Clearly there is a tremendous need for assistance in Eastern Europe since most industries must undergo major restructuring. The new governments face many dilemmas, the first task being to establish an order of priorities to deal with the numerous problems at hand. Issues such as the standard of living take low priority compared with market economy and ecological problems. The concept of a Comecon market is now virtually non-existent and trade in roubles ceased from 1991. From this time onwards countries were obliged to trade using free market prices. Governments must also avoid the economic mistakes of countries such as Poland with its high devaluation and lack of economic control and, if possible, contain inflation and unemployment. The privatization of Eastern European enterprises raises considerable difficulties, particularly for large corporations, employing anywhere from 50-100,000 people, which played a major role in the national economy. Whichever method is selected, however, still has to overcome the problem of lack of capital and evaluating the national property. For example, earnings represent only a small percentage of the value of these national industries and thus cannot convert to private ownership without foreign capital investment, either direct or as joint venture capital.

The research presented here is part of a project to quantify the differences in the mechanical excavatability of rocks in dry and water-saturated conditions. A series of full-scale laboratory linear rock cutting tests were carried out with a long-bladed single disc cutter on dry and water-saturated sandstone blocks. The muck collected from the cutting tests was analyzed to establish a link with the specific energy (SE) of the operation. The coarseness index (CI), a non-dimensional parameter, was found to be a useful indicator of the relative efficiency of the cutting operation. An inverse relationship of the form SE = k CI-n was observed between SE and CI. The power n of the relationship for both dry and saturated rock was much lower than found in previous studies. The exponent n is believed to be dependent on the strength of the rock and the cutter type used. Although the average CI was lower for saturated rock than for dry rock, at the same time, saturated rock cutting was found to be less energy-intensive (in terms of SE) than dry rock cutting. Moderate correlation exists between the production rate or yield and the SE of the cutting operation for both dry and saturated rock, which can provide some useful information about the field production rate, discounting the effect of discontinuities in the rock mass.

Introduction Very little attention normally is given by the experts, or the public at large, to the fact that the majority of the oil that has been or will be discovered within the U.S. remains in the ground. The inherent limitations of oil production through surface wells, either by primary or secondary techniques, will result in a total of over 300 billion bbl of oil left in the ground after completing production by standard petroleum techniques in currently producing or producible fields. This reserve represents some two-thirds of the original quantity of oil discovered in place. Recent work by a number of groups has shown that there is strong economic justification for extracting this remaining oil by mining and processing techniques. Table 1, taken from 1977 API reports, demonstrates the oil left in place at the end of the conventional petroleum production cycle in then-known fields within th’e U.S. Possible targets for oil mining operations include (1) oil remaining in place in fields and pools that have reached economic depletion by current petroleum production methods and that are not amenable to economic recovery by conventional petroleum industry techniques; (2) oilor bitumen-saturated rocks not normally considered by the industry to constitute producible reservoirs, such as shales and diatomites; and (3) asphalt- and bitumen-impregnated rocks. Economically Depleted Fields A more detailed examination of the depleted fields shows that estimates of oil remaining in place after primary, secondary, and nondestructive tertiary recovery can vary widely. There is significant evidence, however, that more than half the estimated original oil in place (OOIP) remains in the reservoir after all petroleum extraction techniques have been applied. "Mine ventilation is in every underground mine a crucial process to ensure mine safety as well as acceptable working conditions. On the other hand is also a major cost factor depending on air requirement and air resistance. Due to the fact that the special layout of mines develop over time, ventilation systems change as well. This may result in complex systems which are suffering severe problems and low efficiency. With attention to the mine safety and costs, ventilation systems have to be controlled repeatedly and optimized continuously to fit changing conditions. The project “Improvement of ventilation systems in narrow vein mines” has been commenced with measuring and data collection in the Bogala Mine, Sri Lanka. This over 150 year’s old graphite mine consists of about 20 levels. The resulting ventilation system is highly complex and suffers problems like high temperatures and humidity as well as a mixing of fresh and used air on lower levels. To solve these problems and to optimize the system the complete ventilation system had been measured on-site first. The gained data have been used for simulations to develop and select an optimal and cost efficient solution. OBJECTIVE As an important process in mining ventilation is a major cost factor and can determine the economic feasibility of a mine. Due to the production mine layouts develop over time and mines increase in size and depth while the ventilation system becomes more complex and may suffer severe problems and inefficiency. Therefore mine ventilation systems have to be controlled and optimized regarding the general requirement of mine safety and health of the miners as well as the costs. Depending on the deposit type, depth, mining method, climate and as well corresponding laws and regulations the possible solutions are varying strongly. The work carried out paid special attention to the improvement of ventilation in narrow vein mines in tropical climate, in this case the graphite mine “Bogala” in Sri Lanka, South Asia."

Dolomite is an objectionable impurity in phosphate ores, due to its MgO content. Even though dolomite and apatite liberate at a coarse size, the very similar densities of dolomite and apatite makes density separations difficult. However, if operated correctly, jigging can be a very efficient process. This has led to the development of a unique laboratory scale jig that allows for easy alteration of effective jigging properties. Key jigging parameters have been investigated for the separation of dolomite from phosphate ores. It was found that a pulsation rate of approximately 200 pulses/minute worked best for separating dolomite from apatite.

"Taking the long flame coal, gas-fat coal and anthracite as samples, we tested the adsorption quantity to single component gas of N2, CO2 and CH4 under atmospheric pressure phase at different temperatures. Then we analyzed the adsorption characteristics and models of different metamorphic coals. The results show that metamorphic grade, temperature and gases species are main factors to adsorption quantity of coal. The higher and lower metamorphic grade of coal have greatly influence on adsorption capacity while moderate grade of coal has opposite result. The coal adsorption amount to three single component gases under the same experimental condition is CO2> CH4> N2.The simulation precision order of four adsorption models is quadratic curve model > Freundlich isotherm model> Langmuir model >logarithmic curve model. Quadratic curve model and Freundlich isotherm model both can accurately describe the adsorption behaviors of N2 and CH4, different isothermal adsorption curve of CO2 needs two kinds or more models to describe. This has a reference value to the study of adsorption characteristics and models to single component gases.INTRODUCTION Adsorption is the interfacial phenomena that concentration of single or multiple components in the interface layer is different from the bulk phase (1964). Adsorption model is mathematical models to describe the adsorption characteristics of the adsorbent, mainly reflected to fitting effect of gas adsorption isotherm, which contribute to deeply understand the adsorption characteristics of adsorbent. Many scholars have carried out extensively experimental studies of the coal adsorption process from different angles. Zhao (2010) studied the influence of coal metamorphism to pore development of coal seam through a variety of experimental methods. Zhang (2006) analyzed the adsorption capacity and the controlling factors from three aspects of the coal rank, maceral and coal mass deformation. Cheng et al., (2002) studied the influence of pore size distribution of different rank coals to adsorption constants. Zhong (2002) carried out varieties of isothermal assay and established the prediction method of coal seam adsorption affected by a variety of conditions. R. M. Bustin (1998) proposed that we could not simply describe the change law of coal adsorption capacity and maceral content by a fixed parameter, and the adsorption capacity of the same coal rank also has great change. C. R. Clarkson et al., (1997) used four different adsorption models to describe the coal methane adsorption process, and the fitting precision of adsorption models is D-A equation >D-R equation > BET equation> Langmuir equation. Gasem, K et al., (2003) found that the fitted isothermal adsorption curve of D-A equation and BET equation are better than Langmuir equation under high pressure condition, while D-R equation and BET model are better to CO2 adsorption. In recent years, scholars’ at home and abroad research achievements of coal adsorption focused on high-pressure stage (about 0~15 MPa), mainly for coalbed methane exploitation, carbon dioxide trapping and sealing technology development, but the study of coal adsorption under atmospheric pressure phase is little. The North Shore 9 Collector System comprised an integral part of the Milwaukee Metropolitan Sewer District's Water Pollution Abatement Program. The project required the construction of 1,490 m of tunnel, ranging from 1.5 m to 4.6 m in diameter along three separate alignments beneath arterial streets traversing Milwaukee's central business and cultural districts. This paper details the various aspects of the tunnel drives which were accomplished using two Lovat EPB type TBMs in conjunction with pipe-jacking procedures. Shaft configurations developed for the project, including ancillary subsidence mitigation components and portal pressurization facilities are discussed. Anomalies in observed soil behavior at variance with the parameters delineated in the project's geotechnical report are addressed.

The plant data were collected from three streams around a dense medium drum for coarse coal cleaning operated at various volumetric ratio of medium-to-feed. The effect of the volumetric ratio of medium-to-feed (MF) and particle sizes on the performance criteria, g50 and Ep, of the dense medium drum. These measured data were adjusted and calculated for the yields and balanced relative density distributions by mass balanced method based on the statistic principle. These balanced data were then used to formulate the mathematical models of the separation distribution curves for the various feed size intervals. The correlation equations for the g50 and Ep as the function of inverse of the feed size, and MF and total throughput were established. A numerical algorithm utilizing the Secant method, based on the root searching principle, was developed for yield optimization and simulation of dense medium drum separation to improve the separation efficiency and hence the product yield. The relationships between the direct ash content and relative density of the particles in feed and the products were established and incorporated into the numerical algorithm for predicting the product quality.

The shut-off value for a panel cave mine determines when a draw point will be shut-off and mining will cease from that draw point. Using a shut-off value strategy for a panel cave mine is similar to using a cut-off value strategy for an open-pit mine. This paper will discuss how to choose an appropriate shut-off value strategy that an engineer can use when planning a panel cave mine to increase the net present value (NPV) of the project. Using a shut-off value equal to the mining and processing cost will provide the total mining reserves for a panel cave mine given a specified footprint. When the net present value analysis method is used to compare one design to another then using a shut-off value greater than the mining and processing cost will generate a higher NPV. This strategy will replace the marginal ore at the top of a draw column with higher grade ore at the bottom of newly opened draw points. A draw column is broken material which sits above a draw point and it is mined to a specified height above the draw point. This height is called the height of draw (HOD). Varying the shut-off value over the life of the mine can increase the NPV even further. This strategy would have a high shut-off value during the early stages of a mine and low shut-off value during the later stages. If the shut-off value is too high then too many tonnes would be left behind the draw point and the overall value of the mine will be decreased. Also with a high shut-off value then the production target may not be maintained due to too many draw points closing too soon.

"This paper presents an assessment of the impact of tunneling and its associated risks on pile foundations located in the influence zone of tunneling operation. Tunneling in proximity of pile foundations introduces deformations in piles and in turn induces additional axial and bending forces. In modern mechanized tunneling, ground convergence is controlled through balancing the earth pressure at the tunnel face as well as applying pressurized bentonite through the shield. Reducing ground deformation can consequently lower the additional deformations and forces developed in the pile foundation and lessen the associated construction risk. In this paper, comprehensive detailed finite element modeling was performed to quantify the effect of the different parameters on induced forces in piles. Finite element models took into account the nonlinear behavior of soil and pile-soil interface. The modeling results are of practical importance in risk evaluation of tunneling in vicinity of pile foundations. INTRODUCTION Tunneling operation in congested urban areas becomes more frequent as demand for further utilizing underground spaces grows. In urban settings, it is not uncommon for tunnel designers to plan a tunnel route in close proximity to other structures to satisfy other competing objectives like raising the alignment to reduce excavation volume. Setting the alignment close to existing structures increases the risk involved in the project. It is the responsibility of the designer to thoroughly identify, assess, and mitigate all design risks involved. In this paper, we focus on the aspects involved in tunnel construction in proximity to existing pile foundations. Tunnel operations introduce deformation in the soil mass. Consequently, a pile located within deformation zone experiences extra forces as a result of the imposed deformation. The developed forces and bending moments can be in orders comparable with the pile capacity depending on the relative horizontal proximity of the tunnel and the relative depth of tunnel with respect to the pile length."

America's industry uses about 44% of the total energy consumed by the nation directly as fuel burned in industrial plants or indirectly as fuel burned by utilities to provide electric power. In addition, industry requires raw materials or feed stocks derived from fuel sources or having fuel value. This represents about 11% of total U. S. energy consumption, bringing industry's portion to about 55%. Adding that portion of energy consumption required by the transportation sector to move raw materials, intermediates, and finished products, the total energy impact of industry approaches 213 of total U. S. consumption. It is obvious that American industry has the largest share in the task of balancing energy demand and supply. What are we going to do? -- We must increase the supply of energy and increase the beneficial results obtained from each unit expended. Both avenues, unfortunately, are limited in extent and speed. Increases in supply cannot occur without drastic and permanent increases in cost. These increases in cost are un- desirable and inflationary but do provide incentive for the rational businessman to expend the effort and money required to improve the effectiveness of energy in industry.

In a recently completed research project for the U.S. Bureau of Mines - Twin Cities Research Center, a computerized costing procedure for uranium in situ leach mining was developed by the NUS Corporation. This costing procedure, termed a cost model, employs a process engineering approach for estimating total project costs as well as equipment and manpower requirements for uranium in situ leaching operations in either Texas or Wyoming. 80th capital and operating costs are generated by the model along with the overall production cost/pound U3O8 subject to a known rate of return. Conversely, rate of return on equity can be solved for, subject to a given price of yellowcake. During the course of the research effort, this cost model was applied 50 typical site conditions in Texas and Wyoming. Sensitivity rests were conducted for numerous key parameters to determine the cost influence attributable to incremental changes In parameter values. The results of these sensitivity tests along with a description of the in situ leaching cost model have been documented as Bureau of Mines, Mineral Research Contract Report No. J019912, "Cost and Sensitivities Analysis for Uranium In Situ Leach Mining," dated March 1981.

Yield pillars are used in deep coal longwall mines, where the depth of cover is so great that a conventional chain pillar design tends to be unsuccessful. The design of yield pillars in deep U.S. mines has been based mainly on experience, pressure arch theories, numerical modeling, and empirical methods that originated in the eastern U.S. coal mines. This paper offers field experience based guidelines for the design of yield pillars through analysis and evaluation of numerous case histories. Case histories of yield pillar applications were collated and critically reviewed to identify trends in data that can be used to formulate the design guidelines. Convincing trends observed in the case of successful case histories indicate that yield pillars should have a width to height ratio in the range from 2.8 to 6.0, a stability factor during development between 0.4 and 0.6, and shed between 94% to 98% of the cover and abutment load, as provided by the Carr-Wilson (1982) method. Also, yield pillars should be utilized in coalmines only where the roof and floor rock have a CMRR rating of 50 or better.

Pacific Northwest Laboratory (PNL) currently supports the U.S. Department of Energy's Office of Civilian Radioactive Waste Management in developing and evaluating analytical methods for assessing the suitability of sites for geologic disposal of high-level radioactive waste. The research includes consideration of hydrological, geomechanical , geochemical , and waste package components and the evaluation of the degree of coupling that can occur between two or more of these components. The PNL effort and those of other research groups investing potential waste sites in the U.S. and abroad are producing a suite of computer codes to analyze the long-term performace of the proposed repository sites. This paper summarizes the ongoing research in rock mechanics at PNL involving flow through jointed rock. The objective of this research is to develop a methodology for modeling the coupled mechanical-hydrological process of flow through joints and then attempt to validate a "simple" model using small -scale laboratory test data as a basis for judging whether the approach has merit. This paper discusses the laboratory tests being conducted to develop s joint behavioral constitutive model for the numerical method under development and the modeling approach being considered.

Load-Haul-Dump machines (LHDs) have contributed significantly to high productivity in hard-rock mining in recent years and are now being introduced into the coal mining industry (Rao, Haycocks and Lucas, 1975; Mining Magazine, 1975). The superiority of the LHD when compared to loader-plus- shuttle-cars has been demonstrated for several operations (Rao et al., 1975), and the number of manufacturers now in the coal mining LHD market (Mining Magazine, 1975) indicates that the concept will be of considerable future importance in the U.S. coal industry. Currently more than 90 percent of U.S. underground coal production is obtained by room-and-pillar methods (Coal Age, 1976). This system presents certain complexities with regard to haulage analysis; among these are constriction of travel routes, variation of haulage distances as different faces are worked, and change in the overall physical layout as mining progresses. Furthermore, current experiments in the use of more than one continuous miner in a section (Mining Magazine, 1975; Coal Age, 1976) suggest the possibility of highly intensive mining operations, with loading proceeding from more than one point simultaneously, in which the overall patterns for machine movements must be carefully arranged to minimize delays.
