The Mine Health and Safety Act No. 29 of 1996, as amended, embeds an occupational health and safety management system that facilitates communication between representatives of the state, capital, and labour. In underground mines, two communication loops between these role players serve to separate the production chain of command from the political tripartite relations. Worker-elected health and safety representatives are involved in both communication loops, but are severely constrained in escalating their occupational health and safety concerns to the legalpolitical level. This has a direct bearing on the exercise of the Right to Refuse Dangerous Work (RRDW). As previously reported, health and safety representatives were found to primarily consult their production supervisors in preference to their trade-union representatives. This follow-up article presents production supervisor perspectives on the RRDW. The study demonstrates how, for mineworkers, the two distinct communication subsystems constrain, rather than facilitate, implementation of the RRDW.

The selection of an underground mining method stems from a multivariate analysis that considers geomechanical, geological, economic, and operational parameters. Even after identifying the most compatible method, there is no assurance that the mining company will achieve the best performance. The geological complexity of some deposits requires adaptations of methods described in the literature to obtain more selectivity and reduce mining waste. There are some studies on geometry of underground structures, but a methodology that describes an adaptation of a room-and-pillar mining method for ore bodies with down-dip varying from 20° to 25° is novel. The present work aimed to reduce dilution by adapting the traditional room-and-pillar mining method (TRP) to inclined ore boLittle attention has been paid to the rehabilitation of derelict and ownerless mines in South Africa after their lifespan. This paper aims to explore management gaps in legislation that have resulted in the non-rehabilitation of derelict and ownerless mines in South Africa. There is growing evidence that supports the distressing effects of mining on people living around these mines in the North West Province. This paper was motivated by the current socio-economic status quo of old mining towns, the influx of illegal miners (Zama Zamas), severe environmental damages, and the violence associated with derelict mines. Underpinning this research was an ecosystem approach and integrated resources management principles, which formed the foundation for the decision-making process.The researcher used a mixed-method approach and employed convergent techniques. A semi-structured instrument was used to collect data from 200 respondents. The results indicated that there is a dire need for community-based consultative processes, and an absence of clear guidelines for derelict and ownerless mines to pressure mine management to adhere to rehabilitation standards. Moreover, the mining charter is ambiguous regarding policy implementation, budgetary allocation, and duration of the rehabilitation of these mines. The paper concluded that management challenges associated with derelict mines can be reduced if all stakeholders follow the guidelines as outlined in the environmental legislative framework (NEMA) of South Africa while being open to innovations in line with international best practices. It also contributes towards the development of guidelines for the management and implementation of legislation related to derelict and ownerless mines in South Africa from a philosophical, theoretical, and policy perspectivedies. This new method is entitled short-hole room-and-pillar (SHRP). The equations that measure the dilution are defined according to the geometry of stopes and openings. The results comprise comparative analyses of the operational and planned dilutions to measure the performance of the SHRP method. The average operating dilution of the SHRP method was more than five times lower than the planned dilution according to the TRP method. Low operational dilution indicates high selectivity of the method and its potential to reduce underground mining tailings.

Dioctahedral clay minerals in the volcanic-hosted Golden Cross epithermal Au deposit, New Zealand, have been investigated by petrography, X-ray diffraction (XRD), scanning electron microscopy (SEM) and transmission electron microscopy/analytical electron microscopy (TEM/AEM) to determine the nature of these minerals in a hydrothermal ore deposit. Heterogeneity in the distribution of dioctahedral clays is observed from the hand-specimen scale to the TEM scale, indicating that primary rock textures and fluid pathways (related to rock type, porosity/permeability and fluid/rock ratios), in addition to temperature, are important factors controlling the distribution. As the proportion of illite in mixed-layer illite/smectite (I/S) decreases, TEM observations show decreasing layer stacking order, parallelism of packets, and packet size, and increasing apparent porosity. AEM structural data show a corresponding decrease in AlIV, AlVI, and K+, and an increase in Si, Ca2+, and Fetotal. The observations of this study indicate that local dioctahedral clay mineral reaction progress is controlled mainly by permeability and structure, but that this is superimposed on a predictable, system-wide clay mineral distribution that is controlled by temperature and fluid/rock ratio.

Today, the mining and mineral sectors are being impacted by highly fluctuating supply ? demand, extreme price volatility and tremendous market uncertainty on a world-wide basis. This pattern is expected to continue for the foreseeable future. In particular, large consumers of tonnage quantities of industrial gases (oxygen, nitrogen) all have to make informed investment decisions in this uncertain economic environment. Plant owners ? operators need to carefully examine their current and future industrial gas needs in order to develop the most cost-effective industrial gas plant configuration. This can be done by partnering with an experienced engineering company that offers a complete technology portfolio for producing industrial gases. Ideally, the mineral and engineering companies have to work together as a single team to identify the most efficient and economic plant design. This includes an in-depth assessment of capital and operating costs, in order to deliver an optimal solution, taking plant reliability and process safety into account. It is important to consider all the industrial gas needs at a given manufacturing complex, in conjunction with available utilities and infrastructure to develop the best possible long term solution. Oxygen (O2) requirements include: oxygen enriched and oxy-fuel combustion, smelting and hydrometallurgical operations. Nitrogen (N2) is used for annealing. All of these industrial gas requirements have to be examined at a given site over a long term horizon in a holistic manner. Cryogenic air separation was first practiced at a commercial scale in 1902. Since then, the technology has been constantly refined to reduce cost; and improve reliability and flexibility. Today, using advanced engineering techniques, including proprietary process simulation, and modern fabrication techniques, it is possible to build air separation plants that are both low cost and high quality at the same time. It is important to work with an engineering company that owns a complete portfolio of industrial gas technologies, functional engineering capabilities and a variety of plant solutions. Such a partnership can quickly identify a ?sweet spot? for a given situation. By drawing on experience gained from hundreds of projects, it is possible to quickly optimize a given requirement. In situations where a customer wants a complete solution it may be appropriate to provide an air separation plant on a turn-key basis. This will enable the mining and mineral processor to focus on their core business. By using global procurement and construction capabilities it is possible reduce cost and improve project execution, thereby making industrial gas plant procurement simpler and cheaper for the mining and mineral sector.

The No. 2 Ore-shaft, at Mount Isa Mines Limited, involving the use of boreholes as ropeways for the upper portion thereof, constitutes, we believe, a unique feature in hoisting installations. The boreholes were sunk from the surface to a depth of 390 ft., thus eliminating the necessity of erecting the hoist at an underground location or construction of the shaft for this distance. Fig. 1, a diagrammatic cross-section through the shaft, shows the complete installation from the surface down to the first loading station below No. 7 haulage level.During the latter part of 1936, conditions encountered in sinking the Main Ore shaft made it impracticable and uneconomical to continue deepening it to serve haulage levels below the present No. 5-level. Plans were therefore made for an interior shaft, to serve new lower levels, that terminated above No. 5-level so that ore hoisted could be drawn off on this level and transported to the Main Ore shaft for final conveyance to the mill crude ore bin.Referring again to Fig. 1, it is apparent that the section above No. 4-level, if opened out to full shaft size, would be inoperative and would serve no useful purpose except, possibly, as a ventilation duct. Original plans therefore did not include continuation of the shaft above No. 4-level. Excavation of a hoist room upon No. 5-level; erection of sheave wheels just below No. 4-level, and a long inclined ropeway leading from the hoist to the sheaves, were incorporated in the general layout. Recently, the quality of sinter feed ore used in sintering process has deteriorated. In particular, Fe has decreased and gangue component has increased in the sinter feed ore. Increase of gangue is not only the factor to influence sinter qualities, but also the factor to increase coke ratio in the blast furnace operation as the increase of slag ratio. Therefore, to cope with the deterioration of iron ore qualities, studies on alternative iron ore resources and development of its utilisation technology have been required.In that kind of new iron ore resources, authors focus on high-grade magnetite fine. High-grade magnetite fine decreases sinter productivity by the decrease of permeability of sintering bed. Therefore a new study for using large amount of magnetite fine is required. In the past, there are some studies about the effect of mixing ratio and size of magnetite fine on productivity and quality, but there are few studies about magnetite fine segregation in charging.In this research, the melting behaviour and interfacial reaction calcium-ferrite, which has important role as bonding agent among iron ores, melts into hematite substrate and magnetite substrate was studied. As the results, it was defined that upper segregation of high-grade magnetite fine is suitable for productivity of sintered ore. Metal powder compaction offers unique advantages in the manufacture of net-shape components using techniques such as laser sintering, conventional press and sintering, metal injection moulding, direct rolling, direct forging, and hot isostatic pressing. If the output from the primary metal production process is in powder form, then considerable cost and energy savings can be realized by direct conversion to semi-finished or final shapes. This possibility exists for titanium and possibly also for Ta, Zr, Hf, and Nb metals. However, these attractive benefits are associated with some significant risks. The high surface-to-volume ratio of powder particles coupled with the reactive nature of these metals means that special care must be taken when handling them. Powder explosions are unfortunately still a regular occurrence internationally and these often result in serious injury and loss of life. Even seemingly 'safe' compounds such as sugar, flour, and grain can be extremely hazardous when handled or milled and dust clouds are produced. In addition, exposure to airborne particles can have adverse effects on the human body, especially when particles are inhaled on a regular basis. Furthermore, the medical consequences of these are not fully understood, especially in the case of nanoparticles. The impact is often not observed immediately and debilitating illnesses may emerge only years or decades later. As far as is known, there are no South African guidelines for handling of metal powders. This paper attempts to provide an awareness of the risks associated with metal powders (including those produced indirectly by other metalworking/finishing operations) as well as some guidelines for their safe handling, based on international best practices.

Facts obtained by the Bureau of Mines on the dust-explosion hazard in air of materials used in the plastics industry are presented for 313 samples studied in the laboratory. Information is given on ignition temperature of dust clouds and layers, minimum explosive concentration, minimum energy required for ignition, explosion pressure and rates of pressure rise, amount of inert dust required to prevent ignition and flame propagation, and, in some instances, on the limiting oxygen concentration in an atmosphere to prevent ignition by spark and by heated surface. The effects of particle shape, additives, and resin structure on explosibility are discussed. Relative explosibility of the materials is related to the ignition sensitivity and explosion severity and is denoted by an empirical index. Recognition of the degree of hazard will facilitate adoption of adequate measures for preventing ignition and explosion during manufacturing or processing.

In a previous paper of this series (1) ,t it was shown that during the creep of single crystals of lead, deformation proceeded to some extent by means of slip on the octahedral plane. This was demonstrated by the formation of slip lines on the surface of the specimens. At first, a few broad bands appeared after a small amount of extension had taken place; then, as extension proceeded, more and finer lines made their appearance until the whole of the specimen surface was covered.The present paper deals with the process of deformation of the creep specimens as revealed by X-ray examination..By the use of this method, the changes taking place in the crystal structure can be observed.EXPERIMENTAL METHODThe method of preparation of the specimens, their size and the purity of the lead employed have been reported elsewhere (1). At frequent intervals, the specimens were dismantled from the test rack and X-ray back reflection photographs were taken. The specimens were so marked and set up on the X-ray machine that the same spot on the specimen surface was always examined.Copper radiation was employed, the tube voltage and current being 45 kV. and 25 m.a. respectively and the exposure time 2 hrs. The slit diameter was 1 mm.

Fire is still a scourge of the mining industry, although many precautionary measures have been and are being taken to reduce the incidence of fires and to combat them. Generally, the success of fire extinguishment is directly proportional to the speed of attack, and the speed of attack in turn is dependent upon the availability of materials and trained personnel. Preparations for firefighting are frequently neglected because they are considered emergency needs and do not contribute directly to coal production. Fire incites panic--a fact often overlooked--but such chaos can be minimized by training people in the use of equipment and procedures. Heat, smoke, and fumes hamper the approach to a fire; however, a relatively new technique of attacking fires with high-expansion foam may well contribute greatly to firefighting. The foam is transported to a fire and used at a considerable distance, thus permitting the firefighters to work more safely.

Acidic and basic uranium leach plant residues located on the Navajo Indian Reservation, Tuba City, Ariz., were successfully stabilized against wind erosion using a relatively low-cost chemical method. An elastomeric polymer chemical was applied to the dike areas and a calcium magnesium lignosulfonate to the beach areas of three tailings ponds. The water-soluble chemicals were applied with an automated sprinkling system. The stabilization cost was $335 per acre for the 34.5-acre tract.

Open-type, or main beam, tunnel boring machines (TBMs) can achieve impressive rates of production. This type of TBM typically outperforms other types of TBMs currently in use around the world. In good ground conditions, main beam machines have achieved production rates of more than 1 km/month (0.6 miles/month). However, installing effective ground support in poorer rock conditions on main beam machines can be a major cause of concern. The design of main beam machines is such that installation of ground support equipment, particularly at the front of the machine in what is commonly known as the L1 support zone, has traditionally been limited to rock drills and basic working platforms. Personnel working in the L1 zone have, until recently, been protected by roof supports and extended fingers, often with restricted access to working areas.

The steps for the beneficiation of iron ores differ from ore to ore, depending on the mineralogical phases of the particular iron ore and the nature of the association of the gangue minerals with iron oxide in that ore. The extent to which the beneficiation can be undertaken economically depends both on the amount and the nature of the gangue. The analysis of the phases present in an orebody optimises the mining and process operations (separation, beneficiation, sintering, etc).X-ray diffraction (XRD) provides qualitative and quantitative information about the main ore phases as well as the gangue mineralogy and the amorphous content present in a sample. In addition, modern quantification methods such as Rietveld refinement allow the calculation of the distribution of elements in solid solutions such the substitution of Fe with Al in goethite or hematite.The use of high speed detectors has made XRD an important tool for grade and process control. Finger printing of XRD data can facilitate multi-dimensional mapping of ore deposits and drill cores, identifying regions of favourable mineral compositions. Grade control using XRD can be completely automated and controlled remotely.The two case studies in this paper demonstrate how XRD and finger printing can be used for grade control, process optimisation and quality control of a goethitic and a magnetitic iron ore. The enormous potential of XRD as an inexpensive, reliable tool, useful in the characterisation of iron ores will be demonstrated.CITATION:K÷nig, U, 2013. Arc flash generally refers to the dangerous exposure to thermal energy released by an arcing fault on an electrical power system, and in recent years, arc flash hazards have become a prominent safety issue in many industries. This problem however, has not been effectively addressed in the mining industry. MSHA data for the period 1990 through 2001 attributes 836 injuries to “non-contact electric arc burns”, making it the most common cause of electrical injury in mining. This paper presents results from several elements of a recent NIOSH study of arc flash hazards in mining, and provides information and recommendations that can help reduce these injuries. Characteristics of past arc flash injuries in mining are first outlined, such as the electrical components and work activities involved (based on MSHA data). This is followed by a review of important concepts and terminology needed to understand this hazard. Next, methods for identifying, measuring, and managing arc flash hazards on a power system are covered, with emphasis on recommendations found in NFPA 70E, Standard for Electrical Safety in the Workplace. Finally, results are presented from a detailed arc flash hazard analysis performed on a sample mine electrical power system using IEEE 1584-2004a, focusing on components and locations presenting severe hazards as well as engineering solutions for reducing the risk to personnel. The object of this paper is to give a description of the new office and changehouse building and equipment at the Zinc Corporation Limited, the office section of which has now been in full use for approximately three years, and the changehouse section for approximately two years. As the expectations of the design have been fully realized, it is thought that this description will be of interest to members and possibly of some use to others faced with similar problems.GENERALIn the centralization of the surface plant around the new main shaft the combined office and changehouse building forms a prominent feature, being located between the shaft and the mill and facing the workshops on the northern side.The scheme for housing all employees in one building was proposed by the Manager, Mr. A. J. Keast, who was familiar with a similar successful structure built at the McIntyre Porcupine Mines Ltd. in Ontario, Canada.The principal features of this building were adopted as a basis for design, and the present layout evolved to suit the particular requirements of this mine.Some of the advantages of the design are:(a) Economy in first cost and space occupied when compared with plants having separate office and changehouse buildings.(b) Easier and more constant supervision of employees and of the plant by the senior staff members.(c) Close contact between officials of all departments.(d) Close covered connection between changehouse and shaft.(e) Avoidance of duplication of ,essential services such as electric power, water, heating plant, sewerage, etc.The Managing Director, Mr. W. S. Robinson, further instructed that the following requirements be adhered to in the new building:(a) Ample accommodation to be provided for office staff and other employees.(b) Special attention to be paid to lighting, both natural and artificial.(c) Working temperatures to be controlled to facilitate comfort and efficiency.(d) The buildings and equipment' to be of a permanent nature with furnishings and fittings of modern design.

CFA piling is a ?blind? construction process that relies heavily on the rig instrumentation to produce sound piles. If the data measured and recorded during construction can be made available to engineers and managers within hours after construction then there are many economic and quality control benefits that can be realised. A state of the art CFA instrumentation and data management process has been developed in the UK. The key components of the instrumentation, GSM data service and the central database are described. Many benefits to the business have been realised and, where possible, these are quantified.

The legal issues surrounding the regulation of subsidence are among the major concerns facing the underground mining industry today. Whether subsidence occurs almost immediately as a result of longwall mining or without warning as a result of room and pillar mining conducted years ago, the resulting disputes are highly controversial and typical of the disputes involving the competing interests of surface and mineral estate owners. Until recently, the law governing these disputes was firmly established under the common law. The passage of the Surface Mining Control and Reclamation Act 1, the utilization of new mining technologies, and the general heightened environmental awareness of our times, however, have interjected new issues into this area of the law. State and Federal court decisions and administrative agency interpretations have helped clarify some of the issues. However, as evidenced by the many recent lawsuits between operators, surface owners, and regulatory agencies, many uncertainties still exist.

A popular rule in the mining industry is that a property should only be developed if average unit production cost is less than a given proportion of the estimated long-run price of the mineral. This paper provides a comparative analysis of the average cost approach (ACA) with the use of net present value (NPV) as an investment criterion. It is concluded that the ACA is an easily understood and easily applied rule of thumb which may serve as a rough first screening device, for example in the early stages of deposit exploration. Its operational convenience is at the expense of accuracy and validity, and the NPV provides a sounder method of making decisions, especially in the case of marginal deposits.
