The 18th National First-Aid and Mine Rescue Contest was held in the Memorial Auditorium, Buffalo, New Vork, October 5, 6, and 7, 1959. The meet was sponsored by the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with State mine inspection agencies, management and labor of the mineral extractive industries, and other safety minded groups. The Arrangements Committee, as authorized by the General Committee, made a11 the necessary arrangements for conducting the 1959 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. Trevorrow, Bituminous Coal Operators' Association; and James Westfield, Federal Bureau of Mines.

Cooperation between the United States Bureau of Mines and the Safety in Mines Research Board of Great Britain, continuous since 1924, has made possible this and other papers on safety subjects. Grateful acknowledgment is made to representatives of the Safety in Mines Research Board of the Mines Department for their assistance in arranging visits to several mine safety stations, and to F. R. Wynne, Deputy Chief Inspector of Mines, Great Britain, for arranging visits to mines in Great Britain, Belgium, Germany, and France. During the summer of 1927 the writer had the privilege of visiting the mine safety testing stations in Great Britain, Belgium, Germany, and France, in the order named. All of these countries have large coal mines, many of which are rated as gassy. Therefore, when installation of electrical equipment is contemplated, each of these countries is confronted with the same safety problem as is the United States - the development of electrical equipment that will not ignite gassy mine atmospheres which might, through neglect or accident surround the equipment. The means used by these countries in safeguarding gassy mines should therefore be of general interest to safety engineers of American coal mines, and it is proposed to give a brief survey for each of the four countries mentioned. This paper presents the second of these surveys, which covers conditions in Belgium.

The purpose of this study was to assess the adequacy of the cab design and to determine the percentage of musculoskeletal symptoms among operators of mobile equipment used in mining and construction. A questionnaire was designed to assess demographics, work information, job history, and musculoskeletal symptoms in operators of heavy mobile equipment. Information concerning equipment included design of the seat/chair, levers, pedals, bothersome vibration, quality of ingress/egress from the equipment, proper preventative maintenance and repairs, and age of the equipment. The body regions that were evaluated included the neck, middle/upper back, low-back, shoulder/upper-arm, elbow/forearm, wrist/hand, hip, knee, and ankle/foot. Five hundred and eighty six operators completed the questionnaire. The results indicate that these workers are at risk for developing musculoskeletal disorders, and the need to quantify risk factors (i.e., whole-body vibration and static sitting postures).

This paper presents current finding on truck driver average exposure to acceleration for several different manufacturer’s cab-over trucks on a variety of roads in different countries. The predominant time, for this aspect of the study has been spent in the area around London, England and Warsaw, Poland. The ECE directive 2002/44/EC has provided specific guidelines for vehicle operators 8 hour average acceleration exposure. The primary considerations have been on truck design including the air-ride driver’s seat. The truck manufacturers have produced truck cabs that have some separate suspension from the truck frame. The truck seat manufacturers have been producing air-ride suspension seats for the cab. Both of these designs have had the objective of meeting the ECE directive and providing the vehicle drivers with some degrees of comfort. This paper will provide some information on the ability of the vehicles to operate on a variety of roads and meet the objectives. Method The primary method for evaluation of the driver’s exposure has been the use of a seat pad attached to the driver’s seat. Although this sensor system provides the critical information for the driver, an understanding of the reasons for the values requires additional measurements. The initial study in England used both driver and passenger seat pads, as shown in Figure 1, as well as triaxial accelerometers mounted on the base of the seat. The latest studies used significantly more transducers to better understand the relative rotations and translations on the truck frame, the cab, and the driver. [ ]

Intense vibration can be transmitted to the hands and arms of workers who use hand-held percussive or vibrating devices, tools, and work pieces. Continued habitual exposure to vibration directed to the hands can cause patterns of various symptoms associated with hand-arm vibration syndrome (HVAS). The International Organization for Standardization (ISO) first published ISO 5349 in 1986.3 This standard specified methods for measuring and evaluating vibration directed into the hands from hand-held vibrating devices, tools, and work pieces. The American National Standards Institute (ANSI) published ANSI S3.34 the same year.1 This standard was modeled after ISO 5349-1986 and specified methods for assessing exposure to hand-arm vibration. The Parliament of the European Union has issued the European Union Human Vibration Directive-2002/44/EC, which specifies vibration daily exposure action values (DEAV) of 2.5 m/s2 and daily exposure limit values (DELV) of 5.0 m/s2. These values have generally been accepted by medical experts, scientists, and engineers in governmental agencies, research institutions, and industry in the USA and other countries.2 When they are achieved, they will reduce the potential for the development of symptoms related to HAVS among workers exposed to hand-arm vibration. Significant improvements in measurement and analysis instrumentation, miniature and subminiature accelerometers, and medical diagnostic and assessment protocols have being introduced since 1986 when ANSI S3.34 was first published. In response to these improvements and the introduction of the EU Human Vibration Directive, ANSI Working Group S2.39 developed the revision to ANSI S3.34, which has now been published as ANSI S2.70-2006.2 Method ANSI S2.70 specifies the use of the hand-arm vibration measurement procedures outlined in ISO 5349, Parts 1 and 2.2,4,5 It requires the measurement of ISO frequency-weighted acceleration values in three mutually orthogonal axes of vibration. These values are then vectorially added to obtain the vibration total value, ahv: [ ] where ahwx, ahwy, and ahwz are the measured r.m.s. The Mine Safety and Health Administration (MSHA) defines an independent contractor as “any person, partnership, corporation, subsidiary of a cor-poration, firm, association or other organization that contracts to perform services or construction at a mine.” Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

Measurements and analyses were conducted of whole-body vibration aboard seven commercially available passenger and/or recreational vehicles: sedan; sport-utility vehicle (SUV); pickup truck; moving truck; motorcycle; all-terrain vehicle (ATV); and boat. The purpose of the testing was to measure and assess whole-body vibration exposure in a range of typical vehicle environments in order to gain understanding of typical exposure levels characteristic of activities of daily living. Vehicle models tested (and model year) were: Ford Taurus (1995); Jeep Cherokee Sport (2000); Toyota Tundra SR5 (2002); Ford F-350 (1997); Harley-Davidson Electra Glide Classic (2004); Yamaha Kodiak 400 4x4; and Steiger Craft Model 21 Montauk. All vehicles were tested with their standard factory-installed seats and were operated under a range of normal operating conditions and speeds typical of intended vehicle use. Methods The measurement, processing, analysis, and exposure assessment methods follow the guidance of generally accepted, national and international consensus standards relevant to the evaluation of whole-body vibration, including ISO 2631-1 [1] and ANSI S3.18 [2]. Seats were instrumented with low-mass triaxial accelerometers mounted in seat pads. Accelerometers used in the test are specified to have flat frequency response over the frequency range of 0.5 to 80 Hz, and all accelerometers were recently calibrated traceable to the National Institute of Standards and Technology (NIST). Seat pads were installed following guidance in the relevant standards [1, 2], with sensitive axes of the accelerometers following the standard coordinate system with respect to the seated occupant. (The x-axis represents fore-aft motion; the y-axis represents side-to-side motion; and the z-axis represents vertical motion with respect to the occupant.) Vibration data processing and analysis, including filtering, sampling, frequency-weighting, averaging, summation, and determination of basic and additional metrics followed procedures in the relevant standards [1, 2]. Digitized time series data were acquired and stored using a PC-based data acquisition system. Whole-body vibration exposure analyses were conducted via post-processing. During data processing, recorded periods of seat acceleration that were identified and verified as resulting from occupant-induced motion rather than vehicle motion were excluded prior to exposure analysis. The performance of electrical grounding systems in open-pit metal mines is evaluated, using techniques which are described thoroughly. The normal electrical distribution and grounding practices used in metallic open-pit mines are reviewed and compared with coal mine usage. The results are used to generate the included recommendations for Federal Regulations concerning open-pit metal mine grounding systems.

"The Phelps lease in Jasper County, Missouri, was first examined by the Bureau of Mines3/ in December 1943, at the request of Thomas Phelps of Joplin, the lessee. Owing to urgent war requirements for zinc and lead and evidence of favorable geological conditions and past productivity of adjoining properties, it,considered justifiable to explore for extensions of known ore deposits and possible undiscovered ones. In August 1944, funds were allotted for this work, which was started January 5, 1945, under the direction of the author.The provision of facilities and storage space on the property by the lessee during drilling operations is gratefully acknowledged.The Phelps lease is on land belonging to the Rex Mining & Smelting Co. It lies immediately southeast of the city limits of Joplin, Mo. It may be reached by going cast from Joplin on paved 20th street to half a mile beyond Range Line road. Twentieth street is the northern boundary line of the property, which consists of approximately 145 acres and includes the W 1/2, NE1/4, and all of the E ½. NW1/4 except 15 acres along the west side of that quarter section, of sec. 18, T. 27 N., R. 32 W., as shown on figure 1.The property is part of a 1,000-acre tract owned by the Rex Mining & Smelting Co., Paul D. Porter, president, Joplin, Mo. The lease was acquired by Thomas Phelps of Joplin, in 1937. At present the lease is controlled by a recently formed association known as the Eureka Products Co., Charles W. Madison, manager, Kansas City, Mo.Dependable skilled mine labor is scarce in the district at present, but there seems to be enough transient mine labor for small operations. The prevailing wages of the district run from 55 cents to 95 cents per hour for various types of mine labor.Living accommodations and markets to supply all domestic requirements are available in Joplin.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the and that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director."

ALABAMA'S mineral industry continued to expand. This was a record year for many commodities, with expansion in almost all industries. New records were established for the production of native asphalt, fixe clay, miscellaneous clay, kaolin, bentonite, lime, scrap mica, salt, sand and gravel, crushed limestone, crushed marble, and tale. Among the States, Alabama ranked second in the production of bauxite, third in the production of scrap mica and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by the mining and processing of coal and stone, the manufacture of cement, and the production of crude petroleum, which together comprised 87 percent of the total value of production, compared with 86 percent in 1963. The iron ore industry continued to decline. This was the first year in which consumption of imported iron ore exceeded the consumption of domestic iron ore. The coal industry recovered from the slump caused by the abandonment of red iron ore mining by United States Steel Corp., and production expanded 17 percent, for the best year in coal mining since 1948. During the year, the one-billionth ton of coal was mined within the State.

The value of Alabama's nonfuel mineral production in 1987 was $446.6 million, an increase over that of 1986 and the first increase in 3 years. Alabama was second in the Nation in production of bauxite and ferroalloys; third in bentonite, crushed dolomite, crushed marble, and fire clay; and fourth in masonry cement. Trends and Developments.-Employment in the minerals industry remained relatively low for the second year even though the overall unemployment rate dropped to 7.9% by December. Employment in mining and primary metals dropped about 10% and 2%, respectively.

Round Mountain is one of a number of locations investigated by the Bureau of Mines in its search for manganese deposits during the early phases at the strategic minerals program. The Suiter mine, on Round Mountain, had provided some 5,000 tons of manganese concentrates during the period 1917 to 1919, and early in 1941 prospecting by the Virginia Hardwood Lumber Co. in this same area had discovered manganese on what later became known as the Hall Pit. These promising indications encouraged the Bureau to begin an exploration project in search of additional reserves of manganese on Round Mountain in January 1942 (fig. 1).

In 2006, a total of 280 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Metal mines were the smallest mining commodity sector, comprising 1.9% of all mining operations. ? Gold mines comprised 46.8% (n=131) of all metal mining operations. Other common types of metal mines were copper ore (n=34; 12.1%), and iron ore (n=33; 11.8%). Nevada had the largest number of metal mines (n=53; 18.9%), followed by Alaska (n=31; 11.1%).

Thirty-seven blasts have been monitored using either three or four seismographs, at four coal strip mines and at a limestone quarry. Statistical analysis of the data shows that square-root, cube-root, and site-specific scaling methods predict peak particle velocities with about the same (low) degree of reliability. Some mines have peak particle velocities that are significantly lower or higher than the U.S. Bureau of Mines averages (Siskind et al., 1980). This suggests that the option provided by the proposed regulations (Office of Surface Mining, 1983), to adjust blast designs based on site-specific measurements could be highly beneficial both to operators and to the public. The frequency spectra reveal that the predominant frequencies were generally less than 50 Hz but several blasts had a significant amount of energy up to 125 Hz. In some cases the vibration energy was concentrated at frequencies corresponding to the delay intervals.

"This report describes an exploratory project conducted by the Bureau of Mines on a fluorite deposit near Vado, N. Mex. Results of trenching are given. Together with analyses made upon samples of the ore. The Federal Geological Survey3/ completed a preliminary geologic study and mapped the deposit during the summer of 1944. A Bureau engineer examined the deposit in August 1944. As a result of these investigations, it was concluded that the deposit contained substantial inferred ore reserves. Exploratory work was recommended to obtain information that might possibly lead to production from the property. Assistance was given the Bureau by the Geological Survey.A gasoline-powered air compressor, other equipment, and supplies were delivered to the property from January 20 to 25, 1943. Trenching began under the direction of a Bureau of Mines engineer on January 25, 1947, and ended on March 15, 1945. In general, the direction of the maximum horizontal stress in the eastern United States is fairly well defined. However, the variation of the magnitudes of the horizontal stresses is not very well understood. Because the horizontal stresses cause severe ground control problems in underground coal and limestone mines throughout the eastern United States a more complete understanding of how the magnitudes vary would be useful for developing mine design strategies to combat horizontal stress related ground control problems. Therefore, in this National Institute for Occupational Safety and Health (NIOSH) study, the variation of the magnitude of the horizon stresses in sedimentary deposits in the eastern and Midwestern United States are examined with respect to two factors, the elastic modulus of the rock and the site depth. Stress measurements from thirty-seven sites are used in the evaluation. Examining the applied excess strains indicates that the eastern United States can be, separated into high and low strain zones. For most of the eastern United States the maximum applied excess or tectonic strain ranges from only 300 to 550 micro strains. However, there is one area, a portion of the Beckley seam in the central Appalachian region where the strains are significantly higher than the other regions. In this higher strain zone, the maximum applied tectonic strains range from 700 to 1,000 micro strains. Regression models for each zone based on the elastic modulus can explain between 83 to 85% of the variation of the maximum horizontal stress. Because one region, the northern Appalachian district, has strains that are about 20% higher than the other regions in the low strain zone, multiple strain models based on geographic regions were developed for the low strain zone that can explain 87 to 91% of the maximum horizontal stress variation with the elastic modulus. Depth was found not to be a significant causal factor in any increase in the horizontal stress even though the site depths ranged from 275 to 2,500 ft. Beyond a theoretical increase, based on Poisson’s effect and gravity, no other increase in the horizontal stress with depth can be justified with this data. The most significant factor controlling the variation of the maximum horizontal stress is the elastic modulus of the rock, not the overburden depth.

An economic evaluation was made of the Bureau of Mines incinerator residue separation process to update the one published in 1971 to a mid-1.974 cost basis. This evaluation includes a modification of the glass-recovery operation used In the original plant design as well as a unit to bale the ferrous scrap product before shipment. Products from the plant are ferrous metal, aluminum and copper-zinc scrap, and a mixed-color glass cullet. The estimated capital and operating costs for four plant sizes are as follows : [ ] The operating costs do not include credits for recovered metals and glass.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the thirteenth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project, except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The description of the deposits developed is followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated and a table for each half township is given with the discussion covering that area.

A 20L ignition test chamber has been used to test suspensions of 7 UK and world traded coals in air and O2/CO2 mixtures typical of oxy-combustion conditions. The coals varied in rank from sub-bituminous to bituminous and were tested in varying concentrations from the ignition limit to 400g/m3. Following each successful test the combustion residue was collected, weighed and analysed within a thermogravimetric analyser, allowing Q factors to be estimated. The ignition limit varied slightly in air, but was mostly around the 200g/m3 level. With the exception of Coal C, which was much harder to ignite, it correlated roughly with coal rank. The ignition limit changed significantly with O2 concentration when in mixed O2/CO2 gases. Only a few high volatile coals ignited in 21% O2/CO2 v/v, and then only with a 2500 J, rather than a 1000J, igniter. An increase in O2/CO2 levels to 30 or 35% gave ignition patterns similar to those carried out in air with a further increase to 40% having little additional effect. In addition the minimum ignition concentration decreased with increase in O2. Heterogeneous combustion or gasification of the coal by CO2 appears to be confirmed by comparing weight loss results for air and O2/CO2 mixtures respectively for an equivalent peak pressure rise.

"INTRODUCTION Considerable interest was shown .prior to and during World War II in the winning of metallurgical-grade alumina from anorthosite, kaolin, siliceous bauxites, diasporic clays, and other aluminum-bearing ores. Laboratory and pilot-plant investigations were made on many of these ores by the Bureau of Mines, and a series of reports on them is being prepared. This report covers the tests made on the application of the lime-soda-sinter process to anorthosite, which is a mixture of albite, NaAlS1308, and anorthite, CaAl2Si208. Extensive deposits of anorthosite occur in the Laramie Range in Wyoming and extend into Colorado; other deposits are found in New York, with outcroppings appearing in Vermont, Maine, and Labrador.Anorthosito can not be treated by the Bayer process for the production of metallurgical-grade alumina, because excessive losses of soda and alumina occur from the formation of sodium-aluminum silicate due to the large amount (50 percent) of silica in the ore.RESULTS OF INVESTIGATIONSSmall-scale laboratory tests supplemented by pilot-plant runs have demonstrated that the alunina and soda occurring in the Wyoming anorthosite from the Laramie Range can be extracted and recovered satisfactorily by the lime-soda process. It has been shown that liquors containing approximately 95 gram of A1203 per liter can be consistently produced at Na20:A1203 ratios from 1.75 to 2.27, and that these liquors can readily be desilicated and carbonated to yield high-grade alumina trihydrate of quality comparable to that essential for cell-grade alumina. The optimum results were obtained with Na20:A1203 mol ratio of 1.03 and Ca0:Si02 ratio of 2.14 in the sinter when calcined at an average temperature of 2,444ºF. for 25 minutes."
