THE fact is notable though probably little known that the United States is the only nation obtaining and distributing through its Government bureaus any data pertaining to waste metals and drosses. Some foreign governments do issue reports relating to mine or smelter production of primary metals, but none gives in scope and detail the information published now by the U. S. Bureau of Mines and formerly by the U. S. Geological Survey; and this is despite the fact that the funds annually allotted for those purposes are insignificant in comparison with allotments for the preparation of data relating to other industries of like importance. The earliest data on the production of metals from secondary sources in the United. States were contained in a press bulletin issued by the U. S. Geological Survey on Jan. 4, 1909. The information published was that for the year 1907 obtained and compiled by C. E. Siebenthal, who was one of the first to visualize the growing importance of the scrap-metal industry. The National Conservation Commission had emphasized its opinion that the known domestic supply of certain kinds of the more important metals was being rapidly marketed and that while there was no immediate cause for concern it was best to conserve such resources. Not only had there been a lamentable lack of any data regarding the quantity of scrap metals available or used but also gross carelessness and indifference in the segregation, collection, and effective use of scrap material. Siebenthal realized that even approximately correct statistics of recoveries from the more important base-metal scrap and drosses were nearly as essential to both producers and consumers as the statistics of the output of primary metals. There were not then nor are there now sufficient funds for complete collection of data, nor was it considered the province of the Geological Survey to do more than determine approximately the recovery of secondary metals for use in supplementing those given for the primary metals. The elaborate analytical techniques for risk analysis used by the large mining companies in conjunction with the valuation of mineral reserve sites are totally inappropriate for the small miner. The small miner does not possess the financial and technical resources which are available to the large companies for such risk analysis. Even if these resources were available to him, the relatively small size of his investment would not justify a huge expenditure for risk analysis. What is required by the small miner is an improvement over the single point estimates provided by the valuation techniques that he currently uses. Such improvement should provide an indication of the extent to which the true value (known only after the fact) might differ from his estimated value of the mineral reserve site. In addition, a rough indication of the chance of occurrence of various differences between the true and estimated values would be helpful to him. These improvements must be obtained at low cost to be useful to the small miner. Such improvements would have to be based on a simple system requiring very few additional estimates by the miner. The small miner is not accustomed to dealing with sophisticated risk analysis techniques. Hence, any complex, time-consuming approach would be doomed to disuse or possible misuse. A simple, uncomplicated approach requiring a minimum of additional estimates by the miner can be based on a system devised by Frederick S. Hillier Although Hillier's method can be applied to various mineral reserve valuation methods used by the small miner, this note is specifically oriented to the discounted cash flow model. The basic discounted cash flow (DCF) approach provides a single point estimate of value and introduces the concept of risk (i.e. the possibility that the annual cash flows may differ from their estimated values and thus lead to an incorrect investment value) through the use of a risk-adjusted discount rate. This approach simply lowers the present value estimate with increases in the discount rate (i.e. increases in the risk assessment). The single point estimate still remains. Although the lower value estimate makes it less likely that the risky investment will be deemed profitable and undertaken, it provides no indication of risk that is suitable for examination and analysis. EARLY in the development of every oil field, the operators of relatively large tracts of land must decide upon a spacing plan for the wells to be drilled upon their respective tracts. Usually it is desirable to have a system of regular spacing laid out over the entire tract, making such adjustments as may be necessary near land boundaries. Unless the dip of the producing formation is very steep, the equilateral triangular arrangement is the one most generally preferred, for the very good reason that it gives the maximum amount of drainage area for the wells up to the limit at which mutual drainage interference begins. Assuming that the equilateral triangular pattern is to be used, there still remains to he decided the matter of distance between wells. Many variable factors enter into the problem of proper spacing, some of which are physical and some economic. It is not the purpose of this paper to discuss these factors, as that has been done in several comprehensive articles during the past few years. In the end the decision must be based upon an estimate of the relative importance of various factors which apply to the field in question and to economic conditions in the oil industry at the time the development is getting under way. Even if the best possible spacing distance should be chosen when the problem arises, changing economic conditions and variation in physical conditions in different parts of the field may cause the original choice to become more or less unsatisfactory. Obviously, it is advantageous, once a spacing plan has been adopted, to avoid alteration of it as the field becomes better known or as conditions in the industry change, and yet be able to vary somewhat, the acreage per well in extending the area of development. Or, it may be desired to provide for an ultimate spacing considerably closer than conditions seem to warrant early in the development of the field. With these contingencies in mind, it is of interest to examine the possibilities which the equilateral triangular system affords. It is well known that different forms of carbon show differences in chemical behavior under apparently identical conditions. It is fairly well known that these differences persist, although to a lesser degree, in a single group of carbons, such as the anthracites of Pennsylvania. It is the purpose of this paper to show the extent of these variations for Pennsylvania anthracites from actual quantitative measurements of the amount of carbon dioxide reduced under the standardized test conditions employed. As the amount of carbon dioxide reduced to the monoxide (under comparative conditions termed, for convenience, the "reactivity") is important in combustion, gas production and metallurgy, it is hoped that this paper will be a useful contribution to the store of knowledge on these subjects. In carrying out the investigation, considerable time and thought were spent in obtaining what seemed to be the best possible design of apparatus. The next step consisted in making a number of trial runs on the same sample, varying temperature, particle diameter, etc. and then outlining a standardized procedure to be followed in testing all samples. Fifty anthracites were tested. As a matter of interest, some 10 miscellaneous samples were also tested. The data show initial reaction temperatures (abbreviated I.R.T.), reaction velocity constants at 900" and 950" C., some effects of added substances, and a few additional tests designed to throw some light on the causes of differences in reactivity. The sample of charcoal, as was anticipated, proved to be easily the most reactive of any sample tested. The anthracites as a group came second. The five samples of gas and by-product cokes, obtained from five different coke manufacturers, came third, and a single sample of Rhode Island anthracite ranked fourth, with respect to reactivity as above defined. Although the five coke samples do not necessarily represent the average market coke, and five samples constitute a rather small number of samples to serve as a basis for comparisons, the fact that none

The classification and preparation of non-ferrous scrap mctals is a subject of interest to every individual and corporation that employs in its processes of manufacture non-ferrous metals and alloys and accurnulates in such manufacture scrap from these materials for disposition in the form of turnings, borings, short ends, punchings, clippings, grindings, washings, etc. All too frequently the disposition of such scrap is left to indivitluals who have no knowledge of the subject either from a metallurgical or a commercial standpoint, or both. Much money is thus lost whicli with a little more intelligent effort might be saved, and in this day of fierce competition and small profits such an opportunity cannot be ignored. The Mineral Resources of the United States for the year 1925, the latest issue available (Part 1, page 221), gives the secondary non-ferrous metals of certain classes recovered in the United States for the year 1924 to 1925 as shown in Table 1. The figures are tabulated simply to give the reader some idea of the scope of the secondary non-ferrous metal industry. Approximately 900,000 tons of an annual value of $244,000,000 were recovered in the year cited. In 1916 (again using thc Mineral Resources of the United States as authority) the tonnage reclaimed was approximately 632,000 tons and the value, because of the high prices for metals prevailing at that time, amounted to $265,000,000. It is not the purpose of this paper to discuss smelting and refining operations or the feasibility of an organization, primarily engaged in some other activity, conducting smelting and refining operations to convert its own non-ferrous scrap metals and alloys. The classification and preparation of these non-ferrous materials is a preliminary step, regardless of what subsequent operations the material may pass through or where these operations may be conducted. For that reason the subject can he readily discussed without any reference to subsequent activities. Space must be provided, with suitable handling facilities, scales and the necessary storage bins where the material may be accumulated. The scope of the activity, the nature of the industry and the tonnage handled will determine, in a large measure, what preparation, if any, it rrlay he desirable to give these scrap materials to put them in the best niarketable condition. The New River coal-field embraces that portion of the Appalachian coal formation which lies on the waters of the New River, principally in Fayette and Raleigh counties, West Virginia, covering a strip of territory about forty miles in length along the line of the Chesapeake and Ohio Railroad from Quinnimont to Kanawha Falls, where the New River empties into the Kanawha, the railroad following the banks of the river the whole distance. (See map.) Between Kanawha Falls and the Valley of the Ohio lies the great Kanawha region, and these two coal-fields possess a greater variety of coal than can be found in any other portion of the country, enabling them to furnish the best fuels for any of the various demands of manufacture or domestic use, the Kanawha region possessing many varieties of gas, hard splint, and cannel coal, and the New River region bituminous and semi-bitnminous, steam and coking coal. The New River, in its westward course towards the Kanawha, has cut its way entirely through the Sera1 conglomerate or No. XII of the Pennsylvania Reports, the Umbral red shales of No. XI appearing at the foot of the mountains at the eastern end of the region at Quinnimont, one of the upper ledges of the Conglomerate forming the summits; while at the western end, at Kanawha Falls, the top of the Conglomerate is nearly down to the level of the river, a portion of the " Lower Productive Measures" forming the greater portion of the mountains. These mountains rise abruptly from the banks of the river to a height of from 800 to 1200 feet, leaving only here and there narrow strips of bottom land, a few acres in extent; and as the measures consist principally of hard sandstones, shales, and conglomerates lying ill a nearly horizontal position, the mountain-sides are very precipitous, with many long and high cliffs, which, with the great height of the mountains, give the country a very rugged appearance. Along the sides of these mountains fronting on the New River and its many tributaries there are exposed the outcroppings of several veins of bituminous and. semi-bituminous coal, varying in thickness from a few inches to over four feet, five of them being workable, or

I REGRET that I am unable to present this subject in definite form and detail. All I shall attempt at this meeting is to lay before you some curious facts, the bearings and explanations of which must be reserved for future consideration. I hope before the next meeting to have carried experiments far enough to furnish a more important contribution to the science of iron metallurgy. The Wickersham process consists in the introduction into the molten metal, as it runs from the furnace, of air from the hot blast. Mr. Samuel Wickersham is the originator of the plan, as applied in practice, although Mr. Martien had the idea a long time ago, and, I believe, went to England about it. But at that time Mr. Bessemer was coming before the public with his invention, which engrossed the attention of iron-masters, and Mr. Martien accomplished nothing. The principal difficulty in our experiments at Dunbar was to get a practicable runner or trough, through which the molten metal should pass, and in which it should be exposed to the action of the Mast. The runner we used was ten feet long, and perforated on the sides to permit the entrance of the air-currents. When we used a cast-iron and fire-clay runner, the heat was so great that before we were more than half done with a run, the lower part of the runner was melted, and we had a magnificent Fourth of July display of fireworks until the blast was shut off. We had to abandon fire clay. The runner with which we have had the best success is made of wrong- ht-iron tubes, 29 inches in diameter, attached to a wrought-iron frame, and lined with a mixture of crushed conglornerate (quartz) and a little fire clay to give it cohesion. The wrought-iron shell curves inward over the upper edges, so as to catch and throw back into the current the flying sparks and particles of metal thrown out by ebullition. With this we have been able to run 12 to 14 tons at a heat with great ease. Mr. Wickersham has since prepared this material (pounded quartz) into a shaped brick or tile, with the necessary perforations for the passage of the air, which promises to answer every requirement for steady working. AS I have told you before, "alloy" here signifies nothing but the mixture of one metal with another in friendly companionship. Whenever you wish to do this, you should consider the purpose that moves you, whether it is to increase the quantities, or for corruption. Then you should choose whatever has by its nature more affinity with what you wish to alloy, or whatever is best for your purpose. Give it in the melt the proportion that you wish or as much as it can support without being entirely removed from its first nature, as [73v] water is in wine or white in black if too much is added. However, you must make the proportion with a definite ratio by weight and not by chance in order that you may bring your work to the degree of perfection that you desire. For he who, proceeds with his eyes closed not only stumbles many times but frequently falls. Therefore you must know first that gold does not join in an alloy with any metal other than silver and copper. Thus if you wish to make a work of gold or to have it made, and begrudge the expense of having it fine, or if you find that you do not have enough, or if you do not care about such fineness, you must decide exactly how many carats less than perfectly fine you wish it to be, or by what weight you wish it to be increased. In order to do this accurately weigh the fine gold that you have and accompany it with silver or fine copper in the quantity that you wish to give it, and melt both these things together very well. So that you may understand the procedure better, let us suppose that you wish your gold to be 23 carats. You are to imagine that the whole quantity is twenty-four parts because this is the final limit at which the gold can be perfect. Now if this were the case, you would put in one part, which corresponds to one twenty-fourth of the whole quantity. You will have taken away one carat of the value of its fineness and increased it another in quantity. In the same way it will happen if you put in two or three or four or six. Up to the limit of one-half, you will always have gold according to the denomination of the lesser virtue and the greater quantity. This chapter will deal with the policy issues relating to mineral land disposal. The first portion of the chapter will discuss in general terms the legal systems utilized in disposing of mineral rights and the major problems encountered; the second section will comprise an analysis of the policy alternatives with emphasis on the pricing aspects. In this section, we are not attempting to provide a legal text, but simply to outline very briefly and sketchily the details of the systems. More detailed information can be obtained by contacting the appropriate governmental agency for specific information. Mining laws throughout the world are based on two major legal groupings: English Common Law and the Civil Law. These basic systems are often modified by Islamic Law and by negotiated -mixtures of these. Under English Common Law, which is embraced by the United States, Canada, and many of the members of the British Commonwealth of Nations, individuals can hold property and can extract minerals from it. The owner can dispose of minerals as he sees fit, either through contract, deed, or whatever other system is appropriate. CIVIL LAW Under Civil Law (also known as Regalian Law), mineral ownership is normally placed in the state, regardless of who owns the surface. This legal system applies in most European countries and their former colonies. It is derived from Roman law. The mineral deposits, thus, are worked under concessions. Most countries use a negotiated concession system and sometimes a combination of negotiation and competitive leasing. The negotiated system has advantages as well as disadvantages for both government and industry. In a system where the government administratively determines who is to get what, the concessions are normally large. Frequently they range up to several millions of acres and involve a considerable investment on the part of the concessionaire. There is no duplication of effort on the part of producers to obtain information, since a single concessionaire controls a given area. Consequently, less money is spent in toto because several prospective operators are not required to seek the same information. The system also has the advantage to the industry of permitting the concessionaire to select and retain the best producting area. Thus, major developmental expenditures are made on the production unit only, with a resulting reduction in the risk factor. The large initial size of the concession also minimizes the possibility of expending a large bonus payment for a barren property. The major governmental advantage of a concession is its flexibility in accomplishing other national objectives. THERMODYNAMIC calculations indicate that boron is a better deoxidizer than silicon but probably is not quite as effective as aluminum. Boron should, therefore, be readily oxidized out of the open-hearth bath, which implies that it is not recovered in significant concentration from any scrap charged; also that, if added in the ladle, it tends to oxidize out during teeming unless protected by the presence of a. better deoxidizing agent. These conclusions do not apply to liquid cast iron, in which the oxygen content is much lower than in liquid steel. The possibility of conserving certain strategic alloying elements widely used in steelmaking, notably manganeie, chromium and molybdenum, by the use of boron, which in small concentration appears to be extraordinarily effective in promoting hardenability, raises a question as to what extent any boron present in the scrap charged into the open hearth is oxidized out during melting and subsequent refining. This question is significant because the optimum concentration of boron in the finished steel, which is fairly critical, would be very difficult to attain if the boron in the charge were largely retained in the metal. Moreover, unless boron is substantially eliminated in the open-hearth process its use on a large scale would eventually make it impossible to produce boron-free steel except by restricting the charge to virgin material. There is at present, unfortunately, virtually no satisfactory direct evidence to provide an answer to this question; but there are indications from practice that boron is oxidized out in the open hearth in the production of medium or low-carbon steel, although it may be retained if the carbon content remains fairly high; that is, if the oxygen is kept fairly low. In the absence of direct data, it is necessary to rely upon the indications of indirect evidence, the best approach now available being a thermodynamic calculation of the deoxidizing power of boron in liquid steel by the general method used so successfully by Chipman1 in his study of the reactions in the open-hearth process. The thermal data for boron, upon which such a calculation must be based, are reasonably satisfactory; the only quantities not directly determined are the entropy of melting of boron, the activity coefficient of boron in liquid steel, and the activity coefficient of B203 in an open-hearth slag; but these values may be estimated with ample accuracy. The results of this calculation, which is presented later, are given in Table I, together with corresponding data for other deoxidizing elements. The compression texture of iodide titanium is determined and found to consist of a [0001] texture rotated 15° to 30° from the axis of compression. As the amount of reduction increases, the angle of rotation decreases. The 0001 rotation showed a slight preference for a <1010> rotation axis. RECENT investigation of the cold rolled texture of titanium&apos; has shown this metal to exhibit a new type of rolling texture. This texture can best be described as a (0001) [10i0] with the 0001 planes rotated approximately 30" to the transverse direction around a <10i0> rotation axis. Rather good results in explaining the cold rolled texture have been obtained by other workers&apos; by examination of the tension and compression textures. No information was found giving the tension texture of titanium. Generally the tension texture of a hexagonal close-packed metal is identical with its wire texture. The drawn texture of titanium has been investigatedh nd has been found to be predominately [10?0]. Since this is the common tension texture of hexagonal metals of low c/a ratio, the explanation of the difference between the rolling texture of titanium and the rolling texture of other hexagonal metals is not indicated by examination of the tension texture. Therefore, the compression texture of titanium should be particularly important in the explanation of the unusual transverse rotation of the 0001 planes found in the cold rolled texture. The compression texture of titanium was examined by Yen.",&apos; His results showed titanium to exhibit the usual [0001] texture up to 85 pct reduction. At higher reduction a double texture appeared in which the 0001 planes were rotated from 10" to 30" from the plane of compression. This change in the compression texture seemed unusual since the tendency for hexagonal close-packed metals is to approach the [0001] texture as the idea compression texture. Mechanical twinning generally occurs over a considerable range of reductions beginning at a rather low reduction. The samples used by Yen in his investigations were prepared by two methods. Compression in a testing machine was used up to a reduction of 85 pct. Compression by compression rolling was used at higher reductions. Since the change in texture occurred at the same reduction as the change in the method of compression, a connection between the two seemed likely. To check this possibility and to locate the position of the change in texture definitely, if it was found to exist, the compression texture of titanium was re-examined. An iodide titanium crystal bar (99.9 pct Ti) produced by the New Jersey Zinc Co. and donated by the Titanium Alloy Manufacturing Div. of the National Lead Co. was used in this investigation. Of all the developments in the post-war history of Western Europe, none has been more remarkable in its aims and in the progress it has achieved than the movement toward European integration. It is not an exaggeration to say that this movement marks a virtual revolution, an about-face, in the long and complicated history of European states over the past three centuries. Although sporadic efforts to achieve European integration can be traced back for at least a 100 years, it remained for the breakdown of the European economies as a result of World War II and the subsequent Russian threat to give new impetus to the concept of broader economic and political integration. In fact, the economic integration of Europe following the end of the war was considered so essential that, in 1949, the administrator of the European Cooperation Administration, Paul Hoffman, spoke of the economic integration of Western Europe as an objective of American policy embodied in the Marshall Plan.

DURING the fury of the conflict it was believed quite generally that World War II was being fought for and would accomplish a permanent peace. Yet, before the guns were actually stilled on all fronts, the American people realized that the devastated world would continue to be dominated by suspicion and uncertainty. The misunderstandings which rapidly developed indicated that it may prove unwise to rely wholly on mutual international agreements and contracts to avoid war. Before the celebrations of V-Day died down serious thought was being given toward measures for preparedness for the next conflict. Along with a realization of the enormous loss of life caused by the destructive forces of war, the American people came to understand the seriousness of the rapid and unwarranted depletion of our natural resources. During the last half of 1945 the question of stock-piling strategic and critical raw materials for a future national emergency became an intensely live subject.

IT IS doubtful whether anything new can be said upon this subject and, therefore, it is with considerable hesitation that l prepare this paper. On account of my recent connection with the Department of State as its law- officer, perhaps I will be pardoned if I discuss this subject briefly from the point of view of that branch of the Government. , I cannot, of course, speak for that department, since I have-no connection with it at-present, but it may be helpful if I set down certain* of the factors which in my opinion and from my experience have a bearing on this international problem. With oil-burning ships, motor vessels, motor vehicles, airplanes-all consuming, astonishing quantities of petroleum or petroleum products; with the United States having within its borders only 12 per cent. of the petroleum resources of the world, and consuming about 70 per cent. of the world&apos;s output; with the more enterprising nations wide awake to the necessity ; of obtaining and preserving as large a share as possible of the oil resources extant ; the &apos;problem is peculiarly and in a, very practical sense an international one.

MY remarks are addressed to the question whether a program of international mineral control can effectively serve as a means of maintaining world peace in the kind of world envisaged by the Atlantic Charter. They do not touch the quite different questions whether such control could be appropriately used for postwar punishment of Germany and Japan, or for other purposes. I assume also that the question relates, not to the transition period immediately following the war, but to the more normal years which we hope will succeed this. Finally, they deal primarily with metals and metallic minerals rather than with. oil or coal or other minerals, although they may be applicable also to these other nonmetallic materials.

IN the utilization of natural resources owner, operator, and consumer should share the attendant benefits. Development needs to be planned under terms recognizing fully the interests of all concerned, for any undue advantage given to any one of these participants is apt to involve even greater and disproportionate injury to one or both of the others. For this reason it is well to preface any consideration of needed reforms in legislation affecting the disposition of public land with a survey of certain fundamental principles that determine the general conditions of all land transfers preliminary to development, utilization, and production. The disposition of any undeveloped natural resource, whether timber, oil, coal, or water power, as a transaction to which hand owner and prospective developer are parties, must be based in theory upon a division of expected returns. Whatever the terms of such disposition, neither party can reasonably ask for anything other than an equitable division of the returns. Under this analysis three and only three questions need to be discussed ; namely, what are those profits, how is this division to be accomplished, and what is the equitable basis of division ? The answer to the third question should probably be found by applying to the problem the principles of theoretical sociology, and&apos; the question need not be mentioned further at this time, inasmuch as it does not involve the practical considerations to be kept in mind in connection with the other questions, which are concerned with only the measure of returns and their division. That is to say, whether the land owner&apos;s equity is to be stated as 95 per cent. or as 5 per cent. of the profits attending the development of the particular resource, no change would be necessary in the method to be adopted of arriving at the closest approximation of the prospective total profit.

ABOUT a year ago, the writer had occasion to assist Mr. John L. Gill, Jr., of the Pittsburgh. Car-wheel Works, in making a trial of his new testing machine. A piece of Bessemer steel, of about .34 carbon, was used as a test-piece, turned to a sectional area of one square inch for a length of five inches between shoulders, and pro¬vided with large round heads, which were fitted to what is called the " Wade grip." Measurements of elongation, accurate to , 1/10000 of an inch, were made by a special apparatus containing two micrometer screws, with electric contact attachment. The machine was operated by hand-power. Readings of elongation were taken at each increment of 2000 pounds stress per square inch, up to 44,000 pounds, the elongation corresponding to the latter figure being .0088 inch. The elongations up to this point remained almost exactly proportional to the stresses, the strain diagram, as shown on the Plate, from the origin to the point A, being a straight line (the deviation of no observation from the straight line being greater than .0002 inch). There being no indication of an approach to the elastic limit, the attendant at the hand-wheel and scale-beam was told to proceed as usual and move the poise forward 2000 pounds, or to 46,000, and turn the wheel until the beam was balanced. Noticing that the beam did not rise in the usual time, and that the elongation was increasing rapidly, the writer called to the attendant to stop turning the hand-wheel and to push the poise backwards until the scale-beam balanced. Instead of balancing at between 44,000 and 46,000 pounds, as was expected, it balanced at 40,000 pounds, and the elongation had increased to .0343 inch (or more than four times that recorded at 44,000 pounds), as plotted at the point B, the dotted line between A and B showing the supposed course of the strain diagram between these two points. In order to increase the efficiency of underground coal operations, it is necessary to understand not only the operating system in detail, but the interrelationships between system components and the operating environment. With such an understanding comes more exact application of simulation and other operations-research techniques to plan and operate mining systems. One aspect of the coal-winning system in need of better definition, namely, the performance of continuous miners, is dealt with in this paper. Detailed discussion of this research will be found in a report by the authors. Mining Rate The performance of continuous miners-that is, the rate at which miners can deliver coal from an underground face to the outby transportation system-is dependent upon the geometric and geological conditions of mining, the characteristics of the mining machinery, and the skill of the machine operators. In order to predict mining performance, it is necessary first to identify these factors, secondly to devise a data-collection technique, and lastly, to select a method of data analysis for drawing meaningful conclusions. Factors Affecting Mining Rate: The factors that affect the mining rate can be conveniently grouped in the following four categories: Geological Factors-The natural conditions such as seam thickness, hardness, and cleavage. Geometrical Factors-The height and width of the entries and the angle of drivage with respect to the main entries. Machine Factors-The mechanical characteristics and physical dimensions of the machine, condition of the machine, condition of the bits, and related items. Other Factors-Operator efficiency, size consist of cutter product, etc. A classification such as given here is not rigid; some of the factors can be included in more than one of the categories and some can be combined as ratios. Data Collection The empirical nature of this investigation required measurements of variables under operating conditions in underground coal mines. A majority of the variables measured were continuous over a specific range of values; for example, the "width ratio" varied in practice from 0.25 to 1.00. "Dummy" values were assigned to certain operational variables in order that the variables would have numerical expression, i.e.: [ ] Data Analysis The method of analysis was to test a large model containing potentially significant variables and then reduce the model to one containing only the essential significant variables. The procedure of "scanning" a large proposed model and subsequently condensing the model consisted of two cycles of the same series of computational procedures. Correlation analysis, factor analysis, and regression analysis were the three statistical procedures that were used to derive the rate-generating equation. Correlation and Regression Analysis: Multiple linear correlation coefficients between all of the variables were calculated using the Pearson product moment formula along with the statistical significance of the correlation

THE new electrolytic zinc plant of the American Zinc Company of Illinois commenced operation in April 1941. The simple flowsheet using the standard current density and the economic reasons that dictated it are given herewith. The Evans-Wallower Zinc Co. built an electrolytic zinc plant at Monsanto, Ill., in 1929 and .operated it for about two years. The plant stood idle from 1932 and was purchased by the American Zinc Co. in 1940. Because of the condition of the equipment, excepting the motor generator set, a complete rebuilding was necessary. The Fairmont City plant of the American Zinc Co. could treat the leach residues, the purification cake and the skimmings from the melting furnace in its various plants. This possibility permitted a simple flowsheet with good economic results. The flowsheet is shown in Fig. I. The calcined concentrates are leached in mechanically agitated tanks with spent electrolyte and such ferric iron solution as necessary. When the acid has been neutralized and the iron coagulated, the fluid is discharged to settling tanks. The underflow from these thickeners is filtered on a Moore filter; the filter cake leaves the plant for retreatment and the filtrate joins the thickener overflow. Zinc dust is added to this solution until the copper and cadmium are precipitated. The pulp is filtered through Shriver presses, which deliver the purified solution to storage tanks, and the copper-cadmium-zinc cake is shipped for retreatment and recovery of these three metals. The purified solution is electrolyzed; the regenerated acid is returned for use in the leaching plant and the cathode zinc, after stripping, goes to the melting furnace, from which it is cast in slabs. The skimmings from the melting furnace are shipped to the Fairmont City plant for reduction to metal in. the retort furnaces. The choice of this simple flowsheet was made possible only because of the facilities of the Fairmont City plant. The long leaching period, with high acid content and high temperature which characterize the high-density process, gives a higher zinc extraction but also dissolves more impurities, which must be removed. The same is true to a lesser degree of the multi-step leaching of the western low-density plants. By the sacrifice of some initial extraction, solutions can be obtained that are relatively easy to purify and give good ampere efficiency. This loss in initial extraction is made up in the retreatment of the residues in the Waelz plant. The impurities that accompany the zinc thus extracted are inconsequential when the Waelz product is treated in a distillation plant. It was recognized that this flowsheet would require a somewhat greater amount of sulphuric acid-either as acid or as sulphate sulphur in the calcine-because of poorer washing. The sulphuric acid plant at Fairmont City could deliver 60° Be. acid to compensate for the sulphate loss and the cost would be less than the cost of more intensive washing.

Ware B. Gay, Richmond, Va.: Having followed the remarks of Prof. Woodworth with great interest, especially his suggestions for drilling in the part of the coal-field on the south side of the James river, I would like to inquire of him if he reached his conclusions after fully considering the situation as existing upon the north side of the James ? My reason for this inquiry is, that upon the north side the eastern and western outcrops are much nearer each other than appears to me to be the case upon the south side, and also that the western outcrop on the north side is much more clearly defined than upon the south side. It is now about twelve years since I first became interested in the Richmond coal-field—and until about six years ago I passed much time in investigation and spent thousands of dollars in developments. About six years ago the properties in which I was more especially interested were leased to other parties, and since that time I have had little or nothing to do with the mining operations. I regret to say the price of coals has ruled so low during most of the time since the lease was made that the developments have not been as extensive as the lessees had originally intended. The result of my investigations after considering all the theories, expert reports, legends and other information I could obtain bearing upon the subject, was the opinion, which I still hold, that the most practicable and most economical way for proving the extent and value of the field is by sinking slopes from the eastern outcrop, and by prosecuting such slopes in the vein and following the coal to the western outcrop, thus obtaining an actual cross-section in fact and not in theory. Proceeding upon this hypothesis, I sought for the positions where this could probably be accomplished most quickly and develop a marketable coal-area as the work thus progressed.
