Iraq, formerly called Mesopotamia in Asiatic Turkey, became a kingdom under British Mandate after the world war and is expected to gain its independence in 1932 when it enters the League of Nations. The kingdom is shown on Fig. 1 in its relations to neighboring countries, to the Mediterranean Sea and to the Persian Gulf. It is slightly smaller than the State of Texas with its capitol, Baghdad, inland about as far from the Persian Gulf as Breckinridge, Tex., is from the Houston Shipping Channel. The oil fields lie 180 to 225 miles north of Baghdad, or about as far as from Breckinridge to Oklahoma City, and about as far from the Mediterranean as Fort Worth is from Hobbs, N. M. A narrow-gage railway runs from Basra, the Persian Gulf port, to Baghdad. From there another narrow-gage runs into the Kurdish hills east of the Tigris to Kirkuk. A standard-gage, part of the old Berlin-Baghdad system, follows the west bank of the Tigris northward from Baghdad to Baiji, a village about 100 miles south of Mosul. No railway exists between Iraq and the Mediterranean, though the Anatolian Railways in southern Turkey come to within 50 miles of the Iraq frontier and 120 miles of Mosul. Surveys have been completed for a railway through British Mandates from Haifa to Baghdad as well as for a railway through French Mandated Syria from Tripoli to Abu Kemal near the Iraq border. Wagon roads, excepting those constructed by the oil companies, are few and indifferent in Iraq and no road exists across the desert to the Mediterranean, but contrary to prevalent beliefs the surface is firm and free from sand dunes so that motor cars can go almost anywhere in dry weather, with ease. Frequent motor car and airplane service exists between Baghdad and the Mediterranean ports and motor car service may be had between Kirkuk and Nisibin, Turkey, where on two days each week through Wagons Lits service is available to Paris. Baghdad is about 21 days distant from New York City with present transport facilities. In the manufacture of charcoal-blooms, washing or cleansing of the ore from adhering gangue has been practiced for many years. A sluice-box is even to-day used for that purpose in the Southern Appalachian Mountains. For the Lake Champlain bloomaries hard magnetic ores are crushed with stamps and then sluiced or jigged in hand-jigs. The stamps used in the Lake Champlain region are of the most primitive kind. They consist of a trip-hammer, dropping on a perforated cast-iron plate, through which the crushed ore escapes. Only friable rock can thus be successfully treated. To render the raw ore friable, a calcining or burning in piles on a bed of cordwood is resorted to. An expense of 35 cents per ton of crude rock treated is thus incurred. The crushed ore is shovelled or otherwise fed into jigs without previous sizing, except such as is incidental to crushing through the perforated bottom of the stamping-machine. In jigging this ore, it is allowed to pass through the bedding into the "hutch." The tailings are scraped off and wasted. They contain a large percentage of fine ore. In many instances, this is regained by subsequent sluicing. Such was the condition of the industry, when the writer's attention was first called to it in 1882. No attempt had been made to introduce into thiS branch of ore-dressing the notable improvements adopted in concentrating the ores of other metals. The result of the writer's investigations was the building in 1882 of the "Crown Point Separator." At the Crown Point Mines, N. Y., lean ore unfit for the blastfurnace (containing less than 331/3 per cent. of iron), was concentrated and used in the bloomary connected with the mines. The ore was burned here as elsewhere, and treated as described. The plant designed by the writer for Crown Point, is nearly a counterpart of that since erected by Messrs. In the copper-casting department of a modern electrolytic copper refinery there are two kinds of casting furnaces: the anode, for casting crude copper into anodes for electrolysis; the refined-copper, for casting the cathodes resulting from electrolysis into market shapes, such as ingots, wire bars, and cakes. Both furnaces are reverberatories of practically the same general design and are operated intermittently, putting through a charge normally in 24 hr. The treatment of the copper in the two furnaces is similar, in that oxidation followed by skimming and reduction (poling) is carried on in both; but in the refined-copper furnace, the work must be done with greater care and it is of extreme importance that not the slightest trace of impurity be introduced into the copper. The furnaces usually hold from 150 to 300 tons of molten copper, which constitutes the daily charge. Except in the case of furnaces in the Lake district, where the concentrates from native-copper ores are charged through the roof, the furnaces are charged through the side doors by charging machines similar to those used in open-hearth steel practice. In 1916, at the Perth Amboy plant, of the American Smelting & Refining Co., located at Maurer, N. J., a study was made of the possibility of firing the copper refinery furnaces with pulverized coal instead of by hand. The proposed method possessed obvious advantages over hand firing and coal was a much cheaper fuel than oil at that time. However, there were several objections to its use, the principal ones being the possibility of increasing the sulfur content of the refined copper and the additional slag that might be produced from the ash. The increase of the sulfur content of the refined copper was the more serious, as more than 0.002 per cent. sulfur is objectionable. Any increase of the slag would be expensive as the copper in this slag would have to pass again through the entire smelting and refining process. It was thought that certain modifications in operations and furnace conditions, which will be described later, would overcome these objections SO the proposition was discussed with a manufacturer of coal-pulverizing equipment. ON account of its greater economy and cleanliness, and the extent to which iuferior fuels can be utilized for its generation, there has been of late a rapidly increasing tendency to substitute gaseous for solid fuel for metallurgical and other industrial purposes, which has led to various improvements both in the process and apparatus for its manufacture, notably among which may IN mentioned the Tessie Gas Producer* described by Mr. A. L. Holley. A considerable experience by the author with producers of various kinds using anthracite fuel, in connection with the Taylor ore-roast ing furnace at Chester, N. J., with more or less unsatisfactory resnlts, finally led to the erection of the experimental producer described below, which combines in its construction, simplicity, dorability, and accessibility for cleaning and removing the ash and manipulating the fuel. It is adapted to the use of various kinds of fuel, and is capa ble of generating a steady and uniform supply of gas at a minimum cost. It has been in constant use day and night for about five months, and has given very satisfactory results. The producer, as shown in the accompanying sketch, consists of a cylindrieal furnace, preferably inclosed in an iron jacket or casing, having a bosh or inverted cone-shaped base as in a blast furnace. It is provided with a bell and hopper, the bell being hung to a forked lever, and having guide flanges to prevent it from swing ing, and an opening at its apex through which to insert a bar for manipulating the fuel, which when not in use is closed with a plug or stopper. Cleaning is effected through two small doors placed opposite each other at the hearth level, which in order to facilitate the operation is elevated above the floor. The doors are removable, and when closed are by their own weight and by means of bevelled lugs held tightly against their frames, forming a practically tight joint. A blast of commingled steam and air is injected into the fuel through a series of tuyeres underneath the bosh communicating with steam jet injectors. A small flue also connects the door

In an address delivered at Atlantic City, N. T., Dec. 5, 1918, M. L. Requa, General Director, Oil Division of the United States Fuel Administration, said: We face a new era with all its uncertainties. We have arrived at the period of reconstruction and are face to face with the problems concerning which we have so often speculated during the past four years. In all this reconstruction work the United States must bear an important part. We are looked upon to lead the way, to blaze the trail and our actions will have a profound influence upon the rest of the world. If we are to succeed, even in part, we must not be ashamed to practise economy; we must not despise the clay of small things; the little savings; we must have the closest cooperation between Government and industry. Just as truly do we need civic awakening. All that we have ever fought for, the liberty of the world, is comprehended in the ballot; and yet how lightly we have held this great privilege! We need, if we are to reap in full the benefits of the past 18 mo., an awakened civic consciousness; a jealous guarding of government; a resolution that we will, each and all, perform to the full the duties imposed upon us by Democracy; that we will perform more completely the obligations resting upon us as citizens. During the war, industry, through sane cooperation and intelligent effort, has accomplished results possible of attainment in no other way. Government and industry have worked hand in hand and pointed the way o to future activities which, if realized, can but be most highly beneficial to all. If Government and industry are to fulfill their respective duties satisfactorily, it is obvious that there should be complete mutual confidence. Industry must not attempt to "put something over"-and Government must treat with industry upon the high plane that has characterized the public utterances of the President during the war. It is administered under the Board by a committee consisting of the President and Secretary and three members selected by the Board. HOWE MEMORIAL LECTURE The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. Although wildcatting was hampered by the general overproduction and low price of crude, several developments, worthy of note in the history of the petroleum industry in the Rocky Mountain region, were made in 1927. This district records production from six new fields, two of these having been heretofore productive of gas. Deeper pay horizons were found in two other oil fields. In order to facilitate transportation from fields, six new oil pipe lines were completed or in the course of construction at the end of the year, and one line is proposed for 1928. Four gas lines were completed, one was under construction, and one was proposed for 1928. The total production in 1927 in the Rocky Mountain district was 29,591,379 bbl.,' a decrease of 7,771,991 bbl., or 21 per cent., fro111 the previous year. This was occasioned by natural decline and the general curtailment of production and drilling. A review of the development by states follows. Colorado Production from horizons in the Morrison and Sundance at Craig and at Ilrs Dome, and the bringing in of the deepest producing well in the Rocky Mountain district on North McCalluin anticline (Waltlrn) in Jackson County are the outstanding developments for the year in Colorado. In March the Midwest Refining Co.'s Parkinson 21 SD, SW SE, Sec. 22 T p. 4 N R 92 W, Iles Domr, Moffat County Colorado, found gas in sands in the Morrison estimated at 15,000,000 cu. ft., and at 3242 ft. an oil sand was encountered in the Sundance. Initial production from this horizon was 2575 bbl. in this well. This structure previously was only productive of water in the sands of the Dakota group but has been producing shale oil from horizons in the Benton. The second well completed by the Midwest Refining Co., No. 18 SD in Sec. 23 was also productive of gas in the Morrison and made an initial of 300 bbl. from sands in the Sundance. By the end of the year three other wells wrrc nearing the completion stage but none of them indicate that they will be as big producers as the discovery. To date the productive area has

Discussion of the paper of F. C. LANGENBERG and R. G. WEBBER, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 291 to 300. HENRY M. HOWE, Bedford Hills, N. Y.-The results here given are of great interest and are welcome as forming another rivet to increase the stability of our present theories of the constitution and properties of steel. The important discovery is that the hysteresis increases with the fineness of the structure, that is to say with the extent of contact between the particles of ferrite and cementite. All of the specimens except No. 4 consist of ferrite and cementite of different degrees of intimacy of admixture. If hysteresis represents something akin to surface friction, which retards the rotation of the ferrite on the application and release of the magnetizing force, then it is only natural that it should increase as it does with the intimacy of admixture, because it is at the surface of contact of a given particle of ferrite with the neighboring particles of cementite that this friction is to be expected, and of course the extent of surface must in¬crease with the intimacy of admixture. The somewhat greater hardness of specimen 4 than of the others may perhaps he referred to the principle discussed in my paper, Why Does Lag Increase with the Temperature from Which Cooling Starts?' The furnace-cooled specimens were cooled so slowly that the influence of the initial temperature of heating is effaced. But in the air-cooled specimens we have the suggestion that the high temperature, 1,000°, from which the cooling of No. 4 started has prevented the completion of the transformation, with the result that the metal is slightly harder than any of the others. The difference is not to be explained by difference in the fineness of structure, because the whole range of fineness from No. 1 to No. 6 is accompanied by no change in hardness, the only change being an appreciable increase of hardness following the air cooling from 1,000°.

Discussion of the paper of F. M. Simonds and E. Z. Burns, presented at the New York Meeting, February, 1913, and printed in Bulletin No. 75, March, 1913, pp. 369 to 402. W. L. SAUNDERS, New York,. N. Y.:-Mr. Burns in his native Colorado modesty has said that he apologizes for things left out of this paper. I am much impressed by what he has put into the paper, as of all the papers that I have read on the subject, describing, as it does, a specific piece of work that has been accomplished, I do not recall one that gives so much information in such a practical way. Mr. Burns has also said that it is very hard to get men to put things down while the work is being driven. My experience is that it is very much harder to get the men in charge of work of this kind to bring them in in the form of a report before a body of engineers after the work is done. We have a great many cases where records are kept in much detail, but they are usually kept under cover, with the mistaken idea that the information gained is private information for the benefit of those who have done the work. Messrs. Simonds and Burns have opened up this case so that we can get the benefit of that experience which they have had, and so that we can learn something for the future. The description contained in this paper, as I have said, is a very practical one. You will notice in going through it. that the authors have given in detail a record of their work from the beginning to the end, and they even go so far as to publish an exact copy of the Rawley Mining Co.'s daily report. That daily report is something which those of us who are engaged in similar work might copy to great advantage, and having it before us we can check up our men while doing work and exact from them equal conditions, if it is possible to do so.

JOSEPH DANIELS, Seattle; Wash. (communication to the Secretary*). Mine models are of great value to the student and to the layman in visualizing underground conditions, and, in a measure, should be just as much a part of the equipment of a mining school as sets of ore specimens, catalogs, or drawings. The chief drawback, as Professor Stock has indicated, is the time and cost of making them. The greatest good in the development of the model comes to the person who makes it, and I have often wondered whether it might not be possible to have each student make one model during his undergraduate career. At the University of Washington we have been collecting sets of mine timbers, made of 6 by 6-in. lumber, illustrating shaft, level, and stope timbering. This work has been done by freshmen. Perhaps each educational institution could specialize in the creation of a certain type of model and exchange its product for that of another school, just as we now do with ore collections. In this way we could build up good museums at a relatively low cost. JOHN R. CHAMBERLIN, New York, N. Y. (communication to the Secretary?).-The type of model described by Professor Stoek is admirably suited to exhibits of coal mining in horizontal veins, and fulfills perfectly the three purposes mentioned. As an educational illustration in colleges, especially when the students themselves build the model under the direction of their instructors, it is of the highest value; and as each condition in mining requires special methods to depict properly in a model, the student is compelled to exercise considerable inventive resource to construct a true representation, stimulating the imagination and interest in his subject. Models built for exhibits in lawsuits are usually constructed to show prominently some particular feature of vein formation or geology, or the relation of underground workings to surface property lines, and as such their use is invaluable to the successful litigant. When the litigation is ended, it is natural that the model should be relegated to the basement and frequently destroyed, as data on underground workings are often considered of a private character by the operators; and it is

Oil and gas development in Utah in 1936 added nothing of importance to the commercial possibilities of the state and consisted principally of efforts to reach objectives in wildcat wells started prior to 1936. Leasing activity on structures having oil and gas possibilities in beds of Pennsylvanian age or older followed announcement by the Standard Oil Company of California that a test of beds of Mississippian age would be made on the San Rafael structure. DRilling Clay Basin, Dagget County.—The Mountain Fuel Supply Co. completed a third well, sec. 16, T. 3 N., R. 24 E., on a flank of this structure. Total developed open flow of the field is approximately 50 million cubic feet and sufficient reserve has been established to warrant construction in 1937 of a pipe line connecting with the Salt Lake City-Ogden line. San Rafael, Emery County.—The Standard Oil Company of California started a wildcat test in sec. 22, T. 23 S., R. 11 E. Circulation was lost in a water-filled cavity, in dolomitic limestone, below 2185 ft. and the hole conditioned as a water supply for drilling a second test in sec. 27, T. 23 S., R. 11 E. The Carter Oil Co. in 1921 drilled a well in sec. 24, T. 23 S., R. 11 E., which was abandoned at a depth of 3035 ft. after testing at least a part of the Pennsylvanian section. Czsco, Grand County.—Drilling operations at the Utah Sout.hern Oil Company's test in sec. 33, T. 22 S., R. 22 E., continued throughout the year. Information obtained by means of a seismographic survey of the area indicated that beds of Pennsylvanian age would be found at approximately 2500 ft. The bottom of the hole at 6300 ft. is believed to be in beds of Pennsylvanian age but positive determination has not been made froin the drill cuttings. Green River, Grand County.—Test of Glen Ruby et al., sec. 34, T. 21 S., R. 16 E., was abandoned at 2627 ft. as a dry hole after drilling into Permian Kaibab limestone. Shows of oil and gas were reported and a flow of carbon dioxide gas under low pressure encountered.

The kinetics of dissolution of silver in cyanide solutions under oxygen pressure have been investigated over a wide range of conditions with a view to establishing the reactions involved and the factors which influence the rate. The results indicate that the rate is determined principally by the transport of reactants in solution to the silver surface. The thermodynamic features of the reaction with particular reference to the influence of pH and CN- are also discussed and summarized in the form of potential-pH diagrams. METALLIC silver is readily attacked and dissolved by cyanide solutions in the presence of oxygen. This reaction has long been recognized and extensively applied1 in the well-known cyanide process for the extraction of silver from its ores. While this process has been subjected in the past to a number of investigations2,3 both of a practical and fundamental nature, some features relating to the chemistry of the reactions involved, the role of oxygen, the nature of the rate-controlling step, and the effects of pH and certain reagents such as lime, are still not fully understood. It was felt that this situation justified a further investigation of the reaction, made with a view to obtaining a better understanding of its kinetics and mechanism. In the present investigation rate curves for the dissolution of silver were determined over an extensive range of carefully controlled reaction conditions. By carrying out the reactions in a pressure vessel, the partial pressure of oxygen, and hence its concentration, could be varied widely. The influence on the reaction of other variables including temperature, pH, and the concentrations of cyanide, peroxide, and other salts was also examined. The results of these kinetic studies are presented and discussed in this paper, together with a summary of available thermodynamic information relating to the possible reactions which can accompany the attack on silver by aqueous solutions of cyanide and oxygen. Chemistry and Thermodynamics of the Reaction The chemistry of the reactions of gold and silver with aqueous cyanide solutions has been the subject of several recent reviews.'." It has been proposed' that the following reaction occurs when silver dissolves in cyanide solutions in the presence of oxygen: 4Ag + 8CN- + 0, + 2H.0 -t 4Ag(CN); + 40H- [la] An equation of this form, for the corresponding dissolution of gold, was first suggested by Elsner." Bodlaender5 proposed a similar overall reaction, but suggested that it took place in two steps, 2Ag + 4CN- + O2 + 2H2O ? 2Ag(CN),- + 2OH- + H2O2 [2a] followed by 2Ag + 4CN- + H2O2? 2Ag(CN); + 20H- [3a] On the other hand, Janin- suggested that the dissolution of gold can occur with the liberation of hydrogen, rather than by reduction of oxygen. The corresponding equation for the dissolution of silver is 2Ag + 4CN- + 2H20 -t 2Ag(CN); + 20H + H2 [4a] All these reactions represent oxidation-reduction processes and may be resolved into the corresponding separate oxidation and reduction components. The oxidation step involves the formation of the argentocyanide ion and is the same for all the reactions, i.e., Ag + 2CN? THE British are worried about the postwar possibilities of their coal mining industry. Indeed, there are causes for this worry, with the aver- age 1943 cost of production at about $5.40 per long ton, compared to $3.20 in 1938. Average production per man day has dropped from 1.12 in 1938 to 1.03 long tons in 1943. As a comparison, production per man day in the United States is approximately 5 long tons. The average day wage in the British mines is now a little aver $4; in 1938 the average day wage was about $2.25. Great Britain produced 227 million long tons in 1938 from their deep mines, and in 1943 production was 194.5 million, with an additional 4.5 million from strip mines. To meet present wartime needs, output is being supplemented by the production of strip- mined coal, an industry that did not exist prior to the war. Strip mining is now producing at the rate of 15 million long tons per year.

THE chief difficulty in determining oxygen in steels is its tendency to form a variety of compounds. Almost every element, found as an ingredient in steels, maybe expected to be present as an oxide. Some of these oxides have widely differing properties, and consequently behave differently when attempts are made to reduce them by the vacuum fusion method. As I pointed out in a paper published in the Transactions of the A.S.S.T., Vol. 20, No. 1, many experimenters are spending considerable time and effort in attempting to deter¬mine the degree of completeness of the above reactions, and hold different opinions on the matter. In studying this subject the following table, taken from Hodgman and Lange's "Handbook of Chemistry and Physics" may be used as a guide.

Jackling was born at Hudson, Mo., on Aug. 1.4, 1869. He was the only child of Daniel Jackling, born in England of English parents, and Lydia Jane (Dunn) Jackling, born in the United States, but of Scottish ancestry. His father died a few months after he was born, and he lost his mother less than two years later. The orphan boy was adopted by his aunt. IN a technical civilization, that is. one whose major difference from past civilizations is its enormous development of technology, in transportation, communication, labor saving, centralized control, and mass production, it is natural that the most critical problems should be those that arise out of technologic advances; it is natural also that a. man who understands these advances should be chosen as the leader to meet these problems. This was done in the selection of Herbert Hoover as President of the United States. Mr. Hoover was a good, and perhaps a great President. But he was not a great politician and that ensured his defeat when a crisis came.

AN unusual engineering achievement in the Gulf Coast last year was the drilling of a wildcat well in the swamps of Louisiana, using direct current. More unusual was the fact that it was necessary to house a diesel engine and generator on a barge in order to supply power. The remoteness of the well made it necessary to transport living quarters and drilling equipment to the location by means of barges, and involved the digging of a canal from a lake to the location, approximated one mile. The drilling equipment used on this well consisted of two generating units, each having one 210-hp. six-cylinder @$-in. bore type VDMA, 600 r.p.m. diesel engine, direct connected to a type CD-169, 125-kw., 250-volt direct current generator, which in turn is direct connected to a type CD-105, 15-kw. 250-volt exciter. One of these motors operates the draw works, one the mud pump, and one a duplicate spare. The generating equipment on the barge was approximately 250 ft. from the derrick, the control wires being brought from the derrick to the generator barge enclosed in a standard fire hose. This is an original idea for confining the con- 11.01 wires in one cable; obtaining minimum space and ample protection. Both control and power lines were suspended on poles. This well was at Lake Grande Ecaille Dome, which was located by seismograph in 1928. Fig. 1 shows the derrick, power barge and living quarters where direct G. E. current was used with rotary drilling equipment.

GENERALLY speaking, the production of other metals in Mexico fluctuates with that of silver. The first commercial discovery of mineral was in Taxco, Guerrero, in 1552. Five years later, the patio process was introduced at Pachuca, by Bartolome de Medina. In 1884, the main line of the Mexican Central R. R. was completed and a few years later, the National railway. In 1907, the patio process, after 350 years of successful operation, was replaced by cyanidation. Soon after the completion of the railroads, smelters were built at various points and provided means of treating ores that could not be treated by any of the processes existing at that time, such as patio, lixiviation, or pan amalgamation. As a result, a number of mines were developed along the railroads and even far \ out in the mountains. In order to facilitate the shipment of this ore to the smelters, purchasing agencies were established, which for a time were very profitable; most of these agencies are now permanently closed.
