IN concentration of certain ores by soap flotation, prevention of quartz flotation is desired; the contrary is true in treatment of some oxide iron ores. Experimental study of the flotation of quartz goes back at least a quarter of a century.' Clean quartz does not float with fatty acids or soaps but does float when activated by one of many metallic salts. Control of pH is important. Broadly speaking the problem of quartz flotation has been approached from the empirical side, as was the related topic of flocculation or dispersion of quartz suspensions? Empirical studies indicated the existence of critical relationships between the additions of collector and activator. These additions were not stoichiometric for the formation of soaps of the activator cation. For example, Gaudin and Rizo-Patrona found optimum quartz flotation at pH 10.6 using barium activation and oleate collection when the molar ratio of oleate to barium was 1 to 1 instead of 2 to 1, as would be called for formation of Ba(OL),. Cooke and Digre" ' found that if calcium is the activator, a minimum quantity of that agent is required for effective flotation when the pH is 11.5. In other words, if the concentration of Na' exceeds 10 -2.5 mols per liter or if the concentration of H exceeds 10-11 mols per liter, the concentration of Ca++ in solution required for quartz activation is increased. This suggests that H+ is much more effective than Na+ on 10-2.5 quartz, perhaps in the ratio ofp or 108. Schuh- mann and Prakash6 studied anew the activation of quartz by barium, calcium, aluminum, and ferric iron. Salts of these metals are activators provided they are in stoichiometric excess over the collector used with them. Alkaline-earth salts are effective only in alkaline circuits. Important as they are in giving data on the effect of various agents on quartz, all these studies fail to give information on the detailed structure of the quartz-solution interface. A beginning in this direction was made by Gaudin and Chang,? who measured the adsorption of radioactively marked barium and laurate ions at quartz surfaces, and by Gaudin. Spedden, and Laxen,8 ho measured the adsorption of radioactively marked sodium at quartz surfaces. Work has also been done by Bell0 n measurement of the adsorption of sodium ion and chloride ion at quartz-solution interfaces. In all these experimental measurements of adsorption, the solid was centrifuged or filtered from the bulk of the liquor with which it had been associated; and the composition of the solid surface was ascertained by analysis, after allowance was made for the ionic composition of the liquor included with the centrifuged solids on the assumption that it is identical to the bulk liquid. Adsorption measurements give only the total amount of collector adsorbed at the quartz-solution interface; they give no indication of the distribution of these adsorbed ions at the interfacial layer. It is the ionic structure of the solid-solution interface and its importance to flotation that is the subject of this paper. The structure of this interfacial layer can be investigated by means of electrokinetic methods so that by combining electrokinetic studies with adsorption measurements, a more complete picture of the quartz surface may be obtained. A commercial Ti-Fe-Cr alloy, Ti-150, exhibits a martensitic transformation on cooling and two nucleation and growth reactions, one above and one below the Mg-Mf region, on isothermal holding below the single-phase ß temperature range. The reactions were followed by metallographic, X-ray diffraction, and microhardness methods. THE rapidly expanding engineering application of titanium and its alloys makes increasingly urgent an adequate knowledge of the effect of heat treatment on this material. The work herein reported is an attempt to determine certain aspects of the behavior of a commercially available alloy, Ti-150, during heat treatment. The alloy, with a nominal composition of 2.7 pct Cr, 1.3 pct Fe, 0.25 pct 0, 0.02 pct N, and 0.02 pct C, was received in the as-rolled condition as a 3/4 in. round. Slugs 0.11 to 0.12 in. thick were cut under a coolant using a silicon carbide wheel. Preliminary work established that the alloy consists of two phases, a (hexagonal close-packed) and /3 (body-centered cubic), at temperatures below 1750" to 1775"F, and of only /3 phase at higher temperatures. The slugs were heated for 1 hr in air at 1800°F to form a single-phase /3 matrix, then transferred to molten tin (1250° to 1650°F) or lead (1150°F and below) for isothermal holding. Holding temperatures ranged from 700° to 1650°F, times from 0.001 to 23 hr. The treated slugs were then sectioned, one part for metallographic examination and diamond pyramid hardness, the other, after deep etching to remove the high oxygen surface,' for comparative lattice parameter determination and X-ray phase identification. Hardness measurements were taken on the lightly etched surfaces of the metallographic specimens; a 1000 g load on a 136° diamond pyramid was used. Five impressions on each sample were made and the average of the hardness calculated. The use of microhardness measurements to follow the course of an isothermal transformation reaction is undesirable because of the possibility of wide differences in microconstituent hardness.' They were used in this case, however, because of the small amount of material available. At the higher transformation temperatures, where the above-mentioned objection was apparent, the readings were proportioned to correspond to the estimated ratio of transformed and untransformed constituents present. At lower temperatures, resulting in much finer microconstituents, the microhardness measurements were more uniform. The standard deviation of the mean of five impressions calculated from these latter values was 4.2 DPH. Employing 2a limits (probability 0.95) the experimental error of the hardness measurements averages was 8.4 DPH. The etchant used was composed of one part glyc-erol and one part 48 pct hydrofluoric acid." Of a number of etches tried, this one appeared most satisfactory. All micrographs were taken at 500X magnification and with oblique lighting to permit easier identification of the acicular structure resulting from rapid cooling. No advantage was gained by using polarized light for metallographic examination. Phase identification and lattice parameter measurements were made with a North American Philips high angle spectrometer in conjunction with a recording potentiometer. Considerable difficulty was encountered with some of the lattice parameter measurements because of the extreme broadness of the few diffraction lines obtained from samples consisting mainly of strained, untempered, quenched structures.

Rates of absorption and effusion of hydrogen in solid iron were measurede by a Sieverts type of apparatus. With clean a iron these rates are diffusion controlled down to 420°C and are represented by the equation D = 6.70 x e-'100' crn2 sec-I Certain surface impurities can affect these rates at all temper-atuves. Thin oxide films lower, the apparent diffusivity of annealed iron markedly. Cold-worked iron (75 pct) annealed at 430°C has practically the same solubility and diffusivity as anealed iron. THE mechanism of absorption and evolution of hydrogen in solid iron alloys is not fully understood despite the large number of investigations on the subject. While there appear to be many instances of simple solid-state diffusion control of rate, there are many cases where investigators have either concluded that surface reactions are rate controlling or that some "nondiffusible" hydrogen resides in discontinuities. The purposes of this research were 1) to develop a sound method for studying this absorption and evolution behavior, 2) to examine it in pure annealed iron, and 3) to determine the effects of important variables, such as cold work, surface condition, and composition. This paper relates the progress toward these objectives. Much of the present knowledge of the movement of hydrogen through iron alloys comes from permeability studies which involve the measurement of the rate of passage (under steady state conditions) through membranes of the order of 1 mm in thickness. This method is open to question on various grounds. If surface reactions are involved, two different surfaces operating under two different conditions must be considered. The presence of defects in the membrane even of microscopic dimensions may lead to erroneous results. A few people have studied evolution of hydrogen into vacuum, under carefully controlled (unsteady state) conditions, and some of the best diffusivity data come from these sources. Most of these methods measure rates of evolution only and thus do not make a rigorous test for reversibility of behavior. It appeared that an "unsteady state" method that would permit the measurement of both rates of evolution and absorption under controlled temperature, pressure, and other conditions would offer several advantages. Accordingly the modified Sieverts apparatus described below was designed and built. APPARATUS This apparatus is shown in Fig. 1. The sample bulb is detailed in Fig. 2. Hydrogen of 99.5 pct purity and argon of 99.99 pct purity were used. The hydrogen was deoxidized and dried by means of a Deoxo unit followed by a "Dri-erite" tower. The argon was only dried. The gas burette was graduated in tenths of a cubic centimeter, and, with the aid of a travelling magnifier, readings could be estimated to the nearest 0.01 cc. The level of mercury in the burette was adjusted by means of a leveling bulb operated by a fine screw adjustment. An electrical system, consisting of two slightly separated platinum electrodes inserted in one leg of the manometer and a small light bulb was used to obtain rapid accurate adjustment of the pressure. The capillary tubing of the Vycor sample bulb was 3 mm bore as was all tubing back to the gas burette. The samples were discs made from vacuum-melted Ferrovac-E iron of greater than

This paper presents the results of a production experiment evaluating the effect of the use of oxygen in the bessemer converter with respect to its relation to blowing time, amount of steel scrap or cold pig iron which can be melted and teeming temperatures of the molten steel. THE simplest and probably the most efficient and economical means for producing steel from molten pig iron is the bessemer converter. This process is essentially a mechanism for bringing oxygen into contact with the molten metal thereby oxidizing the elements silicon, manganese, and carbon. The source of oxygen is that contained in the air and is limited by that amount. In theory, there is an intermediate chemical reaction due to the mass action of iron and air which is represented by the equation: 2Fe + O2- = 2Fe0 The FeO then becomes the oxidizing agent and reacts with the silicon, manganese, and carbon to produce silicon dioxide (SiO,), manganese oxide (MnO), and carbon monoxide (CO), in the order mentioned. The balancing of the various chemical reactions shows that in the ordinary bessemer process more than sufficient oxygen is delivered to satisfy these reactions, which indicates that a further increase in the oxygen content of the air would serve no useful purpose. In spite of this reasoning, however, it will be demonstrated that when melting stelel scrap, commercially pure industrial oxygen introduced into the normal air blast will permit the melting of a larger proportion of steel scrap than is possible with air alone and also will increase the production rate by a substantial reduction in blowing time. It will also be shown that when melting cold pig iron, it is possible to melt up to twice as much pig iron with the use of oxygen as can be melted without added oxygen with a nominal increase in blowing time. At the plant where this study was made, oxygen is purchased from a nearby supplier and piped directly into the plant. It is supplied to the bessemer converter by being introduced directly into the blast line through an automatic control system which may be adjusted by the bessemer operator or "blower." Normally, iron is supplied by five blast furnaces to an open hearth shop containing twelve 165-ton capacity stationary furnaces and a bessemer converting shop having three 30-ton converters. The molten metal from the blast furnaces is allocated to one shop or the other in a manner to best provide for maximum production. At various times, it is desirable to direct the maximum amount of available blast furnace production to the open hearth shop. This has the effect of reducing the production of the bessemer shop. When this condition exists, it is desirable to supplement the reduced iron charge at the bessemer with steel scrap or cold pig iron to the maximum possible extent in order to maintain high total ingot production. This condition becomes aggravated when one of the blast furnaces is taken out of production for any repair job and particularly for extended periods such as when relining is necessary. The purpose of the investigation and experimentation with oxygen was to determine whether or not it would contribute to increased flexibility in the use of the raw materials, molten iron, steel scrap, and cold pig iron. In addition to the effect of oxygen on flexibility of operation, it was also necessary to determine the relation of its use to production rate or "blowing time," final finishing temperature of the steel or "teeming temperature," and steel quality.

Laboratory data on bubble point pressures and reservoir volume factors have been correlated as functions of solution gas-oil ratio, calculated gas gravity of the pentanes-and-lighter fraction of the entire fluid, differential residual oil gravity, and reservoir temperatures. INTRODUCTION Several correlations of crude oil properties have appeared in the literature. D. L. Katz4 in 1942 presented five methods of predicting oil shrinkage. these being of decreasing accuracy for decreasing amounts of information available. M. B. Standing- in 1947 published three correlations of laboratory flash vaporization data of California crudes. From values of GOR (gas-oil ratio), gas gravity, liquid gravity, and temperature, his correlations will predict bubble point pressure, formation volumes of bubble point liquids, and two-phase formation volumes. Curtis and Brinkley2 in 1949 presented several correlations. From the gas-oil ratio, an approximation of reservoir volume factor and barrels of condensate recoverable per barrel of reservoir space may be obtained; along with liquid gravity and reservoir temperature, the GOR will allow prediction of bubble point pressure. These last cor- relations seem to be more qualitative than quantitative. Generally, laboratory bottom hole sample tests furnish information on solution gas-oil ratios, residual oil gravities. bubble point pressures, viscosities of oils, liquid shrinkages, and occasionally gas gravities. Each of these data has its own applications and use in reservoir engineering calculations. The particular uses of correlated bottom hole sample data are found in (1 Providing a basis for obtaining estimates of formation crude properties in fields where bottom hole sampling is impractical or impossible. (2) Greatly reducing the time in obtaining the desired information. (3) Determining the applicability of the results from various bottom hole samples to particular field problems. (4) Avoiding, in many cases, the uncertainties of sampling by replacing it with an element over which greater control can be exercised. (5) Permitting use of preliminary field data in application of production procedures before a bottom hole sample can be obtained and analyzed in the laboratory. (6) Serving as a check on data which may appear out of line. (7) Estimating for a particular type crude the appropriate equilibrium constants by working backward from the bubble point pressure. (8) Estimating original or other past history properties of reservoirs that were not sampled in the past. PROCEDURE Application of the published correlations4,6 to Stanolind laboratory data indicated that the general scheme presented by Standing" could give dedrable results if changes were made in parameter positions and scales. The correlation curves were drawn with all the variables having consistent gradations except the temperature increments which were drawn in to best fit the data. The variables from available Stanolind laboratory data are defined below: (1) Gas-oil Ratio: Gas is liberated at reservoir temperature by differential vaporization (or rather by a series of flashes, approaching differential vaporization) and measured at atmospheric pressure and temperature, at which the compressibility factor is assumed to be unity. The oil is the residual liquid remaining after the pressure has been reduced to atmospheric. For the gas-oil ratio both volumes are corrected to standard conditions of 14.7 psia and 60°F. (2) Gas Gravity: It was decided to arbitrarily divide the hydrocarbons of the entire bottom hole sample into pentanes-and-lighter and hex-anes-and-heavier, and use a calculated gas gravity of the pentanes-and-lighter for a correlating variable. (Sample calculation is shown in Table 111.) (3) Liquid Gravity: This is the API gravity of the residual liquid from the differential vaporization. The gravity is measured at room temperature and corrected to 60°F.

INDUSTRIAL mineral history shows that the entrance of new, nonmetallic minerals into commercial production can be expected to occur from time to time. Latest entrant into the field is wollastonite. Except for one short-lived period in Kern County, Calif., starting in 1933, wollastonite has never before been produced on a commercial scale. But the signs are up for its entrance as an economic factor in the mineral market. Small scale experimental production from a deposit near Willsboro, N. Y., started about 1943. A pilot plant was built in 1949-50 and irregular, small scale, production has continued. In early 1951 Godfrey L. Cabot, Inc. of Boston, world's largest producer of carbon black, took an operational lease on the property to study the deposits and make market surveys. This became Cabot's first venture in the mineral field, when they took over operations and began design of a new mill, expected in production in 1953. Properties The properties and major uses of wollastonite are comparable to New York fibrous talc. It has about the same specific gravity and index of refraction as talc, but is somewhat whiter and softer. The two most important fields of use, paint and ceramics, are the same as for talc. Ground wollastonite has a fiber length as much as 13 to 15 times the diameter. This particular property makes it applicable in the paint field and others. In addition, the length-diameter ratio may be controlled to rather narrow limits by choice of grinding method. Another important commercial property is brightness or whiteness. Wollastonite reads from 92 to 96 pct of MgO on the G.E. brightness meter for a 99 pct -325 mesh grind. Purity and uniformity of product are important. Chemically, the wollastonite now being mined analyzes SiO2 51.76, CaO 47.56, FeO 0.46, MnO 0.04, and H2O 0.09 pct. Theoretically pure wollastonite analyzes SiO2 51.75 and CaO 48.25 pct. This analysis indicates over 98 pct calcium silicate, with only small amounts of contaminating ingredients. That these ingredients are not detrimental to color or brightness is shown by the high brightness value of the fine ground material. [ ] By-product calcium silicate from electric furnace production of phosphoric acid has little physical re-semblance. to this wollastonite, being an off color white, and lacking in fibrous crystalline character. Minerology Wollastonite is a calcium metasilicate, CaSiO3, a white, medium hard, fibrous mineral. In this deposit wollastonite occurs as well crystallized aggregates of bladed crystals intergrown with garnet, and with a few percent of green diopside. The beneficiated product is about 75 pct wollastonite, 15 pct garnet, and 10 pct waste, largely middling. Wollastonite-garnet ore occurs in at least two beds. The main bed, varying in true thickness from 30 to 70 ft, dips into the hill at an average 30° and is enclosed in gneisses. Diamond drilling has proven the orebody to an average depth of 200 ft along 2000 ft of outcrop with adequate tonnage for many years of quarry operation. The wollastonite-garnet ratio varies locally, but average composition is uniform over long distances. A friable ore, it is easy to drill, shoot, and crush. Beneficiation Unlike talc this ore has to be beneficiated. Successful treatment depends upon the fact that it contains virtually nothing but wollastonite, garnet and a minor percentage of diopside. A very pure wollastonite product can be made by high intensity magnetic and/or gravity separation methods.

Experiments in laboratory and mine have clearly demonstrated the usefulness of radioactivity detection for directly measuring the potassium content of potash ore as mined. This paper presents the results of these tests and documents the design of a system for automatically grading and sorting potash ore on the basis of radiation detection. It is shown how the experimental results in the subject mine lead directly to the design of this kind of an automatic control system. The system is capable of grading the ore with an accuracy of approximately ±2% K20 content or better. Due to the usual stratification of the ore body, mining potash seldom presents an extreme problem of gangue separation. Nevertheless, it is frequently necessary to transport within a potash mine and even hoist to the surface considerable quantities of halite and other valueless materials. Up to recent times it has been customary to recognize and route these materials by simple visual and manual techniques. However, the work reported here clearly demonstrates that it is now practical and economical to improve upon these techniques by continuous measurement1 of the naturally occurring radioactive isotope, potassium-40. It was the purpose of the work reported here to investigate this technique and assess its applicability. LOCALE OF EXPERIMENTS The work described here was carried out in a potash mine in Carlsbad, N.M. At the working face of this mine the potash ore is freed by blasting; it is then transported a short distance by shuttle car to a moving-belt system which conveys it to the main shaft where it is hoisted to the surface. Quantities of gangue which are also produced in the mining operation are disposed of in mined-out sections of the mine where possible. Otherwise, this material which contains only a small percentage of potassium (as K2O) must also be transported by the conveyor-belt system to the main shaft and then hoisted to the surface and discarded. With this situation, any measuring device for automatic control purposes must be capable of clearly distinguishing between gangue containing insignificant amounts of K2O and ore containing larger percentages of the same mineral. The conveyor-belt system transports the material from the mine face to a rotary crusher and then to temporary storage pits at the main shaft. This is shown in Fig. 1. Upon leaving the conveyor belt the material enters either one of the two storage pits according to the position of a manually operated gate. It was decided that all experiments should be carried out at the conveyor belt between the crusher and gate with a view to the possibility of providing a signal which could operate the gate automatically. THEORETICAL BASIS AND LABORATORY EXPERIMENTS In principle it is possible to grade potassium-bearing ore on the basis of radioactivity. Natural potassium contains 0.012% K40, which is radioactive with a half-life of 1.3 x 10' years. Although about 89% of the K40 disintegrates to Ca40 by beta decay, the other 11% changes to Ar40 by electron capture and the emission of gamma rays. Unlike the ß-rays which are readily absorbed in the first few millimeters of ore surrounding the disintegrating nucleus, the y-ray photons will escape from an ore sample several inches in size. A detector rigidly mounted under a conveyor belt loaded with potash ore will intercept some constant fraction of all the photons emitted from the ore within its field of view. Under these

Dewatering is a major operational cost at some mines. Under certain conditions, costs associated with water disposal may continue beyond the productive bye of the mine. For mines with mineralized waters, this is of special concern. Since 1974 experience has been gained from examination of a number of closed underground metal mines that exhibited drainage problems. It was observed, in certain cases, that had appropriate steps been taken prior to closure, the resulting drainage problems could have been largely avoided. Reclosure steps would have involved alteration to the 'plumbing system" of the mines; i.e., the drifts and crosscuts interconnecting the mine workings. This could have best been accomplished by the placement of bulkheads and/or selective drifting. In addition to reconfirming that hindsight is 20-20, a lesson learned from these case studies shows that a relatively simple hydrologic evaluation prior to mine closure may avoid a troublesome and costly drainage problem.

The Chamber of Commerce of the United States was formed in 1912 and now consists of more than 1100 organizations in every state of the union, in the out-lying possessions, and of all the principal American chambers of commerce abroad. One of the chief aims is to obtain the best business thought on national questions that concern business. Members of the National Chamber have the privilege of using all the facilities of the Chamber's offices in Washington when information is desired.

When Robert H. Richards wrote Ore Dressing, the famous four-volume work published in the first decade of this century, the ore dresser was still largely concerned, with the mechanical treatment of ores. Since then, however, economics have transformed him into a mineral processing engineer who must increasingly deal with closely integrated facilities designed to produce a commodity for manufacturing. Moreover, this change will grow marked as the complex low- grade ores of the future make it ever more necessary for him not only to use the best combination of pyrometallurgical, hydrometallurgical and physical separation processes, but also to integrate these processes at the mine site. Nor are economic pressures the only ones propelling the processing engineer into a new era. The ecology drive has thrown him into a new situation in which his economic base is radically altered, and it could well precipitate as drastic a revolution in his technology as that which took place when flotation was developed.

I only mention the latter difficulties in passing because no reply has been received to our urgent appeal for money. As much as I detest appearing to plead for more attention than you feel called upon to pay to our forgotten mission, I can assure you that it would be in the best interest of the company for you to do so. The fact is, we have been able to outmaneuver the competition and have succeeded in securing pesquizas on some of the most promising cassiterite gravels. We have not been able, up to now, to do much bulk sampling (for lack of funds) but our preliminary panning shows great promise as you can see from the enclosed assay sheets.

So many factors influence blasting results that theories and rules are usually dismissed as impractical; the practice prevailing today is arrived at by cut and try. Usually the first step is to experiment with drillhole patterns and spacing until an arrangement is found that gives best results. The next step is to experiment with different types of explosives and sequences of blasting until the most satisfactory degree of fragmentation is achieved and until no further reduction in cost is immediately apparent. Improved fragmentation is generally attributed to the type of powder used, the sequence in which the holes are blasted, or the use of millisecond delays. Various types of drill rounds have been evolved in tunneling operations, underground development headings, and stoping, and various patterns of blasting in open pit mines and quarries. These practices usually are carried from mine to mine or from district to district, and great skill is exercised by those experienced in the art of blasting.

(communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must he secured, but they do not agree as to how this can best be done.

(communication to the Secretary*).-In going over this report, which I have done very carefully, I find that the summary as composed deals with the various problems almost entirely from the employer's standpoint and that practically no consideration is given to the employee's point of view. An experience of 3 ½ years as safety inspector, and almost 30 years as workman-and official, has convinced me that any plan for the betterment of working conditions which will achieve any degree of success must give the workmen their share of responsibility and allow them full participation. The company may finance and direct the movement, but its ultimate success depends upon the support given by the workmen. The cooperation of the men doing the actual work is so essential that all writers insist that this must be secured, but they do not agree as to how this can best be done.

THE fifth annual convention of coal-operating men, with the usual exposition of coal-mine equipment, was held at Cincinnati, May 7 to 11 inclusive, and was fully up to the high standard set by previous years. This spring meeting has come to be one of the most helpful services to industry performed by the Ameri-can Mining Congress and a center at which operators and engineers easily and quickly get into touch with the newest and best things in practice and equipment. Over 200 exhibitors showed this year and very little if anything that is new `failed to be shown. The ex-hibits were well arranged and adequate rather than elaborate. They attracted the careful attention of the members and guests of the Congress, admission being by badge rather than by ticket sold to, the general public. The railroad haulage system was started at Kennecott's Bingham Mine in 1906 and has remained a prime mover of ore and waste for the succeeding sixty years. As the stripping ratios increased contract stripping on the upper levels of the mine was introduced employing truck and shovel methods. The ore production then was 90,000 tpd. Analysis of expanding the ore production to 108,000 tpd revealed that the increased ore production and continually rising stripping ratio would result in waste production requirements that exceeded the capacity of the rail haulage system above 6290 level. The advent of larger haulage trucks (65-100 tons) in the early 1960's made available to the Bing- ham Mine economic and operating factors which showed truck haul- age to be the best replacement for rail haulage on the upper levels of the mine. As part of that analysis it was concluded that company stripping would replace the contractor stripping in the top area of the mine.

PROSPECTING for new deposits is a part of the ordinary routine business of the petroleum industry to an extent that is not true for any other mineral industry.
