The Bureau of Mines studied the characteristics of simulated coal gas as an automotive fuel in two multicylinder vehicles in a standard and high-compression-ratio engine configuration. While using simulated coal gas fuel, increasing the engine compression ratio improved the fuel economy and vehicle performance but increased hydrocarbon emissions by 40 pct. photochemical reactivity of exhaust hydrocarbons was found to be extremely low using the coal gas fuel. An oxidizing catalyst used with the simulated coal gas fuel eliminated all but trace amounts of carbon monoxide and reactive hydrocarbons in the exhaust. Spark gap geometry and firing voltage were varied and, within the range tested, had little effect on vehicle performance and emissions using simulated coal gas fuel.

"Welfare endeavor in connection with both the metal and the coal mines of Utah has shown gratifying progress during recent years, and in most mining towns of the state, both the operators and their employees deserve much credit for the efforts put forth to better the living, working, educational and recreational conditions. Progress has been and is being made, but there are still a few important towns where purer water and better sewage disposal are pressing needs.In the older metal-mining towns that are incorporated and are independent of the mining properties operating in the vicinity, less opportunity is presented for the companies to exercise efforts looking toward improved welfare conditions than in company towns controlled by the mine operators.However, even in such towns the companies can do much to better welfare conditions, as shown by the progress in Bingham Canyon during the past several years. The Utah Copper Company has spent $800,000 since 1920, in the erection of modern brick cottages, apartment houses and the Germnell Memorial Club. The cottages and apartment houses have every convenience to be found in up-to-date city homes. The Gemmell Memorial Club erected and equipped at a cost of $175,000 was provided by the company for the benefit of the Utah Copper employees living in the canyon and has been made the recreational center for the camp. Another improvement is the $100,000 fireproof hotel built by the United States Mine of the United States Mining, Smelting and Refining; Co. in the Copperfield section of Bingham Canyon. This hotel will accommodate 105 men exclusive of hotel help and has all the conveniences of a city hotel."

The bureau of Mines conducted a laboratory scale investigation of the process of selective flocculation with the objective of developing a method to effect separations on suspensions consisting predominately of ultra-fine-size (minus 400-mesh) particles of coal and refuse. Selective flocculation of coal from coal-refuse slurries could be achieved with a wide variety of reagents. Typically as much as 15 to 20 weight-percent of high-ash solids (70 to 80 percent ash) could be retained in suspension. The flocculated sediment remained a high-ash product, however, and would require further treatment to be regarded as clean coal. No combination of reagents and conditions led to selective flocculation of the refuse component. The dispersing agent was found to be the critical factor; dosages of 3 to 8 lb/ton2 were necessary to stabilize the suspension for subsequent selective flocculation. In addition, most of the dispersants that worked were most effective at substantially elevated pH (11 or so). It was concluded that this process would be prohibitively expensive and, because of yield and quality constraints, it would be of questionable utility in today's coal preparation industry.

Fire is a major concern for those who work in underground mines. A mine fire can occur at anytime and often results in a partial or total evacuation of mine personnel and could result in the loss of lives. Therefore, having a workforce that is well trained to prevent, detect, and fight a fire is important. This paper focuses on responders’ preparedness for fire. Responders in this context are considered the entire workforce and are categorized as first, second, and sustained responders and evacuating miners. Quality training enhances ones awareness of mine fire hazards and promotes self-confidence in combating fires and responding to emergencies. Early warning systems and other escapeway aids such as a through-the-earth signaling and communication system, lasers and strobe lights are also addressed. The technological advancements that have been made can improve the state-of-preparedness for responders to underground emergencies and increase the chances of survival for escaping personnel.

Provide an accurate, reliable means for determining when a sealed mine or mine section can be safely reopened after a fire. Approach The Bureau of Mines performed a research investigation that resulted in the development of a mathematical formula for deriving a quantity, called RATIO, which can be used to define when a sealed mine or mine section has returned to safe recovery conditions after a fire. Research Results There were two major results from this Bureau research. Over a period of several years, the Bureau of Mines conducted six experiments at its Bruceton Experimental Mine in Pennsylvania. The experiments involved sealing the mine after several tons of piled coal had been allowed to burn continuously for 2 to 3 days. Although gas data obtained during the experiments revealed nothing significant, measured smoke particle levels were found to correlate with the stages of combustion and temperatures of the smoldering coal pile. Moreover, it was found that no smoke particles are produced when high-temperature smoldering exists deep within the mass of the coal pile since the smoke particles are filtered by the coal surrounding the hot region. Smoke is emitted into the mine atmosphere only if combustion is occurring near exposed surfaces. As suggested by these findings, any decision to recover a sealed mine area based primarily upon the absence of smoke particles is not a wise derision.

The work-principle from thermodynamics was used to formulate a model for predicting toxic fumes from mining explosives in underground chamber tests, where rapid turbulent combustion within the surrounding air noticeably changes the resulting concentrations. Two model constants were required to help characterize the reaction zone undergoing rapid chemical transformations in conjunction with heat transfer and work output: a stoichiometry mixing fraction and a reaction-quenching temperature. Rudimentary theory with an unsteady uniform concentration gradient was taken to characterize the combustion zone, yielding 75% for the mixing fraction. Four quenching temperature trends were resolved and compared to test results of ammonium nitrate compositions with different fuel-oil percentages (ANFO). The quenching temperature 2345 K was the optimum choice for fitting the two major components of fume toxicity: carbon monoxide (CO) and total nitrogen oxides (NOx). The resulting two-constant model was used to generate comparisons for test results of ANFO compositions with additives. Though respectable fits were usually found, charge formulations which reacted weakly could not be resolved numerically. The work-principle model yields toxic concentrations for a range of charge formulations, making it a useful tool for investigating the potential hazard of released fumes and reducing the risk of unwanted incidents. CESIUM metal production increased sharply in 1963. Domestic Production.--Cesium metal was produced by The Dow Chemical Co., Midland, Mich., MSA. Research Corp., Callery, Pa., and by Penn Rare Metals, Inc., Revere, Pa. American Potash & Chemical Corp., Trona, Calif., produced some combined cesium and rubidium. This company, Penn Rare Metals, Inc., and Rocky Mountain Research, Inc., Denver, Colo., produced various cesium compounds. Complete production data on cesium and rubidium and their compounds were not available for publication. Consumption and Uses.-Substantially more pollucite was consumed to produce cesium metal and compounds in 1963 than in 1962 but the overall consumption of pollucite continued to be small.

Data from oil well logs and core analyses were used to quantitatively evaluate formation porosity and water saturation of heterogeneous carbonates and to study the pore geometry and performance characteristics of cores from these formations. Logs and cores from the Madison limestone from 233 wells in three fields in the Williston basin were used in the investigation. A comparison of log and core analyses shows that log porosities are consistently larger than core porosities, and the differences are correlatable with core porosity ranges. Water saturations from logs are usually smaller than the corresponding core saturations by summation of fluids, but the difference is attributable to mud filtrate invasion into the cores during drilling. Petrophysical studies show that the low permeabilities and high residual water saturations in these reservoir rocks are due to their fine crystalline texture and complex pore geometry (heterogeneity). It is concluded that both log and core analyses must be used for reliable evaluation of these carbonate formations.

The Bureau of Mines studied air contamination caused by diesel exhaust in a 10,000-ft ventilated tunnel. Sequential air samples were taken at the ends and middle of the tunnel during an operating cycle. Observed and calculated results for carbon dioxide, carbon monoxide, and nitrogen oxides were essentially in agreement. Nitrogen dioxide was present only in trace amounts. It was found that contamination was related to the volume of ventilating air, the number of haulage trips, train speed, and engine load.

During the past 10 years the Bureau of Mines has had a broad experience in the tasting and inspection of electric motors for gaol-cutting machines, cowl drills, storage-battery locomotives and other equipment Which is used in mines where explosive mixtures of methane and air may be encountered. From this experience the Bureau's engineers have reached the conclusion that the most satisfactory method of protecting a motor so as to prevent any sparks resulting from rough commutator, loose contacts or short-circuits in it, from igniting he surrounding atmosphere, is to totally inclose the motor with a substantial casing; having flanged joints. These joints should be metal-to-metal contact so that the shortest path from the interior to the exterior Of the casing is not less than one inch in length. On account of this experience with mining machinery, the Bureau has been asked whether an equal or loss degree of protection would be sufficient for motors for service in or about places such as refineries, gasoline filling stations, cleaning establishments and pumping stations, or in any place where there is liklihood of explosive mixtures of gasoline or naphtha vapors and air accumulating.

To enhance safety and efficiency when moving large mining equipment under energized trolley lines, and to assist in compliance with Section 75.1003.2, 30 CFR. Approach A system was designed, using established technology, that permits a remotely located circuit breaker to be controlled from the cab of a mine locomotive moving large mining equipment under energized trolley lines. This control consists of setting the desired trip current, automatic or manual tripping, resetting, and voice communications between the locomotive and a remote Circuit breaker location. How It Works According to 75.1003.2, 30 CFR, whenever a piece of off-track equipment (such as a longwall chock or a continuous miner) is moved by rail under energized trolley or feeder lines, power for the locomotive that is moving the equipment must come from only one' circuit breaker. This circuit breaker must be adjusted to permit no more than one-half its rated short-circuit current to flow. The intent is to lessen the danger if an accident should occur, and if the equipment contacts the trolley line. Even so, the danger is great. This half setting can still represent many hundreds or even thousands of amperes, enough to endanger personnel, the equipment, or the mine. The Remote Control System reduces this danger substantially by giving the personnel associated with the move total control over the associated circuit breaker. The system as designed, is intended to be used with portable circuit breakers that are pulled on a small flat car by a mine jeep, and either precede or follow the equipment, depending on the direction of the power. This portable circuit breaker is equipped with a commercially available solid state overcurrent relay and associated shunt. This circuit breaker is connected via heavy duty clamps around an open trolley line tie breaker such that the current through the shunt is also the current in the trolley line. A receiver, interfaced with the overcurrent relay and shunt, completes the remote system.

Analytical methods for oxygenates in exhaust gases were studied, and emissions of these compounds from automotive engines were measured with and without an oxidation catalyst in the exhaust system. Hydrocarbons, simple mixtures of hydrocarbons, and a single gasoline were used as fuels. With the more complex gasoline, successful analysis was possible only with exhaust from the catalytic system which preferentially converted and thus removed interfering hydrocarbon species. However, it was shown that an estimate of the oxygenate yield from gasoline used in a noncatalytic system can be synthesized from data obtained with simple fuels. Such synthesized data were used for comparison of noncatalytic with catalytic systems. Compared with those of previous studies, results of this work indicate that the action of the catalyst introduced no new oxygenates and reduced both the carbonyl and the total of oxygenates. It is concluded that the compositional character and class distribution of oxygenates in exhaust from catalytic systems may differ significantly from the composition and distribution for oxygenates not subjected to catalytic conversion. The findings also support previous estimates that noncarbonyls may constitute a significant fraction of exhaust oxygenates and may warrant attention in procedures for measurement of the oxygenates.

"INTRODUCTION Industry, including coal mining, has come to realize that to prevent accidents the human element must be given more consideration than was customary in the past. In formulating safety rules and regulations and in the enactment of laws governing mining, too often enforcement is emphasized rather than the means of gaining willing compliance.' The purpose of this paper is to call attention to the human side of accident prevention, and the approach to this important and much-discussed subject will deviate somewhat from the usual discussions.The human being is a complex mechanism, both physically and mentally. It is difficult to establish a common denominator for the actions of humans, except in general. In establishing mining laws, rules, regulations, and standards, the ultimate objective should be to gain the best possible response of workmen, so that optimum results in accident prevention may be obtained. The complexity of human beings is apparent when the many ways 1n which they differ are considered. Some of these differences are manifested in emotional and phlegmatic types, degrees of intellect or native intelligence; and in hopes, desires, aspirations, and philosophies of life. How much simpler ac¬cident prevention would be if the response to laws, rules, regulations, or standards were equivalent to the definite movements of puppets responding to pulls on strings. Each time, the strings are pulled in exactly the same way, the puppets will respond in exactly the same manner. Human beings, although having many similar characteristics, do not respond uniformly to identical ""string-pulling""; therefore, much study is necessary before the desired re¬sponses can be obtained. To achieve the ultimate in accident prevention, it must be ""worked at"" constantly. Regardless of the adequacy of safety laws, rules, regulations, or standards, good accident records will not ""roll in"" if dude consideration is not given to the personal traits of those most likely to be involved in accidents."

Most stone mines are limestone mines, but a substantial minority are marble, sandstone, and granite mines. These mines differ from most others in that entry widths are 30 ft or more and entry heights are 25 ft or more. Such mines, developed with room-and-pillar methods, have large open areas that can make ventilation and dust control more difficult. Because of the difficulty of ventilating stone mines, improved ventilation is a major focal point of this chapter. However, the chapter also covers the control of dust from drills, blasting, and crushers. Another part of the chapter covers enclosed cabs, an effective dust control technique for some workers. BACKGROUND The major dust compliance problem in stone mines is caused by silica (quartz) in the rock. Mines in high-silica rock, 8% or more, are far more likely to have a dust problem than those where there is less silica. Geographically, the limestone in the Northeastern and South Central United States has higher silica than the rest of the country. Chekan and Colinet [2002] have analyzed Mine Safety and Health Administration (MSHA) dust sampling results [MSHA 2001] from the stone industry. They have concluded that, on average across the United States, the workers exposed to the highest dust concentrations are rotary drill operators, front-end loader operators, truck drivers, and crusher operators. However, there are many regional differences. Also, occupations that work outside of cabs, such as blasters, roof bolters, and laborers, can be exposed to high dust levels.

"The size of off-highway trucks has increased substantially over the last decade, bringing about a radical change in truck maintenance practices and procedures. As a result, surface mine maintenance mechanics today are faced with the increased hazards of working with larger and heavier tools and components and doing repairs at greater heights, thereby exposing them to a high potential for serious injury or death. Not surprisingly, the number of accidents involving truck maintenance mechanics is significantly increasing.The Bureau of Mines has assessed the haulage truck maintenance safety problem, analyzing maintenance-accident data over the 7-yr period, 1978- 84, in terms of personnel, job activities, truck components and systems, tools involved, and truck design. This assessment, based on the review and interpretation of 1,225 haulage truck maintenance accident reports, identified major factors contributing to these accidents. Overall, young, inexperienced workers are involved in most accidents. A typical maintenance accident involves a male mechanic under 33 yr old, with less than 5 yr job experience. INTRODUCTIONOver the past decade, surface mine maintenance and repair operations have changed radically. The number of maintenance personnel has grown along with the hazards of working with larger and heavier components at greater heights and with larger and heavier tools. Furthermore, transfer of skills from over-the-road vehicle mechanics is not as feasible as it once was, because of the ever increasing size of mining equipment and the complexity of its design. In short, surf ace mine equipment maintenance and repair has become increasingly sophisticated as well as labor intensive, necessitating further research and evaluation in terms of both safety and efficiency (1, 7-8) 2"

A series of geological surveys were completed in six coal mines in connection with a Bureau of Mines research program on methane control. The aim of these surveys was twofold: First, to study the overall geology of the coalbed, and second to use the resulting data to evaluate the influence of the geological characteristics of the coalbed on safe and efficient coal extraction. This report explains the advantages of geologic maps and fence diagrams in coal mining, and how the knowledge gained from such geologic investigations of mines can help control many underground problems.

The hydrodesulfurization characteristics of a Venezuelan topped crude oil and a Venezuelan reduced crude oil were determined at temperatures from 740° to 850° F, pressures from 800 to 1,600 psig, and space velocities from 1.0 to 2.0 Vo/Vc/hr. Kinetic calculations showed that under these conditions the desulfurization reaction was first order with respect to sulfur and had an average activation energy of 32.5 kcal/mo1. Catalyst life tests made at 750° F, with pressures of 800, 1,200, and 1,600 psig and space velocities of 1.0 and 1.25 Vo/Ve/hr, showed that the decrease in the relative activity of the catalyst was a logarithmic function of time or volume of oil processed and the amount of vanadium deposited on the catalyst. Comparative tests made with residual fuels prepared from a Wilmington, Calif., crude oil and a Wyoming asphaltic crude oil showed that catalyst life may be extended by processing fuel oil with a low metal content, but it may be shortened by the presence of large amounts of asphalt in the feed.

The mineral industry in Burundi was a minor contributor to the country's gross domestic product (GDP), which was estimated at just $1 billion for 19812. Coffee and tea continued as the Nation's major export commodities. Mineral exports consisted of small tonnages of wolframite, cassiterite, and baetnasite. Burundi's trade balance of payments situation worsened in 1981, with import payments more than double export revenues. Petroleum imports alone equaled 46% of the export revenue total. By year-end, the only indigenous fossil fuel source to have been found in Burundi was peat, which the Government had been attempting to develop to alleviate some of the petroleum import requirements. In June 1981 the Irish Peat Development Authority, Bord na Mona, signed a 4-year contract with the Burundian Government to supply technical staff for the ongoing peat project work there. Funding for the project was provided by the VS. Agency for International Development and the Government of Ireland. The new contract, which was an extension of ongoing peat research there, represented Burundi's increased awareness of the value of its large peat reserves for both energy and agricultural uses. At yearend, Burundi's Ministry of Public Works and Mines was does to selecting a contractor to study the feasibility of developing Burundi's phosphate deposits. The study would determine the potential for establishing fertilizer production facilities based on the country's phosphate reserves at Matongo-Bandaga, The study's specific objectives are to prove mineral reserve tonnage and grade, draw up mining and processing facility designs, estimate capital and production costs, and conduct a regional market and distribution survey. The cost of the study was estimated at slightly over $1 million, and it should take approximately 16 months to complete. The proposed project will mark the Burundian Government's first step in its plan to exploit on a large scale its natural mineral resources for advancing its agriculture-based economy. Burundi was dependent on imports, which are expensive to transport inland from coastal ports, to supply its domestic requirements for fertilizer. As part of its program to help decrease the dependency of the United States on foreign imports of nonfuel minerals and to devise technology for the efficient and economic use of domestic resources, the Bureau of Mines smelted and sulfation-leached an ilmenite from northern Minnesota. The objective was to assess the feasibility of preparing chlorination-grade titanium feedstock. The concentrate was smelted with woodchips, coke, and soda ash in 91-kg-and 1-metric ton (mt)-capacity electric arc furnaces to form Ti-rich slag and commercial-grade pig iron. The slag contained from 67 to 77 wt pct titanium oxides and from 1.8 to 7.2 wt pct iron. Sulfation occurred in a 4.5-kg/h moving-bed reactor using S02-air mixtures at temperatures of 8000 to 8500 C to form soluble salts of the Ca, Mg, Mn,and Na impurities, which cause plugging of fluidized-bed chlorinators. Subsequently, the sulfated slag was leached in acid to remove the soluble sulfates. The final product from small-scale testing contained up to 95.5 wt pct Ti02, a minimum of 0.6 wt pct Fe, and a minimum total of 0.3 wt pct of the four impurities of interest. The final product meets charge specifications for chlorination. However, more large-scale testing is necessary.

8. Refuge Chambers 8.1 Refuge Chambers - Technical Discussion 8.1.1 Introduction As a part of the overall escape system, refuge chambers can provide a last resort when existing escapeways are blocked. These chambers are intended to provide both protection from toxic gases and a life supporting environment for a period of time before external rescue or further escape efforts can be carried out Escapeways may be blocked physically (due to cave-ins, etc), by fire, or by the presence of a toxic or oxygen deficient atmosphere. In the first two cases, the trapped miners would most likely await external rescue efforts, and hence the design of the chamber will have to consider the time durations that such efforts may take, It is also possible, in the second case, for fire fighting and fire protective equipment to be stored in the chamber so that miners may attempt their own escape. In the third case, it should be recognized that a compact, beltmounted 1-hour self-contained breathing apparatus has been developed(9), and that other, less compact equipment is available for up to 4 hours of self-contained breathing supply. If such equipment were stored in the chambers, then miners could escape by travelling from chamber to chamber, taking temporary refuge in each before proceeding to the next. 8.1.2 Background The concept of "barricading" has long been recommended for those emergencies where miners are trapped inby a fire. Barricading, which is the construction of a makeshift shelter in a crosscut or deadend, protects the entrapped miners from toxic gases and enables them to conserve a supply of air. In this manner, they can survive two or three days--hopefully enough time for them to be reached by rescue teams. In the past, many lives have been saved with this technique.
