"The valuation of mineral properties in the U.S. is only partially regulated. The regulations which have jurisdiction or impact appear to have such mainly as a consequence of unintended fallout, since the regulations were designed for other purposes. Court case history can also be important. The combined results are a mixture of bad and good, with important lessons to be learned.Since 1981, the Securities and Exchange Commission has prohibited U.S. listed companies from reporting quantitative estimates of mineralization and the value of mineralization, other than proven and probable reserves. This results in the minerals appraiser (valuator) working with a shortage of data in his everyday work, both on the subject property and in sales analysis.Between 1989 and 1995, all 50 states and essentially all Federal agencies adopted the Uniform Standards of Professional Appraisal Practice (USPAP) for real property appraisals (valuations). The major national appraisal societies also require their members to abide by USPAP. A significant portion of minerals appraisals must now follow these standards. This paper will discuss the content of USPAP. It provides a very good framework for the valuation of a minerals property or a mine, both as real property and as a business. However, the credentialing standards for real property appraisers are now prohibitive for minerals appraisers."

ABSTRACT Diesel-powered loaders are a pillar of modern underground metal mining. As these mines are getting deeper and hotter and the emission regulations stricter, ventilation costs are soaring, affecting production cost. Also, the cost of diesel fuel is expected to rise. These may make the use of diesel engines more problematic. Electric load-haul-dump machines (LHDs) are an interesting alternative. This paper compares features and performance of diesel and electric, cable-powered LHDs. It overviews equipment offerings, and compares, analyzes and discusses technical parameters, operational problems and cost issues. The paper gives some conclusions about electric LHD applicability and performance, indicates possible applications, and suggests further research work.

The International Labor Organization has declared mandatory adequate provision of safe workplace and safety for all workers in all occupations including the mining sector. Early scientists like Agricola (1559) who studied the health of Miners, found that there are peculiar health problems associated to their work and working environment. This unsafe working condition was one of the major factors that resulted to the Industrial revolution in England and eventually led to the establishment of regulations and laws guiding operations in all workplaces and workers in England and all over the world. Recent studies by Heinrich suggested chains of events of safety issues in the mining sector. Occupational injuries, accidents and ill health have huge social and economic implications on workers, their families and communities. Top mining top issues are respiratory diseases, noise, explosives, ventilation, fire, and explosion. However, one of the principal mechanisms for achieving Occupational Health and Safety (OHS) goals and mapping the future is government regulations of employers. In Nigeria, the situation is not different; mining operations are equally hazardous and have far reaching implications. In 1995 the Ministry for Solid Minerals was established to focus on the development of other categories of mineral products ranging from gold, coal, uranium, and tantalum deposited across the country. Prior to this an Act of Parliament Act Cap 121 of 1946, was in place to regulate amongst other contents mining safety. This was subsequently reviewed following the incidence of Lead poisoning resulting from small scale miners processing gold ore highly contaminated with lead in Zamfara state (northern Nigeria). Hundreds of children died as a result of exposure to lead poisoning, it was clear that the regulations were not sufficient (details to be discussed). However, advances have been achieved in mining engineering since then. A review team was constituted to provide a more stringent law to regulate mining operations in Nigeria. The strategies for mapping the future of OHS in mining engineering will employ amongst others setting and adopting ISO/ILO standards and enforcement; providing technical assistance; and establishing sustainable developmental structures as surveillance and compensation. The management systems approach was also developed as a result of cases of accidents. The accepted international standards guidelines and requirements will be proposed. Furthermore in mapping the future for Mining Engineering, it is suggested that most countries have their own management strategies and legislation to improve safety of workers through greater consistency and efficiency of OHS programs. Some American researchers came up with the Safety Engineering Model. The Australian Mining Council of mineral and petroleum resources after the Catastrophic Maura Disaster developed the National Mine and Safety Framework. In Canada, after the Hillcrest mine disaster in 1914, Allan shaft coal mine catastrophe in 1918, Westray mine explosion in 1992 and other disasters, Occupational Health and Safety Act R.R.O 1990 was sufficiently developed to provide adequate safety conditions and standards. In Nigeria after the disastrous Zamfara lead poisoning, which claimed the lives of hundreds of children due to exposure and lack of appropriate safety measures, stringent measures were developed by the federal ministry of Justice to address and regulate mining process in Nigeria.

"The Lonmin Base Metal Refinery treats converter matte from the Lonmin Smelter to produce nickel sulphate crystals, copper cathode as well as a concentrate containing the platinum group (PGM) metals. The original process employed a Sherritt design and utilizes atmospheric and pressure leaches for the dissolution of base metals. This paper describes the original flow sheet and the improvements made to enhance PGM recoveries, product quality and to increase capacity. Changes include the introduction of flash recycle cooling on the autoclave, batch leaches to improve the quality of the PGM concentrate and the implementation of solid-liquid separation with centrifuges. INTRODUCTIONThe Lonmin Base Metal Refinery (BMR) is about 100 km north-west of Johannesburg and treats converter matte from the Lonmin Smelter to produce nickel sulphate crystals, copper cathode and a concentrate containing the PGMs. The plant was commissioned in 1985 based on a Sherritt design to treat 12 tonnes converter matte per day. The original flow sheet consists of a milling circuit, an atmospheric leach and a pressure leach to produce a PGM concentrate which is despatched by helicopter to the Lonmin Platinum refinery in Brakpan, about 40 km east of Johannesburg. The liquor from the atmospheric leach is treated by crystallization to produce a nickel sulphate hexa-hydrate crystal. The leach liquor from the pressure leach is treated by a selenium removal step followed by electro-winning to produce copper cathode. The spent solution from the copper electro-winning is recycled to both the atmospheric and pressure leach steps to provide sulphuric acid for the leaching reactions.Modifications were made to the original circuit to increase the plant capacity, to improve the PGM recoveries and to improve the quality of the PGM concentrate. Capacity increases included all the unit operations, new mill, new first stage, additional autoclaves, additional nickel sulphate crystallizers, new copper electro-winning and new batch leach reactors for upgrading the PGM concentrate. The current circuit is described in this paper and not the detailed history of each plant change."

"A new method to predict stope hangingwall failure in underground excavations is proposed. This method compares movement rate for stope hangingwalls, determined from changes in strain or deformation, with changing opening geometry. This geometry is represented by the effective radius factor (ERF), a measure of relative distance to supporting abutments from an opening surface point. This strain-ERF (SERF) approach is applied to an instrumentation program for Brunswick mine near Bathurst, New Brunswick. The SERF method for this case study predicted failure at an ERF of 13.9 m and hangingwall failure actually occurred at an approximate ERF of 12.4 m.RÉSUMÉ Cet article propose une nouvelle méthode permettant de prévoir la rupture de l’éponte supérieure des chambres d’abattage dans les excavations souterraines. Cette méthode compare la vitesse de mouvement des épontes supérieures des chambres d’abattage, déterminée à partir des changements aux niveaux des contraintes ou de la déformation, à la géométrie variable de l’ouverture au jour. Cette géométrie est représentée par le facteur du rayon effectif (ERF, de l’anglais Effective Radius Factor), une mesure de la distance relative jusqu’aux appuis latéraux de soutènement à partir d’un point de la surface d’ouverture au jour. Cette approche contraintes-ERF (SERF, de l’anglais strain-ERF) est appliquée à un programme d’instrumentation pour la mine Brunswick située près de Bathurst, dans le Nouveau-Brunswick. The most commonly used instrumentation for monitoring rock mass behaviour around open stopes is extensometers. The y-axis of Figure 1 represents how the changing rate of movement, measured using either displacement- or stress-type instruments, can be observed over time. The magnitude of movement measured by extensometers can give an approximation of the load on installed support (Milne, Pakalnis, & Lunder, 1996) and a changing rate of movement can indicate approaching instability."

"Melt quality is crucial for both continuous and shape casting of light alloys and in order to improve it, removal of excessive inclusions, accumulated impurities and unwanted gases becomes necessary. To address this problem, a new multi-purpose high shear liquid metal treatment technology, based on intensive melt shearing by a rotor/stator unit, has been developed. The device ensures achieving uniform temperature and chemical composition and an efficient dispersion of gas and solid phases in the melt with minimal disturbance of melt surface, and can be used, among other things, for de-gassing and de-ironing of Al-alloy melts. Efficient degassing is achieved by dispersing each argon bubble into many small ones, which significantly increases the overall surface area of the bubbles and the time they remain in the melt capturing hydrogen before reaching the surface. This allows using much lower inert gas flow and mixing times than conventional rotary degassing. When applied to Al-alloy scrap, with accumulated iron, the high shear melt treatment speeds up the nucleation and growth of primary Fe-rich intermetallic particles, allowing a faster removal rate. Therefore it reduces processing times, increasing recycling productivity, and facilitates full metal circulation of secondary Al-alloys.INTRODUCTION Aluminium and magnesium alloys are widely considered in various industrial sectors for the purpose of weight saving (Polmear, 1995). In particular, they are used in the automotive sector, where components are mostly manufactured by high pressure die casting (HPDC) because of its simplicity and relatively low cost, but efficiency and mechanical properties are quite low compared with other processes. To date, the main focus to overcome this problem has been for improving the HPDC machinery (Dahle, 2001) but little attention has been paid to the opportunities of controlling the nature and quality of the molten metal supplied to the die. In this way, liquid metal treatment, which involves a variety of physical and/or chemical processing methods to improve melt quality prior casting, is crucial for both continuous and shape casting products."

"Mining executives are becoming increasingly involved with decisions of the ""What would happen if ... "" variety. Potential changes in government policy, such as tax incentives, E.G.M.A. allowances, etc. affect the economic future of present and proposed mining ventures.This paper will discuss various measures of effectiveness normally used in assessing this future, such as discounted cash flow, etc., and will describe means of introducing uncertainty into the computations. As the recognition of risk and attitudes toward accepting it are very important in the life of a mine executive, there will be a brief discussion of utility theory and its application to risk analysis.Risk models are usually of a size to warrant the use of an electronic computer. Therefore, to demonstrate the simple interaction necessary between a financial analyst and such a model, data will be read into a remote computer from a time-sharing terminal in the meeting room. It will be shown that changes may be rapidly made and alternative policies investigated ""on line"" to a computer."

"This paper describes exploration and development to 1982 in the southern half of the northeastern British Columbia (Peace River or Northeast Block) inner foothills metallurgical coal belt. Gates Formation, Fort St. John Group, is the primary target; Gething Formation, Bullhead Group, is secondary. This part of the belt remains wilderness when compared to its other parts. Practical formational and structural mapping is described. A local problem known as the Secus Mountain or Mount Belcourt conglomerates is discussed. The three major explorers have been Denison Mines, PetroCanada, and Crows Nest Resources, all with partners. Initial mine construction and rail spur construction are continuing. The new town of Tumbler Ridge is being built. Introduction This paper describes exploration and development to 1982 in the southern half of the northeast British Columbia metallurgical coal belt. The area (Fig. 1) trends 120 km northwest from the Alberta border to the Wolverine River and Bullmoose Creek. The belt averages 15 km in width, and is 20 km at its widest. Physiographically, the area is dominated by rugged inner foothills, with relief to 1,500 m. The trend of the structures is transected by a dozen rivers flowing southwest to northeast away from the Continental Divide. The Rockies, lying immediately to the west, control the climate. One fact continues to colour all coal work in the area. When compared to the other parts of the western Canadian foothills and Rockies coking belt, it remains the least accessible and least mapped portion. Lack of access also makes all work expensive. Current activity centres about two mines in construction at the northwestern end of the area. Denison Mines and partners are developing their Quintette project, and Teck Corporation and partners are developing their Bullmoose project. PetroCanada and partners have intensively explored their Monkman-Duke Mounta,in project, but mine construction awaits better economic times. The rest of the area remains lightly explored, with the exception of some intensive work on particular structures by Denison and Petro-Canada. The focus of coal work has been metallurgical bituminous coal seams contained primarily in the Gates Formation (Fig. 2) and secondarily in the Gething Formation. These formations are found in generally en-echelon structures ranging to several kilometres in width."

"Introduction Background The Frobisher voyages of 1577 and 1578 were organized by the Cathay Company for the express purpose of finding and mining gold ore. Since publication of the Baffm expedition of Charles Francis Hallill, the location of Kodlunarn or Countess of Warwick Island, the headquarters of Frobisher's third (1578) voyage, and focal point of the largest Arctic voyage of all time, has been known to the world. Through Hall we also know the location of the Countess of Warwick Mine on Kodlunarn Island. However, the exact locations of the other mines are not known. Of the ""ore"" we know little. Pieces of the original ""black stone"", once as large as ""a half-penny loaf' have now disappeared altogether. Specimens collected at random from the repository of shipments in England and from loose rock on Kodlunarn Island were termed, respectively, ""hornblende pyroxenite"" and ""amphibolite"" and from a locale about 200 yards from Kodlunarn as (hornblende) ""pyroxenite""121. However, it is uncertain whether these specimens are representative of Kodlunarn or of the other mines, although Blackadar131 notes that, in the northern trench of Kodlunarn, biotite gneiss contains lenses and bands of amphibolite. The ""gold"" itself is even less well defined. It has long been accepted that gold was virtually absent in Frobisher's ore. The ""gold"" has been termed pyrite, biotite and both biotite and pyrite together. Even t h e word "" marquesset"" , which appears and reappears in contemporary descriptions, is nebulous and is defined as ""a stone participating in the nature of some metal, yet in so small quantity, that the metal cannot be melted from it"" (0.E.D., definition of 1616)."

"The nickel deposits of Sudbury, discovered in .1885, have probably commanded as much attention as any single group of orebodies in the world. They have been the major source of the world's nickel supply since 1903, when their production first surpassed that from the Pacific Island of New Caledonia. From 1903 to 1914 the production from New Caledonia remained essentially constant, whereas that from Sudbury increased from 13,000,000 to 50,000,000 pounds a year. After 1914 the production from New Caledonia gradually dropped to about 4,000,000 pounds in 1919, where it remained until 1923. During these years the Canadian production increased steadily and since 1923 has gone up at an amazing rate to a peak of over 280,000,000 pounds in 1941. Meanwhile the New Caledonia production increased to about 10,000,000 pounds until the pressure of war raised it to roughly 14,000,000 pounds a year.The Sudbury deposits, because they have been the source of 80 per cent of the world supply of nickel, because of their economic importance to the world of metals, and because they are geologically unique in their occurrence, structure, and genesis, have attracted foremost consideration and the literature relative to their geology is voluminous. This is particularly true in regard to genesis.There is a significant and interesting parallel in time between the advancement of the science of economic geology and the great expansion of the nickel industry. The controversies regarding the fundamental classification of orebodies into generalized types were in full swing during the height of the development and expansion of the great nickel mines, and the Sudbury deposits, being the most important and the only ones of the sulphide type extensively developed, have been the chief source of information in regard to this type. The observations and the conclusions drawn thereon from numerous studies of the various mines of the district have not only influenced, but are the essence of, this chapter of the science."

"The Voisey’s Bay mill processes a high-grade pentlandite and chalcopyrite ore in a largely pyrrhotite/troilite matrix. From 1994 to 1997, circuit development focused on making a 14% nickel concentrate. When flowsheet development resumed in 2001, the target grade was raised to 20% ni. initially triethylene tetramine and sulfite pyrrhotite depressants were used in a lime circuit, but by recycling process water and the contained thiosalts, the required nickel grade was made without depressants. construction of the mill was fast-tracked, with start-up in september 2005. ramp-up was faster than other recent nickel installations, with tonnage being limited by concentrate dewatering due to higher-thanexpected ore grades.RÉSUMÉ l’usine de traitement de Voisey’s Bay traite un minerai à teneur élevée en pentlandite et chalcopyrite dans une matrice formée surtout de pyrrhotite/troïlite. By the end of 1995, the ovoid had been well explored, and at that time was thought to have a reserve of at least 30 million tonnes (Mt), with an average grade of 2.83% ni and 2.0% cu (naldrett, singh, Krstic, & li, 2000). Drilling to the east of the ovoid indicated the presence of significant mineralization. in June 1995, inco limited bought a 25% share in the Voisey’s Bay nickel company (VBnc), which was a subsidiary holding company set up by Diamond Fields. inco also bought 8% of Diamond Fields and negotiated the right to sell all the nickel produced from VBnc for 20 years as part of this agreement. in april 1996, inco bought Diamond Fields and acquired the remaining 75% of VBnc shares."

"A qualitative and quantitative analysis of the new Al-Ca-Mn-Fe phase diagram in the region of the aluminium corner is carried out using both thermodynamic calculations and experimental methods. Using the obtained data, the principal possibility of creating both cast and wrought sparingly alloyed aluminium alloys with calcium, manganese, scandium and zirconium at allowable iron contents of up to 0.4% that do not require solution treatment and quenching is justified. At the selected concentrations, the entire amount of manganese (1%) is practically included in the aluminium matrix, while calcium (~2%) and iron are in the multiphase eutectic, which has a fine structure. The joint introduction of 0.25% Zr and 0.1% Sc into the alloy leads to precipitation hardening due to the formation of the L12-Al3(Zr,Sc) phase during annealing. Based on the experimental data for the model multicomponent Al2CaMnFeZrSc alloy, it is shown that such alloys can combine high mechanical properties and good manufacturability during both casting and metal forming. This is due to the combination of a narrow temperature range of solidification with a fine eutectic structure.INTRODUCTION Hardening in branded aluminium alloys (both cast and wrought) is generally achieved by heat treatment of the T6 type, including quenching and artificial aging (Zolotorevskiy, 2007; Kaufman, 2004; Mondolfo, 1976). Heat treatment significantly increases the cost of the final products. Therefore, industrial companies are interested in developing alloys that can be hardened to the desired level without quenching. To solve this problem, alloys with scandium are the most suitable (Toropova, 1998; RØyset, 2005). This element (usually in an amount of ~0.3%) is one of the most effective hardeners in aluminium alloys, due to the formation of Al3Sc (L12) phase secondary precipitates, the size of which is less than 10 nm (Knipling, 2010; Fuller, 2005). These nanoparticles are formed during the annealing via decomposition of the supersaturated aluminium solid solution (hereinafter referred to as (Al)). This feature allows us to significantly increase the strength of aluminium alloys by simple annealing (at ~300°C), i.e., without heat treatment, including quenching. However, scandium is a very expensive metal, so its use as an additive is severely limited. The most effective method is the introduction of scandium together with zirconium (Lefebvre, 2009; Booth-Morrison, 2012). The optimal combination is the introduction of ~0.1% Sc together with 0.20–0.25% Zr, which, according to (Belov, 2006), gives approximately the same strengthening effect as the introduction of 0.3% Sc."

"A significant area of Outotec’s business involves fluidized bed roasting. With several decades of experience, more than 300 reference plants and strong R&D capabilities, the company provides several industries with optimum processing solutions. Applications include oxidation and sulfation of sulfides found in copper, pyrite and zinc concentrates. Gold production and de-arsenifying roasting are also within this scope. This paper describes the latest furnace developments and includes novel trends. Moreover, hot and wet gas cleaning systems are examined focusing on unit operations related to the removal of components such as dust, SO2 for sulfuric acid production, fumes, halides, Hg, hydrocarbons, nitrous oxides and metals.INTRODUCTIONGenerally, when defining roasting processes, it can be stated that the respective primary pyrometallurgical reaction is exothermic, of gas-solid nature and relates to a value solid product. These processes are a key focus within Outotec’s scope and include: (i) dead roasting (ii) sulfating roasting (iii) partial de-arsenifying roasting and (iv) two-stage, de-arsenifying roasting.Dead roasting involves the oxidation of a given sulfide, thus allowing for a subsequent leaching process, and has been applied to producing ZnO. Dead roasting of pyrite has also been extensively utilized with a primary goal of producing sulfuric acid. In contrast, sulfating roasting involves converting a sulfide to its sulfate, enabling a selective sulfation of components, such as Cu or Co, and their separation from ferrous components during leaching (produced sulfates are soluble). Partial roasting involves partially oxidating the metal sulfide to its oxide with the simultaneous production of gaseous As4O6, which is handled during gas cleaning. The solid product, containing hardly any As, is rich in S and can be fed to a respective smelter (e.g. in the case of Cu). Alternatively, if the production of oxide is required, a dead roasting step is added after the partial roasting step, with the overall process considered as two-stage roasting."

"Development of a process for the treatment of a nickel copper matte rich in the minerals heazlewoodite, chalcocite and bornite has demonstrated significant base metal recoveries and metal separation efficiencies. The determination of chemical and mineralogical changes occurring in the individual leaching stages in laboratory experiments has enabled a better understanding of the complex leaching chemistry. The chemistry and mineralogy of the piloting and laboratory processes are discussed.INTRODUCTIONThe nickel-copper sulfide ores of the South African Bushveld Complex are among the most important Platinum Group Metal (PGM) bearing ores, and contain the world’s largest reserves of platinum. The treatment used in the recovery of PGMs from these ores includes three types of processes, namely ore concentration using physical techniques such as flotation and gravity separation, concentration by pyrometallurgical means, hydrometallurgical extraction of the base metals followed by the PGMs. Following milling of the ore, flotation involves the separation of high value minerals from gangue by taking advantage of the differences in their hydrophobicity. These differences are generally maximized through the use of a surfactant or wetting agent. Concentrates are then thermally treated and melted which brings about physical and chemical changes that enable the recovery of base metals and PGMs. The main aim of the smelting and converting process is to separate and eliminate the valuable metals from the bulk of the unwanted gangue and essentially all of the iron and to concentrate the metal VALUES (into a high grade converter matte. The matte can be further enriched by magnetic separation, producing a PGM-rich magnetic fraction and a base metal-rich non-magnetic fraction. The magnetic fraction is treated by hydrometallurgical processes to produce a PGM concentrate which is further refined to separate and purify the individual metals. The non-magnetic fraction is treated to produce marketable metal VALUES (such as nickel, copper, cobalt and to a lesser extent PGMs. The principal objective of any hydrometallurgical extractive process is to leach the desired elements selectively into an aqueous phase so as to separate them from the bulk of the material. IN the year 1933, workings at the No. 12 colliery, New Waterford, of the Dominion Coal Company, Limited, had advanced to a point where additional ventilation would soon be required. Furthermore, development of the mine was being .made to practically double the output of coal. Consequently, authorization was given to sink a shaft to the workings. The location selected is on the west side of the mine, about one and a half miles from the slope mouth and on the Low Point shore, some 250 feet from high-water mark. The cliff at this point is 40 feet high, with the land rising on a slope of about 5 per cent to the shaft. Figure 1 shows the location with reference to the colliery workings. The strata through which the shaft was to be sunk were pretty well known from diamond-drill borings previously made, and it was believed that water would be encountered to a depth of at least 250 feet to 300 feet. It was planned, therefore, to seal-off the water by the pumping of cement grout under high pressure. This method was considered to be the most economical means of handling the water during sinking, and would also result in a permanently dry shaft. Figure 2 shows a cross-section of the strata. The permanent shaft hoist and fan were to be electrically driven, which would necessitate the construction of a transmission line between the colliery and the shaft; therefore, it was arranged that the sinking equipment would have electric drive. As all equipment, materials used in construction, and supplies were to be hauled by truck, a roadway 1,800 feet long was required from the main highway to the site, and as heavy loads would be hauled during the fall, winter, and succeeding spring, this road was ballasted with 18 inches of clinkered material obtained from a burned culm bank one and a half miles distant. Actual field work was begun by the Company's own forces early in October. Work preparatory to sinking-in addition to the roadway and trans-mission line-included the construction of the reinforced-concrete shaft collar and fan drift connection; the permanent timber headframe (which was to be used also as the sinking headframe); the permanent reinforced-concrete building to house the shaft hoist and fan drive; and the erection of temporary buildings and installation of all equipment for sinking and lining the shaft and for cementation.

In the early explorations of the Northwest, the search for minerals played a not inconsiderable part. The first episode had its disillusioning sequel. Sir Martin Frobisher, in 1576, sailed up that bay in Baffin land now known as Frobisher bay, thinking that he had the coast of Asia on his right hand. He brought back from this expedition a piece of 'black earth' from Hall island, from which an alchemist by coaxing nature, or his own conscience, obtained gold. A second expedition of three ships was fitted out in 1577, and a third of fifteen ships in 1578. The ships were loaded with this 'black earth', which on subsequent investigation was found to be worthless, and interest in minerals for the time being ceased. In 1612 Hall and Baffin went in search of a gold mine near the Arctic circle on the west coast of Greenland, reported to be worked by the Danes. They found old workings, but no ore. To come nearer the Hudson Bay area, it is noteworthy that the charter granted by Charles II to the Hudson Bay Company in 1670, as a result of the explorations of Radisson and Groseillers, was given "-in consideration for their having at their own cost and charges undertaken an expedition to Hudson bay in the northeast parts of America, for the discovery of a new passage to the South sea, and for the finding of some trade for furs, minerals and other considerable commodities, and of their already having made by their undertakings such discoveries as did encourage them to proceed farther in pursuance of the said design, by means whereof there might probably arise great advantage to the King and his Kingdom - ".

Accompanying global energy shortage and high energy prices, shale gas has been the focus of exploration and it has attracted great attention from both academia and industry. The combination of horizontal drilling and hydraulic fracturing enables the extraction of huge quantities of shale gas from impermeable shale formations. During the process of hydraulic fracturing, great amounts of water, sand and chemicals must be injected into the shale formation at a high pressure, which may trigger seismicity. Such events could occur due to the presence of faults or the reactivation of these potential faults. Shale is the main component of source rock in the Sichuan Basin, China, and has the greatest contribution to the natural gas of the basin. In order to investigate the fracturing mechanism of shale in the Sichuan Basin, China, a series of rock fracture tests under triaxial compression were carried out in the laboratory in order to investigate the hydraulic fracturing behavior in relation to the seismicity. Based on the high multichannel waveform recording system, the detailed spatio-temporal distribution of acoustic emission due to micro-cracking was used to examine the deformation and fracture behavior of shale. In addition, the effects of confining pressure on the deformation and fracture in shale under triaxial compression by acoustic emission monitoring and X-ray computed tomography were discussed in the paper. The experimental results indicate that the shale samples demonstrate brittle fracture behavior. The confining pressure has a great effect on the complexity of the fracture planes and the spatial distribution of acoustic emissions, but few contributions to the location of the major hydraulic fracturing plane. The foliation of shale plays a dominant role in the rupture process and the geometry of the major hydraulic fracturing plane. The high confining pressure increases the strength and restrains the deformation of shale during compression process. These results shed some light on the understanding of onset of hydraulic fracture initiation not only for shale gas exploration and production, but also for CO2 geological storage and underground energy storage.

DURING the past fourteen months, dust surveys have been made at thirty-six mines in the Province. These surveys are made to determine the concentration of dust in the mine atmosphere, the flow of air through the mine, the methods adopted to prevent the generation of dust, and the measures taken for its elimination. When high concentrations of dust are encountered, suggestions are given for its prevention ?and elimination wherever possible. Dust sampling is absolutely necessary to determine the effectiveness of any measure taken in the prevention and elimination of dust in the mine workings. Consequently, more time has been spent on this phase of the work than on any other. The apparatus used is the Devers circular konimeter and Zeiss microscope. At various mines, the Zeiss konimeter is used, and the dust counts taken by the two instruments have given results that are closely comparable; so much so that either instrument can be used with confidence and the results obtained will compare in accuracy with those obtained by the methods used in Ontario and South Africa. Before the Workmen's Compensation Act Amendment Act was passed in November, 1936, most of the mine operators were already keenly interested in the prevention of silicosis. This interest has been intensified at all the mines, and measures have been adopted to decrease the amount of dust in the mine atmosphere. Several operators have spent a large amount of time and money in bettering these conditions, and have met with decided success. Practically all others are adopting the known methods of prevention, suppression, and elimination of dust, that apply to their ?particular mines. To prevent the production of dust in underground workings should be the first, as it is the most important, aim, especially during the time the men are underground. An atmosphere free of dust cannot be obtained, but measures can be adopted to lower the concentration that is found? in the average mine.

Early in my term of office it was announced that my Presidential Address would make particular reference to the subject of Mine Taxation in Canada. With this purpose in view there was drafted a Balance Sheet and Earnings' Statement of a Gold Mining Company. This in turn was submitted to the Dominion Income Tax Authorities in Ottawa and to the Minister of. Mines of each of the several Provinces of Canada. The response to the invitation was not as complete as we had hoped it would be, but the figures that were obtained will be presented during the present meeting, and they constitute, I hope, a sufficient basis for extended study and additional enquiry during the year to come ( 1) . In the form letter that accompanied our request to have the submitted earnings assessed, I made the following assertion: "In this work we have three objects in mind. 1.--We will get direct comparison between the different Provinces in Canada. 2.-We will in this way educate our members concerning taxation as it affects the mining industry. 3.-We will publish the details as to how the assessment is calculated by each body, so that a Mine Manager in the most remote district will have a ready reference to guide him in his annual return to the taxing bodies. As things stand, there is no intention of making this a basis for a critical attack on the present rates assessed. It is intended as an authoritative summary of actual conditions as they presently exist".

The purchase of mechanical equipment for mines is not unlike the purchase of other materials or supplies in general principle, but on account of the major part such equipment plays in the operations, and of the fact that life and valuable property are at stake, the matter demands the most careful attention on the part of the purchaser. The problems and difficulties encountered are dealt with below in their sequence in the purchasing procedure. Requisiting Although it is quite a common practice to submit a tentative specification of requirements to recognized manufacturers of equipment- soliciting alternative propositions or recommendations for study in the selection of certain equipment-as a rule the first step in purchasing procedure is the requisition. Primarily, it is the form that carries to the purchasing department the record of equipment wanted. A full and complete description or specification, and accuracy of record, are the important points to be insisted on in a requisition. Too much attention cannot be given to this detail, as this is one of 'the most important phases of purchasing work. Incomplete information, either in specification or detail, leads to delay in handling the requisition, and, if not detected in the purchasing department, may mean receipt of material which cannot be used for the purpose intended. In addition to description of material or equipment to be ordered, the requisition should also show where or what the equipment is for, whether for operating or new work. If for capital account, the number of the authority for expenditure should be given for record and distribution purposes.
