This paper describing the mining methods of the Inspiration Consolidated Copper Co. is one of a series being prepared by the Bureau of Mines on mining methods and costs in various mining districts of the United States. The story of mining at Inspiration is of particular interest because, after 127,812,000 tons of low-grade copper ore were successfully mined, the mining method was changed from block caving to open-pit. As the open pit became deeper, many features of the former block-caving operation that were exposed elucidated concepts of the mechanics of caving that previously had been assumed but not observed. The conversion to open-pit mining was accomplished by unique combinations of equipment and the introduction of ingenious engineering and operating practices that have extended the expected life of the mine for many years.

Many mining operations rely on retention bulkheads to provide a barrier between impounded water and active mine workings. However, bulkhead failures can cause catastrophic flooding that puts the underground workforce at risk. Underground observations and evaluations of existing bulkheads indicate that a systems approach is required when building an underground water or slurry retention system. In addition to engineering the bulkhead, the designer must ensure the quality control of materials and workmanship of the bulkhead, the reaction of the mine strata when exposed to water under pressure, and methods to monitor the performance of the retention system. Researchers from the National Institute for Occupational Safety and Health (NIOSH), with the assistance of the Mine Safety and Health Administration (MSHA), conducted an extensive review of bulkhead permits submitted to the MSHA Technical Support office in Bruceton, PA. In addition, the researchers visited accessible bulkhead installations at undeground mining operations to gather information related to construction practices, maintenance issues, and monitoring and emergency response procedures. Several key items were identified that must be considered when permitting the installation of an underground fluid retention system.

Because the cutting and polishing of stones are parts of the work of the Bureau of Mines in its study of rocks and minerals and in the determination of specimens sent in for identification, it was decided that a circular covering the subject in a general way would be of practical interest. As several books and periodicals give details of the problems in cutting and polishing, this report will not duplicate their information more than necessary. This report covers the work performed by the Advanced Products Division of FMC Corporation under Bureau of Hines Contract J0155166, Design Evaluation for Development of an Advanced Bolter Module. FMC has evaluated the existing ISMS bolter designs, and the corrections and improvements in progress, including the effect of the three-chain magazine presently being fabricated, and recommends that a complete bolter module featuring a new magazine, safety post and lower stabilizer or similar device be designed, fabricated, and tested, A 29 week program is proposed which includes a four week demonstration. This module would eliminate those reliability problems not presently being solved and would provide a reliable bolter module for a production oriented miner/ bolter.

Past failures of coal refuse embankments have resulted in more intensified efforts in inspections of coal refuse sites. Inspections, however, are mainly qualitative and time consuming. In August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photointerpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Bibliographies of literature reviews in the area of past coal refuse embankment failures, monitoring instruments and methods, and photogrammetry are included.

"INTRODUCTION Many ore deposits were discovered in the Wallapai Mining District, which covers the Cerbat Range in Mohave County, Ariz., during the early period of mining there from about 1865 to the 1890's. A considerable amount of production was obtained from shallow lead carbonate ores that carried considerable gold and silver.Mining was revived in 1906 and again during the First World War, and soma of the mines were deepened into the underlying sulfide zone. Substantial quantities of metal were recovered from two mines, the Golconda and the Tennessee-Schuylkill, that were, developed to depths of 1,600 and 1,400 feet, respectively. The Golconda is credited with $6,500,000 gross productions. 2/ This mine was not operated after 1917. The Tennessee-Schuylkill is still operating after a yield of about 300,000 tons of ore that averaged 4.33 percent lead and 7.74 percent zinc and contained an appreciable amount of gold and silver.Many of the old mines were reopened in 1942 or 1943 under the stimulus of premium prices for lead and zinc. A large proportion of this work was finished with loans from the Reconstruction Finance Corporation. It was believed that a good deal of lead and zinc could be recovered from the mines if a custom mill for concentration of the ores was available locally."

The three major objectives of this contract were (1) to survey underground diesel-powered mining machinery to determine noise exposure problems, (2) to recommend noise control techniques, and (3) to develop a technique for predicting underground sound levels from surface sound power measurements. The objectives were achieved. The contractor developed information on the severity of the noise problem caused by diesel engines underground and pinpointed the equipment causing the problems. He recommended a number of corrective techniques that can provide relief until long-term solutions are found. A procedure for predicting underground noise levels from above-ground measurements of the machine noise was found valid for several cases tested.

Papers presented at a U.S. Bureau of Mines (USBM) technology transfer seminar describe the causes of violent material failure in U.S. mines, measurement techniques for monitoring events that result in violent failure, and mitigation techniques for controlling failure. Specific factors contributing to violent failure are identified on the basis of geotechnical monitoring in 16 U.S. hard-rock and coal mines and on statistical analyses of 172 coal bump events. New monitoring and analysis techniques developed as tools for assessing violent failure; geotomographic methods that provide new capabilities for the study of material failure and stress changes over large areas; and seismic methods for determining source locations, calculating energy release, and determining source mechanisms are described. Fair correlations have been established among seismic parameters, elastic stresses, face support load, and violent events. USBM studies have identified the advantages using both yielding and stable pillars for coal bump control. A computer program has been developed as an aid for selecting room-and-pillar layouts. The practical aspects of implementing a destressing program is outlined for coal mines, while the importance of mine orientation and timely support installation in controlling buckling-type failure is identified for hard-rock mines.

A series of controlled experiments was conducted at four surface coal mines to study the effects of certain blast parameters upon the ground and air vibration. Preliminary scale-model blasts were conducted at a quarry to provide basic data. It was found that the amplitudes of the ground and air vibration were controlled by the maximum explosive weight per delay. Either cube root or square root scaling could be used for the seismic amplitudes, and cube root scaling could be used for the overpressure amplitudes. Both amplitudes were not significantly affected by the total charge weight per blast, the attitude of the boreholes, or the charge length or diameter. The overpressure amplitudes were affected by the charge depth, the use of cover over surface detonating cord, and the use of adequate stemming. The length of the delay intervals and the spacing of holes were important in determining the potential for reinforcement of the amplitudes in certain directions from the blasts. In downwind directions from the blast, the attenuation of the overpressure with distance decreases. Surface terrain did not significantly affect the overpressure amplitudes within the range investigated. The type of overburden affects the generation of both amplitudes and the propagation of the seismic amplitudes. Spectral analysis of the ground and air vibration is reported. A bibliography of pertinent literature is included as an appendix. A scaled distance of 300 ft/lb1/3 should produce a peak particle velocity of less than 1 ips and an overpressure of less than 128 dB linear peak. For square root scaling, a scaled distance of 75 ft/lbl/2 should limit the ground vibration to less than 1 ips.

"Acid mine drainage can be controlled by water treatment, retardation of the pyrite oxidation reaction system, or enhanced prediction that allows preventive action to be taken. The Bureau of Mines is conducting research in each of these areas; the results of this research are summarized in the eight papers that comprise this volume. Field work to evaluate overburden analysis, alkaline injection, and bactericidal control of acid formation is described, along with two new inexpensive methods to treat acid mine water. These papers were prepared for an acid mine drainage technology transfer meeting held in Pittsburgh, PA, on April 3 and 4, 1985. INTRODUCTIONAcid drainage from coal mines is one of the most persistent industrial pollution problems in the United States. Over 5,000 miles of streams and rivers are adversely affected, primarily by underground mines that have been abandoned for decades. Meanwhile, at active mining operations and at sites where mining occurred after 1977, discharge water must be treated to meet fairly stringent regulatory limits--at a cost to the industry of over $1 million per day.The Bureau of Mines has a special responsibility to facilitate integration of mining and mineral processing with environmental safeguards. This responsibility is twofold: the development of techniques to reduce or eliminate environmental degradation, and the improvement of existing pollution control processes to make them more efficient and more cost effective. Research in acid mine drainage exemplifies the Bureau's concern for these environmental aspects of mining.This collection of papers summarizes much of the Bureau's recent research on acid mine drainage and will give the reader a sense of where the research is headed, in addition to providing details regarding new technology and recently acquired knowledge. "Decline of the Beehive Coke OvenTwenty years ago a favorite theme of the crusader for fuel conservation was the enormous waste of valuable by-products incurred in the manufacture of blast-furnace coke in beehive ovens. Indeed, there was good reason for arousing the national conscience to this needless' loss of an irreplaceable mineral resource. In 1910, 83 per cent of the coke production was made in beehive ovens, from which surplus gas, tar, light oil, and ammonia, aggregating in value (at 1910 prices) 40 million dollars annually, were discharged into the atmosphere.In 1929, proportions were reversed and 90 per cent of the production was made in by-product ovens. The average value of by-products obtained in the production of 1 ton of coke in 1929 was $3.60, as compared with $1.16 in 1910, although the value of a ton of coke had increased only from $3.47 to $4.80. As shown in Figure 1,1 the production of by-product coke progressed rather slowly until 1915. War needs suddenly expanded the demand for coke and the by-products benzol and toluol for the manufacture of explosives. Except during the depression of 1921, this accelerating rate of production was maintained up to 1929, largely at the expense of beehive plants. The 1929 production of 60 million tons of coke will probably remain a record-breaking figure for several years. The developments which are now in progress in long-distance transmission of rural gas and in the utilization of volatile petroleum products and refinery gases for augmenting, city gas supplies may retard an other- wise accelerating demand for coke and coke-oven gas for domestic and industrial heating, Trends in Value of By-ProductsThe increasing value of by-products in comparison to the value of coke is shown in Figure 2. In 1913, the average value of by-product coke was $3.38, the value of the by-products per ton of coke was $1.41, and the cost of coal per ton of coke was $3,27, In 1929 not shown in figure) the value of the coke had risen to $4.80 per ton, the value of the by-products to $3.60, and the cost of coal per ton of coke to $5.07. The by-product values in were 155 per cent higher than in 1913, although the coke value had increased only 25 per And the cost of the coal 55 per cent. Actually the increase or the total value of coke plus by-products in this period was very little more than the increase in the coat of the coal, being 55per cent for coal and 60 per cent for coke plus by-products."

A device has been developed for nondestructive testing the holding power of split tube friction rock supports. It operates by measuring the amount of decrease in internal volume when the support is forced into the drilled hole. The pullout force or slip load is a function of this decrease in volume. The device gives readouts of the average internal diameter and predicted pullout force or the support. Laboratory and field tests showed excellent repeatability and good correlation between predicted and actual pullout force. The device is hand-operated, lightweight (7.5 lb) and can be used on any friction support.

Dielectric constants and dissipation factors were measured by the Bureau of Mines for 13 simulated lunar rocks over the 20-to 100-megahertz frequency range by means of the susceptance-variation method. Measurements were made at room temperature and normal atmospheric pressure. Results are presented and some comparison is made with data reported by others. The rocks used include a broad range of physical characteristics and chemical compositions from the large areas of volcanism in Oregon and northern California, and two nonvolcanic types. These rocks make up a suite of rock standards used by a group of laboratories engaged in lunar research. The data presented will add to the basic scientific and engineering knowledge needed to utilize extra-terrestrial mineral resources for support of future space missions.

Of the 15 selected non fuel mineral commodities detailed in table 12, only 3 indicated increases in worldwide consumption in 1992. As in 1991, decline in consumption levels of the selected commodities can be attributed to reduced levels of use in the former U.S.S.R. and Eastern Europe. Of the remaining 12 commodities, 2 magnesium and cadmium, stayed relatively the same, while the other 10, including iron and steel, all recorded decreases. Global consumption of iron ore is estimated to have fallen about 3.5 % or about 30 million tons. This is a greater decline than what was estimated for production of iron ore, which is down only 2.7% or nearly 26.5 million tons, suggesting an addition to stocks. The consumption trend for iron and steel has been declining since 1989. This has mainly been due to the continued drops in use in the former U.S.S.R. and Eastern Europe. Even as the European economy begins to turn upward, there may only be a slight increase in consumption of iron, steel, and cement, considering the high cost of construction needed to modernize factories and buildings in Eastern Europe. Many feel that the economies of these countries are limited by the current status of their industries.

[Investigation of mine land characteristics, evaluation of irrigation systems, and evaluations by the mining industry, determined that irrigation is a feasible method for aiding revegetation of coal mined lands in western arid and semi-arid regions. The various regions studied displayed a commonality of characteristics which enables, independent of the site or region, the recommendation of solid set irrigation. Irrigation should be supplemental by complimenting natural precipitation and be should implemented on a temporary basis.]

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

This report is the 24th in a series summarizing research on coal and related investigations3 by the Bureau of Mines. The coal programs of the Bureau of Mines include a wide range of theoretical and applied studies--such as fundamental studies of coal structure and properties, the development and evaluation of new mining techniques, and work toward more effective processing and utilization of coal. The scope of these programs is indicated, in topical outline, by the table of contents. These investigations are integrated into a broad but coordinated effort to develop information on coal that will benefit the coal mining industry and the coal consumer while promoting the wise conservation and utilization of our national coal resources. Any attempt to summarize in one volume the progress in all of the program areas indicated must necessarily be limited to a brief review of developments, without detailed reporting of the data. However, while the brief discussion in each section will present only the highlights of the Bureau's work during the year, details of many of the operations or investigations described here can be found in the publications cited throughout the text. Other work, reported here for the first time, will be covered in greater detail in later publications.

Through the series of 18 presentations compiled herein, Bureau personnel covered a wide range of topics including U.S. chromite and chromium trends and usage patterns; foreign and domestic resources; and research activities on mineral characterization and beneficiation, chemical and pryometallurgical processing of chromite and chromium-bearing wastes, new low-chromium alloy and coating substitutes, corrosion- and oxidation-resistant stainless steels, and chromium-containing refractories.

State-of-the-art longwall roof supports provide effective strata control, but failures of these support systems still occur. To identify failure mechanisms and the impact these failures have on the safety of the support system, the U.S. Bureau of Mines has been conducting research on shield mechanics in the Bureau's unique mine roof simulator, as well as field studies of in situ support loading and investigations of longwall failures, Three types of failures are discussed: (1) inadequate support capacity, (2) structural failure, and (3) instability. Hypothetical situations with proposed courses of action and case studies of actual longwall failures are described. This information is intended to assist the Mine Safety and Health Administration (MSEIA) and industry mining personnel in safety evaluations of longwall roof support systems.
