Following the declaration of a national emergency by the President on Dec. 16, 1950 the Office of Defense Mobilization was established with Charles Wilson as director. It has been obvious since the entry of Red China into the Korean War that the previous defense setup was not adequate for accelerated mobilization.

Lipson1 has recently presented a technical note wherein theoretical considerations were used to demonstrate. that the adsorption us saturation relation for a linear absorption method is not necessarily a single valued function of saturation.1 It was concluded that the absorption us saturation relationship is subject to the same hysteretic effect as is the flow behavior between the drainage and imbibition systems. It is the purpose of this note to show, by experimental results, that for the manner in which fluids are distributed in porous materials during fluid flow, the relative X-ray absorption us saturation relationship is single-valued regardless of the saturation history. The design of the apparatus used to measure relative X-ray absorption of cores undergoing fluid flow tests is similar to that described by Morgan, McDowell and Doty. A few modifications have been incorporated in the design to increase sensitivity and simplicity of measurement. The sensitivity is such that for usual types of cores a recording pen movement of approximately 12 linear in. is occasioned between the recording of the core dry and when it is completely full of an absorbing liquid, a solution of approximately five per cent by volume of iodo-benzene in a close-cut hydrocarbon fraction, or a solution of 50,000 ppm sodium iodide in water. Two types of experiments were conducted, one in which the liquid was inside the core, and the other with the liquid outside the core. Tests with the liquid inside the core were run to cover the saturation range encountered in both the drainage (gas drive) and imbibition (liquid flood) flow systems. It is pointed out that the same core was used, but the tests were conducted at different times with the recording mechanism balanced at a different position. Therefore, the absolute values of relative X-ray intensity at any saturation are not the same in each test. In the second type of test the same core was used, but this time its pore space cmtained only gas, and various thicknesses of oil contained in plastic cells were placed in front of the dry core. As before. the relative X-ray ah- sorption was measured and compared to the quantity of oil in front of the core. The arrangement of the fluids with respect to the path of X-rays in these two types of tests represent fluid distributions of a wider difference than can be expected between that established in a core just due to imbibition and drainage saturation flow histories. Thus any deviation from a straight line relationship of the log of the relative X-ray intensity us saturation calibration should be readily apparent. Results of the laboratory tests are given in Fig. 1. A schematic diagram showing the position of the fluids with respect to the path of the X-ray beam is given for the two cases investigated. In the case where the oil existed outside the core (Case B), the log of the X-ray intensity (log, I/I,) is related directly to the cell thickness (amount of oil in X-ray beam path). This correlation is in full agreement with X-ray theory. AT the Morenci branch of the Phelps Dodge Corporation, of which Frank Ayer is manager, several new types of machines that have been developed by Charles Mitchell, shop foreman in the drill steel shop, invite comment for their time and labor-saving qualities. Foremost of these is an adjustable gage-block and gaging device for attachment to drill-sharpening machines, developed and patent applied for by Mr. Mitchell. It replaces the blocks on the standard Ingersoll-Leyner drill steel sharpener No. 5. Features of the device are gage blocks with a flat surface which can readily be removed when worn and planed in any flat planer; blocks that can be adjusted with a templet to give a far more accurate gage than was formerly possible; and a center stop that is adjustable and can be accurately set to center any standard size drill steel.

Coal as mined contains varying quantities of inorganic components (mineral matter) which, on combustion, produce the residue known as ash. It has long been realized that the weight of this residue does not equal the weight of the mineral matter originally in the coal, because of the chemical changes that take place during the ashing process. Moreover, the ordinary ash analysis presents the ash as a mixture of oxides with little or no clue to the identity of the mineral species originally present in the coal. It is only for pyritic sulfur that an attempt is made to determine a mineral component. So far as the authors are aware, there are practically no experimental data in the literature as to the percentages of the different mineral species present in coal. The oft-quoted table of Marson and Cobb1 cannot rightly be considered as data, since the authors merely state that the table "shows the probable forms in which these ash constituents exist in coal." In view of the attempts to calculate analyses and determinations of the calorific equivalent of coal to the mineral-matter-free basis, as well as the importance of the mineral species in clinkering, combustion and coking, it seems strange that so few data are available on this phase of coal technology. For example, numerous empirical corrections for use in the scientific classification of coal have been suggested to compensate for the losses from the mineral matter during ignition of the coal to ash. These include multiplication of the ash percentage by various factors such as l 1/10 and 156, the use of the Parr unit coal formula (1.08 A + 22/40 S, where S = total sulfur) as well as certain modifications of the Parr formula that attempt to correct for the organic sulfur present in the coal. The mining press, as well as certain federal and state bulletins, refer from time to time to the relative hazards that attach to loading bituminous coal by hand when compared with the so-called "mechanical loading" process. Much of the coal coming under the head of hand-loaded coal is won in part by the use of machinery; the coal-cutting machine is in general use, the electric power drill employed to a lesser extent. Therefore it may be said that the principal difference in the process employed, mechanical loading versus hand loading, lies in the fact that some type of loading machine is employed in the mechanical loading process to lift the coal from the face of the room, place or entry, after it is mined, placing it in the pit cars for transport to the tipple. It is a common practice to compute accident records on the basis of tons mined per fatal and per nonfatal accident, disregarding the fact that it is possible to produce by the aid of coal-loading machines the same daily, monthly and annual tonnage with a much smaller force than is required where the coal is all shoveled by hand. Inasmuch as the men who are released by the substitution of machinery for hand labor must find employment elsewhere, suffering some measure of hazard in their new occupation, we are of the opinion that the true relative hazard that attaches to the processes of mechanical loading and hand loading can be determined only by using as the basis of comparison "man shifts worked" or "hours of exposure" experienced per accident. The Union Pacific Coal-Co., beginning with the year 1929, undertook to maintain a true record of man shifts worked per compensable accident, giving equal weight to fatal and nonfatal accidents. Accidents lacking sufficient severity to come under the compensable terms of the Workmen's Compensation Act were not included in the compilation, the Act providing that "no compensation, except the expense of medical attention, shall be allowed for the first seven (7) days of disability, unless the incapacity runs beyond the period of twenty-one (21) days, in which case the compensation shall run from the time of the injury." THE stage is set for the 1930 Annual Meeting. It will take place in the Engineering Societies Building. Feb. 17, 18, 19 and 20, and an unusual pro- gram of technical papers, symposia, lectures and addresses, interspersed with luncheons, dinners, excursions and worthwhile entertainment for the four days has been arranged. The curtain rises on Monday morning and the first act is by the entire company-registration. Then the meeting hits its stride, for there are ten technical sessions on Monday, and the range of subjects includes most of the Institute membership. The Committee on Coal and Coal Products, which is about to become the Coal Division, presents a symposium of a dozen or more papers on Coal Classification, concluding its afternoon session with several papers on general subjects. At its luncheon between sessions, C. E. Bockus, president of the National Coal Association, will be the honored guest. Papers of theoretical character will be discussed at the morning session of the Committee on Geophysical Prospecting; at its afternoon session there will be presented summaries of results obtained at various properties by methods described at previous meetings of this group and permanently recorded in "Geophysical Prospecting," published by the Institute early in 1929. Members of the Petroleum Division should not overlook the paper by Theodor Zuschlag, on this Committee's program. It is entitled, "Oil Structure Mapping by the Sundberg Method." Members of the Iron and Steel and Institute of Metals divisions will find it profitable to attend the session on Engineering Education on Monday afternoon. E. A. Holbrook has arranged a program of ten-minute talks on Metallurgical Education which are designed to get down to "brass tacks." and the practical man may, in discussion, contribute as well as learn. At 5 p. m. Thomas T. Read will lecture+ at Columbia University, on "Recent Progress in Economics of the Mineral Industries."

The work described in this paper was carried out under the sponsorship of the Foreign Economics Administration and in cooperation with the Departamento Nacional da Produggo Mineral, Rio de Janeiro. The project was undertaken to obtain complete data on the variations in washability of coal to be used for coke manufacture in the steel industry and to determine the economy of preliminary hand-sorting operations. The coal-producing industry of Brazil is in that pioneering stage in which operating practices and methods are just being developed. Increased wartime demand for fuel, coincident with a drastic curtailment of foreign supplies due to lack of shipping facilities, has put a tremendous pressure on the national industry to furnish more coal. Under this incentive, production facilities are being -expanded- and new methods of operation are being tested. Such changes are being developed both by improvement of existing methods that originated in the field and by adaptation and modification of methods introduced from the United States and Europe. These mining conditions and mining practices in Brazil are typical of what the American mining engineer will find in many instances when he goes pioneering into the developing coal fields of the Southern Hemisphere. The producing coal fields of Brazil are all in the southern states of that country. The coal measures are in a band roughly paralleling the coast and extending in a generally southwesterly direction from northern Sao Paulo through the states of Paraná, Santa Catarina and Rio Grande do Sul to near the Uruguayan border in the vicinity of Bajé. The accompanying map1 (Fig. I) shows the general location of these fields and also the principal routes of movement of both national and imported coal in a late pre-war year (1940). It is undoubtedly valuable in helping to eliminate porosity in many of the alloys. In the copper-nickel alloys, its use is becoming almost universal, for, beside helping to make sound castings, it tends to hold the carbon in solution in the solidified alloy. GWILLIAM H. CLAMER,? Philadelphia, Pa.-I have found that manganese copper is satisfactory for eliminating sulfur and that it works very well in the crucible and when you have reducing conditions; but in a large reverberatory charge, where the conditions are oxidizing, we were not able to eliminate the sulfur.

A hybrid finite element-boundary element code with eight noded isoparametric finite elements and three noded boundary elements is described for plane strain and linear isotropic elasticity. In the direct formulation of the Boundary Flement Method, quadratic variation of geometry and displacements, and linear variation of tractions with respect to the element intrinsic coordinates are used. The boundary element region is treated as a "super-element" in the finite element sense.

In June the supply of M3 army demolition powder being used for mudcapping was depleted and we switched to 4 by 8, 60% Special Quarry Gelatin dynamite. This size cartridge has proved convenient, as a half stick will handle the average boulder. By keeping the gelatin in the paper while cutting it in two, there is little contact with the gelatin and therefore fewer headaches among the powdermen. To further help prevent the headache nuisance the men are furnished with plastic coated gloves. Boulder breaking costs as reported last year were $0.426 using M3. This year, 8180 boulders have been broken with M3 at a cost of $0.472 each and 7479 with 60% Quarry Gelatin at a cost of $0.660 each. This rise in cost is due entirely to the greater cost of the Gelatin as the method has not changed.

J. S. HALDANE, M. D., F. R. S., Oxford, England (communication to the Secretary?).-The valuable paper of Messrs. Burrell and Gauger is of special interest to me as, through the courtesy of the management, I had an opportunity of visiting the Portland mine, Cripple Creek, in 1911, in connection with the investigations on acclimatization to high altitudes, carried out on Pike's Peak, near Cripple Creek, by Professors Yandell, Henderson and Schneider, Dr. Douglas and myself.1 The analyses of one or two samples of the vitiated air were entirely confirmatory of those of the authors. A fatal accident owing to two men being lowered down a shaft filled with the gas had occurred in a neighboring mine just before our visit.

The role of calcium, phosphate, and fluoride species in determining the zeta potential of apatite in aqueous solutions was investigated in this study. The zeta potential of apatite was determined by streaming potential measurements over a wide range of concentrations of potassium nitrate, calcium nitrate, potassium dihydrogen phosphate, and potassium fluoride solutions at various pH values. While the addition of phosphate made the apatite surface more negative at all pH values, calcium caused a significant increase of the zeta potential only when the zeta potential was negative. Fluoride addition had only a minor effect on the zeta potential, but both negative and positive values were increased.
