To provide a means for rapidly evaluating proposed mine layouts in order to avoid potential hazards while minimizing loss of coal. The Approach: Development of a computer program that will compute many possible mine layouts by changing the mine plan until the arrangement giving minimal hazards with optimum extraction is found. How It Works: The Hazard Evasion Program for Mine Planning, developed by the Bureau's Denver (Colo.) Mining Research Center, tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on the criteria of maximum safety for workers with minimum abandoned coal), limits the number of choices that need to be considered and appraised for applicability to a given mine scheme. The program is applicable for room and pillar or longwall mining, for oil and gas well hazards, and for other hazards that can be described mathematically such as channel sands, potential bad roof areas, faulting, voids, or water pockets.

The Bureau of Mines has collected field data and made laboratory investigations of trailing- cable performance in the hope of developing a better and safer cable for use with permissible mining machines . Because of their better insulation and performance , only rubber- sheathed cables were finally considered . The cables tested represented the product of six manufacturers . : After consideration of the results of the preliminary investigations , the conditions under which cables are used in mines , and the better performance of the later types of cables that were submitted as the investigation progressed , the bureau formulated a performance - test requirement and notified the cable manufacturers as follows : The hazards of the trailing cable are such that the bureau has been unable to extend beyond the machine its formal approval to cover the cable as at present developed . However , in the attempt to reduce the hazard as much as possible , cables passing certain tests will be recommended for this service and it is hoped that several cables will be developed to meet this requirement .

As part of safety and stability studies at three underground mines in the United States, researchers installed earth pressure cells and embedment strain gauges in cemented rockfill to measure stress and strain changes as mining progressed and the rockfill was loaded. Data from these instruments were used to calculate the in situ modulus of the rockfill for two of the mines. A three-dimensional numerical model of a cemented rockfill cap was validated with data from extensometers anchored in the mine roof and sill; this model was then used to estimate deformation modulus at the third mine because the earth pressure cells and embedment strain gauges recorded negligible changes. Rockfill binder used at these mines ranged from 4 to 8 per cent of the dry components by weight, the water-to-cement ratio was from 0.42 to1.0, and the largest aggregate size in the three mixes ranged from 5 to12 cm (2 to 4.7 in). The range of the calculated in situ deformation modulus values was large, but as expected, it was bracketed by modulus values for cemented tailings and roller-compacted concrete with similar cement contents and water-to-cement ratios. "Reports are sometimes heard of one ill effects of pneumatic tools on the hands of workmen. In consequence of such reports, Dr. Francis M. Barnes, Jr., M..D. of St. Louis, Missouri, was retained by the operators to make an investigation of conditions in the Bedford, Indiana, region, and the result of this investigation was published the Journal of the Missouri State Medical Association, Volume 16, February 1919. A brief review of this report may be of interest to all users of pneumatic tools, or operators of plants where such tools are employed.The investigation was made during December 1917, and involved an examination of general working conditions, and a careful physical examination of stoneworkers who had long used pneumatic tools. As the Bedford district is the most important structural limestone producing center in the country, the results of this investigation may be regarded as fairly conclusive as to the general effect of pneumatic tools on limestone workers."

This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. Background Carbon monoxide (CO) is an odorless, colorless gas that can cause illness and death by asphyxiation. Although the toxicity of CO is understood, CO exposure can occur from unrecognized sources. On April 2, 2000, a couple and their newborn infant were poisoned by CO migrating through the ground from blasting at a nearby coal strip mine into their home near Kittanning, Armstrong County, PA. They were treated at the hospital and diagnosed with CO poisoning. The infant had a carboxyhemoglobin level of 31%, the father 28%, and the mother 17%. Carboxyhemoglobin is the compound formed in the blood when CO is breathed. Persons not exposed to CO have carboxyhemoglobin levels of 0.3%-0.7%, and cigarette smokers have levels of up to 9%. Following release from the hospital, the family installed a CO detector in the basement of their home with the help of the local fire department. This Technology News briefly describes this incident to help increase awareness of the problem. It is discussed in more detail by Eltschlager et al. [2001]. Figure 1 shows the coal strip mine believed to have generated the CO. The initial suspect for the source of the CO was the furnace in the house. Only later did it become apparent that blasting at the nearby strip mine might be the culprit. A State investigation concluded that CO had migrated approximately 500ft from the blast, through the ground, and into the home. Figure 2 shows the locations and order of blasts at the mine. Initially, the mine did not plan to blast. Overburden generally consisted of weathered shale that could be dug without blasting. However, the mine decided to blast when hard sandstone that could not be dug out was encountered within 3 ft of the coal top. The blasting was intended to break up the sandstone. Blasting was done using bulk ammonium nitrate-fuel oil (ANFO) in 6.25-in holes 25-30 ft deep on a 16-ft by 16-ft pattern, with charge weights ranging from 17 to 170 lb. The closest blast to the home was 430 ft on April 17, 2000. The distance from the home to the blast area on the day when CO was first reported (March 31, 2000) was 500 ft. Twenty blasts were detonated at the mine between March 7, 2000, and April 20,2000. The blaster was careful to prevent fly rock since another home was only 150 ft away and a garage was 50 ft away. The quantity of explosive used in the blasts was sufficient to break the sandstone, but was less than would normally be used to blast overburden. The holes were typically one-third explosive and two-thirds stemming, with powder factors averaging 0.43 lb/yd3. Additionally, the muck was not immediately excavated after each blast. The heavy confinement on the explosive acted to prevent the typical release of blasting fumes into the atmosphere. Instances of CO migrating from blasts into homes have occurred before, but generally the distances involved were under 150 ft. It is believed that the blast design contributed to the confinement of CO in the ground, and discontinuities in the ground strata facilitated migration toward the residence. Upon inspection of the blast pitwall, a regular system of joints was observed. These joints are oriented roughly from the blast pit toward the house (figures 3-4).Blast-generated CO appears to have been driven into the joint system, displacing the air. When the joint system was saturated, the next succeeding blast pushed the CO into an uncased well next to the house (a high level of CO has been measured in the well shortly after a blast). From there, the CO entered the French drain system and then the basement of the house. The joints are vertical cracks through rock layers that occur on a regular spacing (figure 3). They are most common near valley slopes and are caused when valley walls converge as the stream cuts down through the rock layers. Often called hill seams, they roughly parallel the valley walls, but can curve and split, creating a pathway for gas movement (figure 5). These fractures are often encountered when underground mining proceeds close to outcrop. The system of fractures at the Kittanning blast pit was well developed and provided a path for transmission of CO both through the sandstone and up and through the overlying shales. Blasting engineers should be able to distinguish naturally occurring fractures from blast fractures and note the frequency, development, and orientation of the hill seams and their proximity to occupied houses. "It has been recently learned that certain foreign manufacturers are offering far importation into this country detonators at greatly reduced prices, some of these detonators being of such low grade (No.4), that their use would greatly increase the dangers in blasting.Detonators and electric detonators are used in initiating the explosion of the various high explosives that are now so extensively employed in a great variety of mining operations. Originally a large number of different grades (or ""strengths"") of detonators and electric detonators were marketed, the grade number indicating the weight of the charge of fulminating material contained in the copper case of the detonator. As late as 1914, a report of the Bureau of Mines (Bulletin 80, A primer an explosives for metal miners) shows that grades Nos. 3, 4, 5, 6, 7, and 8, containing from 0.54 to 2.00 grams each, were being offered for use. However, the writer bad observed as early as 1896, when the more insensitive types of explosives like nitro-substitution explosives began to be introduced for use in mining and other blasting operations, that use of a high-grade detonator was essential to insure certainty of discharge."

Rivers in industrial and raining areas frequently are contaminated by material dumped into them causing the water to carry in suspension large amounts of silt, which subsequently is deposited alone; the banks and, ultimately on the agricultural lands if the water is used for irrigation purposes. Two common examples of this practice are the dumping of breaker refuse in the anthracite region of Pennsylvania and the dumping of tailings from the metallurgical mills in various metal-mining districts. Studies in stream pollution and its resultant problems are very important, and surveys are constantly being made by Federal and State agencies, as well as by private companies, to determine the quantity of solids actually being carried by these watercoarses. These studies require accurate sampling of the silt-carrying water to determine the amount of solids within reasonable limits. A device that will obtain reasonably accurate samples of material from silt-bearing streams is described in this circular.

The Bureau of Mines in its investigations of respiratory apparatus for use in mines and allied industries, tests equipment that is voluntarily submitted by manufacturers in accordance with published schedules of tests. These tests are designed to insure that the equipment has the minimum require- ments for safety in use. Approval certificates are issued for apparatus that meets the bureau's specifications, and the memfacturer is permitted to mark his equipment with a seal showing that it has been approved as "Permissible." A complete list of permissible self-contained oxygen breathing apparatus, gas masks, and hose masks tested before July 1, 1930, was published in Bureau of Mines Information Circular 6362.1 The present list includes all equipment tested and approved up to and including April 1, 1931.

It is estimated that 6,202,235,000 gallons .of- gasoline was produced during the year 1922. The crude light oil- output Burin- the same year is estimated at 111,000,000 gallons, or 1.8 per cent of the gasoline production. In fact, if all the coal mined were coked in by-product ovens, and the light oil recovered therefrom, this product would amount to only 15 to 20 per cent of the quantity of the petroleum gasoline now produced annually. It is obvious therefore, from these figures that the light oils by present coking processes can not assume great importance as a gasoline substitute in a national sense. However, the use of light oil as a motor fuel is of real importance in districts adjacent to by-product coking operations from which a reasonable proportion of the local motor fuel supply may be derived. The certainty of diminution of petroleum resources in the relatively near future demands the utmost utilization of gasoline substitutes from the distillation of coal as well as other sources. Motor benzol is a by-product from the destructive distillation of coal. From 11/2 to 3 gallons of refined motor benzol is obtained per ton of coal carbonized. The light oil vapors are extracted from the by-product coke-oven gas by passing it upward through a series of towers in which these vapors are absorbed in a descending current of "wash" oil (petroleum distillate). The light, oil is recovered from this wash oil by distillation with live steam, the resulting crude light oil consisting of a mixture of benzol, toluol, xylol, solvent naphtha, and a small amount of other substances (unsaturated hydro-carbons, carbon disulphide, and other sulphur compounds, phenols and pyridines) is then transferred to an intermittent still and fractionated into crude motor benzol, which includes the toluol and a part of the xylol or light solvent naphtha. The crude, motor benzol is yellow in color, contains sulphur compounds which corrode copper and brass, and also contains unsaturated bodies which oxidize and polymerize on standing, producing sediment and forming gummy deposits highly objectionable when the benzol is used in motors. The Bureau of Mines investigated fumes generated by selected welding materials used in mines in order to help determine their relative hazard potential. The initial phases of the study have been completed. A welding-fume generation and collection apparatus was designed, assembled, and calibrated. Five brands of coated, AWS-type E308-16 stainless steel electrodes were tested. Total fume generation rates of 0.39 to 0.51 g/min were measured. Quantitative chemical analyses were conducted for all of the principal firms constituents. Two analytical schemes were used to determine levels of the Cr6+ and Cr3+ species contained in the welding fumes; comparable results were obtained. The Cr6+ was found to be the most hazardous constituent, leading to a maximum allowable total fume exposure of 1 mg/m3. Fume generation rates and fume constituent analyses will be derived for other groups of welding electrodes using similar procedures.

5.1 Incorporation with the Master Design Simulator Figure 1 diagrammatically illustrates the interaction between the various sub-systems that go to make up the total Master Design Simulator. As a total system, all sub-systems will be scheduled as needed by the controlling program. The data require¬ments for each will be made available either by providing common storage in core or by outputting data to external storage devices such as magnetic tape, disk, drum, etc. The incorporation of the Geology and Reserves sub-system into the total system involves the establishment of an interface through which data may be readily dissemminated in either direction. This interface will be provided by a geological data library in which all information available from the sub-system is stored and can be readily accessed by the main program and/or other sub-systems. In Figure 7, the information flow between the Geology and Reserves sub¬system and other sub-systems is shown. 5.2 Independent Function Geology and Reserves sub-system is capable of functioning as an independent unit or in direct communication with another sub¬system. This is possible by either continued use of the data library or by redirecting output to other peripheral devices separate from the total system libraries. (Figure 8).

Recently 30 men wore viewing the demonstration of a now portable electric arc-welding outfit. A few hours later 17 of the 30 men reported to the doctor for treatment. They were suffering from traumatic conjunctivitis. In two cases the gain was very severe and the symptoms were similar to those of iritis. orphine had to be administered to afford relief from pain. Only two men of the 30 wera not affected in some way from this exposure. These two men were thick-lensed orange-colored glasses. Several of the men wore orange-colored glasses with thin lenses, but the latter were not heavy enough to afford protection.against an exposure as long as took place. The distance of the eye from the are also in- fluences the possibility of injury. Conjunctivitis is an inflammation of the con- junctiva; the conjunctiva is the mucous membrane covering the inside of the eye- lids and part of the eyeball. Traumatic conjunctivitis is caused by foreign bodies in the eye, exposure of the eyes to high winds, dust, smoke, intense light from electric arc lamps, and from electric welding apparatus. In the instance mentioned above, the inflammation was due to the ultra-violet rays. The ultra-violet rays lie beyond the violet rays in the spectrum and are invisible to the eye. In some cases the effect is so severe that, in addition to conjunctivitis, an inflammation of the skin similar to sunburn is produced. The symptons of conjunctivitis caused by intense light or by the ultra- violet rays are marked photophobia (abnormal intolerance to light), excessive secretion of tears, intense starting of the lid, contraction of the pupil, some- times swelling of the lid, and small ulcers developing on the eyeball or cornea. Unless properly treated by a physician immediately, chronic inflammation of the conjunctiva, cornea, iris, or retina, and possibly blindness, may result. Under proper treatment most cases get wall in a few days. All treatments should be under the direction of a physician. That usually advised is to place ice packs on the patient's eyes three or four times daily. The pack should be left on from 15 minutes to an hour. The eyes should be irrigated with normal salt solution (a teaspoonful to a quart of sterile vater) or a saturated solution of boric acid several times daily. If there is a discharge of pus, a few drops of a 25 per cent solution of argyrol or a 5 per cent solution of protargol should bo placed in the eyes three to six times daily. The patient should be confined to a darkened room until his condition improves in order to avoid complications. These treatments will reduce the swelling, give the patient confort, and prevent the development of chronic conjunctivitis. In severe cases it may be necessary to administer morphine to relieve the pain.

"It is evident that the incidence of coal worker's pneumoconiosis (CWP) or black lung disease varies in different coal producing regions of the United States. Many people have hypothesized about the reasons for the differing occurrences. Because underground coal mining involves many mining methods under changing geological conditions, several factors may be involved in contracting CWP such as: the amount of quartz in the respirable dust, the trace elements in the respirable dust, the rank of the coal that produced the respirable dust (bituminous, anthracite), the amount and size of respirable dust, etc.Recognizing the uniqueness of underground coal mining and CWP, research investigations involving seam characteristics, mining system and worker position are being conducted in the center to establish standard procedures for characterizing some coal properties that may be involved in workers contracting CWP. This has been accomplished by the in-mine sampling of airborne dust at various worker locations and mining system configuration and by performing laboratory analyses of mined material (coal and rock) taken from the mines. (FIGURE 49 and 50)The investigations includes a method of classifying coal seams according to their potential to generate respirable dust. It includes statistical analyses of the size and locational variations of the elemental compositions of respirable coal mine dust in operating underground mines from seams located in the eastern, midwestern, and western United States, and is currently completing research which is investigating the relationship between the elemental compositions of respirable dust sampled near a continuous-mining machine and a laboratory-produced respirable dust."

Apply state-of-the-art monitoring and computer systems technology to remotely monitor geostructural data and evaluate ground conditions in near real-time. Background Recently, the coal mining industry has progressed dramatically from a labor-intensive industry to highly mechanized and automated systems achieving significantly higher production rates. In underground longwall coal mines, production and face advance rates have increased by almost tenfold in the last 15 to 20 years. With increasingly high advance rates, geologic anomalies which affect rock mass quality are encountered more frequently, far exceeding the current rate at which ground control information can be processed and analyzed. As a result, mine operators find themselves with insufficient time or resources to cope with the rapidly changing ground conditions. To keep up with the technological advancement in mining and the associated ground control problems, the Bureau of Mines is conducting a multi-phase research pro¬gram to implement a computer-assisted Ground Control Management System (GCMS). Research is ongoing at present, but when completed the system will be designed to 1) monitor and evaluate data on rock properties, geologic conditions, and rock mechanics data from underground sensors in near real-time; 2) interpret the analyses to evaluate the interaction between various critical ground control parameters; 3) assess the structural integrity of the mine; and 4) determine failure modes and provide recommendations for control measures, design modifica¬tions, and alternative support procedures. The system will be expanded into its full capability during various phases of this research program.

This is an audience, I know, that shares my interest in a subject that is currently getting a lot of attention -the tendency of our Nation to draw increasingly on overseas supplies of certain mineral commodities, and proportionately less on domestic sources for these minerals. That we do obtain substantial quantities of some essential minerals from abroad is easy to demonstrate. That we will continue to do so in the foreseeable future is not in doubt. Uncertainty begins, however, when we try to interpret the significance of these facts. As with many phenomena, their meaning is open to a variety of interpretations.
