The U.S. Virgin Islands consist of three major islands (St. Thomas, St. John, and St. Croix) and some 50 smaller islands that are located primarily along the coasts of St. Thomas and St. John. St. Croix, the largest of the islands, is located approximately 160 km south-southeast of San Juan, Puerto Rico and is about 218 km in area (Fig. 1). St. Thomas, the second largest island is located 64 km east of Puerto Rico and incorporates approximately 77 km2. St. John is located immediately to the east of St. Thomas and incorporates approximately 49 km2. The climate in the U.S. Virgin Islands is maritime tropical. The average annual rainfall at higher elevations is 127-152 cm and at lower elevations 51-76 cm. There is no well-defined wet or dry season. Temperatures generally average in the 80's (F°) with only a 5°-7° F variation throughout the year.

The present is rooted in the past. This is particularly true in the case of mining operations. Coal mining in the United Kingdom is considered an old Industry comprising today 246 Coal Mines many of which have worked coal reserves in their locality for over 100 years. More than half the current producing mines lie in the Yorkshire and Midlands coalfields. They are in the oldest age group and produce 70% of the Industry's output. Some 50% of the remaining U.K. workable reserves amounting to approximately 98,000 million tons are still available to these regions. Fig. 1 Over the past two decades a gradual erosion of demand for coal in the U.K. has virtually halved the Industry's capacity. The number of Mines has reduced by 53% during the past 10 years. Productivity has increased by some 42% mainly through improvements in the central coalfields which has enabled costs to remain broadly competitive with oil.

A recent report to President Reagan from the Business-Higher Education Forum, entitled, "America's Competitive Challenge: Need for a National Response," (1) observes that in the recent past, ". . . much of that research, which is necessary for major breakthroughs and sustained productivity improvements, was redirected to short-term objectives ... At the same time, American universities, which conduct more than half of the nation's basic research, have suffered from an accumulated under-investment in facilities and equipment amounting to an estimated $1-4 billion." Also contributing to the decline in America's productivity, the report said, are "...weak technology transfers between government and industry and between universities and industry..." This report as well as other recent reports and articles have, reopened a subject which has long been debated but rarely resolved-- the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is unfortunately, too often treated as a controversial issue involving ethics and the profit motive when, in fact, the two branches of society -- industry and academia -- are necessarily part of the same system. I would like to speak to you today on the subject of university-industry interactions and to some extent discuss the role of government in such interactions. Finally, I will make some remarks as to how this subject applies to the mining industry.

Supercritical fluid extraction (SFE) has became an attractive alternative technology to be a new process to recover metal, of which can be substitute the existing Leaching/Solvent extraction processes. Solvent extraction of metallic ions is a technically important and also well-established process that is used in the chemical and hydrometallurgical industries.1 Solvent extraction techniques use the chelation of metallic ions dissolved in liquid solution with organic ligands. Conventional solvent-extraction technique needs large amount of organic solvents and often creates environmental problems.2 More environment-friendly technology is needed nowadays, and there have been increasing attentions to extract metal ions by SFE. CO2 becomes one of the most notable alternative organic solvents due to its nonflammable, nontoxic, nonpolluting, and relatively inexpensive properties with its moderate critical point (73.8 bar, 31.06 °C). Many works have been reported in metal extraction under the supercritical CO2 (scCO2) solvent.3-5 In this study, to recover cobalt from wastes especially from spent lithium ion battery scrap, we selected two ligands ? Cyanex 272 and DEA (diethylamine) for the metal extraction in scCO2. Cyanex 272 is a commercially available extractant along with its series, Cyanex 301 and Cyanex 302. Smart and coauthors measured the metal extracting abilities of these three extractants, and found that Cyanex 301 and Cyanex 302 extracted metal ions much better than Cyanex 272 in the scCO2 solvent.10 The pH of water contacted with high pressure CO2 (70-200 bar, 25-70 oC) is about 2.8-2.95 based on the calculation and the measurement.6-7 Cyanex 272 is known to be less effective as a metal extractant in this low pH environment compared with other Cyanex series. However, when DEA is added to metal extraction reaction with Cyanex-272, DEA works as a strong base to Cyanex 272 converting Cyanex 272 to a deprotonated form (Figure 1), which results in an easy formation of metal complex and the enhanced extraction rate of metal ion.8 Therefore, the purpose of this paper is the metal extraction from spent lithium ion battery waste using scCO2 with Cyanex 272 and DEA.

This paper presents the results of test work performed with a Pacific Electric Motors (PEM) high intensity magnetic separator (20 kilogauss) , a unit capable of separating weakly, as well as strongly, magnetic minerals in the particle size range of sands to clays. Tests were performed on some 40 industrial minerals. With some minerals excellent separations were attained and with others intermediate and poor separations were accomplished. This study is a preliminary survey and many of the intermediate and poor results can be improved as separation problems are worked out with additional test work. It is demonstrated that with a number of industrial minerals high intensity magnetic separation is a viable beneficiation technique that is economic ally feasible.

Viscosities of Feo-SiO2 slags were calculated using the previously developed structural based model. An expression was derived using hole theory and the atomic pair model to relate the NO0 and temperature to the viscosity. The deduced equation n=4.9x10-9 T1/2 NO0 exp (E/RT) poise was successfully applied to predict the viscosity of FeO-SiO2 slags in the composition range of 0.1 < XSiO2 < 1 for several temperatures. The calculated data agrees well with the experimental viscosity data.

This paper describes the slope stabilization procedure at Cauê Mine, Companhia Vale do Rio Doce - CVRD, Itabira, State of Minas Gerais, Brazil. Cauê Mine, is a large open pit, to produce about 41 million tons of iron ore during 1974, and an intensive program of investiga Lion was carried out to provide the basic data for stabilizing its slopes, The ultimate rock slope in the W area will be about 400 m high with dipping angles decreasing gradually from top to bottom of the pit. The investigations started in 1969 and since then many geologists and engineers, from both CVRD and Geotécnica S/A., assisted by international consultants, have given their contribution to the achievement of solutions. It is hoped that this paper may contribute to the slope stability of other mines in tropical climate.

Over the years, numerous studies have been conducted to characterize the floatability of coal pyrite. Unfortunately, many of the results obtained using isolated samples of coal pyrite are not directly applicable to actual coal flotation systems where liberation and entrainment may be the major factors affecting pyrite rejection. In this paper, the association of pyrite with other coal constituents is investigated, and the data are presented for feed and product streams obtained from release analysis tests. Release analysis is used to minimize the effects of entrainment. Particle distributions for each stream are presented as functions of size and composition in order to discern the behavior of free and composite particles.

Silver-gold ratios were studied at the Tayoltita epithermal vein deposit using channel sample, channel sample line, stope, ore body and vein sample populations. The ratios are highly variable among individual channel samples (25:1 to greater than 500:1) with both high and low values randomly distributed within ore bodies and veins. Whole vein ratios for the fourteen most important ore producing structures range from 44:1 to 105:1, and show zonal distribution relative to two small granitic stocks, low values closest to the intrusives. The zoned nature of the deposit suggests that the stocks, apophyses of an underlying batholith of Late Eocene age, were the heat engines which powered the hydrothermal system responsible for ore deposition.

A recent study by the National Academy of Engineering concluded that if the U.S. Coal Industry is to double production by 1985 it must open 30 new 2,000,000 tons per year surface mines in the eastern states and 100 new 5,000,000 tons per year surface mines in the western states, in addition to major growth in underground mining. Major expansions in coal mining are also planned in other countries. Engineering geology can play an important part in coal mine development, operation and abandonment (Table I), and with the increasing scale of surface coal mining and the requirements of environmental legislation, it seems certain that engineering geology and geotechnics will play a growing role in surface coal mining.

To most of you present here the word "refractories" is not new and you are familiar with the materials and use. To many people though the question is asked, "What are refractoriness and what are they used for?" Refractories are non-metallic products which are so resistant too melting at very high temperatures that they can be used for building or lining furnaces of all kinds. A large variation occurs in the size, form, and composition depending on the service for which they are intended. They are made from a wide variety of raw materials, of which fire clay and quartzite are used in largest quantities. Other refractory raw materials include magnesite, chrome, diaspore, bauxite, kyanite, sillimanite, olivine, zircon, and many others. Most of these are assembled from-widely-&apos;separated points in the United States while others come from the far corners of the earth. Chrome is imported from the Philippines and South Africa, and, to a lesser extent, Turkey and Greece Kyanite and sillimanite come: from India and bauxite from the Guianas. And there&apos;s "magnesite from brines," produced in chemical plant&apos;s by treatment of sea water or inland deep-well brines with hydrated lime. The proportion of magnesia available in sea water is so small, less than one pound from 500 pounds of water,, that millions of gallons must be pumped and processed each day in a sea water magnesite plant. The realm of refractory raw materials, therefore, is very extensive and continues to grow because of the endeavor to find-better raw materials from which to produce better products for refractory service.

"Paste Technology has some advantages comparing to other surface disposal methods. With this method, it is possible to pump high concentrated solid materials to very long distances without segregation problem. However, it is known from Literature that pumpability of materials is completely related to rheological properties of the materials. For this reason, in this study, the rheological parameters (e.g. yield stress and viscosity values) of the paste material prepared from Pb-Zn tailings at various solid ratios (60-85%) were obtained in order to determine the pumpability of the paste material. Additionally, slump tests, which are usually used in mining industry, was carried out. Finally, regression analysis was made between the slump values and rheological parameters of the paste material to find a correlation between two independent parameters. The results showed that there is a great correlation between the slump values and the yield stress of the material. On the other hand, there was no correlation with viscosity: ty=430.28-16.877Sv (R2= 0,94; ty: Yield Stress (Pa), Sv: Slump Value (cm)). Based on the results obtained from this study, it can be clearly concluded that the slump values obtained from a simple test can be used to predict yield stress values of paste materials. INTRODUCTION Recently, surface disposal of mining tailings has become one of the biggest problems in mining industry in terms of environmental issues. Therefore, several researches have been focused on this subject in order to find a best solution or method for this problem. These studies showed that paste technology has some advantages compared to other conventional methods. Tailings thickened to the extent show no segregation of particles during transportation, and relatively small amount of settling occur post-deposition which are often called “paste” (Cincilla et al. 1997). Paste tailing technology has two applications in the industrial area as underground paste fill and surface paste disposal. Paste tailing technology was first started to be used in Grund mine, Germany in the late 1970s (Grice, 1998). Process tailing material, water and - if needed - cement materials, which are the components of the paste, must be blended to obtain a homogenous mixture suitable for pumpability. Consistency behavior of the paste material is determined using a conventional sedimentation cone concrete test (slump). Meanwhile, the slump value of the paste must be between 200 and 250 mm for surface applications (Newman et al., 2001). Additionally, in the case of underground paste system, the optimum slump value must be between 150 and 200 mm. On the other hand, the water content and density of paste at certain slump value change depending on the amount of fine particles in the tailing sample. While moisture of the material will be high, its density will be low because of surface area of particles which increases with decrease in particle size (Meggyes and Debreczeni, 2006). For pumpability of the paste to long distances, slump value of the paste must be good enough to be accepted for use of surface paste disposal. Paste material has a yield stress because they show non-Newtonian behavior and generally is classified as a Bingham plastic fluid. (Cooke, 2008; Theriault, 2003). In addition, the appropriate viscosity value of the paste along with the yield stress must be between 100 and 250 Pa (Bascetin et al., 2013; Bascetin et al., 2014; Bascetin et al., 2015)."

The Bureau of Mines conducts studies of the economic impacts of regulations on federal lands. These studies are part of the Bureau Potential Supply Analysis (PSA) program. To meet the needs of these studies, a methodology was developed to estimate operating and capital costs for a mineral deposit given its tonnage, grade, and depth. The format for the cost models in this study was developed at the Bureau&apos;s Western Field Operations Center (WFOC), Spokane, W. A., for studies of known and undiscovered resources on Federal lands. These cost models are described in a Bureau publication by Camm (1991).

The MANpower SUPport Program (MANSUPP), a part of the Mine Management Support System (MMSS), allows an underground coal mine site user to determine manpower requirements for production support work by considering ongoing operations and current mine conditions. The objective of MANSUPP is to plan a detailed manpower structure for a mine by incorporating a production schedule, condition-modified work standards and management preferences to predict required manhours for various activities, for example, belt moves. The program is written in Quattro Pro version 3.0 (Lotus 1-2-3 compatible) utilizing the command language, macro and formula capabilities.

Two flat-lying trona seams 3-to 3.5-m thick, approximately 10 m apart, and at depths of 250 m are mined by room-and-pillar at OCI&apos;s Big Island Mine in Wyoming. Continuous miners and a yielding pillar system have contributed to improvements in resource recovery and productivity. Long-term stability with minimal subsidence is needed for a large portion of the mine beneath the Green River channel. This was investigated by computer modeling in 1990. Although results of the study indicated good long-term stability, recommendations were made for stress determinations to verify the model. Stress determinations made in 1997 showed pillar stresses 10% to 20% higher than the model stresses, and barrier pillar stresses 10% to 15% lower. This implies that higher panel stresses will be transmitted from the upper to the lower seam. A stability evaluation of the lower seam is planned before two-seam mining to assess entry widths and support requirements.

The U.S. Bureau of Mines develops technology to help ensure that the Nation has an adequate and dependable. supply of minerals at reasonable economic, human, and environmental cost. Our research programs seek improvements for almost every aspect of the mineral production cycle--from evaluating the availability of minerals, removing the ore from the earth, to enhancing the performance of mineral materials. The health and safety of the men and women who work in the Nation&apos;s mines and minerals processing plants and the environmental impact of mining and mineral processing are major Bureau research concerns. In recent years, the U.S. mineral industry has found it increasingly difficult to compete for a share of world markets. Many foreign producers benefit from lower production costs and higher grade deposits. Some foreign governments subsidize their mineral industries and impose fewer restrictions with respect to environmental controls and health and safety regulations. If the United States is to compete in world mineral markets, innovative technology must be found to lower the cost of recovering and processing minerals. Mining and mineral processing research by the Bureau identifies ways to help the country maintain a sound, competitive industry and a dependable mineral supply, so vital to economic growth and the national security. This work includes efforts to improve existing techniques and procedures; but more and more of the Bureau&apos;s resources are being focused on long-term, high-risk research directed at developing new approaches to mining and mineral activities--approaches like in situ mining. Bureau scientists are studying the mining applications of computer assisted mining and investigating a variety of "high tech" approaches to extractive metallurgy. Such cutting-edge research will be necessary if major advances in health and safety, environmental quality, strategic and critical minerals availability, and overall U.S. competitiveness are to be achieved. It is just such high-risk research that the industry cannot afford to conduct itself, but--in the long run--cannot afford to be without. It is this type of research that will help us arrive at a revolutionary breakthrough rather than small incremental changes in health and safety technology as well as recovery methods. Our mining and mineral processing research is also directed at reducing the Nation&apos;s dependence on imports of minerals that have key defense and industrial uses. Some of these strategic and critical minerals are particularly vulnerable to supply disruptions. We are working on technologies that would allow the United States to take advantage of domestic sources of these minerals--sources consisting primarily of deep or low-grade ores, ores with complex mineralogy we do not yet know how to process, and small deposits that are now uneconomical to mine and process. Other research activities focus on ways to reduce the Nation"s consumption of key minerals and increase the recycling of these minerals. The opportunities in this area include coal. The current middle eastern crisis reinforces the need for a stable energy supply--preferably a domestic supply. The extensive reserves of coal in this country are well documented. Perhaps what is not as well recognized is the impact that the price of coal can have on its competitive position both for domestic fuel selection considerations as well as for the ability of this country to compete in the coal export market. Today, the role to the United States is as a reliable, but high-cost exporter of high-quality coal. U.S. export coal competes with supplies from other major suppliers, including Australia, Canada, Poland. If U.S. mining costs were lowered by at least $8 per ton in the year 2000, then coal exports would surge by a projected 46 percent, and U.S steam coal displaces significant quantities of foreign coal imports in Europe. The fiber glass industry is an industry that. hopefully is still in its infancy and far from a mature business. Fiber glass, as will be discussed in this paper, deals with continuous strand glass as used in the textile laminate and reinforced plastics industries. More specifically, we are speaking of glass used for printed circuit boards, tapes, paper, cloth, pipes, tanks, boats, recreational equipment, roofing shingles, and automotive applications. Compared to the flat, container and decorative glass industries, we are very young. The early patents on fiber glass applications were issued in the 1930&apos;s. The type of glass most commonly used in the world and that discussed in this paper is designated as "E" glass. This is a boro-silicate type glass having specific chemical and electrical resistance and low thermal expansion properties.

The development of a new means of measuring the relative abrasivity of a slurry came about by necessity in 1967 during a full scale loop test of a 560 H.P. reciprocating pump handling magnetite slurry. In order to evaluate the life of expendable fluid end parts, the question of the amount of attrition in a re-circulated slurry had to be considered. An expected reduction in abrasivity as a result of this attrition would certainly give erroneous data on a parts life test. There- fore, some means of measuring such change in abrasivity became imperative. Several test methods were investigated1 but it was felt that these did not fully represent the wear due to back and forth rubbing action associated with a reciprocating pump. A "rubbing block" device used some years ago to determine the quality of hard facing materials was recalled, along with its shortcomings, in that an attempt was made to suspend a small percentage of abrasive particles in a colloidal viscous "mud". Erratic results were attributed to the fact that it was difficult to maintain a consistent slurry concentration under the metal wear block and the reciprocating speed was not great enough to maintain good agitation.

Activated carbon loaded with gold from different halide solutions has been characterized by thermal analysis techniques. The mechanism of gold uptake by carbon varies from predominately adsorption for gold iodide to predominately reduction for gold chloride. TGA and DT A measurements confirm the existence of adsorbed gold-halide species within the micropore structure of carbon. These results suggest that the ration of reduced; adsorbed gold increases for gold halides in the order Au-I > Au-Br > Au-Cl. In the case of Au-I, TA results for the loaded carbon were compared with pure compounds of 12, AuI and AuI3.
