On-the-job training is a common means of training or retraining workers and the practice may seem simple and straightforward. Doing it effectively however requires more thought and preparation than simply having someone follow an experienced worker around and watch what they're doing. Over the years, various techniques and practices have evolved that pass on the skills and knowledge of a trainer or coach in a manner that leads an inexperienced trainee to really absorb the information being taught. On-the-job training thus becomes less a haphazard show-and-tell and more a real transfer of information. The goal of this document is to describe how to develop or manage an on-the-job training program so that information is passed on from trainer/coach to trainee efficiently and effectively. By efficient is meant the best use of time and resources of all those involved in the training process, and by effective is meant that the trainee truly learns the skills and internalizes the knowledge needed to perform the job well. The first part of the document discusses topics to think about when developing a formal on- the-job training program. A structure based on coaching is suggested. Then a workshop designed to prepare trainers as coaches is described. Workshop materials include an instructor’s guide and trainee workbook. These materials can be used to train coaches and to assist trainees as they go through the learning process. Content related to specific jobs can be added to these materials to create targeted on-the job-training manuals. Structuring a formal on-the-job training program It is likely that some form of on-the-job training (OJT) is being conducted at your workplace. The formality of that training can range from a structured program to an informal “follow Joe around” method. If your program is completely unstructured, it may not be meeting current training needs. Worse, it may perpetuate bad habits and create “trained” employees who are not given the same information or evaluated to the same standards. Wiehagen et al. comment that, “Success in using unplanned OJT is usually dependent on the luck of the draw, that is, whether the informal trainer is competent at the task he or she is teaching, is motivated to teach, can organize the job into logical components, and knows something about good practices in teaching and evaluating” (2002, p. 27). It is only through planning a structured OJT program that consistency can be created and maintained. At the least, all trainees who have successfully completed such a program can be expected to perform at an established level—they will know what they must do to be successful.

The safety of mine workers depends on the proper installation of roof supports to prevent the ground from collapsing into the working areas of an underground mine. As new support systems are developed, they need to be properly evaluated to make sure that they are capable of providing adequate roof support before they are first used in a mine. In addition to making certain that the supports meet basic safety criteria, the limitations of the support need to be fully defined in order to avoid improper application of a particular support design. The National Institute for Occupational Safety and Health (NIOSH) operates a world-class facility called the Safety Structures Testing Laboratory. This laboratory contains a unique load frame, the Mine Roof Simulator, which is capable of simulating the ground behavior in underground mines for conducting full-scale evaluations of roof support systems. Safety performance testing protocols using the unique Mine Roof Simulator have been developed for both standing roof support systems and longwall shield supports. The purpose of this paper is to describe these test procedures. The protocol for standing roof supports incorporates seven test series:( 1) uniform loading baseline tests, (2) height evaluations, (3) asymmetric loading, (4) biaxial loading, (5) load rate studies, (6) active loading determination, and (7) static loading evaluations. For longwall shields, a four-series test program that accurately simulates in-service conditions on a longwall face is proposed. This test program consists of (1) transfer of horizontal load to the caving shield-lemniscate assembly (zero-friction test),(2) point loading of shield joints due to lateral movement or rotation of the canopy, (3) evaluation of leg socketand leg cylinder integrity, and (4) face-to-waste racking of the shield. In addition, an evaluation of the shield’s hydraulic components will be conducted prior to the performance testing. These protocols will provide state-of-the-art safety performance evaluations of emerging support technologies, as well as a means to assess the safety of both new and aging longwall shields. Hence, this effort will enhance the safety of mine workers by ensuring that critical support elements are properly designed and that aging supports are retired before their support capability is jeopardized.

"The Bureau of Mines receives many inquiries concerning favorable areas in which to prospect for gold, procedure to be followed, equipment required, and allied subjects. This circular has been prepared for use in reply to these inquiries.Interest in gold mining and prospecting for gold remains steady. From time to time many people take to the field to search for new gold deposits. A large percentage of them have had no previous experience in prospecting for lode gold; this paper has been written with the hope that it might assist these newcomers.A majority of the metal mines in the United States have been discovered by qualified prospectors who were searching for valuable minerals at the time. Chance, however, always has played a large part in finding mineral deposits. Some of the discoveries of the past were made by men on other errands, such as rounding up burros or hunting game. Accidental discoveries of ore bodies have been made in building roads and trails and in excavating for mine struc¬tures. Evidence of ore has been brought to the surface by burrowing animals and by ants; gold found in the craws of fowl has led to discoveries of deposits. Important discoveries have been made by men who had no knowledge of rocks or minerals; on the other hand, many ore bodies have been found by experienced prospectors, sometimes after hundreds of untrained men had already passed over the ground.The prospector who carries on his work diligently and intelligently is of course more likely to be rewarded for his efforts than the lazy or unintelligent worker; nevertheless, it is obvious that if valuable deposits are not present at the place being prospected none will be found. Conscientious and painstaking efforts to trace gold to its source usually disclose nothing more valuable than some narrow, unworkable seams; however, many deposits that were developed into profitable mines were found by this method of prospecting. Although some prospectors have made several lucky strikes, many others have spent their working lives searching for gold without finding anything worth while. Probably only one prospector out of several thousand ever finds anything worth developing. Moreover, only 1 out of every 300 or 400 properties developed becomes a profitable mine.Prospecting was begun in the Western States in the fifties as the miners looked for the source of gold found in placers. The search for gold has been continuous since that time; the number of prospectors in the field at any one time, however, has varied greatly. Except in some desert regions, practicallyall of the placer fields now being worked were discovered by old timers; more-over, most of the important gold districts were found by early prospectors. Important discoveries of lode mines, however, have been made from time to time. Most of the area in the mining regions of the West has been searched many times by prospectors, and nearly all of the easily found deposits have been located, but it is reasonable to expect that new gold mines will continue to be found. Most of the future discoveries undoubtedly will be of deposits that do not outcrop. Prospecting for such deposits requires considerable digging.Several important discoveries were made in 1934. One of these, the Rogers-Gentry gold mine at the edge of Antelope Valley in Los Angeles County, Calif., was found by an experienced prospector on an old patented homestead a number of miles from the nearest producing mine. The initial discovery at this mine was an iron-stained, decomposed, silicous limestone outcrop, with no vein structure evident at the surface, near a small, barren quartz outcrop and a water seep. Another discovery, the Silver Queen gold mine, in the same general region and near Mojave, Calif., was found by an experienced miner on an open fraction 400 by 1,400 feet in size between two old properties that were thought to have been worked out years ago. This report (Software Safety 2.2) is the third in a nine-part series of recommendations addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended or use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction.—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety and 2.2 Software Safety.—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g] and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and non networked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety .• 3.0 Safety File.—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meets the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full lifecycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment.—The independent assessment of the Safety File is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • 5.0 Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be don and the guidance is the how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treaty of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. [ ]

As a part of the program of the Rare and. Precious Metals Experiment Station, Reno, Nev., in connection with investigations of treatment methods for precious and precious-base metal ores, to further conservation and recovery of precious and base metals, tests Were made on samples from the Buzzard Mine, located in the vicinity of Placerville, Calif. These samples represented ore exposed during previous development work, in tunnels and a shaft on the property, including highly oxidized material from the surface zone and sulfide ores from depths of 150 to 300 feet. The surface samples contained little base metal and only enough gold 80 that economic exploitation of them would depend on development of a large tonnage of ore, low-cost mining methods, and satisfactory treatment methods. The sulfide samples were valuable enough to warrant further exploration and development and, if present in suitable tonnage, the installation of a treatment plant for recovery of both precious and base metals. The oxidized surface-zone samples carried 0.11 to 0.14 ounce gold per ton. Standard amalgamation and flotation tests of these samples gave low recoveries. Standard cyanidation tests indicated high consumption of lime and cyanide and gold extraction of 79.4 and 82.7 percent. Water-leaching the ore after crushing to minus 10-mesh improved cyanidation considerably. Ex-tractions of 82.7 to 85.8 percent were obtainec1 with lime consumption of 6 to 7 pounds per ton of ore and cyanide consumptions of 1 to 4 pounds. Grinding the samples to minus 200-mesh followed by water-leaching and cyanidation gave improved extractions of 91-92 percent of the gold, but with slightly increased consumptions of lime and cyanide.

Large quantities of explosives are consumed in the underground mining of ores in the Lake Superior district. Because of the recognized danger of accidentally releasing the potential highly destructive forces contained, the safes possible procedure in the transportation, storage, and use of explosives is necessary. Underground magazines recently constructed in the district give evidence of the earnest desire of the mine operators to incorporate all possible safe-guards in the storage of explosives, including a careful choice of location and arrangement in the plan of the magazine.

"A virtual impactor personal aerosol sampler (VIPAS) bas been developed for use in diesel-equipped mines to collect size-separated samples or diesel exhaust and mine dust particles in the respirable size range. This sampler consists or three stages: a 10-mm cyclone, a 0.8- µm cutpoint virtual impactor and two filter cassettes. The large non-respirable particles are removed in a 10-mm cyclone. The respirable particles from the cyclone pass through a 0.8- µm cutpoint virtual impactor with the particles larger than and smaller than 0.8 JI.ID (mine dust and diesel exhaust particles, respectively) collected on two 37-mm filter cassettes. The sampling How rate is 2 L/min so as to be compatible with the standard respirable dust sampler and personal sampling pumps. INTRODUCTIONThe mining industry has been increasing its use of diesel-powered equipment in underground mines, especially in coal mines. With this increased usage has come an increased concern regarding the health effects associated with inhaling diesel exhaust particles since they are in the respirable particulate size range. A Mine Safety and Health Administration (MSHA) advisory committee directed MSHA to develop a sampling protocol for diesel exhaust particles to assess worker exposure (MSHA, 1988). In addition, the National Institute for Occupational Safety and Health (NIOSH) has recommended that ""whole diesel exhaust be regarded as a potential occupational carcinogen as defined in the Cancer Policy of Occupational Safety and Health Administration"" (NIOSH, 1988).Past work, with cascade impactors in both the laboratory and in underground coal mine studies, has shown that the diesel exhaust particles are primarily in the less than 0.8 µm aerodynamic diameter size range whereas the coal dust particles are primarily greater than 0.8 µm (Marple et al., 1986; Cantrell, 1987; Rubow and Marple, 1988; Rubow et al., 1990a, b; Cantrell and Rubow, 1991). This work has been jointly performed by the University of Minnesota and Bureau of Mines researchers over the last 8 years. Typical particle size distributions for a diesel-equipped coal mine and an all electric coal mine are shown in Figure l. Note that the particles in the < 0.8-µ.m mode are the diesel exhaust particles (seen only in diesel-powered mines) and the particles in the > 0.8-µ.m mode are coal particles (seen in both the electric-powered and diesel-powered coal mines). Chemical mass balance analysis was also performed on these two size fractions to determine the degree of particle cross-contamination in the two modes. This analysis showed less than 10% cross-contamination, i.e., in coal mines Jess than 10% of the diesel exhaust particulate was collected in the coarse fraction and Jess than 10% of the mine dust was collected in the fine fraction (Cantrell, 1987; Rubow et al., 1990a)."

"An airborne dust cloud is an ensemble of particles of varied size, density, shape and states of aggregation. An understanding and quantifying of the dispersion and deposition of the dust generated in mines is essential to the development of measures for reducing worker exposure to dust. In coal mining, the major portion of the dust is generated during the cutting of coal using a shearer or a continuous miner.The major phenomenon affecting ambient concentration is the deposition of dust. Particle deposition may take place due to the effect of gravitational, inertial, electrostatic, and thermal forces, and mechanisms such as Brownian and eddy diffusion and inertial impaction, The three major mechanisms of deposition in turbulent flow in mines are diffusion (Brownian and eddy), sedimentation and inertial impaction. The mechanisms determining particle deposition are size depend,From a review of the literature, there appears to be a knowledge gap in the understanding of the deposition phenomena in mine airways. In order to obtain a better understanding of the deposition of dust for various particle sizes, and to develop a set of data for evaluating predictive mathematical models for dust-flow in mines, a series of dust flow experiments was performed under controlled conditions in mine airways. It appears that the deposition data generally follow the theoretical behavior of dust based on the combined effect of diffusional and gravitational deposition. In this paper, the findings of the study on the deposition of dust in mine airways and its dependence on size, velocity and concentration are discussed. A set of deposition equations that could be used to determine the approximate deposition at various points in a mine airway are presented.The major factor affecting ambient dust concentration in mine airways is the deposition of dust. Particle deposition may take place due to the effect of gravitational, inertial, electrostatic, and thermal forces, and mechanisms such as Brownian diffusion, eddy diffusion and inertial impaction. The major mechanisms of deposition in turbulent flow in mines are diffusion (Brownian and eddy), sedimentation and inertial impaction. Inertial impaction is significant only during changes in direction, but the change in direction of flow with resultant powerful eddies may cause increased re-entrainment of the particles, thus having a compensating effect. While the literature in aerosol sciences contain several references on deposition, most studies were done in small diameter tubes for diffusional deposition (Liu and Agarwal, 1974). The deposition data from small diameter, short tube experiments may not be applicable to studying deposition in mine airways that have large areas and extend several hundred meters. Further, the change in concentration along the length of a mine airway may significantly affect the deposition, an aspect that may not be easily determined in short tubes in laboratory experiments."

The National Mining Association and the Mine Safety and Health Administration requested that the National Institute for Occupational Safety and Health (NIOSH) conduct full-scale evaluations of a recently developed carbon fiber-reinforced polymer (CFRP) reinforcement technique for upgrading existing mine ventilation seals to withstand an explosion pressure of 50 psi or greater. The evaluation was conducted in the NIOSH Pittsburgh Research Laboratory’s Lake Lynn Experimental Mine (LLEM) near Fairchance, PA. The purpose of the evaluation was to determine the blast resistance of the CFRP reinforcement technique, designed to increase the strength of two types of existing 20-psi-rated in situ mine ventilation seals. Two candidate ventilation seals were selected to represent the 20-psi alternative seal designs typical of those used in mines prior to July 2006. Installed within the LLEM were (1) a 4-ft-thick pumpable cementitious foam seal using material with a designed 150- to 200-psi average compressive strength at 28 days and (2) a 24-in-thick, low-density cementitious block seal with a center pilaster and keyed to the floor and ribs. The materials necessary for the CFRP reinforcement technique were then installed on the outby (active) side of each seal, and the seals were subjected to explosion overpressures. Both seals with the CFRP reinforcement retrofit successfully withstood explosion pressures of 60 psi or greater during the full-scale evaluations in the LLEM.

The results of a Feasibility and Design Study of Surface Impregnation Equipment to be used for Chemical Stabilization of Coal Mine Structures are described in this report. The study was sponsored by the United States Department of the Interior, Bureau of Mines, under Contract H0210055. This program was undertaken as an essential part of the Bureau of Mines Chemical Ground Stabilization Program. The responsible prime contractor was The Eimco Tunneling and Mining Machinery Division of the Envirotech Corporation. The Rocketdyne Division of the North American Rockwell Corporation performed part of the feasibility study and design and testing of the metering and feed system as a subcontractor to Eimco.

We Americans pride ourselves that ours is the greatest, most advanced and most civilized nation in the world, yet statistics indicate that apparently we have little appreciation for the lives and limbs of the people whose efforts give us whatever greatness we possess. The latest available statistics indicate that the annual accident death rate per 100,000 of population is nearly 80 or far higher than that of any other country in the world except Chile; is more than double the rate in Hungary, Netherlands, Ireland, Belgium, Denmark, Italy, Germany, Norway, Sweden, and Finland; is nearly double that of England, Wales, the Union of South Africa, New Zealand, Japan, Australia, and Scotland; and is 25 to 40 percent greater than Switzerland, France and Canada. To make matters worse, from the viewpoint of mining; the latest available statistics give mining by all adds the worst accident rate of the major industrial occupations in the United States, the accident severity rate for mining in 1935 being listed by the National Safety Council as 10.14, the next highest rate being 4.52 for construction, and the average rate for 30 main industries being 1.58. IMPROVEMENT IN SAFETY RECORDS Offsetting to a slight extent this rather dark picture is the fact that starting about 1930 the mine-accident rate in both coal and metal mining began to fall, reaching an all-time "low" in metal mining in 1932 and in coal mining in 1933. It now appears probable that the year 1936 has again lowered the accident rate in coal mining and this, together with the fact that the years 1933, 1934, 193 5, and 1936 all set much lover accident rates in coal mining than ware achieved for any similar previous period, gives hope that the trend is definitely in the right direction, though from the above figures mine-accident severity has a long, tedious road to travel before it becomes as low as the severity rate of all other major industries in the United States.

In the interest of safety ii: coal mining, the Bureau of Mines recommends: That all active underground coal mines, whether working or idle, have one or more fans in continuous operation. The capacity and installation shall be such that the entire mine workings are adequately ventilated at all times. Main fairs shall be located on the surface in fireproof housing offset from the line of any mine opening. The housing shall be provided with ample pressure-relief doors or other devices easily opened by the force of an explosion. The installation shall permit prompt reversal of air flow. For mines that liberate gas, the fan shall have at least two independent sources of rower immediately applicable. Ventilation of underground workings in coal mines is needed whether or not explosive gas is present. Natural ventilation is unreliable and often uncontrollable. Main fans should be on the surface; if they are in the mine, fire or explosion may make access difficult or dangerous and render the installation inoperative.

An accurate characterization of the vibration environment and a vibration qualification test derived from it will be a very useful tool for manufacturers of instrumentation for use on underground coal mining equipment. Recognizing this, the Bureau of Mines sponsored a study wherein vibration levels were measured on mining equipment to form a basis for developing the required vibration test. The data base was composed of 160 samples taken at different positions on a variety of underground machinery. The data were analyzed and presented in a format typical of military vibration qualification tests. The form was shown to be virtually identical to the swept sine test envelope specified in MIL-STD-810B for tracked vehicles.

This report describes the construction and use of a direct-reading azimuth protractor (DRAP) by the Bureau of Mines for measuring fracture orientations in mines, tunnels, or other excavations having a magnetic environment. The DRAP allows a rapid and simultaneous measurement of dip and azimuth of dip of a fracture plane. The instrument is rugged, lightweight, and easily constructible from standard hardware items. The DRAP can measure dip to within ±0.5° and azimuth of dip to within ±5° of corresponding values obtained with a Brunton compass.

"INTRODUCTION The Ward copper deposit was brought to the attention of the Bureau of Mines in September 1943 by John J. Knob, 217 E. Penn Street, Long Beach, N. Y. At that time all Bureau of Mines work on Seward Peninsula was being directed to the exploration of deposits of tin, a metal high on the strategic list. It was not until September 1946 that the Bureau could make a preliminary examination of the Ward prospect.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Sound experimental ingots of zinc alloys for use as rolling slabs were cast with a specially constructed, semicontinuous casting machine. Nominal alloy compositions of Zn-1.0 percent Cu, Zn-0.12 and 0.36 percent Ti, and Zn-1.0 percent Cu-0.03 to 0.36 percent Ti were cast. This Bureau of Mines study was conducted to evaluate the suitability of the casting procedure for providing stock for rolling into sheet. Microscopic examination of ingot sections revealed structures in which grain size varied from the outer to center ingot zones. Columnar grains present in the center zone of the Zn-1.0 percent Cu ingot were absent in the titanium-containing ingots. The ingots with titanium displayed a finer grain size and eutectic structure in the center ingot zone than in the outer zone; the transition in grain size between the two zones was quite abrupt in some ingots. The overall grain size of the titanium-containing ingots was finer than that of alloys cast by more conventional methods. Chemical analysis revealed that compositional segregation is not a significant factor in the formation of the ingot structure. Microstructural studies of small ingots of similar alloys solidified at slow, fast, and intermediate rates confirmed that the ingot structure in the semicontinuous-cast ingots is related to cooling rate, which is, in turn, related to the particular casting machine design and the influx of cooling water on the withdrawing ingots. Microstructures of thin sheet hot-rolled from slabs of the semicontinuous-cast ingots demonstrated that the ingot structure does not preclude the rolling of sheet having a uniform microstructure. Results of hardness surveys of the semicontinuous-cast ingots demonstrated that copper and titanium exert essentially additive hardening effects in these cast alloys.

This information circular. deais primarily with an engineering descrip- tion of a type of longwall cutting and loading machine developed by Eick- hoff Maschinenfabrik, Bochum, Germany..: This machine is supposed to have been developed and tested during the latter part of 1941 and early 1942. The only source of information is con- tained in certain literature and engineering data, with drawings which were acquired by the Allied Military Authorities when Germany was occupied; and the information will have to be limited because the writer has not seen the machine in the factory or in operation. However, the information may be of interest to the coal-mining industry in this country, and for this reason our Government has decided to publish the data procured so far. The Eickhoff cutting and loading machine is particularly suitable for the longwall mining system. It can only be used under that type of mining system and is not suitable for the more common type known in this country as room-and-pillar work. The material for the description of the machine and its operation was compiled and translated from German drawings and operating instructions. These detailed drawings and instructions are on file with the Bureau of Mines and are available for inspection by any responsible person interested in the details of the construction of the machine.

One phase of the Bureau of Minest work in the field of health and safety is the promotion of safe, satisfactory, and reliable respir atory protective devices. To insure that such devices will be available, the Bureau has established schedules of what it considers the minimum re- quirements for oxygen breathing-apparatus,3 gas masks, hose masks,5/ and mechanical filter-respirators (a schedule of requirements for hose- type supplied-air respirators is being prepared). Approval of oxygen breathing-apparatus is given by the Safety Division; approval of other types of respiratory equipment is given by the Health Division, both divisions being in the Health and Safety Branch, Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules. As a prerequisite to submitting a device for approval, the Bureau requires a statement that the device is completely developed and of the design and material that the manufacturer believes suitable for a finished marketable device; that the device has been
