Coal mining legislation makes frequent reference to æSafety Management SystemsÆ but there is a chronic shortage of useful guidance material as to how these might be applied to hazardous exposures. Several studies have indicated that for each death that is reported as a result of an industrial æaccidentÆ, there are five deaths that caused by occupational exposures. Because the deaths from occupational exposures do not occur on site and often well after employment has ceased, they are generally unreported. Improved access to mortality data from coroners, the Australian Institute of Health and Welfare and superannuation service providers (early claims from death and total permanent disability), has given rise to some analysis of death and disability data that provides evidence that there are emerging opportunities to develop and improve safety management systems for hazardous occupational exposures. Issues explored include how safety management systems might be developed in relation to dusts and chemicals and other hazardous exposures to ensure the risk of disorders with long latency periods are reliably assessed and the exposures effectively managed. The current standards and guidelines which refer to safety management systems in general or to management of exposure related hazards are examined. Many standards are based on dose-response studies that provide for an acceptable percentage of workers to suffer adverse health outcomes. An alternative management system might be to apply dose-response relations to health surveillance to identify æat riskÆ individuals and effectively manage health and related safety risk at an early stage.

With the goal of reducing injuries and fatalities related to haul truck accidents, this research investigates technologies and intervention strategies for improving worker training using a virtual environment (VE). Funded by the National Institute for Occupational Safety and Health (NIOSH), this research specifically focuses on training workers in preshift inspections of haul trucks to avoid preventable defects from causing worker injuries and expensive equipment damage. Improved training in these inspections is expected to increase uptime. The VE developed to train workers for preshift inspections consists of three phases: the virtual tour, the virtual inspection and the shift simulation. The virtual tour introduces information necessary to conduct a preshift inspection by guiding the worker around a haul truck, identifying parts to be inspected and explaining defects to look for. The virtual inspection assesses retention as the worker navigates around a haul truck and identifies defects. During the shift simulation, the worker is shown a simulation of the work shift, which animates severe consequences of any overlooked defects to emphasise the importance of preshift inspections. To provide multiple training platforms, desktop and CAVEÖ versions of the training VE were created. Flux Studio was used to model the environment and to produce Virtual Reality Modelling Language (VRML) files for the desktop version. DIVERSE, an application programming interface, was then used to implement a more realistic version of the VE in a CAVEÖ, a room-sized visualisation system. Initial feedback from mining colleagues indicates that the training VE may replace normal classroom training for preshift inspections in the future. As opposed to PowerPoint presentations and instructional videos, the training VE provides better spatial understanding of the location of parts and incorporates interactive features to actively engage drivers in the learning process, which may result in better retention. Initial feedback also indicates that minor improvements can be made to the virtual tour and virtual inspection phases.

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. A probabilistic system for autonomous tracking of excavated ore in mining would be highly valuable. Currently, mine sites can have a vast array of sensors; examples include excavator load cells, bucket volume estimators and haul truck strut pressures which can be used to gather information about the excavated ore at different locations. These sensors can be utilised efficiently to increase the accuracy of mine estimates by introducing a real-time ore tracking system. This requires the introduction of a probabilistic ore tracking framework to consistently fuse information from any sensor input. Current modelling practices are manually intensive, deterministic (no recognition of the quality of data) and generally not a complete end-to-end system. This paper will provide a novel method for tracking extensive ore properties (mass, volume) and intensive ore properties such as chemical composition (eg Fe per cent, SiO2 per cent, Al2O3 per cent). This method is proved to ensure that correct correlations between states are conserved as material is transferred, combined and/or separated at different locations with any configuration of sensor inputs. This ensures that consistency of estimates is maintained and other benefits such as real-time probabilistic reconciliation can be implemented. A method for combining material of different mass and chemical compositions is also developed to enable accurate and efficient operation of the system. Representative experiments on a small-scale and a larger field trial which mimic the mining processes of excavation, haul and unload to ROM Stockpile will be used to verify the approach.

Although mining companies have made broad corporate-level commitments to adopt sustainability, there continue to be problems when attempts are made to adopt higher-level sustainability aspirations and translate them into appropriate targets and methods at the more-specific operational level. The integration of sustainability principles into minerals processing operational decision-making processes has unique challenges that are not addressed adequately by current tools and methodologies, yet impacts from operational decisions can have longer-term effects realised at closure and rehabilitation.This paper describes a proposed methodology to achieve the integration of sustainability at the operational level through a systematic and rigorous process of identifying and qualifying sustainability issues and opportunities in an operation. The methodology, starting from a sustainability point of view rather than an operational one, guides the identification of process issues and opportunities by examining the operation, unit-by-unit, similar to a Hazard and Operability (HAZOP) process. Each issue or opportunity is qualified according to its measurability, scopes of impact and consequences so that it may be understood fully and the correct engineering problems are formed. Through improved decision-making to account for broader sustainability factors, operations can better address environmental and social expectations and pressures (both corporate and community, as well as immediate and in the longer-term), whilst still delivering on operational and business goals.The methodology has been tested with two case studies at minerals processing operations. At one site, the methodology identified a dust issue which had considerable business risks (loss of valuable product) compared to conventional engineering analysis processes. The other site also benefited from using the methodology as an opportunity to improve the operation of the milling and flotation circuits was identified. The opportunity not only showed a potential to improve operational efficiency, but also potential improvements in water and energy efficiency and a resulting increased resilience against water and energy supply risks. It was important to utilise the holistic approach of the methodology in the identification of opportunities at this site; the goals of the operation showed a strong coupling between water and energy issues which would be difficult to overcome using the operationÆs current organisational model, which deals with such issues separately of each other.CITATION:Tuazon, D, Corder, G D, Powell, M and Ziemski, M, 2012. In order to develop downstream processing routines for iron ore and to understand the behaviour of the ore during such processing, extensive mineralogical characterisation is required. To determine mineral associations, mineral liberation and grain size distribution, imaging techniques have to be used. There are two main imaging techniques used for the characterisation of iron ore, ie, Optical Image Analysis (OIA) and Scanning Electron Microscopy (SEM). In this article a QEMSCANTM system is used as an example of SEM methodology and results obtained from it are compared against results obtained by the CSIRO ‘Recognition3/Mineral3’ OIA system.Both OIA and QEMSCANTM systems have advantages and drawbacks. Even though the latest QEMSCANTM systems can distinguish between major iron oxides and oxyhydroxides, it is still problematic for QEMSCANTM to distinguish between iron ore minerals very close in oxygen content, eg haematite and hydroheamatite, or between different types of vitreous goethite.QEMSCANTM also can misidentify minerals with close chemical composition, ie haematite as magnetite and vitreous goethite as haematite. In OIA, iron minerals with slight differences in their oxidation or hydration state are more easily and directly recognisable by correlation with their reflectivity. In both methods, the presence of microporosity can result in some misidentification, but in SEM methods misidentifi cations due to microporosity can be critical. Low resolution during QEMSCANTM analysis can significantly affect the textural classifi cation of particle sections.The main conclusion of this study is that, for low iron content ores or tailings, QEMSCANTM can provide much more detailed information on the gangue minerals than OIA. However, for routine characterisation of iron ores with high iron content and containing a variety of iron oxides and oxyhydroxides, OIA is a faster, more cost-effective and more reliable method of iron ore characterisation. A combined approach using both techniques will provide the most detailed understanding of iron ore samples being characterised.

The Ambuklao and Binga Rehabilitation Project is a 175 MW hydro power project currently under construction across dual sites in the north region of Luzon Island, Philippines. When it was built in 1956, the Ambuklao Dam harnessed the second largest hydro-electric reservoir in Asia. However, due to landslide erosion and prolonged silt infiltration caused by an earthquake in 1990, the power plant has been rendered inoperable since 1999.To bring the power generating facility back to life, the project scope entails the rehabilitation and construction of civil structures, shafts and tunnels. A major component of these works is the decommissioning of a section of the seven metre diameter headrace tunnel by installing a concrete plug. The headrace tunnel is part of a closed waterway system that connects the dam via a shaft, exhibiting a hydrostatic pressure of 13 bar (1300 kPa) at the location of the new tunnel plug. In addition, the power station ball valves have seized ajar and the damaged intake riser is unsafe toaccess thereby requiring the plugging operation to be carried out under live flowing conditions.Working under hydrostatic pressure and live conditions, the headrace plug will be an underwater tremie pour operation that includes drilling and concrete injection through blow out preventer caissons installed in the floor of an underground chamber above the tunnel. The purpose of this paper is to describe the key engineering and planning components involved in this operation including pre- and post-grouting, chamber crane, sonar, local water compensation, jet flushing, drilling, caisson installation, and concrete design, production, delivery and placement. The success of this task rests on the strategic preparation and operational management of risk and safety in a challenging rural environment.

Pine Creek Goldfields Limited (PCG) is rehabilitating the Enterprise Pit to an aquatic habitat and potential water resource. This paper discusses the development and implementation of that plan. Pine Creek Goldfields Ltd's Enterprise Mine is located approximately 230 km south of Darwin. Open cut mining of the orebody commenced in 1985 and continued for eight years with 14 million m3 of ore and overburden extracted. Geochemical testing of exposed rock types in the pit has demonstrated a propensity to produce acid, and dissolved metals. A plan of management has been developed and implemented to minimise the risk of acid formation and improve the overall water quality in the final void. In developing the plan prime consideration was given to reducing the potential for pit water to impact upon the regional groundwater. An interception system was constructed on Pine Creek to divert approximately 9 km2 of upper catchment into the northern end of the Pit. Construction of the diversion system was completed in December 1993 and a comprehensive surface and groundwater monitoring program initiated. The monitoring program and associated studies are also discussed.

This paper discusses the challenges, solutions and lessons learnt as tunnelling work continues on the Melbourne Main Sewer Replacement (MMSR) project.The MMSR project is a $220 million dollar project for the Melbourne Water Corporation. It involves the construction of approximately 4.2 km of new sewer from the southern fringe of the CBD through the inner metropolitan suburbs of Port Melbourne and South Melbourne.Of the 4.2 km of sewer currently in construction approximately 2.2 km will be constructed using a 2.95 m diameter Lovat EPB tunnel boring machine (TBM) with approximately 1.9 km of small diameter (300 to 600 mm) reticulation sewers constructed using trenchless techniques.These sewers are being constructed in a dense urban environment, which means that the tunnels and shafts are often in close proximity to buildings and structures. The underground constructionof the sewer is further complicated by the variable geology of the ancient Yarra River delta which includes weathered basalts, the infamous Coode island silt formation and fine loose sands.Some of the key challenges and lessons learnt so far during construction include:· steering and alignment control of the TBM through very soft silt with little residual strength,· development and refinement of a monitoring and alarm system for leaving the machine dormant on a day works only project,· control and measurement of tunnel lining defl ection during ring build and grouting,· prediction and monitoring of surface settlements during tunnel excavation,· improved understanding of the geology and hydrogeology at this previously unchartered area of Melbourne,· consolidation settlement due to dewatering at shafts required careful construction controls, and· ground support and excavation in close proximity to the existing 110 year old sewer which requiredvery detailed risk control measures.

In the 1990s round flotation tanks were introduced as a result of the lower fabrication costs for larger cells. It was soon observed that round tanks held a number of further advantages over the traditional rectangular cells, such as better hydrodynamics, lower costs and reduced footprint per unit volume.In the last twenty years flotation cell sizes have increased almost exponentially and designs of 250 to 300m3 are a well established standard with plans for full scale pilot installations of 500m3. The option to install these large cells gives flexibility in circuit arrangements and allows efficient and economic matching of flotation lines with modern mill designs. The benefits of scale up are well known with reduced numbers of cells required, lower power costs per unit volume, etc. These benefits will be briefly reviewed with specific reference to the installation of 300m3 to 350m3 flotation cells at the Copperton Concentrator of Kennecott Copper in Utah, USA.The sophisticated techniques required to model these ‘supercells’ have led to a critical review of the fundamentals of flotation science and engineering. In addition to outlining the advantages of large flotation cells, this paper will review the science which supports, and occasionally challenges, the ongoing trend to larger flotation cells.

Namakwa Sands is a mineral processing company based on the West Coast of South Africa and is solely owned by Exxaro Resources Limited. Mineral ore is mined and processed, concentrated and both chemical and mechanically upgraded before being sent for electrostatic and magnetic separation units. The final high value mineral products report as Zircon, Rutile and Ilmenite.The recovery of non-magnetic material is largely dependent upon a number of factors, including but not limited to dew point, ambient temperature, feed rate, mineral size distribution, specific gravity and mineral content in head feed. One important limiting factor to recovery in typical dry mill operations is the particle size distribution of the feed. Variance in the particle size has catastrophic consequences for recovery. This is the reason for this study. Until recently large variances in non-magnetic production were viewed to be a function of machine operation. This view was later rejected with the feed size distribution determined as the major driver of low recoveries, for Namakwa Sands orebody 50 per cent variance in particle size distribution can be noticed within one day. This is because of the successive mining blending techniques employed.The predicament is that the two modes were so closely placed together that recovery of a single mode is almost impossible without the consequence of greatly reducing recovery. The second mode was found at 125 µm while the first was at 90 µm. Interestingly, for the mentioned feed type a cumulative size distribution of a unimodal feed type is almost exactly the same as for a bimodal size distribution. Thus a plot of cumulative size distribution will show no difference due to the modes being so close together. This is the reason why this phenomenon was not noticed before.The study also found that, using an high tension roll (HTR) or rare earth roll, a fine stream with a single mode at 90 µm versus a coarse stream with a single mode at 150 µm would yield completely different results interms of yields. Larger conductive particles are thrown from the roll while small particles loose charge faster (entrainment). Results in terms of the bimodal size distribution show that even though 25 per cent of the feed type is greater than 150 µm the yields followed a similar pattern to that of the coarse particles rather than that of the majority (75 per cent) fine particles. This confirms what was published by M Ziemski and P N Holtham in 2005 on charge decay rates; they mentioned that particle bed effects played a major role in recovery.

The Merlin project is situated 130 km south of Cloncurry in North West Queensland, Australia. It is located within the Pre-Cambrian Mt Isa Inlier and is grouped within the Eastern Fold Belt. The host rocks are metasedimentary rocks of the Proterozoic Kuridala and Staveley Formations adjacent to the Mount Dore Granite.Merlin zone represents part of the Mount Dore polymetallic deposit containing copper, zinc, silver, gold, lead, cobalt and most recently has been found to host molybdenum mineralisation. This is intimately associated with economic grades of rhenium, a naturally occurring metal that is an important component of high temperature aircraft engines. The host rock sequence is a 200 m thick zone of metasediments sandwiched between competent granite in the hanging wall and brittle quartzite in the foot wall. A distinct shear marks the contact between the granite and metasediments. The host rocks are comprised of three main rock types: black shale, phyllite and altered banded calc-silicate.Mineralisation dips to the east at approximately 45° in a package of fine grained pelites and banded calc-silicates. The top 150 m of the sequence is typified by black shale and phyllite. The lower 50 m is typified by pink banded calc-silicate. The main molybdenite zone is located at and parallel to the pelite-calc-silicate contact. Down dip, the zone splits into two or three veins hosted by the calc-silicate rock suite and haloed by thin, steep dipping, stylolitic molybdenite veinlets.The deposit was discovered in 2008 by routine infill reverse circulation sampling conducted for the Mount Dore copper deposit. One hole penetrated below the main target Cu horizon and intersected visible molybdenite. During 2009 and 2010 a 50 × 50 m diamond drill pattern delineated a total mineral resource of 6.7 Mt @ 1.3 per cent Mo, 23g/t Re, 0.3 per cent Cu (mostly Indicated Mineral Resource with minor Inferred Mineral Resource). The resource has been estimated using ordinary kriging within grade domains. Access to the deposit has commenced via a decline and production through the nearby Osborne flotation concentrator (70 km south) is expected in 2012. All facilities and resources are fully owned and operated by Ivanhoe Australia Limited, a public listed company on the Australian and Toronto stock exchanges.

The green field discovery of a two million ounce high-grade refractory gold ore deposit in the Indonesian Province of Sulawesi Utara, led Newmont to utilise its proven technical expertise in dry grinding and whole ore roasting to develop a 2000 tonne per day, 160 000 ounce per year operation in this remote and picturesque location.Located at an elevation of 250 in above sea level and ten kilometres to a deep water natural harbour, the hard rock open pit mine, process plant and infrastructure facilities were built to budget at a capital cost of US$132 million. The plant was commissioned with oxide ore, with the first gold poured in March 1996 and with refractory ore in January 1997. The operation rapidly met its production targets because of extensive forward planning and training programs developed for the local workforce. The presence of steep topography, fertile coastal plains, high rainfall, high seismicity of this location led to the decision to dispose of neutralised tailings in deep water off the coast instead of impounding tailings in a dam. This paper describes the development of the project and the challenges in developing a gold operation in a remote location which lacked infrastructure, the steps taken to ensure a smooth commissioning, and the selection of the workforce to operate a technically sophisticated facility.

There have been enormous changes in mineral processing in the past four decades. For example grinding mill power has increased by an order of magnitude, regrinding is done to -10 microns and flotation machines are 100 times bigger. Operating staff have unprecedented opportunities for online monitoring and performance control of mineral processing plants. Sophisticated instruments can provide a plethora of data characterising the mineralogy and surfaces of particles. Digital computers allow complex calculations on huge amounts of data including modelling and simulation of machine and plant performance. However, all these changes have not necessarily lead to better metallurgical results. An analogy can be drawn with the thoroughbred racing industry in Australia. Significant advances in scientific knowledge in animal genetics, physiology, biomechanics and nutrition applied to the business have resulted in only a two per cent reduction in winning times for the Melbourne Cup and Caulfield Cup since the 1920s. A critical look at some mineral processing metrics suggests similar failures to improve performance despite putting in more resources. In fact certain parameters such as operating times and plant start-up performance are considered to have remained static or even deteriorated. There has been an emphasis on 'process' at the expense of 'outcomes'. The industry's strength has been in finding technical (or 'hardware') solutions while its weakness has been at the people end of the business in maximising and consolidating the gains from the technologies. Some trends in plant design over these years have exacerbated the apparent deskilling of operating and technical staff. Despite unparalleled options for communications, some staff are embarrassingly uninformed about technical developments in their fields. The 'boom and bust' cycles of the industry, together with trends in tertiary education and the effects of fly-in, fly-out (FIFO) operations, raise serious questions about the sustainability of human capital in the mineral processing sector. This paper by two experienced mineral processing engineers, with contributions from other senior practitioners, reviews these trends. While there may be an element of 'the older we are, the better we were', it is an attempt to identify the issues and propose solutions.

Societal expectations about how the industry operates and treats its people will be a key driver in the development of the Australian mining industry over the next 20 - 30 years (Moffat, Mason and Littleboy, 2009). Understanding these expectations will be critical in maintaining what much of the minerals industry calls its 'social licence to operate', or its public acceptance or approval. Yet what constitutes this social licence is poorly articulated, with little published research exploring the concept at a local operational level or at the national level in Australia or internationally. This research aimed to explore the societal expectations of the mining industry in Australia and test a participatory methodology to articulate them. Three workshops were conducted with a sample of 24 members of the 'Australian voting public' to explore community objectives for the onshore exploration and mining industry, and the underlying expectations for how the industry should operate in the future. Qualitative analysis of this data revealed three overarching objectives for the onshore mining industry held by participants. They thought that the industry should: advance Australia's national interests (including social well-being); minimise environmental impact, and; act in a socially responsible manner. Within each of these three key themes, or objectives, a number of tensions were evident in the views of participants regarding the trade-offs they are willing to make to secure economic benefit from mining, as well as the basic conditions for socially acceptable mining. These data provide an insight into the conditions for a national social licence in Australia for the mining industry, and the means for its realisation.

The Southern 'B' lode orebody at the New Broken Hill Consolidated Limited (NBHC) mine, Broken Hill, is a continuation of the zinc-rich orebody that was first mined in NBHC in the 1940's. Preliminary diamond drilling in the early 1960's resulted in sufficient information to delineate the southern extension of the presently mined 'B' lode orebody, In 1966 the sinking of a 7.3 metre diameter circular shaft (No. 3 Airway) was commenced to improve the ventilation of the southern extremities of existing workings and to provide a base to further explore and develop the orebody extension. Development on four levels was started in the early 1970'.s to link the existing workings with the new shaft. Three possible mining methods - sublevel open stoping, loader cut and fill with ramp access and sublevel caving - were investigated and the decision was made to mine the orebody by transverse sublevel longhole stopes and pillars with trackless equipment and ramp access between the major working levels.

Recycling steel plant by-products is a critical issue for achieving both environmental and economic sustainability of integrated steel plants. A key steel plant by-product stream is dust from basic oxygen steelmaking (BOS), which can be recycled back to the BOS vessel as iron units and to aid slag formation. The major limitations for its recycling are zinc and the uncertainty in zinc speciation of the dust. This uncertainty affects the amount of dust recycled and how it interacts with the slag during processing. BOS dust in stockpiles can undergo self-sintering reactions that oxidise the iron-bearing components. As this occurs, zinc (or oxide) may combine with iron oxides to form a zinc-iron spinel solid solution phase. Knowing which zinc-bearing species are present in the BOS dust is a key aspect in understanding and developing an efficient recycling process for the dust. To overcome difficulties associated with phase identification in the BOS dust (both fresh and selfsintered), particularly the magnetite-zinc ferrite spinel solid solution using X-ray diffraction (XRD) / scanning electron microscopy (SEM) / energy dispersive spectroscopy (EDS), high end characterisation tools, transmission electron microscopy (TEM) and Mössbauer spectroscopy, were also used. Such an approach allowed improved phase identification of key zinc- and iron-bearing phases that were not previously resolvable. The zinc in fresh BOS dust was mostly present as extremely fine separate particles of zinc oxide, attached to the iron particles. These extremely fine particles were <10 nm in size. Additionally, a small amount of zinc ferrite was also identified within the sample (most likely contained within a magnetite-zinc ferrite spinel solid solution). However, the zinc in the self-sintered BOS dust, was found to be present entirely in a magnetite-zinc ferrite spinel solid solution. While this spinel phase had been previously identified by XRD, it was not clear that it contained zinc. The Mössbauer results provided definitive evidence of zinc within the spinel phase.
