Dear Mine Operator, Training for new employees, refresher training for new employees, refresher training, and new task training can mean the difference between life and death for workers. Part 46 spells out how you can develop a training program to protect workers for on-the-job hazards. Together, labor, industry, and the U.S. Department of Labor reached a milestone with the development and publication of Part 46. We want to continue working together toward the next milestone, October 2000, when the regulations take effect. We want to make sure you have all the information you need about these new training requirements. Throughout the next 12 months, MSHA personnel will be holding regional meetings across the country, delivering information and sample training plans to your operation, and offering you help to develop your plan. If you are among the many operators who are already providing training to your workers, keep up the good work. The rule will tell you exactly what is expected. "Introduction.Southern Illinois and Kentucky are credited with approximately 90% of the fluorspar production of the United States. A small amount of high-grade acid, spar is obtained from the ore by band sorting; the greater part, however, is recovered by jigs and tables as gravel spar containing approximately 85% calcium fluoride. In the jigging and tabling operations, galena is recovered, and enough silica and calcite are removed to raise the calcium fluoride content of the gravel spar to 85%. However, the removal of silica and calcite results in a large loss of spar. With increasing depth in the mines, zinc sulphide, sphalerite, is encountered in increasing quantity and the removal of this has become a serious problem. While the sphalerite can be fairly well removed from the spar by present milling methods, a marketable zinc concentrate can not be made. The experiments described below were made on fluorspar ore from Southern Illinois, by the mining experiment station of the U. S. Bureau of Mines, at Rolla, Mo., in cooperation with the Missouri School of Mines and Metallurgy.The ore tested contained. 7.3% lead, 27.9% zinc, 35.7% calcium fluoride, 9.5% silica and 4.7%. calcite.Tests and Results. In some preliminary tests it was noticed that a portion of the finely crushed ore adhered strongly to the sample pans, and upon investigation it was found that the adhering material was practically clean spar. By utilizing this property of adhesion 46.8% of the spar was recovered as a product containing 98.3% calcium fluoride. This suggested the possibility of using electrostatic separation."

Annual global steel industry investment is partly mirrored in the data for selected market economy countries that appear in table 13 for 1988-90. No reasonably comprehensive 1991 data were available for inclusion in this study, and the partial reporting available was so incomplete that it was impossible to demonstrate whether the level advanced or declined from the 1990 level of nearly $15.5 billion. Moreover, with the radical changes that are now being effected in the steel industries of the states that were the U.S.S.R. and its CMEA partners, it is most regrettable that comprehensive and comparable data, both current and historic, on investment in this area are not available. Updated information on market economy country petroleum industry capital and exploration expenditures by geographic area has been included in table 14, and it is evident that there was a substantial upturn in investment in 1991. The level of almost $74.5 billion was 14.5 % above the 1990 level and included gains in every topical category and geographic area. The source of information for this table has been changed to the Oil and Gas Journal Database from the previously used Chase-Manhattan Bank study of Capital Investments of the World Petroleum Industry, which has been discontinued. Because of this source change, it has been necessary to modify the structure of the table somewhat, but its total scope of coverage is regarded as basically unchanged. It should be noted that the grand total, as well as some of the detail appearing for 1987, corresponds precisely with those in the previous source.

Locating subsurface conductive solutions is important for many applications, including in situ mining and environmental protection. Drilling boreholes for sampling is expensive and can increase contamination by mixing water from different aquifers. Various noninvasive geophysical methods are available, but previous comparisons were hampered by different methods being used at different sites or at different times. The U.S. Bureau of Mines (USBM) compared methods at one site using the same conductive solution to improve the reliability of the comparisons. Locating deep (> 100 m) solutions is most difficult, SO the USBM selected methods applicable for such depths. Objective Improve the ability to locate subsurface conductive solutions by evaluating and comparing applicable geophysical methods. Approach The experiment was performed cooperatively with other agencies to increase the number of methods studied. The USBM, the University of Arizona, Sandia National Laboratories, and Zonge Engineering and Research, Inc., conducted cooperative field tests of six electromagnetic (EM) geophysical methods to compare their effectiveness in detecting salt water brine of conductivity 3.6 S/m collecting at the water table, 157 m subsurface. The brine was injected through two boreholes. The test site was the University's San Xavier experimental mine near Tucson, AZ. Geophysical surveys using surface and surface-borehole, time-domain electromagnetics (TEM); surface controlled-source audiofrequency magnetotellurics (CSAMT); surface magnetic field ellipticity, surface-borehole, frequency-domain electromagnetics (FEM); and crosshole FEM were conducted before and during brine injection. A total of 110,000 I. of brine was injected over one week, but the effective target volume of brine was much smaller because of mixing with ground water and dispersion.

Coal bumps are influenced by geologic conditions, the geometric design of coal mine excavations, and the sequence and rate of extraction. Researchers from private industry and government agencies around the world have studied mechanisms of violent failure and have identified individual factors that contribute to coal bumps. To develop predictive tools for assessing coal bump potential, the authors initiated a comprehensive study using information from 25 case studies undertaken in U.S. mines. Multiple linear regression and numerical modeling analyses of geological and mining conditions were used to identify the most significant factors contributing to stress bumps in coal mines. Twenty-five factors were considered initially, including mechanical properties of strata, stress fields, face and pillar factors of safety, joint spacings, mining methods, and stress gradients. In situ strength was estimated in 12 coal seams where uniaxial compressive strength exceeded 2,000 psi. Allowances were made for favorable local yielding characteristics of mine roof and floor in reducing damage severity. Pillar and face factors of safety were calculated using displacement-discontinuity methods for specific geometries. This work identified the most important variables contributing to coal bumps. These are (1) mechanical properties of strata, including local yield characteristics of a mine roof and floor, (2) gate pillar factors of safety, (3) roof beam thickness, joint spacing, and stiffness characteristics, which influence released energy,(4) stress gradients associated with the approach of mining to areas of higher stress concentrations, and (5) the mining method. By combining the strength of both analytical and statistical methods, new capabilities were developed for predicting coal bump potential and for building confidence intervals on expected damage.

During 1998-99, groundfall incidents resulted in 27 fatalities and were responsible for over 70% of all deaths in U.S. underground coal mines. To obtain a better understanding of where and why these incidents occurred, a comprehensive analysis of ground fall injuries and fatalities was conducted. The first portion of the study examined various factors associated with roof and rib fall injuries and reportable roof fall noninjuries that occurred during 1995-98. The study found that the room-and-pillar mining method has twice the groundfall incident rate than the longwall method. Mine locations with high groundfall rates seem to correlate to regions where there is a higher concentration of problematic coalbeds. For example, the Illinois Basin has very high groundfall rates, which can be traced back to several key coalbeds-Kentucky No. 13, Herrin/No. 6/Kentucky No. 11, and Springfield No. 5/Kentucky No. 9. High rib fall rates were found in mines located in thick seams. Groundfall rates were found to be 30% to 40% higher during the months of July through September, possibly due to high humidity that may cause the shale mine roof to deteriorate. The second part of the study examined the root causes of failure by reviewing all groundfall fatality reports for 1996-99. Primary and secondary hazard factors were assigned to each groundfall incident. The primaryf actors resulting in these groundfall fatalities were pillar extraction, traveling under unsupported roof, skin failure, construction, longwall faces, intersections, and geologic discontinuities. Defining prominent ground control incident trends and hazards will identify areas where additional study is needed and where innovative solutions need to be developed to reduce these severe occupational hazards.

The first phase of our work for PMSRC on this contract was devoted to a comprehensive and in-depth assessment of electromagnetic (EM) noise measurements and data taken by several contractors for use in the design of operational and emergency mine communications. Pertinent measurements and data of other selected investigators were also included in the evaluation. This assessment treated the measurements and instrumentation used, the data analysis and presentation methods, and the utility of the final results. This phase concluded with the identification of the most useful results and methods, the remaining data gaps, the contractor most qualified to fill these data gaps, and the definition (with PMSRC and this contractor - NBS, National Bureau of Standards) of a follow-on noise measurement program, instrumentation system, and data processing methods tailored to obtain the necessary but missing noise data. A partial bibliography of references related to electromagnetic and seismic noise and propagation in the frequency bands of interest was also compiled during this first phase. The body of this Part of the final report presents a summary of the findings of our EM noise assessment, together with detailed recommendations regarding the new noise measurements to be taken and the instrumentation and data processing methods to be used. This work was done during the latter part of 1971 and the early part of 1972. During subsequent phases of the contract ADL was asked to perform on-going evaluations of the continuing program of electromagnetic (EM) noise and propagation measurements made by Bureau contractors, and to utilize pertinent data from these measurements to make performance estimates for

The respirable dust standard in the Federal Coal Mine Health and Safety Act of 1969 is designed to prevent disability and death from coal workers' pneumoconiosis. Beginning June 30, 1970, the operators of coal mines were required to maintain the average concentration of respirable dust in the active workings at or below 3.0 milligrams of dust per cubic meter of air. The standard is reduced to 2.0 milligrams per cubic meter after Dec. 30, 1972. This paper presents the equipment and procedures used by the coal mine operators in implementing the respirable dust sampling program established by the Secretary of the Interior and the Secretary of Health, Education, and Welfare and shows the effect of the law, during the first year, on the reduction of dust levels in selected mines. The system employed by the Bureau of Mines for analyzing and processing the dust samples is also presented.

Develop and evaluate a mechanical position and heading system (MPHS) that provides information about underground mining machine position and heading to aid in the remote positioning of mining machines during face maneuvers. Background While great improvements have been made in mineworker safety, progressive technology continues to create a safer, better working environment for miners by keeping them away from the dangerous face area. In maintaining such high standards of safety, the Bureau is investigating remote, computer-assisted operation of mining systems for underground, highwall, and surface mining applications. A key component of computer-assisted operation is a guidance system. Since there are no guidance systems on any commercial continuous mining machines, the Bureau itself developed and tested the mechanical position and heading system (MPHS). The MPHS is based on linear position transducers (LPT's), and operates on principles of triangulation to provide machine position (xy coordinate), and orientation in the xy plane (yaw or heading). These data are needed in order to keep the continuous mining machine in proper alignment before and during the cutting cycle. The MPHS theory development is in three parts: characterize the sensors used and their configuration; select and define the navigation reference frames; and derive a closed-form solution for determining the position and beading from sensor information. Application of the MPHS theory required the development of hardware, software, and system interfaces.

[A survey of the literature relating to ignition temperatures of acetylene-air and acetylene-oxygen mixtures reveals rather wide disagreement in the reported results. In some instances the ignition temperatures of acetylene-air mixtures were reported to be lower then those of acetylene-oxygen mixtures, which is contrary to experience with other combustibles. To clear up some of the reported discrepancies, the authors have investigated the ignition temperatures of acetylene both in air and oxygen, and their results are presented in this report.]

Wire saws have been used for many years in European travertine, marble, and slate quarries. This method of sawing found very limited use in America until 1927 when it was accepted as standard equipment in elate quarries in Pennsylvania where it has been remarkably successful. Details of its operation in slate have been published in a recent bureau report.3 The very limited extent to which the wire saw has been employed in limestone and marble quarries in the United States and the seeming lack of interest even in experimental work to determine its advantages are difficult to explain in vied of its wide use in cutting similar rocks in Europe and its unquestionable advantages in sewing slate in America. In order to encourage improvement in quarry practice the United States Bureau of Mines has endeavored to obtain information as to the extent to which wire saws are used in Europe together with data on the rate and cost of sawing. The information at hand is by no means complete either in territory covered or in details of operation; it nevertheless brings out certain significant features that may be of interest and advantage to quarrymen in the United States.

Experiments were made with a batch reactor to determine the effect of gas pressures, temperature, and gamma radiation intensity on the reaction CO + Ch ? COC12. The equation, [dp = 0.0110 (1 - 0.01t) (PCOI)1/2 PC12] where [dP] is the change of pressure of phosgene with time (atm/hr), t is the temperature (°C), PCO and PC12 are the reactant pressures (atm), and I is the radiation intensity (r/hr), was found to best fit the data. Oxygen and a large ratio of reactor surface to volume retarded the reaction, but inert gases had no effect. A low-temperature reactor system is proposed to take advantage of the conditions which give a high reaction rate with gamma radiation and a simple scheme of product purification.

PURPOSE This report provides an integrative review of 52 recently published research reports that examine the associations between long working hours and illnesses, injuries, health behaviors, and performance. The report is restricted to a description of the findings and methods and is not intended as an exhaustive discussion of all important issues related to long working hours. Findings and methods are summarized as reported by the original authors, and the study methods are not critically evaluated for quality. SUMMARY In 16 of 22 studies addressing general health effects, overtime was associated with poorer perceived general health, increased injury rates, more illnesses, or increased mortality. One meta-analysis of long work hours suggested a possible weak relationship with preterm birth. Overtime was associated with unhealthy weight gain in two studies, increased alcohol use in two of three studies, increased smoking in one of two studies, and poorer neuropsychological test performance in one study. Some reports did not support this trend, finding no relationship between long work hours and leisure-time physical activity (two of three studies) and no relationship with drug abuse (one study). A pattern of deteriorating performance on psycho physiological tests as well as injuries while working long hours was observed across study findings, particularly with very long shifts and when 12-hour shifts combined with more than 40 hours of work a week. Four studies that focused on effects during extended shifts reported that the9thto 12th hours of work were associated with feelings of decreased alertness and increased fatigue, lower cognitive function, declines in vigilance on task measures, and increased injuries. Two studies examining physicians who worked very long shifts reported deterioration on various measures of cognitive performance. When 12-hour shifts combined with other work-related demands, a pattern of more adverse findings was detected across studies. Six studies examining 12-hour shifts combined with more than 40 hours of work per week reported increases in health complaints, deterioration in performance, or slower pace of work. Two studies com-paring 8- and 12-hour schedules during day and night shifts reported that 12-hour night shifts were associated with more physical fatigue, smoking, or alcohol use. Two studies examining start times for 12-hour shifts reported that decrements in alertness or more health complaints were associated with early 6:00 a.m. start times. One study examining 12-hour shifts in hot work environments reported a slower pace of work as compared with shorter shifts. Another study examining high workloads during 12-hour shifts showed increased discomfort and deterioration in performance as compared with shorter shifts. More definitive statements about differences between 8-hour and 12-hour shifts are difficult because of the inconsistencies in the types of work schedules examined across studies. Work schedules differed by the time of day (i.e., day, evening, night), fixed versus rotating schedules, speed of rotation, direction of rotation, number of hours worked per week, number of consecutive days worked, number of rest days, and number of weekends off. All of these factors could have interacted with overtime and influenced study results. "The most authoritative compilations on the coal resources of the British Isles are given in ""The Coal Resources of the World"" issued by the 12th International Geological Congress, 1913. The reserve, calculated to a depth of 6,000 feet, in seams containing not less than two feet of merchantable coal are as follows: Mining at present is conducted at depths from about 800 to 3500 feet. The shallower coals have largely been exhausted. The present average hoisting depth probably is about 1500 feet.The thickness of individual beds at present mined varies from about 2-1/2 feet up to 40 feet in thickness, the latter thickness being found in North Staffordshire. The coal is rarely found level, but is approximately level in some parts of Yorkshire. Anthracite is mined in limited quantities in Wales, and Wales also produces a very high grade semi-anthracite or smokeless coal, which is fa famous the world round, and is equaled only by the Pocahontas and New River coals in the United States:As concerns the methods of mining, these vary widely according to the pitch of the bed, the thickness of coal, and natural conditions, but the prevailing method is some form of longwall or semi-longwall, by which all the coal is extracted. The other principal method is a so-called pillar and, stall method, by which the coal is mined out, leaving square or rectangular pillars which are extracted on the retreat, making it virtually, a retreating longwall system. This method is applied where the roof is strong, and particularly in the thicker beds, as the longwall method is not so well adapted for mining where the thickness exceeds five or six feet, unless it is what is called a multiple seam, one in which there are partings of rock that provide material for building walls, which the roof in subsiding gradually squeezes down."

Provide reliable, early-warning fire detection instruments, telemetry, and control systems for noncoal underground mines. Approach Industrial-grade fire detection instruments and signal telemetry equipment were modified for long-term exposure to harsh underground mine conditions, then were installed in four mines to evaluate long-term performance and reliability. How It Works The elapsed time between the onset of a fire and its detection is critical because fires tend to grow in size and intensity with time. Early fire detection and warning permit the initiation of a mine's emergency plan (evacuation, fire fighting, etc.) while the fire is still small, or ideally, while it is still in the incipient stage. Fire detection and warning systems, utilizing sensitive heat, flame, smoke, and gas analyzers, provide the most rapid and reliable indication of a developing fire.

Pulverized high-volatile A bituminous coal was gasified with oxygen and superheated steam in a pressure-gasification pilot plant equipped for slurry feeding. The minimum ratio of water to pulverized coal that could be pumped satisfactorily as a slurry was about 1 to 1. Heating this slurry produced a suspension of coal in superheated steam having a steam-to-coal ratio greater than the 0.3 to 1 proportion that is considered optimum for pressure gasification of pulverized coal. A steam separator removed enough steam to provide ratios down to about 0.5 to 1, but a 0.3 to 1 ratio was not achieved. Gasification of Sewickley coal produced a synthesis gas containing about 36 percent H2, 46 percent CO, and 13 percent CO2, Gas output, gas composition, and coal and oxygen requirements were Virtually the same as for a pilot plant equipped for fluidized-coal feeding. Typical results from the slurry-fed plant at 300 psig were carbon gasified, 95 percent; coal requirement, 34 lb/M (thousand) std cu ft CO + H2 produced; oxygen requirement, 365 std cu ft/M std cu ft CO + H2 produced. The results showed that the two feeding methods are equally satisfactory from the standpoint of gasification. A choice between a fluidized-coal gasification process or a slurry gasification process depends on considerations relating to the coal-feeding phase itself, including capital and operating costs, manpower requirements, safety, and flexibility of operation.

Magnesia spinel (MgO.Al203) recovered from dusting slags in the system MgO.Al203-2Ca0.SiO2 is in the form of single crystals most of which will pass 35-mash. This investigation was undertaken by the Bureau of Mines to evaluate the concentrates as a refractory raw material. Three specific types of refractory bricks were studied: (1) dense, (2) lightweight bubble, and (3) insulating. Test specimens ware fabricated 1 by dry pressing, fired to 1,675° C., and tested by procedures common to the industry. The concentrates produced a refractor, having satisfactory density and mechanical strength; however, spinal is sensitive to thermal shock and the possibility of producing a spall-resistant brick using aggregate of such small grain-size must be considered remote. Lightweight refractorias fabricated of spinel bubbles were the most promising of the types tested. They were 30 percent lighter in sight than the dense refractory, their mechanical strength was good, and definite superiority in thermal shock resistance was indicated.

This publication presents a simplified graphic method for determining the explosibility of mine atmospheres under mine-fire conditions from mine- atmosphere composition data. Sometimes it is necessary to seal part of a mine during a fire to exclude air and thus extinguish the fire. Unfortunately, liberation of methane and formation of hydrogen and carbon monoxide in the sealed area may create an ex- plosive or flammable atmosphere if enough oxygen is present to support combustion. On the other hand, the oxygen concentration may be reduced through combustion processes and the concentration of inert gases (nitrogen and carbon dioxide) increased enough to render the atmosphere within the sealed area non-explosive. Before an area is unsealed, it is extremely important to know if the sealed atmosphere contains Flammable gases in proportions that might form explosive mixtures when air is introduced. If an explosive mixture forms and the fire is rekindled, a gas explosion will result. Various experimental methods may be used to determine the explosibility of a particular mine atmosphere; however, these methods usually are impracticable in the field.

The Bureau of Mines conducted ignition, flammability, and decomposition experiments on gas mixtures containing ethylene to determine its flammability characteristics at elevated pressures and ambient temperatures. Pure ethylene was found to propagate a decomposition reaction at 1,000 psig and ambient temperatures when ignited with 1 gram or more of guncotton in a 2-inch-id bomb. The decomposition products were primarily carbon, methane, and hydrogen.
