THE Kingsport formation, a part of the Knox dolomite of Ordovician age, is composed of 538 ft of dolomite and limestone. Numerous bands, layers and nodules of chert, arenaceous and shale zones are present. The characteristics displayed by these features have been useful in mapping, prospecting and mining. Perhaps a better understanding of the origin of these zones will increase their usefulness.

Though liberality is not supposed to be a prominent trait of the Scottish character, Canada owes to a Scotchman, Sir Wm. Macdonald, more than to any other of its people, not only wise ideas, but pecuniary help towards extending education: and another Scotchman, in New York, has sumptuously housed under one roof three branches of the engineering fraternity, of which we are one. Having thus created us members of the same family—for the metaphorical meaning of house and kinship is identical—Mr. Carnegie expresses more emphatically than even he could in words, that, by aff'ording facilities for closest intercourse, he invites the mechanical, electrical and mining engineers to participate in the freest interchange of idea and experience, and to correlate and combine the results of their studies and activities; and, being members of the same household, to banish reserve and secrecy. And now we, the members of the American Institute of Mining Engineers, meet as though we were at home in a neighboring country. For whether we meet in Canada, in England, or elsewhere, the Institute is always received as though no political or geographical divisions separated its members from those of congenial associations in the land of its host. In truth, the title which we have assumed claims for the sphere of our activities the whole American continent, regardless of such trifling details as boundary-lines. The fact that we meet to communicate each other's experience, to discuss our difficulties, and to seek each other's aid in solving the intricate problems that so often present themselves in the course of our professional life, is an acknowledgment of our individual helplessness; and therefore an argument for united effort. But no effort can be of any value if there is an underlying suspicion

INTRODUCTION THAT variations in the humidity of the air and in the moisture content of a mixture of broken solids being separated electrostatically cause trouble is not new.1 Much of the reputation for unreliability commonly ascribed to the electrostatic separation processes is probably due to this one factor alone. Some operators dry thoroughly before separating; and while this is good in many instances, there are others in which it is not the remedy for trouble. Some mixtures behave best in very dry air and with the mixtures fed to the separator while hot to reduce the adsorbed water content. On the other hand, an overdried mixture on coming to equilibrium with more humid air, has been known to take up moisture selectively on one family of particles, as of coal in the presence of slate and clay, and give sharper electrostatic separation. From these observations it is concluded that there is a permissible moisture content for a particle and also for the atmosphere surrounding it, if in equilibrium, at which the particle will have a conductivity or contact potential2-4 that is ideal for electrostatic separation. This permissible moisture content varies between a wide range of limits for the different materials that are separated and with the kind of electrostatic separating process used. Water can be present as a result of adsorption and condensation from the atmosphere, as an accumulation before or during mining, or as a residue from a previous process step. The water may exist as a liquid film or as an adsorbed layer of vapor. If the water exceeds permissible limits it must be removed. Its state determines the method. Drying by evaporation is necessary for adsorbed water, for part of the liquid-film water (that is, up to several percent of the dry weight), and for free water in the internal structure. Large water contents may be removed by drainage or filtration. At just what point mechanical removal should cease and drying by evaporation begin depends upon the method of mechanical removal and its cost. Particles can also be separated according to their differences in dielectric constant when suspended in a liquid of intermediate dielectric constant. Recovery of this liquid presents a similar problem. PERMISSIBLE MOISTURE The adsorbed moisture on the outer surface of minerals can be quickly removed or replaced. Accordingly, in speaking of adsorbed moisture contents, either that of the solid or that of the surrounding air may be considered, the two values being connected by a distribution coefficient which varies with the temperature. However, such a condition does not necessarily exist in processes where an initially dry material is suddenly introduced into an atmosphere having a partial pressure of water vapor or where a moist material is suddenly introduced into a dry atmosphere. Mathematical models of the transient thermal behavior of a high-temperature solution calorimeter1-3 have been developed. The thermal behavior of the calorimeter is appoxirrzated by linear lumped-parameter models, and hence is described by sets of linear ordinary differential equations with constant coefficients The response of the models to various inputs is shown to agree with the response of the real system. Application of the modeling to experimental design and analysis of data illustrates the usefulness of simple models of complex systems. The early eperiments1,2 with the high-temperature solution calorimeter indicated that the change in the temperature of the bath resulting from the addition of a solute sample to the bath involved not only the direct effect due to the solution process but also possibly a secondary effect arising from the change in coupling between the bath and the induction heating coil. Consequently, an extensive analysis of the calorimeter was carried out, and models of the transient thermal processes of the instrument were developed to aid in improving the design and interpreting the behavior of the system. This paper describes the dynamic modeling; the use of it in treating experimental results has been reported earlier.3 The high-temperature solution calorimeter was constructed to measure directly the partial molar heats of solution of solute elements in a variety of liquid metal solvents.1-3 The calorimeter consists of an induction-heated liquid metal bath into which small samples of a solute element can be dropped. The bath temperature is recorded continuously, and the change in the measured bath temperature with time, dTm = f(t), resulting from the solute addition are the raw data from which the enthalpy change caused by the addition is determined. To extract the rmodynamic results from the data, the temperature change must be compared with that resulting from calibration additions of known enthalpy change. Accordingly, it is necessary to understand the transient thermal processes arising as a result of the addition to the bath. Neither modeling nor experimentation alone could provide the required insight into the working of the calorimeter. The alternate use of both methods in conjunction greatly assisted the design of the equipment and experiments, and the interpretation of the data. THE PHYSICAL CHARACTER OF THE SYSTEM The essential parts of the calorimeter, Fig. 1, for model studies are the thermocouple, the liquid metal bath and the surrounding refractories. The system is the solvent metal bath and those refractories around it which undergo a temperature change as a result of an addition to the bath, and which determine the way the temperature of the bath responds to an input. The inputs are the combined transient thermal effects arising when an addition is made to the bath. They include the thermal effects of the addition itself and the results of changed coupling between the bath and the induction coil. The response is the variation in the measured bath temperature, dTm(t) = Tm(t) - Tm(O), from an initial steady state resulting from the inputs. It was assumed in this study that the physical properties of the various elements of the system are independent of the inputs and time, although these properties may vary as the result of changes in the composition and size of the bath during a series of additions. This separation of inputs and the system is equivalent to assuming that the system is linear, i.e., that its behavior can be described by linear differential equations with constant coefficients. Linear behavior can be expected whenever the departure of each portion of the system from its steady-state condition is small enough to cause negligible changes in the thermal properties of the materials and in the various heat-transfer coefficients. Radiative heat transfer is important in this system, so the assumption of linearity should be valid only for small temperature deviations. Several conclusions were drawn from operation of the calorimeter in earlier experimental studies: 1) Radiative heat transport from the top of the bath is a significant portion of the total heat lost from the bath. However, for small changes in the bath temperature the change in transport by this path could be assumed to be proportional to the change in the bath temperature. 2) A very small portion of the heat input is lost through the thermocouple to its water-cooled holder. The thermal resistance and thermal capacity of the thermocouple protection tube are small, so the temperature of the thermocouple should follow closely that of the bath. 3) The remainder of the total heat lost from the bath will pass by conduction through the crucible to, and through, the other refractories, eventually being absorbed by the water-cooled induction coil or by the water-cooled sides and bottom of the enclosure. 4) The thermal resistance between the bath and crucible is very small. Thus the thermal capacity of the crucible will affect the temperature of the bath very soon after an addition of heat to the bath. 5) The thermal resistance between the crucible and the silica sleeve is large, especially if a radiation shield is placed in the gap. The effect of the thermal capacity of the sleeve thus will be significant only at longer times. The thermal resistance through the packing below the crucible also is large, so the packing and the silica sleeve will have similar effects on the behavior of the system. 6) A large temperature drop exists across the gap containing the water-cooled induction coil. Thus for relatively small changes in the thermal input to the bath, the refractories beyond the sleeve

The oil and gas industry of New Mexico recorded notable progress ill 1935. More wells were brought in than in any previous year, and important new discoveries were made. The total number of completions was 340, of which 260 were oil wells, 8 were gas wells and 72 were dry holes. The total oil production was 20,228,947 bbl., an appreciable increase over the 1934 production of 16,636,804 barrels. Many of the wells completed in southeastern New Mexico were acidized. This treatment proved highly effective in increasing the capacity of the wells, the resulting potentials usually being two to ten times as large as before acid treatment. In the Lea County fields in which proration was entirely on an acreage basis, the tendency of many of the operators was to complete their wells according to best conservation practice rather than to obtain the largest possible potential. Much remedial work was done in the Hobbs, Cooper, Jal and Eunice fields, and with excellent results. At many of the wells high gas-oil ratios were greatly reduced and encroaching waters shut off by setting packers. Several companies carried on pretentious geophysical campaigns in the southeastern part of the state. The location of the Amerada discovery well in the Monument field was based on geophysical surveys. The New Mexico Oil Conservation Commission, established by the 1935 Legislature and consisting of the Governor, the Commissioner of Public Lands and the State Geologist, began to function in May. Production in the state thereafter was based on orders issued by the Commission. Proration in the Hobbs field, which had been provided for since July, 1930, by successive proration agreements signed by all operators in the field and approved by the State Geologist, was continued by the Commission by giving approval to the current proration agreement,. A plan of proration for the other Lea County fields that had been in offect since early ill 1934 was adopted. 111 September, 1935, the Commission approved a. proration agreement for the Artesia-Jackson-Maljarnar area in Eddy and Lea counties that had been agreed upon by

Twelve years ago, the Director of the United States Geological Survey addressed to the Secretary of the Interior a letter calling attention to the government's need for liquid fuel for naval use and pointing out that the rate of increase in demand was more rapid than the increase in production.' This letter, in a way, inaugurated the policy of public oil-land withdrawals, which was well founded in its primary purpose of protecting the oil industry and highly desirable in its immediate effect of checking the over-development of that day in California. Unfortunately, however, through delays in legislation, this policy may be regarded now as having outlived both its intent and its usefulness. In 1908, the country's production of oil was 178,500,000 bbl., and there was a surplus above consumption of more than 20,000,000 bbl. available to go into storage. In 1918, 10 years later, the oil wells of the United States yielded 356,000,000 bb1.—nearly twice the yield of 1908—but to meet the demands of the increased consumption more than 24,000,000 bbl. had to be drawn from storage. Nor is this all of the brief comparison. In 1918, our excess of imports over exports of crude petroleum was nearly 33,000,000 bbl. whereas in 1908 we exported 3,500,000 bbl., which was net, as we had not begun to import Mexican oil. In this period, the annual fuel-oil consumption of the railroads alone has increased from 16,871,000 to 36,714,000 bbl.; the annual gasoline production from 540,000,000 gal. to 3,500,000,000 gal. This record may be taken not only as justifying the earlier appeal for Federal action, but as warranting deliberate attention to the oil problem of today. Need of Future Supply The position of the United States in regard to oil can best be characterized as precarious. Using more than one-third of a billion barrels a year, we are drawing not only from the underground pools but also from storage, and both of these supplies are limited. In 1918, the contribu-

A report is given of electrical analog experiments on the effect of casing perforation completions on well productivity for ideal uniform reservoirs under steady state homogeneous fluid flow conditions. Graphical results are presented for the effect of perforations of different densities and various degrees of penetration into the formation surrounding the casing or cement sheath. The latter range from perforations which terminate flush with the casing to those which extend into the formation a distance equal to the casing diameter. For the special case where the perforations terminate immediately beyond the casing with semi-spherical protrusions the electrical analog results correct and supersede previously reported theoretical calculations. It is found that the penetration of the perforations into the surrounding productive section may so increase the resultant productivity as to approach or even exceed that for open hole completions. INTRODUCTION A theoretical analysis of the effect of casing perforation on well completion, without additional penetration of the formation, was reported several years ago.' In this treatment the perforations were represented by mathematical sinks and no explicit account was taken of the imperviousness to flow of the casing in which the perforations were made. This procedure was justified by consideration of the mutual interference between the sinks, which seemed to indicate that the analytical method automatically eliminated flow across the casing radius between the perforations. However, both further theoretical investigation and the electrical analog measurements described below showed that this assumption in the previously developed theory was not valid and that the calculated well capacities would considerably exceed the correct values. § Even if this simplifying assumption were retained the generalization of the theory to situations where the perforations extend into the producing formation would be extremely difficult. On the other hand, the electrolytic model analog of this type of steady-state homogenous fluid system is, in principle, so simple that it has not been worthwhile to attempt to develop the exact analysis even for the more limited case of strict casing perforation. The whole problem has therefore been studied anew by electrical models to cover the range from holes in the casing which terminate flush with the casing surface to such as extend into the surrounding rock to a depth equal to the casing diameter. It is to be expected that the productivity of a well completed with casing radius* rw, perforated with holes of radius Tp, and extending to depths d into the surrounding rock, would depend primarily on the dimensionless geometrical parameters Te Tw TP d of the system, such as —, —, — , and —, where re is the Tw, a a rw external boundary radius and a is the mean vertical separation between the perforations. It will also depend, of course, on the number of perforation lines or total perforation density. While such parameters automatically control analytical treatments, it would require a very extensive series of model experiments to fully disclose their functional effect on the well productivity. For practical purposes, however, a rather limited range of the variables suffices to give the effects of interest. Accordingly, in the experimental study reported here the casing diameter has been kept fixed? at six in., the perforation diameter has been taken as either one-fourth in. or one-half in., their density has been varied from one to eight per ft, and their penetration into the formation has ranged from zero to six in., with a primary scaling factor of one to six. EXPERIMENTAL METHOD AND RESEARCH Although electrolytic model experiments have been made for years, there still seems to be some question as to what set of conditions will give the best results. For this reason a number of electrode materials and electrolytes were tried. Those chosen for the final experiments were copper electrodes and a weak copper sulphate solution as the electrolyte. This 'Assuming that the casing has been cemented with a uniform and impermeable cement sheath, the effective casing radius is to be interpreted as the external radius of the cement annulus. It is also assumed here that the casing is set through the complete producing section that it is perforated throughout with a uniform density and that tie formation has a a and isotropic permeability. As noted later, however, a uniform scale change permits reinterpreting the primary measurements to correspond to a casing diameter of 12 in.

Jet impingement produces two mechanisms to clean the bottom of a borehole during jet-bit drilling operations. One is an impact-pressure wave in the immediate area of jet impingement. The other is crossflow, which spreads across the bottom away from the pressure wave. Measurements of the vertical distribution of the cross-flow at several positions beneath a 4 3/4-in. tricone jet bit in a laboratory model show that the maximum velocity in the crossflow is directly proportional to the square root of the product of the rate of flow and the velocity of the jets through the nozzles (QV). Other measurements in the laboratory model show that gradients in the impact-pressure wave are directly proportional to the jet QV if the diameters of the nozzles are held constant. Consistency of the basic relationships through changes in the Reynolds numbers of the jets from 31,000 to 93,000 suggests that the laboratory results should be representative of typical flow in field operations having higher Reynolds numbers. Estimates of the impact-pressure waves under conditions other than those in the jet-bit model may be made by comparison with a less complex model—impingement of a jet against an unrestricted flat surface normal to the jet. Equations derived from current jet technology describe the wave in this simple system for a wide range of conditions. INTRODUCTION The efficiency of rotary drilling operations is strongly linked to the efficiency with which cuttings are removed. Cuttings remaining on the bottom of the borehole will impede further penetration by the bit until they are removed. Wasteful regrinding is prevented if the fluid circulated past the bit removes cuttings as rapidly as they are made. Most investigations of bottom-hole cleaning under bits have been concerned with the rate-of-penetration effects of bit type, nozzle configuration, fluid properties, pressure gradients and utilization of hydraulic horsepower. These investigations have shown that drilling muds, weighted to keep the pressure in the borehole greater than in adjacent formations and carrying material which forms a filter cake, apparently plaster cuttings against the bottom, making them difficult to remove. In addition to a demonstration of the factors causing poor cleaning, the most significant result of these previous investigations has been the increased use of jet bits accompanied by better hydraulic programs and better selection of drilling fluids. Undoubtedly, these practices have improved bottom-hole cleaning, but rates of penetration when drilling with muds are still often lower than would be expected with perfect cleaning." Although there is general agreement with the concept that increasing hydraulic energy at a jet bit often increases the rate of penetration by improving cleaning, research workers have differed as to the best criterion for evalyating hydraulics. Some lean toward maximizing the product of the rate of flow and the velocity through the nozzles (QV) others prefer to maximize the hydraulic horsepower at the bit;'"-' "till another says that neither criterion is universally suitable."' This controversy shows that conclusive field evidence has not established the superiority of either of these criteria. Analysis of the fluid flow which cleans the bottom should contribute to resolving the controversy. Impinging jets clean the bottom by creating two mechanisms capable of dislodging cuttings. One is the impact from the momentum of the jet and the other is the flaw parallel to the bottom away from the area of impingement. The impact force appears in the form of a pressure wave on the bottom and, in this paper, is called the impact-pressure wave. The flow parallel to the bottom is called crossflow. Fig. 1 illustrates these two mechanisms. This paper describes crossflow and the impact-pressure wave beneath jet bits and relates them to controllable parameters. Through these relations, criteria for use in designing hydraulics to achieve maximum use of the mechanisms of cleaning are derived. PROPERTIES OF CROSSFLOW CONCEPTS DEVELOPED IN PREVIOUS INVESTIGATIONS Concepts of scavenging the bottom by crossflow have been well discussed by Bobo, et al." They examine the means by which crossflow may create forces on cuttings and conclude that the cleaning action of crossflow can be increased by increasing the velocity of the flow stream close to the bottom. The primary purpose of this presentation is to analyze the strategies available to an operator using either stripping or stripping and subsequent punch mining on a given coal property. The initial concern is the formulation of a mathematical model, which allows an operator to determine and utilize the particular highwall height, which will maximize : (1) Total profit or (2) Profit per unit of operating time. The analysis centers on the relative costs and recoveries involved in a typical coal seam amenable to stripping, augering, and punch mining. The model defines the point to which the high-recovery stripping operation with increasing overburden removal and reclamation costs should proceed before the low-recovery augering and punch mining methods are employed so that the desired objective is achieved. Examples are presented, which exhibit the use of the model on typical operations. Present mining methods as practiced in the Eastern United States are examined in the light of the results. Recommendations for improving present strategies are made and the resulting economic ramifications are analyzed. Particular attention is given to the stripping ratios presently used and recommendations for improving present mining practice are presented. Implications of these recommendations to the design of strip mining equipment are discussed.

The growing importance of metallography has caused a corresponding interest in the improvement of apparatus for preparing specimens of metals and alloys for microscopic examination. The purpose of this paper is to describe an electric heating-furnace, a grinding- and polishing-machine, and a device for mounting specimens, which are used in the metallographical work at the Massachusetts Institute of Technology. These three pieces of apparatus were designed and made in the laboratory of the Institute, and each possesses some original features which may be of interest. Electric Heating-Furnace. The accurate control of heat necessary for metallographic work is best obtained by the electric-resistance furnace. Uufortunately, however, even the platinum-wound furnaces cleteriorate with use and ultimately burn out, while the cheaper resistance-materials are often short-lived. Since the resistance-coil must be replaced from time to time, it is of advantage to be able to make this change with as little trouble as possible, and this is an important feature in the furnace shown in Fig. 1. The hypereutectic Al-Si alloys 390 and A390 have wear characteristics superior to any of the more common aluminum casting alloys. This excellent wear resistance, coupled with good mechanical properties, high hardness, and low coefficient of thermal expansion, has made these alloys candidates for the all-aluminum internal combustion engine, the application for which they were primarily developed. A390 alloy is intended for sand and permanent mold casting, and requires a lower iron ccxltent (0.5 pct maximum) than its die casting companion 390 alloy (0.6 to 1.1 pct Fe). The 17 pct nominal silicon in these alloys provides sufficient quantities of the hard primary silicon phase to assure a high degree of wear resistance, yet little enough of this phase, to minimize the casting and m achining problems associated in the past with the hypereutectic alloys. The mechanical and physical properties of 390 and A390 alloys are competitive with the best of the common aluminum casting alloys with the exception of low ductility. This low ductility is not considered a detriment, since in many applications these alloys replace cast iron. Corrosion resistance is similar to the standard alloys 380 and 333. Numerous parts, of varying degrees of complexity, have been cast of alloys 390 and A390, including engine blocks and heads. The deviations from normal good handling and casting practices that are required for the alloys are those associated with the presence of the primary silicon. To obtain optimum strength and machinability, the molten alloys should be treated with phosphorus to refine the primary silicon phase. Care must be exercised to properly control the pouring temperature and rate in order to minimize primary silicon growth and segregation. AUTOMOTIVE engineers have for years recognized the advantages of lighter weight and better heat transfer that aluminum could offer as material of construction for engine blocks. These advantages alone, however, are insufficient justification for acceptance of aluminum engines by the automotive industry. To be acceptable, an aluminum engine first must pass all tests to which cast-iron engines are subjected, and, in addition, must represent no cost penalty in manufacturing. None of the conventional aluminum casting alloys have sufficient wear resistance to withstand the tests to which cast iron is subjected as a cylinder bore material, and recent attempts to manufacture aluminum engines with cast-in-place iron sleeves could not compete costwise with the equivalent cast-iron engine. The prerequisite to an acceptable aluminum engine seemed to be a casting alloy with a high degree of wear resistance that would eliminate the necessity of cast-in iron sleeves or liners. The hypereutectic A1-Si alloys 390 and A390 have met this challenge.' Combined with modified pistons and a patented cylinder bore surface finish,2 the performance of these alloys in more than 1300 cold start and cold scuff tests, over 3500 hr of dynamometer wear and endurance tests, and more than 350,000 miles of road tests leaves no doubt as to the feasibility of running on bare aluminum cylinder bores. ALLOY DEVELOPMENT The desirable characteristics of the hypereutectic A1-Si alloys have been recognized for some time. Their excellent wear resistance and low coefficient of thermal expansions have been used to advantage in the production of diesel-type pistons in Europe and to a limited extent in this country. The major contributor to the good wear resistance of these alloys is the extremely hard primary silicon phase in the microstructure. Although the percent silicon used experimentally has been much higher, most commercial alloys have ranged from about 14 to 25 pct. Generally, as the silicon content is increased, wear resistance increases, and the coefficient of thermal expansion decreases. With increases in silicon, however, machinability and cast-ability tend to suffer. The development of a satisfactory aluminum engine block material at Reynolds involved the testing and evaluation of many alloys, covering a wide range of silicon contents and numerous variations of iron, copper, magnesium, manganese, and other alloying additions. The spheroidal form of the temper carbon nodules in malleable cast iron and of the graphite mottles of "mottled" cast iron suggests that in both all the graphite in a given mottle or nodule grew from a single center of crystallization or nucleus. $ There is, however, a distinct metallo-graphic difference between the mottle and the nodule; the area of mother metal impoverished in combined carbon by the crystallization of graphite in a mottle is practically coextensive with the ramifications of the graphite, while the impoverished zone of metal corresponding to a given nodule is always larger, and usually much larger, than the approximately spherical mass of graphite crystals forming the nodules. Furthermore, the mottle probably is formed during freezing and the nodule almost always at a considerably lower temperature. Assuming that the nodules or mottles can be used as a measure of the existing nuclei (capable of germination) we propose to record certain observations as to the graphitizing reaction in the light of the number and habits of growth of these nuclei. The present authors, in cooperation with others'-', have reported upon various cognate aspects of the problem. The fact that temper carbon is a mass of flakes and not a solid granule has become well recognized since the introduction of an improved polishing technique8, 9, 10 for cast iron. TWENTY-FIVE DOLLARS for nothing at all except a sheepskin. That to me is the effect of the New York State law for registration of engineers and the same may be said of any of the state licensing laws. Of course, if one has to practice in more than one state, he must pay a more or less equal amount for every state he works in; and yet there has been little effective protest against these laws. It would seem that the spirit which animated the Boston Tea Party is non-existent amongst engineers. Undoubtedly a good many consider, through their failure to understand the law, that the matter does not affect them. In New York State it is provided that "any person practicing or offering to practice profes-sional engineering or land surveying . . . shall be licensed as hereinafter provided." To quote further from the law: "A person practices professional engi-neering . . . who holds himself out as able to do, or who does, the work that an engineer does . . . " The cunning of the wording of this article can only be appreciated by considering that anyone calling himself an engineer falls within the definition; its liberal inter-pretation (I have not quoted the whole of it) would embrace many who do not consider themselves engi-neers. The state authorities may not construe it to include such individuals; indeed, they may possibly consider it inexpedient to extend it to include engineers of subordinate grade, but the possibility is always there and, even though an engineer be of the grade of assis-tant, he may at any time be called upon to substitute for his principal in responsible charge of the work. It is therefore clear that anyone calling himself engineer and practicing engineering must, for his own protection, apply for registration or run the risk of violating the law. Now, what is the sense of all this? We have done very well without such restrictions on the means of gaining our livelihood. If one only stops to think, there is hardly a minute of his modern existence when he is not dependent for his safety on the engineering by engineers of yesterday or today. How often is one in jeopardy through failure of engineering works, work done under the supervision of those same engineers? If all of us had to wait for our ends by such means, our average life would probably be some thousands of years. Where, then, is the point to the object declared in all these laws that the need for licensing is "to safeguard life, health and property?" Bosh!

The present value of most coal properties resides largely in the cod remaining to be mined, which thus constitutes the most important asset. The object of this paper is to discuss methods commonly used in computing the value of minable coal. To distinguish clearly between such coal values and the values of other property, the several kinds of property values should be divided into classes; so as to avoid the unintentional omission of items of importance. Value op Coal Reserves Judicial decisions prescribe, and appraisers commonly accept, current sales value as the preferred means for determining the value of transferable property. With few exceptions a property is worth the sum that can be realized from its sale by a willing seller to a willing buyer, a sale in which compulsion urges neither party, and between whom there is no community of interest to fix a value; or it is worth at least as much as a responsible buyer will offer for it. Actual sales of like property or bids from responsible buyers for the property, or for substantially like property, are the best established methods for determining values. Only in the absence of such sales or bids can valuations by other methods be entertained, and only for reasons of weight can sales values be set aside. Valuation Based on Royalties Sales of coal in the ground, as customarily carried out through lease under royalty agreements, are therefore the most trustworthy means available for determining the value of coal reserves. The constantly rising value of high-grade coal in the United States can most readily be shown by the increasing royalties per ton that can be obtained for such coals under leasehold. The rising value of land containing such coal can also, of course, be proven by the price at which such properties are actually sold as compared with prices obtainable for lands containing coal of the same grade in the past. DURING the past five years we have probably witnessed greater technological advances than in any similar period. Industry and science have steadily marched ahead. The makers of iron and steel products have watched with great interest the development of stream-lined trains, faster and safer airplanes, the entirely new science of air-conditioning and the widespread use of stainless steels. Since 1930, we have witnessed the erection of the world's largest suspension bridge, the largest and fastest ocean liner and the spectacular Boulder Dam, while even greater things are planned in these particular fields. Other indus-tries, too, have been moving ahead rapidly. This advance in a few years has been caused primarily by the fierce competition of the depression. Now, more than ever, is the emphasis placed upon quality and service. Makers of southern merchant pig iron have been no exception and have been confronted with increasingly strict chemical specifications and with much greater stress on physical characteristics than ever before. For example, sulfur in the iron must be held very low, competition demanding that it be in the 0.020's and low 0.030's; silicon content must be held within a very narrow range, and definite requirements of phos-phorus and manganese are an essential part of the specifications. Physical characteristics are becoming of increasingly greater impor-tance. The introduction of triple-skimmed, slow-cooled iron several years ago was the first step in this direction. Now there are a few customers who buy iron by chemical analysis and physical appear-ance, having found that the analysis alone is an insufficient guide to their requirements.

The origin of gold both in placer deposits ancl in veins, and especially the origin of nuggets, has been the subject of repctated discussions and investigations, which have been recently brought to my attention by several extremely interesting specinlens sent to me for examination, and mare especially by the one exhibited at the meeting of the Institute in February, 1880.* In the year 1874 I made some exan~inations of the hydraulic mines of California, and was very nluoh struck with the distribution of the gold throughout these deep placers, which were almost invariably poor on'the surface, while gradually growing richer towards the bedrock. The constant presence of fossil wood, and the large quantity of organic matter contained even low down in these beds, was also remarkable. Not being satisfied with the various theories advanced to account for the formation of these deposits, I began an investigation early in the pear 1879 on the conditions of solubility of gold and the causes of the loss in working gold ore in a large way. The researclles which I have undertaken show that gold must be considered a soluble rather than an insoluble metal, and that the conditions of solution are such as will be found anywhere where gold is likely to occur, and the solution may take place even under the ordinary circumstuncee of surfiace drainage, and may be going on freely even where the presence of gold has never been suspected, and that there are causee enough in nature to produce the solution of the gold in sufficient quantities to account for all the phenomena of both the vein and placer formations. The general theory with regard' to the formation of these placer deposits and nuggets has been that they were the result of the deatruction of pre-existing. vein-matter, which does not accord with the fitcts as sholvn in the deep placer deposits. TWO years ago the American Institute of Mining and Metallurgical Engineers made a memorable contribution toward a better understanding of the problems that have for many years confronted the coal industry. Specific suggestions toward betterment were then advanced, certain of which were taken up, amplified and endorsed by men who were conscien-tiously interested in the work of lifting this great industry out of the morass it has lain in for years. Two certain suggestions then made-provision for seasonal variations in railroad freight rates that would tend to encourage the purchase and movement of coal during the low summer production period, and provi-sion for the collection by the United States Government of all the facts surrounding the industry-were intro-duced in the form of legislation in the United States Senate by a member of that body, a man whose personal character, antecedents and business training put him above and beyond all suspicion of demagoguery; however, as the result of the insistent, vindictive opposition of the industry itself, these two bills, con-structive in their nature, were buried under an ava-lanche of misrepresentation. Today, with all mines that employ union labor at a stand still, the work of stabilizing the industry is yet before us. As aptly stated by Herbert Hoover, in March, 1920, when he was president of the Institute; An engineering organization is particularly the body to under-take this work. It is an economic problem, an engineering pro-blem within the ken of our experience; it is a problem that requires not only constructive thought but quantitative thought and wise social thought. The engineers of the United States occupy a position midway between capital and labor. They enter upon problems of this kind without prejudice either way, and they have that faculty of mind for quantitative thought, as distinguished from qualitative thought, that takes such problems as this out of the region of politics into the region of matter-of-fact solution.

IT has been discovered by skilled bell founders, more through experience than from geometrical calculation (although calculation does enter), that a certain relationship of dimensions in both large and small bells makes the tone and the weight almost certainly what is desired. This is in addition to the customary shape which is, according to the historians, perhaps that found by the first discoverers of bells. Among themselves bell founders have made a rule of these measurements and have called it the bell scale. Beginning with the small ones weighing ten pounds, it increases by degrees to a point where, as I have seen, they are able to make them even twenty-five and thirty thousand pounds. This scale is of great enlightenment if one does not have a bell already made for comparison.
