The principle that conventional schemes for taxing petroleum or mineral resources are "inefficient" is illustrated using simulation calculations tested against an "ideal" system. Inefficiency is defined as the relative success in maximizing expected government revenues from the resources. Most systems fail because: 1) they leave oil in limbo, i.e. unproduced because of excessive fiscal burden; or 2) they unnecessarily increase the variance in the explorationist'c, rate of return by undertaxing large fields and overtaxing smaller but infra-marginal fields. This increases his discount rate and reduces taxable surplus. An "ideal" tax system is specified which maximizes government revenues while minimizing risk to the operator. Two criteria are developed: 1) the tax falls to zero on fields which yield only the minimum necessary rate of return ("marginal" fields); and 2) the after-tax present value of all fields is the same for all fields above a threshhold size. In particular, marginal fields, while contrib- uting little to expected values, do contribute to reducing variance and hence risk praemia by distributing the exploration costs over a higher probability of successful outcomes.

AT the annual meeting of the Institute 2 years ago, a paper,1 " Requirements of Refractories for Open Hearths," was presented by F. W. Davis and G. A. Bole of the U. S. Bureau of Mines. In a brief foreword, D. A. Lyon stated that the paper was not to report the results obtained but rather to present an outline to serve as a basis for discussion. The essential parts of an open-hearth furnace were described and the conditions under which they operate. Some constructive discussion followed the reading of the paper. One of the first fellowship investigations undertaken by the Bureau of Mines in 1924 under the cooperative agreement with Carnegie Institute of Technology, through the Metallurgical Advisory Board, was to determine service conditions of open-hearth refractories. The present paper gives the results of this work which was done in the Pittsburgh district and was in charge of the authors. Material contributions in the form of data were contributed by E. N. Bauer, J. W. Campbell, G. H. Pfeiffer and A. Grodner, Carnegie Institute of Technology research fellows. The study covered 18 mos.

The Wheeler Condenser & Engineering Co., of Carteret, N. J., is now building a line of horizontal and vertical shaft centrifugal pumps for general services, as well as for condenser work.. This company has been building centrifugal pumps for over 20 years, most of them being used, however, in connection with condensers. The new line of pumps is suited for all services. A small motor-driven unit for tank or stand pipe operation is shown in Fig. 1. Referring to the sectional illustration (Fig. 2), it will be seen that this pump conforms to the most recent advances in centrifugal pump construction, having a two-part divided casing, with the suction and discharge nozzles in the lower half. The impeller is of the closed double-suction type, protected by labyrinth wearing rings. The shaft is protected from the water by bronze sleeves, which screw on to the shaft and extend clear through into the bearing bracket boxes. Bearings are of the ring-oiled type, and in the outboard bracket, is a ring-oiled thrust bearing, which is a refinement not usually found in double-suction

This section is about fifty miles in length, extending from the semi-magnetic and brown iron-ore deposits, near South Fork of Holston River, on Virginia and Tennessee State line, through Bristol, Tenn., Goodson, Imboden, or Mineral City, and Big Stone Gap, Va., to the Cumberland Mountain, on the line between Virginia and Kentucky. Following a geological section from the southeast for near South Holston River), to the northwest, we encounter, first: The slates of No. III.,* generally dipping southeasterly with a trend of N. 65' E. They ontcrop along the north bank of South Holston River, having a thickness of 375 feet, 260 feet of which, as at Pen Rhyn quarry and the James quarry, southeast of Bristol, is slate of high grade for interior architectural uses. Next northwest is an undulating series, giving surface-exhibits of these slates, alternating with Trenton limestone, for 21/2 miles, to the' line of semi-magnetic red iron-ores and brown iron-ores, of the upper horizon of No. II., generally pitching southeasterly, as though the whole series, including the slate described, formed a great trough, with its middle

The suggestions of the members of the Institute are very much desired by the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early in October. The members are, therefore, asked to send in promptly their suggestions for Directors as well as for Vice-Presidents and President. The Committee hopes to hear from a large number of the members. The officers to be elected at the annual meeting in February, 1917, are: One officer, known as Director and President. Two officers, known as Director and Vice-President. Five officers, known as Director. The attention of members is called to Articles V and VII of the Constitution, and to By-Law XIII, which reads as follows: "The geographical districts to be considered by the Committee on Nominations shall be as follows, until otherwise ordered by the Board. District No. 1. New England, New York, and New Jersey, excepting New York City and district, which is provided for in the Constitution. (N. B.-New York City and district is designated District 0.) District No. 2: Pennsylvania.

USINOR has conducted four blast furnace tests with formcoke made from marginal coals in the pilot plant of HBNPC ("H. B. N." process) in four different blast furnaces of various sizes and with medium and high grade burdens. The tests in which up to 30% of the blast furnace fuel burden was replaced by HBN formcoke yielded good results on furnaces ranging in hearth diameters from 5.6 to 9.5 m. The tests demonstrated that: - the slight increase of pressure drop in the stack did not prevent smooth operation at record production rates with the same blowers - the total coke rate was not significantly affected, but there was a slight increase of the calorific value of the top gas - the hot properties of the formcoke are satisfactory as seen from the samples withdrawn at the tuyeres and tapholes. At the end of the two months test on BE nº 2 of Dunkerque, the hearth was as permeable and clean as with good standard coke. Our conclusion is that HBNPC formcoke made from lean coals is an adequate substitute for conventional coke in the range of 20 to 40% replacement, which is of interest to USINOR.

J. A. Mathews,* Syracuse, N. Y. (written discussion?).-It is interesting to note how frequently we hear of some process that is going to revolutionize the tool-steel business. I don't know why it is, but every one seems to have it in for us poor tool-steel men. About 15 years ago, a good-sized plant was built in Syracuse for the manufacture of cast tools of malleable iron. The promoter of the scheme claimed to have a secret, process that had been given to him by a tramp to whom he gave a lift along a dusty road. The widows and orphans invested liberally in the securities of the company without consulting the men established in the machine-tool business in Syracuse. About two years later, when the sheriff's sale occurred, the secret, which was carried on the books of the company as an asset valued at $2,000,000, brought $15 at auction. A little later another concern started on the theory of replacing scrap high-speed steel with new high-speed steel tools made therefrom. THAT Illinois is an important mineral producing state is well known. A value of over $237,000,000 for the mineral products in 1926 indicates the magnitude of the industries. Coal mining is the largest mineral industry, and the value of its product was about 63 per cent of the total mineral production of the state. Oil and gas constituted about 8 per cent and the non-metallic minerals about 29 per cent. This 29 per cent represents the production of a varied group of mineral industries of wide geographic distribution through the state.

We have obtained by computer methods the solutions of the Taylor analysis1 for axisymmetric flow in bcc metals. Four modes of slip have been treated in detail:2-4 (111), {112}(111), {123}( 111), and a mixture of all three. In addition to obtaining anisotropy of strength data for randomly oriented or textured polycrystalline material,4 we have also obtained the lattice rotation resulting from slip on the predicted systems. The patterns of lattice rotation are essential to an improved understanding of texture development during deformation. The present note shows the results of lattice rotation for 5 pct axisymmetric compression, for fifty-two axial orientations distributed at 5-deg intervals throughout the standard stereographic triangle. The data are presented in Figs. 1 to 4 for the four modes of slip. The lattice rotation is indicated by a vector, the ends of which correspond to the positions before and after the deformation. The different vectors emanated from a given orientation represent different combinations of five slip systems that satisfy Taylor&apos;s minimum shear criterion.&apos; Fig. 1 shows the results for {110}< 111> slip. They are similar to those obtained by Bishop5 for the case of (111 )(110) slip in axisymrnetric tension, since in axisymmetric flow the sense of lattice rotation for {111)( 110) in tension is the same as that for (110) (111) in compression. The pattern of lattice rotation may be divided into three regions: region A in which the rotation is toward [100]; region B, toward [lll]; and region C, toward either [ loo] or L lll]. Although some slip combinations in region C lead to [1101, the latter is not stable as continued activity of the same combinations will eventually move the axis toward [loo] or Llll]. It may also be noted that [loo] is itself not stable. However, close inspection of the vectors in region A shows that it is impossible for an axial orientation within A to rotate outside its boundary. Hence after heavy compression, all orientations from A and some from C are expected to form a diffuse band in the [100] vicinity. By far the largest region is B. Here all orientations rotate to [lll], which is a truly stable position. Thus the [111] texture component is expected to be rather sharp. For the case of (112 }( 111) slip, Fig. 2, region C is enlarged at the expense of A, with B about the same as for {110}( 111) slip. A significant difference, however, is that [loo], as well as [Ill], is now truly stable. Fig. 3 shows the results of slip on {123}( 111) systems. Region B is substantially enlarged at the expense of C, with A being intermediate in size between the {110}(111) and {112}(111) cases. Like the case of {110)( 111) slip, [100] is itself unstable. However, the lattice rotations here are confined to less than 5 deg; hence it may be considered "stable" for practical purposes. Finally, Fig. 4 shows the results of mixed slip. Here region B is the largest, and C the smallest, of all the cases considered. Both [loo] and [ill] are stable. The behavior of the three corner positions is, in fact, identical to the case of {112)( 111) slip, Fig. 2; it turns out that in these positions for the mixed slip case, all the active slip systems (based on Taylor&apos;s criterion) belong to pure {112}( 111) .4 In summing up the results for the four modes of

No observations on the mechanical properties of iron-manganese alloys have been published since pure manganese became readily available, either distilled manganese or electrolytic manganese. The purpose of this investigation was to determine whether iron-manganese alloys are essentially brittle, as reported by Hadfield,1 or whether the lack of ductility observed was due to impurities in the alloys that he studied. EXPERIMENTAL METHODS The alloys were melted in a 100-lb. high-frequency induction furnace with a magnesia crucible, using ingot iron and electrolytic manganese. The heats were split, the first giving six 18-lb. ingots and the second three. Each successive heat was higher in manganese and about 0.3 per cent silicon [ ] was added as ferrosilicon. The alloys forged without difficulty-and were given a 90 percent reduction to 3/4-in. rounds. The chemical analysis of the alloys is given in Table I. The forged rods were homogenized for [ ] 24 hr. at 1150°C. (2100°F.) and air-cooled. The alloys were tested in two conditions of heat-treatment: (I) as normalized from 870°C. (1600°F.) and (2) normalized from 870°C. and tempered for z hr. at 540°C. (1000°F.) and air-cooled. The tensile specimens were 0.505 in. in diameter with a 2-in. gauge length, and the impact specimens were V-notch Charpy. The proportional limit and yield strength were taken from the stress-strain diagrams drawn by a Peters recorder. The data obtained from the tensile test and the hardness measurements are given in Table 2. Specimens that were normalized are designated by N; those that were normalized and tempered by T. Alloy G was tempered after forging (D).

The occurrence of zircon in pegmatites of acidic composition is recorded by many observers both in this country and abroad, and they form one of the most important geologic modes of occurrence of the minera1. As is well known, commercially the most important American locality for zircon is near Zirconia in Henderson County, North Carolina, where many tons of the mineral have been obtained from a kaolinized pegmatite dike 100 ft. wide and traced for 1 1/2 miles along the direction of strike N. 50" E. Zircon may be developed in pegmatites as inclusions in the principal rock-forming minerals, chiefly quartz and feldspar, and as a separate megascopic constituent in the form of grains and crystals not exceeding, as a rule, 2 in. in size, and usually smaller. In the Henderson County, North Carolina, pegmatite, zircon occurs in prismatic crystals with pyramidal terminations measuring up to 30 mm. in diameter, associated chiefly with the feldspar. In some of the apatite veins of Canada, which are closely allied to pogmatite dikes, zircon is reported in crystals upward of 6 in. in length and 2 in. and more in thickness. Zircon in large masses occurs in Virginia in the well-known pegmatites near Amelia in Amelia County, and near Gouldin in Hanover County. Both localities are in the middle eastern portion of the Piedmont Plateau province, and are separated by a distance of about 40 miles in a northeast-southwest direction. The rocks of both areas, including the pegmatite bodies, are in an advanced stage of decay, and the hard and moderately fresh rocks are concealed beneath a cover of variable thickness of rock decay derived by the normal processes of weathering. Nason thinks I could not have studied Mr. Witherbee&apos;s paper and doubts the arithmetic used, but in his discussion arrives at practically the same conclusion. He says 10 ft. thickness of ore over a square mile should give 27,878,400 tons, allowing 10 cu. ft. per ton of ore. This is correct, but if he reads carefully he will see that this depth of ore was figured as covering one-tenth of the surface, which reduces the figures to those used by Mr. Nason. I did not say, however, that there were 2,300,000,000 tons of ore in New Jersey, but that applying the same method of computation as used by Mr. Nason, to the area of the iron ore-bearing gneisses in New Jersey, we would get a total of 2,300,000,000. I did say, "In this area are located 366 magnetite mines that have been worked more or less. These lenses may easily be capable of producing (on an average) 1,000,000 tons each, and there are probably double the number listed not opened up." Thus my estimate for New Jersey, as far as any was made, would be: Probable ore 366,000,000 Possible ore in addition 732,000,000 1,098,000,000 Mr. Nason&apos;s final conclusion of his personal estimate was one-half of what he erroneously read to be the estimate given in the paper, or half of 2,300,000,000, which equals 1,150,000,000. So the two estimates seem to differ less than 5 per cent., and we have the two sister States of New York and New Jersey on an equal footing of productive possibilities in magnetic ore.

MAJOR technical advances seldom occur in a single year, and this is especially true with aluminum and magnesium where marked improvements in metallurgical processes and products took place during the war years. Nevertheless, the light metals and alloys, particularly aluminum, are advancing in commercial importance and are finding their niche in industry. New applications during the year have resulted from a better over-all knowledge of properties, handling, etc., rather than from revolutionary new developments.

The only way in which the difficult problems of classification of coal for the manufacture of by-product coke can be solved is to analyze them by the use of scientific data. It is very easy to adopt classifications for coal for the manufacture of by-product coke along certain lines; we can easily say that for a certain class of metallurgical operation coke made from bituminous coal must not contain more than so much sulfur or more than so much ash and should yield certain returns in the by-products, tar, ammonia, benzol, gas, etc. Those points we are fairly clear on and I think it is hardly worth while to discuss them because I presume that they are familiar to most of us who have any occasion either to make coke or to use it. But there is a field in the manufacture of coke which we know very little about. For example, we are operating a plant on a certain mixture of coal. Suddenly our blast-furnace man or the user of the coke tells us the coke is not as good as it was before. The coke is analyzed and the coal is analyzed. Everything seems to be about the same as it was— the ash is the same, there is no more sulfur, and so on—but the coke, for the use to which it is put, particularly in the blast furnace, is wrong. What happens? The management decide to try a slightly different coal mixture. They do not necessarily raise the total hydrocarbons, the volatile matter in the mixture, nor change the sulfur or the ash, but they do make a change which improves the value of the coke for metallurgical use. The reason for this difficulty, as I see it, is the " combustibility " of the coke—I hesitate to use the word, but it is the best one I have available. Combustibility of Coke We know now that the combustibility of coke is a very vital point in many metallurgical processes and I think one of the most notable instances of the proof of this is the experience of the Carnegie Steel Co. in the production of coke at its Clairton plant. The low-volatile, or smokeless, coal field of southern West Virginia is in Fayette, Raleigh, Wyoming, Mercer, Summers and McDowell counties, in the extreme southern portion of the state, and extends into the adjacent counties of Tazewell and Buchanan in Virginia. McDowell County is the largest producer, with Fayette and Raleigh counties next. The total area of the field (Fig. 1) is approximately 1600 square miles, or 1,024,000 acres. The percentage of volatile matter in the various seams ranges from 15 to 26 per cent, The upper limit of true low-volatile coal is usually considered to be 23 per cent volatile matter; above this point, the coal usually is classed as medium volatile. This limit will be used in this paper. Geological Position of Seams The smokeless seams are among the oldest coal seams in the country, as the Pocahontas group of rocks is the lowest member of the coal-bearing series and rests on top of the Mauch Chunk red shale, in or below which no coal seams of any importance occur. The Pocahontas group, or Lower Pottsville measures, has a thickness of 750 ft. in southern McDowell County, which decreases to about 350 ft. at Prince, on the New River, in Fayette County, 50 miles to the northeast. In this group, at various points, 12 coal beds have been found, of which 4 have been found in workable thickness and are now being mined. The New River group, or Middle Pottsville measures, is just above the Pocahontas group and varies in thickness from 1300 ft. in southern McDowell County to about 700 ft. along New River. At various places, 16 beds of smokeless coal have been identified in this group, of which 5 have been found in workable thickness and are now being mined. A general columnar section of these strata is shown on Fig. 2. The workable seams in these strata, arranged in geological sequence, are as shown on page 77.
