The mining and exploration industry is governed both directly and indirectly by a complex and constantly changing regulatory and legal system, yet few technical professionals realise the extent to.which they are affected and that they are personally liable for any breaches. These breaches may result in criminal or civil prosecution that could involve significant financial penalties (to the extent that all personal assets are at risk) and even imprisonment. Generally, a professional at risk should be able to mount a due diligence defence in order to avoid or mitigate these consequences. Mineral property and company owners, directors, managers and employees are at risk, as are consultants, contractors and suppliers of equipment or consumables. Whilst all are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control, the focus here will be on the exposure of the consultant. Consultants are usually driven by an internal desire to perform to a high standard because of personal pride in their work and concern for their professional reputation. However, there are an increasing number of external requirements for them to be able to demonstrate, if necessary, that their actions were based upon reasonable grounds and that their work conformed to current best practice standards. If they cannot do so, they may face potential personal Liability.

Improved understanding of the variables that influence hydrocyclone performance is of increasing interest to the iron ore industry, where hydorcyclones are widely used to deslime fine ore. In many cases, the impact of particular variables is not quantified sufficiently well experimentally to ensure that industrial performance will match expectations. The current work focused on developing and implementing a systematic methodology to evaluate and compare the performance of four different hydrocyclones in a desliming application. A critical component of the project was the design and construction of a pilot-scale hydrocyclone rig using state of the art monitoring and sampling methods. A wide ranging test programme was conducted to quantify the effect on metallurgical performance of the key hydrocyclone variables such as pressure, feed density, vortex finder size, spigot size and hydrocyclone make/overall design. Details of the experimental approach are presented, along with a discussion of the sizing analysis methods used. Performance criteria were established to assess the four hydrocyclones. The effects of each major variable were quantified over a wide range of conditions. The results show that clear performance differentiation was achieved, enabling the selection of the optimum configuration. The results from this work demonstrate the benefit of objectively assessing the performance of nominally equivalent units in selecting an optimum configuration that best satisfies the performance criteria.

A novel approach is suggested for the solution of planning and development problems in the coal, mining industry. The formation of coal measures depends to a significant extent on sequential geological processes and events which are probably best defined in a "system of processes and responses." The great number of variables in such a system is a characteristic feature of geological environments. Research work over the past two decades, in particular, has successfully established analytical procedures for the identification and definition of relevant and irrelevant variables for mining developments in specific geological situations. Such situations are typifiable within the regional geological setting of coal deposits. Scale gaps can be bridged by reliance on common symmetrical attributes and pervasive geometric features. Depositional processes and their resulting attributes are responsible for the development of mechanically significant rockmass "defects" and anisotropies; such features have to be identified and assessed for the selection of colliery design criteria. It is suggested that the procedural frame- work of systems engineering analysis is a most appropriate tool for the assessment of those geological features that can influence the mechanical behaviour of the "floor-seam-roof" system in "high technology" mining operations of the future. The Queensland Department of Mines believes it is in the best interests of the gold mining industry to reduce and control the environmental impacts from gold mining since that is the community expectation.The Department of Mines has set as a special condition of many recently granted Mining Leases the requirement to submit a "Description of Operations" for the approval of the Minister, prior to commencing initial mining operations. In order to facilitate compliance by lessees with this condition an explanation is given of the reasons for this condition and how it is intended to achieve the objective of environmental protection.Environmental impact is operations dependent. Impact on a lease will vary quite significantly with the scale and methods employed. Before a lease can be granted and mined it is therefore necessary to have this information. The parameters of operations most critical both in terms of environment impact and economic viability are worked out and agreed with the lessee before the lease is granted. An approved description of operations which is required now, prior to the start of mining, provides the details of that agreement for the security and benefit of the lessee and the inspectors. It also provides the details of operations and environmental controls which were not required prior to the grant of the lease but are nevertheless required and necessary for compliance with the environmental standards.

A formalised approach to risk management has been regulated in the United Kingdom (UK) since the Construction (Design and Management) Regulations 1994 (CDM) came into force in 1995. These regulations have recently been revised in 2007. In response to a series of significant claims around the world the UK insurance industry published a code of practice for risk management of tunnels in 2003, and that was followed by an international version in 2006. Probably one of the main contributions of this new approach is the recognition that health and safety risks can best be addressed early in the process, initially by the owner and then by the designers. One of the aims is to achieve elimination of risks by good design. The advantage of a risk-based approach to tunnel design is that all risks are considered explicitly, and any residual risks in the design are communicated clearly to the construction team. This paper looks at the implementation of this formalised approach to risk management with reference to the A3 Hindhead Project. The design has been undertaken in accordance with the requirements of the CDM regulations, and also in compliance with the Joint Code of Practice for Risk Management of Tunnel Works in the UK. An outline of the risk-based design process used is provided, including examples.

Goldfields Abosso Goldfields Limited (AGL) is a Ghanaian registered company that owns and operates the Damang Gold Mine. Gold Fields Ghana Holdings Limited holds a 71.1 per cent interest in AGL. The Damang concession held by Gold Fields Ghana Holdings Limited covers a total area of 271 km2 located 40 km north of the town of Tarkwa in the south-western part of Ghana. Gold Fields as a company registered on the New York Stock Exchange is legally obliged to be SOX (Sarbanes-Oxley). Sarbanes-Oxley Section 404 (SOX404) is on management assessment of internal controls. The Mineral Resource Management (MRM) function of AGL manages three Prospecting Licenses and two mining licences. At least ten pits/prospects are scattered along the two limbs of the Damang Anticline and have two main types of mineralisation notably Paleoplacer and Hydrothermal. Thus SOX404 procedures are put in place to treat each mineralisation type in the best way for reliable resource outputs and estimates. Generating auditable resources for AGL is a prime but most important function of MRM. Thus important checks are built and designed to ensure that all relevant geological and geostatistical inputs conform to procedures outlined under SOX404 requirements. More importantly sign offs are designed to ensure that technical personnel involved in all aspects of resource and reserve generation are satisfied and can be held accountable.

Longwall faces producing in the order of 20,000 tons per day of raw coal are presently running in the Houilleres du Bassin de Lorraine of Charbonnages de France. Production levels of twice that level pose some technical and economic problems of coal cutting, ventilation, coal and equipment transportation in the.face and from the face to the sur- face. The peak productions of the equipment in use today, the results of trials with new equipment, the utili- sation of forecasting models (some in the form of software), allow us to fo- resee feasable technical solutions to these problems. They will first be considered in the best possible context (thick- ness, dip, non gassy, soft coal, good strata, no faults). This will give. the necessary conditions to reach daily output'of that level. A sensitivity analysis of these- figures to the effective natural con- ditions will then be undertaken and the implication of such a project on health and safety (dust, climate ...) will be carefully considered. A concise technical and econo- mical approach will permit us to fore- cast the economical interferences of such production units and specially the consequences of sudden variations of the output (downtimes, failures, etc). From this investigation, goals for technological development and re- search areas will be outlined to be able to reach this production target in the XXIst century.

The Yallourn North Extension (YNX) open cut mine ceased mining operations in early 1989. YNX may be used again for coal supply at the discretion of the Coal Corporation Of Victoria (CCV); this has resulted in the need for interim rehabilitation of the site which may last many years, or indeed, permanently.The site has suffered substantial surface erosion over the years with large areas of bare clay and coal batters remaining exposed. The first priority is to reduce the quantity and improve the quality of stormwater runoff from the site. This is best achieved by appropriate revegetation and the use of existing landform depressions as silt trap/wetland areas. Proposed rehabilitation needed to take into account the sensitive fire safety of the open cut and the option to re-open the mine if CCV deems appropriate.The authors detail the factors involved in the rehabilitation proposal and the multi-disciplinary approach to planning including engineers, scientists, a forester, landscape architects and community input. The rehabilitation design included early consideration of land use and ongoing maintenance issues linked to water quality improvement factors including vegetation. Engineering input was required for reshaping and clay covering exposed coal batters and the design of silt traps which will revert to wetlands in future. The integration of each discipline has produced a rehabilitation design pleasing to both the SECV and community alike.

Following the preparation of tantalum oxide and carbide (1) an investigation of the details relating to the production of tantalum metal powder was planned. From the literature (2) it was evident that tantalum could be produced either by reduction of potassium tantalum fluoride with an alkali metal or by electrolysis of a fused salt mixture containing a tantalum compound. The latter method appeared to be the more suitable and, as there was considerable divergence of opinion in the literature as to the nature of the reactions involved, it was decided to study the electrolytic process. The ultimate aim in any case was to produce tantalum pOWder for use in an investigation of the problems relating to the preparation of consolidated tantalum.FACTORS GOVERNING ELECTROLYSISAfter a few preliminary exploratory electrolyses several factors which needed amplification were revealed. These will be mentioned before the details of the electrolysis experiments are given.COMPOSITION OF THE BATHWithout the knowledge gained in the preliminary experiments it would be thought that the best material for the bath would be that one which underwent electrolytic decomposition. Consider what at first appeared the most likely - namely - potassium tantalum fluoride. The melting point of K2TaF7 was determined to be 630°C with volatilization and decomposition taking place at that temperature so that it would not have been very satisfactory.

Previous results have shown how con- trolled-potential sulphidization (CPS) can give improved metallurgy during rougher flo- tation of mixed oxide-sulphide copper ores. Results in this paper, using different samples and different equipment, confirm the previous results and extend the application of CPS to cleaner flotation. By using CPS, faster flotation of copper minerals (chalcocite and malachite) from clay was obtained in roughing and cleaning, and improved concentrate grades and recoveries were achieved over those by conventional manual control. The optimum sulphidizing potential (i.e. the potential of a sulphide ion-selective electrode versus a saturated calomel electrode) was -500 mV, and could be controlled to ¦5 mV, during four rougher- scavenger and three cleaner-re cleaner stages. This optimum gives the best balance between copper recovery, concentrate grade, and sodium sulphide consumption. Five cleaning circuits and five ore com- posites of different composition (0.55-1.50 per cent Cu) were examined as well as the effect of feed size and pulp density. Better results were obtained at 20 per cent solids in a Denver cell than at 33 per cent solids in an Agitair cell; this may have been related to the high clay content of the ore. Commercial equipment for pilot plant or full-scale plant application of CPS is cur- rently being developed.

The Challenger Gold deposit was discovered in 1995 by Dominion Mining Ltd in a remote western area of the Gawler Craton in South Australia. Mine development commenced in 2002 with initial production from an open pit supplemented by ore from a very small adjacent auxiliary pit. Development of the underground mine commenced in 2004. The orebody plunge of just less than 30 degrees requires careful attention to mine design. Production from the M1 orebody, with less than 800 ounces per vertical metre (ovm) and very limited æsurgeÆ capacity, requires careful scheduling and implementation to ensure continuity of ore feed for milling. Initial production results from underground stopes included more dilution than anticipated. The narrow, high-grade zones proved to have much more complex geometry than early interpretations had indicated. Greatly improved understanding of the mineralisation controls resulted in important changes being made to the underground mine design and method. Coupled with careful control of development and drilling and blasting practices, this resulted in an immediate reduction in dilution and high recoveries of the resource. The benefits of these changes flowed through in the 2005/06 financial year, resulting in a 150 per cent increase in gold production to 108 080 oz and a sharp reduction in cash operating costs to A$280/oz. This was followed in 2006/07 with production of 108 91 oz of gold at an operating cost of $309/oz and in 2007/08 with 109 326 oz of gold at $367/oz. Production to June 2008 has been mainly from the M1 orebody, with the lowest stoping to date on the 580 m Level (615 m below surface) above development mining on the 520 Level. The rate of vertical advance of mining this orebody has averaged 150 vertical metres per year. The increased current combined JORC compliant resource and reserve position of over one million ounces, now includes the M2 and M3 orebodies with a current total average gold inventory up to 1400 - 1500 ovm. Exploration has intersected other shoots and all shoots are open at depth. The adjacent M2 and M3 orebodies are being developed for stoping. The narrow width of these zones from 1 m up to 4 m will require continued focus on ore zone definition, accurate development and careful drill and blast practice. In addition, to minimise cost increases in the current period of rapidly escalating labour, equipment, consumables and energy costs, high productivities will need to be maintained to allow the established rapid mining advance to continue at low unit costs.

The specific challenges covered are: realistic quantification of downstream processes applied to orebody models to provide an integrated approach to mine design and optimisation modelling, estimation and simulation of geometallurgical variables and their integration into resource and reserve estimation and mine planning modelling, estimation and simulation of new variables for new forms of mining – deep mining, particularly block caving, and solution mining flexibility in planning and design to manage risk and minimise its impact information technology (IT) infrastructure and platforms for rapid online data collection, storage, access and processing.Most of these challenges require new types of data, variables, modelling and estimation methods. Foremost among the new types of variables and data are geometallurgical and dynamic rock mass characterisation variables. This paper describes how Brisbane-based PanAust Limited develops process control strategies that are implemented at all operations and are used in functional descriptions for plant upgrades and new projects.The process control strategies are determined by operating management philosophies designed to maximise returns from the company’s assets.The approach is endorsed in the project planning and design phases to ensure facilities and equipment that form the major production assets are fit for purpose and capable of enabling the production managers and operators of the projects to maximise shareholder returns.PanAust’s process control approach has been to develop sets of process control standards which focus on two key areas. The first area covers hardware requirements and architecture, software objectives, control models and individual loop tuning methods. The second area defines control room layout, graphic standards and the alarm philosophy. The application of these standards in a new plant or upgrade decreases the time required to achieve design capacity and optimal performance.The PanAust process control strategy changes the operator’s role from one that controls a number of individual loops to one that sets the control objectives of the processing plant. To achieve optimal performance, all the process areas of the plant are analysed to identify opportunities to improve throughput, recovery and stability. Once a key opportunity is identified, a process control strategy is developed which defines the objective of the control, its functionality and how an operator will interact with it. After development of the control model the operators assist engineers to test and debug it. Several studies have been conducted on the economic analysis of mining near-Earth asteroids for resources for use in Earth orbit. While these studies use detailed economic figures of merit, they often use many invalid assumptions in the trajectory design. Factors such as the energy and propellant requirements are estimated with analytic methods, however, the stay-time at the asteroid and the spacing of repeated launch opportunities are not taken into account. The work outlined in this paper attempts to combine detailed trajectory design methods with newly defined economic figures of merit to improve the economic assessment of asteroid mining missions. This paper explores the importance of operators in the overall efficiency of mineral processing plants. With the potential of future control configurations becoming more remote, it is time to review the implementation of control and utilisation of operators. This paper is based on a preliminary review of operators and control room operations and clearly shows that, in the minerals industry, operations are typically run in a reactive mode (with a focus on ensuring equipment operation), rather than in a proactive mode (with a focus on optimising the process performance). The primary reason for this misguided approach is the short sighted thinking applied to the challenges of designing technology and organisational tools capable of addressing the essential operational needs: an approach which inevitably results in a disconnect between people and technology. Contrary to the popular approach of replacing operators with expert systems, the thesis of this paper is that the shift to more complex circuits, with higher demands on processing capability and control, will require the actual upskilling of operators. Experience in mineral processing and other industries indicates that expert systems cope well with small changes but are typically unable to respond to major changes in feed material and this is where the expert operator becomes crucial. Providing operators with ongoing high level training in process understanding, and restructuring how they interact with the plant and interface with the control system is the approach being proposed here - an approach surprisingly underutilised and often absent in the minerals industry today.CITATION:Li, X, Powell, M S and McKeague, W, 2012. This paper presents a fragmentation model for large production blasts in an open pit or underground environment. The paper shows that the particle velocity is directly related to pressure, strain, and strain rate and so it can be considered as driving force and mechanism of rock fragmentation. This is supported by the fact that a vibration with a larger peak particle velocity (PPV) generates larger disturbance in rock and so finer fragmentation or more blast damage than a low PPV. The crack distribution in rock from impact is based on findings from previous researchers (Seaman, Curran and Shockey, 1976; Liu and Xu, in press). The fragmentation size is calculated at three-dimensional grid points within a blast. The fines and oversized blocks are calculated explicitly – the fines generated close to blastholes and big blocks far from boreholes are modelled naturally. The multiple blasthole fragmentation (MBF) model takes surveyed irregular geometry of the free face of a blast as the calculation boundary. The MBF can model fragmentation with over one million grid points. Examples of the model’s field comparison are also included.The PPV at a calculation grid is estimated based on the same approach used for the near field non-linear vibration model (Yang and Scovira, 2007). The method is based on the dominant charge for a calculation grid point, non-linear charge weight superposition within a charge and from multiple charges, strain wave broadening, and amplitude attenuation with distance from a charge segment. The blasthole confinement affected by earlier firing charges is also taken into account.The MBF model inputs from blast design, such as: location and orientation of each blasthole, stemming length, blasthole diameter, multiple decking, bench height, initiation sequence, etc. It models the effect of the delay and its scatter in each blasthole on fragmentation and has a statistical modelling capability for geological random variation on attenuation of particle velocity wave. The wave reinforcement due to instantaneous waves arriving or diminishing cooperative contribution due to long delay intervals between charges is also simulated.The results are displayed in 3D volumetric plots, contour of fragmentation in cross-sections, and size passing curves for a whole blast or a region of the blast.CITATION:Yang, R, 2015. Coal bursts involve the sudden, violent ejection of coal or rock into the mine workings. They are a particular hazard because they typically occur without warning. During the past two years, three US coal miners were killed in two coal bursts, following a six-year period during which there were zero burst fatalities.This paper puts the US experience in the context of worldwide research into coal bursts. It focuses on two major longwall mining coalfields that have struggled with bursts for decades. The Utah experience displays many of the ‘classic’ burst characteristics, including deep cover, strong roof and floor rock, and a direct association between bursts and mining activity. In Colorado, the longwalls of the North Fork Valley (NFV) also work at great depth, but their roof and floor strengths are moderate, and most bursts have occurred during entry development or in headgates, bleeders or other outbye locations. The NFV bursts also are more likely to be associated with geologic structures and large magnitude seismic events. "Recognising that the mining industry is wedded to the break-even cut-off grade rather than a cut-off grade that optimises value, the author examines some perils and pitfalls in the use of break-even grades that lead to what the author calls ‘negatively geared ore reserves’.Negatively geared ore reserves occur when a portion of the ore reserves actually has a negative value and is effectively being subsidised by the more profitable portion of the ore reserves. This situation is generally difficult to detect with the level of information available to the public investor. The ore reserves can still be quite profitable in total, but now possess a level of risk that may not be appreciated.The risk profile (financial risk) of a negatively geared ore reserve is far greater than for a non-negatively geared ore reserve. Like a negatively geared investment property in a falling property market (for readers familiar with the Australian tax minimisation investment strategy), when the price of a commodity falls, a company that possesses a negatively geared ore reserve loses value at a magnified rate relative to a company that has a neutral or positively geared ore reserve. In the extreme case of a major commodity price reduction, as happened with the gold price in mid-2013, the negatively geared ore reserve can easily become negative value in total, not just in part.The negatively geared ore reserve is sometimes intentional – for instance in order to increase published ore reserve tonnages and meet the CEO’s key performance indicators – but is also often unintentional, resulting from various errors in the break-even calculation. Common errors in calculating a break-even grade include using fixed metallurgical recoveries, not including allowances for ideal laboratory versus real plant results, ignoring available operational data and using modal rather than mean parameter values in cost and performance calculations.This paper examines a common value distribution profile in many ore reserves and the effect of common break-even grade errors on this profile.CITATION:Poniewierski, J, 2016. Grinding media is a major consumable in mineral processing and therefore decreasing costs associated with its consumption is regularly considered a key goal for the minerals processing industry. Grinding media manufacturers have historically developed steels with improved wear life for their products as a way of delivering incremental media quality improvement. This has included increasing carbon levels from low-to-medium carbon steels up to the eutectoid carbon composition of 0.77% where the relationship between higher carbon and better wear performance is well understood. Producers today will regularly use grades in excess of 0.8% to further improve wear performance particularly for rolled grinding media.This paper first introduces the demonstrated relationship between this increased carbon content and improved wear resistance along with metallurgical rationale behind the high carbon production process and limitations. To test the performance improvement associated with the higher carbon steel grade, a series of Marked Ball Wear Tests (MBWT) were carried out. Many sample value distributions are highly skewed and present variograms with high relative nugget effects and/or short-range structures. In consequence, significant deskewing of the histogram and variance reduction occurs when transforming between sample and block support, where blocks are of significantly larger volume than samples. When making estimates in the mining industry we usually wish to estimate on the basis of block support rather than sample support. The selective mining unit (SMU) refers to the minimum support upon which ore/waste allocation decisions can realistically and practically be made. The SMU is usually significantly smaller than the sampling grid dimensions, in particular at exploration/feasibility stages. In a non-linear estimate, for each large block (by convention called a æpanelÆ) we estimate the proportion of SMU-sized parcels above a cut-off grade threshold. A series of proportions above cut-off defines the SMU distribution. Use of such non-linear estimates reduces distortion of grade-tonnage curves and provides a better basis for mine planning and economic decision-making. At present, Multiple Indicator Kriging (MIK) is the most widely used technique for performing estimation of recoverable resources. MIK is not the only approach available and it has some potentially serious limitations. The MIK technique is described and a number of theoretical and practical implementation issues are examined. In particular: MIKÆs assumptions about spatial distribution of grade; the behaviour of indicator variograms; application of change of support models; order relationship problems; and modelling the tail of the distribution. Some simple tests are described which allow us to determine the suitability of different estimators for a given deposit and criteria to identify a preferred estimator are also examined. Uniform Conditioning (UC), an alternative estimator which may be used instead of MIK, is described.
