Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. "INTRODUCTION Feldspars represent one of the most abundant groups of minerals and constitute nearly Go percent of the material contained in the igneous rocks. They are grouped in a series of related aluminum silicates with varying amounts of potash, soda, and lime. .Approximately 85 percent of the feldspar produced in the United States is used as a flux in the production of glass, pottery, enamel and sanitary ware, brick, and tile. Notwithstanding the abundance of feldspar in the earth's crust, the only deposits that are worked to any extent are the pegmatites or coarsely crystalline dikes where natural segregation of the constituents facilitates recovery of the feldspar with a minimum of free quartz, mica, tourmaline, garnet, and other iron-bearing minerals that are detrimental in most ceramic industries.Although there are three glassplants and numerous other ceramic industries in Texas, all of the feldspar used in these plants is from other States. In the Llano region of central Texas, however, there are numerous coarse pegmatite dikes consisting primarily of feldspar and quartz in ratios up to 3 to 1. One of the more important of these dikes is the Badu Hill deposit in Llano County, Tex., which was first described by Carl Chelf 4/ in 1942. Following an examination of the deposit by W. D. McMillan, engineer in charge of the Texas field office of the Bureau of Mines, in January 1946, a proposal was made to investigate the deposit by core drilling in cooperation with the Department of Ceramic Engineering, University of Texas. This report presents the results of the cooperative investigation, which was begun April 24, 1946, and completed May 17, 1946."

The purpose of this study was to assess the adequacy of the cab design and to determine the percentage of musculoskeletal symptoms among workers. A questionnaire was designed to assess demographics, work information, job history, and musculoskeletal symptoms in operators of heavy construction equipment. Information concerning equipment included design of the seat/chair, levers, pedals, bothersome vibration, quality of egress from the equipment, proper preventative maintenance and repairs, and age of the equipment. The body regions that were evaluated included the neck, middle/upper back, low-back, shoulder/upper-arm, elbow/forearm, wrist/hand, hip, knee, and ankle/foot. One hundred and eighty nine operators completed the questionnaire. The results indicate that these workers are at risk for developing musculoskeletal disorders, the need to perform a larger survey to further substantiate the outcome, and the need to quantify risk factors (i.e., whole-body vibration and static sitting postures).

Mineral resources of the Rice Valley Wilderness Study Area (WSA), in the Mojave Desert of southeastern California, were investigated by the U.S. Bureau of Mines and U.S. Geological Survey during 1980. The study consisted of an examination of mines, prospects, and mineralized areas by the Bureau: of Mines and geological, geochemical, and geophysical investigations by the Geological Survey. Little indicated potential for the presence of mineral resources exists in the valley floor segment of the study area. The Big Maria Mountains section of the study area has some potential for mineral resource development. Decorative building stone from both bedded quartzite deposits and weathered limestone surface rubble (driftwood stone) has been produced from the Big Maria Mountains segment of the study area. Total production is unrecorded but probably small. A 700,000 ton (640,000 t) quartzite resource was inferred and 4,500 tons (4,100 t) of driftwood stone within the study area was estimated. A relatively pure limestone deposit inside the study area contains an inferred resource of 14 million tons (13 million t). One prospect suggests a potential for the presence of manganese resources although none were estimated. The likelihood of discovering oil, gas, coal, uranium or geothermal energy is low; potential sources are not known to exist.

Hand arm vibration syndrome (HAVS) affects industrial workers exposed to long term hand-transmitted vibration from powered-tools. Peripheral neuropathy is a major component of the symptom complex of HAVS. Long term exposure to vibration causes myelin damage in peripheral nerves and reduces nerve conduction velocities in rats1. This study addresses the effects of acute vibration at constant acceleration of 49 m/s2 on myelinated fibers in peripheral nerves in Sprague-Dawley male rats using the ‘rat-tail vibration model,’ which simulates hand-transmitted vibration2. Methods Male Sprague-Dawley rats (~300 g) were assigned to vibration groups: 1 hr continuous vibration at 60 Hz; 4 hr continuous exposure at frequencies of 30, 60, 120 or 800 Hz; immediate and 24 hr following a 4-hr cumulative exposure of continuous and intermittent vibration at 60 Hz. Unanesthetized rats were restrained in cages on a nonvibrating platform with their tails placed on a vibrating stage accelerated by a B&K motor type 4809 and vibrated. Intermittent vibration was delivered in bouts of 10 min vibration alternating with 5 min rest periods repeated over 6 hr. Sham controls were restrained without vibration. After vibration exposure, the rats were anaesthetized, and the ventral nerve trunks from the proximal tail segment 7 were fixed in glutaraldehyde, embedded in epon-araldite and sectioned at 0.5 µm thickness and stained with toludine-blue for morphological quantitative analysis. The total number of myelinated axons in each cross-section of the nerve was counted using the Image J software. Myelin damage was identified by focal increase in area and intensity of toludine-blue staining and unraveling of the myelin sheath. Statistical analysis for comparing sham and the different vibration groups was done using Dunnett’s test. Animal treatment and all surgical procedures were approved by the institutional review board and compiled with the Laboratory Animal Welfare Act. Results The rats tolerated continuous vibration very well and exhibited no behavioral signs of stress. When exposed to intermittent vibration, there was increased vocalization, a startle reflex at the beginning of each bout of vibration, deposition of porphyrin around the eyes and transient hypersensitivity to touch.

Develop a mobile manipulator that one person can use to lift and maneuver 50- to 600-pound loads. It can be used in maintenance shops and mines to reduce lifting accidents (Figure 1 and 2). Background Lifting heavy items is one of the leading causes of injury in the workplace. Mine Safety and Health Administration statistics showed that, in 2004, back injuries accounted for over 20% of all injuries (1,699 cases) and resulted in 110,000 lost days of work. Forty-one percent of those injuries resulted from materials-handling or maintenance activities.1 In addition to back injuries, lifting injuries include hernias, ruptures, sprains, and strains resulting from losing control of the item being lifted. Factors associated with accidents are weight of the item being lifted, awkward postures, inadequate handholds, and the working environment itself. High accident rates were noted when lifting items that ranged from 50 to 600 pounds, particularly in tight working quarters where maneuverability was critical. Research indicated that a mobile lifting arm would eliminate many lifting accidents in environments where other lifting devices (fork lifts, overhead cranes, mobile A-frames) would not be practical. NIOSH has built a first-generation mobile manipulator unit designed to be used on hard, level floors such as in a shop. The complexity of motion, number of moving parts, compact design, and design constraints of the manipulator required advanced computer-aided design work (Figure 3). As a result of the design work, thirty-eight claims are included in the patent applications. NIOSH will be conducting field trails and working with manufacturers to put the manipulator into industrial use.

Assessment of workplace exposures is an important tool for helping to minimize dust-related occupational illness and diseases. Real-time particulate monitoring can effectively locate areas where dust controls are needed and determine how well they are working. An affordable, person-wearable, real-time dust monitor is needed. The SKC Inc. Dust Detective (SKCDD) fulfills those requirements (Disclaimer: Mention of any company or product does not imply endorsement by NIOSH). The SKCDD consists of a disposable sampling tube (DST) connected to a small hand-held sampling pump. The SKCDD was developed through a Cooperative Research and Development Agreement (CRADA) between the National Institute of Occupational Safety and Health (NIOSH) and SKC Inc. The relationship of dust concentrations measured by personal gravimetric samplers to those measured by the SKCDD was determined in a laboratory aerosol chamber. A comparison of the means and the relative standard deviation of triplicate measurements of each type of sampling device demonstrated the SKCDD to be a viable alternative means for measuring dust. While it provides accurate measurements for specific coal types, it requires correction factors (those correction factors still need to be calculated) for other coal types.

Instrumented handles or dynamometers are widely used to measure hand forces and/or the biodynamic response of hand-arm system. To study hand-transmitted vibration exposure, six generations of instrument handles were constructed or initially developed by researchers in ECTB/HELD/NIOSH. This presentation provided a summary of these handles. Their basic characteristics, limitations, and usefulness are described, which may help their appropriate applications and further improvements. Six Designs of Instrumented Handles Handle 1: The conceptual design is recommended in ISO 10819 (1996)1 for glove test. The grip force is measured by detecting bending strains on a measuring beam in the handle. A special handle fixture was designed to connect the handle to a shaker. Except the screws, the handle and fixture were made from aluminum. Handle 2: The design is based on the principle of shear strain measurement.2-3 Both grip and push forces can be measured simultaneously using this handle. This handle was directly designed for a simulated vibrating tool. Handle 3: This design is basically composed of a handle base, a measuring cap, and two charge-based sensors (Kistler 9212) sandwiched between the base and cap. The handle was also made from aluminum. The fixture for Handle 1 was also used with this handle. This generation of handle has three different handle diameters (30, 40, and 50mm).4 Handle 4: This design is an improvement from Handle 3. The handle fixture was totally redesigned and it was much stiffer than the previous one. The aluminum measuring cap was replaced with a magnesium cap. Handle 5: The basic structure of this handle is the same as that for Handle 3. However, the piezoelectric sensors were replaced with two strain gage based sensors (Interface SML-50). Handle 6: This handle includes two measuring caps, four piezoelectric sensors, and a handle centre base. The handle fixture was the same as that with Handle 4. Methods for Handle Examinations The static and dynamic characterizations were performed using the methods reported by Dong et al.5-6 Results and Discussion Handle 1: The static force measurement depended on the hand grip location on the handle. Its natural frequency was less than 200 Hz.5,6 Because the transmissibility of gloves may not vary significantly with the applied grip force, this handle may be acceptable for glove test. However, the force measurements with this handle may not be reliable. Handle 2: The static force measured with this handle was insensitive to the hand acting location. However, when the handle was vibrating, the force signals could be totally distorted. For this reason, it was not used for vibration studies.

Tool manufacturers are required to provide declarations of vibration emission values in order to sell their tools within Europe. To ensure that users can compare results obtained from different manufacturers, the declared values must be obtained using a methodology as specified in the relevant test code (such as in the ISO 8662 series of standards). In most cases, the vibration emission values obtained using test codes under-estimate the vibration that an operator will be exposed to when using the tool on a work-site. A further problem with manufacturers’ data is that usually only a single value is provided for a tool. This is despite many factors affecting the vibration emission, including inserted tool type, work piece, operator technique, tool condition. New improved test codes are in the process of being developed. In order to provide guidance to users on how to interpret manufacturers’ data, a Draft CEN Technical Report (Draft CEN/TR 15350 (2005)) was developed. Part of the CEN/TR provides multiplication factors for combinations of task and tool type. For example, data obtained from electrical hammer drills (tested according to EN 60745-2-6:2003) should be multiplied by 2, for hammering applications, in order to obtain an estimate of the vibration emission during work. In response to concerns from industry, the UK trade association OPERC have, in collaboration with hire companies and tool manufacturers, established a freely accessible online database of tool emission values based on independent tests carried out under simulated work-site conditions. This paper reports some of the data obtained from electrical hammer drills, highlighting the range of emission values that can be obtained for a tool. Data from many other tool types are also included in the database. Methods Tri-axial hand-arm vibration was measured at both handles of each of 19 electrical hammer drills, in accordance with ISO 5349-1 (2001). Each tool was measured with three experienced operators and at least 5 runs were completed for each operator. Tools were tested using a range of appropriate new bits from 4 to 40 mm diameter. The minimum number of bits for a tool was 3; the maximum number was 29. 146 tool / bit combinations are reported here, representing about 2200 individual 6-axis measurements. Operators were required to drill vertically into a concrete block with a compressive strength after 28 days of 40 N/mm². Two drills (1 and 15) were battery powered; others were powered using a 110V transformer supply.

Exposure to vibration induced in and around underground mine’s exploration is a major concern to vehicles operators. Most of these drivers over time develop serious spinal musculoskeletal and discs problems causing low back injuries. The first purpose of this paper is to analyze the performance and dynamic response of driver/operator when subjected to different levels of vibration due to rough road conditions depicted in a mine field. The second purpose of the paper is to quantify the energy transmission in the presence of seat padding with special characteristics and active suspension. Using experimental testing data collected at NIOSH/PRL (National Institute for Occupational Safety and Health/ Pittsburgh Research Laboratory) along with model simulation algorithms developed at the University of Illinois at Chicago we investigated how acceleration transfer functions as well as absorbed power affects the different parts of the body. To this end, we used a previously validated human model which includes the head, torso segments and legs. The connective forces between body segments were modeled through modal analysis techniques from previous experimental data at the UIC Vehicle Technology Laboratory. The absorbed power and energy transmitted to the body are used as an index measure to assess the viability of the different seat padding’s and active seat suspension control strategies.

Background. There is currently little information regarding factors associated with specific modes of motion segment failure using a fatigue failure model. Methods. Thirty-six human lumbar motion segments were fatigue tested using spinal compressive and shear loads that simulated lifting a 9 kg weight in three torso flexion angles (0°, 22.5°, and 45°). Twenty-five segments failed via fatigue prior to the 10,000 cycle maximum. These specimens were visually inspected and dissected so that the mode(s) of failure could be determined. Failure modes included endplate fractures (classified into nine varieties), vertebral body fractures, and/or zygapophysial joint disruption. Logistic regression analyses were performed to determine whether certain morphometric variables, amount of motion segment flexion, disk degeneration scores, and/or loading characteristics were associated with the occurrence of specific failure modes. Findings. Results indicated that stellate endplate fractures were associated with increased posterior shear forces (P < 0.05) and less degenerated discs (P < 0.01). Fractures running laterally across the endplate were associated with motion segments having larger volumes (P < 0.01). Endplate depression was more common in smaller specimens (P < 0.01), as well as those experiencing increased posterior shear force (P < 0.05). Zygapophysial joint damage was more likely to occur in a neutral posture (P < 0.01). Interpretation. These results suggest that prediction of failure modes (e.g., specific endplate fracture patterns) may be possible (at least for older specimens) given knowledge of the spinal loads along with certain characteristics of the lumbar spine. In This Chapter [Finding the dust source Ventilation and dust collector malfunctions Upgrading the dust controls Design stage ventilation planning ] This chapter explains how to reduce respirable dust76 in hard-rock tunnels during excavation by using tunnel boring machines (TBMs). The first steps in combating a dust problem are to take dust samples to pinpoint the source, check the ventilation system, and check the dust collector. If the ventilation system and dust collector are operating properly, then other dust controls such as water sprays and conveyor belt scrapers must be upgraded. For tunnels in the design stage, recommended air quantities are provided. FINDING THE DUST SOURCE AND LOOKING FOR VENTILATION MALFUNCTIONS [The first steps in fighting a dust problem are to take dust samples to pinpoint the source, check the ventilation system, and check the dust collector. Without knowing the exact source, efforts to reduce dust are hit-and-miss (mostly miss).] Taking samples to pinpoint the dust source. In tunnels with high levels of airborne dust, the first task is to pinpoint where the dust enters the airstream. Most dust originates from rock breakage at the tunnel face, but the location where this dust enters the airstream can vary. Dust can leak from behind the TBM face shield, from gaps in the ventilation duct, or from a mal-functioning dust collector. It can be entrained into the air from the muck on a moving conveyor belt. It can even be shaken loose from the underside of the belt as it passes over the idlers. As a start, to locate the dust source, dust samples and air quantity measurements should be taken at the following locations:

"INTRODUCTION Frequent attempts have be,made in the electrolysis of molten magnesium chloride to regenerate the electrolyte by allowing the chlorice generated at the anwdo to read with magnesium oxide and carbon within the melt according to the following reactions: (1) MgO + C + CL2 = MgCl2 + CO,(2) 2MgO + C + 2C12 = 2MgC12. + CO2.The principal advantages of such a procedure are that (1) the direct source of magnesium is magnesium oxide rather than the more expensive dehydrated magnesium chloride and (2) it is not necessary to handle or dispose of large quantities of chlorine or hydogen chloride.Grätzll 5/ proposed the use of an MgO carbon feed in a more or,less compact form in the anode compartment, of the cell. In a patent issued to Magall Aktiengecellschaft, 6/ a compact mixture of MgO and carbon is used as the anode itself. Kato 7/ and Backer 8/ add the feed in finely divided form to the surface of the anode compartment. The Bureau of Mines 2/ recently made a pilot-plant investigation of the electrolysis of suspension of MgO and carbon from chloride melts, in which it was found that although,current efficiencies of 60 to 70 percent were obtainable, the formation of sludges containing MgO, carbon, and magnesium seriously interfered with the operation of the cell,"

The emphasis is on the measurement procedure and the interpretation of the measurement rather than on the instrument itself.] The failure to properly sample for methane is a major contributing factor to methane explosion risk. Sampling errors are most likely to occur at mines or tunnels where the presence of methane is not suspected or during nonroutine tasks at mines or tunnels known to have gas. More specific information on methane sampling at continuous miner sections is in Chapter 3. Chapters 4 and 5 discuss sampling at longwall sections, and Chapter 14 discusses sampling at tunnels. METHANE DETECTORS FOR MINING Many models of gas detectors are available to measure methane concentrations, as well as most of the other contaminant gases found in mines and tunnels. An example is the iTX Multi-Gas Monitor, a portable gas detector available from Industrial Scientific Corp., Oakdale, PA. This handheld instrument measures several gases simultaneously. The cost (2004) ranges from $1,300 to $2,200, depending on the number of gases measured. Similar instruments are available from other manufacturers. Most methane detectors used in mining use a catalytic heat of combustion sensor to detect methane and other combustible gases. These have been proven through many years of reliable operation. Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio&apos;s 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio&apos;s 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

We encountered several areas of methodologic uncertainty during development of a data collection method for use with vibrating hand tools in metal assembly. A local manufacturer sought our assistance designing a data collection method for evaluating and predicting risks of upper extremity disorders associated with use of vibrating hand tools. Current methods of vibration measurement are described in ISO 5349 [2]. However, the complexity of measuring vibration along with other exposures such as force and posture has limited the number of workplace-based studies of upper extremity disorders that have included direct measurements of vibration. Data from this preliminary study was used to look at two issues: a comparison of vibration values between production and non-production workers when performing the same task, and a comparison of worker ratings of vibration comfort to direct measurement of tool vibration. Methods Eight experienced production workers used each of six metal fastening tools to install fasteners. Vibration was collected by 3 tri-axial accelerometers, one attached to the tool handle following ISO 5349 recommended locations, one attached to the hand dorsum on the 3rd knuckle and one to the thumb side of the wrist. Data sampling rate was 10,000 samples/second. Hand grip and feed forces were obtained using a Novel pressure sensing mat on the palm. Each trial consisted of installing 10 fasteners per tool for each of the 6 tools. The test set-up placed the wrist in the position typically used by the operator during production. Each worker documented subjective comfort and effort ratings on a seven point scale following each series of fastener installations. One series of testing was completed by three non-production workers inexperienced in fastener installation to simulate use of alternative employees for data gathering. Vibration data for each trial were acquired, digitized, and stored using Lab View. The X, Y, & Z axes were used to calculate the vector sum response for each tri-axial accelerometer. The tool data were digitally filtered following ISO recommendations. Calculated data consisted of the mean RMS over the tool’s on- time, the starting and breaking peak impulses, and the peak of the frequency response. Results Production workers (n=8) were right hand dominant males with a mean age of 55 years and normal hand strength (mean right grip = 106 lbs). Non-production workers (n=3) had similar characteristics. We found large and statistically meaningful differences in hand force during tool use between production and non-production workers (mean production workers = 9.77 lbs, mean non-production workers = 43.30 lbs, p = 0.0001). Vibration values obtained from the hand also showed a statistically meaningful difference (mean in production workers = 0.67 Gs, mean in non-production workers = 1.48Gs, p = 0.0014, figure 1). Experienced worker ratings of comfort during tool use demonstrated a moderate correlation with measured vibration (r=0.63). Worker ratings trended with direct recordings from the tool handle as shown in figure 2.

However, many workers (for example, underground miners, aircraft baggage handlers, plumbers, agricultural workers, mechanics, and others) are often required to adopt postures such as kneeling, stooping, squatting, or lying down for significant periods of the work day.
