This paper presents considerations in support of a U. S. oil import policy more restrictive than the present Government import program. A lower level of imports and greater long-range stability in the relationship between imports and domestic production are recommended. Reference is made to increasing world-wide surpluses of oil and wide disparities in foreign vs. domestic costs. Resulting economic forces are held responsible for the increase in imports (excluding residual fuel oil) of almost 300 percent and the change in ratio to domestic crude production from 5.4 percent to 13.9 percent during the period 1946-1956 prior to import restrictions. It is pointed out that these imports continued to increase during the years of import restrictions to a ratio of 17.3 percent of domestic production in 1961. Data are presented showing that increasing oil markets outside the United States provide an outlet' for more than 80 percent of total foreign production, with 90 percent of the increase in foreign production going to foreign markets. Attention is called to the fact that, if there had been no increase in United States oil imports during the past five years, foreign production would have increased by 45 percent in contrast to a static level of domestic crude oil production. The need for a less restrictive import policy in the interest of encouraging foreign oil development, therefore, is questioned. Declines since 1956 in the range of 30 percent in domestic exploratory crews, rotary rig activity and wildcat well completions in the United States are cited, together with a decrease of 9 percent in industry employment and increases of 9 to 18 percent in elements of cost. Recognizing that factors other than imports affect the domestic industry, it is concluded that continuing declines in the vigor, capabilities and competitive structure of the domestic industry can be expected unless further import restrictions are imposed. The public interest in assuring adequate domestic supplies is considered in the light of the role of oil and gas as a source of almost three-fourths of U. S. energy requirements and the economic benefits from petroleum production with a value exceeding the combined value of all other minerals in the United States.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to supplement its two existing main fans. The third fan will operate in parallel with the two existing fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, NM, is a US Department of Energy (DOE), Carlsbad Area Office, facility that is designed to permanently dispose of US defense-generated transuranic waste in a deep, bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for modifying, supplementing or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel et al., 1997) to identify and quantify operational concerns, evaluate possible alternatives and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness and improving system performance. The fan installation project accommodates several operational and scheduling con¬straints. WIPP was scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP 's ability to declare facility readiness. Therefore, operational disruptions during the system tie-in had to be minimized. All engineering for the project has been com¬pleted, and physical modifications were begun in July 1997. Today the standard method for grinding ore is the wet process. This is mainly due to the fact that the downstream process is wet and considering the total circuit dry grinding is not the most eco­nomical method for the comminution of the ore. Presently in gold ore processing dry grinding is only applied in cases where whole ore roasting is required downstream from the milling plant or if organic carbonaceous matters and sulfides are the primary reasons for the refractoriness. Since dry ore can be fed to the roaster, a dry grinding mill can advantageously be applied. In cases where d1y grinding could be applied advantageously for instance if the ore contains water soluble material and wet grinding is not possible there are serious concerns prevailing within the industty against this technology due to several reasons. Besides of the aspects as discussed later in this paper, there are several plants in operation with little success and considerable operational prob­lems. The reasons for this often lie in the fact that the several com­ponents of such a plant are bought from independent sources with­out considering the system requirements. It is essential that the dry grinding plants require accurate design between drying, pneumatic transport and grinding of the ore in the circuit. This paper will address some of these concerns raised in the industiy from a mill vendor's view along with discussing the development for the selection and configuration of the various dty grinding circuits.

Introduction Coal is the US's largest indigenous fossil fuel resource and is used to power 57% of this country's electrical generation (NCA, 1986). Congress, however, is focusing its attention on the acid rain issue and public sentiment is leaning toward further curtailments of SO2, NO, and particulates from utility and industrial coal-burning facilities. The Cool Water plant has proven that integrated-gasification-combined-cycle (IGCC) technology can reliably produce economical electrical power while limiting SO2, NOx, and particulates to a rate of only one-tenth of the federal New Source Performance Standards for coal-fired plants. Process water requirements at Cool Water are 40% less than those of a conventional coal-fired utility plant equipped with flue-gas desulfurization units for stack gas scrubbing, thus reducing waste water treatment requirements (Clark and Shorter, 1985). The IGCC technology employed at Cool Water has now been demonstrated to efficiently convert coal to electricity in an environmentally superior fashion. The Cool Water Coal Gasification Program is an unincorporated California association of six partners whose commitment is proving that the integration of gasification with combined cycle power production (IGCC) is commercially viable and environmentally safe. The 120 MW Cool Water plant began commercial production on June 24, 1984. The Program is operating it for a five-year commercial demonstration period. There is sufficient indication of the existence of a basic misconception in the Coal Mining industry (on a world-wide basis) as to what computer control really does, what it costs, how it works and how and what it achieves as to make this presentation a welcome opportunity to present the case in what we hope is a simple, meaningful way. A plant cannot be said to be "automated" unless the control system has the capability to react automatically in accordance with predetermined programs under a great multiplicity of operational situations.

For many years, the combined efforts of machinery manufacturers and mine operators have endeavored to achieve greater productivity from the men involved and the machinery and capital invested, by developing methods to drill blast holes more effectively. Obviously, this means much more than simply developing a drill that will drill a single hole faster. Considerable attention over these years has also been given to methods of carrying and positioning the drilling machine on versatile jumbos, whereby the man's time can he better utilized by the faster drilling machines. Likewise, the art of blasting to utilize the holes that were drilled to achieve the maximum amount of fragmented ore and the methods of moving the broken ore have also progressed. But each phase of the production cycle just described must be made to balance with the other phases of the work. Obviously, major breakthroughs in only one phase don't always generate more "rock in the box" per manshift. Yet, through the persistent effort of the machinery developers and the researchers, the progressive attitudes of mine managers, backed by corporate capital investments, and battle after battle at the operating level, progress is made. Then, if the innovated system is good enough to "stick", in a few years it becomes the system that the newer method must replace, after the same repeated struggle. This is the situation that many mine operators find themselves in today, Looking at their production cycle, which is assumed to be efficient and balanced between drilling, blasting and materials moving capabilities, they tend to guard any visable disruption of the balance of that day's production, and many would prefer to maintain the status quo indefinitely. A prototype expert advisor was developed by the U.S. Bureau of Mines to systematically offer advice on the control of a Florida phosphate operation. The PC based system receives input from remote sensors for circuit parameters such as feed rate, reagent addition, and pH and from operator entered information such as the quality of the concentrate and tailings in each of the coarse, fine, and amine flotation circuits. The computer evaluates the information using rules obtained from industry representatives and Bureau flotation experts. Recommended actions and questions are displayed to quickly guide the operator to a problem within the flotation circuit and suggest a solution. This process control system could provide more uniformity among the flotation operators and also serve as a trainer for new operators. In addition, it represents a step toward fully automated systems for phosphate flotation.

Geological differences among various coalfields restrain the applicability of subsidence prediction using existing European methods. To modify these methods for domestic conditions, the Bureau of Mines, U.S. Department of the Interior, developed a method of assessment to evaluate the lithological effects on subsidence in the Northern Appalachian basin by examining data collected from 16 longwall panels in the coalfield. The assessment is partially completed, and the results to date show that the ratio of maximum subsidence to the extraction thickness, known as the subsidence factor, can be expressed in terms of the width-to-depth ratio by a simple exponential equation which has a coefficient tentatively considered as the subsidence index. This index varies with the lithology of a particular site and can be expressed in terms of the percent distribution of weak and strong rocks in the overburden.

The total amount of ferrous slag generated in the U.S. is about one-third the amount of iron ore mined, thus ferrous slag can be considered a significant mineral body for processing. Steelmaking slag contains up to 30 wt.% metal of which only the >25mm fraction is commonly recovered. A grinding study was conducted of BOF, EAF, and LMF slags using the Bond Work Index method to determine grindability to 106µm. Work Index values obtained were 13.8-24.9 kWh/ST, depending upon the slag type and composition. Steel particles were magnetically recovered from the crushed and ground samples for size-by-size analysis, yielding up to 18 wt.% of the slag weight recovered as magnetic. The recovered material, as characterized by inert gas melting, was found to be 61-96 wt.% metallic.

The Grants uranium region of northwest New Mexico is the largest uranium district in the United States (approximately 50% of U.S. production plus reserves) and one of the largest In the world, with approximately 900 million pounds U308 production plus reserves. Deposits of the region are unusual among sandstone deposits for their high content of epigenetic carbonaceous material, generally interpreted but not proved to be of humic origin--that is, co-extensive with uranium in the primary deposits. Virtually all production in the region has been from the Jackpile Sandstone and Westwater Canyon Member of the Jurassic Morrison Formation. The tabular uranium deposits contain, in addition to humate and uranium, significant authigenic phyllosilicates, quartz overgrowths, humate-replaced detrital silicates, and a trace-metal assemblage typical of other sandstone uranium deposit types. Surrounding the deposits in the two sandstone units of the Morrison Formation is an alteration zone within which iron leaching has altered detrital ilmenite-magnetite to residual masses of titanium oxides. Feldspar alteration is locally present within this zone, below deposits in the Jackpile Sandstone, and above those in the Westwater Canyon Member. The feldspar alteration increases in inten¬sity toward the Brushy Basin Member which separates the two sandstone units, ranging from partial replacement to replacement and dissolution of plagioclase and sanidine. Spatial relations among the epigenetic humate, authigenic silicates, and the broad alteration zones that extend from the Brushy Basin Member to and including the uranium deposits suggest that (a) the organic material was involved in the unusual silicate alteration, transport, and authigenesis, and (b) that the humates originated in shales of the Brushy Basin Member. Stratigraphic relations among the Brushy Basin Member and the overlying Jackpile Sandstone and underlying Westwater Canyon Member suggest [in turn] that there was continuous, interfingering deposition controlled in part by contemporaneous basement subsidence along northwest- and northeast-trending zones. Following minor erosion of upper Jackpile Sandstone and deposition of basal organic-rich Cretaceous sediments, the silicates of the Jackpile Sandstone were once again altered by organic-bearing fluids, this time permeating down from Cretaceous sediments and partly obliterated ore-stage alteration.

?We are certain there is need for research in every phase of mining." This statement by R. M. Crump of the Jones and Laughlin Steel Company (047) paraphrases opinion widespread among mining people. It is undoubtedly true. In preparation for this presentation, 193 organizations were asked to describe their mining research efforts. 60% responded, The meaning of "research" was taken in several different ways. The continual efforts of progressive companies to improve themselves were reported as research. We will call this and any effort to solve specific and immediate problems "practical research". The continuing investigation of subjects of long range interest will be called "basic research".

Special attention must be considered in the production of high-grade rare earth products, such as mixed rare earth oxalates or carbonates. In the main minerals used industrially, the rare earth elements (REEs) are finely associated with impurities like calcium (Ca), magnesium (Mg), manganese (Mn), iron (Fe), aluminum (Al), thorium (Th), uranium (U) and phosphorus (P). Most of these impurities must be removed to avoid losses of rare earth oxides (REOs) as well as to prevent product quality degradation and low operational performance in the downstream steps of solvent extraction or ion exchange. The present study aims at investigating the conditions required to precipitate REEs, either as rare earth oxalates or carbonates, from purified rare earth sulfuric liquor with low Al3+ and UO22+ concentrations and very high Ca2+, Mg2+, Mn2+, and SO42− impurity contents.

"The Midwest is presently the focus for Combined Sewer Overflow (CSO) abatement in the United States (U.S.). Most of the EPA mandated utility and municipal long term CSO abatement programs in large metro areas in the Midwest such as Cleveland, Indianapolis, Columbus, Chicago, St Louis, Akron, Fort Wayne, Louisville, Kansas City, Omaha and Pittsburg use or will use deep tunnels for storage and conveyance of CSOs. This paper will compare design methods specified and implemented for tunnel construction in Midwestern geology such as soft ground and mixed face EPBM tunnels, hard rock TBM tunnels, drill & blast tunnels, road header tunnels along with tunnel lining systems. It will also review the performance of successful CSO systems that include design life cycle, vortex and drop shaft configurations, pump stations, storage and conveyance strategies and long term operation and maintenance criteria. HISTORY and BACKGROUND Prior to development of mandated wastewater treatment plants, collecting both wastewater and storm water runoff in a single-pipe system was an efficient and economical solution. The early combined sewer systems were typically designed and sized to carry several times the average dry weather wastewater flows and not designed to handle a mixed volume of waste water and storm water during a wet weather event. Beginning in the early 1970s, federal legislation (Clean Water Act of 1972, Clean Water Act of 1977 and the Water Quality Act of 1982) changed how municipalities and industries in the U.S. were required to treat and discharge wastewater into the nation’s surface waters. They were mandated to treat wastewater at federal regulatory standards for discharge into surface waters that is safe for humans, wildlife and aquatic life. The wastewater treatment facilities that evolved were initially designed and sized to treat only the peak volume of raw wastewater flowing during dry weather. Combined sewer system control sections or relief structures were installed upstream of wastewater treatment plants (WWTP) and were designed to protect WWTPs from potential damage that would be caused if peak volumes of raw wastewater mixed with storm water runoff reached and overwhelmed the WWTPs."

13.1 INTRODUCTION Cyanide is, a generic term indicating the presence of the cyanide ion (CN-). Cyanide is a very common, naturally occurring compound produced by many biochemical reactions. Many plant species synthesize organic compounds which contain cyanide in the form of cyanogenic glycosides (Knowles, 1976). For example, trace amounts of cyanide are present in the seeds and leaves of many members of the Rosaceae (rose) family (Kingsbury, 1964). Many common items such as lettuce, maize, sweet potatoes, kidney beans, (Oke, 1969) almonds, and cigarette smoke contain cyanide. As examples, a recent chemical analysis of chocolate-covered almonds measured a total cyanide content of about two ppm (Steffen Robertson and Kirsten, 1987); and the U.S. Surgeon General (U.S. Department of Health, 1964) has shown that cigarette smoke contains up to 1,600 ppm total cyanide. The chemistry of cyanide solutions is complicated because the cyanide ion forms compounds and complexes with many elements. Some cyanide species are highly toxic whereas others are relatively inert and harmless. Molecular hydrogen cyanide (HCN) is the most toxic form of cyanide. Under most conditions, HCN exists as a gas which readily dissipates or reacts with the environment to form less toxic or nontoxic forms of cyanide. Thus HCN is an ephemeral toxin, and many naturally occurring geochemical processes reduce the HCN concentration of a heap system with time. As discussed below, free cyanide includes the two species, ionic cyanide (CN-) and molecular hydrogen cyanide. Free-cyanide toxicity in man, mammal s, and aquatic species is we1 1 documented (Doudoroff, 1976; Ecological Analysts, 1979; Towill et al., 1978). The lethal doses reported for human adults vary with the type of exposure as follows: • One to three mg/kg body weight if ingested; • One hundred to 300 ppm if inhaled; and • One hundred mg/kg of body weight if absorbed. Acute toxicity of free cyanide to freshwater invertebrates ranges from 0.028 to 2.295 mg/l, depending on species and test conditions. The Highland Uranium Operations of Exxon Company, U.S.A. is a large uranium mining and processing complex situated in the Powder River Basin of East-central Wyoming. Surface mining and chemical processing of a large relatively low-grade ore body began in late 1972. An underground mine was later developed and began production in November of 1977. Figure 1 shows the location of our operations. During the planning stages of the project, it was recognized that hiring and retaining quality employees would be a significant problem. Other operations in similarly isolated locations were experiencing high turnover rates and were forced to employ inexperienced and poorly trained operators. In an attempt to attract employees, many of the companies provided mobile home or bunk- house facilities, but these costly peripheral ventures did not prove to be noticeably successful.

Potassic alteration domains of greenstone belt lode gold deposits are characterized by systematic partitioning between different groups of incompatible elements, such that Al, Ga, Th, U, Ti and V are decoupled from K, Rb, Ba, Cs and Tl. The former group of elements have concentrations and interelement ratios in alteration domains which reflect host rock control, implying approximately isochemical behaviour. In contrast, K, Rb, and Ba are strongly coenriched, and linearly correlated over th4ee orders of magnitude in abundance, where K/Rb = 260, and K/Ba = 40: K/Cs (-10 ) and K/T1 (-2x10 ) are also correlated, though more weakly. Lithium abundances, and Rb/Sr ratios are erratic in altered rocks. These interelement trends, collectively, are present in deposits variously hosted by ultramafic, mafic, or felsic volcanic rocks, and sediments or granitoids.

The objective of this paper is to describe a study sponsored by the U.S. Department of Energy during which a model was developed to optimize haulback mining procedures in single and multiple seam contour mines, The study objective was to achieve financial- based productivity increases approaching twenty percent. This paper reviews the results of the first year's Phase I activities, which include four main tasks: formulate a methodology that can be used to select equipment and mining procedures that result in optimal performance in a particular haulback mining situation; conduct field studies of representative single and multiple seam mines to obtain quantitative background information for development of the formulated methodology: develop the methodology into a useful design tool for mine operators; and prepare plans for field tests to evaluate the effectiveness of the developed tool.

Determining the best excavation method is a critical step in successful tunnel construction. In rock tunneling, several factors can dictate the excavation method, such as: (1) rock characteristics, (2) tunnel size and length, (3) nearby utilities/infrastructure, and (4) contractor’s preferred means and methods. This paper discusses the various rock tunnel excavation methods utilized on the Doan Valley Storage Tunnel Project (DVT), a project constructed as part of the broader Project Clean Lake in Cleveland, Ohio. The differences between each method’s initial and final lining, geology, and cycle sequence will be analyzed and compared.

This paper addresses the long-term cost and availability of primary gold production from the Republic of South Africa. Forty-four major producing or developing operations were evaluated. The analyses present estimates concerning 1) total refined gold potentially available from demonstrated resources, 2) annual production potential into the next century, 3) long-term weighted average total costs for underground mine production and surface waste reprocessing, 4) the expected annual decrease in gold production, and 5) the ability of other market economy countries to compensate for the anticipated decline in South African gold output. This paper draws upon the data and analyses of a recent Bureau of Mines, U.S. Department of the Interior, Minerals Availability Program appraisal that evaluated the worldwide availability of gold and silver from primary precious metal operations and as a byproduct of base metal production.

As a consequence of the oil crisis of the 70?s, the commercial value of coal increased very sharply and an upward trend in coal prices although now less pronounced, continues today. The graph shown in figure 1 illustrates the trend in the F.O.B. price of U.S. metallurgical coal. This trend occurs during a time when mechanized mining is firmly established as a means of production throughout the coal mining world. With modem methods of mining, mechanical cleaning is a necessity and quality control is no longer entirely dependant upon coal face practice. The efficiency of fine coal recovery is of vital economic importance to present day operations and good practice in this field contributes significantly to improving profitability. Numerous processes are available for the duty and this paper discusses one such system, namely the practice of froth flotation.
