The U.S. Bureau of Mines has completed a laboratory evaluation of exhaust emissions from a diesel engine using an oxygenated diesel fuel. The fuels tested were soy methyl esters in a neat (100%) form and low sulfur, petroleum number 2 diesel fuel (D2). The engine tested was a Caterpillar 3304, indirect injection, naturally aspirated, 75 kW, diesel engine that is typical of engines used in underground mining applications. The objective was to determine the extent to which oxygenated fuels, such as methyl esters, reduce diesel particulate matter (DPM), and their influence on upon gaseous emissions such as total hydrocarbons, CO, NOx, NO2, formaldehyde, and other exhaust emissions. Heavy- and light-duty transient tests were used to simulate load cycles typical of mine applications. The soy methyl ester fuel produced greater amounts of volatile DPM (organic material) but much less nonvolatile DPM (carbon soot) for overall DPM reductions. A diesel oxidation catalyst (DOC) typical of the type commonly used in metal and nonmetal mines was tested with both fuels. The DOC further reduced the volatile and total DPM when used with the soy methyl esters, but increased the total DPM for D2 due to sulfate formation. The soy methyl ester fuel reduced CO and hydrocarbon, and NOx emissions. The DOC further reduced CO and hydrocarbon emissions.

The U.S. Bureau of Mines investigated column bioleaching as a means of recovering manganese from a domestic low-grade oxide ore. Manganese was solubilized from the ore using indigenous heterotrophic microorganisms and molasses as the nutrient source. The effects of medium flow rate, molasses concentration, and frequency of medium replacement on the rate of manganese extraction were examined. Results showed that flow rates between 0.4 and 8.1 L/min/m2 had little impact on manganese extraction, while an increase in the total amount of molasses applied during leaching directly affected the extent and rate of manganese extraction. Manganese extractions of more than 90% were achieved in 12 weeks of bioleaching in column tests using 500 g charges of ore. Sugar utilization by the microorganisms and formation of organic acid metabolites were monitored by high performance liquid chromatography (HPLC). Two methods were evaluated to recover manganese from the sugar- depleted bioleaching medium: (1) adsorption onto weak cation exchange resin, followed by stripping and precipitation techniques; and (2) direct precipitation of the manganese as MnCO, using ammonium carbonate. Both recovery methods removed at least 95% of the solubilized manganese from the medium as a carbonate salt. The stripped molasses medium was replenished with fresh molasses and recycled back through the bioleach column, successfully leaching more manganese.

With the exception of reports on commercial deposits of kaolin, fuller's earth, and other specialty type clays, there is little published information on the extent, properties, and potential uses of the clay resources of Florida. Recent studies by the Florida Bureau of Geology in cooperation with the University of Florida and the U.S. Bureau of Mines have proven the existence of two extensive Miocene clay deposits, one in peninsular Pinellas County and the other in southeastern Charlotte County. Drilling and subsequent testing of the clays from these deposits indicate their potential for economic development. Both deposits consist of montmorillonite type clays, have an average thickness of 25 to 35 feet, and are overlain by unconsolidated Pleistocene sediments. Preliminary firing tests indicate that the clays from Pinellas County are a potential raw material for lightweight aggregate production. The clay has good bloating characteristics across an acceptable temperature range with a resultant aggregate density of less than 1.00 specific gravity. The clays from Charlotte County have poorer natural bloating characteristics but might well be used after treatment or with additives. The economic potential and locations of both deposits emphasize the need for locating similar clay resources in the state that might have economic potential so that land use planning and subsequent urbanization will not prohibit their development.

This paper describes a graphical mini computer system called MPASS 2 (Mine Performance Analysis/Simulation) which has been designed to conduct analysis of underground room-and-pillar mining operations using both conventional and continuous mining methods. Dynamic, graphic displays of mine face machine activities are presented on the CRT screen to provide extensive visibility into underground mining activities. MPASS 2 consists of: an interactive inputting system that graphically creates a room-and-pillar mine and describes the mine when production is initiated; a time-step simulator that produces statistical summaries of shift activities and uses CRT screen graphics for accelerated-time display of machine activities and delays; a statistical analysis subsystem for analyzing mine performance data; an industrial engineering system that permits users to enter actual machine activity statistics and replay mine operations on the CRT screen; and a data management system to store historical performance information on mine characteristics and operations. MPASS 2 operates on a Hewlett-Packard 9845B mini computer with 450 K bytes of extended memory, and is written in H-P BASIC. It has been installed at Freeman-United Coal Mining Company in West Frankfort, Illinois and at the U. S. Department of Energy Pittsburgh Mining Technology Center. Applications include production system simulation, industrial engineering analysis, production scheduling, new equipment evaluations, and training.

The benefits of historic mining to this country have been many, but have come at a cost to the environment that has only begun to be understood over the past twenty years. While estimates vary, it is generally recognized that there are over 200,000 inactive and abandoned hardrock mines, with most of them located in the western U.S. Only a fraction of them are believed to be sources of metal releases with significant adverse environmental effects to the watersheds and receiving streams. State water-quality and natural resource management agencies have noted that hundreds of miles of streams are metal-impacted, and the aggregate effects of these sites within watersheds and drainage basins is poorly understood. Resources for the environmental assessment of abandoned mine land (AML) sites and watersheds have been and continue to be limited. Few hardrock mining states receive substantial reclamation funds under the (coal) Surface Mining Control and Reclamation Act. EPA Region VIII (EPA8) has an estimated 90,000 abandoned mining, milling and smelter sites, mainly in Colorado, Montana, South Dakota, Utah and Wyoming. An estimated 13,000 of the sites may have metal releases causing Clean Water Act and CERCLA non-compliance. Results of inventories by states and federal land managing agencies, indicate it is plausible that only 3,000-4,000 of these sites may be causing significant environmental degradation.

INTRODUCTION In both the United States and Canada, a company making a public offering of securities must comply with regulations which have been promulgated by Federal and/or Provincial Legislatures. This paper focuses on the regulations pertaining to reserve reports required by the United States Securities and Exchange Commission (SEC). SEC RESERVE FILINGS Reserve reports made to the United States Securities and Exchange Commission are the only reserve reports which are directly regulated by the United States government. The requirements for SEC reserve reports are set forth in the filing forms as shown in Appendix A, from Item 17A of SEC Form S-18. These reporting requirements, which are intended to protect the investing public from inaccurate or misleading claims, are primarily oriented to S-1 or other filings for new stock issues but must also be followed for annual 10K reports which must be filed annually by U.S. public corporations as part of the Corporate Annual Report. These undertakings require independent audits of reserves, mine designs, plant facilities and a general economic evaluation of the planned or existing operation as part of the backup documents for filing. An ore reserve is defined by the SEC as "That part of a mineral deposit which could be economically and legally extracted or produced at the time of the reserve determination". With the end of active copper mining in 1983, the extensive underground mine workings and the Berkeley Pit, one of the largest open-pit mines in the United States, began to flood. Daily in- flow to the pit is about five million gallons per day, with the water level rising at a rate of 30 feet per year. To support the remedial investigation and feasibility study, a six-layer, three-dimensional MODFLOW-based ground water flow model was constructed to simulate the 9,100-acre site. The vertical domain of the model extended over 1,060 feet of elevation difference and consisted of a finite difference grid of 89 rows by 54 columns. All work was PC- based. Model boundaries were assigned to correspond to natural hydrologic features such as geologic contacts, faults, and surface water features. The fully calibrated model was approved by the State of Montana and the U.S. Environmental Protection Agency (EPA) for use in the site remediation. The computer model was used to determine ground water flow velocities and contaminant travel times within the alluvial sediments adjacent to the Berkeley Pit. The purpose of the model was to predict future alluvial ground water flow directions should acid- and heavy metal-laden flood waters filling the Berkeley Pit rise up and enter the Alluvial Aquifer.

Mobile excavation equipment operators at surface mines generally have the highest exposure to airborne respirable silica dust. Operator cabs on newer equipment are usually enclosed and equipped with heating and air conditioning systems. Many newer cabs are also equipped with air filtration systems. However, some newer cabs and many older cabs have either inefficient or no air filtration systems. The U. S. surface mining industry is still populated with older equipment and many of these have cabs that provide little or no respirable silica dust protection. Collaborative field studies were conducted as part of a partnership involving NIOSH, Clean Air Filter®, Red Dot, MSHA, and several mine operators to demonstrate that effective dust protection can be provided by these cabs at a nominal cost to mine operators. This effort encompassed adding an external make-up air fan and filter system to a retrofitted roof-mounted heating and air conditioning system in three older equipment cabs, and attempting to seal the cab enclosures to achieve interior cab pressurization. Abetter than 90 percent dust reduction was measured inside two of the three enclosed equipment cabs. It was possible to achieve positive cab pressurization inside these two cabs. A less significant dust reduction was measured inside the third cab, where positive pressurization was not achieved. These field studies demonstrate the key elements needed to improve enclosed cab dust protection in a cost-effective manner.

Modern tunnel boring machines are subject to excessive cutter wear and bearing failures when used in hard and abrasive rock. In very hard rock, the high cost of cutter and bearing replacement, combined with slower excavation progress, make it more economical to drive tunnels by conventional drill and blast methods. The use of high pressure water jets to break rock provides a promising alternative. Experimental data indicate that the specific energy (the energy expended per unit volume of rock broken) decreases as the water jet pressure increases. Continuous jets are generally limited to pressures below 100,000 psi, whereas pulsed jets from a water cannon can attain much higher pressures. Therefore, the Federal Railroad Administration of the U. S. Department of Transportation has sponsored the design (Ref. 1 & 2) and the fabrication and testing (Ref. 3 & 4) of a water cannon to determine its effectiveness in rock disintegration at very high pressures. This paper reports the results of laboratory tests with pulsed jets against large rock samples at pressures of 125,000 to 650,000 psi and field tests against dolomitic limestone and granitic gneiss at pressures near 450,000 psi. Although initial tests were made with a small nozzle, operating at off-design conditions (Ref. 4), this paper only covers results with the full-size nozzle, including 55 laboratory test shots and 67 field test shots.

Two methods used to measure the exposure of mine workers to diesel exhaust particulate were compared. One method was developed by the U.S. Bureau of Mines and the University of Minnesota's Particle Technology Laboratory. The method which was originally developed for use in coal mines is a size selective sampling technique. The other method uses an “ashing" approach to assess the exposure to diesel particulate. This second method is based on the principles of sampling according to the ACGIH respirable dust sampling criteria and the use of a silver membrane filter as collection substrate. Because a silver membrane filter is used, both respirable combustible dust (diesel particulate) and respirable silica can be measured from one sample. The comparison study took place in a Canadian lead-zinc mine during tests which were primarily designed to evaluate the gaseous and particulate emissions characteristics of new diesel engine technology. The study has shown that under the test conditions encountered, some differences were observed between the results as obtained by the two methods. These differences seem to depend on the characteristics of the respirable dust found in the work- place, i.e., size and composition. The impact, on sampling and analysis of diesel particulate, of the proposed guideline (ACGIH) for a TLV® of 0.15 mq/m3 is discussed briefly.

Cortez Gold Mines is located about 75 miles southwest of Elko, NV. Activity in the mining district dates from 1862. The current operation developed from a 1963 joint venture of Webb Resources, The Bunker Hill Company, Vernon F. Taylor, Jr., and American Exploration & Mining Co. Three years later, the USGS discovered gold on the property following a regional geochemical survey. Drilling in 1966 and 1967 identified 3.4 million st of oxide ore grading 0.28 oz Au/st, and a 1700 st/day countercurrent decantation mill was commissioned in 1969. Heap leaching started in 1971 on low grade ore and continues to the present. The mill was shut down in 1976 following exhaustion of known oxide reserves. Mobile equipment was sold and the proceeds committed to local exploration. In 1980, a new plan of operations was developed starting with existing low grade and newly discovered mill ore. The mill resumed operations in 1981 and has been operating to date. A series of metallurgical innovations, culminating in the commissioning of a new fluid bed roaster in the summer of 1990, has enabled treatment of a series of increasingly refractory ores. Current partners in the venture are Kennecott Corporation, Vernon F. Taylor, Jr., and Placer Dome U.S. Inc., manager of the operation. Idaho Mining Corp. holds a 7.5% carried interest.

Rogers Group, Inc., is the nation's largest privately held aggregates producer (primarily producing crushed limestone and secondarily sand & gravel) and a major regional asphalt paving construction contractor. The company also has interests in building supplies and coal. Facilities are concentrated in five states in the central U.S. (Ohio, Indiana, Kentucky, Tennessee, and Alabama), with an additional location in Southwestern Virginia. At the request of its then CEO and with support from the company's ownership, Rogers embarked on a strategic planning program in late 1986 by retaining an outside management consulting firm. The ultimate goal of this program was to develop a self-sustaining strategic planning process to inject a strategic dimension into every manager's business thinking and to improve company performance. Since then, Rogers has internalized the outside consultants' strategic planning framework --initially, using it wholesale, and later, greatly streamlining and tailoring both the planning process and product to meet the specific needs of the company. Implementation of strategies developed from strategic planning has resulted in significant improvements throughout the organization. The latest product of the strategic planning effort is a company-wide (or, "corporate") strategic plan that carries the theme of "Market Leadership through Excellence". This paper provides a case study of successful corporate strategic planning by examining the evolution of strategic planning at Rogers and by summarizing the key elements of a sound planning process and product.

A large portion of the public lands in the United States is managed by the U.S. Department of the Interior, Bureau of Land Management (BLM). Public lands administered by the BLM comprise about 39 per cent (270 million acres) of the entire Federal surface estate or about 1/8 of the surface of the United States. Most of this land, located in the 11 Western States, including Alaska, is available for mineral exploration and development. The BLM is a multiple-use land management agency responsible for the balanced management of the public lands and their resources. The BLM's task is to ensure the balanced and sustainable development of the public lands and resources. This task translates into the management of people and their use of the public resources. As a result, the BLM manages a diverse group of programs including recreation, range lands, timber lands, fish and wildlife habitat, watershed, wilderness, scientific, cultural, and historic properties, and most importantly for this paper, energy and mineral resources. The BLM has developed several new policies with respect to mining, including policies on inspection and enforcement, financial guarantees for reclamation, and the use of cyanide. The goal of these policies is to demonstrate to the American public that mineral exploration and development can be an integral part of sustainable development on public lands in an environmentally sound manner.

As the gold mining industry matured through the 1980' s, and into the 1990's, the development of refractory gold orebodies has become more prevalent. Newmont Mining Corporation developed and commercialized flash chlorination for the treatment of carbonaceous preg robbing ores; Homestake Mining Company developed and commercialized the industry's first application of autoclaves. Barrick installed the world's largest autoclaves on whole ore treatment a few years later. Dry grinding and roasting followed at Placer Dome's Cortez, Freeport -Independence and Newmont's Carlin operations. Today, numerous papers are presented on research efforts worldwide which address treatment of refractory gold ores by bioxidation, roasting, autoclaving, alternative lixiviant treat­ment and other novel process ideas. The overall objectives are to develop economic processes for difficult refractory ores where no process exists or conventional practice is cost prohibitive. Successful research can lead to lower operating costs, increased profits, and increased ore reserves. One such research effort directed by E I DuPont de Nemours and Company, Advanced Mining Technologies, was focused on gold ores which were refractory in nature due to the cyanide soluble copper content. Approximately five years of research effort culminated in a patented process (U.S. Patent 5,411,575)1 and the formation of a new joint venture company, AuGMENT Technologies, in 1995 with Newmont Mining Corporation. Today significant progress has been made in moving the laboratory scale tests to commercialization.

The haulage of muck from mines was first illustrated by Georg Agricola in De Re Metallica in the year 1556. In many of his ancient wood cuts he showed a crude car running on wooden rails. These wheels had no flanges. There were four pins sticking down from the car to guide it along the rails. Eventually they made the wheels of cast iron with flanges on them. In England, coal was hauled from the pit mouth to the nearest river or canal in "wains", or wagons, running on the common highways. These wains carried one chaldron of coal, weighing 2500 lbs and it took six horses to haul these wains over the atrocious roads of that day. Somebody, about 1760, invented a cast iron rail. These were cast iron troughs, 4 ft long laid on wooden sleepers. With these iron rails they found that one horse could do the work of six. But this U-shaped groove trapped all the dirt and grit. Somebody had the brilliant idea of attaching a flange to the inside of the wheel and from then on the rails were of timber protected against wear by a strap of iron. The need for wartime supplies of uranium for the Manhattan Project prompted a 1944 study of uranium in South Africa. Uraninite had been reported by R.A. Cooper in 1923 in a Witwatersrand heavy- mineral concentrate, and the search for uranium, therefore, included the district's 30 operating mills. The method of investigation was simple: take bulk concentrate samples from the Wifley tables and determine their mineralogy. Samples were taken on a daily basis, although weekly composites also were taken of some mills. In 1944, most mills had simple gravity circuits and produced (I) a gravity concentrate, and (2) an all-slime [-75 pm (-200 mesh)] product. The tonnage throughput was known, and from that, head assays could be calculated. Concentrate samples were sent to the United States for chemical analyses. A Geiger counter set up in a Johannesburg hotel room provided preliminary data. The early data showed uraninite to be widespread. Microscopic, mineragraphic, and siezing tests were all under- taken in Johannesburg. Ultimately, tests led to a high grade (+90%) uraninite concentrate. Platinum and other heavies were the impurities. In seven months, the investigations had reached the stage where it was possible to forecast an annual production of 5.4 to 7.3 kt (6,000 to 8,000 st) of U3O8. The estimate is still realistic. INTRODUCTION In 1973, the Federal Highway Administration (FHWA) initiated a 10-year program of research on tunneling technology for future highways as a part of a larger Department of Transportation effort on tunnels. The objectives of the FHWA program are to: improve tunnel design technology, reduce costs, minimize adverse environmental impact due to construction, increase the rate of construction, and assure the maintenance of a safe and attractive tunnel environment. The program is divided into four research tasks designed to solve tunneling problems identified by the engineering and field offices of the FHWA. These tasks are as follows: 1. Cut-and-Cover Tunneling 2. Site Investigations 3. Ground Movements - Prediction and Control 4. Highway Environmental Criteria for Tunnels In order to provide input into Tasks 2 and 3, the FHWA is sponsoring an investigation and testing program by the U.S. Bureau of Reclamation to instrument and monitor two sites in the second bore of the Eisenhower Memorial Tunnel located on Interstate Highway 70 at Loveland Pass approximately 97 km (60 miles) west of Denver, Colorado. The tunnel will be approximately 14.0 m (46 ft) in diameter when excavated. INTRODUCTION Friction Rock Stabilizers, commonly called Split Sets,tm* have been under development since early 1973. Five years of intensive laboratory and field testing led to their introduction to the metal mines in the United States in the fall of 1976. Actual sales started in February of 1977 and, to date, over five million units have been marketed to metal mines. The present rate of useage is near 3 1/2 million units per year which is approximately 50 per cent of all roof fixtures used in the United States metal mining industry. Mr. Richard Hoppe, Senior Editor of Engineering & Mining Journal, in an article of the February, 1979, issue, entitled "Winning the Battle Against Bad Ground", said, "In hardrock mining operations in the western U.S., particularly underground uranium mines where exceedingly difficult ground is common, no roof support system has been accepted more quickly than the Split Set friction bolt invented by Dr. James J. INTRODUCTION Safety must be a primary consideration in the design and construction of tunnels. Tunnel construction has historically been considered a high-risk business. During the construction of the 14.8 kilometer (9.25) mile St. Gotthard Tunnel in the Swiss Alps in the 1870s, 310 lives were lost and another 877 workers permanently disabled. In more recent days, two tunnel construction accidents in 1971, one in Michigan and one in California, claimed the lives of 38 workers. Prior to 1971, most regulations governing safety in tunnel construction were developed by the U.S. Bureau of Mines. These included a 1941 Bulletin 439, "Some Essential Safety Factors for Tunneling" and a 1968 Bulletin 644 which updated Bulletin 439. In 1970, the United States passed the Occupational Health and Safety Act (OSHA) which became effective in early 1971. That act covered all sorts of workplace activities including Tunnels and Shafts in 29 CFR 1926.800. In 1989, a revised and renamed 29 CFR 1926.800 was issued for Underground Construction. Some of the changes introduced in this rule were the outgrowth of improvements made in the California and Michigan codes after the 1971 accidents. These new regulations are the "Rules to Live By" for tunnel construction in the United States and are generally accepted as appropriate for tunnel construction throughout the world.

I. INTRODUCTION The Massachusetts Water Resources Authority (MWRA) is a regional water and sewerage authority which provides wholesale water and sewer services to the Metropolitan Boston area. The MWRA was created by the Massachusetts Legislature as an independent authority in 1985 following the filing of a lawsuit in federal court to correct the pollution of Boston Harbor resulting from inadequate and inadequately maintained sewerage facilities. Immediately upon its creation, the MWRA began to tackle treatment plant issues, including addressing the need for a secondary treatment plant, planning for ceasing ocean discharging of sludge, and making interim repairs to the existing, antiquated treatment plants. The MWRA's initial activities led to a court-ordered schedule for construction of a single new primary and secondary treatment facility, for development of sludge management plan focussed principally on reuse, and for completion of a short term program of repairs to existing facilities. Once a schedule for completing these activities had been negotiated, the U.S. Environmental Protection Agency (EPA), a plaintiff in the federal court case, asked that the MWRA take "responsibility" for controlling discharges from combined sewer overflows (CSOs) within its service area.
