The socio economic risks of mining in South Africa have been emerging for some time now, and have been brought into sharp relief by recent events in the platinum sector. The slow pace of social upliftment in the country has lead to widespread social unrest with consequent calls for different forms of resource nationalism. Fundamentally, the key stakeholders are not fully aligned, and are not engaging productively. This poses significant above-the-ground risk to mining companies. Measuring social impact, deploying inclusive solutions and engaging effectively with stakeholders are three ways in which mining companies can mitigate this risk. The South African Minerals Development Act (?the Act?) has been promulgated and will come into full force and effect once it is gazetted. Thereafter, all Old Order mineral rights will have to be converted into New Order mineral rights within a 5-year period, probably by the end of 2008. The conversion of rights will be achieved only with the demonstrated inclusion of empowerment groups in the conversion applications. In addition to the Act, the first draft of the proposed Royalty Bill (?the Bill?) was released during the week beginning 17 March 2003. Comments on the Bill?s contents had to be submitted before 30 April 2003. The contents were to be considered in terms of applicability and acceptability to the South African minerals industry, where after proposed comments and suggested amendments were to be submitted to the relevant State Treasury office. Specifically referring to the Bill, the general response from the industry is one of concern. Since any royalty is tantamount to a tax, the general feeling is that the current mining taxation rates are already internationally competitive and to increase these effective rates, notably at differing rates depending on commodity type, will have an adverse impact on the South African mining industry. A number of these impacts can be mitigated to some degree, depending on the flexibility of the State to address the major concerns.

Underground excavations exhibit different hangingwall conditions in response to varying geotechnical and mining situations. These differences need to be quantified so as to accurately determine the effectiveness of the mining and/or support strategies. A useful tool for the quantification of these differences is hangingwall profiling. Two methods of hangingwall profile measurement are described?termed irregular and periodic methods. Several data analysis techniques are reviewed for these methods and the suitable ones are discussed in detail. For irregular data the suitable techniques are the determination of the length, the average of the profile and the average absolute deviation from the mean of the profile. All of these techniques as well as determination of the moving average of the height and examination of the spectral image of the profile can be successfully applied to regular data. The effect of preconditioning on the hangingwall is discussed as an example and it is quantitatively shown that it results in improvements of conditions. The techniques described allow the engineer to quantitatively identify the appropriate support type or mining strategy and thus represent a valuable decision-making tool. It is suggested that these techniques should be employed on a routine basis by the rock engineers on the mines as part of their geotechnical classification, as well as support manufacturers to quantify the effectiveness of various support types.

Eng.(Metallurgical Engineering) degree The interrelationship between mineral liberation and leaching behaviour of a gold ore is ill defined, mainly due to the complexity of both leaching and mineral liberation. This study presents a neural network approach to modelling the liberation of gold bearing ores. A complete mineralogical analysis of unmilled and milled ores, including gold deportment and gangue content are used as inputs to a self-organizing neural net, which generates order preserving topological maps. The arrangement and shapes of these clusters are coupled to unmilled free gold data to predict gold liberation in milled ores (absolute error: 8.1%). Moreover, the self-organizing maps were diagnostic of the quality of data used, indicating that the relationship between particle size and gangue material content requires further investigation.

Abstract The process of stress-induced fracturing around underground excavations in brittle rock is associated with dilation or volume increase of the failed, fractured rock. Different attempts to account analytically for this dilation have been made within the framework of plasticity theory. This theory has been developed mostly for metals, strain-hardening materials or soils, but brittle failure of rock-like materials is characterized by strain-softening behaviour and the volume change is dominated by geometric factors, which may violate stability principles of plasticity. In this work a semi-empirical Rock Mass Bulking Model (RMBM) was developed, using as starting concepts: dilation angle, plastic strain rates, effective deformation modulus, effective Poisson's ratio, Griffith locus, and the definition of a bulking factor BF introduced by Kaiser et al. (1996). The model was calibrated in order to obtain bulking factors that are consistent with experimental data and case studies of measured bulking around underground excavations. Résumé La fracturation provoquée par le stress autour des excavations souterraines dans le minéral friable est associée à la dilatation ou à l’augmentation du volume de la roche en rupture. Dans le cadre de la théorie de la plasticité, différents essais ont été faits dans le but de trouver une justification analytique pour cette dilatation. Cette théorie a d’abord été élaborée pour les métaux, les matériaux ou les sols d’écrouissage, mais la rupture fragile de matériaux d’aspect rocheux est caractérisée par un comportement d’amollissement et le changement de volume est dominé par des facteurs géométriques, ce qui pourrait ne pas être conforme aux principes de stabilité de la plasticité. Dans le présent ouvrage, un Modèle semi-empirique de masse rocheuse a été élaboré, dont les concepts initiaux sont les suivants : angle de dilatation, vitesse de fluage plastique, module effectif de déformation, coefficient effectif de Poisson, locus de Griffith, et la définition d’un facteur de foisonnement FF apportée par Kaiser et al. (1996). Le modèle a été calibré afin d’obtenir des facteurs de foisonnement qui soient conformes aux données expérimentales et aux études de cas sur le foisonnement mesuré autour des excavations souterraines. Kurzfassung Der Prozess von Brüchen in unterirdischen Abgrabungen in sprödem Gestein ist mit der Ausweitung oder der Volumenzunahme des gebrochenen Gesteins verbunden. Verschiedene Versuche im Rahmen der Verformbarkeitstheorie haben versucht, diese Ausweitung analytisch festzustellen. Die Verformbarkeitstheorie wurde hauptsächlich für Metalle, kalthärtende Werkstoffe oder Böden entwickelt, da sprödes Versagen von Gestein ähnlichen Werkstoffen von kaltenhärtendem Materialverhalten gekennzeichtnet ist, und die Volumenveränderung von geometrischen Faktoren beherrscht wird, die die Stabilitätsprinzipien der Plastizität übertreten. In dieser Arbeit wurde ein halbempirisches Rock Mass Bulking Model (RMBM) (Modell für das Aufgehen der Gesteinsmasse), entwickelt, für das die folgenden Anfangsprinzipien benutzt wurden: Ausweitungswinkel, plastische Fliessensätze, wirksames Verformungsmodul, leistungsfähiges Poissons Verhältnis, die Griffith Ortskurve und die Bestimmung eines Aufgehensfaktor BF1 der von Kaiser et al. (1996) eingefürt wurde. Das Modell wurde so kalibriert, dass es die Aufgehenfaktoren erzielte, die mit den Vesuchsangaben und den Fallstudien von Aufgehensmessungen in unterirdischen Abgrabungen übereinstimmen.

Paper written on project work carried out in partial fulfilment of BSc (Eng) (Chemical) degree This paper details the formulation of a mathematical model for the simulation of a primary bioleach reactor, with specific reference to the leaching of pyrite. The model is based on the direct reaction mechanism, where the leaching of pyrite is said to occur via a two-step process. The process involves the formation of ferrous?iron through the chemical leaching of pyrite and subsequent bacterial oxidation of ferrous-iron back into ferric-iron. At steady state the rate of chemical leaching and bacterial oxidation are linked by the ratio of ferrous-iron to ferric-iron in solution. The extent of conversion of pyrite in the reactor system is described using the segregated flow model, with the exit age distribution of the solid phase being described by the Tanks-in-Series model. The final phase in model formulation involves the inclusion of steady state material balances on the bacteria and fluid phase components. The model is compared to pilot plant data and laboratory data for two different types of pyrite concentrates, with simulation results showing that the model is in good agreement with the data. Mining up to depths of 5 000 m would be a world first and, accordingly, no previous experience in the determination of acceptable heat stress limits, criteria or indices is wholly applicable. However, some South African gold mines are already operating at depths beyond 3000 m and much of the knowledge gained in reaching and working at such depths will be helpful in making adequate provision for acceptable environmental control at the greater depths being contemplated. Accordingly, it is necessary to take cognisance of the industry?s experience in deep-level mining and of standards and regulations already established in South Africa and elsewhere in order to ensure acceptable working conditions and control standards, that compare favourably and defensibly with those in other mining industries. The local and international use of heat stress limits, criteria and indices were investigated as it was necessary to determine to what extent any other indices, limits or criteria would be applicable to South African deep mine conditions. In addition, it was necessary to establish whether there was a single heat stress index that could be used for South African ultra deep mining conditions. It was found that an appropriate combination of heat stress indices would be required in planning for and ultimately controlling thermal conditions in ultra-deep mining. The depths being contemplated and the concomitant potential heat hazard present too great a risk for reliance on a single environmental component of heat stress, such as wet-bulb temperature at present in common use locally. The study recommends that a heat stress index, preferably Air Cooling Power (ACP), be used to design an ultra deep mine?s ventilation system and that wet-bulb temperature be used to monitor and control the system once it is implemented.

Black Mountain, a polymetallic base metal mine located in the Northern Cape territory of South Africa has been blessed with high grade economic ore for many years. Now that the Broken Hill orebody is nearing the end of its life, a lower grade orebody (Swartberg) is being exploited to supplement production from Broken Hill. In addition, ore from stopes in the upper levels of the Broken Hill orebody is considerably tarnished (oxidized). As a natural result, the remaining ore contains a higher percentage of magnetite, pyrrhotite and pyrite than in earlier years. Bismuth, cadmium and cobalt also occur in the ore in higher quantities. The life of the mine has been lengthened with the discovery of further deeper-lying ore reserves extending from the Broken Hill orebody suitably called the Deeps section. However, to bridge the gap between development of the new reserve and the exhaustion of the old reserve, these lower grade and tarnished (oxidized) ores have to be treated. The mine has had reasonable success in identifying unfavourable or problematic ore types and stockpiling them separately to blend in small quantities with more favourable ore. Bench and plant scale tests have aided identification of the various ore types and significant improvements in flotation metallurgical results have been seen. Copper, lead and zinc metal occur as sulphides in the ore. The mill consists of a differential and sequential flotation process that extracts copper concentrate, lead concentrate and zinc concentrate respectively with silver metal recovered in the copper and lead concentrates. This paper describes the ore blending strategy employed at the mine to maximize the econo-metallurgical efficiency of the operation.

Over the last few years Lonmin Platinum and Sandvik have embarked on a unique partnership of collaboration through a systematic approach to developing equipment to mechanize and automate narrow reef platinum mining. After the initial design and manufacture of the equipment the key aspect is the integrating equipment, people and method into a mining system. Another key aspect of mechanization is the optimization of equipment utilization, and this philosophy has ensured continual evolvement of mining methods. This paper describes the trials and development that have resulted in the mining method described as Lonmin mechanized breast.

The mining industry worldwide is facing a tremendous shortage of minerals engineers in all fields of specialization. For instance, in Australia the skills shortage in the mining industry has been identified as one of the top risks facing the mining industry. In Namibia most minerals engineers employed are expatriates, with some being Namibians who studied abroad. The minerals engineering programmes at the Polytechnic of Namibia are still in their infancy. These programmes were designed to meet the mining industry skills needs. Being young has its advantages in that lessons can be learnt from older minerals education institutions that went through similar challenges. However, this does not imply just copying and implementing their approaches, since the context differs and, to ensure sustainability of the minerals education programmes, curricula have to be customized to the local context. This paper reviews the interventions made by the Polytechnic of Namibia in order to ensure the sustainability of its minerals education programmes. The methodology consisted of an extensive literature review, a status quo analysis of the mining and process engineering department, identifying the gaps between the current state and desired state, and mapping the goals and strategic actions required to progress to the desired state. The following factors were identified as major threats to the sustainability of minerals education at the Polytechnic of Namibia: the quality of students, low student enrolment rates, low pass rates in science and mathematics, shortage of academic staff, dwindling government funding, and limited involvement of the mining industry. The major outcomes of this research comprise the detailed strategic actions employed by the Polytechnic of Namibia to address the threats to sustainability of its minerals education programmes.

The environmental impact of solid waste materials is closely linked to their potential to produce a hazardous leachate once deposited in a landfill. This potential is conventionally assessed with simple laboratory batch leach tests, which find more and more frequent application also in the minerals and metals industry. Such tests are intended to help distinguish between high and low risk wastes, but are completely unsuitable to allow quantitative prediction or modelling of the long-term leachate generation potential. In the present approach the leachate generation process is perceived as a combination of bulk convective transport, stagnant zone and inner particle diffusion, as well as reaction kinetic effects. Model equations are formulated accordingly. A modelling frame work, WASTESIM, has been developed at UCT, which allows flexible combination of the model components and simulation of leach scenarios. Quantitative model parameters are obtained from a systematic laboratory study on the waste material in question. The combined assessment and modelling approach is demonstrated with a study on Cr (VI) leaching from a ferro-chromium slag material. Although not straightforward, the approach is particularly useful in determining long-term liabilities in the context of waste disposal sites with considerably more reliability than has previously been possible. The practice of pumping gases which inhibit combustion for purposes of controlling or extinguishing mine fires is now universally accepted. The practice has been used many times in coal mines in India and the experiences are reviewed. The procedures relating to a membrane based nitrogen generator and to a combustion gases generator are described. The physical properties, practical requirements and economic implications of using different gases is briefly reviewed. Some aspects of the practice as related to mine fires in certain collieries in other countries are dealt with.

Transalloys produces 160 000 tons of SiMn per annum from five AC submerged-arc furnaces. The lime-ore melt from two AC open-arc furnaces is contacted with SiMn to produce 50 000 tons of medium carbon FeMn per annum. Metallics in the slag are reclaimed in a jigging plant, which has been in operation since 1999. The flow of materials between the jigging plant and furnaces has been optimised. The amount of recycle slag in the feed of the SiMn furnaces has been decreased by more than 30% which still provides satisfactory stability of the furnace operation. The jigging plant has absorbed all the additional slag generated, to recover SiMn metal. A review of the raw materials used and operating parameters for SiMn production was also undertaken. Slag to metal ratios were decreased by more than 30% by reducing the slag recycle, removing magnesite from the recipe and introducing high-grade ore. Electrode penetration was improved by reducing coke levels and by utilising more reactive coal. The pitch circle diameter (PCD) was reduced to get a better operating stability on furnace no 5 using the MINSTRAL Control System. Energy consumption on the furnaces improved by more than 15% while SiMn production increased as a result by more than 18%.

Eng (Mining Engineering) degree The condition of tunnels at Premier has deteriorated to such an extent that an objective viewpoint on what leads to poor condition was required. Poor and untimely development results in schedule deviation, rehabilitation, and increased working costs. The project focused primarily on quality, and not on efficiency. The project gave management guidelines that need to be focused on in order to produce quality infrastructure. The conclusions were reached by doing literature searches, underground site investigations, benchmarking and computer simulations. From the results we can see that, in order to produce good quality tunnels, we have to have the basics working. This was found to be one of the major problems. Firstly, tunnel profiles are not to the design specification and no fixed blast designs existed. After revising tunnel profile statistics, over break increased to 10% (previously 7%) and development metres were 50 m short of target. Blasting was not monitored and designs not optimized for the conditions. Furthermore, geological factors are the main contributor to tunnel failure, although this process is initiated and aided by poor development (overbroken tunnels, incorrect profiles, direction and location) and blast damage. Continuing to develop tunnels in the current manner will cost R 1.5 million in additional costs for loading and supporting overbreak, whilst an additional 1 800 man-shifts will be required. Blast patterns were designed as a starting point for trials, while the implementation of a blast management system, development statistical database, tunnel hand-over procedures and a revision of the bonus system were proposed.

Like it or not, CPD is upon us. As from 1 January 2006, all registered engineering professionals, i.e. professional engineers, professional engineering technologists, professional certificated engineers and professional engineering technicians, were required to undertake CPD in order to keep their professional registration current. The rules regarding CPD have been gazetted under Government Gazette No. 28328, Board Notice 131 on 23 December 2005, and they also appear on the ECSA website?www.ecsa.co.za. For the convenience of our members they are reproduced in full in this issue of the SAIMM Journal.

In this paper the origins of the mortar intruded concrete concept and its development and application in the construction of watertight bulkheads in South Africa are described. The events leading to the commissioning and execution of the West Driefontein Experimental Plug and the Virginia/Merriespruit Boundary Plugs, and their roles in the proving of the technique, follow. The development of the first Transvaal and Orange Free State Chamber of Mines Code of Practice for Mortar Intrusion Concrete for Underground Plugs and Bulkheads, Johannesburg, November 1962,is explained. The saga of the October 1968 flood and subsequent salvage of the West Driefontein Gold Mine is recounted. The paper concludes with mention of the validation programme carried out for the Placer Dome Western Areas Joint Venture and their South Deep water barrier programme.
