THE Oklahoma legislature recently passed a bill providing for "the creation of an oil and gas department under the jurisdiction of the Corporation Commission, authorizing the. Corporation Commission to appoint a chief oil and gas conservation agent, and conferring exclusive jurisdiction on the Corporation Commission in reference to the conservation of oil and gas, and the inspection of gasoline and oil, the product of crude petroleum, and repealing all acts or parts of acts in conflict therewith and declaring an emergency." Some of the functions of the new bureau include the receiving and filing of all well logs and the direction and supervision of plugging all abandoned oil and gas wells under rules prescribed by the Corporation Commission. The two leading petroleum-producing States of the country, Oklahoma and California, have now established oil and gas bureaus with a staff of inspectors to see that the important rules relating to the conservation of oil and gas are thoroughly enforced. The economic significance and the value of well logs in the conservation work has been recognized and the necessary legal action taken to insure and procure them. William B. Heroy, of the Government Land Classification Board, in a personal communication to the writer, says that the drilling of wells is also regulated by public authority in the Roswell artesian basin in southeastern New Mexico, where a permit must be obtained for the drilling of any well and a certified log of the well recorded with a county official. The method is said to give fairly satisfactory results. In a recent article 1 a National instead of a State Bureau was suggested for collecting and filing well logs. In discussing the paper, L. L. Hutchison characterized such a plan as impractical because the average driller or contractor will often juggle or guess at the log and will not keep the record sufficiently close or accurate, making it necessary to maintain a special man at each well for the sole purpose of obtaining

THE St. Joseph Lead Co. became interested in the Tri-State district in 1921 through acquisition of prospecting and development rights on approximately 20,000 acres of land extending northeastward from the Picher mining field, mostly in Kansas. Prospecting with churn drills was begun the same year and the first commercial ore body was found on the Jarrett tract at the then northern limit of the main Picher field. Operations at this mine began in 1923. Kansas Explorations, Inc., was organized in 1923 by the St. Joseph Lead Co. as a wholly-owned subsidiary to carry on its operations in the Tri-State District from an office at Joplin, Mo. As prospecting of the original acreage proved largely negative, attention was subsequently turned to other sections of the district. Numerous additional leases were acquired and prospected. The Company was successful in developing into operating properties the Jarrett, Isherwood, Robinson, Sullivan and Lotson tracts and, in more recent years, the Ritz, Snapp, Buckingham, Gibson and Jasper mines.

In every chemical reaction heat is either developed or absorbed, and this plus or minus heat of formation is as definite in quantity as the weights of the reacting elements. In this paper I shall show that each chemical element and each chemical radical has its own definite heat-valency,—a fact which, so far as I know, has hitherto escaped the attention of investigators, but, I feel sure, will be admitted after the demonstration here given, and may lead to some practical conclusions of value. When Berthelotys " law of maximum work " was found to have so many inexplicable exceptions, the pendulum of a scientific theory swung away from a recognition of the truth underlying that proposition; and this reaction went so far that not only has thermal chemistry been relatively neglected by recent investigators, but it is not uncommon now to find textbooks on physical chemistry which practically ignore all that Thomsen, Berthelot and others have done. To this temporary tendency of thought I attribute the failure to recognize the principles herein announced and explained. Not long ago, while studying tables of the formation-heat of various salts, I noticed that in this respect all potassium salts in solution differ from the corresponding sodium salts by 9.3 cal.1 I found also that similar differences exist between other salts, not only when the basic radical is varied, while the acid radical remains constant, but also when the acid radical is the variable. Thus chlorine salts in solution differ from bromine salts in this respect by 10.9 cal. Upon further study, I found that Thomsen had noted similar constant differences, but, so far as I can ascertain, he appears to have attached no great significance thereto.

NOT the least interesting sights that New York has to offer the visiting mining engineers are the extensive tunnel operations that are being pushed in connection with the subway construction. While a "hard rock" man might feel at home on these jobs, the engineers driving the subway tunnels have necessarily had to encounter some new problems pe-culiar to the largest permanent mining camp in the country. To drive a heading 36 by 18 ft. in hard rock, with a station section to follow 52 by 27 ft. across-and to do it in the midst of a city's traffic-demands engineering skill of a high order. Not the least of the problems overcome by the engineers in charge was to provide adequate ventilation for the men at the face at all times, so that there would be no delay in the work. With a crew of 40 men (32 drill runners and helpers on the machines alone, working two shifts) a hold-up due to inability to get back promptly to the face after shooting would affect costs quickly. AIR VITIATED BY EXHAUST FUMES FROM MOTOR TRUCKS A complication not encountered by metal miners, but which the subway engineers had to meet, was pollution of the air in the tunnels by fumes from the exhaust of the motor trucks used to haul away the broken rock. As shown in the cut, motor trucks were constantly em-ployed to remove the heavy tonnage broken as the tun-nels went ahead, amounting, according to R. J. Van Wagner, chief engineer of the Del Balso Construction Co., to 48 cu. yd. per ft. of tunnel advance. As the length of the tunnel under his management was 900 ft., it was essential for the safety of the men that suffi-cient air be introduced to dilute the poisonous fumes so that no ill effects would be felt for the entire distance that the trucks had to travel. The presence of the ex-haust fumes was especially noticeable on foggy days.

A two year study was made of the waste disposal of the pebble rock phosphate industry. Solid slimes are impounded in large settling areas and the process water is re-used. Clear effluent was not found to be toxic to fish, or animal life in field tests or in controlled experiments.

The importance of ladle and teeming practice and its relationship to the yield and quality of the product has focused considerable attention on this phase of open-hearth operation. Inherently bad steel cannot be perfected by manipulation during teeming, but through the proper handling of "off heats" serious losses, which in many cases arise, can be greatly minimized. Conversely, good steel can be ruined as a result of poor workmanship in the pit, and rendered unsuitable for application to orders where exacting surface and physical requirements are essential. Sufficient evidence has been secured to warrant careful investigation of pit operations when an abnormal number of basic defects develop in the semifinished product or are found on the inspection table. This paper is written from the standpoint of the problems involved in making satisfactory ingots for sheet rolling. Furthermore, since rimming steel is almost universally used for manufacture of sheet, the data presented herein refer particularly to that type of steel. Going back some 30 years in open-hearth history, the word "pit" properly described the hole into which the ladle was lowered to receive the metal tapped from the furnace. The working space was necessarily limited, and the disposal of slag and metal overflowing the ladle or lost because of breakouts presented a serious problem. The equipment, of course, was rather crude in the light of present-day development. Often no ladle stands were provided, the ladle being hung on the crane beneath the runner. When delayed taps occurred, the ladle was often held in position for many hours, thus tying up pit operations and causing delays to adjacent furnaces. Because of crowded conditions, slag thimbles were not used and a network of cast-steel triangles and old tapping bars, placed before the heat was tapped, was the means for removing slag from the hole. IN a year of sober reflection and stocktaking after the mineral-squandering spree of World War II, the role that beneficiation of low-grade must henceforth play in American mineral industry has become unmistakable. From the volume of research and development progress in mineral engineering during 1946, mineral dressers evidently have ample resoluteness to meet the challenge. Perhaps ,the most conspicuous trend of the year was the renascence of interest in gravity concentrating methods and more serious effort than ever before to make them effective in finer size ranges down to 200 mesh. This has been forced by the problem in iron ores where the low value of the product will not support a high flotation reagent cost, however good flotation pilot plant results may have been and however well the acute problem of variable feed may be met. The race is on between rabbit flotation and tortoise gravity methods and a surprising amount of betting money is being laid on the tortoise which already is showing previously unsuspected talent for speed. Mostly, however, a wait-and-see attitude prevails during the present preliminary heats. As evidence of the latter, two magnetic plants are now on the boards for magnetic taconites on the eastern Mesabi to establish a reprieve against the time when nonmagnetic taconites must be addressed. Incidentally, these operations will force the blast-furnace issue on preparation of fine material since a minus-100-mesh grind is contemplated.

SOME of the reactions and procedures upon which modern techniques in the production of metal powders are based were used for 2000 years by the ancients to reduce iron and other metals from their ores. Despite this, however, the art of powder metallurgy is relatively new and probably stems from the introduction of incandescent electric lamp filaments. Attempts to improve upon Edison's carbon filaments led to the production, in order. of metallic filaments of osmium. tantalum.. and finally of tungsten, which ha, replaced the others and is the commercial product of today. These metallic filaments were originally manufactured by the extrusion and sintering of a mixture of the metal or its oxide with a reducing agent which also served as a binder. The fourth expansion within 10 years was completed at Pima Mining Co. during late 1971. The first three expansions increased capacity from 3000 to over 40,000 tpd. Conventional crushing and grinding practices were used in the original 10-section mill. Total capacity is now approximately 54,000 tpd. Expansion IV includes a new primary crusher and a radial stacker conveyor that feeds stockpiles for both concentrators. The -8-in. primary product is fed from the reclaim stockpile to the new mill by two pairs of pan feeders, each pair feeding a separate conveyor. The reclaim conveyors each feed 28 X 12-ft semiautogenous mills operating with an 8% charge of 4-in. balls. Autogenous discharge is screened, oversize recycling by conveyors, with -%-in. undersize feeding two conventional 161/2 X 19-ft ball mills in closed circuit with cyclones. Cyclone overflow is pumped to three parallel rows of 300-400 cu ft flotation cells. Rougher and scavenger concentrates produced are sent to the original mill for regrind, cleaning, and filtering.

The following resolution was prepared, by the War Minerals Committee and was submitted by it to the Board of Directors of the American Institute of Mining Engineers, asking that it be passed by the Board and used to the best advantage to secure the end desired. WHEREAS, the steel industry of the United States is almost entirely dependent on the importation of foreign manganese ores, the consumption of which for the year 1918, it is estimated, will exceed 850,000 tons; and WHEREAS, the ships now engaged in transportation, especially from Brazil, are needed with ever increasing urgency for supplying our Army and Navy forces abroad; and WHEREAS, much shipping may be spared from manganese transportation and the domestic sources of manganese may be utilized, provided the steel manufacturers of the United States will cooperate to this end by taking advantage of the possibility, in open-hearth and Bessemer practice, of so called "residual" manganese, and by using spiegeleisen instead of ferromanganese, thereby following the example already set by three large and prominent steel producers; BE IT RESOLVED, that the Board of Directors of the American Institute of Mining Engineers urges the steel manufacturers of America, for patriotic reasons, to give immediate consideration to the development and utilization of domestic manganese ores; to use no ferromanganese, except for the manufacture of grades of steel below 0.15 per cent. carbon, to use domestic ores whenever possible in place of the high-grade imported ores; and to urge their associates and colleagues in this and other possible ways, to vie with one another in releasing ships for importation of any materials that cannot be secured or produced in this country.

BLAMEY STEVENS, Nogales, Ariz. (written discussion *).-This subject should be approached boldly from the purely physical standpoint. There are usually many known ways of making chemical deposits of any particular mineral and probably many more ways that are still unknown. With-physical-effects; .however, there-are, in-general, only one or two, or possibly three, ways that will pass muster before the physicist, when he realizes the geological conditions to be harmonized with the physical ones. Let us consider the second way that Mr. Taber describes: "It (the mineral matter transported in solution) may enter along a fracture, bedding plane, or similar passage, and, as it is deposited, force the wall rock apart, thus making room, for the growing vein," because it is the one Mr. Taber chooses for the great bulk of metalliferous veins. By "forcing the wall rock apart" Mr. Taber indicates that he means that the process of crystallization or-solidification of the mineral in the vein forces the walls apart. To prove this, he offers a great variety of geological evidence, which, from the physical standpoint, is entirely superficial. From the geological standpoint the evidence is the best to be had, but it is entirely negative and one single grain of really positive evidence will entirely offset it. The theory for unsteady radial flow of gas, as simplified by Aronofsky and Jenkins, has been reviewed and compared with actual well performance. This study indicated that the theory should be modified by the introduction of an empirical "rate of flow" function "Y(q)". The expansion of the theory on the flow of gas to include a Y(q) term bridges the gap between the theory of unsteady-state flow of gas and actual gas-well behavior. Apparently, the Y(q) term is a function only of the rate of flow for a given well. The completion factor or skin effect is associated with the Y(q) function in such a manner that at least two or more sets of drawdown or pressure build-up tests are needed to separate the Y(q) function and the completion factor. Since the Y(q) function used in this report represents an energy loss dependent on rate of flow near the well-bore of a gas well which is in addition to the loss required by Darcy's law, the Y(q) function is related to the exponent of the back-pressure curve for a gas well. Techniques and equations are presented which permit the estimation of stabilized and "short-time" deliver-abilities. INTRODUCTION The published theory of radial unsteady-state flow of gas through porous media may be divided into papers1-" which use Darcy's law as a premise and other papers4-7,16-10 which recognize that Darcy's law may not hold for flow into gas wells. Miller8 compared theory based on Darcy's law with actual gas-well behavior and concluded that flow into gas wells deviates from Darcy's law. Houpeurt4,5 in a thorough investigation of flow into gas wells concluded that the flow rate into a gas well is proportional to the difference between the squares of upstream and downstream pressures elevated to a power between 1.0 and 0.5. Houpeurt also concluded that the deviation from Darcy's law is caused by irreversible, kinetic energy exchange between the flowing gas and the porous media. Tek9 presented a complete evaluation of the flow problem in gas wells. Several investigators state that the inclusion of gas compressibility into flow equations based on Darcy's law does not begin to explain the flow problems suggested by gas-well behavior. For many years, natural-gas engineers have realized that gas wells by actual test exhibit behavior which cannot be explained entirely by Darcy's law. Many tests on gas wells have indicated that a value of 0.85 for the exponent in the back-pressure equation is a fair average for many wells. However, Darcy's law either for steady or unsteady-state conditions indicates that the exponent should be 1.0. The purpose of this paper has been to examine this deviation from Darcy's law and to present a reasonable mathematical means of evaluating the deviation. The method presented in this paper combines previous theory with an empirical function to provide a description of gas-well behavior. All equations in this report are for constant terminal-rate-of-flow conditions. While present methods of testing wells usually are not based on this concept, they are believed to approach the constant terminal-rate conditions closely in many tests. However, several gas wells were tested by holding the rates of flow constant in order to approach more closely the constant terminal rate of flow; the results confirm the concepts presented in this paper. IN smelting copper, lead, and silver ores, it is scarcely possible in every case to make analyses of the various parcels of ore, with the view of combining these and the fluxes so accurately as to yield, in the furnace, slags of exactly the most favorable composition. This is even more difficult with ores which require previous calcination, or with mattes which have been roasted in heaps. Even in cases where the greatest pains have been taken and the most elaborate calculations made beforehand, it frequently happens that variations in the working of the furnace interfere with the result so much desired. Generally, the practical metallurgist must be content with ascertaining the average composition of his ores and fluxes, making a calculation once for all as to the most advantageous mixture, and leaving slight changes in its composition to be taken care of as it is passing through the furnace. The various products then afford him the best material whereon to base his judgment as to the manner in which his smelting mixture is working. Of course the character of the slag is one of his chief guides, but it is not always possible from its outward characters alone to form a correct judgment as to its composition. Neither would it be possible or practicable to apply chemical analysis for this purpose, as it would be impossible to wait for its results while working a furnace. William H. BLAUVELT, Anaconda, Mont.: Mr. Stetefeldt's comparison of the producer-plants at Aspen, Colorado, and Park City, Utah, is of special interest at this time, when the attention of all western metallurgists is so forcibly drawn to the necessity of reducing expenses and losses. The fact that wood was used at Park City before gas was introduced, for firing the Stetefeldt furnace and dryer, offered an excellent opportunity for showing the economies resulting from the adoption of gas in place of wood, as well as a comparison between the two gas-plants. Some time ago Mr. Stetefeldt contributed an article to one of the technical journals, in which the economy obtained by the substitution of gas for wood at this plant was shown quite in detail. I regret not being able to quote from his article at length, but, remember that the total saving effected would pay for the producer-plant in about one month. This is a striking instance of the advantages to be secured by the adoption of the best methods of using fuel in our metallurgical works. In comparing the figures from the Park City and Aspen plants, the difference of over 20 per cent. in the fuel used in the Stetefeldt furnaces, seems remarkable, even considering the larger amount of sulphur in the Aspen ore, and the greater rapidity with which it was roasted. It would be interesting to have Mr. Stetefeldt's, opinion as to the cause of so great a difference. The inferior economy of the revolving dryers at Park City might be overcome by lengthening them, or so arranging a second one above

General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."

THE organization of the Board of Directors was effected Tuesday afternoon in ' executive session. Messrs. Bassett,. Buehler, Cates, Daveler, Eavenson, Eilers, Elliott, Evans, Guess, Lovejoy, Moulton, Rickard, Tally, Turner,, Wraith and Wright being pres¬ent. Messrs. Tally, Bassett, Rickard, Mathews and Cates were chosen to form the Executive Committe with Mr. Tally as Chairman, and Messrs. Krumb, Guess and Moulton for the Finance Committee with Mr. Krumb as chairman. Karl Eilers was reelected as Treasurer and H. Foster Bain as Secretary, after which the Directors adjourned for the usual dinner reported elsewhere. At the open session of the Board, at which in addition Messrs. Allen and McAuliffe were present, the work of organization was continued with appointments to committees as listed herewith. Various actions of the Executive and Finance Committees were confirmed, the budget for 1931 formally approved, the meeting dates for the year adopted, 34 new Members and Associates, 13 Junior Members and 31 Student Associates admitted by election and transfer and 29 resignations accepted.

IN these days of the spectacular in research and technological accomplishment, it is easy and natural to overlook some of the applications to everyday life of recent developments of a more pedestrian kind, or to fail to realize that sometimes two or three of the latter may be combined to serve a novel purpose in fields other than those in which they grew. The present remarks are to point out three such developments which might be combined to apply to an everyday function of the A.I.M.E. as an organization. By its Constitution, the A.I.M.E. is organized "to promote the arts and sciences connected with . . . minerals and metals, and the welfare of those employed in these industries . . .; to hold meetings for social intercourse and the reading and discussion of professional papers, and to circulate . . . among its members the information thus obtained . . .; and to . . . maintain . . . a library." By these words of Article I the profession of mining and metallurgy is recognized to involve many arts and sciences, of which the art and science of exchanging information is a leading one. As to methods of preparing or securing papers, the Constitution is silent.

SCIENCE beginning in rational observation came of age, when its devotees first began to measure and count. It has been said that the most striking aspect, of science today is its growing abstraction, and its preoccupation with mathematical symbolism. Technology with specific and concrete objectives in the satisfaction of human wants, cannot conceivably achieve the abstract unification that science seeks, but .the utility of the' scientist's method has been too well proved to require bolstering. Metallurgy is in its scientific infancy.
