Among the objects of interest which the members of the Institute are invited to examine in connection with this meeting is the Brown segmental wire-gun, which will be seen in process of construction at the works of the Pennsylvania Diamond Drill and Manufacturing Company, at Birdsboro. This is a 5-inch breech-loading (highpower) rifle, 19 feet long, constructed upon the system of Mr. J. H. Brown, an inventor of recognized genius in many branches of mechanical industry, and under the engineering direction of Lieutenant G. N. Whistler, Fifth U. S. Artillery. The system consists essentially of the subdivision of the inner core or tube of the gun, which takes up the initial compression, into longitudinal segments of such size that a higher physical condition and degree of special elasticity may be set up therein than it is possible to produce in the larger masses of metal heretofore used for the tube of the modern high-power cannon. The process consists in winding layers of square steel wire, subjected to a constant tension of 130,000 pounds per square inch, around these segments, which, when so held together, form the tube of the gun. A lining-tube may or may not be used. The steel segments used in the gun now under construction are 18 feet 4 inches long, and 3 inches thick at the breech, from which they taper to 0.8 inches at the muzzle. The physical condition of the segments has been determined by test-pieces, cut from each end of each segment, which show the following characteristics: Tensile strength, 165,000 pounds per square inch. Elastic limit, 105,000 pounds per square inch. Elongation at rupture, 14 per cent. in 2 inches. They are of crucible chrome steel, made by the Carpenter Steel Works, at Reading, Pa. The wire which holds them together has 0.005 square inches sectional area and is wound under a constant tension of 650 pounds on each strand, equivalent to 130,000 pounds per square inch. G. B. WATERHOUSE,* Buffalo, N. -Y. (written discussion?).-One of the most essential features of rail manufacture is the production of rails that will give good service and be free from failures. To this end rails are made to careful specifications and their manufacture is controlled by rigid inspection on the part of both the producing mill and the railroad or its representative, such as the Hunt special inspection referred to in the paper. Captain Hunt refers to the crescent-shape base failures and describes them as ruptures in the rail flanges extending from the outside inward toward the web. This is hardly correct and may be misleading. It has been shown, over and over again, that the base breaks originating in seams invariably start at the center of the rail base; and run longitudi-nally in varying lengths from 3 to 12 in. and sometimes longer. Most of them are from 5 to 8 in. long and then curve outward to the edge of the flange. The split at the center of the base may exist for an indefinite time and not be discovered until the break shows on top of the flange or the piece of flange breaks off. The. stresses that cause the break are explained in two ways: (1) by the eccentric bearing of the rail base, that is taking contact at one side or edge and bringing excessive strain at the center of the base which starts fracture in any seam that may he present at that point; (2) the split may be due to cross strain in the base where this member is thrown into. compression, as happens where a pair of trucks are on opposite sides of the cross tie or rail-base hearing, and the head is put in tension. A careful study of "split base breaks" shows that fully 95 per cent. occur on the tie bearing, which is further evidence that the above de-scribed causes for the initial break are probably correct. These split base breaks are almost invariably progressive, but always start at the center of the rail-base running longitudinally.

THE type of gas producer in which the ashes are fluxed and run off as slag was among the very earliest made. Ebelmen built the first one in 1840 at Audincourt, France, only a year after the installation of the first gas producer of which we have record. Charcoal was used as the fuel, with blast-furnace slag and clay is flux. My interest in this type of producer began when as a boy I saw the fluxing producer at Chester, N. J., which was invented by W. J.. Taylor, and described by him in 1881.1 This producer was invented independently by Mr. Taylor to meet the difficulties he experienced in making producer gas for roasting sulphurous iron ores. It will be of interest to review briefly his description of his producer. It was built like a small blast furnace, having a hearth 24 in. in diameter and 24 in. high. The bosh angle was 25° from the vertical; the diameter at the bosh 4 ft. and at the top 3 ft.; the total height 12 ft. The producer contained one water-cooled tuyere 12 in. above the bottom, with a 1.5-in. nozzle.. Depth of the coal above the tuyere; 6 ft. Mr. Taylor mixed the coal with from 30 to 40 per cent. of basic blast-furnace slag to flux the ash. Occasionally some limestone was also used, but never limestone alone, as the use of the furnace cinder gave a larger volume of slag and made it easier to maintain a proper fluidity. . The producer was blown with a small Weimer blowing engine, delivering 300 ft. of air per minute, at from 1 to 1.5 lb. pressure. The slag was tapped every 2 hr. and was black and glassy in appearance. Broken or egg size anthracite was used. The fine sizes of anthracite could not he made to work. Mr. Taylor expressed the belief that bituminous coal could be used if not too fine, but no experiments were made with this coal. Runs were made of four weeks' duration, with no stops or changes. NINETEEN states have on their statutes laws requiring engineers practicing within their borders to be licensed sixteen other states have such laws under consideration. While mining engineers are not specifically referred to in every case, they are referred to by implication. In only a few states have mining engineers taken any active interest in this subject, either in support or in opposition, yet it is a matter of very grave importance to them. By some it is thought that it is now too late to take any active steps toward preventing or repealing a type of legislation for which there appears to be a growing demand from some source. And it is further thought that the best course for those who are interested is to endeavor to guide legislation so that the remaining states may enact laws containing as few objectionable features as possible.

When a metal solidifies, gas, initially present in solution, may be concentrated at the grain boundaries, leading to brittleness, or it may form solid compounds which, if localized at the grain boundaries, impair the properties. On the other hand, the solid compounds formed sometimes distribute themselves more or less uniformly, and hence may be relatively harmless. If metallic oxides are heated under a partial oxygen pressure less than that corresponding to the dissociation pressure of the oxide in solution in the melt, they will decompose and oxygen will tend to be eliminated from the melt. This paper presents data on the partial oxygen pressures of copper and nickel oxides over a wide range of temperatures; it also presents data regarding the amount and nature of the gases evolved in the vacuum melting of a 3500-kg. charge of nickel-chromium alloy and gives test values indicating the improvement in impact values ascribed to vacuum melting. The results of commercial experience with a 4-ton vacuum melting and casting furnace indicate that this method entails an increase in cost of about 10 cents per pound of ingot over orthodox practice, which may be justified for special products and may be lowered if hot metal is charged into the vacuum furnace. DISCUSSION (Howard Scott presiding) J. H. ScafF, New York, N. Y. (written discussion).—In the section of Dr. Rohn's paper describing the effect of melting -metals in vacuo, he says, "In this way plain copper, nickel and iron may be easily purified. For example, vacuum-melted copper does not contain any oxygen and for this reason it is never sensitive to hydrogen embrittlement." This statement is contrary to the results of our experiments at the Bell Telephone Laboratories on the effect of vacuum melting on the properties of copper. Several 150-gram samples of tough-pitch copper were melted in a vacuum of the order of 1 X 10-5 to 1 X 10-6 mm. Hg for 2 hr. THE Agua Fria mine is in eastern Honduras at Lat. 140° 06' N., Long. 86° 36' W. Danli, the seat of the local municipal government, is the nearest town. The property is approximately 44 miles east of Teguci-galpa, the terminus of a truck road from the Pacific coast. The mine lies at an altitude of 3300 ft. with surrounding elevations as high as 6000 feet. For 20 years the oxidized croppings of the Agua Fria vein had been worked intermittently when in 1927 an attempt was made to open the property. A shaft was sunk 300 ft. and considerable ore was blocked out, but before a mill could be installed financial difficulties arose and the mine reverted to the original owners. Erle P. Halliburton, of Los Angeles, purchased the property in 1934. At that time a careful consideration of all factors involved showed that air transport was the only practical method of moving the equipment and machinery necessary to commence production. The other alternative was by muleback, which required sectionalizing all equipment to a maximum load of 200 lb., and during the rainy season this type of freighting was subject to serious delays. It was decided to purchase a trimotor Ford powered by three Pratt and Whitney Wasp B motors developing 400 hp. each. There were several reasons for the choice: (1) this type of plane was available at a reasonable price, owing to its replacement by faster models on most of the airlines in the United States; (2) the ship was capable of carrying a pay load of 3000 lb. over the required distance; (3) since this airplane had been widely used there would be no difficulty in securing competent personnel or in purchasing spare parts. It was necessary to rebuild the plane for cargo service. The windows were removed and the fuselage was entirely covered. A hatch was cut in the top of the fuselage to receive heavy crane loads and pieces of freight that were too large or too long to go through the rear door. The seats were removed and the interior of the plane was lined with Duralumin sheets. A heavy-duty landing gear was installed and the floor was reinforced.

The growth of aluminum oxide particles in a nickel matrix was studied eve?. the temperature vange of 2140° to 2470°F. The instability of the dispersed alumina was shown to be independent of the crystal structure of the alumina. The activation energy for the growth of the dispersed alumina was found to be 84.7 1 2.0 kcal. The particle radius increased as a function of time. These results indicate that the growth is not diffusion controlled. It is believed that the rate controlling mechanism is the dissolution of the aluminum and oxygen atoms into the nickel lattice. THE strength properties of alloys which consist of a finely dispersed second phase in a metallic matrix depend upon the spacing between the second phase particles. It is therefore desirable to achieve very fine dispersions in these alloys. Furthermore, to retain the properties these very fine dispersions must be stable during fabrication and service of the alloys. The best known of the dispersion strengthened materials, the SAP type alloys, which consist of a dispersion of aluminurn oxide in aluminum, have exceptionally good stability up to the melting point of aluminum. There is evidence, however, that other dispersion strengthened alloys, even those consisting of refractory oxides in a metal matrix, may be less stable. This investigation is concerned with the stability of Ni-Al2O3 alloys in the temperature range in which these alloys are usually fabricated. The mechanical properties of Ni-Al2O3 alloys at elevated temperatures have been previously investigated by Crelnens and rant,' and Gregory and Goetzel.2 The behavior of these alloys in stress rupture tests appears to indicate that at temperatures below 1800°F they are highly stable. There is some doubt, however, as to their stability at the higher temperatures used during the conventional fabrication. Cremens and Grant, in preparing their test alloys, cousolidated, by powder metallurgical techniques, nickel powders as fine as 0.13 µ diam and alumina powders as fine as 0.018 µ. Metallo- graphic examination of the alloys following fabrication revealed that none had interparticle spacings of less than 2 µ. Considering the size of the original component powder particles, it is likely that the dispersions coarsened during fabrication. Gregory and Goetzel, in their studies of extruded alloys of 80 pct Ni—-20 pct Cr matrixes with nonmetallic dispersion, observed a definite coarsening of the alumina dispersions in alloys sintered at 2280°F as cantrasted to those sintered at 2000oF. Similar observations on the spheroidization and growth of thoria particles finely dispersed in a nickel matrix were made by D. K. Worn and S. F. Marton.3 As a result of such coarsening, much of the effort expended in the preparation of very fine powder mixtures would be lost. The mechanical properties of the alloys which had experienced coarsening would be expected to be poorer than if the original dispersions had been retained. EXPERIMENTAL PROCEDURE Ni-Al2O3 alloys were produced from powder prepared by a coprecipitation technique. Aluminum hydroxide and nickel hydroxide were coprecipitated from chloride solutions of the metals. The mixed hydroxides were calcined to form metal oxides and the nickel oxide in the mixture was selectively reduced to nickel by treating it in hydrogen. Specimens were compacted from the resultant powder which consisted of a fine, uniform mixture of aluminum oxide and nickel particles. The compacts were sintered by resistance hot pressing4, a densification technique which requires exposure times of the order of only a second or less at elevated temperatures. A conventional sintering process was not used, since the temperature required for densification would have to be in the region in which the stability of the dispersion was to be studied. A series of hot pressed specimens were treated in hydrogen at temperatures from 2140o to 2470°F (1171o to 1355oC, for times up to 120 hr. Changes in the microstructures were studied by electron microscopy using the two-stage preshadowed carbon replica method.5 In performing a lineal analysis on a series of micrographs from each specimen it was found more convenient to determine the mean free path between alumina particles rather than particle radii as the parameter of growth. The origin of the salt domes of the Gulf coastal plain has been investigated by many of the most able geologists, but the problem cannot be said to have been satisfactorily solved. Since 1860, numerous theories have been presented, only to be discarded, at least in part, as more complete infomation revealed their fundamental weakness. Real progress toward solution dates from 1902, when Hill1 advanced the theory of secondary deposition of the domal materials from saturated solutions of hot saline waters ascending from great depths under hydrostatic head along structural lines of weakness. Shortly thereafter, Harris,² using Hill's hypothesis as a basis, explained the doming and pronounced uplift associated with these salt cores as the result of forces exerted by growing salt crystals. This was a marked advance over the ideas of Coste3 and Hager,4 since no evidence of igneous intrusives, as they assumed to explain the uplifts, had been found associated with the domes. Harris5 developed his theory until it offered such apparently plausible explanations of so many details of dome phenomena that his hypothesis and conclusions received widespread acceptance, despite some serious objections, and today his theory, somewhat modified, is considered by many able investigators to be the best explanation of the origin of these domes. The immense production of oil per acre, the recognition of the high lubricating quality of the oil, the development and recognition of the efficiency and advantages of oil-burning vessels, with the subsequent exceptional demand for fuel oil, and the resultant advance in the price of coastal crude, have been responsible for a prospecting and develop- 1 Robert T. (Read at the Philadelphia Meeting, February, 1878.) THIS paper is an abstract and a discussion of results obtained by the United States Test Board in experiments upon 14 brands of wrought iron, most of which are well known and of high repute.* The iron was all intended for chain-cables; it was tested in the form of bars, usually of nine sizes, from 1 inch to 2 inches round, and also in the forms of single links and short chains. Not less-than 2000 tensile tests were made, each showing elastic limit, elongation, and reduction of area. This work was done with conspicuous intelligence and fidelity, at the Washington Navy Yard, by Commander L. A. Beardslee. Some important practical results and principles which he has developed, and others which he has confirmed, will be referred to. The chemical part of this work consists of 42 complete analyses (including slag), by Mr. Blair, chemist to the Board. EFFECTS OF COMPOSITION ON STRENGTH. Variations in the physical qualities of iron may he due to different composition, or to different treatment in manufacture, or to both these complex causes. In order to determine the specific causes of variation, one class of altering conditions should be made to vary largely, while the other classes should be kept uniform. Then another class should be varied, and so on, until the value of each is ascertained. As all the irons under consideration were intended to have that purity and refinement which was deemed indispensable in chain-cables, their chemical analyses are perhaps more important in proving that physical variations result chiefly from treatment, than in pointing out the specific effects of certain ingredients. While the subject of treatment-especially the increase of strength by greater reduction in rolling-may be the more important one, it can be best appreciated after we have familiarized ourselves with the gen¬eral chemical and physical characters of the irons. The typical facts are given in the following tables. * As the present object of the Board is not to compare the products of different makers, but to discover the physical effects of various composition and treatment, the irons are designated by letters rather than by their trade names.

STAINLESS iron, as mild stainless steel is usually called, an alloy ranging from 11.50 to 15.00 per cent chromium with carbon under 0.12 per cent, has been considered to be not appreciably affected in respect to corrosion resistance by heat treatment. This metal, while one of the most widely used of the "straight" chromium stainless alloys, has failed in many applications because of insufficient information regarding heat treatment. These failures have been attributed to many possible causes from an inherent lack of resistance to corrosion and misapplication to mysterious electrolytic effects or comparatively minute non-metallic inclusions. Many uses for a steel with such excellent physical properties is are latent in this alloy have been lost on account of corrosion failures which could have been avoided by applying proper heat treatment. The alloy has not received the recognition or attention it should because of the fact that' the details of its metallurgical behavior were not thoroughly understood. Response to heat treatment of the steel is well known as regards tensile properties, 1,2 but its application has been for improvement in tensile characteristics or on account of machining considerations rather than for corrosion prevention. The potential user of this steel has not been clearly advised in papers, either technical or commercial, that have been written about it in the last 10 years or more, of particular features that are of prime importance in developing the excellent properties of this metal. The data to be presented in this paper are concerned mainly with the effect of heat treatment on the corrosion resistance, but a study has also been made of the concurrent microstructural changes and an explanation developed for the phenomena revealed, as well as a correlation to the other physical properties-hardness, tensile characteristics and impact strength. Stainless steel, largely used for cutlery purposes, an alloy of approximately 13.00 per cent Cr with 0.30 per cent C, must be hardened and the surface prepared by polishing or pickling for best resistance to staining and corrosion.3 Monypenny reports that a loss of hardness is

A liquid which is rich in oxygen (and silicon) develops at steel rolling temperatures in resulfurized and plain-carbon steels. This liquid fluxes solid manganese sulfide. The composition of the liquid and the resulting microstructures vary with the manganese/silicon/oxygen ratios in the steel. The observations and conclusions zuhich are presented are used 1) to suggest a mechanism for MnS deformation in resulfurized steels, and 2) to rationulize hot-shortness anomalies between plain-carbon and resulfurized steels. 1 HIS is a summary of the dependence of sulfide inclusion microstructures upon steel composition, and an interpretation of the behavior of sulfide inclusions at steel-rolling temperatures. Sulfide inclusions are known to have several metallurgical effects upon steel. Their effects upon hot-shortness are best appreciated. Although hot-shortness is well known, it is questionable whether its mechanism is fully understood because there are several anomalies in our interpretation. For example, why should not high sulfur contents produce extensive hot-shortness in free-machining steels ? A second metallurgical consequence of sulfide inclusions appears because sulfide inclusions improve machinability. Furthermore, globular inclu- sions are to be desired over elongated inclusions. To date, we know that lower silicon contents (< 0.010 pct) favor the globular sulfides, but we do not know why this interrelationship between silicon content and inclusion shape exists. Finally, the evidence is strong that the surface quality of a hot-rolled steel is particularly sensitive to the sulfur content. SUMMARY OF PREVIOUS WORK The role of sulfur in hot-shortness was first suggested during the past century. It is uncertain who was the first to conclude that sulfur was less deleterious in the presence of manganese, and that manganese altered the sulfide phase from a liquid FeS to a solid MnS at steel-rolling temperatures. However, Urban and chipman&apos; emphasized that liquid FeS may accumulate as an interdendritic film during solidification. More recently, Keh and Van lack&apos; showed that the intergranular liquid does not completely surround the metal grains at all rolling temperatures. Heat content values of tantalum monocarbide and tungsten monocarbide have been determined from 325" to 985°K by means of a drop-type diphenyl ether calorinzeter. Based on the values obtained in the present study and those available in the literature, best values lected and computed from 298. 15°K to temperatures close to their respectiue melting points. At temperatures higher than 1700°Kfor TaC and 27000 K for WC, values of Cp and related thermodynamic quantities were extrapolated based on the two Debye parameters: one corresponds to the metal sublattice and the other to the carbon sublattice. The contrzbutzon In the total specific heat due to lattice dilation was evaluated using the Nernst-Lindemann relalionship. The calculated values of Cp were in good agreement with the In view of their refractoriness, tantalum monocar-bide (TaC) and tungsten monocarbide (WC) are of con- experimentally determined ualues. Furthermore, the calculated values of the absolute entropies at 298.15"K were 5.03 and 4.15 in comparison to the experimental values of 5.05 and 4.15, all expressed in the unit of cal per degg-atom. Using the same Debye parameters, values of the linear coefficients of ther mal expansion for TaC and WC were calculated from absolute zero to their respective melting points using the Grüneisen equation. The calculated values are in excellent agreement with the experimental values available in the literature. Finally, the values of the bulk modulus of TaC from room tenzperature to temperature near its melting Point were also calculated using the equation recently derived by Anderson. SULPHUR is always present in mineral coal of every variety. In the oxidized state it may exist as sulphuric acid in combination with a base. In the unoxidized state it exists in combination with iron as bisulphide of iron. It is also supposed by some chemists to exist in unknown combinations with the organic elements of the coal. This supposition requires the demonstration as a fact that certain coals yield more sulphur than what may exist in a free state, or what belongs to recognized combinations, not only with the accompanying iron but with other inorganic bases abundantly occurring in coals, but which unfortunately are very rarely estimated. This practically as well as theoretically important question it is at present impossible to decide, simply for want of available thorough ultimate coal analyses including the ash. Such analyses, at the best imperfect, are laborious and intricate, and therefore seldom made, the much simpler proximate analyses, so-called, being resorted to by most chemists for technical purposes, and commonly substituted for more scientific work even in the laboratories of government surveys. And it is unfortunate enough that few ultimate analyses are extended to the composition of the ash, much less to its relation to the original constitution of the coal. Sulphur chiefly occurs in most coals in the form of yellow pyrites (pyrite) and white pyrites (marcasite), both minerals, characterized by differences in crystalline form and in physical properties as well as in color, but having the same chemical composition (FeS2). No coal is entirely free from one or both of these dimorphous forms of bisulphide of iron. It may be disseminated through the mass so as to be invisible, in plates or scales between the laminæ of the coal, or in conspicuous segregations or nodules, sometimes of considerable dimensions. Coals greatly differ as to the proportion of sulphur which they contain. They also differ as to the relative proportion in which its several forms of combination occur. Such qualitative and quantitative disparities are scarcely, if at all, more marked in separate coal seams of a uniform type than in different parts of one and the same coal seam, whether it be considered locally as constituted of several

A considerable quantity of experimental data is available on the effect of time, temperature, work-hardening and composition on the mechanical properties and corrosion resistance of aluminum alloys. There is, however, little unity of purpose or generality in most of the studies and, because the number of variables is large, the results often are not applicable to the problems that arise in practice. Furthermore, the customary expression of the effect of different variables as separate curves or as three-dimensional diagrams with time, temperature and the dependent variables as coordinates, renders the task of selecting the optimum time and temperature of precipitation treatment, with respect to their simultaneous but unequal etfect on the various properties, exceedingly difficult. The introduction of precipitation treatments to raise the yield strength of 24s-type alloys has created a need for a method of correlating and summarizing the effect of time and temperature on the mechanical properties and susceptibility to inter-crystalline corrosion. Correlation is particularly desirable because the choice of time and temperature is of necessity a compromise to achieve the best possible combination of properties, and the optimum conditions cannot he accurately specified unless the data are in a form in which the alternatives can be readily compared. Therefore, the work described here was undertaken to find a common relationship that would be capable of expressing the effect of precipitation time and temperature on the various properties and by means of which the relative effects could be correlated and their interpretation facilitated. Review of Previous Work In connection with an investigation of the interrelation of age-hardening and creep performance of nickel-silicon-copper alloys, Jenkins and Bucknalll demonstrated that the time required to attain maximum hardness and tensile strength could be expressed by a relationship of the form: t = K • io"^ (i) where t is the time in hours and T the temperature of aging, expressed in degrees absolute, and m and K are constants. They also pointed out that this expression is analogous to that which describes the change of the diffusion coefficient D with temperature; namely, D = Ae-~/m (2) Later, Cohen used this relationship in studies of the mechanism of age-hardening of a silver.rich copper alloyZ and of duralumin.3

An iron blast furnace of 1000 tons daily capacity will produce a 100,000 cu. ft. per minute of blast-furnace gas. This contains a 25 per cent of carbon monoxide, and has a B.t.u. value of about 95. gas is used primarily for heating the stoves of the blast furnace, secondarily, under boilers, for steam production. Occasionally it is used in gas engines. The raw gas coming out of the furnace carries about 10 grains of dust per cubic foot of gas, under best operating conditions. With furnace "rolling" or slipping, this quantity may temporarily be gre increased. This dust would, of course, deposit on the checkers o: stoves, or plug the burners under the boilers; therefore the gas : be cleaned. Flow Sheet The first step in the cleaning operation, as shown by the flow s Fig. 1, is a dry dust catcher, of which there are several forms, partially cleaned gas next goes to a primary wet washer, where v sprays knock down most of the solid particles. If further cleani desired, the gas may then go to electrical precipitation. Again, the removed is collected in water. Dry dust catchers reduce the dust col from 10 grains to between 4 and 6 grains per cubic foot, and rec roughly half of the total flue dust in the gas. The wet washers rea most of the remaining dust, reducing the dust content to about 1/4 per cubic foot. Electrical precipitators, if used, further reduce the content to about 0.01 grain per cubic foot of gas. The flow sheet s the dust content of the gas at various steps in the treatment and als content of solids in the water. It should be noted that some plant less water on the primary wet washer than indicated, and that ofte solids content of the scrubber water will be 300 grains per gallon, or much higher. Reasons for Recovering Flue Dust.—There are two main incentive recovering flue dust from the scrubber water: (1) the value of the (2) stream or lake pollution, where such a reason applies.

INTRODUCTION The stabilization of slopes is not a design problem. A slope is designed before it is made. For a slope to be stabilized it must already exist. The basic problem has existed for a long time. It started with cuts in soil and rock made in the 18th century during the construction of the canals which were developed at that time, and continued into the 19th century with the development of the railways, and in the 20th century with motor roads and lately open pit mining. It is not difficult to stabilize a slope, but certain questions must be asked and answered. These are: i) How much stability is required? ii) For how long is it required? iii) How important is the cost? These three questions indicate the basic problem of Civil Engineering, which is that the solution to any problem is a compromise between safety, cost and time. Stabilization of slopes is no exception. If the slope exists why is stabilization a problem? There are many possible reasons, for instance, a neighbouring and similar slope may have failed, or it may be necessary to change the conditions of the slope, steepen it, increase its height, put weight at the top, or construct a building at the foot in which case added security is required, or guarantee its stability for a longer time. MECHANISM OF FAILURE In order to pick the correct method of stabilization the mechanism of failure must be understood and the immediate cause of failure known. Often to remove the cause is the best remedy. The mechanism of failure has been studied over a period of many years in landslide problems. Pit slope failures are very similar to some types of landslides. (1) (2) (3) (4) In one sense there are many causes of landslides. Terzaghi lists 19. This means that there cannot be a standard solution to a stabilization problem. In another sense, it can be said that there is only one cause, which is gravity. Miners have observed for many years that as pillars are removed in mining operations the pillar adjacent to those mined out frequently shows evidence of being compressed. Although this has been known for a long time, little or no information is available concerning how far from the mining area the pillars are affected in this manner, or how great is the magnitude of the compression, or concerning the manner or characteristic way in which the compression acts, as the mined-out area approaches the pillar under consideration. The writer made a study of pillar action in the Mona mine of the Arkwright Coal Co., partly to get some quantitative data on the deformation of coal-mine pillars. The study was not completed but it seems best to present the information that was obtained. Method of Measurement Fig. 1 shows the details of the apparatus used for measuring the deformation. This is permanently attached to the pillar. Fig. 2 shows the details of the gauge that records the deformation. This gauge is removable and was used to measure the deformation at all the stations. The recording dial is graduated in thousandths of an inch and records measurements up to one inch. Fig. 3 shows how the removable gauge is placed in the instrument. When installing the instrument in the side of the pillar, all loose coal near by was removed and a trench 4 to 6 in. deep, and approximately 1 ft. wide, was dug in the pillar. In this trench near the top and the floor, the holes holding the instrument were bored. These holes were then partly filled with thin cement and the rods were inserted. The remaining space in the holes was tamped full of cement. At this time, by carefully manipulating the permanent rods and clamps and adjustable pin, it was possible to adjust the instrument so that the removable gauge would stand true and measure any vertical deformation between the top and bottom rods. Fig. 4 is a photograph of one of the instruments installed, showing the removable gauge in place.
