The Bureau of Mines has investigated the availability of columbium from 19 deposits (3 producers and 16 nonproducers) in 7 market economy countries (MEC?s). Brazil has the largest recoverable columbium resource, posessing approximately 2.39 million metric tons Wmt), or 69 pet of the MEC total (3.47 Mmt). The Western Hemisphere countries of Brazil, Canada and the United States contain 3.14 Mrnt of recoverable columbium or 90 pnt of the MEC total. Columbium recovered as a byproduct of tin mining is not included as part of MEC resources in this study. Currently producing mines are Araxa and Catalao in Brazil, and Niobec in Canada, These three mines have 2.42 Mmt of recoverable resources or approximately 69 pct of the MEC total. It is estimated that these mines, operating at full capacity, could satisfy cumulative MEC demand (based on an annual growth rate of 5.1 pct) for the next 20 yr. The United States is totally dependent upon foreign sources for its columbium supply. The majority of U.S. columbium is imported from Brazil in the form of steelmaking- grade ferrocolumbium. Canada has been the sole source of pyrochlore concentrates since Brazil discontinued exports in 1981. The United States also imports small (but important) quantities of columbium as columbite concentrates from Nigeria and Brazil, as columbite contained in tin slags from Thailand and Malaysia, and as synthetic concentrates from the Federal Republic of Germany.

The polynomial method for estimating virial coefficients from experimental data suffers from three serious defects: (1) There is no known relationship between the polynomial coefficients and the virial coefficients, (2) the values of the estimates depend upon the degree of the polynomial and the particular set of values used for the independent variable, as well as the random errors in the dependent variable, and (3) the variances calculated for the estimates do not represent the mean square errors of estimation. Attempts to overcome these defects have thus far been unsuccessful; these attempts have also failed to account for the fact that none of the virial coefficients are uniquely determined by the values of the dependent variable for a finite set of values of the independent variable. The conclusion is that virial coefficients cannot be reliably estimated from experimental data unless additional information about the virial expansion itself, such as its rate of convergence, is available.

A practical method has been developed and field tested which provides an estimate of the bearing capacity of mine roof and floor. The relationship between penetration of the strata and imposed loads is determined by in situ tests. Information of this type is needed to determine the maximum allowable pressure that may be applied by self-advancing supports on roof and floor of a longwall face without causing a punching type of failure.

[This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of specified French possessions in Africa has been prepared from the best information available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. France controls large areas on the African continent, but the various Colonies and Dependencies are administered more or less independently. Algeria is under the direct jurisdiction of the Ministry of the Interior, and its mining laws are essentially the same as those of the mother country. Tunis and Morocco are attached to the Ministry of Foreign Affairs; separate digests of the mining laws' of these respective colonies have already been prepared by the United States Bureau of Mines. The present paper covers all other French territory on the continent of Africa except Somaliland, a rather small Colony including the port of Djibouti near the point where the Red Sea joins the Gulf of Aden. Available information indicates that the prospects of mineral production in this Colony, apart from salt and gypsum, are not at all encouraging.3]

In December 1975, a report entitled "An Evaluation of the Accuracy of the Coal Mine Dust Sampling Program Administered by the Department of Interior" [1] was prepared by the Analytical Chemistry Division of the National Bureau of Standards (NBS), in response to a request by Senator Harrison A. Williams. Chairman, Committee on Labor and Public Welfare. The report attempted to evaluate the adequacy of (1) the personal sampler unit used to measure the coal dust concentration in the mines, (2) the procedures used by the Department of Interior (DOI) to analyze the dust samples obtained from mine operators, and (3) any recent studies made by the Department or private industry concerning the coal dust sampling equipment. Recommendations in the report of NBS included continued research efforts by the appropriate organization to correct the personal sampler deficiencies and to consider the use of area or stationary samplers as a supplement to the personal samplers. Concurrent with the NBS report cited above, the General Accounting Office (GAO) also issued a report in December, 1975 [2], suggesting that improvements are still needed in coal mine dust sampling programs and procedures relating to penalty assessments and collections. Among recommendations made by GAO, the following paragraph specifically called for actions by the agencies involved:

This paper is one of a series being prepared for and published by the United States Bureau of Mines on the quarrying, crushing, and grinding of limestone for cement manufacture. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total coats. It is recognized that publication of total costs might in many instances cause embarrassment to individual producers, as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The Bureau of Mines studied the effects of air oxidation on the recovery of float coal. Both batch-and continuous-type tests were made on six bituminous coals, representing the range in rank of coals now commercially used for carbonization, and on one anthracite coal. The effects on flotation recovery of oxidation at 1000 C for periods up to 50 days were investigated using an alcohol-type frother and a kerosine-pine oil reagent. Two series of release analysis tests were made, using one medium-volatile bituminous coal. Float coal recovery was adversely affected by oxidation in all tests where the alcohol-type frother was used. Conversely, a small degree of oxidation improved recovery with kerosine-pine oil frother for some of the coals in continuous tests. Prolonged oxidation (beyond about 14 days) adversely affected float coal recovery for all coals, the effect being more pronounced for batch-type tests and for tests using alcohol-type frother. Reagent selectivity for the rejection of both ash forming and sulfur bearing minerals was reduced by oxidation. Severe reduction of reagent selectivity required only about 3 days' oxidation for alcohol-type frother but more than 10 days' oxidation when the kerosene-pine oil reagent was used.

"INTRODUCTION The Bureau of Mines, recognizing the importance of knowing the evapor¬ation losses of aviation gasoline as larger quantities of this material must be stored, has made studies at a large refinery in the Texas Panhandle area during the past 13 months to determine the magnitude of the losses, by evaporation, under different storage conditions. Proper storage of aviation gasoline is very important, not only because large supplies are being stored for military use but because the specifications to which his fuel must conform are very rigid. Aviation gasolines that conform present-day specifications are blended from base-gasoline stocks (in some instances relatively pure hydrocarbons), each of which has different physical and chemical characteristics. Consequently, partial loss of any one of the more volatile components from the blended fuel results not only in material loss of the blended fuel but also may affect the characteristics or performance of the gasoline. One characteristic that has considerable influence or the vaporization tendency of gasoline is vapor pressure; and although the vapor pressure of aviation gasoline usually is lower than that of average commercial motor fuel, the quantity of certain components having relatively higher vapor pressure is greater in aviation gasoline, so that under prolonged storage the evaporation loss of these components may be appreciable."

The Bureau of Mines adapted thermal theories explaining combustion of gases to correlate parameters affecting ignition of dust dispersions. The dust dispersions were ignited in a Godbert-Greenwald furnace at atmospheric pressure. Ignition temperature and the concentrations of fuel, admixed inert powder, and atmospheric oxygen were related mathematically. Values for these parameters obtained in laboratory experiments for cornstarch agreed with theory. The developed equation permits extrapolation; the predicted upper igni-tion limits correspond with limited experimental data from laboratory and large-scale tests. Explanation of the effect of fineness of dust on ignition parameters is attempted by introducing a surface-area constant to modify the activation energy. Arguments are presented to show that the ignition process is a solid-gas phase reaction rather than an ignition of prevolatilized gases.

"INTRODOCTIONIn an earlier communication 1 from our laboratory it was reported that mechanical crushing of coal and quartz under normal air atmosphere generates of free radicals on the particle surfaces, and that these radicals decay with time, hence pointing to a higher toxicity of fresh dusts in relationship to pneumoconiosis and silicosis. More recently Fubini et al.2 have also reported the detection by electron spin resonance (ESR) of the formation of SiO. and Si-type of radicals from quartz particles crushed under atmospheric conditions. In agreement with earlier ESR studies on single crystals of quartz crushed under high vacuum ( -10-10 torr>3 and subsequent exposure to air,3 and to other gases,4 these radicals were identified2 as being formed by the homolytic cleavage of the Si-0-Si bonds and the reactions of the Si• and SiO- radical with atmosphere. Fubini et al.2 also suggested that these radicals might be involved in the mechanism of the fibrotic action by silica, either by transforming the particle surface into a selective oxidating agent or as an initiator of a sequence of reactions leading to fibrosis. Earlier Gabor and Anca5 bad reported that lipid ·peroxidation caused by free radicals on the silica surface might be involved in the red blood cell membrane damage. Thus far, however, no parallel cytotoxicity, fibrogenicity, and free radica1 studies on a given quartz dust sample have been reported, except for some earlier work from our laboratory.1·6·7 We now present more recent results obtained from parallel cytotoxicity, fibrogenicity, and free radica1 measurements on a freshly made quartz dust. The dust's free radica1 content was measured using ESR spectroscopy while its cytotoxicity potential was estimated via hemolysis. Hemolysis was employed as the toxicity test because it is a widely used method for estimating the potential of a dust for disrupting the cell membrane. 8 The fibrotic potential was followed by measuring the dust-induced lipid peroxidation, using linoleic acid as a model lipid. As discussed below, the results obtained suggest new clues to the mechanism of the quartzrelated cytotoxicity and fibrogenicity. MATERIALS AND METHODSReagentsCrystalline quartz particles with a size range of 0.2-2.5 mm were obtained from the Generic Respirable Dust Technology Center, Pennsylvania State University, University Park, Pennsylvania. These particles were crushed in air to obtain quartz dust samples with particle sizes smaller than 20 microns. We chose to work with a dust with mixed particle sizes, rather than a specific range, as an effort to simulate the mining atmosphere. An agate mortar-pestle arrangement was used for the crushing and grinding because of the close similarity of the structure of agate to that of quartz. Diethylenetriaminepentaacetic acid (DETAPAC) were purchased from Sigma. All other chemica1s were purchased from Fisher or Aldrich.Hemolysls ExperimentsHemolytic activity of silica was measured, following an established procedure,9 as the amount of hemoglobin released from a 2 % suspension of sheep erythrocytes after incubation with 10 mg of silica dust for one hour at 37 °C. The hemoglobin release was estimated via the absorbance at 540 nm using a Gioford spectrophotometer. The procedure was calibrated by substituting the silica dust by a phosphate buffer solution as a negative control (background) and O.S % Triton-X-100 as a positive control (100% hemolysis). The Stayton Mining District in San Benito County, Calif., near Hollister, includes several square miles with many occurrences of antimony ore. The sample submitted for the test described in this paper came from a vein said to have been traced and sampled for 5,000 feet on the surface, 1,500 feet carrying 2-1/2 to 3 percent antimony and the remainder 1/2 to 2 percent. Thirty thousand tons 'With a content of 3 percent antimony are said to be blocked out. A drift of 200 feet on the vein has shown ore containing 4.2 percent antimony. The present sample assayed 3.8 percent. Previous flotation investigation of this are resulted in a recovery of only 71.6 percent in concentrates containing 56.8 percent Sb. It was desired to develop a method of treatment that would give better results. The antimony in the sample occurred as the mineral stibnite, Sb2S3, antimony sulfide.

This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

During 1990-1999, a total of 458 fires occurred in all coal mining categories; 157 of those fires caused 164 injuries and 2 fatalities. The greatest number of fues and fire injuries occurred at surface mines, whch also had the highest risk rate values. A total of 66 fuefighting interventions were required. Of these, there were 25 mine rescue team interventions in underground mines, including 5 mobile equipment firefighting interventions, and 41 fire brigade and fire department interventions at all surface operations, including 19 mobile equipment interventions. In all, 50 fires destroyed or heavily damaged equipment (including 16 pieces of mobile equipment) because of failure of other firefighting methods, late fire detection, undetected fires, or fire size. A total of 1 14 fires were detected late by smoke, and 42 fires were not detected.

A series of linear programmed instruction modules was developed in the general subject areas of Blasting Technology & Explosives Safety & Electrical Training. The linear programs (modules) were developed in the form of tape-slide plus workbook materials, while the branching format evolved from the LTS teaching machine system from MIT, through several other teaching machines and micro-computers, finally settling on Radio Shack TRS-80 microcomputers, Models I & III. Initial validation figures indicate that essentially the same result, are attained from both methods (based on pre and post test scores), with the most noticeable difference being an approximately 25% savings in study time with the branching modules. In December 1980, the development of modules on High-Voltage Training, Trolley Wireman Training, and Compressed Gas Safety was added to the overall tasks of the contract.

In recent years various modifications in the methods of blasting have been tried as a means of increasing the production of cod and of reducing mining costs. Following an investigation by the Bureau or Mines, authorization was granted to increase the charger limit for permissible explosives par shot hole from 1.5 to 3 pounds under contain conditions; this greatly facilitates the blasting of coal in some cool fields the practice has gradually evolved of simultaneously charging several shot holes in a face and then firing the charges singly without inspecting for gas after each blast. This practice is disapproved by the Bureau of Mines. In other coal mines the explosive chews in several adjacent shot holes are fired simultaneously. This form of shooting is claimed to increase the rate of production, generate smaller volumes of noxious gases, promote the health and safety of workers by eliminating the need of inspection of the face after each charge is fired, produce less float dust, and require less explosive than single shooting. However, simultaneous blasting may have a more harmful effect on the immediate roof strata; in some instances it leads to wedging of the broken coal, thereby making the coal more difficult to load out; it makes misfired shots more difficult to detect and possibly increases the chances of misfires. This lacy be duo to variations in the characteristics of detonators, because of more stringent requirements for adequate firing current, to the need for better electrical connections in the shot-firing circuit, and partly to the inadequacy of present permissible multiple blasting devices.

The purpose of this study is to develop designs to facilitate and accelerate auger rotation stoppage (and auger rotation start up so as to promote auger disengagement during auger miner repositioning) and to provide a time delay and warning signal prior to auger start up to permit any miner s near the augers to get away from the augers before they start rotating. In the underground coal mines in the U.S., there are four auger miners that are currently in use. They are the Jeffrey 100L (see Figure 1-1) and 100M (see Figure 1-2), and the Wilcox WCM and the MK20A (see Figure 1-3).

For many years , it has been the common practice at most copper mines to recover copper in solution in effluent mine water by precipitating the copper with scrap iron.4/ The technique employed varies from simply throwing scrap iron or tin cans into the waste ditches to passing the water through elaborate launder systems containing detinned scrap and baled cans . In general , a considerable amount of low - cost copper has been recovered that otherwise would have been lost . Iron consumption usually varies from 1 to 1-1/2 pounds of iron for each pound of copper recovered . The grade of the precipitate may be as much as 90 percent copper.4/ ,5/ Where the consumption of iron is materially greater , its cost is likely to be the determining factor of profit . In times of emergency, when the demand for scrap iron for remelting increases the cost of the iron sharply, and the supply of tin cans is not large enough to meet requirements , recovery of the copper might not be economical . The three principal reactions that take place when an acid mine water containing iron and copper salts in solution is brought into contact with metallic iron are : (1 ) Copper is precipitated and an equivalent amount of iron is dissolved , CuSO4 + Fe Cu + FeSO4 ; ( 2) ferric salts are reduced to ferrous salts , Fe2 (SO4 ) 3 + Fe = 3FeSO4 ; and (3) the free acid in the solution reacts. with metallic iron to produce ferrous sulfate , H2SO4 + Fe = H2 + FeSO4 . = Because of the reported high.consumption of iron (5 to 6 pounds per pound of copper precipitated ), when copper in water from the Hornet mine of the Mountain Copper Co. ( California ) was precipitated upon scrap iron , a series of tests was made to determine . the . optimum treatment, time , and consumption of iron .

In broadening the utility of spectrochemical methods 9f analysis of ore samples 3,4/ a procedure employ in the total energy method, has been adapted to determination of silver in ores. Silver is the first element in group I of the periodic table to be studied in the Bureau of Mines program. Two silver lines in the spectrum, Ag X\ 3280.683 and 3382.89lR were used in the study, and the problems that had to be overcome were: (1) Influence of extraneous elements on line intensities, (2) preparation of standard curves, and (3) improvement in equipment and technique to increase accuracy. Sodium, potassium, sulfur, selenium, iron, cobalt, and nickel yielded low intensities and hence low results, particularly on the samples high in silver, but addition of 60 percent or more of lime counteracted these effects. One calibration curve must be used for samples low in silver and other for those high in silver. The chocks with fire assaying were close enough for preliminary or exploratory investigations, and the method is much more rapid.
