The U.S. Bureau of Mines has determined a method for calculating coal mine portable power cable thermal life for a specified temperature loading. This work was the culmination of a multifaceted research project involving (1) accelerated life tests of insulation and jacket materials and (2) steady-state and cyclical loading of cables. Composite Arrhenius curves were derived for common insulation and jacket materials to identify the key cable quality that precipitates thermal failure. Plots of temperature rise versus current for popular cable sizes were then referenced to develop a correspondence between cable life, based upon thermal degradation and current loading. Predictions of cable thermal life were made through integration over variable load cycles and, consequently variable operating temperatures. This procedure may have utility for both the U.S. Mine Safety and Health Administration and mining machine designers in determining the appropriate cable size for new equipment.

This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term "surveillance," as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U. S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U. S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982]. The mining industry as defined by MSHA is based on the regulatory jurisdiction of that agency. Reporting requirements for injuries, illnesses, and workplace exposures are stipulated under the Federal Coal Mine Health and Safety Act of 1969 and the Federal Mine Safety and Health Amendments Act of 1977. Of note is that the oil and gas extraction industry falls outside of MSHA jurisdiction. The Occupational Safety and Health Administration (OSHA) was charged with enforcement in the oil and gas industry under the Occupational Safety and Health Act of 1970. Under the SIC, the definition of mining covers the extraction of naturally occurring minerals, including liquids (petroleum), gases (natural gas) and solids (coal, metal, and nonmetallic minerals). Exploration and development of mineral properties are also included in the SIC definition of the mining industry. The SIC was developed by the Office of Management and Budget for use in classifying establishments based on the type of economic activity in which they are engaged and serves as the industry classification standard for all establishment based Federal economic statistics. This classification is important for occupational safety and health surveillance because it also serves as the industry classification system for all data on work-related injuries and illnesses collected by the U.S. Bureau of Labor Statistics (BLS). The U.S. Bureau of the Census uses an industry coding scheme similar to that used by the SIC. For the mining industry, the categorization is identical in both systems. Death certificate data made available by the National Center for Health Statistics (NCHS) are categorized under this system. Death certificate data are particularly important for surveillance of mortality from work-related illnesses. Key differences between the SIC/BOC categorization system and the MSHA system can be summarized as follows: • MSHA excludes the oil and gas industry, which is classified as part of the mining industry under SIC/BOC. • MSHA excludes work that is done off of mine property; work off of mine property is included under SIC/BOC if it is performed by an establishment falling into one of the SIC/BOC mining industry codes. • MSHA includes mine-associated mills and processing plants; these are classified under the manufacturing industry, rather than mining, according to the SIC/BOC coding structure. Since the data collected by MSHA and the data collected by BLS and NCHS using the SIC/BOC classification system are both important sources of information on the mining industry and in many cases serve different purposes, data from both systems are presented in this report. In general, data using the SIC/BOC system are comparable across U.S. industries and should be used when comparing mining to other U.S. industries. Much of the data in this report are presented in the form of frequencies or rates. A frequency provides only a count of the number of cases without providing any information about the risk of occurrence. Rates provide an estimate of the risk of injury or illness. The reader is cautioned, however, that rates based on small numbers can be unstable; thus, any inferences should be drawn with care. In this report, no rates are presented for groups in which there were fewer than three cases. The incidence of most injury and illness conditions differs by age, sex, and race. For this reason, data in many surveillance reports are adjusted for these demographic factors. It was not possible to do this for most of the rates in this report because information on demographics was not available. With the exception of the proportionate mortality ratios (PMRs), all data presented are unadjusted. A detailed account of the sources of data is in appendix A. The methods used in data selection and analysis are described in appendix B.

Horizontal displacements and ground strains induced by mine subsidence are significant information needed for calculating damage and developing precautions against subsidence effects on surface structures. To devise a simple method for determining the surface horizonal displacements and strains simultaneously with the subsidence prediction, the U.S. Bureau of Mines examined the significance of the tilt number, which is the proportionality constant in the relationship between the horizontal displacement and the slope of the subsidence profile. The ratio of the tilt number to the critical radius of the subsidence trough is identical to the ratio of the maximum possible horizontal displacement to the full subsidence, which is found to be constant in most European coalfields. If this ratio is known for a particular minesite in the United States, then horizontal displacement and ground strains can be readily obtained from the primary subsidence data.

[The legislation in many States against the present method of producing carbon-black by the incomplete combustion of natural gas, and the continually increasing demand for gas for otter purposes, indicates that the supply of carbon-black may Gradually be decreased and that new methods for its production, utilizing a greater parentage of the carbon in the has should be developed. In the course of investigations of the effects on hydrocarbons of high voltage discharges, it was noted that under certain conditions natural gas could be decomposed and that carbon-black could be produced. The effects of several tyres of electrical discharges on natural gas have, accordingly, been studied' in order to find out the fundamental factors underlying the reactions and their possible influence in the recovery of a greater part of the carbon content of natural gas than is now possible. Present commercial plants using natural gas for the manufacture of carbon-black recover from 0.9 to 1.5 pounds of carbon-black per thousand cubic feet of gala consumed, or less than 5 per cent of the total Gabon in the gas: It should be noted, however, that the, present methods involve heating the gas to incandescense by burning it as a luminous flame, and a considerable part of the gas is thus consumed as a source of hest. If this heat can be supplied from some other source, or if a more efficient method of applying the energy con. tamed in part of the gas, to the decomposition of the rest of it, can be worked out, then a greater yield of carbon-black per thousand cubic feet of gas care be expected. The work of the operational communication systems' group dealt with a range of communication needs and functions within mines, primarily along haulageways, to and within sections up to the working face itself, and in mine shafts. A mixture of communication techniques and hardware is needed to satisfy this variety of communication needs within the differing environments encountered in U.S. mines. Substantial progress, both experimental and theoretical, has been made in recent years towards developing alternative communication systems suitable for use in mines which are based on "guided" waves, including wire-less (waveguide-like propagation in mine tunnels) and wire-based systems (leaky coaxial cables or wires) . Major priorities identified for further work needed to confirm (or deny) the applicability, and refine the operational specifications of promising communication systems for mine use include: Short-Term Projects o Cost/performance analyses of promising leaky coaxial cable and UHF radio communication systems which require further data from: - Experimental investigation under U.S. mine conditions of the performance of potentially applicable leaky coaxial cable communication systems developed in Europe (France, Belgium, and the U.K). - Cost estimates on these coaxial cable communication systems. - Measurements of UHF radio propagation in low-coal mines. - Investigation of the influence of obstacles (e.g. shuttle cars and section machinery) in the entries on UHF radio propagation in mines. o Investigation of the problems of transmitter and receiver coupling and termination matching associated with the two-way propagation of low frequency radio waves in hoist shafts.

The Bureau of Mines evaluated two drill-hole probes for the delineation of Missouri lead ores. The battery-powered, portable instruments, weighing less than 30 pounds, were designed for logging holes of 1.8 inches in diameter or larger. These probes have dual scintillation detectors, balanced filters with a pass band for lead Ka radiation, and a cobalt-57 source of radiation. The results of field tests in Missouri confirm laboratory tests indicating that probe response can be correlated to lead ore grade using counting times of 10 seconds or less at any selected depth in the hole.

Domestic production of lithium minerals, source of the lightest metallic element, has increased from an average of 1,327 short tons of concentrate in the 1935-39 period to approximately 37,830 short tons in 1954. This rather phenomenal growth in production and use reflects growing industrial interest in the metal and its salts. Three detractors of the latter type have been approved since 1930. A brief description of each follows: U. C. C. Detector Approval No. 902, covering the U. C. C. indicating detector, as described in Bulletin 331, was extended. January 27, 1930, to cover important changes in design that permit checking the calibration of the detector at any time whether in gas or fresh air. Essential features of the detector are shown in figure 1.

The Bureau of Mines produced several series of titanium castings in order to investigate the feasibility of producing commercial-grade titanium castings in bentonite-bonded olivine or zircon sand molds. The use of these molds for titanium casting was investigated as a possible alternative to the industrially used rammed graphite process. Parameters investigated were mold mixtures, mulling, gating, venting, drying, and mold washing. The investigators found that castings with superior ductility and fatigue life, compared with rammed graphite castings, could be made by fume-free pro-cesses in molds bonded by western bentonite, using either olivine or zircon sand. Zircon molds were satisfactory for both light-and heavy-sectioned castings. However, olivine molds were suitable only for light-sectioned castings because the mold-metal reaction became excessive during the pouring of heavy-sectioned castings.

"An investigation of protocols for research performed from 1953 to 1988 on pneumoconioses (with emphasis on diseases related to coal and silica) was conducted in the Generic Mineral Technology Center for Respirable Dust. In addition, interviews were conducted with prominent U.S. medical researchers, aerosol scientists and engineers in government, industry, and universities to determine dust sources, dust preparation methods, laboratory protocols, and determinant variables related to in vitro and in vivo research and assess the comparability of results.Since the original report on the protocol project, additional research regarding free radical existence in freshly produced dust particles and the shape and contamination of particles generated for research purposes has further heightened scientists' concerns. As indicated by current research, fresher dust particles and those with more angular shapes may have a different level of reactivity in biological systems than do older or more rounded particles. Therefore, research on dust preparation methods for biomedical studies was undertaken and will be outlined here.Results of protocol review and interviews are summarized. Research on size reduction methods and their particle characteristics plus some recommendations concerning dust preparation methods and reporting in biomedical publications are also presented. Recent evidence indicates that these recommendations may be of importance in comparing and interpreting research results."

A preliminary mineral-dressing study of five samples of East Texas limonitic brown iron ores was conducted as part of the Bureau of Mines program to develop and extend domestic resources of iron ore. The samples were considered to be typical of ore currently being mined and beneficiated by the Lone Star Steel Co. and Sheffield Steel Co. The objective of the research was to investigate those mineral-dressing unit operations that might recover some of the fine iron lost in current industrial wastes or perhaps improve the recoveries when applied to the ores as well. Since current industrial beneficiation practice yields a washed limonite analyzing 41 to 45 percent iron, higher grade concentrates were not sought in this laboratory study. Laboratory investigation included washing and sizing, reduction roasting, and subsequent magnetic separation of the finely ground roasted materials. The results showed that laboratory recoveries of over 80 percent of the iron were possible, for the ores investigated, at concentrate grades comparable to those expected from cur-rent industrial beneficiation practice. This report discusses an improved method for rerailing underground railcars devised in a joint effort by the Bureau of Mines and Hoesch MFD. This improved method utilizes a lightweight hydraulic ram with hand-pump activation to move a bridge-mounted roller carriage in conjunction with steel-reinforced air-lift bags. This method provides a lightweight portable system in which only two workers are required to perform the mine car rerailing operation. Because of the very narrow confines in underground mines, use of overhead cranes and other surface rail techniques is not possible. This new system is designed for very low profile work, and provides the necessary lifting force from light- weight compressed-air bottles.

This paper, describing the mining method at the Black Butte quicksilver mine, is one of a series of papers being prepared by the U. S. Bureau of Mines on mining practices, methods, and costs in the various districts of the United States. It is presented to show the mining practice and costs in the successful treatment of low-grade quicksilver deposits. The operation discussed is an excellent example of w1-pat can be done in working a limited tonnage of low-grade ore under sound management. The Black Butte mine is situated at Black Butte, Lane County, in the southern part of the State of Oregon, 17-1/2 miles from Cottage Grove -- a station on the Siskiyou branch of the Southern Pacific Co. The Black Butte mining district lies in the foothills of the Calapooia Mountain Range, which connects with the Cascade Range on the east and with the Coast Range on the west. The elevation at '.lie reduction plant is 1,000 feet above sea level. The apex of Black Butte Mountain, or which the mine is situated, has an elevation of 2,700 feet. The district possesses exceptional natural facilities infrequently met with elsewhere for the mining and reduction of cinnabar ores. The Bureau of Mines is currently engaged in a continuing investigation of the thermodynamic properties of certain inorganic compounds. As a part of this investigation, the heat contents of bismuth and cerous chlorides were measured throughout the temperature ranges of 370° to 630° K. and 370° to 1,200° K., respectively. Equations representing heat contents as a function of temperature were derived from the data by the method of least squares. These equations were used to calculate heat contents at selected temperature intervals ranging from the ice point to 650° K. for bismuth chloride and to 1,200° K. for cerous chloride; also, the heats of fusion of both compounds were calculated at their respective melting points. EXPERIMENTAL Materials The cerous chloride used in this investigation was supplied by the National Carbon Company of Cleveland, Ohio. A chemical analysis indicated Ce 56.57 percent and Cl 43.39 percent. No attempt was made to purify the compound or identify impurities since the analysis showed only about 0.04 percent total impurities. Reagent grade bismuth chloride was used without additional purification.

The Glacier View RARE Ii further planning area contains no identified mineral deposits, other than stone, which cannot compete favorably with similar deposits closer to major markets. Pierce County mining claim records show six coal claims were located in the study area between 190b and 1907; however, no coal was found at the described locations. Two coal prospects, the H.O. Lamming and Floyd Rice, are within 0.5 mi (0.8 km) of the area's west boundary (fig. 1). At these prospects, impure bituminous coal beds strike approximately north and dip east toward the study area. Analyses of samples 1/ indicated an average heating value of 2,767 BTU 2/ per pound (6,436 joules per kg). Because of the low heat value, this coal is subeconomic. Intense folding and faulting which disrupted the beds would limit the use of conventional coal mining equipment, making future economic development even less likely. Trinity Resources of Houston, Texas has leased approximately 1,404 acres (568 ha) inside the study area and an additional 1,020 acres (413 ha) adjacent to the study area for oil and gas exploration. However, no oil or gas wells are known to have been drilled in or around the study area.

Through the development of manufacturing processes whereby ethylene glycol can be made on a large scale; ethylene glycol dinitrate is now being used in high explosives (dynamites and permissible explosives) by some manufacturers as a low-freezing ingredient of the "explosive oil" instead of such compounds as nitropolyglycerin and nitrosubstitution compounds. The amount of ethylene glycol dinitrate being used constitutes 25 to 50 per cent of the oil. The purpose of this report is to give the results of toots, to determine the effect on the safety and physical properties of permissible explosives of subsituating 25 peg cent of ethylene glycol dinitrate for an equal amount of nitroglycerin or a mixture of nitroglycerin and nitropolglycerin.
