Ibis report summarizes the results of the contract. Included are summaries of existing legislation pertaining to outcrop barriers and a state-of-the-art survey of outcrop barrier designs and related, mine closure techniques. Six sites were inspected in the field and are presented as case histories The data analysis presented includes a computer modeled seepage analysis, an overburden blew-out analysis, and a wedge stability analysis. The results tit these analyses are interpreted to form recommendations for coal outcrop barriers which will minimize seepage and the potential for failure. Supplementary support and reinforcement alternatives are also discussed.

"A dynamic simulation of a mine-mill complex has been conducted using networked microcomputers (IBM PC/AT and IBM PC/XT). These models allow simultaneous operation of an open pit using shovels and trucks, a primary crusher, and a secondary crushing plant. Each process transmits information via the network, linking all operations together. The effects of blasting, ore quality, equipment utilization and configuration on productivity can be studied either interactively or from a report listing at the end of each shift. Programs are menu driven leading the user through the decisions required in day to day operations. The mine-mill simulator is currently being used as a teaching tool at Queen's University to provide senior mining and mineral processing engineering students with an experience and appreciation for the operating problems across the mine-mill interface. The need for coordination and close communication between the mine and mill can be aptly demonstrated using these models. The simulator could be used to contribute to the training of operating personnel in a real mining operation. INTRODUCTIONThis paper describes a computer simulator that is capable of showing the interactions and operating strategies between a mine and a secondary crushing plant. The simulator uses two models developed at Queen's University; one for open pit mining and the second for secondary crushing. PITSIM is a dynamic shovel/truck haulage model origin2lly developed by P.D.D. Chick (1) and K.G. Fytas (2) to solve shovel/truck scheduling problems. CRUSHSOFT is a dynamic secondary crushing plant model developed by R.J. Tucker (3) and C.A. Harris (4) to study alternative operating and control strategies in a crushing plant."

"The Kinross Kubaka Project is a gold mine located in the Russian Far East. The grinding circuit, comprised of a 6.1 m diameter x 2.74 m long SAG mill and a 4.1 m diameter x 5.5 m long secondary ball mill in closed circuit with cyclones, was built using SAG Power Index and Bond Ball Mill Work Index testing to determine the grinding energy requirements. Extremely cold climatic conditions and the need to keep heated space and capital costs to a minimum, dictated a grinding circuit with no in-circuit crusher and no conveyors external to the mill. High energy requirements for both the SAG mill and the ball mill were correctly predicted and have allowed grinding production tonnage forecasts to be met. Design test data and production results are given.INTRODUCTIONIn 1995 Davy International Canada, now Kvaerner Metals E & C, was commissioned as the Engineer and Project Manager for the Omolon Gold Mining Company, to design and construct a gold extraction plant for the Kubaka gold deposit, located in the Russian Far East. This deposit had been studied extensively in Russia during the exploration phase and a Feasibility Study was completed in 1993 by Kilborn who visited the site twice during that year to inspect facilities and to take metallurgical test samples. More samples were taken in 1995 to check ore hardness variability, as part of the final design program by Davy.The client’s objective in designing the Kubaka grinding circuit was to achieve design tonnage at all times, even when milling the hardest ore zones in the deposit. Since the samples taken in 1993 were taken as composite samples, it was necessary to take additional samples in 1995 to determine the extent of the variability. Six samples were sent to Canada for SAG Power Index (SPI) testing. Five of these were combined as a composite open pit sample, while the sixth sample was taken from the site adits as a composite sample to represent undergound ore. These two composite samples were tested to determine the MacPherson Autogenous Work Index for comparison with the SPI values."

Spiral separators are commonly used to upgrade sand-sized particles in both the coal and mineral processing industries. Many plants utilize multiple stages of cleaning and/or scavenging spirals to improve recovery and/or final product grade. Field studies suggest, however, that the layout of industrial spiral circuits is often less than optimal. This oversight can usually be attributed to a failure by plant designers to consider fundamental process engineering rules that govern the layout of complex separation circuits. This article reviews some of these important rules as specifically applied to multistage spiral circuit design. Two industrial case studies, one involving the upgrading of heavy mineral sands and a second involving the cleaning of fine coal, are presented to illustrate the impact of good design protocols on spiral circuit performance.

Addressing community concerns in relation to an economic activity, particularly when it causes significant community impacts, is especially important for the development of extractive industry projects. Pipelines comprise an integral part of many hydrocarbon developments, which may cause different effects on local economic development, communities and the environment compared with open cast mines. This paper explores community impacts associated with a case study of the oil pipeline æEastern Siberia-Pacific OceanÆ in the Republic of Sakha (Yakutia), Russia. Based on semi-structured interviews, conducted in 2006 - 2008 in Russia, the paper investigates claims of local communities about potential impacts of the pipeline development of their environments and economic activities as well as community claims for greater involvement in sharing the benefits from this major infrastructure project. A community of Indigenous people, Evenk, is likely to be most profoundly affected by the development due to impacts on their traditional activities such as hunting and reindeer herding. The paper examines in detail the regional economic, social, environmental and Indigenous peoples concerns over the construction of the oil pipeline and investigates actions and methods adopted by community organisations to voice their concerns about the pipeline development. Finally, the paper assesses the process of interaction between the pipeline developers and regional stakeholders.

"At the beginning of 2007 the Austrian contractor PORR was awarded with remediation works for a 48-km long part of the railway line from Campina to Predeal – part of the Trans European main Corridors TEN-T priority line 22 Bucurest – Brasov, connecting the southeast European countries with the heart of Europe.Due to partly new realignment and change of regular sections as well as protection against rockfall and slope slide a huge bunch of slope stabilization works became necessary, which were awarded to the contractor PORR and their designer IB-Brandner.Following the studies of the tender documents for the planned protection measures responsible managers of PORR decided to propose an alternative protection design by IB- Brandner. Changing the original design a more flexible and environmentally compatible solution consisting of high performance net, soil nailing and rockfall protection systems (fences) was elaborated and adapted to local needs. During design process, several critical areas were identified and additionally taken into account.In the paper examples of the design and erection process show how difficulties in implementation starting with the presentation of the idea continuing to the realization on site were managed and a technically more sophisticated and commercially competitive solution could be delivered to the customer Romanian Railway – case study.The European Commission awarded – following an election process in which all citizens of the EU could join - the remediation project Railway line Campina – Predeal in Romania as the environmentally best EU co-financed infrastructure project. GENERAL PROJECT EVALUATIONDue to original design slope stabilization should be done by concrete slabs fixed with prestressed anchors and shotcrete cover.The area to be secured was limited to a 12-meter strip left and right from the railway track without reference to nature and local needs. Discussions with the client and his designer and rising awareness for the hazards to address took several months. Site visits in Austria to provide insight in the problems of dealing with natural hazards helped to convince the client of the needs and our alternative design."

"Quinsam coal mine is located about 25 km west of Campbell River on the east coast of Vancouver Island, British Columbia. Using continuous miners in a fully mechanized retreat room-and-pillar operation, it produces low sulphur, “super compliance” thermal coal for domestic and international markets at a rate of about 2600 t/d. Currently, 65 people work at the site, including some corporate employees.Opened in 1993, the Quinsam mine had a dismal safety record until 1997. Lost time injuries and medical aids were unacceptably high. In 1998, a change in corporate structure brought a change in safety attitudes; a total and unequivocal commitment to safety as job No.1 by corporate and site management. This commitment was clearly spelled out in a new mission statement, circulated to all employees by the new President and CEO, David Slater: “Safety is job No. 1; Production flows from safety; and Think safety at all times.” As well as re-defining workplace safety practices, QCC tightened engineering controls and enforced strict adherence to mine plans.This paper provides a general background to the mining operation, and describes the safety practices that have resulted in an enviable safety record in recent years, reflected by provincial and national recognition."

Possibilities and Working of the Specific Agglomeration of Fibrous Materials and Residues Plant based fibrous materials are becoming of increasing interest in a multitude of industrial applications. Main advantages are the specific lower energy demand and virtually closed CO2 cycle, excellent mechanical properties based on low density as well as a high level of recyclables. In contrast, processing and handling of such materials is associated with a number of challenges. These challenges are mainly related to specific morphological characteristics in correlation to fibre length and structure (branching and splices). Specific problems in further processing steps including transport, dosage or storage for natural fibre compounding, result from form-locking bonds leading to burling, clusters or plaits. Technologies of fibre processing are well known, but other than textile based technologies they generally result in intermediate goods which do not allow direct industrial application. The investigation to be presented is based on results of recent research activities and shows two possible technical solutions of innovative fibre agglomeration procedures. These methods allow the conversion of middle to long fibres into a form, which eases further processing and dosage significantly and therefore allows free flowing too. The procedures are based on the working principles of rolling and winding technology. Within the work, both of the patented methods and their respected lab-scaled devices will be described. Further, results will be shown for an up-scaled rolling agglomeration unit applying the developed principle and consisting of multiple process zones. Possible variations of the resulting product characteristics and the impact of different process parameters will be discussed based on the trials with natural fibre (hemp and flax) agglomeration. As a main outcome of the research, product qualities can be supplied according to the requirements of the specific application in correlation to agglomerate strength, porosity or form. In conclusion, recent developments for specific methods of characterization will be depicted.

At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. Epoxy and polyester-type resins were injected into coal-mine roof strata of the thick Freeport coal seam in Allegheny County, Pa., at test sites in roof that had been exposed several weeks, in newly exposed roof, and in strata over solid coal. Test results indicate that the method of strengthening bituminous-coal-mine roof by injecting a bonding material into the roof strata can be developed into a safe, efficient support system. If roof bonding will become a standardized method of roof support and reinforcement or if it can be effective when used with other types of roof support can be determined only by extensive experimentation in various coal beds. Observations and conclusions are shown at the end of this report.

Mineral output and trade in the Central American countries were directly or indirectly affected by the sometimes violent civil unrest and recessionary economic developments that have pervaded the region for several years. Central American countries found their foreign exchange export earnings and traditional market areas shrinking while essential import costs were rising. Restricted spending measures were adopted by governments and private industries. Domestic investment funds for mineral development and exploration projects were among the first casualties of these austere budgetary measures, especially since weak demand and depressed mineral prices diminished the probability of a favorable cost-benefit ratio. The lack of physical security and political stability also discouraged private foreign investment. The United States Congress enacted the Caribbean Basin Economic Recovery Act of 1983 (19 U.S.C. 2702), more popularly known as the Caribbean Basin Initiative (CBI). This legislation was designed to stimulate economic recovery and promote economic development by increasing private investment and trade in the Caribbean Basin countries. The act provided for the elimination of U.S. duties on most trade items imported directly from eligible Caribbean countries, provided at least 35% of the product value originated in the region. The financial assistance components of the CBI were to be supportive of the basin's private sector as well as assist general economic stabilization programs.

It is generally accepted that typical coalbed gases (methane and carbon dioxide) are sorbed (both adsorbed and absorbed) in the coal matrix causing it to swell and resulting in local stress and strain variations in a coalbed confined under overburden pressure. The swelling, interactions of gases within the coal matrix and the resultant changes in the permeability, sorption, gas flow mechanics in the reservoir, and stress state of the coal can impact a number of reservoir-related factors. These include effective production of coalbed methane, degasification of future mining areas by drilling horizontal and vertical degasification wells, injection of CO2 as an enhanced coalbed methane recovery technique, and concurrent CO2 sequestration. Such information can also provide an understanding of the mechanisms behind gas outbursts in underground coal mines. The spatiotemporal volumetric strains in a consolidated Pittsburgh seam coal sample were evaluated while both confining pressure and carbon dioxide (C02) pore pressure were increased to keep a constant positive effective stress on the sample. The changes intemal to the sample were evaluated by maps of density and atomic number determined by dual-energy X-ray computed tomography (X-ray CT). Early-time images, as soon as CO2 was introduced, were also used to calculate the macro porosity in the coal sample. Scanning electron microscopy (SEM) and photographic images of the polished section of the coal sample at X-ray CT image location were used to identify the microlitho types and microstructures. The CO2 sorption-associated swelling and volumetric strains in consolidated coal under constant effective stress are heterogeneous processes depending on the litho types present. In the time scale of the experiment, vitrite showed the highest degree of swelling due to dissolution of CO2, while the clay (kaolinite) and inertite region was compressed in response. The volumetric strains associated with swelling and compression were between ± 15% depending on the location. Although the effective stress on the sample was constant, it varied within the sample as a result of the intemal stresses created by gas sorption-related structural changes. SEM images and porosity calculations revealed that the kaolinite and inertite bearing layer was highly porous, which enabled the fastest CO2 uptake and the highest degree of compression. NZ Steel's flushing slag typically contains 1.2 per cent V203. Extraction of vanadium from powdered slag using a salt (NaCI or Na2CO3) roast/leach process was investigated. With NaCl, optimum extraction conditions were a charge containing 10 per cent NaCI, roasting in air at 875°C for 4 hours, followed by leaching in dilute H2SO4. Extractions were typically 30-50 per cent. NaCI roasting did not chemically attack the slag; the phase transformations that occurred were due to high temperature oxidation. Slag particle size had a significant effect on extraction.Optimum conditions for extracting vanadium by Na2C03 roasting were 20 per cent Na2CO3 in the charge and roasting in air for 3-4 hours at 850-875°C followed by water leaching.Na2CO3 roasting involved chemical attack that resulted in the formation of perovskite (CaTiO3) and carnegieite (NaAISiO4).The extent of vanadium extraction depended on the amount of Na2CO3 added and the original slag SiO2 content.Compared to the separate roasting treatments, simultaneous treatment with NaCI and Na2CO3 gave lower vanadium extraction, while requiring considerably higher roasting times and temperatures.

This paper compares the modeling results obtained by using a single seed waveform (SS) versus multiple seed waveforms (MS) as inputs to the Multiple Seed Waveform (MSW) blast vibration model. The field data for the comparison was collected at a coal mine. The results of the comparison showed that the MSW model yields more accurate predictions and significantly higher correlation to field measurement when using MS as input. When using a single seed waveform as input, different seed waves result in different predictions of PPV. In contrast, using the multiple seed waveforms as an input, more consistent results are obtained.

Hatworth Colliery, operated by RJB Mining (UK) Ltd, is successfully mining the Deep Soft Seam at a depth of 1000m using single face retreat longwalling. The seam is characterised by a weak roof generally comprising 4 to 6m of well bedded carbonaceous mudstones overlain by weak siltstones. The paper describes the layout and support design strategies which have enabled the colliery to adopt sole support by rock reinforcement techniques for its longwall gateroads. To achieve this success the colliery layout has had to be radically modified to take account of the in-situ horizontal stress field. The layout is also closely controlled by environmental considerations, the seam being one of the gassiest in the UK Economic support by strata reinforcement has been achieved using a combination of rockbolting of the roof and sides installed at the face of the heading, and systematic double birdcage cable bolting installed on drivage and supplemented ahead of the retreating panel. The layout and support strategies have been developed through a combination of detailed underground measurement of support and stress parameters backed up by numerical modelling using FLAC. The FLAC modelling has paid particular attention to careful representation of bedding properties and validation through underground stress measurement.

The issues facing graduate training in the mineral processing industry are not too different today from those that prompted the initiation of the Anglo American Platinum Graduate Development Programme (AGDP) in 2002. Graduate metallurgists in South Africa enter the industry from different undergraduate programmes at various tertiary institutions, and so the knowledge and skills of the young graduates varies. Further, the geographical expansion of the industry combined with the downsizing of business units means that there are fewer opportunities for young graduates to be mentored through their first few years on site. Anglo American Platinum chose to address these issues by implementing an intensive, structured graduate training programme for all their new metallurgical graduates, known as the AGDP. The first two years of experience of the AGDP, from the viewpoints of both graduates and lecturers, were presented to the mineral processing community at the IMPC in Turkey in 2006 (Sweet et al, 2006). From the beginning, the programme was structured in a modular fashion to include a basic technical ?toolbox? including statistics, the scientific method and sampling protocols, while the mineral processing content comprised advanced learning in comminution, classification and flotation (later extended to include hydrometallurgy). Technical communication ? both written and verbal ? was included from the start. The programme was focussed very strongly on site work (?learning by doing?), with a major integrated site campaign conducted and analysed by each cohort. In 2012 the AGDP will accept its ninth cohort into the programme. This paper describes how Anglo American Platinum and the University of Cape Town have developed and adapted the programme over the last few years, in response to the challenges of the global recession, skills retention, and the changing operational needs of the company. The programme, which was drawn up to accommodate around 15 concentrator-only graduates, now accommodates 35-40 concentrator, smelter and refinery graduates annually. The programme has also been modified to facilitate new graduates spending most of their first year on the operations. The benefits of the programme for Anglo American Platinum have been tangible, and will be discussed in the paper. Keywords: graduate training, technology transfer

The Southern Company is one of the nation's largest electric utilities and is the parent firm of five operating companies: Alabama Power, Georgia Power, Gulf Power, Mississippi Power and Savannah Electric and Power. Another subsidiary is Southern Company Services (SCS) which provides engineering and technical sup-port to the five operating companies. This technical support includes the procurement and supply of over 40.9 Mt (45 million st) of coal annually for the 22 coal fired plants in the system. Approximately 80 percent of this tonnage is purchased under long term contracts and the remaining 20 percent is purchased on the spot market. The coal is principally supplied from Alabama, Illinois Basin and the eastern Appalachian coal fields. Most of the coal is delivered by unit train and barge but one plant in Alabama receives all its coal by truck and conveyor belt.
