Any study of the contentious subject of nationalization can ultimately be reduced to a sombre analysis of the simultaneous, and very different, interests of capital, labour, and government. Each of these interests attempts to maximize its objectives, subject to checks and balances provided, in an ideal system, by a country's executive government, legislature, and judiciary. Where even one of the three interests goes out of control, the consequences can be disastrous. The case histories show that when this occurs, the most common culprit is government, or its proxy, such as a dictator. At the other extreme, the case studies indicate that the optimum outcome occurs when capital, labour, and government are 'ring fenced' from each other: each enjoys its rights, but is also subject to duties. 'Conflicts of interest' between the three entities are ideally avoided to the maximum possible extent. The case studies include several salient instances from both the DRC (Gécamines, La Générale des Carrières et des Mines) and Zambia, along with Ghana and Chile. Further instances are examined in South Africa (gold), India (Coal of India), Brazil (Petrobras), Venezuela (Petróleos de Venezuela), Sweden (Luossavaara-Kiirunavaara Aktiebolag), Mauritania (Société Nationale Industrielle et Minière), Norway (Norsk Hydro), Botswana (Debswana), and Namibia (Namdeb). The article concludes broadly that South Africa's minerals sector is not ready for nationalization.

To improve the climatic environment underground the German coal mining industry has installed refrigerators with a capacity of 300 MW cooling power. One third of this total is accounted for by central refrigeration plants with more than 5 MW capacity. The central refrigeration comprises three stages: mechanical cooling, transport and distribution of chilled water via pipelines and exchange of heat in the air coolers. Of these three stages only the mechanical generation of chilled water has been resolved satisfactorily. Transport (including distribution) and exchange require further technical research. The Mining Institute of the Aachen University of Technology has done extensive studies on this subject, concentrating on controlling the flow of chilled water according to demand in the mine. Additionally, the favourable exchange in the air coolers is taken into account. The studies are based on a model mine which simulates the conditions in deep coal mines in Germany. The simulation program represents firstly the condition of the mine air at the location of the air being cooled, then the heat exchange in the air cooler itself, and finally the transport of the chilled water from the central refrigerator to the consumer. The program also reproduces the seasonal and operational changes in conditions of mine air as well as different air cooler designs. A regulated distribution of chilled water is also suggested. Finally, estimations of costs can be made as an aid for further planning.

An analytical framework is formulated to assist mining companies in assessing the relative merits of mineral exploration and acquisition strategies. The anticipated costs, risks, and returns of each strategy are conceptualised using decision trees. Economic criteria - expected net present value, expected return per unit of investment, and the probability of success - for each strategy are derived(from the appropriate decision tree network. Application of the analytical framework is illustrated using the example of a medium-size company in the Canadian base metal sector.

A generalization of Gy?s 1979 model for the variance of the fundamental sampling error has been proposed at WCSB2?2005 by Geelhoed. This generalized model can potentially lead to a better correspondence with actual sampling processes. However, a new parameter is required by the new model: ?the parameter for the dependent selection of particles?(Cij). It is important that this new parameter, which is at the basis of the new theory, is well understood in the sampling and blending community. In order to clarify the meaning of Cijand to prevent potential misinterpretation of Cij, we discuss the difference between Cij and an intuitively associated, but different, parameter: ?the parameter for the dependent selection of particle types?(Mij). In this contribution, the theoretical difference between both parameters is clarified. Simulations demonstrate that, numerically, the difference between Cij and Mij can be large. Some additional advantages of the approach which uses Cij are discussed: (i) the approach based on Cijis more general; (ii) in all cases where Mij is known, Cij can be determined as well, while the reverse is not true; (iii) an equation already exists that relates the sample variance to the value of Cij.

Extensions to the beneficiation plant at the Grootegeluk Coal Mine are currently being planned in order to provide power station coal for Escom's Matimba Power Station, presently under construction. A simulation model was developed on the Olivetti M-24 microcomputer to facilitate the development of the envisaged flowsheet. The computer program simulates the heavy-medium separation and screening unit operations. The model is based on the construction of the Tromp partition curve described by an arctangent function, allowing ideal and non-ideal separations. The paper discusses the determination of the parameters required by the arctangent curve from standard process parameters such as Epm, Wolf cut-point, Tromp cutpoint and screening efficiency. The accuracy and shortcomings of the model are discussed, while an overview of the application of the model to evaluate borehole and bulk sample analyses is also given. It is concluded that the model is an invaluable aid to general flowsheet development.

In the wake of the financial crisis that affected world markets in 2002, there has been an increasing international focus on corporate governance. Various corporate governance codes of practice have been introduced, such as the Sarbanes-Oxley legislation in the USA, the Combined Code in the UK, and King III in South Africa. This focus on corporate governance has increased since the most recent financial crisis in 2008, the effects of which are still being felt world-wide. In the mining and minerals industry, reliable metal accounting is essential to sound corporate governance and is also becoming a focus of increased attention and concern, particularly as the figures generated by the metal accounting system feed directly into the financial accounts of mining companies. Mass measurement, sampling, and analysis provide the input data for the metal accounting system and sound corporate governance requires that the procedures used are based on best practice and that the data generated is accurate and handled correctly, transparently, and consistently to produce the accounting reports. The AMIRA Code of Practice for Metal Accounting has been widely adopted in the industry as a means to achieve this, and the compilers of the Code have conducted numerous metal accounting audits at operations, both in South Africa and abroad. For tunnelling in poor and heterogeneous ground a reliable on-site short-term prediction is required to allow a safe and economical construction. With the use of absolute displacement monitoring data and advanced software for evaluation of the data in combination with a routine update of the geological model a considerable increase in the reliability of the short-term prediction could be achieved. The paper deals with theoretical considerations, numerical studies and case histories from alpine tunnels in heterogeneous rock. Tunnelbau in schlechtem und heterogenem Gebirge erfordert auf der Baustelle eine verlaessliche Kurzzeitprognose, um ein sicheres und wirtschaftliches Bauwerk gewaehrleisten zu können. Die Verwendung von absoluten Verschiebungsmessdaten und deren Auswertung mit Hilfe von hoch entwickelten Softwareprogrammen in Kombination mit einer laufenden Aktualisierung des Gebirgsmodells ermöglicht eine erhebliche Erhöhung der Verlässlichkeit von Kurzzeitprognosen. Dieser Beitrag beschäftigt sich mit theoretischen Ansätzen, numerischen Modellen und Fallstudien von Tunnelvortrieben in heterogenem Gebirge. La construction de tunnels dans la montagne hétérogène de faible résistance exige un pronostic fiable à court terme sur le chantier, afin de pouvoir garantir un ouvrage sûr et économique. L'utilisation des données de mesure de décalage absolues et de leur évaluation à l'aide de logiciels sophistiqués en combinaison avec une mise à jour courante du modèle de la montagne permet une augmentation considérable de la fiabilité des pronostics à court terme. Cette contribution présente des approches théoriques, des modèles numériques et de cas pratiques de progressions de tunnels dans des montagnes hétérogènes.

This paper argues that the scale up of furnaces and the supply of electricity are going to be two major issues that will affect the ferro-alloy industry in the near future, and that economic factors will drive this development. The most common type of furnace for producing ferroalloys at present is the submerged-arc furnace with three electrodes, fed from a three-phase AC electrical supply. The scale up of this technology has now reached a fundamental constraint, which is caused by the electrical reactance of the secondary circuit. If the economy of any further scale up is to be achieved in the future then a different technology will have to be used. The supply of electrical power in future is likely to become amore complex issue than it is at present. Existing submerged-arc furnaces tend to run at fairly steady loads, but the ability to swing the load under demand-side management may offer advantages, and may allow a furnace to obtain cheaper power from the organizations that supply this power. This will have to be counterbalanced against the nuisance factors incurred by having a varying load in the operation of the furnace. Various options are therefore discussed in this paper. The possibility of scale up of Søderberg electrodes is discussed, as well as the use of DC power and multiple electrodes. Some of the issues with load swinging are also examined. A particular scenario is also briefly presented to show that considerable further scale up of ferro-alloy furnaces is still possible.

SYNOPSIS The theory of elasticity has been shown to provide a means of determining the stresses and displacements induced by mining in deep level hard rock mines. This theory has been incorporated into an electrical resistance analogue on which the plane of a reef or ore-body can be modelled to enable the rapid determination of stresses and displacements at points in the plane of the reef. This electrical analogue has been used to determine energy release rates caused by scattered mining, which, to some extent, is a measure of the degree of hangingwall fracture. A correlation between predicted energy release rates and actual underground conditions in stopes in the O.F.S. goldfields has been encouraging enough to define parameters on which future stoping layouts can be based. The use of the elastic theory through the analogue has been extended to the assessment of the influence of stoping operations on off-reef excavations. Underground conditions at damaged and undamaged areas have been compared with predicted elastic stresses at the positions under review, resulting in the derivation of design parameters for use in siting off-reef excavations in the prevailing geological conditions in the O.F.S. and Klerksdorp goldfields. The analogue has also been used to assess the vulnerability of certain un mined dykes to bursting. Correlations between stresses induced on dykes by stoping and dyke behaviour underground has enabled critical stress levels to be determined for several persistent dykes occurring in the O.F.S. and Klerksdorp goldfields. A number of long and short term planning projects at mines operating in the Anglo American Corporation and General Mining and Finance Groups are described, where the data derived from the electrical resistance analogue is processed by computer programmes and assessed on the strength of the design factors derived from the correlation of field work and the elastic theory.

It is well known that job-related hazards and individual factors influence occupational injuries. However, research involving coalminers has been limited. This case-control study assessed the relationships of job-related hazards and individual/life style factors with injuries among underground coal miners. It compared 245 cases with at least one injury during the previous two-year period with 245 matched controls with no injury. The data were gathered via personal interview and analysed using the conditional logistic model. The significant risk factors were materials handling (adjusted OR 5.15), poor environmental/working conditions (2.63), geological/strata control-related hazards (2.35), lack of formal education (3.00), sleep disorders (1.86), alcohol consumption (2.32), disease (2.23), having a large family (5.40), and risk-taking behaviour (9.40). Machine-related hazards, sleep disorders and alcohol consumption primarily affected workers aged less than 45 years; whereas, environment/working condition-related hazards, presence of disease, smoking, risk-taking behaviour and large family size were more likely among workers aged 45 or over. The fundamental ideas of Computer Aided Lignite Mining (CALM) with respect to hardware and software used at Rheinbraun are explained and outlined in detail. The computers used in the main data processing department and in the different departments in the mines are described. Special emphasis is laid upon the network connecting the computers at different places for data-exchange. Concerning technical applications, the main facilities of CALM are deposit and pit modelling, complex geomechanic computations and mass calculations, data recording from the production process in the pits and refining plants, and detailed information and planning systems for water management and mining equipment. Concerning administrative applications, the main facilities of the software are the accounting system with cost controlling and planning, the materials management system with stock control, forward planning and computer supported order procesing, a system for the administration of property within and surrounding the mines, and systems for personnel administration and payroll. The various software systems developed for these application and the influence of data processing technique, such as data base management and the interconnection of data processing systems, are demonstrated.

In the previous chapters we did not concern ourselves with the fact that the geostatistical properties of the regionalized variable x (z) are affected by the size of the support w. Ideally, when analysing an ore body O, we would like to determine the properties of point values in O, i.e. the properties of a regionalized variable with an infinitely small support, say w°. In practice, point values are never known. To measure the value of x at a point z we must take a sample of size w centred at z. For example, if we are interested in the grade at point z, w will be the volume of the sample 'centred in z; if we are interested in the metal accumulation at point z, w will be the area of the cross-section of the sample centred in z. We say that the measured property is a regularized variable, and so the semivariogram (or covariogram) calculated from the values obtained is also regularized. In the majority of the mining problems which can be solved by geostatistical methods, we are interested in the properties of blocks of ore and of samples with a finite non-point support. It will be shown in the following chapters that these problems can be solved by calculating the average value of the point sernivariogram in volumes or areas of finite dimension, or between such volumes or areas. These calculations would be simple if we knew the point semivariogram. This means that the point semivariogram has to be estimated from the observed regularized semivariogram(s).

The main mineral components of the so-called heavy sands (or black sand) are the titanium, zirconium and iron-bearing minerals, rutile, zircon and illmenite, accompanied by various minor and trace amounts of silicates or phosphates, often present together with the rare earth elements. The investigated samples originated from Richards Bay Minerals (RBM) in South Africa, which is jointly owned by BHP Billiton and Rio Tinto, the largest titanium slag producer in the world. The present study focused on the characteristics of samples originating from various points in the separation plant. The heavy-mineral fractions and concentrates of a representative suite of samples were investigated using various analytical techniques to establish the differences in morphological and elemental compositions at the different points in the plant. These techniques included: reflected light microscopy, micro-raman spectrometry (MRS), scanning electron microscopy coupled with energy dispersive X-ray analysis (SEM/EDX) and structural and chemical analyser (SCA). All samples comprised a heterogeneous population of zircon and rutile grains with diverse physico-chemical properties, expressed by large differences in colour and trace element chemistry of single grains. The elemental composition proved the presence of the rare earth elements that appeared to coexist with both Ti and Zr minerals. The percentage of grains hosting inclusions, such as anatase, monazite, quartz, spessartine, augite, epidote and actinolite, varied for each sample and could be uniquely characterized by Raman investigations. Trends in PGM demand?The conference paper will cover a concise analysis of demand trends, which will include the major PGM end-use sectors (autocatalysis, jewellery, glass, petroleum, nitric acid, medical/dental) and will touch on the investment sector. Reference will be made to environmental legislation affecting global emission standards, trends in PGM loadings and the substitutability of platinum and palladium in this end-use sector. Observations will also be made on the jewellery sector, and the development of Chinese and Japanese demand. Trends in primary and secondary PGM supply?Similarly the paper will summarize historic and current global mine supply and primary production trends for PGMs, referencing recent expansions, their deliverability, and other projects coming on line. Consideration will be given to the grade and geology of PGMs worldwide and metallurgical developments. PGMs produced as by-products of base metal production and early PGM recycling estimates will also be appraised. In order to gain a wide-ranging appreciation of the industry?s long-term cost trends of producing virgin PGM metals, the paper will look at the cost and profit dynamics of global production on a regional basis (Western Bushveld, Eastern Bushveld, Northern Bushveld, Zimbabwe, USA, Canada and Russia). Extrapolating tomorrow?s PGM market and forecasting metal prices?Based on established industry trends and market practices Stephen Forrest will conclude by unveiling a variety of thought-provoking extrapolations of today?s and tomorrows platinum, palladium and rhodium markets to conference delegates. Importantly, having highlighted major developing PGM market trends in end-use (specifically on the elasticity of demand to high metal prices), primary and secondary PGM supply trends, in addition to presenting a carefully reasoned forecast of industry supply costs and margin trends, Stephen Forrest will conclude by estimating long-range PGM metal price trends. Other relevant market factors including industrial production, global currency rates and regional political factors will be deliberated.

Acid heap leaching has been extensively applied to the processing of copper oxide ores, with recovery of copper by solvent extraction and electrowinning. Heap leaching has also been extended to the treatment of secondary sulphide copper ores, where oxidative conditions are generated in aerated heaps by the bacterially-assisted oxidation of ferrous iron to ferric iron. The treatment of low-grade chalcopyrite ores has recently been the focus of research, with Mintek playing a prominent role. When processing chalcopyrite ores, more complex column test work is performed, which incorporates the prediction and simulation of temperature behaviour in pyrite-containing heaps. Mintek has devised a trade-marked column leaching apparatus (SmartColumn?) for the simulation of the natural temperature profile development in pyrite-containing heaps. As heap leach applications are becoming more complex, the parameters that need to be built into the design and operation of heap leach plants are growing in number, and the amount of data to be collected and processed, and the number of decisions to be taken daily, are also increasing. Mintek has therefore developed the HeapStar® administrative advisory software, as a guidance system to ensure that the correct protocols are implemented at various stages of the leach cycle.

Laboratory investigations were conducted to establish the feasibility of bioleaching a mixed copper oxide/sulphide rougher concentrate from Nchanga Mine on the Zambian Copperbelt. The objective was to determine the kinetics and extent of copper extraction for this material. Batch experiments were conducted under different solution conditions in stirred tank bioreactors. The progress of (bio)leaching was monitored through measurements of soluble ferrous and ferric iron, copper, pH, and redox potentials, while bacterial activity was monitored online through 02 and C02 gas utilization rates. About 20 per cent copper was solubilized within 2 hours in all cases of non-oxidative (abiotic), oxidative (abiotic), and bioleaching experiments. This was attributed to the dissolution of mainly copper oxides. Subsequently, bioleaching experiments resulted in an overall copper extraction of 93 per cent, with up to 8 g.L-1 copper after six leaching days, compared to 58 per cent copper extraction in the abiotic oxidative acid leaching experiments. However, there was little effect of time (i.e. poor dissolution kinetics) on copper recovery for abiotic non-oxidative acid leaching of the material. Hence, the rate of sulphide leaching increased due to the activity of bacteria. Thus, the material is potentially bioleachable under mesophilic conditions. However, more exhaustive test work needs to be conducted to establish the effect of bioleaching variables and heat requirement.

Geological and geotechnical data are essential for the design of tunnels. To determine the rock mass behavior and the support of a planned tunnel excavation a consistent method for rock mass characterization and excavation and support determination has been developed. Probabilistic data processing with analytical methods is used for the quantification of the procedure and allows an evaluation of the applicability and the technical risk of different excavation and support methods. The sensitivity of the procedure on selected input parameters is highlighted in a parametric study. Finally an application of the procedure illustrates the use of the described method of probabilistic excavation and support determination for tunnels. Des données géologiques et géotechniques sont décisives pour la planification d’un tunnel. Pour la détermination du comportement des strates, le choix du soutènement et de la méthode de progression une description compréhensible de la montagne a été développée. À l'aide d'un traitement de données probabiliste, la procédure proposée est transposée quantitative sur une base de méthodes analytiques. De cette manière l'évaluation des méthodes de construction et la détermination du risque technique deviennent possibles. La sensitivité de la procédure de différents paramètres d'entrée est représentée dans une étude de paramètre. Pour finir, l'application de la procédure décrite est montrée à l’aide d'un cas pratique. Geologische und geotechnische Daten sind entscheidend für die Planung von Tunnels. Für die Ermittlung des Gebirgsverhaltens und der Festlegung von Ausbruch und Stützung wurde ein nachvollziehbarer Ablauf der Gebirgsbeschreibung entwickelt. Mit Hilfe von probabilistischer Datenverarbeitung auf Grundlage analytischer Methoden wird die vorgeschlagene Prozedur quantiativ umgesetzt. Dadurch werden die Bewertung von Baumethoden und die Ermittlung des technischen Risikos ermöglicht. Die Sensitivität des Verfahrens von einzelnen Eingangsparametern wird in einer Parameterstudie dargestellt. Abschließend wird anhand eines Beispiels die Anwendung des beschriebenen Verfahrens gezeigt.

In the chloride process for TiO2 pigment production, various titania feedstocks (i.e. rutile, synthetic rutile, slag, and upgraded titania slag (UGS)) are chlorinated in a fluidized bed reactor with petroleum coke at temperatures between 1000°C and 1100ºC to yield gaseous metal chlorides. Although feedstock preference is largely based on TiO2 content, feedstock physical properties (i.e. density, sphericity, size distribution, and porosity) differ; these differences will affect fluidization behaviour and can inadvertently affect conversion efficiency. For example, a high carryover from the reactor reduces particle residence time and decreases conversion rates. Owing to dwindling rutile reserves in the world, most chloride producers are forced to feed blends of feedstocks to their chlorinators; and so it becomes important to understand whether blends have an effect on the hydrodynamic properties of the bed. This paper describes the physical characterization of different feeds and the determination of the elutriation constants for slag, rutile, synthetic rutile, and a blend (i.e. 50 wt% rutile, 50 wt% slag).A common feature of the tests was that particles finer than 75 µm tended more than any other size to be elutriated. The tested rutile, classified as a Geldart Group B material, had the lowest carryover, whereas the slags had the highest. Interestingly, the elutriation constant ([ki]) of the blend is lower than those of either of its individual components.

"The complexity of copper-gold ores leads to large variations in recoveries and concentrate grades in the processing plant. Detailed chemical and mineralogical studies revealed considerable variation in the ratios of chalcopyrite, chalcocite, and oxidized copper minerals in the ore types studied. The end-member ore types are chalcopyrite-dominated and chalcocite-dominated, while most of the ore types plot between these end-members. In addition, increasing amounts of copper oxide and sulphate minerals result in a decreased response to flotation. Good recoveries and concentrate grades can be achieved from the chalcopyritedominated ore type, while the more altered chalcocite-dominated ore type is more challenging to enrich. IntroductionRich Metals Group (RMG) Copper in Georgia (Figure 1) produces copper-gold concentrates from two open pit mines, Madneuli and Sakdrisi, both located in the Bolnisi mining district in South Georgia. RMG and Outotec began a cooperative project with the aim of improving the recoveries and metal grades in concentrate by gaining an increased understanding of the ore variability and developing more efficient procedures for ore blending, grinding, and flotation. This type of mineralogy-led approach has already been used for other complex ores such as iron oxide copper-gold ores (Hunt, Berry, and Bradshaw, 2011), for iron ores (Lund, Lamberg, and Lindberg, 2013), and for Kupferschiefer ore deposits (Rahfeld et al., 2018).The project started with process audits and mineralogical and chemical characterization of process samples, followed by detailed chemical and mineralogical characterization of six different ore types with simultaneous flotation test work on the same samples. Since neither the recoveries nor the concentrate grades correlate with the head grades of the ores, the modal mineralogical composition, together with the ore hardness, proved to be the most promising approach in developing the geometallurgical classification of these ore types."

Skorpion Zinc, an integrated zinc mine and refinery located in the south of Namibia, has a production capacity of 150 000 t/a of special high grade (SHG) zinc. The Skorpion zinc oxide resource will be depleted by 2017. Extensive exploration drilling for additional zinc oxides was conducted without success. With the abundant availability of zinc sulphide concentrates regionally (Black Mountain and Gamsberg in the Northern Cape or Rosh Pinah Zinc and new deposits in the Rosh Pinah region) the life of the operation can be extended by processing of zinc sulphide concentrates. The leach kinetics of zinc sulphides is vastly slower than for oxides, preventing the processing of zinc sulphides in the existing process under current conditions, and Skorpion Zinc faces the challenge to identify a suitable zinc sulphide treatment process that can be integrated with the existing plant. Various zinc sulphide processing options were identified through an extensive literature search and non-viable options were eliminated. Mass and energy balances were established for potential options and an economic evaluation (including capital and operating cost estimation) was conducted to identify a suitable process. It is concluded that ferric leaching of sphalerite in a sulphate medium under atmospheric or pressure leach conditions are suitable processes for Skorpion Zinc. These processes present advantages over all other zinc processing options when elemental sulphur is preferred as the final deportment for sulphide sulphur. Both these processes can be integrated into the existing refinery and will be able to process concentrates with a wide composition range.
