New Mexico ranks 2nd in uranium reserves in the U. S., which amounts to 15 million tons ore at 0.277% U3O8 (84 million lbs U3O8) at $30/lb (EIA, 2006). The most important deposit in the state is sandstone within the Morrison Formation (Jurassic) in the Grants district. More than 340 million pounds of U3O8 have been produced from these deposits from 1948-2002, accounting for 97% of the total production in New Mexico and more than 30% of the total production in the United States. Sandstone uranium deposits are defined as epigenetic concentrations of uranium in fluvial, lacustrine, and deltaic sandstones. Three types of sandstone uranium deposits are recognized: tabular (primary, trend, blanket, black-band), roll-front (redistributed, post-fault, secondary), and fault-related (redistributed, stack, post-fault). Several companies are planning to mine these deposits by in-situ leaching.

The U.S. Bureau of Mines inventoried and characterized mineral sites and production plants within 200 km of the border in both the U.S. and Mexico. Sources of information included the USBM Minerals Availability System, the USBM Automated Mineral Information System, the USGS Mineral Resources Data System, the Mine Safety and Health Administration Address/Employment File, and the literature. Three hundred seventy-eight major construction material and industrial mineral properties were identified and characterized in the U.S. and Mexican parts of the Borderlands. Sixty-six major metallic mineral properties were identified and characterized in the Mexican part of the Borderlands.

Phosphate reserves have been and still are a controversial subject. Some published estimates are particularly conservative and have caused concern in government and political circles that southeastern phosphates are a dwindling resource. "Ores and ore bodies" are a function of economics that relate to a time/demand factor. The history of phosphates and other mineral commodities is one of mineral deposits (resources) ever becoming ore (reserves) via a long term logic based on price, supply, and demand factors operating through time and improved technology. Projections indicate that southeastern phosphates are sufficient for several centuries of operations at present production rates.

I appreciate this opportunity to discuss with you OPIC's new policies designed to assist U.S. minerals companies in developing new sources of minerals overseas. A comparison of recent figures on U.S. investment in mineral exploration, development and production gives results which are remarkable --and disturbing. Through the 1960's the flow of U.S. foreign direct investment in mining and smelting in the developed and less developed countries were nearly equal. However, by 1973, roughly 80% of all exploration expenditures by mining companies was taking place in the developed countries and principally in the U.S., Canada and Australia. Clearly it is to the interests of both the developing countries and the United States to put these figures back in better balance. As you may be aware, the administration as a whole is examining systematically what can be done by government to reduce the disincentives and increase the incentives to mineral investment in the less developed countries --the LDCs. A subgroup of the National Advisory Council chaired by the Treasury Department has been formed to coordinate U. S. Government policy and program efforts relating to mineral and energy development in these countries. Among other matters, this subgroup will examine how public policies could positively influence the private investment decision-making process in the minerals industry.

Rapid growth in the rate of surface mining for coal has caused many states to increase the rigor and complexity of their surface mining codes. The promulgation of Federal surface mining standards may cause those states containing Federal land to amend their codes also. Presented is an up-to-date review of these codes with tabular summaries that divide the codes into operative functions. These summaries will be of use to new operators, multiple-state operators, and state officials. Suggestions are made for industrial efforts to present workable and acceptable amendments to these codes.

The United States continues to be the largest producer and consumer of copper in the world. Table 1 on the following page shows several production statistics for 1974, the most recent year which the non-communist world copper industry might consider a good year, and for 1976 and 1977. In 1974 an estimated 24 percent of the non-communist world's newly mined copper was mined in the United States, and. 87 to 89 percent of that was from the western porphyry coppers. In 1976 U. S. new mine production was down to 22 percent of the non-communist world's newly mined copper, and the percentage of U. S. new mine production supplied by the porphyry coppers had risen to 89 to 91 percent. In 1977 the statistics remained the same as in 1976. U. S. porphyry copper production represented about 65 percent of U. S. refined copper consumption in 1974, rose to 75 percent in 1976, and dropped back to 61 percent in 1977 as imports of foreign copper into the United States began to swell.

Diatomite deposits, the skeletal remains of tiny aquatic plants called diatoms, are found in many parts of the world. Only a few of these de- posits are of commercial value. Open pit mining is used in nearly all deposits now being worked. Processing methods range from simple drying, crushing, sizing and packaging to carefully controlled and highly sophisticated calcining and air classification procedures, employing the latest control and testing techniques. The major uses of processed diatomite are in filtration as filter aids and fillers and extenders.

This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

The range of gold ores tested at AMMTEC LTD over several years has resulted in the requirement to analyse for the mode of occurrence of gold in order to assist selection of ore processing options. The aim of this paper is to describe the laboratory testwork and analytical procedures which have been of benefit in detail­ing the mode of occurrence and mineral associations of gold and hence being of value in developing an optimised ore processing route. The range of ore and mineral assemblages described include relatively simple pyrite and free milling ores, more complex pyrite plus arsenopyrite gold ores and the quite com­plex associations of gold in copper bearing ores or with car­bonaceous mixed sulphide ore assemblages. The aim of this paper is to describe the laboratory testwork and analytical procedures which have been of benefit in detail­ing the mode of occurrence and mineral associations of gold and hence being of value in developing an optimised ore processing route. This study aims to provide industrial perspectives on the current U.S. metal mining engineering education and areas for improvement. An online survey was designed to seek opinions from the U.S. mining industry. Findings indicated a shortage of qualified graduates from the current U.S. metal mining engineering education system. The qualifications that need to be improved include engineering sciences underlying mining methods, mining design experience, mining feasibility study, the connection between theory and practice, and understanding of the overall mining operation. The survey also identified future desired qualifications, such as the ability to acquire and apply new knowledge as needed and sufficient field experience. Respondents recommended enhancing collaborations between industry and academia.

The North American-based mining engineer needs to understand the differences that exist between mechanical mining or boring machines built on this continent and those built in Europe. The differences Ere most clearly seen when machines for large-sized openings--about 15 feet high-are considered. This report will focus on the innovations of European origin. The rock-breaking tool, drag bit, or roller cone that is efficient for a particular project is related directly to the strength of the rock involved. This strength is generally stated in reference to the rock's unconfined compressivee strength in pounds per square inch (psi) although it is well recognized that a rock's shear strength is also important. Compressive strength has been adopted because it is simple to test for and provides a convenient comparison. Table 1 relates cutter type to compressive strength and indicates the general nature of the machine innovation devel¬oped in Europe.

This article discusses the effect of physical and chemical modifications of starches on the anionic and cationic flotation of silica from oxidized iron ores and magnetite-taconite concentrates, and the results of the interaction of starch, pH, and calcium ions on the flocculation, clarification, and filtration of iron ore slimes and magnetite-taconite tailings. Starches, particularly when anionically modified, were found to be effective depressants in anionic silica flotation. British gums and dextrins were beneficial for oxidized iron ores, but none of the starches or starch derivatives appeared to have any effect on magnetite-taconite concentrates. The flocculation and filtration of iron ore slimes were most strongly affected by the level of starch, to a lesser degree by the pH, and were virtually independent of the level of calcium chloride. The clarification of iron ore slimes was complexly dependent on these three factors. The flocculation of magnetite-taconite tailings depended mainly on the level of starch, whereas their clarification depended on the level of lime. As previously reported in the literature, selective flocculation and partial upgrading of a semi-taconite could be readily attained with starch and calcium chloride.

This study reports that routine mining activities could produce a high number of nanometer sized particles which have not been well characterized and may represent an unacknowledged exposure present in the mining environment. A preliminary survey of the particle emission from the feed-leg drilling activity was conducted in the excavations of an experimental mine. The level of particulate exposure was monitored by real time direct reading instruments include a NanoScan scanning mobility particle sizer (measurement range 10-420 nm) and an optical particle sizer (measurement range 0.3-10 μm). Particulate morphological and structural examination was conducted through transmission and scanning electron microscopy and x-ray dispersive analysis of samples collected by a thermophoretic sampler, and a novel nanoparticle sampler. The real time instrument data revealed high concentrations (> 3.5 x 106 particles/cm3) of ultrafine/nanoparticles generated from the drilling activity. Analysis of particle sampler specimens with energy-dispersive x-ray spectroscopy showed a large amount of submicron silica, spherical primary particles and agglomerated soot particles rich in carbon. Exposure to particles in the nanometer size from various sources within the mining environment may be associated with the poorly understood rise in respiratory and systemic disease among miners. INTRODUCTION Exposures to mine dust have been measured and evaluated for decades. Exposures to aerosolized dust such as coal or silica particles can cause lung and other diseases (1-7). One way that The Mine Safety and Health Administration (MSHA) characterizes inhalation exposures within the mining environment is through measuring the respirable dust mass concentration within the breathing zone of workers (8). Respirable particulate matter (RPM) is of great concern due to its ability to deposit in the alveolar region of the lungs (9-10) where it can affect respiratory function. Interventions championed by MSHA have greatly reduced the prevalence of coal workers pneumoconiosis (CWP) and progressive massive fibrosis (PMF). Although great progress has been made, the prevalence of CWP and PMF appears to be trending upwards and the measured increase in prevalence is not elucidated in RPM measurements (11-12). Though the presence and risk associated with ultrafine particles such as emission from diesel engine within the mining environment has been previously established (13-14). There is suspicion within the mining industry that this resurgence of lung disease may be due to very fine particulate matter from various source that is not properly characterized by current sampling methods. Nanometer sized particles, in the range of ultrafine particles, fall within the RPM size range and have been found to deposit in all regions of the respiratory tract (15). Nanoparticles are commonly accepted as particles that are greater than 1 nm in two or three dimensions but smaller than 100 nm (16). Once in the lungs, nanoparticles can enter the blood stream (17) and selectively affect other target organs such as the heart, liver, bone marrow, lymph nodes, spleen, and brain (15,18-19). The size of nanoparticles has been shown to correlate with their translocation behavior on secondary target organs (20-21). There is strong evidence that the clearance mechanisms used to rid the lungs of particulate matter are not as effective on nanometer sized particles, leading to a greater fraction of never-cleared particles which may enhance disease development (20). Research has demonstrated that nanometer sized particles have unique properties (22) whose adverse health impact is greater than what has been found with micrometer sized particles of the same type (23-26). The large ratio of surface area to mass compared to larger particles is believed to make nanoparticles a greater hazard. Utilizing mass to measure these types of exposure will be very difficult to accurately characterize the quantity of

INTRODUCTION An innovative Ø.1-MGD (378.5-m3/day) biological and phyicochemical wastewater treatment system at Hancock, Massachusetts, USA, has been treating the domestic sewage generated from the four-season Jiminy Peak timeshare resort since 1985. The influent raw sewage is collected and equalized in an equalization tank, then biologically treated by two rotating biological contactors (RBC). A portion of the RBC effluent is discharged to a secondary sedimentation tank to simulate conventional waste treatment by a conventional RBC system. For parallel treatment the remaining portion of the RBC effluent is discharged to an innovative Sandfloat (SASF-8) clarifier to simulate a two-stage biological and physicochemical treatment by RBC-Sandfloat. Both secondary sedimentation effluent and Saandfloat effluent are later combined together and discharged to a tertiary sand filter and two UV disinfection'units for final polishing. The operation and performance data of Jiminy Peak plant in the period of May 1985 to March 1988 was fully documented in the Lenox Institute technical report No. LIR/Ø3-88/292 (391 pages, March 1988). This report presents only background information and complete plant data in the period of April 1988 to January 1989. Dr. Lawrence K. Wang and Mr. James P. Van Dyke have been the Consulting Engineer and Director of Special Projects, respectively, for the Jiminy Peak Project since 1985. BACKGROUND INFORMATION Jimmy Peak, Inc., Hancock, Massachusetts, has designed and constructed a secondary wastewater treatment system consisting of preliminary/primary treatment facilities, two rotating biological contactors, a dissolved air flotation clarifier, a secondary sedimentation clarifier, a sand filter and two ultraviolet (UV) disinfection units. Total average wastewater flow is approximately Ø.1 ) (378.5 cubic meters per day). In accordance with the Consulting Engineer's preliminary design, the total wastewater stream is initially collected and equalized by an equalization tank, and then biologically treated by rotating biological contactors (RBC). Part of the RBC effluent is diverted to a Krofta Sandfloat (SASF-8) for physicochemical clarification in order to simulate an innovative RBC-Sandfloat two-stage waste treatment system. The remaining part of the RBC effluent is diverted to a sedimentation tank for secondary clarification in order to siumulate a conventional secondary RBC-sedimentation waste treatment system for the purpose of parallel comparison. Both Sandfloat effluent and sedimentation effluent are later combined together and discharged to the subsequent sand filter and UV disinfection unit for final polishing. Figure 1 shows the flow diagram of Jiminy Peak Plant. The Massachusetts Clean Waters Act (M.G.L.c.2l,s.26-53) was amended by Chapter 246 of the Acts of 1973 to authorize the Massachusetts Department of Environmental Quality Engineering (DEQE), Division of water Pollution Control, Boston, Massachusetts, to regulate discharges into all waters of the Commonwealth of Massachusetts, including groundwaters. The DEQE regulates discharges through the issuance of discharge permits which impose limitations on the amount of pollutants which may be discharged in the effluent, together with monitoring and reporting requirements and other conditions to insure adequate treatment of all liquid wastes prior to discharge. The DEQE reviewed the application submitted on behalf of Jiminy Peak, Inc. for a permit to discharge sanitary wastes from the Jiminy Peak secondary wastewater treatment system located off Brodie Mountain Road, Hancock, Massachusetts, and subsequently developed the conditions contained in the Groundwater Discharge Permit No. Ø-188. More specifically, Jiminy Peak, Inc. (i.e. the permittee) has been authorized to discharge into the ground from the Jimmy Peak secondary wastewater treatment facilities for which the Permit No. Ø-188 was issued, a treated effluent

The mining industry appears to be slowly rebounding. But many individuals and company officials are still smarting from the beating they received during the recent recession. As a result, companies have taken the "lean and mean" approach. As pointed out at the Oct. 24-26, 1984 SME-AIME Fall Meeting in Denver, CO, companies are placing more emphasis on optimizing their operations through more efficient mining and processing technologies and equipment. Empathizing with the mining industry's woes was the meeting's welcoming luncheon speaker, John D. Withrow, Jr., executive vice president product development for Chrysler Corp. Withrow paralleled Chrysler's problems of a few years ago with the current problems facing the US mining industry. He said Chrysler's come-back centered around its engineering and technical personnel, who regained "their seat at the head table." "In short," Withrow said, "we had lost the competitive edge. By cutting costs and people and improving our products we got everybody to believe we could." The 2700 participants at the Fall Meeting attended technical sessions geared toward turning mining back into a productive and profitable industry. Sessions and symposia included papers on precious metals extraction, crushing and grinding innovations, geomechanics, environmental control, health and safety, and various commodities. This article briefly highlights some of the papers presented. To order preprints of these technical papers, see ME, December 1984, pages 1620 and 1621. Computers Gain Mining Acceptance High tech has reached mining. As evidenced by many papers, computers have become valuable tools in many applications. These include tailings ponds operation and waste management; truck dispatching; mine design, simulation, and scheduling; monitoring; and reclamation. Mine planning is generally labor intensive and requires a considerable amount of the planner's time. P. K. Chatterjee, X. Chung, and Y. Jianjy described a computer-generated interactive graphics approach to under-ground coal mine planning that lessens the manhours involved in producing plans. The computer program examined exploratory borehole information. This included coal seam thickness, tonnage, quality constraints, and the nature of their distribution. Layout designs were then initiated and a probabilistic simulation performed to determine production levels of different extraction strategies. The interactive graphics approach gives planners the ability to quickly evaluate several layout alternatives and select the best one. For surface coal mines, M. A. White, of Arch Minerals Corp., explained several computer programs that aided in his company's surface mine plans. Several drill hole database and modeling pack¬ages are available. But Arch tech¬nicians developed specific pro¬grams for model strip areas. They were used to form long-term pro¬jections for various area and semi¬area stripping operations. They also generated reports on yard¬age, tonnage, quality, and ratio in¬formation. The information is used in budgeting, to compare mine plans, and to analyze acqui¬sition candidates. While computer-based truck dispatching systems have been used in mining for some time, earlier systems were run on ex¬pensive mainframe or high per¬formance minicomputers. As such, computer-based truck dis¬patching systems have been too expensive for all but the largest mines. Recently, however, a microcomputer-based system, af¬fordable to smaller mine opera¬tors, has become technologically feasible. Y. C. Kim and W. E. Kolb re¬ported on a simulated microcom¬puter system that uses strategi¬cally placed signposts in the pit area to automatically detect truck movements. A microprocessor in the signpost sends information to the microcomputer. The computer determines the truck's assign¬ment and alerts the dispatcher. He radios the driver his assign¬ment. In addition to the technical pa¬pers, an introductory short course on microcomputers was offered at the meeting. L. M. Kass and J. P. Editor&apos;s note: Minerals concentration is a disparate area, one involving many disciplines. Flotation, flocculation, reagents, microbial processes, gravity and magnetic separation, and the areas of coal and oil shale - concentration is relevant to all of these. In his article, Nagaraj reviews the latest developments and findings in concentration that have ocurred during the past year. Flotation The Monograph Series "Development in Mineral Processing," (Elsevier, 1985) was devoted to "Flotation of Sulfide Minerals." This volume has 26 articles covering the aspects of flotation chemistry, process development, plant design and equipment, and modeling and process control. The numerous articles on sulfide flotation had one recurring theme - the role of electrochemical processes and redox potentials in flotation and depression. Significant advances have been made in this area. A differential desorption-reflotation process was developed for the beneficiation of calcitic phosphate pebble (Hsieh and Lehr, Industrial Engineering and Chemistry, 1985). The carbonate and phosphate minerals were first separated from silica using fatty acid and the modifiers diphosphonic acid and HF. The collector on phosphate was then desorbed using sulfuric acid, and calcite was selectively floated without additional collector. A two-stage conditioning - initially at pH 10, followed by that at pH < 4.5 - with sodium oleate was developed to improve the separation between apatite and dolomite (Moudgil and Chanchani, Minerals and Metallurgical Processing, MMP, 1985). Separation of Mussorie rock phosphate in India from gangue calcite, dolomite, silicates, pyrite, and carbonaceous impurities was achieved with a three-stage flotation only on -75 µm (-200 mesh) fraction (Vaman Rao et al., International Journal of Mineral Processing, IJMP, 1985). The separation of fine SiC whiskers from other products of coked rice hulls by immiscible liquid and froth flotation was achieved using M1BC, pine oil, and mineral spirits (Parekh and Goldberger, MMP, 1985). Flotation was more economical. The carrier flotation separation of hematite fines from quartz fines was effected using coarse hematite as a carrier and oleic acid and ferric chloride (Cristoveanu and Meech, CIM Bulletin, 1985). Potash recovery from brines by laboratory-pan solar evaporation and amine flotation was discussed by Foot and Juiatt (Salts and Brines &apos;85, Proceedings, 1985). Flotation in a 45-kg/h (99-lb per hour) unit recovered more than 95% of the potash in schoenite and sylvite concentrates containing 28% and 62% K2O, respectively. The effects of fresh concrete into cement and aggregate by a single-step flotation process in aqueous suspension was described (Naegle, Chemical Engineering Science, 1985). The physico-chemical principles for the selective separation of proteins from mixtures using flotation were discussed by Ostermaier and Dobias (Colloids & Surfactants, 1985). Selective flocculation of hematite from silica was studied by Bagster and Mcllvenny (IJMP, 1985). Selective flocculation was more favorable with more highly charged anionic polyacrylamides and with high molecular weight. The cationic and non-ionic polymers flocculated both minerals. In minerals mixtures, there appeared to be very little selectivity unless a combination of dispersant and electrolyte was used. The effect of dissolved minerals species, such as Cu, Fe, and Ni on flocculation of chalcopyrite, pentlandite, millerite, pyrrhotite, and covellite was studied by Acar and Somasundaran (SME-AIME, 1985). Reagents There were some major advances made in reagent development for the minerals processing industry. Cyanamid introduced several classes of collectors, one of which - the diaryl monothiophosphates as acid circuit col¬lectors of sulfides and oxidesulfide ores - was commercialized in 1985. The monothiophosphates are more stable and powerful collectors than the xanthates and dithiophosphates. Hydrolyzed dithiophosphate containing 80% monothio and 20% dithiophosphate was found to give optimum recovery of copper from crude cementation precipitate and separation of Cu and Ni sulfides from matte (Akimova et al., Obogashch, Tonkov, Rud, OTR, 1985). The subject of this discussion is timely. The U.S. phosphate industry is suffering the throes of depression. It&apos;s plight is a matter of widespread concern. The future role of the U.S. industry in world markets is of particular interest. If we should prognosticate phosphate supply-demand on the basis of recent history, we would face a puzzling choice of scenario. In 1980, perhaps the best year ever for U.S. phosphate, 54.6 million metric tons of phosphate rock entered the market place. Of this, more than half was exported -- divided almost equally - as rock or phosphate fertilizer. During the last half of 1981 the situation had begun to change.

High pressure grinding has been introduced into many grinding applications. The high pressure grinding roll offers capacity increases of existing plants and savings in operating costs. Also metallurgical advantages could be achieved. The first high pressure grinding roll in a copper mine was commissioned in Arizona in July 1995. This paper provides information about the operating experience gathered during the first months of operation. The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance.
