The mining law of British North Borneo is entitled " The Mining Ordinance , 1927. 113 The only mining regulation or rule available is " Rules 313 , 114 passed in accordance with article 26 of the ordinance of 1927. Before the passage of this legislation , the country had no specific law governing the granting of mineral rights , although the land law contained provisions relating to mining lands . The land ordinance of 19135 still controls in a few details . All references in this paper , unless otherwise specifically designated , are to the mining ordinance .

Tungsten metal, chemically equivalent to commercial grade, is produced by electrolysis of impure tungsten compounds or scheelite in an alkali, phosphate or borate electrolyte. A preliminary investigation of fused-bath electrolysis shows the effect of electrolyte composition, temperature, and current density on current efficiency, yield, crystal structure, and purity of product. Experiments show that tungsten can be electrowon from scheelite in a fused alkali, phosphate, or borate bath with similar results. Studies on electrolyte composition show that the addition of sodium chloride is essential to both electrolytes in treating scheelite. Although its main function is to react with or flux the CaO, it also increases the bath fluidity. Temperature studies revealed optimum ranges between 900° and 1,100° C.; 900° C. proved satisfactory for tungsten trioxide, and 950° to 1,050° C. for scheelite. Current efficiencies were satisfactory for all current densities ranging from 10 to 57 a./dm.2. Yields were 400 to 650 g./kw.-hr. over the same current-density range. Crystal size and purity of the product are functions of temperature, current density, and amount of impurities in the electrolyte. Deposited crystals vary in shape from spherical grains to clusters of dendritic hexagonal needles, and in size from smaller than 35 to 570 microns. The purity of the tungsten metal produced ranges from 99.7 to 99.94 percent.

The Bureau of Mines used portable infrared scanners to examine the surface of pillars and faces in the Somerset mine near Somerset, Colo. Zones of temperature buildup, indicative of potential combustion, were detected with the scanners; their existence was verified by temperature measurements with conventional instrumentation. Temperatures of 32° to 6° C were measured on surfaces with normal temperatures of 26° to 35° C. The infrared instruments and techniques appeared to offer a rapid and efficient method for locating potential trouble spots in mines susceptible to fires caused by spontaneous combustion.

The introduction and descriptive papers discuss techniques and instrumentation used in premining research for metal and nonmetal mining and shaft design and borehole control for premine planning.

A moderately scaled apparatus was developed by the Bureau of Mines to determine the fire resistance characteristics of mine conveyor belts and similar type materials. The design of the apparatus was based upon data obtained in full-scale fire tests and features a radiant panel to preheat the belt and a methane-oxygen ribbon burner to ignite the sample under ventilating condi¬tions in a rectangular duct. The test method overcomes the limitations of existing laboratory-scale methods and provides a measure of both ignitability and flammability in quantitative terms. Flame propagation depended upon such variables as air velocity, ignitor heat flux, and belt width and height in the test chamber. Data are presented for nine belt materials and fire resistance ratings are proposed in terms of the flame spread rate, heat release rate, and the critical ignitor heat flux. The ratings discriminate between the fire hazard posed by different fire-resistant belts and tend to be in reasonable agreement with those obtained in full-scale fire tests.

Corundum, natural alumina, or aluminum oxide (A1203) is the hardest mineral known except diamond. Theoretical composition is Al 52.9 percent and 0 17.1 percent, but it always contains small quantities of impurities, chiefly silica, iron, and lime. The melting point of corundum is above 1950° C., and it is insoluble in the strongest acids. Its hardness (9 on the Mohs scale) varies slightly according to purity, and its specific Gravity ranges from 3.95 to 4.10, 4 being a fair average. The index of refraction is 1.760 to 1.768 and its streak is white. Luster is adamantine to Vitreous, come specimens pearly, and color varies widely from white, gray, pink, and blue to black, brown, or bronze. Gem varieties are transparent or translucent, and of more brilliant coloring - red, blue, yellow, purple, or green. Corundum occurs in opaque massive or block structure with parting planes little developed or only roughly delineated and in granular form as minute crystals or small, irregular grains interspersed throughout the contact zones of schists and gneisses.

The Bureau of Mines and Old Ben Coal Co. concluded a cost-sharing contract in 1975, the objective of which was to demonstrate the Herrin No. 6 coalbed in southern Illinois can be mined safely by longwall methods. Under the agreement, three longwall panels are to be mined at Old Ben No. 24 mine. A premining investigation laid the groundwork for specifying a roof-support system designed to control hazardous ground. Old Ben Coal Co. and Bureau engineers selected lemiscate-type roof shields. A rock mechanics program and geological mapping provide early warning capability and criteria for future equipment design. The effect of mining on the surface was monitored by a surface survey to develop subsidence-prediction criteria for the Illinois coal basin. The first of the three longwall panels started up in September 1976 and was completed in May 1977. The major adverse condition was the occurrence of limestone concretions, called coal balls, in massive pods. The shields provided adequate roof control even in faulty ground. Operation of the second panel started on August 1, 1977, following panel-to-panel transfer of the equipment. The accident rate was low.

The work described was conducted to develop standards for the application of wire rope clips on wire rope. These standards include optimum number of clips and clip nut torques for wire rope sizes 1/4 through 2-1/4 inches, when used for forming an eye attachment in wire rope. Wire rope test specimens with clip attachments were load tested on tensile testing machines to determine an effective combination of clip nut torques and number of clips for each size of wire rope to develop efficiencies above 90 percent of the catalog ultimate rope strength.

The initial Support Technology Optimization Program (STOP),Version 1.0, was released at the 19th Ground Control Conference. This original program has since been updated to Version 2.3 which was released in May, 2001. This paper describes the additional features of Version 2.3, focusing primarily on the following three aspects: (1) including uncontrolled convergence into the design requirements for standing roof supports, (2) the addition of design procedures for cable bolts as an alternative secondary roof support, and (3) the addition of new standing roof support technologies. Another new feature which should facilitate the development of design criteria for standing roof support is the capability to define ground reaction curves through convergence measurements alone without having to make support loading measurements. There are several other new features provided in Version 2.3 which are only briefly addressed in the paper. These include: (1) additional graphics capabilities to facilitate rapid assessment of support comparisons, (2)an East-West designation for support selection to more accurately provide cost and support availability data, (3) additional safety measures including a safety factor to identify support design near the peak support capacity, checks to see if the support dimensions comply with aspect ratio requirements, and a measure of roof coverage for the design layout of the support system. These new features of STOP provide more capabilities to design and analyze secondary roof support systems for conditions which could not be fully analyzed in the original version of the program.

The Bureau of Mines has developed a statistical approach to the laboratory evaluation of response bias and precision in gas detectors. The techniques described employ a computerized analysis and a new method of data presentation called composite graphing. The underlying theory, its practical application to the data, and the experimental equipment and procedure are described.

An underground mine disaster is an accident of major proportions that takes a significant toll in human lives. A disaster usually disrupts the normal functioning of a mine and may result in entrapment of miners whose normal egress from the mine is cut off. A disaster often necessitates a rescue operation and a means of keeping the trapped miners alive while they await rescue. Explosion, fire, inundation of water or toxic gases, and collapse of a major portion of a mine are among the causes of mine disasters. Miners threatened by such an occurence must either bring the situation under control (e.g., by extinguishing a fire) or remove themselves from the danger. If control is unsuccessful, they must retreat to a place of safety. Four different activities may be involved: evacuation, escape, survival, and rescue. Evacuation is the orderly exit of people from the mine using previously identified escapeways and following a previously determined evacuation plan. Miners whose normal evacuation routes are blocked may be able to find alternative exit routes and escape by their own efforts. For those who cannot, the issue becomes survival while waiting to be rescued. The survival period may last for many days while rescue efforts are mounted from outside the mine.

Electrical power generation was studied in a laboratory-scale, open-cycle vortex MHD generator, which offers several advantages over straight-channel generators that require separate combustors. Compactness, lower capital cost, and high-energy release are obtained by combining the combustor and generator into one unit in the vortex generator. In addition, the vortex generator uses a simple solenoid rather than the more complex and expensive saddle magnet required for straight channel generators. Although the vortex generator must utilize combustion gases with a low Hall coefficient in order to be efficient in direct comparison to the linear generator, the primary motivation for this experimental device in terms of ultimate objective was to investigate the vortex generator with applications to direct coal firing and with combustion taking place in specially designed expansion nozzles. The vortex device offers one decided advantage over the linear device in this regard because slag deposits do not degrade or short-circuit the coaxial electrodes as is the case for a linear machine. The experimental vortex generator consists of a modified cyclone burner 7 ½ in ID by 21 in long, with the inner wall used as one electrode together with a coaxial center electrode. Power was obtained by impressing an axial field of 3,000 G from an air core solenoid magnet. Tests were conducted by seeding natural gas seeded with potassium acetate and burning with preheated oxygen-enriched air. Power generation was lower than calculated because theoretical plasma velocities were not achieved.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. Two wetland simulation experiments were carried out in order to determine the effects on manganese retention of several wetland design parameters, including flow rate, inlet pH, carbon supplementation, substrate type, and surface free water depth. The primary aim in each experiment was to determine if sustained manganese retention could be accomplished under the specific experimental treatments. If successful, these experiments could recommend design parameters for the construction of field wetland systems for manganese treatment. Crushed limestone clearly was superior to spent mushroom compost with respect to manganese retention. The presence of free surface water detracted from manganese treatment, while lower flow rates enhanced manganese treatment. Sustained manganese retention was achieved using crushed limestone as the substrate coupled with an absence of surface free water, under inlet water conditions of pH 7.0 and no appreciable iron. Sustained manganese retention was not achieved under reducing conditions using spent mushroom compost while varying flow rate, inlet pH, and carbon supplementation regimes. However, lowering the flow rate resulted in many significant beneficial effects on outlet water chemistry: lower outlet manganese concentrations (over the short term), higher outlet pH, lower outlet acidity, higher outlet alkalinity, higher outlet sulfide, lower outlet sulfate, and lower outlet redox potential. Supplementation of the wetlands with dairy whey resulted in lower outlet manganese concentrations (over the short term), marginally higher outlet sulfide levels, and acted to lower the redox potential under the high flow regime. Wetlands receiving a neutral pH had lower outlet acidity, higher outlet alkalinity, lower outlet sulfate, but equivalent outlet manganese concentrations than wetlands receiving an acidic pH. When manganese is the primary mine water contaminant and a passive water treatment system is to be used, it is recommended that crushed limestone with negligible surface water be used in place of composted materials. This recommendation assumes a source water with circumneutral pH and an absence of other metals.

Tailings embankments can develop a high phreatic surface if the original design for the embankment does not include drainage facilities or if existing drainage facilities become ineffective. Subsequent raises can develop a seepage surface due to a high phreatic surface that can lead to stability problems. The U. S. Bureau of Mines amended contract J0100013 to initiate this study of horizontal drains in tailings embankments. This study developed a technique for determining the length of and spacing between parallel drains through the use of the finite element model UNSAT2. The analysis is based on the combined output of a vertical planar mesh and a horizontal planar mesh. The slot opening in the drain pipe and the length of the perforated section are determined from an analogy to water well design. The pipe diameter and gradient can be determined from Manning's equation. To the authors' knowledge, this is the first attempt at horizontal drain design using a finite element model. Additional research is recommended in this area.

"Dust control in high-production longwalls requires attention to operating practices and ventilation schemes. Several studies have shown that the shearer is the major source of dust on a longwall face. Support movement has not been regarded as a major source of dust in US longwalls. Yet, under certain conditions, 31% of the shearer operator's dust exposure can be due to support movement.Several methods have been developed for the control of shield-generated dust. But the need for better methods is apparent. In this paper, the amount of airborne, respirable dust generated per shield move is estimated from specially designed experiments on longwall faces. Ten experiments were conducted on five longwall faces in four mines. Each experiment involved one face visit and lasted three to six hours. The contribution of shield movement to the airborne, respirable dust concentration immediately downwind of the shield move varied between 0.12 and 1.75 mg/m3 in the five longwall faces. The mass of airborne, respirable dust gener-ated by shield movement was found to vary between 39 and 386 mg per shield move. The results from this study reveal that control of dust from longwall shields requires a combi-nation of approaches involving alternative operating prac-tices, reducing shield dust generation rate, increasing face air flow and decreasing personnel exposure.IntroductionIn 1992, longwall mining accounted for about 36% of US underground coal production, a 240% increase from a decade ago. The absolute longwall tonnages were 46 and 133 Mt (51 and 146 million st), respectively. Compared with room-and¬pillar mining systems, the longwall mining system is charac¬terized by higher recovery, enhanced safety and higher pro¬ductivity.However, personnel dust exposure on a longwall face is higher than in other types of mining. According to Mine Safety and Health Administration (MSHA) data, fewer longwalls were in continuous compliance with the applicable dust standard in 1992 than in 1989.Controlling shearer-generated dust and reduction of per-sonnel exposure to airborne dust have commanded attention in the design of longwall faces, operational practices and ventilation schemes. Studies in the United States and abroad have revealed that support-generated dust can be a major obstacle to compliance under certain conditions (Becker et al., 1989; Bradley et al., 1983; Jankowski and Organiscak, 1983; Jankowski et al., 1990; Organiscak et al., 1985)."

Education and training research is a major component of the Bureau of Mines human factors research program. The goal of human factors research is to enhance human performance for the purpose of improving both safety and the profitability of the minerals industries. This is achieved through the design of mining equipment, work tasks, management procedures, and development of human resources. This proceedings volume presents several new developments that are helping to improve the quality and efficiency of health, safety, and occupational skills training in the mining community. Several papers address the issue of how to teach and assess miner abilities to deal with underground mine emergencies. Other papers examine practical procedures for defining and cost justifying the integration of structured training and other performance improvement strategies to enhance the proficiency of the work system.

This bulletin abstracts and reviews essential details of reports on 59 fires in different coal mines in the United States, describes the circumstances of origin and the methods of controlling or extinguishing the fires, and points out the lessons taught. all, the fires caused great damage to property and killed nearly 400 men. The data have been compiled from the records of the Bureau of Mines, which cover most of the major mine accidents in the United States since 1.908. The names of the mines concerned and of the persons connected with the management of those mines have been omitted in accordance with the usual policy of the bureau. The bureau hopes that this bulletin will be of service to all persons interested in lessening the fire hazard at coal mines and to all who may be called on to fight a mine fire.

Coal is increasingly viewed as one of the major fuel resources of this country for the remainder of this century. The need to extract a greater percentage of the coal in a given seam, together with advantages of improved safety, indicates that longwall mining will become more widely used within this time frame. A novel method of mining coal on a longwall face, utilizing high pressure water jets, is herein described. The mining machine proposed will exploit the stress conditions which exist on a longwall panel in order to achieve the required productivity while at the same time reducing respirable dust and methane ignition hazards. The water jets will excavate only the boundary of the extracted seam section, and thus the energy requirement of the machine will be minimized. The action of the machine is similar to that of an existing coal plow, except in that the wedge teeth of the plow are replaced by oscillating high pressure water jets. The machine can, therefore, cut to the depth and at the speed of existing shearer units at equivalent power levels. The removal of impact stresses from the machine will reduce downtime required for maintenance and replacement of picks and lower the load on the haulage motor of the system. The ability of the machine to increase the depth of cut without an increase in horsepower will further improve productivity when transportation systems to remove the greater production are in operation.
