After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall

BART Facilities Standards (BFS) Structural Criteria is a living document that governs planning, design, and construction of all BART projects. Since its development, the document undergoes incremental changes and updates to reflect policy changes, changes in local, State, or national design codes and guidelines, advancements in engineering and technology, or based on the performance of past built infrastructure. In 2020, the BFS-Structural Criteria underwent a comprehensive update and was released with BFS version 3.2. This paper summarizes the updates to the Tunnels and Underground Structures Section of the Structural Criteria, and provides insights to the basis and logic of the requirements.

Dragados USA is constructing the LA Effluent Outfall Tunnel, a 7-mile, 18 ft internal diameter effluent discharge tunnel, utilizing a 21.6 ft (6.585 m) Herrenknecht Mixshield TBM. This paper highlights the means and methods used for TBM launch from a 55 ft diameter shaft excavated in wet with diaphragm wall support of excavation. This included SEM excavation of jet grout blocks for starter and tail tunnels, temporary concrete structures and steel installations, TBM sealing system, umbilical management for TBM hydraulic, electric and bentonite circuits as well as complex segment delivery logistics. The many launching challenges were overcome thanks to the innovative approaches from the project team.

Constructed by stonemasons over 120 years ago, a portion of the Trout Brook Storm Sewer Interceptor (TBI) owned and operated by the Capitol Region Watershed District in Saint Paul, Minnesota, needed rehabilitation. A routine inspection of the 10-foot limestone block tunnel revealed degraded and missing mortar between the blocks, allowing significant infiltration and soil migration through the tunnel joints. Conditions, including damaged and missing blocks, were considerably worse in a 250-foot-long segment beneath a busy mainline railroad corridor. Barr’s solution included tuck-pointing to repair the mortar joints, shotcrete overlay, and construction of a hybrid cast-in-place/shotcrete “tunnel within a tunnel” to support the mainline railroad loads.

INTRODUCTION Zortman Mining Inc. is a wholly owned subsidiary of Pegasus Gold Corporation of Spokane, Washington. Pegasus has been producing gold and silver from the Zortman and Landusky mines since 1979. The Zortman and Landusky mines are two distinct open pit mines located approximately 6 kilometers apart in the Little Rockies Mining District of north central Montana. The two mines use large-tonnage, low- grade heap leaching techniques to efficiently process the gold and silver ore. PROJECT DESCRIPTION The Little Rockies rise abruptly 914 metres from the surrounding plains to about 1829 metres above sea level. The topography is quite steep, making efficient leach pad construction a major challenge. The climate is semi-arid with moderate summers and occasionally severe winters. Freezing temperatures usually arrive in late October or early November, influencing the effectiveness of leaching operations. GEOLOGY AND MINERALOGY The geology of the Little Rocky Mountains consists of steeply dipping sedimentary ridges forming an elliptical dome surrounding a core of intruding syenite porphyry. Within the syenite porphyry are well fractured and mineralized shear zones where the existing reserves and open pits are located. The ore is presently divided into oxidized, mixed, and sulfide. Only the oxides and mixed zones that are of ore grade are placed on the leach pads. The syenite porphyry host rock enables effective leaching of gold and silver to depths of 61 metres, having a major impact on leach pad construction costs. MINING All mining since 1979 has been by contractor. This enabled initial mining to commence without capital investment in equipment. Through competitive negotiations, Pegasus has been able to keep contract mining costs at levels very close to what would be experienced if Pegasus had purchased equipment initially. Contracts are negotiated yearly and are based on a unit price and haul distance for ore and waste. Haul distances have ranged from as little as 457 metres to as much as 3,050 metres. At present, Pegasus is developing a 27,000,000-tonne leach pad at the Landusky project that is adjacent to the minine area. This design feature will reduce the mining cost by 20 percent over the life of the mine. In 1987, over 5,900,000 tonnes of ore and 3,200,000 tonnes of waste will be mined at the Landusky project. Through 1986, 13,763,000 tonnes of ore have been mined at a waste-to-ore strip ratio of 0.60:l at the Zortman project, and 13,005,000 tonnes of ore at a waste-to-ore strip ratio of 0.79:l have been mined at the Landusky project. Current mining reserves are 32,769,000 tonnes of ore at a waste- to-ore strip ratio of 0.59:l. Through efficiencies of large-scale heap leaching, Pegasus has been able to lower the mining cutoff from 0.34 grams per tonne gold to 0.27 grams per tonne gold. This has reduced the mining cost per tonne of ore h percent through a reduction in strip ratio of 14 percent. Beginning in 1984, all pits were designed based on computer-generated "floating cone" pits. The geologic models were developed by Pegasus staff with a series of economic models evaluated. The resulting computer-generated pits were used as a guideline in designing the mine plans, including haul roads for final calculation of tons and grade. Input to the floating cone models consisted of mining cost, processing cost, cutoff grade (0.34 grams gold per tonne), recovery (67 percent) and gold price. Due to the gold being deposited primarily on the fractures of the syenite host rock, no crushing of ore is needed prior to leaching. This characteristic of the ore is a key in being able to profitably mine and process gold ore at an average grade of 0.69 grams of gold per tonne. Strict blasting control is also a key in success of the leaching operation. A system of splitting ore and waste in blast patterns has been devised to reduce dilution. This paper will cover the problems confronting an owner when planning and estimating the cost of a proposed tunnel. Three factors are known: the length, size and the time allocated for the completion of the work. In general the difficulties encountered when driving a tunnel in California are the greatest at the lower elevations and in the Coast Range and are minimal in the Sierra Nevada mountains particularly in granitic formation. The writer will discuss the experience gained from observing the driving of about 120 miles of tunnel in California as well as the repairs of some tunnels. SIZE OF TUNNELS It is known that a small tunnel may be more costly to drive than one of somewhat larger dimensions. This fact was found to be true when a tunnel about 4,000 feet long was constructed to eliminate 7 miles of canal. The formation was lava so it was anticipated the ground would be self supporting because of the small bore. Actually the tunnel required support for most of its length and working conditions were poor. It became apparent that a larger size could have been driven at no additional cost and probably in less time. Capstone Copper’s Pinto Valley Mine faced challenges in recovering rock and ore on final walls because of geotechnical constraints that require restrictions on methods for loading blastholes adjacent to the pit boundaries to preserve wall stability. The operation had been using the same drill and blast designs for years. With changing geology, such as harder rock, as mining progressed, material was being left unmined in final walls because of poor breakage. The amount of unrecovered, unprocessed ore was estimated at approximately 380,000 tons a year generated from an average of 60 final wall blasts performed annually. The engineering team from Capstone and Dyno Nobel engaged to minimize the amount of material left on the final pit walls. This paper presents how we collected data, reviewed design standards, and found opportunities to improve ore recovery from pit final walls without increasing drilling and blasting costs. The results collected from implementing the new design on two benches showed the potential for extra revenue of approximately $3.6 million generated annually from reducing final wall unrecoverable underbreak by nearly 71% on the mine’s highwalls.

"As underground mining continues to operate at deeper depths and in more complex multiple seam mining geometries there has been an increased demand for higher design standards in ground control safety and stability within the mining industry. For the past 20 years, NIOSH has developed and validated a number of software tools to aid in the development of safer mining environments with respect to improved roof support performance, pillar stability in longwall and room and pillar mines, formation characterization, the prediction of roof conditions, etc. These tools are available, free of charge, to the mining industry as stand-alone software packages. As cloud computing gains momentum, there is a definite need to develop internet based applications for mine design that would be easily accessible to any user at any time, including underground where permitted. This paper introduces a new web-based product which will allow for faster and easier access to existing ground control designs, on-the-fly calculations in the field as needed, and instant online collaboration between operations personnel and planning engineers. It is expected that the industry will rapidly embrace this product and, as it is common with all new innovative technologies, it will be a new paradigm for mining engineering computer applications. INTRODUCTION Since its release to the public in the late 1980's, the World Wide Web has drastically changed from a collection of static HTML web pages to a dynamic vehicle driving e-commerce, collaborative working relationships, and the mass distribution of information and media (Offutt, 2002). Recent developments in Internet capabilities, such as Cloud Computing and Software as a Service, have begun a migration away from desktop-based software in adoption of the web application (Hayes, 2008). Web applications, or web apps, are designed on the client-server architecture paradigm in which the client, or user, can interact with an application through web browsers without disrupting or installing software on potentially thousands of client computers (Nations, 2015). Currently, web-based software applications are being utilized in all business sectors and markets from commerce, finance, media, and even engineering. In fact, the Alabama Department of Transportation has developed a web-based geotechnical geographical information system (GeoGIS) for the management of and access to geotechnical and subsurface data for transportation projects across the state (Graettinger, et al., 2001). Similarly, Dyno Noble has developed a service application for explosive engineers. The Explosives Engineers' Guide application equips users with a full range of product information as well as on-demand blasting calculations for powder factor, airblast prediction, ground vibration, etc. Through the incorporation of a web server, one is able to utilize the functionality of the desktop-based software through a web browser located on any personal computer, tablet, or Smartphone (Vaughan-Nichols, 2002)."

Crushers are designed and manufactured to survive the severe duty of mining environments worldwide. Under these conditions the crusher performance and availability is one of the critical factors in the mine?s production and profitability. Traditionally the development of these machines tends to be experience-based, incremental improvements in design due to challenges of different applications, duty, or manufacturing. In order to better serve the mining industry a new approach was taken to the design of primary crushers. This approach was to focus on safety and maintenance activities. The result of this effort is a new generation of gyratory crushers that can be serviced from above. Using the features of this new generation of crushers to their fullest extent crushing installations have improved safety, reduced design and construction costs, and lowered maintenance requirements. This presentation explores the benefits of two crusher installations utilizing top service crushers.

Pebble phosphate deposits of Florida have been established from south of Hardee County to north of the Georgia state line or a distance of over 200 miles and mining has been carried out in an ever-increasing scale since 1885. Deposits that can be mined on the economical standards of today, however, are confined in a roughly circular area about 30 miles in diameter, generally within Polk and Hillsborough Counties, in the central part of the State. The phosphate deposit, which is in the Bone Valley formation of the Pliocene age, is covered by Pleistocene terrace deposits of unconsolidated quartz sand. The matrix is composed of approximately 1/3 clay slimes, 1/3 silica sand and 1/3 phosphate pebbles. The phosphate occurs usually as rounded pebbles, ranging in size from about 1 inch down to approximately 400 mesh. The phosphate may vary from well- defined hard pebbles to soft weathered rock. The color and character of the phosphate will range from smooth buff pebbles to black and white or "salt and pepper rock." The screen size distribution varies considerably between locations and the recoverable phosphate varies may extend down to the 400 mesh size in some areas, while in others the phosphate may cut off sharply at about 35 mesh.

"Construction projects involve a great many risks. The risk that material prices will increase during construction or that the work under construction will be destroyed by fire, storm or some other act of God are just a few examples. In tunneling or other underground projects, one of the most significant risks is that the subsurface conditions encountered during construction will differ from what is expected. Each of these risks must be accounted for, managed and, ultimately, the duty of one party or the other to bear. The primary tool used to allocate the risks among the parties is the construction contract.How construction contracts allocate the risk that subsurface conditions will differ have changed substantially over the past century. Today, construction contracts typically allocate the risk through a series of provisions. The first is the differing site condition or changed condition clause. That clause, when included, typically provides that the owner bears the risk that the subsurface conditions will differ from what is indicated in the contract documents or what is reasonably expected. The second clause is one that provides that the contractor must conduct a reasonable site investigation and bear the risk of any conditions that such an investigation would reveal. The third provision includes disclaimers that are often included in geotechnical data provided by the owner (or the owner’s engineer) to the contractor which attempts to limit the information on which the contractor can rely. Because these risk-allocating devices seem to be somewhat conflicting, a brief discussion of each provides critical insight in understanding how the modern construction contract allocates the risk of differing site conditions.At the start of the 20th century, construction contracts looked substantially different than they do today. For example, one contract for the construction of a public water tunnel in Chicago, IL, drafted around 1895 contained the following clause:The contractor must take the work entirely at his own risk. No extra allowance will be made for quicksand, hardpan or boulders."

"In oil fields that have been depleted with conventional surface oil wells but still contain significant reserves, an extraction alternative that has been constructed recently consists of a drilling gallery below the oil-bearing formation at the bottom of a 1,200-ft deep shaft where upward sloping wells are being drilled to allow oil collection by gravity. The gallery is 92-ft diameter with a flat ceiling supported by rock bolts and shotcrete structurally connected to the shaft liner, which doubles as a large tension support element. A special excavation sequence was implemented for the gallery to maximize arching in the stress above the large diameter gallery. The gallery was located in competent sandstone, constructed with sequential excavation methods, and designed with a 3D finite element model. Special consideration was given to optimizing the gallery location to take advantage of the geology for construction and support while giving good positioning to the well drilling equipment. BACKGROUND Brierley Associates was contracted to provide both design and construction management services for an approximately 1,165-ft deep, 18-ft excavated diameter vertical shaft that opens to a 92-ft diameter flat roof gallery. The geotechnical data for the site was based on information available from literature and from data obtained during core drilling and from in-situ testing in a 1250-ft deep borehole. Wire line coring was conducted using a HQ, 10-ft long core barrel with a mud-rotary drilling method through sedimentary bedrock. The geometry of the shaft and the bottom gallery is shown in Figure 1(a). GEOLOGIC SETTING AND STRUCTURAL GEOLOGY The stratigraphy at the site includes a series of interbedded marine limestone, shale, claystone, siltstone, sandstone, and chert units. Limestone and shale are the predominant lithologies in the upper approximately 675 ft, while the lower portion contains five distinct sandstone units and more abundant shale, claystone, siltstone, and coal than the upper zone. A cherty sandstone at a depth of 1,130 below ground surface (bgs) was encountered. At a depth of about 1,000 ft to 1,116 ft bgs, a non-marine sandstone unit was encountered. This sandstone is the hydrocarbon bearing layer. Joints and fractures observed in the limestone had dips ranging from 0 to 90 deg. from horizontal with joint and fracture surfaces that ranged from planar to irregular and smooth to rough. Several, near vertical shear planes with slickensides were observed with surfaces that were generally smooth and planar. RQD values for the limestone ranged from 0 to 100 percent but in general were good to excellent."

This study summarizes the ventilation requirements for the highly mechanized PT. Freeport Indonesia's underground mine operation in Irian Jaya, Indonesia. The deep ore zone (DOZ) is a coppergold deposit that is being developed underneath the current intermediate ore zone (IOZ) mine. One of the company's current plans is to prepare this mine for a steady ore flow of 25 kt/d (27,500 stpd) by 2003. This study includes the estimation of airflow requirements for various mining activities, the design of major intakes and returns, the determination of airway resistances and specifications of fan duties. It also includes the results of air pressure/quantity measurements in existing airways and the standards stated by the current Indonesian mining law.

Rheinbraun AG, Germany, is the management company of the mining and raw materials division of RWE AG. Rheinbraun's core business and major functional area is opencast lignite mining in the Rhineland. The characteristic feature of opencast mining is continuous operation using bucket-wheel excavators, belt conveyors, and spreaders. The report gives a survey of the conveyor systems used. In addition to the general performance data of these belt conveyors, this report will deal in particular with major components, such as drive stations and individual mechanical components (e.g., conveyor belts, pulleys, gears, couplings, brakes, scrapers), as well as monitoring systems. Finally, an assessment of the conveyor systems, together with future developments, will be given.

The past year has been difficult for Canada's primary industries. The mining, oil and forestry industries have been hit by low prices and a reduced demand for natural resources. Foreign competition, militant environmentalists, the breakdown of the Asian and European economies and Canada's shrinking dollar have all put additional pressures on the commodity purchaser to buy smarter. It is easy to appreciate why operations and maintenance supervisors want the best performing product. It makes good sense. The challenge is to source that quality product while staying within the budget. The bottom line (price), however, often becomes the control- ling factor, usually at the expense of quality and performance. This is short-term thinking, often with expensive consequences.

Sulfuric acid mist is an undesired by-product of the copper electrowinning process, caused by oxygen evolution at the anode which entrains droplets of the acidic copper electrolyte solution. As the oxygen moves to the surface of the cell, these droplets become aerosolized resulting in acid mist. The addition of chemical anti-misting agents to the copper electrolyte is a common mitigation technique. This paper details Syensqo’s laboratory development of a new environmentally friendly acid mist suppressant, ACORGA® EW98. The product exhibits excellent acid mist suppression and it is fully compatible with the adjacent solvent extraction process. Lab and pilot test results are reviewed ahead of future planned industrial trial testing.

The Mina Santa Rosa mine in Panama was the victim of a mine closure 24 years ago that left the community in dire straits. The mine showed the potential resources of greater than 1M ounces of gold and 4.5M ounces of silver. Veragold Mining Company decided to reopen the mine and address all the issues that were involved in the startup of an historic mine. This paper provides methods to restore the community trust, provide a transparent process, and develop an environmentally sound flowsheet. Immense scrutiny surrounded the Tailings Storage Facility, and the company developed a plan focused on paste thickening and surface stacking to eliminate the need for a conventional tailings’ facility. Paste thickener principles and benefits are also provided.
