At this moment in the history of the world, the all- pervading and universally most important fact is that the world population is beginning to outgrow its food supply, and the United States has suddenly lost its ability to give away huge food surplus to any nation in the world with a food shortage problem. This, of course, means that, all of a sudden, our government must completely reverse its former bureaucratic stance regarding crop controls and agricultural price supports, to out-right incentives to increase farm production and bring more idle land into food-growing use.

ORE tests are made for the purpose of determining the correct methods of treatment for any particular ore. They should be conducted so as to insure that the results obtained in actual mill practice, on ore of similar grade and physical nature, will duplicate the results obtained in the test work. As the expenditure of many thousand of dollars may be involved in the building of the necessary mill, the testing of ores calls for extreme care and skill in handling laboratory machines, and a knowledge of actual practice to guard against the danger of obtaining results in test work that would be impractical to duplicate on a commercial scale. The importance of a correct sample of the ore is at once apparent. No matter with what degree of care the test 4rk is done, it loses its value when made on an unrepresentative sample. It is the first safeguard against future disappointments in the loss of capital and time. A number of failures in the past have been traced directly to faulty or lax methods in obtaining the ore sample.

ENGINEERS in the past have been largely associated with private enterprise and there has been a considerable tendency on the part of some members of our profession to depreciate government service for engineers. We engineers must change our mental attitude about employment in government service, particularly in view of the present most friendly attitude of the U. S. Civil Service Commission toward engineers for major posts in our Government. We must also take a much more active interest in public affairs. It must be realized that the national-defense program, which we are now organizing, will require for its effectiveness large numbers of engineers skilled in a wide range of technical and administrative services. In fact, the success of this undertaking will depend largely upon the extent to which our Government can command expert engineering talent to serve during the emergency. There is an acute shortage of technical and supervisory engineering personnel not only in the industries concerned with national defense but also in the Army, Navy, and other defense agencies of the Government. By an Act of Congress, approved on Oct. 9. 1940. $9,000.- 000 was turned over to the U. S. HISTORY shows that the nation which makes the most steel is the most likely to win wars. Today the course of war shows that the nations which get there first with the most steel of the right kind will be the ones to win. Not only the most steel, mind you, but the right kind. Adequate production, which was enough for victory before the days of totally mechanized warfare of 1943, must now be accompanied by still better quality as well as more effective distribution. Further, both production and distribution must be flexible enough to permit rapid shifts from one weapon to another for use in varying elements in varying geographical areas. Thus the problem of making enough steel of the right kind at the right time in the face of changing requirements dictated by experience has been and will remain highly complex. This does riot permit us to ease our restrictions on nonessential use. War is a complex business, like the job of making steel for war. Each time we solve one problem, another pops its head up. Yet we are making some progress.

THE Bayard property of the united States Smelting Refining and Mining Company is in south central Grant County in southwestern New Mexico about fifteen miles east of Silver City and one mile west of Santa Rita. The present holdings cover a belt roughly one mile wide by ten miles long, lying west of, and adjacent to, the holdings of the American Smelting and Refining Co., Kennecott Copper Corp., Empire Zinc Co., and Peru Mining Co. The area extends from the village of Bayard on the south to a point three miles northeast of Fierro. The property is a part of the well-known Central mining district which has been New Mexico's leading copper-zinc producer for many years. The property is segregated into three sections, the Bullfrog, Hanover Bessemer, and the Shingle Canyon sections. Discussion of the paper of H. M. Chance, Bi-Monthly Bulletin, No. 23, September, 190S, pp. 791-808. CHARLES CATLETT, Staunton,Va. (communication to the Secretary *):-Mr. Chance's suggestions that the brown hematite ores of the Potsdam formation are due to the alteration in place of iron sulphide, and that their extension may reasonably be expected to contain valuable deposits of unaltered sulphide, are interesting; but the facts marshaled by him are too limited to justify more than the hope that they may serve as a commercial source of sulphur. It is true that these deposits have been the source of large amounts of iron-ore; and it. is common, as stated by him, for the mining operations to extend to a shallow depth only; but this is largely due to the fact that the surface-material represents an accumulation from the breaking down and collection of the ore which formerly reached a much higher level. With, increasing depth comes a decreasing thickness of valuable material. This is especially appreciated by a glance at Mr. Chance's drawings. This is the reason why so many disappointments have resulted when these ores have been followed to greater depths. Even if the ore is largely derived from oxidation in place, it is impossible to ignore the great number of concretionary forms, as well as those showing the evidence of secondary solution and deposition now taking place, such, for instance, as the part replacements of fragments of quartzite derived from the underlying beds. Concretionary form does not necessarily mean long transportation, and may be a variation of material in place; but commonly it is an evidence of collection, and tends to imply that more or less concentration has taken place. The rate of isothermal transformation of austenite to pearlite depends upon the rate of nucleation, N, and the rate of growth, G, of pearlite in austenite. Values of N are given in terms of the number of nuclei forming in unit time per unit grain boundary area of unreacted austenite; values of C are given in terms of the linear rate of radial growth. Variations in the isothermal rate with temperature result from variation of N and G with temperature. Depth of hardening of a steel depends fundamentally upon values of N and G; changes in carbon and alloy content effect changes in N and G and thus affect depth of hardening. Quantitative studies are available on N and G for the formation of pearlite in plain carbon eutectoid steels.3 Systematic studies in this field are necessary if the phenomena are to be well enough known to furnish a proper basis for full rationalization and for theory. Accordingly, the studies are continuing, both with respect to the effect of alloying elements upon the values of N and G in the formation of pearlite and to the values of N and G for the formation of ferrite in hypoeutectoid steels. The present paper is the first relating to the effect of alloying elements upon the values of N and G for pearlite. It offers special interest since cobalt is known to have an anomalous effect upon the rate of formation of pearlite, accelerating it, whereas all other elements retard it.4 It will be shown that cobalt increases both N and G for pearlite and that this effect is inherent in the Fe-Co-C system and not dependent upon factors relating to austenite heterogeneity nor upon any recognizable adventitious factor. Inasmuch as the rate of diffusion of carbon in austenite and the interlamellar spacing of pearlite are variables related to G and possibly to N (in a manner not yet certain), measurements of the effect of cobalt upon them are also reported here. In the course of the work, measurements were made on the effect of cobalt upon the marten-site temperature and these are given. COBALT AS AN ALLOYING ELEMENT IN STEEL Properties of Cobalt Cobalt resembles iron more closely than does any other chemical element. Its atomic number is 27, hence it is the element immediately following iron in the periodic system. MAN?S desire to harden metal is older than recorded history and obviously would date from the moment when he found his implements were not equal to the demands of service. This need for hardness in metal may be divided roughly into two main classifications: (1 :I need for hardness through- out-for purposes of greater strength or elasticity of the whole implement or member, and (2) need for surface hardness alone. A strong steel needed to transmit stresses or resist de- formation is an example of the first class. In metals only surface- hardened, the chief need is for resistance to wear. Obviously the whole gamut of all uses can be imagined- from the extreme of a simple cantilever supporting a load in space to that of a solidly supported face plate serving to resist wear. It is the in- creasing of wear resistance which I propose to discuss.

Lying to the east of the Rio Grande, in central New Mexico, is a long N. and S. mountain range, broken into separate ridges at several points. These have received separate names; the mountains at the south end, near El Paso, being known as the Franklin mountains, and then, following successively, to the north, the San Andreas range, Sierra Oscura, Manzano and Sandia mountains. At the eastern base of the Sierra Oscura there are several low ridges, remarkable for their red color. All of these red ridges contain reefs of copper-ore. The eastern flanks of the Sierra Oscura are composed of limestone. Some fossils in the limestone were examined by Prof. J. P. Smith of Stanford University, who says they are Fusulina and indicate an Tipper Carboniferous age. The sandstones and shales containing the copper-reefs directly overlie this limestone (Fig. I), and are very likely of Permian age, like the similar beds in Texas, described by Mr. W. F. Cummins.* Overlying the copper-beds are red sandstones and shales in which very little copper has been found. The cupriferous zone and the red sandstones and shales are everywhere associated, and as one stands on a high point, he will see that these rocks form three main belts or lines of hills. These may be referred to as the northern, middle and southern belts. The northern belt was not visited by me, but is known to contain copper-deposits. The middle belt has a trend of N. of W. and S. of E. The copper-reefs have been traced for a distance of more than 2 miles. The southern belt has a trend of about N. 30' W. and S. 30°

A QUARTER century ago this country was producing an extraordinary quantity of iron and steel, with a decisive influence on the outcome of the first World War. Today this country is again demonstrating its industrial capacity with telling results. If this lapse of time has confirmed the opinion that man learns little from experience with respect to human relationships, at least we can derive some consolation from the knowledge that in the same period we have made huge strides industrially, and particularly in the steel industry. The differences represented by 25 years are striking, and have resulted from a multitude of changes that have contributed to the present-day high state of our pig iron and steel manufacture.

THROUGHOUT its history the American iron and steel industry has constantly striven to improve the quality and reduce the cost of its products. No one needs to be told how well it has succeeded. Its success in making steel products at such a low cost has been achieved mainly through large-scale production. While costs have gone down as the rate of production and the degree of mechanization increased, quality of product has been actually improved. Thus high-tonnage records are important only in the light of high quality of the steel. Quality is the watchword! Continual improvement in quality has come as a result of research, not only in the laboratory but in the large commercial units in the plant. In fact, so many operations of the industry are on such a huge scale that experimental work must be done under commercial operating conditions so every progressive steel plant is a research laboratory.

WITH rapidly diminishing oil reserves: a great percentage of which are uneconomical at present prices, some of the existing methods of development and production will have to undergo radical re- visions to meet the changes continually taking place in the petroleum industry. Imagination in an engineer is a great asset. The fancy of today is found to be the realization of tomorrow, and with this thought in mind, there is here presented a more or less imaginative picture which, to my mind, has a meritorious basis. Directed drilling has reached a stage of accuracy sufficient to allow the prediction that this art will be used in the future development of oil structures, especially those \\,it11 thin sand bodies 'and steep dips. Directional drilling in a number of fields in California has gratifying results. Wells which practically laid pipe lines through the oil sands have enjoyed a greater drainage radius with a consequent greater initial and cumulative production. In one field where the vertical thickness of sands was approximately 550 ft., wells drifting at an angle as great as 55 deg. fro111 vertical had over 1100 ft. of perforated pipe in contact with these sands. The symposium on production for the year 1942 contains no papers on the foreign situation except those on Argentina and Mexico. It has always been the policy of officers in charge of the symposium to refrain from publishing information that might possibly injure national or private interests. At the close of the war we hope again to publish full and accurate records of production abroad. Excerpts From Circular to Authors In order to facilitate interpretation of the data in this chapter, we print the following excerpts from the Circular to Authors. The field is the unit in this tabulation. In cases of fields extending across State boundaries, such as Rodessa, it is suggested that each State author treat the section of the field in his State as a unit, and by a footnote indicate that the field extends into an adjacent State. Each space in Table I may represent one of four possibilities; either it is not applicable to the particular field, or the proper entry is not determinable, or the proper entry may be determinable but is not determinable from data available to the author, or the proper entry is determinable. When spaces are not applicable, leave blank; in spaces where the proper entries are determinable but not determinable from data available to the author, please insert y; in spaces where the proper entries are determinable by the author, make such entries. y implies a Rope that in some future year a definite figure will be available. The entry of a zero is a positive declaration, and it is an important declaration where it is in order. Inability to determine precisely the correct entry for a particular space should not lead the author to insert merely y. Contributions of great value may be made by the author in many cases where entries are not subject to precise determination. In such cases the author should use his good judgment and make the best entry possible under the circumstances. For many spaces the correct entries represent the opinion of the author (for example, "Area Proved") and in such cases the entry need not be hedged to such extent as when the quantities are definite yet can be ascertained only approximately by the author. In cases under definite headings but where figures are only approximate, the author may use x. It is thought that the nearest whole numbers are sufficiently accurate for our purposes except as to percentage of sulphur in oil. If an author desires to report any other figures to tenths, he may do so. The quantity of gas produced should include, where possible, gas sold or otherwise marketed, and gas blown into the air, burned as flares or otherwise wasted. Segregation of these figures would be interesting if the authors can make such segregation. In any event, the figures should represent as nearly as possible the total quantity of gas removed from the reservoir. Under the columns on "Depth," the average depth to the top of the productive zones and to the bottom of the productive wells, when subtracted, should give the approximate thickness of the productive zone. For fields where this is not true because of unusually high dip or for some other reasons, it is suggested that the authors indicate in their text the approximate average thickness of the productive zone.

If an author desires to report any other figures to tenths, he may do so.
