be chosen to deliver the Howe lecture will be, I do not hesitate to predict, a highly coveted honor. I pray, therefore, your indulgence, if I confess to a feeling of gratification in having been appointed the first of these lecturers. It does not follow, however, that I am losing all sense of proportion and that I have an exaggerated idea of the little I have been able to contribute to our knowledge of iron and steel. Indeed, I fully realize how small were my claims to so great a distinction. I realize, also, that those entrusted with the task of selecting a lecturer were actuated, in coming to a decision, by their knowledge of the long and intimate friendship that had existed between the leader we have lost and myself. For their generous impulse, I thank them from the bottom of my heart; and with becoming modesty, I take up my task as the first Henry Marion Howe lecturer. It would be pleasant and indeed most appropriate to devote this entire lecture to a eulogy of Henry Marion Howe and his work, but how short the time for so large an undertaking and how inadequate my qualifications! On Aug. 28, Sept. 4, 11, and 18, 1875, a series of articles appeared in the Engineering & Mining Journal entitled "What is Steel?" With one exception, these constitute the first professional paper of Henry Marion Howe. That was nearly fifty years ago, three years after graduating from Harvard University. He was then but twenty-seven years old and already his keenly inquisitive mind was actively at work. There is a touch of romance in this young metallurgist who, on entering his. scientific career, destined to be so brilliant and so fruitful, on the very threshold of it, seems to have selected as his motto "What is Steel?" Like a knight-errant of science, he started on his quest for an answer to that question, a quest which was to last forty-seven years and which death only brought to an end. And while thus engaged how many wonderful messages we received from him, each one bringing us nearer to the goal! How illuminating, inspiring and encouraging were those messages! How well-equipped he was to wrench from nature some of the secrets she so jealously guards! How broad his learning and how clear his

Secondary Twinning. - When there is reason to believe that the twinning has been produced subsequently to the original formation of the crystal, or crystalline mass, as, for example, by pressure, it is said to be secondary. Thus the calcite grains of a crystalline limestone often show such secondary twinning lamella?. The same are occasionally observed (Ilc, 001) in pyroxene crystals. Further, the polysynthetic twinning of the triclinic feldspars is often secondary in origin. This subject is further discussed on a later page, where it is also explained that in certain cases twinning may be produced artificially in a crystal individual - e.g., in calcite (see Art. 282).

The numerous direct processes which have been patented and brought before the iron-masters of the world, differ materially from that now introduced by Mr. Wilson. After a careful examination of his process, I am convinced that Mr. Wilson has succeeded in producing good blooms from iron-ore, and I think that I am able to point out theoretically the chief reasons of the success of his method. Without going deeply into the history of the metal, I may mention the well-known fact, that wrought-iron was extensively used in almost all quarters of the globe, before pig or cast-iron was ever produced. Without entering into the details of the processes by which this wrought-iron was made, it suffices for my present purpose to say that they were crude, wasteful, and expensive, so that they can IE employed to-day only in a very few localities favored with good and cheap ore, fuel, and labor. The constructiou of larger furnaces and the employment of higher temperatures led to the production of a highly carbonized, fusible metal, without any special design on the part of the manufacturers in producing it. This pig-iron, however, could be used only for a few purposes for which metallie iron was needed; but it was produced cheaply and with little loss of metal, and the attempt to decarbonize this product and bring it into a state in which it could be hammered and welded was soon successfully made. This process of decarbonizatioa, or some modification of it, has successfully held the field against all, so-called, direct processes up to the present time. Why ? Because the old-fashioned bloomeries and Catalan forges could produce blooms only at a high cost, and because the new processes introduced failed to turn out good blooms. Those produced were invariably "red-short," that is, they contained unreduced oxide of iron, which prevented the contact of the metallic particles, and rendered the welding together of these particles to form a solid bloom impossible. The process of puddling cast-iron, and transforming it by decarhonization into wrought-iron has, as everybody knows, been in successful practical operation for many years, and the direct process referred to so closely resembles this, that a short description of the theory of puddling is not out of place here.

The comments contained in the discussion of the paper concerning the prediction of fracture gradients are of considerable interest, since the subject is of a very controversial and timely nature. It is regrettable and Fairhurst2 contradicts the author's statement in the third paragraph of Other Applications. These references create significant doubt that Eaton's Eq. 1 predicts fracture pressure during the injection of fluid into old wells. 3. No evidence is presented in this paper to support the author's Conclusions 2 and 3. While an empirical coefficient related to back-calculated field data is correlated with depth (Eaton's Fig. 4), there is no reason to suspect that this coefficient might be the Poisson's ratio of the various formations involved. 4. Until the field data supporting the empirical approach proposed by the author are presented and evaluated, the accuracy claimed in Conclusion 5 is without substantiation. References 1. Dawsonite-bearing oil shale of Colorado's Green River formation offers a unique and vast (more than 5.9 Gt of A120 j) resource of easily extractable alumina. The processing methods required by the thermal reactions of dawsonite and its oil-shale carrier also require production of shale oil, soda ash, and nahcolite as marketable coproducts. These production methods are presented. The alumina production process is contrasted with the Bayer process to describe technical advantages of extraction of alumina from oil shale which may offset the problems associated with processing a relatively lean ore. While alumina production from oil shale requires development of new technology, the technical problems appear solvable. Only the political problems arising from the now onerous and completely unnecessary federal oil-shale withdrawal appear less solvable.

With increased stripping ratios and with dwindling ore content, the mining fraternity is increasingly turning to larger and larger equipment for profitable open pit operations. The availability of higher horsepower prime movers and increased-capacity electric transmissions using either wheel-mounted or axle-mounted traction motors makes a reality of single-axle, rear dump trucks having 150 to 250 ton capacity. The size of electric loading shovels is inherently geared to the size of haulage equipment. To work effectively with this new generation of trucks, the Harnischfeger Corporation has introduced its P&H Model 2800 with a capacity of 20 to 25 cu yd and a working weight of nearly 1,500,000 lb. The Model 2800, depicted in Figure 1 loading a 200 ton truck, has many new electric and mechanical features designed to give excellent production and low cost operation. Chief among the new features is the ELECTROTORQUE control system. Electrotorque is a completely static, solid state electronic system supplying controlled power both to the armatures and to the fields of the d-c shovel drive motors. It eliminates many major electrical rotating machines and their attendant maintenance. The system was developed jointly by ASEA of Sweden and Harnischfeger Corp.

Wet and dry specimens of three rocks of approximately granitic composition were deformed at different experimental conditions. These experiments were carried out in order to study the extent to which water, either added or released from mineral reactions, may affect the mechanical properties and the microstructure of these rocks. The experiments were conducted in a Griggs&apos; hot creep apparatus at temperatures and pressures up to 900ºC and 1000 MPa respectively; and most of them were performed in the constant strain rate mode [(1.10-6 < t < 1 • 10-4 s-1 )]. All three rocks were low porosity rocks, and the wet specimens never contained more than 0.9 wt % of added water. The experimental results are, however, quite unequivocal: They show that wet rocks are weaker than dry ones. A significant difference is even found for rocks tested in uniaxial compression at room temperature. A few experiments carried out on specimens obtained from larger prestressed rock cores indicated that the central parts of these cores were more likely to contain more microcracks than the ends. Optical microscope examinations revealed that extensive microcracking takes place even at the highest temperatures, where other mechanisms such as slip and dislocation creep also become important. Very little partial melting could be observed except for the specimens deformed at 900ºC.

Faced with a severe disposal problem of their fines from a coal mine in the heart of the Appalachian Mountains of extreme eastern Kentucky, Eastern Coal Corporation has built a special plant to pelletize the fines into high quality coal pellets meeting the requirements of the metallurgical market. These low-ash, low-sulfur pellets measuring 3/4 x 3/8 in. contain less than 1.5% moisture and have the same stability as raw coal of the same size. Although Eastern Coal is mining 6000 tpd, the company had, until recently, no provision to recover the fine coal which was included with the plant effluent pumped to a 12-acre refuse pond. The pond, impounded behind the coarse refuse dump, rose 15 ft last year and obviously no pond can stand many years at this rate. Limited pond space in this rugged area of steep hills and narrow valleys dictated a revised disposal method.

September 1981 I&apos;m here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I&apos;m not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I&apos;m here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it&apos;s flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it&apos;s about time we drew the distinction -- and eliminated the latter. This Administration&apos;s national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it&apos;s own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President&apos;s Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it&apos;s electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won&apos;t reach this ideal of free choice overnight. But that is where we are headed. And I&apos;ll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it&apos;s highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.

UINQUESTIONABLY the petroleum industry not only can supply the world&apos;s present oil requirements but even can meet a considerable increase in demand if it should come. The United States produced last year 1 1/3 billion barrels of crude oil, or more than 60 per cent of the world&apos;s total. It could have provided more, if needed, because we has a large shut-in crude producing capacity. Our refining capacity of 4,500,000 0 barrels per day is more than 2 per cent above our average refinery run for 1940. Adequate crude supplies and manufacturing facilities also exist outside of the United States. Large crude reserves exist in South America, in Iran and Iraq, in Russia and Romania, in Sumatra and adjacent islands. The refineries of the Dutch West Indies, of Iran, and of the Netherland East Indies are well located in relation to crude reserves and world trade lanes. Furthermore, flexibility in the manufacturing facilities permits adjustment of yields to meet a considerable range in variations between demands for products. Only with regard to 100-octane aviation gasoline is there any apparent refinery problem. Even here so far as this country is concerned, additional refining facilities can be installed well within the time that would be required to turn out the airplane engines which will use this super fuel.

Shallow underground voids resulting from early coal mining and other resource recovery activities over the past several decades are now being recognized as a significant cause of ground subsidence problems. Uncertain knowledge of abondoned coal mines also imposes potential hazards in current underground mining operations, since water inundation or the release of methane gas is a serious hazard when mine excavation operations break into an abandoned mine. Requirements for detecting and mapping subversive manmade tunnels in previous work has led to the development of a surface-operated automatic earth resistivity survey system and associated computer data reduction process for military applications. Field demonstration tests of this system have resulted in successful detection of tunnels at depth-to-diameter ratios greater than 10 to one. Under the sponsorship of the Bureau of Mines, a similar high-resolution earth resistivity system was designed and constructed for use as a potential means of detecting abandoned coal mine workings. The hardware and software aspects of third new system are described together with applications of the method for surveying and mapping abandoned coal mine workings. Field tests are presented to illustrate the detection of both air-filled and water-filled mine workings.
