INCOME TAX: POST-GRADUATE STUDY COURSE CONCESSION As a result of representations made by the Associated Scientific and Technical Societies of S.A. and the Suid-Afrikaanse Akademie vir Wetenskap en Kuns, engineers and scientists will now be allowed to deduct expenses incurred on post-graduate study courses from their taxable income. The conditions of this concession are set out in section 16 of the Income Tax Act, 1969, which reads as follows: 16. (1) The following section is hereby substituted for section 16 of the principal Act: 16. "Notwithstanding the provisions of section 23(a) and (b), there shall be allowed to be deducted from the income of any person who is a dentist or medical practitioner or practises any profession referred to in paragraph (a), so much as the Secretary may allow of any expenditure incurred by such person in the circumstances contemplated in paragraph (c), if the Dental Association of South Africa in the case of a dentist, or the Medical Association of South Africa in the case of a medical practitioner, or the "Suid-Afrikaanse Akademie vir Wetenskap en Kuns" or the Associated Scientific and Technical Societies of South Africa in any other case, certifies in such form as the Secretary may prescribe that such person- (a) if he is not a dentist or medical practitioner, is the holder of a degree in engineering or allied technology or natural sciences awarded by a recognized university on completion of a prescribed minimum period of study of not less than four academic years or the equivalent thereof and enabling the holder thereof to practise the profession of an engineer or a profession for which advanced and specialised scientific knowledge is required which relates directly to- (i) the development or exploitation of natural resources; (ii) mining or prospecting for minerals; (iii) the production of pastoral, agricultural or forest produce ; (iv) the breeding or care of farm animals; (v) any industrial process; or (vi) the training of specialists in any branch of science or technology connected with any aforementioned profession; (b) has practised his profession for not less than three years; and (c) has incurred such expenditure during the year of assessment in respect of the attendance by him of any postgraduate study course approved by such body to improve his qualifications for carrying on his profession in the Republic". (2) The amendments effected by subsection (1) shall first take effect in respect of assessments for the year of assessment ending on the twenty-eighth day of February, 1970. From this section it is clear that the concession will only be granted if the application is accompanied by a certificate, which certificate must be either signed by the Chairman of Die Akademie or the President of the Associated Societies. In terms of the authority granted such certificates must certify that: (i) the taxpayer concerned has practised his profession for not less than three years; (ii) the expenditure was incurred by the taxpayer during the year of assessment indicated in the certificate; (iii) the expenditure was incurred by the taxpayer in respect of the attendance by him of a post-graduate study course approved by the Associated Scientific and Technical Societies of South Africa or Die Suid-Afrikaanse Akademie vir Wetenskap en Kuns, as the case may be, to improve his qualifications for carrying on his profession in South Africa; (iv) the taxpayer is the holder of a degree in engineering or allied technology or natural sciences, which degree was awarded by a recognized university,

I would ask you to take, first of all, ladies and gentlemen, the report of the Council as being read, and before moving adoption, however, there are certain salient points I wish to touch on, and I will leave the financial side of this entirely to our very competent and worthy, Honorary Treasurer, Mr Denis Maxwell.

Discussion: L. T. Campbell Pitt: When Mr Garrett and I discussed the design and construction of plugs and bulk head doors to resist great water pressures in mines about ten years ago, we visualized an emeregeny when there would be no time for site preparation. We could not however, anticipate a problem of such magnitude and urgency as the one described in the paper under discussion. The paper very clearly describes the flooding and the measures taken to save the mine. The complete flooding would have been a national disaster. The account of the combat between man and water reads like the account of a military operation. It was an endeavour which achieved success because there was a master plan, tenacity and, in fact, heroism. The paper is of necessity a long one. In my contribution I will mention some historical facts and factors that I believe have relevance to the flooding and the saving of the mine. It is of great satisfaction to me to have been one of the two initiators of a new approach to underground plug design and construction. The investigation was taken over by a Chamber of Mines Committee which combined our early work with further research and the resulting data had a significant bearing on the West Drie emergency plug designs. The final plug length was correctly based on the requirements to obviate leakage. A plug to have structural strength only would have been very much shorter but so ineffective as to have become a waste of labour, material, and in consequence, wasted the limited time available to prevent flooding of the whole mine. The figure of 75 lb per sq in. sheer stress provided a very ample margin, in my opinion, but under the very difficult site conditions and the limitations of plug material suitable for the very unusual construction, justified such a figure. There must have been considerable temptation to reduce the safety margin due to the urgency to complete and commission the plugs, but it is much to the credit of the directors of this operation that nothing less than a safe design was permitted. In about 1945 Blyvooruitzicht Gold Mining Company, which was then mining in to the West Driefontein area to assist in early development, decided to protect themselves from a possible inrush of water from the latter mine. A bulk head door was accordingly designed and installed on 2 level between 1945 and 1948 at 4,218 ft below surface. Since West Driefontein paid for it, Gold Fields consulting mechanical engineers collaborated with their colleagues of Rand Mines who completed their design after a few modifications were agreed. This door was never used to prevent an inrush into Blyvooruitzicht but the exercise was very useful to Gold Fields when the high pressure doors initially installed on 10 and 12 levels between Nos. 2 and 3 shafts to enable isolation of one section of the mine from another were designed. At that time the capacity of West Driefontein to cope with an inrush of water was comparatively small because the storage in stoped areas and the installed pump capacity were much less than in later years. These doors together with others of the same design were later moved to the lower levels served by sub vertical shafts. In addition, doors to prevent flood water entering the pump chambers on 18 level were installed at each end of that level, and designed for a head of 360 feet so that water would have to reach 16 level before the pumps were flooded. All these doors were called upon to hold water and it is reported that only a small plug in one of the doors and a 4 in. dia flanged pipe joint failed. The lesson is that in these cases the smallest details warrant as much attention as the major ones. That these were the only equipment failures when so much depended on equipment, is very much to the credit of design engineers, both of the Gold Fields head office and companies who supplied both mechanical and electrical equipment. Until I had read the paper I wondered why the policy of isolation by bulk head doors was not continued as the development moved eastward towards the Bank Compartment and particularly when it pierced the Bank dyke. The reasons have been given in the paper. It was unreasonable to expect provisions to be made to counter the remote contingency that the large installed pumping capacity and mine capacity to store water would be exceeded during a peak inrush. When pumps were being considered for West Driefontein, it was decided that the Gold Fields standard underground main pumps at that time of 1 million gallons per 24 hours would be too small. Three alternatives were considered. 1. Very large units that would require underground sub assembly and dismantling of both pump and motor. 2. The largest pump and motor that could be conveyed as a complete pump or motor from surface to the pump chamber. 3. Pumps of higher speed to reduce dimensions and weight. It was decided to adopt alternate 2 because of avoidance of transporting pumps in parts and assembling underground. Alternative 3 was not favoured because high speeds would have introduced problems of more exact rotor balancing. I believe the decision was correct and in the crisis enabled comparative easy transport of pumps and motors to surface for overhaul and, if required, transfer to other pump stations. The standard pump thus became a 10 stage 1,500 rpm pump with a capacity of approximately 2 million gallons per 24 hours against a static head that varied

Discussion: M. D. G. Salamon* (Fellow): The theoretical principles behind the techniques of calculation used by the authors was formulated and published during the period 1962- 65. These principles, together with their practical implications, were summarized in a review paper in 1966.1 Now, in February, 1970, we have this long and comprehensive paper discussing the practical application of the theory. I think this is good progress. The large number of practical examples treated in the paper clearly demonstrates not only the skill and knowledge of the authors, but also the versatility of the techniques of analysis. I feel that the techniques described by the authors, and their improved versions, will revolutionize mine planning. I suggest that no shaft system or stoping layout should be planned in future without an adequate rock mechanics analysis. It seems that it will be progressively more difficult to white wash mistakes in rock mechanics and attribute their costly outcome to normal mining risk. We should not, however, become complacent. There is still a lot to learn and do in the future. I do not want to discuss tonight the question of further research but instead, I will raise two other problems which may hinder the future progress of practical rock mechanics. To carry out work similar to that described in the paper, mine managements require men who are capable of doing the work and who have the most efficient techniques of analysis at their disposal. As a research engineer I have been associated with the development of techniques of analysis. I can assure you that these have undergone an amazingly rapid development during the last six years. We have seen the change from the use of the electrolytic tank analogue and manual integration to the method described by the authors, that is, to the employment of the automatic network analogue and computer integration. But this is not the end. In a recent paper Prof R. P. Plewman2 and his co-authors described a completely digital technique. Here the process of calculating on- and off-reef quantities is integrated into one computer run. But these sophisticated methods of computation are useless without men to make intelligent use of them. During the last few years a new breed of mining engineers has appeared on the scene - the Rock Mechanics Engineer. I feel it is timely to call the attention of the senior members of this Institute to the fact that this new breed will succeed in carrying out its duties in a valuable manner only if we manage to attract to its ranks young engineers of the right quality. The requirements are high. The top rock mechanics engineers have to be good mine planners and they have to understand the essence of sophisticated theories. Without these attributes they will not succeed in the long term and the industry will not gain the benefit of available knowledge. To attract this quality of engineers the industry will have to ensure that rock mechanics is accepted by all concerned as a career which could lead to the top echelons of our profession. Finally, I would like to make one or two remarks concerning Part I of the paper. In Sections 3.1 and 3.2 the authors describe methods of determining the normal stress on the reef plane and the convergence distribution in the excavations. The description as given applies only to a horizontal reef. When the reef is inclined the situation is more complex since a shear component of stress on the intact reef and a ride component in the excavations must then also be determined. These can be calculated by methods similar to that described in the paper.3 The practical application of the method of calculating the released energy (Section 3.4) is in the comparison of various stoping layouts to establish an order of preference in terms of decreasing rates of energy release. To carry out these comparisons effectively, the calculations must be carried out in a manner by which the values of energy per unit area obtained are comparable. I would like to note in this respect that the method of calculation given in the paper is valid without reservation only if there is no elastic contact between the hanging and foot walls in the mined-out area. If there is contact then the calculated energy values are correct only if the mined out area is increased in small steps during the analysis. My second point in this regard is concerned with the practical method of calculation as described in Sections 3.4 (ii)-(iii). Firstly, I would like to suggest that the energy calculation should be carried out, as far as possible, by using always the same scale on the analogue. Secondly, the reading of current on a pin should be followed by the removal of that pin to obtain the corresponding reading of potential. The product of these two values will be proportional to the energy released during the mining of the small area corresponding to that pin. The method suggested by the authors tends to mask possible danger points in the layouts, since they obtain an average value for a time period, say, for six months.

A Colloquium on 'Control and Simulation in the Minerals Industry' was held at the Holiday Inn, Milner Park, on 20th September, 1984, in conjunction with the Electra Mining Exhibition. A total of 170 persons attended the very full morning programme, which began with an opening address by the President, The South African Institute of Mining and Metallurgy, Mr l.D. Austin. He outlined the reasons why computers were being used to an ever-increasing extent for control and simulation in the minerals industry. The computer was even used to check, among other things, the validity of the signals it was receiving by mass-balance calculations.

The discussion written by Dr de Frey suggests that mine design should be based on closely spaced stability pillars. However, this concept leads to low extraction ratios at depth. The concept of `crush' pillars in conjunction with more widely, appropriately spaced stability pillars allows for significantly larger extraction ratios, particularly at depth. It should be noted that the rock conditions in many areas of South African platinum and gold mines are good, allowing significant spans to be mined safely between stability pillars. `Crush' pillars are cut small enough to fail stably near the face under stiff loading conditions, and their residual strength is intended to support about 10 m rock height between stability pillars. While this support resistance cannot be achieved by conventional support, crush pillars have been proven to have the required capacity for this purpose. The concept of leaving smaller crush pillars with appropriately positioned stability pillars has been used successfully for more than 30 years in areas of South African platinum and gold mines.

"The determination of the oxidation state(s) of an element present in a solid sample may be required for a number of reasons, including the assessment of the degree of reduction which has taken place during a multi-step production of a metal. In addition, possible flaws in a metal may result from small amounts of oxides included in the solid. The analyte of interest may be present as a major component of a sample of interest, or as a minor impurity - beneficial or requiring removal - in another matrix.Numerous methods have been established for the analysis of species in solution samples - for example, Fe2+ and Fe3+ by titration, Cr6+ by colourimetric means, etc. With appropriate knowledge of the solution being analysed, many of these methods are fairly straightforward, extremely reproducible and accurate. In those instances where the analyte in a solution is known to be in only one form, the analysis is even more straightforward, since it can be achieved instrumentally (by AAS, rCP-OES or rCP-MS, for example).However, the situation with respect to the analysis of solids is not as simple. Various techniques - such as X-ray diffraction - are routinely used by our mineralogists to obtain information about the various minerals present in solid samples, and thus about the oxidation states of the analyte elements present. However, these techniques usually give results that are qualitative, or semi-quantitative at best. They are also usually time-consuming and expensive. One of our colleagues at Mintek, Deshenthree Chetty, has done extensive work in developing a method for the quantification of manganese species in solids using mineralogical methods, and this is no small achievement."

This research involves the investigation of phase transformations in the platinum-chromium coated system. Single-layer 0.1 µm platinum coatings were deposited via electron beam deposition on 99.98 percent pure chromium substrates. Specimens were subjected to systematic heat treatment in a vacuum furnace at 900°C for up to 20 hours. Phase formation and the changes in surface morphology were investigated by X-ray diffraction (XRD) and scanning electron microscopy (SEM).Both CrPt and Cr3Pt phases are formed during heat treatment for different times at 900°C. Significant changes in the morphology of this coated system were detected after heat treatment at 900°C for 20 hours.

The beneficiation equipment under the control of plant metallurgists exploits the differences in the physical properties between valuable and waste mineral components. In many cases, laboratory results are too late for process control and can only serve the purpose of "post" reports, the calculation of a mass balance and the issue of a quality certificate. As a result, experienced operators regularly adjust separation equipment based on the colour and texture of the various product streams in the beneficiation plant. Metallurgists quickly learn to recognise the different minerals in their ore body. The stereo microscope has been a valuable tool used by operators to quantify known mineral species. For many years it was the only practical method available for the purpose of process control and even for quality contro1. The modem spectroscope is far superior to the human eye and can rapidly detect a change in mineral composition. New generation optical scanners and digital signal processors can provide useful signals, related to mineral composition that can readily be applied for the purpose of process control. Successful case studies, covering dry in-line and slurry applications as well as in-plant fast spot analysers are presented.

KingIn presenting his paper Dr W. J. Whiten outlined the basic concepts on which the control model was based and emphasized the fact that empirical models based as much as possible on theory were used to simulate each unit of the crushing plant. The final parameters of each model were computed using data collected from the plant. Unfortunately, the system did not permit accurate extrapolation but was successful when operating in the region from which the parameters were calculated.He concluded from the results of the test work that the crusher amperage was a critical parameter and that the utilization of the model gave a 15 per cent increase in the plant output. This was because the model predicted that a marginally fine grind would provide a significant increase in throughput. Dr Whiten elaborated on what constituted the multiple spline regression, explaining that it was a least-squares curve-fitting technique in one or more dimensions, where the calculation of coefficients in analytic expressions was replaced by the calculation of typical points on a very smooth curve called a spline function. The emphasis was placed on the shape and value of the curve or curves instead of on the coefficients as in analytic regression. A spline function was the line drawn between all points constituting the data set.Dr B. K. Loveday commented that the simulation was unusual in that the optimum throughput was considered to be the maximum throughput, which, surely, was limited by the crusher size. He also emphasized the importance of the interaction between both crushing and grinding circuits and added that in practice the optimum operating conditions were inter-dependent. Dr Whiten replied that in the case of the plant under consideration, the crushing process was not, in fact, the limiting operation.Mr C. E. Clifford indicated that the model was being used to simulate a number of crushing and grinding circuits at Mount Isa Mines. He reported that the model simulated the circuit satisfactorily for primary and secondary gap settings of 0,625 in. to 0,375 in., but that adjustment had to be made to the model parameters for gap settings of 0,250 in. to 0,125 in.In reply to a question from Dr D. M. Hawkins, Dr Whiten said that he preferred to use low-order splines with smaller segments rather than high-order spline functions with large segments."

Altering the microstructure in order to improve the tensile properties of bow shackles resulted in inconsistency in the fatigue performance. This raises the question whether the inconsistency in fatigue life can be attributed to microstructural changes along the profile of the shackle or to decarburization at the surface. Bow shackles forged from 080M40 (EN8) material were subjected to different heat treatments in order to alter the microstructure. The shackles were subjected to five different fatigue load cases, which represented typical loads experienced at termination points for an overhead power line with a span length of 400 m, with changes in conductor type, configuration, wind, and ice loading. Although the change in microstructure does improve both the tensile and fatigue performance, we found that the depth of the decarburization layer has a greater effect on the high cycle fatigue life of bow shackles than the non-homogeneous microstructure.

Biological sulfate reduction has become a successful treatment alternative for acid mine drainage and Mintek is developing biological processes for treatment of highsulfate mine waters. Treatment of these high-sulfate waters is achieved by sulfatereducing bacteria that reduce sulfate to produce sulfide as a product, in the form of H2S and HS− at neutral pH. This introduces the opportunity to apply treated effluents from biological treatment processes for the recovery of metals, such as copper, from metallurgical waste streams. This study models the kinetics of copper sulfide precipitation from a complex bioleach liquor. The results indicated a rapid rate of reaction and the formation of covellite, suggesting the potential to use biogenic sulfide to recover copper as a metal sulfide product.

In recent years, the grade of silica in zinc concentrate has increased due to the degradation of zinc content and the increase in impurity content in natural ores. It implies that the development of silica removal technology from zinc concentrate is necessary to solve problems in the smelting process caused by the high content of silica in zinc concentrate. In this paper, the authors investigated the silica removal processes from silica-rich zinc concentrate by mineral processing approaches such as re-grinding and flotation. This study focused on the pulverisation process as a pretreatment for the investigation of individual minerals' liberation from the silica-rich zinc concentrates using different kinds of pulverisers. Flotation experiments were performed to separate silica and zinc concentrate from the pulverizsd feed sample using a pH regulator (NaOH), activator (CuSO4), collecting agent (PAX), and foaming agent (DOW froth 250). Results showed that the liberation rate of silica (SiO2) was reached 75% from 13% by pulverisation in an attritor with a 2 mm ball in diameter, while silica accumulated in a fraction over 20 mm in size. Flotation experiments indicated that silica removal efficiency was achieved by 44% from + 20 mm fraction obtained from pulverisation whereas the grade of silica in froth reached 1.85 mass% from 4.5 mass%. Results indicate that silica could selectively separate from silica-rich zinc concentrate, and 99.8 % zinc recovery is achieved under the studied conditions. Tungsten carbide is a fine grey powder. It can be formed into shapes by compacting with the addition of a binder. Spherical particles are generally preferred in additive manufacturing as they pack together more efficiently than non-spherical particles, promoting a uniform powder bed density, better flowability, and elimination of internal cavities and fractures, resulting in a better quality of final product. The particle shape of powders can be transformed into spherical through the process of spheroidization. However, due to its high melting point, tungsten carbide could be difficult to spheroidize. Tungsten carbide was spheroidized using an inductively coupled radio frequency plasma at various plate powers between 9 and 15 kW. The influence of additional H2 in the sheath gas on the chemical composition of the tungsten carbide product was also investigated by means of XRD, which indicated that WC is converted to W2C at higher H2 concentrations. Optical analysis of SEM micrographs indicated that the spheroidization ratio increased with increased plasma energy.

Geometallurgy - the science of predicting the behaviour of ores along the value chain based on their geological and mineralogical characteristics - has barely moved beyond process minerology studies. These studies typically link process behaviour to the mineralogical and microstructural characteristics of pristine or processed ores in a qualitative or semi-quantitative manner. Eventually, a trial-and-error optimisation of the operation is achieved. However, to deliver on its promise, geometallurgy should progress beyond this current approach to a fully quantitative understanding of process behaviour, including the various uncertainties involved, namely predictive geometallurgy. One of the barriers currently hindering this development is the neglect of most ore characterisation data obtained in geometallurgical studies. This is mostly due to the large extent of this information exceeding the capacity of conventional software. To address this challenge, we developed a data mining platform consisting of an SQL database, an R front-end in-house package, and back-ends to interpret data from several analytical instruments. This platform enables the use of the statistical and data mining power of the R open-source environment for any geometallurgical study. Potential applications range from ore characterisation to process understanding and forecasting, and from geostatistical prediction to operational control and optimisation. The scripting abilities of R allow for the: 1) processing of many streams in loops, thus freeing the user from repeating tedious click-and-drop tasks; 2) computation of virtually any derivate or aggregate quantity from the data; 3) distribution of the work among several processor clusters; and 4) keeping of a log file for the calculations done. This contribution presents the building blocks of this platform, and illustrates with several examples its potential to enable predictive geometallurgy. Chile is the main producer of copper in the world and lately the mining industry has suffered challenges due to the lack of water in the north of the country, along with the new policies of not using fresh water for the industry. This has prompted the use of seawater as an alternative source for mining. Several studies have been driven due to this new scenario, which have shown that seawater can be beneficial, if certain ions are removed from the process. This is the Mg that generates precipitates at high pH, that have been shown to make mining operations difficult. In particular, thickening operations are impaired by the presence of Mg ions, where aggregate formation and sedimentation decreases substantially. Our studies suggest the competence of the precipitates in adhering to the polyacrylamide (HPAM) flocculant and not towards the surface of the quartz minerals. This motivates the present work to use molecular dynamics to study the adsorption of a HPAM molecule on quartz surfaces and the surfaces formed by Mg precipitates. The surfaces are immersed in a saline solution or seawater that includes the HPAM molecule. Results are obtained by measure the adsorption frequency and duration. We obtained that the HPAM molecules are preferably absorbed on the surfaces of magnesium hydroxide. This gives us a good agreement with what is observed experimentally and strengthens the premise of the competition of hydroxide with the flocculant. Industrial effluent from various industries contains heavy metals that are a serious threat to humans, flora and fauna in water bodies, and the environment. The heavy metals are dumped after precipitation, which has serious environmental consequences. In this paper, a 2D axi-symmetry CFD model has been developed to study the extraction of chromium ion from industrial effluent, in a hollow fibre membrane, using Alamine 336 as the carrier and kerosene as the diluent. The Navier Stokes equation was used to predict the velocity profile of the aqueous and organic phases, and species transport equation, which considers both convective and diffusive mass transfer, was used to predict the concentration profile of the chromium ion in the computational domain. The distribution coefficient was experimentally determined at a pH 4, which was found to be the optimum pH. Numerical simulations were performed considering 11.11 mol/m3 of initial feed concentration for chromium ions and extractant concentration of 0.2 M. A range of supported gold catalysts was prepared by ion exchange, varying many of the preparation variables, including concentration in the precursor solution, washing procedure, as well as drying and calcination procedures. These catalysts have been characterized extensively. TEM images show essentially the same crystallite size distributions, between 2?5 nm, for almost all catalysts, the only exception being catalysts not washed in ammonia, which did not show any small crystallites. Additional characterization with SEM yielded an interesting discovery. Catalysts that appear identical on the TEM also contain some large crystallites in the range of 50?500 nm. Differences in dispersion due to the drying procedure not seen on the TEM can now be observed. Oxygen chemisorption is being investigated as an additional method to characterize gold based catalysts to complement the typically used electron microscope techniques.
