WHAT is wrong with oil shale? The answer is of interest to the public, to the oil refiner, and to the engineer. Many people have invested in shale land or shale securities, and others would invest if early development of the industry were certain. In the face of increasing demands for oil products, oil refiners are threatened with inability to maintain present output unless the supply of domestic petroleum is supplemented. Development of the oil shale industry would open a new field for engineering services. The object of this paper is to suggest reasons why there is but one shale plant in operation in the United States, and to discuss the probable time when the business will be firmly established in Colorado. As the Colorado deposits are the richest and largest in the world, ample supply of material is assured, consequently, this discussion will be confined principally to technical problems and economic problems affecting shale development.

TRANSFER to the Bureau of Mines of the responsibility for conservation and production of helium, and announcement that a proposal has been made to the President for commercial operation of the Los Angeles has attracted new attention to the helium program of the Government. The matter is one in which mining engineers, and the mining industry in general, have a peculiar interest. Helium is a byproduct of the petroleum and natural gas industry. It is found in certain of the natural gases which have themselves been discovered, in the main, in the search for oil. If it is to be produced on a large scale, the conservation and development of the fields will necessarily be done by the men of the oil and gas industry. There is no known or expected source of supply of quantities of commercial importance save in the natural gas fields. Not all gas wells supply helium and none of them supply it in important percentages. If it were necessary to prospect a field, develop it, lay pipe lines and build production plants for the helium alone, the cost would be prohibitive. On that basis helium would necessarily be restricted to essential war uses, where cost is subordinate to need. As a byproduct of the natural gas in certain, at least, of the fields in the United States there is distinct reason for anticipating that it may be produced in amounts and at a cost that will permit its regular use in commercial airships.

PHYSICAL AND CLIMATIC DIVISIONS. PERU is divided into three regions-the coast, the sierra, or high mountainous region, and the a montana," or forest region of the Amazon basin. The Coast.-The coast is an arid region. No rain falls excepting in the extreme northern part, which borders the Gulf of Guayaquil. There is, however, a slight precipitation in the form of mist (garua), which occurs on the coast hills during the so-called winter months. The aridity of the coast is due principally to the antarctic or Humboldt ocean-current, which, being cold and having a temperature lower than that of the land, absorbs rather than produces vapors. The coast mists occur during the season when the land is relatively cold. Near the Gulf of Guayaquil the antarctic current diverges from the coast, so that in the Tumbes valley and adjacent country the conditions in the summer months are such as produce rains. In the remaining valleys of the coast, agriculture is made possible only by means of irrigation, and is accordingly very limited in extent, although rich and varied. In the northern and south-central portions of the coast, plains extend inland from the sea, while in the southern part there is a coastal plain separated from the Pacific by a range of coast hills. Between the northern and south-central plains, as well as between the south-central and southern, the foothills of the sierra descend to the seacoast. The Sierra.-The sierra embraces the high land dominated by the lofty cordilleras of the Andes. In the southern part of Peru there are two cordilleras, the western and the eastern, which enter from Chile and Bolivia respectively, and inclose between them the Titicaca Lake basin. To the north of Lake Titicaca these cordilleras unite in the knot of Vilcanota, south of Cuzco. The Magma mine at Superior, Arizona, has produced over 13 million tons of ore yielding 1.5 billion pounds of copper. It is a mesathermal deposit, and, although the bulk of the ore has come from the Magma vein, most of the recent production has come from replacement deposits in limestone. The mine lies in a Precambrian and Paleozoic sequence of rocks that includes schist, diabase, quartzite, shale, and limestone; nearby, these rocks are intruded by igneous bodies of Mesozoic age that were probably the source of the ore-bearing fluids. Locally, these rocks are overlain by Cenozoic volcanic rocks and conglomerate. Layered rocks at the mine dip eastward about 30°. The area is extensively faulted, and surface faults are grouped into an earlier east-trending set and a later northtrending set. An additional set of diagonal faults that trends northwest and northeast is recognized underground. The east-trending Magma vein-fault, with its splits and branches, is the principal mineralized structure of the district. The bulk of the ore occurs in large ore shoots that plunge steeply westward and are sporadically connected by irregular ore shoots dipping gently eastward. The main ore controls apparently are selective zones of permeability related to the transverse faults. A bed of crystalline limestone near the base of the Martin Limestone (Devonian) is the host for the replacement ore bodies-discontinuous tabular pods dipping eastward parallel to the bedding. Selective permeability is again the apparent ore control, caused both by local hydrothermal solution of limestone and by deformation along faults. The principal copper minerals in the vein are chalcopyrite, bornite, enargite, tennantite, chalcocite, and digenite; these minerals vary in abundance according to a distinct zoning pattern. The upper part of the mine yielded considerable zinc as sphalerite, and the oxidized zone was rich in silver. The chief gangue minerals are pyrite, quartz, and hematite. In the limestone replacement bodies, chalcopyrite and bornite are the chief ore minerals.

INTRODUCTION. CULM is a general term used in the anthracite regions for many years to denote a mixture of coal, bony coal and impurities which is sent to the refuse-banks. Thus, 35 years ago culm contained the pea and buckwheat sizes of anthracite; but to-day, and as mentioned in this paper, culm is used specifically to denote the material which passes through the smallest screen in the anthracite-breaker. The smallest size of commercial anthracite is known as No. 3 buckwheat, barley, or bird's-eye coal, and is ordinarily made through a round-punched plate having openings 3/16 in. in diameter, and over a round-punched plate with opening 3/32 in. or 1/16 in. in diameter. Thus culm will consist of coal, bony coal, slate, gravel, iron pyrite, etc., ranging in size from ? 3/32 in. down to dust. Other local terms for culm are " slush," " silt," and " dirt." The first experiments towards the utilization of anthracite culm by briquetting, and the first briquetting-work done in this country, were in 1872 at Port Richmond Piers, Philadelphia, Pa., by E. F., Loiseau.1 Clay was used as a binder and the finished briquette was water-proofed with shellac, etc. Excessive cost was given as the reason for discontinuing work at this plant. The Delaware k Hudson Co., in 1876, built a plant at Rondout, N. Y., which operated until 1880. Gas-tar was used as a binder, and anthracite screenings were briquetted for engine fuel. Excessive cost, poor results in firing, and the tendency of the fuel to cut the boiler-flues were given as the reasons for discontinuing the manufacture. The next plant was built by E. F. Loiseau about 1878, at Nesquehoning, Pa., near the No. 1 or Nesquehoning colliery

LIMESTONE surpasses any other rock or mineral in the number and diversity of its uses and in the quantity consumed fur industrial purposes. Either in the raw state or when calcined to lime it enters directly or indirectly into the manufacture of a great variety of products and its sphere of usefulness is continually expanding. The term "limestone" as here employed includes all varieties from high-calcium limestone, consisting almost entirely of the mineral calcite, to the highly magnesian variety, largely dolomite. Lime is also discussed .because lime is simply calcined limestone and often the material may be used in either the calcined or natural state. Limestone has been of service to man since prehistoric times but only in the last hundred years has it become one of the most important raw materials in industry. The pjPocesses of polygonization and subgrain growth were followed in slightly stretched 99.99 pct A1 single crystals heated for cumulative times at 400°, 500°, and 600°C. Changes in sub-grain size and boundary angle were determined from measurements on X-ray micrographs. CAHN1, 2 studied polygonization in stretched and heated aluminum single crystals of 99.99 pct A1 using various techniques, including etch pits, Laue patterns, and a slight restretching of heated specimens to reveal small changes in lattice orientation by the direction of new slip lines. He found that kink bands, which had well-defined boundaries lying in a plane perpendicular to the slip direction (at least in the early stages of deformation), formed during stretching. Also, he noted that bending occurred about the <211> axis lying in the (111) slip plane perpendicular to the <110> slip direction. His studies of polygonization were largely confined to the kink bands rather than to the weakly bent matrix regions between bands. The minimum temperature required to bring about polygonization was established at about 450 "C. Guinier and Tenevin used a focusing Laue X-ray diffraction technique to study polygonization in aluminum single-crystal specimens of 99.99 pct purity. Stretching the crystals 5 pct in tension caused a widening of the focused Laue spots. After heating for 4 hr at 450°C, their method revealed no change in the specimen. Above 450°C polygonization was detected and further annealing near 600°C led to subgrain growth. They concluded that the orientation of the crystal relative to the axis of deformation had no marked effect on polygonization. Gay and Honey-combe4 using an X-ray microbeam technique found that polygonization did not occur in a stretched aluminum crystal heated at 250oC, although some decrease in the yield strength occurred. DURING the year, the&apos; Institute has made the most remarkable growth in its history. Our actual increase in membership was 1816 and therefore was 80 per cent. larger than any previous year. Even without expectation of any abnormal growth, we should pass in the year 1921 the 10;000 mark. The causes of this increased growth are not far to seek.. They lie in the widening vision of the Institute&apos;s work, not only in its relation to&apos; the profession but as an avenue of service to the nation as a whole. The Institute is today in the first rank of influence among public institutions in the country. During this year we have, for the first time in many years, had a ?deficit of some $3000 in our finances. The sum is not important, but it- does indicate the tendency of the times, and that is the high cost of living:&apos; The increase in our expenses lay, to the largest degree, on the publishing side of the Institute&apos;s work. If we compare the year 1918, as a fairly repre¬sentative year, with that of 1920, we find that the costs of issuing the&apos; Institute&apos;s publications, after deducting the income received from these publications, shows a .net increase of about $33,000. for the year. This has been to some degree due to the enlarged membership but to a large degree due to the cost of the paper and printing.

This discussion of accounting will describe the statements and the information that the accounting system produces, from the point of view of those who use such systems rather than of those who prepare them and who do the detail and technical accounting work. In any well organized mine, quarry, or other enterprise exploiting a mineral deposit, no matter how small, some clerical and accounting work must be done. Miners and other employes must be paid, supplies must be purchased and issued, and various tax and information returns, which even the smallest enterprise must file, have to be prepared. In this chapter it is assumed that the enterprise has employes of this type and that they understand the fundamentals of record keeping and accounting. It would be impossible here to give sufficiently full explanations to enable a man with no previous clerical and accounting training to set up and operate an accounting and cost system for even the simplest extractive operation. Rather, we shall hope first, to tell the investor and the operator, from the chief engineer or president down to a subforeman, what to expect from the accounting statements and records and how to use this information in his daily work; and second, that it will enable the man with some knowledge of accounting or book- keeping, but with little or no experience in any extractive industry, to set up and operate a satisfactory system for a mine or other extractive enterprise. For readers who wish to go further, the bibliography at the end of this chapter contains many references. T he emphasis has, therefore, been placed on the statements to be produced and the purposes for which they are to be used rather than the underlying books and records. These are, with a few exceptions which will be described later, essentially what might be found in any industrial enterprise and would probably, in the extremely small enterprise, consist of handwritten journals, ledgers, analysis books, payroll books, and stores ledgers. In the larger enterprise, various types of mechanical accounting would be introduced in proportion to the complexity of the operation.

CAPTAIN JOHN H. BALLAMY John H. Ballamy, Captain on the Regimental Staff of the 103d Engineers, was killed near Fismes, on August 9, 1918. Captain Ballamy was born at Plymouth, Pa., in 1886 and graduated from the High School of that town in 1903. In the following year he began work as a coal miner, and at the same time began the study of mining engineering in the evening and any other spare time. He continued this diligent and energetic practice for many years. For sixteen years he continued in the employment of the Delaware, Lackawanna & Western Railroad Company&apos;s coal mining department, first as a practical miner, next as rodman on the survey corps, of which he soon became chief, then draftsman and mining engineer in the company&apos;s office. In January, 1916, he was promoted to the position of district engineer in charge of mining engineering work. He became a member of this Institute in September, 1917. CAPTAIN JOHN H BALLAMY. Captain Ballamy&apos;s military experience began at the same time as his engineering practice. He was a charter member of Company A, Engineers, N. G. P., which was organized ten years ago. He saw service on the Mexican border as First Lieutenant of this Company, and remained in that position until November, 1916. In July, 1917, he was again called into service and was sent to Camp Hancock, Ga., with the 103d Regiment of Engineers. Before joining this regiment he attended a school for officers at Fort Sill, Okla., where he received special training in field fortifications. In December, 1917, he was commissioned Topographical Captain on the Regimental Staff, and in April, 1918, preceded his regiment by about six weeks to France, where he again attended an officers&apos; training school. He rejoined his regiment on July 15, near Chateau Thierry and was killed near Fismes on August 9, 1918.

IN a paper published three years ago,&apos; the term "silicic chemistry" was used for the first time to emphasize the increasing importance of the chemistry of silicon in science and technology. The development through which the colloid chemistry of siliceous matter has gone since then is in itself ample proof that the coining of this new term for this branch of colloid science was not presumptuous. Until quite recently, however, silicic chemistry concerned itself only with the composition and colloidal properties of natural and synthetic siliceous matter, but had not paid much attention to the genesis of this matter, particularly to that of the clay minerals. What is even more disturbing, particularly from an educational point of view, is the fact that neither mineralogy, geology, nor metallurgy has fully realized the important role colloidal phenomena must have played in the genesis of our planet and the formation of minerals generally speaking. Considering the importance of colloid chemistry today in the fields just mentioned, it is not surprising that the theories most agreed upon by geologists and mineralogists for the origin of clay minerals are not acceptable from a strictly colloid chemical point of view for the genesis of these most important and most abundant components of the earth. Of all the theories pertaining to the origin of clay minerals, those still most accepted by geologists and mineralogists are the "residual clay" and the "transported clay" theories.15 The former is based primarily on the assumption that the formation of clay minerals is the result of surface weathering of fresh rocks, or is due to the action of solutions. Taking the action of water on orthoclase as an example, the most recent ideas have been summarized by H. Jenny13 as follows:

Most western industrial sands are feldspathic and contain feldspars in variahle amounts. A few deposits will show alumina contents of less than one per cent while others will contain over twelve per cent alumina. Some industries are not especially concerned with the amount of contained feldspar but are interested only in color and in size gradations. Other industries, however, are very much interested in alumina content and set up quite rigid specifications as to this content. Several western plants are beneficiating crude sands both to reduce the iron content and to control the feldspar content. At present, most of these plants are using flotation processes for both controls although a few plants do use magnetic separators for the reduction of iron content. Some work has also been done with electrostatic separators for the feldspar-quartz splits. The Sand Division of Del Monte Properties Company, Pebble Beach, California, has been operating a flotation plant for iron removal and the separation of quartz and feldspar since 1950. As mentioned before, control of alumina, especially in the quartz product, is very important. Some users require an alumina content of less than two per cent and others will demand a product of less than one per cent Al2,O3,. The standard Quinolate method for determining alumina is lengthy and time consuming. The HF —H2SO4 evaporation step is especially critical and, if forced, spattering is apt to occur with a resulting loss of sample. Standard procedure is to evaporate to dry ness overnight at a low temperature. Even with forcing under optimum conditions the procerlnre will take two or three hours to complete. A new method has been developed which allows an alumina determination to be made, in 10 or 15 minutes, on a sample of the quartz product as it is being produced. This pocedure, although simply an approximation, has been most helpful in showing whether or not the product being formed is meeting specifications. This procedure has also allowed a great reduction in samples formerly taken and analysed by the orthodox method. Whether a sample assays 1.75% A12O3, or 1.95% .41,0, is not so important as the fact that it is below the allowable maximum of 2.00%. Similar thinking would apply to products required to contain less than 1.00% A1,0,. The step by step procedures for the method are as follows: 1. Collect sample, drain or filter, and dry. 2. Split sample through standard Jones sample cutter to quarter or eighth sample, depending on size of original sample taken, then split down to about 5 grams through Sepor micro-splitter. 3. Screen through 50 mesh sieve (U.S. Series) and reject undersize. 4. Weigh out 2 grams and place in platinum crucible. 5. Etch with 3-5 mls 38.40% HF for 1 minute at room temp. 6. Decant and wash. 7. Stain for two minutes in same crucible with a 1% water solution of Nigrosene dye. 8. Decant and wash well. 9. Dry.

As an important mechanism for increasing production of the suction-draft-sinter process, it has been shown that gas permeability through the sinter layer plays an important role. Methods to increase production rates have been indicated and suggestions for carrying out the process have been made to improve the rate of production, reduce the fuel consumption, and at the same time obtain a uniform sinter. Laboratory experiments were conducted at the Institute for Ferrous Metallurgy of the Technical University at Aachen to illustrate these methods. Methods of Increasing Gas Penetration Through Sinter Layers The following are of fundamental importance in determining the process cycle during the sintering of iron ores: 1) Generation of maximum temperature, since its form and range determine sinter quality. 2) Propagation velocity of the temperature maximum which controls the attainable output. 3) The convective heat transfer which influences the velocity of travel of the temperature maximum.

THERE are three objectives in translation of works of this character : to give a faithful, literal translation of the author&apos;s statements ; to give these in a manner which will interest the reader ; and to preserve, so far as is possible, the style of the original text. The task has been doubly difficult in this work because, in using Latin, the author availed himself of a medium which had ceased to expand a thousand years before his subject had in many particulars come into being ; in consequence he was in difficulties with a large number of ideas for which there were no corresponding words in the vocabulary at his command, and instead of adopting into the text his native German terms, he coined several hundred Latin expressions to answer his needs. It is upon this rock that most former attempts at translation have been wrecked. Except for a very small number, we believe we have been able to discover the intended meaning of such expressions from a study of the context, assisted by a very incomplete glossary prepared by the author himself, and by an exhaustive investigation into the literature of these subjects during the sixteenth and seventeenth centuries. That discovery in this particular has been only gradual and obtained after much labour, may be indicated by the fact that the entire text has been re-typewritten three times since the original, and some parts more often ; and further, that the printer&apos;s proof has been thrice revised. We have found some English equivalent, more or less satisfactory, for practically all such terms, except those of weights, the varieties of veins, and a few minerals. In the matter of weights we have introduced the original Latin, because it is impossible to give true equivalents and avoid the fractions of reduction ; and further, as explained in the Appendix on Weights it is impossible to say in many cases what scale the Author had in mind. The English nomenclature to be adopted has given great difficulty, for various reasons ; among them, that many methods and processes described have never been practised in English-speaking mining communities, and so had no representatives in our vocabulary, and we considered the introduction of German terms undesirable ; other methods and processes have become obsolete and their descriptive terms with them, yet we wished to avoid the introduction of obsolete or unusual English ; but of the greatest importance of all has been the necessity to avoid rigorously such modern technical terms as would imply a greater scientific understanding than the period possessed. IN most applied sciences there are two distinct methods of carrying out research and development work. One of these, the theoretical, attempts to solve problems that may arise and to predict facts of practical importance by the application of the various laws of science, the other, the experimental method, attempts to each the &apos;same goal by obtaining data and trying out various processes in the laboratory. Since individuals frequently find themselves better adapted for one or the other type of procedure, it is natural that -two groups should &apos;arise, both working toward the sane objective but with somewhat different points of view, although many in each group are thoroughly competent in both fields. Metallurgy, in particular, offers an excellent opportunity for a comparison of the two methods.

After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain&apos;s paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. Its great good fortune consisted in two things; a bountiful supply hidden by nature in the rocks of the earth, and a steady and large increase, during the past twenty-five years, in the demand for petroleum products. The high positive slope of the ductility vs testing temperature curves that is found over a short range of testing temperatures for these materaturerials was shown to result from the fact that the microstructure was not stable at these testing temperatures. Pure magnesium did not display a transition temperature, although its sub-room temperature ductility was low. This poor ductility resulted from a grain boundary weakness. The aluminum-bearing commercial magnesium alloys had a higher ductility than the pure magnesium. ness.Thealuminum-bearingcommercialThese alloys did exhibit a transition temperature and grain boundaries that were stronger than the grain material. Both pure magnesium and the commercial alloys began initiating cracks at strains equal to one half of their fracture strain. MAGNESIUM base alloys&apos; enormous potential as structural materials lies in their high strength to weight ratios. At present, the high strength magnesium base alloys such as AZ-80, which will be discussed later, have about as high a tensile strength to specific gravity ratio as the highest strength wrought aluminum alloy, 75s-T6, and, of course, a much higher strength to weight ratio than structural steel. Further, since the magnesium base alloys develop their high strength to weight ratios with moderate strengths and extremely light weights, the ratio of load carrying capacity to the weight of many structures is relatively higher for the magnesium base alloys than their strength to weight ratios would indicate. This results because judicious increases in section size, such as increasing the depth of bending members or adding reinforcing ribs, can frequently increase the weight of a structure linearly while the strength and stiffness increase as the second or third power of the added weight. Strength and rigidity must be designed into lightweight structures by those techniques which establish multiaxial stress states. Consequently, strong, lightweight structures frequently also possess a greater propensity toward brittle failures. In order to insure against these catastrophic failures, an extra premium must be placed on ductility and toughness in light alloys. Current knowledge of the ductility and toughness behaviors—notched behaviors—of magnesium base alloys is limited.* Most of the magnesium base alloys * The state of present knowledge regarding the effect of testing temperature on mechanical properties has recently been summar-ized by Pritchard.&apos; crystallize in the hexagonal system, so that they are expected to exhibit a tough and ductile to brittle transition temperature. Actually, a transition temperature behavior has been reported for commercially pure magnesium in the literature, but the characteristics of this transition temperatureh uggest that it may not be a transition in the usual meaning, but simply the onset of some thermal softening, a performance much like that which face-centered-cubic lead might exhibit slightly below room temperature. If transition temperatures do exist, such important questions as the manner in which they are affected by internal variables such as chemical composition and grain size, or the effect of external variables such as rate of straining or notch severity have never been investigated. The investigation reported upon herein was undertaken in order to define some of the mechanical behaviors of the magnesium base alloys better, to gain a better understanding of the influence of some of the above listed variables, and particularly to understand their effect on ductility and toughness better. Material and Procedure Material-—Pure magnesium and four commercial alloys were used in this investigation.
