Mr. President, and Members of the Rocky Mountain Coal-Mining Institute-Gentlemen : I appreciate the distinction of addressing this representative body of men upon a subject that lies so close to the heart of each one of us, and which is one of the principal objects of our gathering here today, in this beautiful city-so beautiful, with its grand and glorious mountains looking down upon us, that its charm makes us almost forget the men we left toiling "underneath the ground." But that object-the safeguarding of our coal-miners, who spend the greater part of their lives delving in the bowels of the earth-is the cause of our gathering from the "rock-ribbed" States of Utah, Wyoming, New Mexico, and Colorado. And, as I look about me, my eye lights on the face of many an old-time friend- on some with whom I have walked for more than thirty years; so, whatever the merit of this little talk of mine, it cannot be said that it was made by a "tenderfoot." You must not for a moment think that I shall attempt the impossible task of completely covering so comprehensive a subject as '(Accidents in Coal Mines,' and take much more time than has been allotted me, or would be advisable for me to consume. So I shall confine myself, as briefly as possible, to some of the most common causes of accidents, and the possible means by which these disasters may be diminished. For a great many years the cause of mine accidents and their prevention have been the subject of grave thought and investigation by both national and state governments. As early as 1835 Great Britain appointed a royal commission of talented men, possessing special knowledge in the conduct of coal- mining, also eminent authorities in science and its application, to search into these matters. Gentlemen and guests of the Rocky Mountain Coal Mining Institute: This is the thirty-second regular meeting of our Institute, and rather than try to make some extemporaneous remarks, I thought it best to write them out, so I could in that way give them to you, and probably give you a new thought for the future conduct of our Institute. The thirty-first regular meeting of the Rocky Mountain Coal Mining Institute was held in Salt Lake City, June 22, 23, and 24, 1932, and due to rapidly changing conditions in the coal industry, subsequent meetings have been postponed from time to time, as many of our members and our Secretary have been tied up with code and labor matters. Since our last meeting, at which was discussed problems of vital interest to all of us, especially the production and marketing of coal safely and economically, and the stabilization of our industry, which has already suffered two years of deplorable conditions, almost two more years have been added to the record, but during the past six months miracles have happened, and an industry which formerly was unable to govern itself, has now, through the aid of our Government, at least learned how to make a proper start in that direction. Whether we like it or not, and whether or not the things being done are in agreement with our various political beliefs, without doubt, we are in a much better position today than prior to this transformation. However, it is a pleasure to all of us to note that safety has not been lost sight of in the interim, and without doubt, as later papers and statistics will substantiate, the period since our last regular meeting has probably shown the most remarkable safety achievement of any period in recent history.

In the absence of. J. B. Marks, President, the meeting was called to order by George B. Pryde, Past President. After organization, the meeting was turned over to W. J. Reid, Vice-President for Utah. A moving picture, "The Story of Dynamite," was shown by the courtesy of the E. I. DuPont de Nemours Company. This provoked a great deal of discussion and many questions were asked A. E. Anderson, who described the paper. John M. Jennings read a description of the United States Fuel Company's new Hiawatha tipple, after which the meeting adjourned to Hiawatha for lunch and a visit to the tipple and outside workings of the Hiawatha mine. Thursday, August 27, 1925 Meeting called to order at 9:30 by Vice-President W. J. Reid. Papers were read on the subject of "Mechanical Loading," by A. W. Dickinson, 0. G. Sharrer, and the paper of Glen A. Knox was read by the Secretary. General Superintendent George A. Murphy, of the Spring Canyon Coal Company, read a description of their newly completed tipple. The meeting then adjourned for Spring Canyon where lunch was served, and the afternoon spent in viewing the new. tipple. At 8:00 p. m., D. Harrington read a paper on "Rock Dusting," L. C. Clare read a paper on "Mudite's Relation to Nature," and at 11 p. m. the meeting adjourned. Friday, August 28, 1925 Meeting called to order at 9:30 a. m. by Vice-President W. J. Reid. The discussion of preceding papers continued. Paper by Joseph Harrington on "Domestic Fuel Stokers" was read by the Secretary. The expected paper by Mayne Read was not presented as Mr. Read was unable to get to Price on account of railroad conditions. The papers on the "Theory of Spontaneous Combustion," by C. P. Crawford, were also omitted through an error of the Secretary, and particular attention is called to the publication of these two articles. The new tipple of the Columbia Steel Company was described by T. C. Harvey, after which the meeting adjourned for Columbia, where luncheon was served and the nine visited. After the visit to Columbia, the delegates were taken to the Sunnyside mine of the Utah Fuel Company, where an hour was spent. Upon motion, unanimously adopted, the Secretary was instructed to express the sincere appreciation of the delegates to the Price Chamber of Commerce, the Civic Association, the Price News-Advocate, Harry Keene, Harry Duberstein, John M. Jennings, Chairman of the Committee of Arrangements, and Geo. A. Murphy of the Financial Committee, for the complete success in handling the meeting of the Institute. The thirty-second regular meeting of the Rocky Mountain Coal Mining Institute was called to order at ll: 40 o'clock A. M., Monday, February 26th, 1934, President L. R. Weber presiding. Misses Helen Kelly and Marian Rodell presented President Weber with vases of flowers in behalf of the Institute. On motion of Harry Bubb, duly seconded, it was voted that the reading of the minutes be dispensed with, inasmuch as they are printed in the proceedings. The President made hi annual report. The Secretary-Treasurer made his annual report. The following committees were appointed by the President: Nomination s Committee-David Brown, chairman; G. A. Knox, G. C. Davis, George B. President Lien presented Mrs. Holmes with the first of speaker appreciation gifts presented by his firm Amax Coal West, Inc. These were books by Rand-McNally entitled The Executive Golfer Guide. Following the coffee break, Clark Moseley presented the first annual Institute Safety Achievement Awards for the safest mines in the eight member state region. The awards were based on: 1. Total man-hours 2. Total number of lost time accidents 3. Incidence rate 4. Number of S&S violations 5. Description of safety program 6. Safety awards received 7. Health and safety training efforts 8. Safety Policies 9. Does the operation take employee suggestions and implement them? 10. Letter(s) of commendation from agencies individuals The awards were judged by the senior/graduate level class of Mine Safety & Health at the Colorado School of Mines under the supervision of professor Edward Hollop.
