When the United States Geological Survey began operations at the coal-testing plant erected at the Louisiana Purchase Exposition at St. Louis, Mo., in 1904, it had already outlined a comprehensive plan for the systematic study of coals, lignites, and other mineral fuels with reference to their suitability for particular purposes and the methods by which they could be utilized most efficiently. Recognizing the need of information on the relative economy of producer gas as compared with steam for power purposes and the lack of comparable tests of American coals in the gas producer, the Geological Survey undertook investigations of the merits of different coals as producer fuel for the purpose of promoting efficiency in the utilization of the nation's fuel supplies. These investigations were carried on at St. Louis, Mo., and, later, at Norfolk, Va., and Pittsburg, Pa. The aet of Congress approved May 16, 1910, transferred the fueltesting work being carried on by the Geological Survey to the Bureau of Mines. This bureau is conducting producer-gas tests at P~ttsburg, Pa., and is publishing and distributing reports relating to all the fuel tests made by the Survey. These investigations into the possibility of generating producer gas in a commercial way for power purposes from the various fuels of the country have been associated with steaming, briquetting, coking, and other tests, all of which supplemented an examination into the nature, extent, and distribution of the fuels. The tests have all been made with carefully selected representative samples and carload lots of materials procured specially for the purpose by experienced collectors.

The effect of longwall mining on streams and shallow aquifers has been the subject of numerous research studies for more than twenty years. As a result of these studies, it has become common to consider an overburden thickness of 400 feet as the lower limit at which longwall mining methods may be used with little or no effect on hydrologic systems. This paper presents the results of a study documenting the response of a large high order stream to shallow cover undermining by longwall methods in the northern Appalachian coalfield. The field site is located in a narrow stream valley where the overburden, composed primarily of limestone and sandstone units interbedded with shales and siltstones, ranges in thickness from 340 to 285 feet above the main bench of the Pittsburgh coal seam. Streamflow monitoring and monitor well measurements indicate that no significant loss zones or water table lowering resulted from undermining the stream or the adjacent valley bottom area. Additionally, hydrographs for shallow near-stream wells exhibit fluctuations related to natural seasonal variations, which are nearly identical to those observed in a non-undermined control well in the same watershed. Environmental factors affecting streamflow were monitored through the use of a control stream in an adjacent non-undermined watershed to differentiate between natural and mining induced changes in flow.

INFINIUM, Inc. is scaling up a new molten salt electrolysis process for producing rare earth metals. Instead of conventional carbon anodes, this process uses Pure Oxygen Anodes™ which employ a stabilized zirconia solid electrolyte between the molten salt and anode. This eliminates two problems with today's rare earth metal production technology. First, it eliminates carbon anodes and contamination of the product by carbon and its impurities, enabling 10-100 times larger batch size than current practice, and lower labor costs. Second, it eliminates emissions of perfluorocarbons (PFC) such as CF4 and C2F6, which are very problematic greenhouse gases with 6000+ times the global warming potential of CO2. The zirconia also enables a sealed vessel with no LiF emissions, creates a reducing environment enabling use of low-cost welded steel vessels, and either produces a high-purity oxygen by-product or can use natural gas to reduce the necessary electrical energy with no HF production. This paper will describe the technology and its current status for rare earth metal production.

The contract objective is the development and in mine testing of an Automatic Fire Control System (AFCS) for mobile underground metal mining equipment. The effort described by this report covers the period from June 21,1975 through June 30,1976 and accomplished the following tasks: ? Preparation of Data Handling Plan and data acquisition which included visits to twenty mine sites in eleven states, visits to Bureau and MESA facilities, and a literature survey. ? Data analysis which determined the most hazardous type of vehicle for use in the demonstration, and design requirements for the AFCS, ? Development of recommended design concepts for the AFCS. ? Design and development of the AFCS including tests on a full-scale mock-up of a load-haul-dump (LHD) vehicle. ? Underground fire tests on an ST-2B-LHD vehicle at the Hecla Lakeshore mine Casa Grande, Arizona.

The goal of the U.S. Bureau of Mines diesel engine research program is to reduce exhaust emissions from diesel-powered equipment used in underground mines. This research has led to significant advances in aerosol measurement and to the development of more effective emission controls. This Information Circular contains reports of some of the presentations made at the Bureau's Information and Technology Transfer Seminar on Diesels in Underground Mines given in Minneapolis, MN, on September 29-30, 1992. The seminar emphasized the measurement and control of diesel particulate matter emissions. Topics covered include a discussion of the health issues associated with the use of diesel equipment underground, an overview of regulations, measurement techniques for diesel exhaust aerosol, levels of diesel exhaust pollutants found in mines, and modern emission controls. An appendix is included that contains a report describing the capabilities of the Bureau's diesel emissions research laboratory, two papers describing the effects of engine maintenance or: emissions, a paper describing the monitoring of carbon dioxide in mine air as an indicator of air quality, a glossary, and a list of abbreviations and acronyms.

The average annual growth rate of real gross domes-tic product (GDP) from the third quarter of 2001through the second quarter of 2003 in the United States was about 2.6 percent. GDP growth rates in the third and fourth quarters of 2003 were about 8 percent and 4 percent, respectively. Many other indicators reflected a rebounding U.S. economy — rising consumer confidence, higher retail sales, greater industrial production and more housing starts. Inflation also reached a 38-year low in 2003. The upward trends in many sectors of the U.S. economy in 2003, however, were shared by few of the mineral materials industries. Annual output declined inmost non fuel mining and mineral processing industries, although there was an upward turn toward yearend as prices began to increase (Table 1).

The gold-scheelite-quartz lodes of the Wakamarina valley were the most productive of the mesothermal gold-bearing areas in the Marlborough Schist. Most of the production came from the Empire City and Golden Bar mines which worked the Golden Bar lode. Only 134 m of its 1800 m strike length are accessible, in the No.2 level of the Golden Bar Mine. A fault has downthrown the Golden Bar Mine section by = 47 m and displaced it left-laterally by 18 m. The lode is a typical ribbon-banded mesothermal vein, averaging c. 1.75 m wide, and enclosing narrow horses of schist country rock. It is composed of bands of milky æbuckÆ quartz with thin laminae of schist. Scheelite occurs in short strings of grains within quartz on the footwall side of the lode and also in small quartz-carbonate veinlets in the foot wall and hanging wall schist. The lode quartz contains only localised traces of pyrite and arsenopyrite. They are more abundant in the wall-rock schist.   The Golden Bar lode lies within a steeply dipping normal fault, which, on its footwall side, is adjacent to a 40 m-wide, shallow-dipping mylonite shear zone. Within 1 m of the lode, the shear foliation has been dragged down to nearly parallel the lode footwall. Wall rock alteration is manifested by a marked increase in K and Rb, which correlate with abundant illite/muscovite and K-feldspar within 2 m of the footwall of the lode. Amphibole, stilpnomelane, and pumpellyite show a progressive decrease towards the lode. As and Sb increase close to the lode, but are at background levels within the lode itself. Enhanced Cr (150-430 ppm) in the quartz, relative to the schists (~40 ppm), suggests that the source hydrothermal fluids passed through and leached mafic rocks, such as the metabasites from the hanging wall of the lode (~400 ppm Cr).

The annual mine planning process is one of the most important tactical/operational steps towards achieving strategic goals. These tactical plans are part of a very comprehensive Mineral Resource Management process, with the natural sequel to planning being execution. The execution of an underground hard rock mine plan is a multi-project environment that comprises many development-construction-equipping-stoping single project paths, which are referred to as ?stoping paths?. The uncertainty that typifies execution of projects comes in the form of untimely disruptions to constituent tasks and/or project paths. Annual mining plans also include quantified objectives for occupational health and safety, production, quality, cost, employee morale, environment, and corporate social investment. Such objectives make for a highly complex environment that management must contend with?complex in the sense that all the paths and objectives have interdependent constraints. Furthermore, at the time of this paper, Sections54*and 55**of the MHSA*** put the onus on management to ensure legislative adherence. It stands to reason that planning estimates allow excess capacity?buffers?that cushions the impact of untimely disruptions. This paper concerns the fact that despite all the buffers allowed for, time, scope, and budget creeps impact on mine planning and threaten its successful execution. As a consequence, the paper deals with buffer management, the essence of Critical Chain Project Management (CCPM). Effective buffer management provided strategic (executive level) updates without losing the tactical/operational detail necessary for job card creation, especially where professional skills and experience are in short supply. Indicative bottom-line results showed CCPM to be highly effective.

THE metallurgical industry has purchased more than sixty per cent of the industrial gas cleaning equipment installed in Canada. This includes cyclonic collectors, scrubbers, cloth filters and Cottrell Precipitators. These are the principal types of equipment which are used commercially for the cleaning of gases which result from the processing of iron, nickel, copper, lead, zinc, gold, gypsum and aluminum ores. The recovered dust, which usually contains metal values, is returned to the process. The cost of the equipment is thus economically justified. This is in contrast to other industries, such as those involving steam power generation, asbestos, cement and lime production, where, though dust collection equipment is extensively used, it is installed primarily for nuisance abatement. Communities are becoming more and more conscious of air pollution, new and more stringent legislation is being enacted, and, for other than economic reasons the smelting industry will eventually be required to install more efficient gas cleaning equipment. F. C. Bond: This is an outstanding paper on comminution theory and represents a considerable advance in mathematical formulation. It clears the way for a discussion that should ultimately decide whether the work index should be considered as a parameter according to the Third Theory or as a constant. In the empirical differential equation dE = —Cdx/x [1] either Corn must be treated as a variable to satisfy known crushing and grinding conditions. The author has chosen the exponent n as the variable, with C as a constant. According to the Third Theory, in the general case n is a constant equal to 3/2, and C is a variable related to the work index Wi. If x is placed equal to P (the size in microns which 80 pct of the product passes) and F is the size 80 pct of the feed passes, then C equals 5 W1, and dE = 5 -5 Widx/x = 10 Wi 10 Wi w = vP vF which is the basic equation of the Third Theory. It is apparent that this integration involves the error of treating the parameter Wi as a constant, just as the author's treatment involves the error of integrating his variable n as a constant. These errors are probably relatively unimportant, considering the small range of the variables. When more is known about the factors contained in the work index, Eq. 1 can be revised as a partial differential equation. The Third Theory exponent of 1/2, or n = 3/2 in the Charles' differential equation (Eq. l), was not chosen primarily because it is the average between the Kick and Rittinger exponents; this may be merely fortuitous, since it is illogical to define truth as the average between two errors. It was first discovered from the study of a large mass of crushing and grinding data and confirmed by laboratory testing. The general correspondence of the Third Theory equation to actual crushing and grinding results over the entire size reduction range argues strongly that a fundamental phenomenon is involved. The a posteriori theoretical explanation of the constant Third Theory exponent is that the work done in breaking rock is proportional to the length of the crack tips formed. Compressive force applied to the rock results in deformation and strain energy. When this locally exceeds the breaking strength a crack tip forms, the surrounding strain energy flows to the crack tip and extends it to split the rock, with release of the energy as heat. Under rapid impact the crack tip may form before the strain has reached equilibrium, resulting in less energy expenditure and probably a coarser product. In any case, the elastic limit of a brittle material is practically the same as its breaking strength, and the work necessary to form the crack tip is the work required to break. The crack length of a ton of broken rock cannot be measured directly. However, the particle shapes of feed and product are similar, and the crack length is considered equal to the square root of one half of the new surface area formed. It is, therefore, proportional to 1/vD, where D is the equivalent product particle diameter. This is the basis of the Third Theory equation. Many secondary factors can be imposed upon the crack length breakage. These may cause the Third Theory work index to increase or decrease somewhat as the product size becomes finer. The work index is properly a parameter rather than a constant, making it an increasingly valuable practical criterion of the work input required in crushing and grinding.

The mineralogy of the Avalon Nechalacho deposit is complex with significant fractions of HREEs, Zr, and Nb found in refractory minerals such as zircon and fergusonite. Sulphuric acid baking followed by water leaching can be used to extract REEs from flotation concentrates, but acid baking does not completely "crack" the zircon and fergusonite, so the extractions of Zr, Nb, and HREEs are not high. An alternative flowsheet has been developed that is able to obtain significantly improved extractions of HREEs, Zr, and Nb from flotation concentrates or acid bake residues. This is accomplished by cracking the zircon and fergusonite minerals with caustic soda at high temperatures, followed by water washing to recover excess caustic soda and soluble sodium silicates and phosphates. REEs, Zr, and Nb in the solid residue can then be solubilized with HCl or H2SO4. This paper highlights some of the findings from an extensive laboratory program and discusses several flowsheet implications.

Mineral maps produced via optical and scanning electron microscope û mineral liberation analyser (SEM-MLA) automated mineral identification systems are being used to examine the relationships between mineral phases in spatially well-constrained samples of intact and crushed rock. The use of sophisticated image analysis software allows data pertaining to individual or groups of mineral phases to be extracted from the mineral maps. Analyses of the extracted data can be used to identify populations of phases. Data extracted from the images can be compared with mineral processing data, eg hardness, grindability, degree of liberation, from the same sampling intervals, enabling ore characterisation to be linked to processing behaviours in a spatially constrained, quantified manner that can potentially assist with mine planning and optimisation.

This report is a summary of the work performed for the Bureau of Mines to evaluate the feasibility and desirability of a movable in-pit crusher combined with conveyors to substantially reduce or eliminate truck or train haulage in large open-pit non-fuel mineral mines. The report includes an introduction and summary of previous work, an analysis of movable crusher system components, a description of the selected system, a review of possible movable crusher system applications, and finally requirements for future work to bring about the general availability of such systems. It was clear from the program that there is a real need for movable in-pit crushers.

(New York Meeting, February, 1912.) By the old method of determining platinum in ores and bullion, the silver-alloy first obtained in the regular course of assay is parted in strong sulphuric acid and the residual metal weighed. This is re-alloyed with silver by a second cupellation and parted in nitric acid, the residual metal being again weighed. Any difference shown between the two weighings is assumed to be, and is called; platinum. Sometimes it is so, and if any considerable amount of platinum be present, there will be a decided difference between the two weighings; but a slight difference is no real evidence whatever of the presence of platinum. On the other hand, the second weight may equal or possibly exceed the first, even when traces of platinum are present. Again, other members of the platinum group may go into solution in nitric acid more or less. If present, these would be called platinum and escape detection. The method does not provide any direct tests whatever as to the presence or absence of platinum. It is often indecisive, and sometimes jives erroneous results. It is, therefore, quite unsatisfactory. Being called upon many times to determine platinum in a wide variety of materials, particularly when present in very small amounts, I have realized the disadvantages and defects of this old method. "Since 1984, there have been 39 fatalities involving striking and pinning of the operator and other workers by the continuous mining machine (CMM). In January 2015, the U.S. Mine Safety and Health Administration (MSHA) finalized a regulation to require proximity detection systems on all continuous mining machines except full-face machines (MSHA, 2015). Proximity detection systems are designed to stop machine motion to protect miners from striking/pinning hazards. Several MSHAapproved proximity detection systems are commercially available.NIOSH researchers have been involved in the development and testing of proximity detection technology since creating the HASARD system (Schiffbauer, 2002) and have recently conducted research intended to develop more advanced proximity detection technology for CMMs (DuCarme et al. 2013; Jobes et al. 2012; Carr, DuCarme et al. 2013 and Carr, Li et al. 2013). In addition, NIOSH has also conducted research investigating how the signals of a proximity detection system propagate (Li, Carr et al. 2013 and Li, Jobes et al. 2012) and have developed a novel method for determining the location of a personal wearable device (PWD) relative to the magnetic field generators (Carr et al. 2010 and Jobes, et al. 2012).To evaluate the performance of proximity detection systems implemented in industry, NIOSH researchers conducted tests in 2013 on three systems installed on CMMs at three underground mines in Illinois and West Virginia. The results of these tests indicated that, while generally consistent performance was observed, there were opportunities for improving performance. These results were presented at the 2014 SME Annual Meeting (Carr, Lutz, et al. 2014). Since that time, second-generation systems have become available to the industry and are becoming more commonly used.Beginning in early 2014, NIOSH researchers conducted underground testing of these secondgeneration proximity detection systems installed on CMMs. Five tests were conducted on four installations of second-generation proximity detection systems, with one installation being tested twice. The tests were conducted at mines located in Illinois, Virginia and Kentucky with seam heights ranging from 137 cm (54 in.) to 213 cm (84 in.). These tests were conducted using the same test protocol used during first-generation testing, which is summarized in the following section."

TO THE AMERICAN MINING CONGRESS. AMERICAN INSTITUTE OE MINING ENGINEERS. MINING AND METALLURGICAL SOCIETY OF AMERICA. The committee that makes this report was appointed at the meeting of the American Mining Congress, at Denver, Colo., in. November, 1906. The appointment had in view the drafting. of a law for the regulation of quarrying and metalliferous mining under the police laws of the States, with the hope that the uniform adoption of such a law could tend to reduce the number of accidents in mining. Since its. appointment, the committee has had' under serious and continuous consideration the matter with which it was charged. At the meetings 0f the American Mining Congress in 19o7, 1908 and 1909, it reported progress. At the meeting in 1909 it was authorized to present its report not only to the American Mining Congress, but also to the American Institute of Mining Engineers and the. Mining and Metallurgical Society of America, and to present its report in printed form during the interim between meetings of the American Mining Congress. The committee collected from the officials of the States of the Union copies of their mining laws. With the assistance of the Engineering and Mining Journal copies of the laws 0f Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New aland, and certain European countries were also obtained. These laws were subjected to careful study. The first publication of the committee was a summary of the more important metalliferous mining laws 0f this country. Upon the basis of the existing laws of the States of the Union, Great Britain, and the English speaking colonies, a tentative draft. was prepared and printed in limited number in 1909, for convenience in securing the advice and criticism of a considerable number 0f persons engaged in the mining industry. In this way valuable suggestions were received. At the request of the chairman of this committee, Mr. Frederick L. Hoffman, statistician of the Prudential Insurance Company, of Newark, N. ROCK is no doubt the most abundant of all material things because the planet on which we live is made of it. All animal and vegetable organisms and the multitude of natural and manufactured products that occupy a comparatively insignificant film on the outer surface of the planet are derived from rock. Processes of Nature acting for untold centuries have transformed rock into soil, making possible the development of vegetable and annual life; and rocks have supplied the numerous raw materials, metallic and nonmetallic, wherewith the innumerable appurtenances of a complex civilization have been fabricated. As time goes on we live with increasing speed and with enlarged desires. Time and space are shortened by man's ingenuity, and products for human use must be manufactured with greater and greater celerity. It was inevitable that Nature's slow processes of rock alteration should fail to keep pace with human demands and that the variety of natural products should fall far short of the requirements of an industrial age. Man therefore supplemented these processes by attacking rock in its native bed amid using it to supply needs not otherwise satisfied.

Minerals are vital to any industrialized civilization. Annually, the United States uses more than 4 billion tons of new mineral materials, or about 40,000 pounds per person-about half being mineral fuels and the other half metals and nonmetallics. Stable and economic domestic mining, mineral, metal, and mineral reclamation industries are essential to the economy. The value of United States energy and processed materials of mineral origin exceeds $200 billion annually. Although a number of minerals are imported, especially some designated as "strategic and critical," most U.S. mineral supplies are derived from the domestic mines and processing facilities that you will be seeing, reading about, and visiting as you use this visitor guide. We hope you enjoy your experiences. This pamphlet, a guide to mining and mineral operations that may be observed or visited and some other points of interest relating to minerals, is intended to aid tourists and students who are interested in mining. Some may wish to study our Nation's romantic past; others may plan to enter the minerals industry as a career; still others may have a primary interest in conservation practices. The pamphlet is also intended to aid State and local officials, Chambers of Commerce, and mining firms in answering some of the many questions of tourists and students.

Tasks during Phase I of this contract effort were performed in four principal functional areas. These were geology, hydrology, reclamation and mining. Data were gathered from literature reviews, mine visits, survey of manufacturers, consultation with government agencies, and unpublished or private communications with contractors and consultants. The data collected were analyzed for omissions or inaccuracies, then organized into tables, graphs and flow charts to provide a concise body of technical and cost data suitable for the engineering analyses required in Phase II of this contract. Maps illustrating estimated grade and thickness of the oil shale were prepared, some of which are included as exhibits to this report. A preliminary mine layout was performed to test the completeness of the collected data.
