The year 2010 will mark the 100th anniversary of the beginning of the research efforts by the U.S. government to improve the health and safety of miners working in the United States. This research began in 1910 with the establishment of the U.S. Bureau of Mines (the Bureau) and it has continued during the past 10 decades, even after the closure of the Bureau in 1996. The research on safer mining technology, formerly done by the Bureau, has now been combined with National Institute for Occupational Safety and Health (NIOSH) studies of miners? health to form a unified federal research program to improve the health and safety of miners. This article describes this research and places some of the accomplishments into perspective with other activities in the U.S. Mine Safety and Health Time Line (insert).

The Republic of South Africa is a heterogeneous mixture of Black Africans, Afrikaans, British, Indians, Malayans, French Huguenots, and many others from Europe and Asia. A decisive date in its recent history is the collapse of the Apartheid Regime in 1994. For a metallurgist, South Africa is the country of diamonds, gold, platinum, and many other metals. In 1887 Cecil Rhodes (1853-1902) was able to take control of the De Beers Mining Company after the discovery of diamonds at Kimberly in 1866. It was there where the so-called School of Mines was inaugurated in 1896.

Through the process of Riverbank Filtration (RBF), the Louisville Water Company plans to obtain a higher quality source of water for their B.E. Payne Water Treatment Plant (WTP) by means of four collector wells located in the alluvial aquifer along the bank of the Ohio River. The collector wells are connected to a 2,850 L/s (65 mgd) pumping station by a 2,362 m (7,750 ft) long, 3 m (10 ft) finished diameter tunnel located in limestone and shale bedrock, which is approximately 45 m (150 ft) below the surface. High tunnel boring machine (TBM) production rates were achieved in this moderately weak bedrock; most of the tunnel only required support in the crown. An unanticipated water-bearing fault and unanticipated ground behavior proved challenging and required quick thinking to minimize impacts to construction. Tunneling conditions are discussed in detail, together with the methods used for overcoming the groundwater and ground behavior challenges. The tunnel is expected to be completed in April 2009.

As part of a $2.2 Billion bridge project that will link Indiana and Kentucky, an interchange project northeast of Louisville will require the mining of a 6-lane tunnel system about 2,000 ft long in order to cross beneath the historic Drumanard Estate. This paper will discuss preliminary engineering that has been undertaken to compare two-bore and three-bore layouts, the planning of an exploratory tunnel facility, and the potential for including a test chamber to investigate the ability of high capacity roadheaders to mine the 22,000 psi limestones.

In the past decade Australia has seen the development, construction and commissioning of three complex processing plants for the treatment of lateritic nickel ores. These have all been based on high pressure acid leaching (HPAL) for extraction of nickel and cobalt into solution, followed by solid liquid separation in a CCD circuit. However, flowsheets for separation and purification of the nickel and cobalt diverge markedly. The existing plants have been commissioned with varying degrees of success, with a variety of problems ranging from materials of construction to inadequate design. While the process problems are not insurmountable, there is much room for improvement. Currently there are several new HPAL plants at the feasibility or financing stage. All of these have adopted one of the existing flowsheets. Most of the enhancements have focused on increasing autoclave size. It is now time to assess the success and failures of the three existing plants and incorporate this experience in a design for productivity, efficiency and reliability. Towards this end, this paper discusses aspects of flowsheet optimization, materials of construction and engineering design.

Located on the Wabash River in the central portion of the state, the city of Lafayette, IN is relatively small compared to most cit-ies that incorporate tunnels into their combined sewer overflow (CSO) systems. The original CSO plan for the city was to replace two aging lift stations that were built in the 1950s. The original con-cept was to build a new sewer using conventional cut-and-cover construction to eliminate one of the lift stations ? the Parking Lot Lift Station ? and build a new regionalized one at the location of the Pearl River Lift Station. The initial sewer design was sized just to handle the flow that would eliminate the Parking Lot Lift Station. The planning for this project was being developed as part of the city?s CSO long-term control plan (LTCP) that focused on reducing the overflows from the city?s 14 overflow points. However, during the development of the CSO LTCP, a major industrial user indicated it would be increasing its flows to the system, which required additional conveyance capacity to meet the city?s CSO LTCP. After reviewing the design concepts with city representatives during the planning phase of the project, the mayor indicated that he wanted to minimize impacts to downtown businesses; therefore, trenchless alternatives were considered. The last piece of the puzzle that drove the project away from a small diameter pipeline was discovered during a flow monitoring program to collect flow data for the CSO LTCP project. This study revealed a major restriction in the 100-year-old Pearl River Trunk Sewer, located beneath four active railroad tracks. To eliminate this flow restriction, provide more overflow storage and reduce the impact to local businesses, a new 2.7- to 3.6-m- (9- to 12-ft-) diameter tunnel sewer became the most viable solution.

Mountaintop removal (MTR) mining started in West Virginia nearly 30 years ago. This surface mining method can extract multiple coal seams as thin as a few inches in whole and minimum rock dilution in very steep mountainous terrain. MTR is highly efficient, even if coal seams are in close proximity and small in a real extent. Consequently, MTR has been widely used in the Central Appalachian coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impact on the surrounding area. During the past two years, however, the debate over MTR mining has grown quickly and has become very intense. This article describes chronologically issues raised by various parties, legal actions, impacts on mining permit applications and research projects developed to address the issues.

Slope monitoring has been an important issue in static terrestrial lidar for some time. Several solutions for monitoring the progress of a slide have been devised over the years. All of these solutions have required users to be in the field operating the lidar equipment. This paper presents a new system developed using the Optech ILRIS-HD or ILRIS-LR lidar and the scripting language of PolyWorks to produce an autonomous slope monitoring system. This system has proven invaluable in detecting and alerting mine workers to potential danger within their mine sites. It has already been deployed in two mine sites and is scheduled to be installed at a third.

Structural and topographic relief in the Sangre de Cristo Mountains of northern New Mexico provides a remarkable cross section through the recently recognized 23-26 m.y.-old Questa caldera and cogenetic volcanic and plutonic rocks. Although largely eroded, remnants of an ash-flow sheet of silicic-alkalic rhyolite and associated more mafic lavas of the Latir volcanic field are preserved as far as 45 km beyond the source caldera. Within the caldera, the tuff ponded to a thickness of 2-3 km and enclosed chaotic megabreccia fragments which slumped from the caldera walls. At the time of ash-flow eruption, the volcanic field was severely deformed along northwest-trending faults related to the Miocene Rio Grande rift, with most intense deformation occurring within the caldera. Strata were steeply tilted and locally overturned along presumably listric faults. Ash- flow tuffs locally underwent secondary flowage over concurrently developing fault scarps and accumulated within structural basins as rheoignimbritic lava flows. Cogenetic batholithic granitic rocks, exposed over an area of 20 x 35 km, range from mesozonal quartz monzonite to epizonal porphyritic granite and aplite, with the shallower and more silicic phases most abundant within the caldera. Compositionally and texturally distinct granitic phases define a highly evolved resurgent intrusion within the caldera, an incomplete ring dike along its southern margin, and a large mass of less fractionated quartz monzonite south of the caldera. A negative Bouguer gravity anomaly is closely confined to the area of ex- posed granitic rocks; it also reflects boundaries of the Questa caldera. The gravity anomaly is interpreted as defining the extent of the underlying batholith, emplaced into lower parts of the volcanic sequence and underlying Precambrian rocks. Paleomagnetic determinations indicate that the granitic rocks were above Curie temperatures at the time of caldera formation and regional listric faulting, yet most are little different in radiometric age from the intensely deformed volcanic rocks. These relations indicate that the batholithic complex represents the source magma body for the volcanic rocks, into which the Questa caldera collapsed, and was largely liquid at the time of regional tectonic disruption. Compositions of the volcanic and plutonic phases changed from early calc-alkaline metaluminous rocks, to weakly peralkaline silicic rhyolite and equivalent afredsonite-acmite granite at the time of the caldera formation, then back to post- caldera calc-riebeckite granitic rocks. Maximum concentrations of alkalis and minor elements such as Rb, Th, U, Nb, Zr, and Y were reached at the time the caldera formed about 25-26 m.y. ago, but the major molybdenum mineralization of the Questa district took place when the late calc-alkaline granitic ring intrusions were emplaced about 23 m.y. ago, along the south margin of the caldera.

Federal regulations require the use of methane monitors on all mining machines. All machine-mounted methane monitors currently used in underground coal mines rely on catalytic heat of combustion sensors. As a comparison, although not currently approved for use on underground mining equipment, instruments with infrared sensors are evaluated in this study. Potential advantages of using infrared sensors include faster response time, long-term stability, and reduced maintenance needs. Tests conducted in the laboratory and at a full-scale model mine compare the performance of catalytic heat of combustion and infrared sensors operating under test conditions designed to simulate airflow conditions underground.

Edmonton South LRT is the latest expansion of the Subway system in Edmonton, Alberta, Canada: Consisting of twin 5.8m segmental lined tunnels, 280m long, driven by a Lovat EPB machine. The key challenges were as follows. A 6% downhill grade. Tight radius curves of 250m.Overlying structures within 3m of the tunnel. Strata consisting of sand above the water table, glacial tills and bed rock below the water table. Located within The University of Alberta Campus and adjacent to a hospital. Northern Alberta climate with winter temperatures routinely falling below—minus 30 degrees Celsius. This paper provides a case history and outlines the challenges involved in completing this project.

A dedicated tunnel construction version of the Caterpillar 328D LCR compact radius excavator is proving highly productive on the A9 Autoroute construction project near Visp, in Switzerland. It is the first machine of its kind to operate on a Swiss contract and uses a special dedicated front attachment designed and constructed by German Caterpillar dealer Zeppelin. The machine offers a powerful, stable and compact solution for tunneling contractors. A rear overhang of just 305 mm (12 in.) provides a tail swing radius of just 1.9 m (6.2 ft). The 328D LCR is ideal for the restricted working areas within a tunnel construction site. The machine is equipped with the wide tracks from the 330D L conventional crawler excavator, ensuring maximum stability when operating. In addition, the boom mounting has been moved further toward the center of the machine for the tunnel model, creating an increased lift capacity over the front end compared with a standard 325D L. The boom itself features a robust box section construction, with high-strength steels, additional supporting struts and reinforced bearings for maximum durability. All pins have hard-chromium plating for optimum protection against wear. Stick digging force is a powerful 134 kN, with up to 212 kN of bucket digging force available, for maximum penetration in blasted material. The 328D LCR is also equipped with a heavy-duty dozer blade as standard. This ensures outstanding stability when working and providing a useful secondary tool for clearing and leveling within the jobsite. Two 45° tilting mechanisms in the boom construction, allow the boom to be swung to 45° on either side of the machine. So the specially designed attachment linkage provides increased rollback for access to the roof of the tunnel. A Caterpillar CW45S mechanical quick-coupler allows rapid changes between specialist tunneling attachments, standard Caterpillar buckets and a range of Caterpillar work tools. The machine is powered by a Caterpillar C7 diesel engine. This six-cylinder EU Stage IIIA diesel motor [ ] offers 8 percent more power than its predecessor, with 140 kW (190 hp) available at just 1,800 rpm. Caterpillar?s ACERT combustion technology results in lower fuel consumption and reduced exhaust emissions. However, the tunnel machine is also equipped with a diesel particulate filter as standard, to further cut exhaust gases within the tunnel working. The 328D LCR is designed for use in transport tunnels of 6.8 m (22.3 ft) in height. With the tunneling boom in place, the machine has an operating weight of 42,540 kg (93,783 lbs), yet retains a transport height with the tunnel boom of just 3.9 m (12.8 ft). Transport width with 600 mm (23.6 in.) track shoes, is just 3.2 m (10.5 ft). On the A9 tunnel contract, the machine is being used by a consortium of Swiss and Austrian companies working for the canton of Valais? Routes Nationals Construction (RNC) department. The 31.8-km (19.7-mile) A9 Autoroute construction project will connect Sierre in the west and the town of Brig to the east. The tunnel that is bypassing the town of Visp is just one of a number along the mountainous route.

Changes and the pace of change in China’s coal industry have been extraordinary during the past several years. At least 35 of the 94 former coal bureaus have been restructured into different mining companies and groups. Some of the more productive and efficient ones were further strengthened through consolidation and expansions. And several have even formed, or are in the process of forming, strategic alliances with utility companies, railroads, ports and chemical companies to secure additional reserves and coal sales. In addition, the improvement in coal pricing during the past two years has enabled China’s coal industry to move ahead with some needed changes. Coal mining accidents, though, remain a major concern for the Chinese government. Accidents remain high even though the government has made efforts to shutdown more than 55,000 unlicensed, unsafe small coal operations throughout the country.

The El Sauzal gold-silver deposit is a high-sulfidation, epithermal precious-metals deposit hosted by an east-dipping sequence of dacitic and rhyolitic pyroclastic and debris-flow units of probable Oligocene age. Total gold production since startup in late 2004 is approximately 450,000 oz. of gold. Above the sulfide boundary gold is mainly disseminated as small grains interstitial to alunite, kaolinite and quartz. The majority of the ore is found in quartz-alunite-kaolinite altered rock that mantles tabular to irregular silicic cores of vuggy, residual quartz ±kaolinite ±dickite. Grade domains are modelled as subhorizontal to east and southeast-dipping. Higher-grade domains cut across alteration zones and also coincide with transitions from vuggy quartz to quartz-alunite-kaolinite. The highest grades are commonly found marginal to vuggy quartz in transitional, hematite-rich quartz-kaolinite and quartz-alunite-kaolinite rock.

Simulated weathering tests are used to estimate leachate quality of rocks containing varying concentrations of pyrite and carbonates at mines. This study reports the inter-laboratory results from the third phase of a three part effort to develop a standardized, reproducible simulated weathering test for coal mine overburden. Initial development in phases I and II included evaluation of different test apparatus, effects of particle size, gas composition, leaching frequency and other variables. Phases I and II results are reported by Brady et al (2004) and Hornberger et al (2004). In Phase III, a standard column leaching protocol was used by eight commercial, government and university labs to test five rocks of different lithology, pyrite and carbonate content. Ideally, a simulated weathering test should have three characteristics to be useful in mine drainage studies. These include the capability to produce repeatable results, accuracy in simulating field conditions, and a concise test protocol of weeks to a few months. Simulated weathering, or kinetic testing, produces an effluent that simulates mine drainage composition. This can be beneficial for predicting mine drainage quality in comparison to whole rock analyses. The effluent may be tested for the same water quality parameters as the drainage produced during mining, such as pH, acidity, alkalinity, sulfate, iron, manganese, aluminum or other parameters. If the physical, chemical, and biological conditions of the kinetic tests are representative of those found in the mine environment, leachate composition may be used to estimate the water quality parameter concentrations produced during mining. Hornberger and Brady (1998), and Geidel et al (2000), compiled comprehensive chapters on kinetic tests for mine drainage prediction. These sources included: (1) a chronology and synopsis of scientific literature on these kinetic tests as they have developed over approximately 50 years, (2) discussion of the influence of physical, chemical, and biological processes, and (3) general guidelines for test procedures, data interpretation, and recommendations for further research to develop standard methods. Most of the kinetic test methods in use today were substantially developed and applied more than 40 or 50 years ago, including leaching columns (Braley, 1949), humidity cells (Hanna and Brant, 1962), Soxhlet reactors (Pedro, 1961), and field scale tests (Glover and Kenyon, 1962). . The most commonly used kinetic tests for mine drainage prediction are leaching columns and humidity cells. While these kinetic test methods and others have been used in hundreds of mine drainage studies as shown in Hornberger and Brady (1998) and other references (e.g. Sorini, 1997), they have rarely been used in coal mine permitting by either regulatory agencies or the mining industry. The major impediment to routine use of kinetic test methods is the variation in the design and operation of these kinetic tests, and lack of a standardized, accepted (e.g. by EPA or ASTM) test method. Interpretation and data comparison from different studies can be difficult. METHODS Five rocks of varying lithology, mineralogy, carbonate and pyrite content were collected in bulk from Pennsylvanian age coal measures in Pennsylvania, West Virginia and Indiana. Mineralogical composition of the samples was characterized in detail by Hammerstrom et al (in press) using optical, X-ray diffraction, scanning electron microscopy and electron microprobe methods. Acid Base Accounting (Sobek et al 1978; Skousen et al, 1997, Kania, 1998) was performed on bulk samples for % total sulfur (%S) as a measure of pyrite and potential acid generation, and Neutralization Potential (NP) as an index of carbonate content. A modified NP test, following the procedure suggested by Skousen et al, 1997 was also conducted for four of the five samples. The modified NP test accounts for initial acid consumption, Fe oxidation, and subsequent Fe hydrolysis by the iron carbonate mineral siderite. Siderite, even though it is a carbonate gives zero net alkalinity. Lithologic, Acid Base Accounting and general mineral composition data for the five rocks are shown in table 1 (see Appendix). Whole rock elemental analysis for major and trace elements was conducted on a sub-sample of each rock type. One laboratory was contracted to mix, homogenize, and size the bulk samples and prepare sub-samples for all the participating labs. Splits were sent to eight labs, and each organization was provided a detailed set of instructions for column assembly and leaching procedure. The protocol was developed based on results from phases 1and 2 of this study. The principal features of the column assembly are: a specific composition of particle size by weight (table 2), weekly leaching cycles, and incubation under humidified air containing 10% CO2. Figure 1 shows the column construction. [ ] The particle size distribution of the crushed rock sample is largely an artifact of the crushing process, rather than a natural systems process like the particle size distribution of a soil or an unconsolidated sedimentary deposit. The standardized particle size distribution, shown in Table 2, promotes operational consistency of the weathering test procedure, and provides better control over reaction kinetics. Large amounts of fine particles within specific zones of the leaching columns have been found to impede uniform fluid flow and/or gas flow (Hornberger and Brady, 1998). Regarding reaction kinetics, the importance of surface area to volume ratios has been described in a previous phase of this study (Brady et al., 2004), and significant differences in crushed particle size distributions and effective surface areas were found among the lithologic units. To gather additional field data from the western United States, researchers from the National Institute for Occupational Safety and Health (NIOSH) installed an array of field instrumentation at a longwall coal mine in Central Utah. The purpose of this field site was to monitor ground movement and changes in pressure during mining where conditions include massive, stiff overburden and relatively deep cover. To accomplish this, field instrumentation was installed in the two-entry gate road between the fifth and sixth longwall panel in the current mining district.

A packed column (or static tube) flotation system is an innovative technology which utilizes a controlled dispersion reagent scheme and a new machine. The unique aspect of the machine is its packed-bed design permitting an unlimited froth bed height with countercurrent water washing for effective processing of fine particles. In operation, the conditioned ore slurry is fed into the middle section of the column where separation processes begin. Air, introduced at the bottom of the packed column, contacts the hydrophobic particles and floats them off continuously as the feed is added, while the gangue sinks to the base of the column. The system functions efficiently because intimate particle-bubble contact is achieved by the packing design which has no moving parts and requires no ancillary air-bubble generator. Other attractive features of the packed column flotation include high throughput, low power requirements, and simple control. Results from laboratory and pilot plant tests of this system show remarkable improvements over current industrial practices on a wide variety of ores and coals.

To promote the safety and health of U.S. mineworkers, researchers with the National Institute for Occupational Safety and Health (NIOSH) are currently involved in gathering additional field data from the nation’s underground coal mines. The purpose of this field study was to monitor ground movement and changes in pressure during mining where conditions include a thick parting in the coal seam. To accomplish this, three arrays of field instrumentation were installed in the wraparound bleeder of a room-and-pillar panel at the Maple Eagle mine located in southern West Virginia. Borehole pressure cells (BPCs) were used to monitor the change in pressure in pillars located adjacent to the gob. Roof extensometers were installed to measure roof sag at various horizons in the immediate roof, while rib extensometers were installed to measure displacement of the in-seam parting as mining progressed. Additionally, visual observations and manual measurements were taken during subsequent site visits. The repeatability of results, important from a scientific perspective, was accomplished by successfully obtaining field measurements from two nearly identical instrumentation sites. The data collected indicated that the front abutment extent at the edge of the panel was approximately 200 ft, corresponding to a distance of 9– 10 times the square root of the depth. Yielding of the slabbed pillar began when the pillar line was approximately 290 ft outby the instrumentation sites. This was followed by load shedding onto the abutments and the measurement of small amounts of roof sag in the No. 1 entry. Instrumentation data, as presented in this paper, can be used to better understand stress redistribution, pillar performance, and roof/rib displacements. Additionally, this data is suitable for assisting in the calibration of numerical models. Insight gained from applying these models can be used to make better engineering-based judgments for conditions that could potentially be encountered in the future.

If the particles produced and transported in your plant are as chunky as rough crushed coal or as fine as cement, there are probably several conveying and elevating systems suitable for your operation. The problem is deciding which is most suitable in terms of space, energy cost, allowable product degradation, productivity, and angle of movement. Each conveying and elevating method should be fit to the products it can handle successfully, to desirable economics, and to suitability for the overall operating scheme. Matching along these lines will result in selection guides that should be useful for many years, although design evolution is expected for the materials handling equipment involved. There are several common bulk material handling devices for moving solids: belt conveyors, screw conveyors, bucket elevators, chain conveyors, and en-masse conveyors/ elevators. En-masse conveyor/elevator equipment is commonly compared and contrasted with the other devices. These comparisons often involve en-masse versus all others. En-masse has developed into a versatile technique because the machines can move materials horizontally, vertically, or in closed circuit. Such machines unload, elevate, store, reclaim, and distribute materials-all without ancillary equipment except for chutes and gates. Bulk material can be carried, as with a belt conveyor or bucket elevator; pushed, as with a flight or screw conveyor; bumped, as with a vibrating conveyor; blown, as with a pneumatic conveyor; fluidized, as with a dense phase pneumatic conveyor; or by applying internal forces to it to induce "en-masse" flow. Conveying en-masse is analogous to the flow of a fluid in an open channel, and elevating en-masse is analogous to the flow of fluid in a pipe. In the case of a fluid, flow is caused by a differential in pressure. With en-masse movement, flow results from resistance to shear induced by the movement of chain and flights.

Carbonaceous material (CM) from ores of varying preg-robbing activity from Barrick Goldstrike Mines Inc. (BGMI), Nevada, was characterized in terms of its functional group content, hydrocarbon content, elemental composition, and humic acid content. FT-IR analyses showed neither the presence of hydrocarbons nor of carboxylic, phenolic, or sulfhydrol functionalities. FT-IR bands present included C=C stretching in aromatic rings and C-O-C stretching, indicating presence of oxygen as ether linkages in the carbon matrix. Calculated atomic oxygen to carbon (O/C) ratios did not reveal a trend between maturity of CM and preg-robbing behavior, possibly due to low resolution of electron microprobe analysis. However, the atomic O/C ratios agree with other chemical analysis, indicating that the organic carbon is very mature, similar to or higher in grade than anthracite coal.
