Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. The Bureau of Mines has studied the possibility of using the heap leaching process for treating the gold ores in the sedimentary beds of northeastern Nevada. This paper summarizes all available information on the technical and economic feasibility of heap leaching oxidized ores from these beds, past industry application of vat leaching, results of recent Bureau of Mines and industry tests on heap leaching ores from this region, and requirements for planning the proper application of heap leaching. Preliminary tests on representative samples of ores from the region show that a satisfactory recovery of gold can be obtained by heap leaching the ores with cyanide at a relatively coarse size. Significant deposits of gold ore occur in sedimentary beds of various locations over an extended area 40 miles wide and 200 miles long in northeastern Nevada. The area is centered 40 miles west of and runs parallel to the leading edge of the Roberts Mountain thrust fault system, a prominent geologic feature in the area. Rio Algom Mines Ltd. owns eight uranium mines and mills in the Elliot Lake district of Ontario, seven of which were producing before 1960. At present only one mine is operating meeting current contract requirements. Under present economic conditions, it is not feasible to mine ore of less than 2.0 lbs./ton U308, although there are very large reserves below this grade. We are interested in preconcentration for three possible applications: to extend ore reserves by permitting use of lower grade ore, to reduce costs on processing of present grade ore, and to reduce capital investment in expanding production to meet future production goals.

The evaluation criteria for cost comparison of the Gearless Drive, also called Ringmotor or wrap-around motor, as variable-speed drive with a Twin Drive System using synchronous motors are reviewed. Both mechanical and electrical components of the drive system are considered. The evaluation criteria are described and for the cost comparison the applicable method is demonstrated. The cost comparison is based on a medium and large sized mill system. Each drive package will display cost details with regard to capital cost, maintenance, power losses, overall efficiency, overhead and loss of production. As conclusion the benefits and disadvantages of the two drive/mill packages will be presented together with a payback diagram.

Coal refuse slurry impoundments are dams constructed of coarse coal refuse to impound fine refuse (slurry) and water (25-30% solids). Both products are waste from coal preparation plants. A number of these structures in West Virginia, Pennsylvania and Kentucky were investigated to determine embankment stability. During the investigation a variety of embankment designs were encountered. The investigation determined the soil and geological characteristics of the embankments and the sites. This was accomplished by a test drilling and monitor installation (observation wells and piezometers) program, geologic study, and large scale mapping which allowed sub-surface profiles of the embankments to be constructed. The laboratory testing program concentrated on textural classification of the coal refuse, permeability and determining strength parameters to be utilized in the stability analyses. For the stability analyses, the Modified Fellinius Slip Circle, Simplified Bishop Slip Circle and Analysis for Translational Failure -were utilized. In all stability analyses hydrostatic pressure and earthquake were considered. This investigation indicated that 62% of the embankments analyzed are in a stable condition. The coal seam mined, the type of roof rock, and the gradation of the refuse influence the degree of compaction obtainable and the permeability of refuse. The shear strength of coal refuse appears to be controlled by its composition, moisture content, degree of compaction, amount and grain size of fines present. This investigation demonstrated these em¬bankments should not be treated as pure state-of-the-art dams; consideration must be given to the particular properties of coal refuse and the total refuse disposal system. Refuse dim slurry impoundments generally lack the site se- lection phase that is standard practice with siting most other types of dams.

Formulation and commercial utilization of solid-waste incinerator slag by-product is the focus of this paper. Particular attention is given to iron aluminosilicate melts having compositions similar to that of nature's basalt The earth?s crust can be viewed as an environmental laboratory for predicting stability of various silicates; small-scale laboratory experiments are necessary to confirm findings there from. An ideal slag consumes flux additives at acceptable cost, is compatible with furnace refractory, flows readily from the furnace, and has physical properties suitable for its commercial utilization -all within the critical constraint that the slag is environmentally stable. Examples of successful solid waste slagging practice, including tonnage, utilization and pricing, are provided from metallurgical and waste treatment operations of North America. In Part I of this paper we describe two techniques that were employed in the development of mathematical descriptions of the size reduction process which takes place in a ball mill. In Part II we show how the comminution model was imbedded in a process model to effect steady-state and dynamic simulation of a closed-circuit grinding operation. Increasing emphasis is being placed on development of approaches whereby the essential characteristics of a process can be succinctly represented in terms of a mathematical description of the relationships that exist among important process variables. This activity, commonly known as mathematical modeling, predates modern electronic computers: however, these computers with their tremendous computational capability have given new impetus to the whole field. Although the computer is quite helpful in the development of mathematical models, the real value to the engineer lies in the fact that computers represent such a powerful tool for simulating systems described by mathematical models. As a consequence, engineers may simulate and thereby study the behavior of complex. interacting, systems over a broad range of process variables and configurations once appropriate process models have been developed for the sequence of steps comprising the process.

Three tectonic provinces within the Cordilleran System, are analyzed in terms of tectonic framework. (1) Precambrian terrain of North-Central Colorado; (2) The Pacific Northwest; and (3) The San Andreas-Garlock fault system and associated features. In each case a close relation- ship is seen to exist between: (I) Arcuate mountain development; (2) Precambrian basement fabric; (3) Major fault patterns; and (4) Major mineral occurrences. The arcuate trends developed when the basement was still mobile. Later competent deformation rejuvenated pre-existing lines of weakness. Because of the pre-existing arcuate framework, the rejuvenated faults frequently act as conjugate shears (strike-slip faults) flanking the old arcs. The conjugate shears intersect to form wedge- shaped plates. When such plates move forward along boundary strike-slip faults in response to post basement orogenic forces, new secondary fracture systems are generated in the country rock flanking the advancing wedge. The apex regions of the wedges are particularly favorable for detailed exploration.

The mineral kaolinite is one of the commonest minerals in the uppermost 10 m of the continental crust; ranking in abundance alongside minerals like quartz, mica, feldspar and calcite. Only very exceptionally does it possess all the necessary properties needed to make it worth commercially exploiting. The terms 'Kaolin' and 'Kaolinite' are derived from a locality known as 'Kau-ling', in Jiangxi Province, Peoples Republic of China; where samples of a white clay used by the Chinese to make porcelain were first obtained by European missionaries and explorers in the eighteenth century.

This paper summarizes recent developments in modeling of underground coal slurry haulage networks for determination of optimum design and operating parameters. The model presented here is based on a stochastic dynamic programming formulation, applicable in any typical room-and-pillar and/or longwall mining configuration commonly practiced in the United States. The formulation and the structure of the model is general enough to handle design problems involving more than one face and mining method. Given the stochastic operating characteristics and a system layout, the model can be used to determine the equipment configuration and operating regimes that minimize the overall unit cost of coal haulage.

Greater awareness of the increasing need to develop supplementary energy sources is accelerating us towards many basic decisions regarding future utilization of mined energy materials -- uranium, coal, oil sands and oil shale. The latter material comprises a major potential source of oil which will require creation of unusually large and low-cost underground mining systems. In this paper, the author briefly outlines and analyzes several of the factors which continue to provide the somewhat unique character of oil shale nine planning and mine operation.

The process engineer is frequently requested to select equipment to separate brine from solids, In many cases, this is a more difficult task than the selection of most other pieces of process equipment because quite often the operation of the various types of debrining equipment cannot be predicted by calculations, One must rely to a great extent upon experience or empirical test work to predict performance - that is to say one must use a practical rather than a theoretical approach. This is not to say that the solutions to liquid-solids separating problems are wholly an art but rather it is to emphasize that the approach demands a fair knowledge of commercially available liquid-solids separating equipment, some background on the advantages and limitations of each type and in many cases might necessitate a fair amount of test work, or at least, a study of performance of equipment on similar applications.

Corrosion studies in laboratory ball mills and grinding environment simulations produce corrosion rates and total metal removal rates much lower than those recorded in operating production ball mills. The corrosion component of ball metal loss in commercial mills represents less than 10% of the total loss expressed as micrometers/hour of exposure in recent USBM tests. Such small absolute losses are consistent with ball metal loss measured in production ball mill marked ball wear tests to determine effects of corrosion and abrasion resisting properties of alloys in operating mills which indicate that metal hardness and microstructure determine relative metal loss rates of a given situation. The combination of ore characteristics and grinding process dynamics determine metal loss severity. Alloying for corrosion resistance and modification of the milling corrosion environment yield relatively small metal loss reductions. Alloying and heat treatment to produce high hardness and microstructures of high carbon martensite and for cast irons, M7C3 carbides produces the lowest metal losses in typical wet grinding applications.

The basic goal of this investigation was to determine the degree of drying of high moisture lignite through the use of high temperature and pressure steam autoclaves. Specific items studied were: a) the effect of lignite particle size, b) steam temperature and pressure required, and c) the time of ahydration. Although removal of sodium, ash, sulfur and other ash-forming minerals was not the goal of this study, basic analysis of effluent water showed organic material and alkalai metal content. Removal of inherent moisture from run-of-mine lignite was tested by lock-feeding the lignite, which was previously sized by screening into 25 kg autoclaves. High pressure, up to 4.053 MPa (588 psi), saturated steam was then introduced into the pressure reactor. Reaction time, pressure, temperature, and depressurization rates were strictly controlled for each reactor test run. Results indicate that about 80% of lignite total moisture was removed, including some of the inherent moisture, yielding a non-oxidized, and thus stable, lignite product. As stated, a side benefit occurred as some reduction of non-combustible portions of the lignite also took place. The conclusion reached as a result of the tests is that the steam-drying process can be successfully applied to reducing moisture in lignite, and may be considered for additional studies on acceleration of the coalification process. On the basis of the data presented, the author believes that lignite can be economically upgraded in steam autoclaves by simultaneously reducing the moisture content by 80 percent and the sulfur content by at least 50 percent. Upgrading the lignite by this method will result in large energy and financial savings.

A number of forces are at work that are now having an influence on coal handling systems. Changes are occurring and will be occurring at an increasing rate during the next few years. 1. Environmental concerns will dictate that dust pollution and spontaneous combustion and its resulting problems be rigidly controlled. 2. Slurry pipelines will be a reality despite the opposition of the railroads because they are economical and make good business sense. Artifical roadblocks can only survive for a limited time. 3. Coal is now and will remain the most economic fuel, particularly for power generation. This is true in most of the developed nations not just the United States. Increase in demand requires a close inspection of transportation systems. 4. A projected major increase in the export of U.S. coals may never occur without major port developments not the least of which will be the ability to accommodate large ships without demurrage time now affecting such shipments at U.S. Ports.

After almost 60 years of application in this country froth flotation is still by far the most important process for concentrating metallic ores as well as a number of nonmetallic ores including fluorspar, phosphate rock, and potash. Its use on iron ores and coal is increasing. In the metals groups the largest plants and the greatest progress are found in copper and molybdenum mills, and the section of this paper that deals with applications will be found most pertinent to that field. During its long reign the flotation process has passed through several phases of evolution and has achieved progress in economy, efficiency, and simplicity of operation. Much of today's success in the flotation of low-grade ores can be attributed to that progress. Even more important to us than our ability to cope with today's conditions are tomorrow's problems, which we can contemplate with some prescience and confidence. Our annual production of copper, lead, zinc, and molybdenum--to mention only the most important metals occurring in the U.S. as sulphides--must be held at a high level in the face of a declining grade of ore. It is probable that the tonnage of such ores mined and processed will double in this country before the turn of the century. Not only will many of the existing flotation mills be enlarged again and again, but larger mills will be built here and abroad to meet our needs. At this moment, in fact, there are at least three proposed new foreign mills or expansions that envision 100,000 tons daily milling rate on copper ores. Coal liquefaction processes can be divided into two broad classifications - direct and indirect. Direct liquefaction processes, in general, slurry coal with a solvent and react it with hydrogen under elevated temperature and pressure. Indirect liquefaction is the term applied to processes in which coal is first gasified to generate a synthesis gas of carbon monoxide and hydrogen. The synthesis gas is then converted to various types of liquid fuels by the proper selection of catalyst and conditions. The first experiments on direct coal liquefaction were undertaken in 1933 by Bergius. Development and commercialization of the Bergius concept was accomplished mainly through the effort of I.G. Farben at the Ludwigshafen plant of its subsidiary, Badische Anilin und Soda Fabrik A.G, under the leadership of M. Pier (1). A demonstration plat having an annual capacity of 100,000 tons of coal was built in Leuna, Saxony in 1927. Six years later, Imperial Chemicals Industries, Ltd., commissioned a plant in Billingham, England (2).

During the summer and fall of 1973 a series of Skylab and high-altitude aircraft overflights provided excellent hard-copy photographs of the Great Basin. These photographs, with a wide range of ground resolution were used by the NASA Project of the University of Nevada, Reno, to conduct specific geologic studies. The principal objectives of these studies were to: select individual areas covered by Skylab photography for detailed studies, develop mapping techniques using varied film-filter products with a wide range of ground resolution, compare the results of the mapping techniques to existing geologic maps at comparable scales, verify the results wherever possible by direct field observations. These studies were conducted by Jack Quade and Dennis Trexler and by graduates and undergraduates of the Reno campus under a contract with the Manned Spacecraft Center Houston, Texas.

Minerals are certainly where they are found. The undemocratic distribution of the world's mineral wealth has created an incongruous inbalance: mineral-rich, scarcely populated countries supply highly-populated industrialised countries that in turn consume more minerals than they produce. This has been as much a generating force for colonisation, invasion, and war as religion, political ideals, or megalomania. The Industrial Revolution of the seventeenth century was born in Britain, a country with large domestic resources of coal, iron, lead, zinc, copper, tin, etc., as well as a large population. As consumption outstripped production imports filled the gap, particularly from its worldwide colonies. For example, when Canada was founded in 1867 more than 905 of its investments were British financed, and much of these were mineral-based. The British made similar investments in South East Asia, Australasia, the Caribbean, and elsewhere, as did the other industrialised Western European countries hungry for raw materials. Later the United States emerged as a leading industrial power, again due largely to its abundant natural resources. Consumption soon exceeded production and foreign sources were saught. American business went exploring abroad ant many a mineral resource was developed almost totally on the basis of the US market many .thousands of miles away. Closer to home, Canada was also an obvious target for the US with its rich mineral resource base, small population, and geographical juxtaposition, so much so that about the time of the 1914-18 War the US took over from Britain as the major investor in Canada, and this peaked in 1967 when the US accounted for 80% of the country's foreign investment. After the 1939-45 War Japan joined the ranks of the USA and Western Europe as industrialised powers, and they too searched the world for the deposits lacking in their homeland.

Flotation is the primary method for copper minerals separation from porphyry ores. The need to process difficult-to-float porphyry copper ores presents challenges to engineers and scientists in several areas. This paper is concerned with summarizing generalized problems faced in the processing of porphyry ores and treatment methods to overcome the specific problems. Though some of the problems are interrelated the problems have been classified into three broad catagories. The case studies of some of the successful applications of innovative methods to solve problems related to ore mineralogy, metallurgical aspects of ore treatment and process variables show that quite often the problems are solvable by a judicious choice of flotation variables.
