"Starting January 1, 1987 employers, employees, and other taxpayers are confronted with a new set of rules dealing with the taxation of travel and housing benefits relating to isolated posts in Canada, and tax deductions relating thereto. The new rules may not be the simplest in the world, but they are reasonably fair and at least offer a hitherto unknown degree of certainty as to how such allowances are to be treated. IntroductionThe first shoe fell on February 26, 1986 when Finance Minister Michael Wilson' s first budget presented the framework for the future tax treatment of travel and housing benefits (so-called ""northern allowances"") provided to residents in remote regions of Canada. The second shoe fell some ten months later on December 22, 1986 when the Minister of Finance filled in the earlier announced framework with detailed rules. We now have a complete picture of the tax treatment of northern allowances. Here is what the picture looks like with effect from January 1, 1987.According to Revenue Canada, the net housing benefit to employees will be equal to the value of the accommodation provided, less any rent they have paid. In major centres such as Yellowknife and Whitehorse, having a developed rental housing market, the benefit amount will be based on the fair market value of the rental accommodation in that location. In other areas, employers will be required to value the housing benefits and, to assist employers, Revenue Canada has provided the following guidelines: Common shelter- $100 per month including the value of subsidized utilities Apartment! duplex-$270 per month excluding the value of subsidized utilities, or $400 per month including the value of subsidized utilities House-$450 per month excluding the value of subsidized utilities, or $650 per month in- c1uding the value of subsidized utilities.The amounts established as the values of accommodation will be adjusted annually after 1987 based on the housing component of the Consumer Price Index."

Information technology (IT) initiatives in the past have tended to be sold on their ability to maximize resource output and return on capital by using assets more effectively and efficiently. Many IT projects fail, not delivering return on their investment. This is known in the IT industry as the ?productivity paradox,? where increasing investments in IT do not result in comparable increases in productivity. Experiences and studies of most business sectors reveal that this paradox is rooted in the false assumption that more IT spending automatically results in financial benefit, whereas the true source of benefits is in how effectively IT is used. Most business sectors have accepted that the reengineering of processes is required to gain the full benefits promised of IT. A mining operation has organizational processes similar to most business sectors but unique operational processes. The lessons of changing business practice in more common business processes such as inventory control and customer-supplier relationships can be adequately transposed into a mine. The unique operational processes in mines, in turn require unique redesign efforts. Several enabling information technology opportunities have recently become available, such as more integrated mine production management systems and tactical manger training simulators. This paper reviews the latest IT products and ou lines the processes and kinds of change that will be required in order to benefit from these new investment options.

THE iron deposits of central Labrador occur within a relatively small area, herein called the Knob Lake Iron Range, in which a northwest-trending series of low hills and ridges defines the height-of-land at the boundary between provinces of Quebec and Newfound-land. Approximately two-thirds of the deposits are in Quebec and the remainder in Labrador, with several deposits straddling the inter-provincial boundary. These deposits are being exploited in open-pit mines by the Iron Ore Company of Canada centered at Schefferville, Quebec. Since 1954 this company has produced more than 56 million tons of iron ore to become Canada's leading iron ore producer. With indicated reserves of more than 375 million tons of direct-shipping ore and large tonnages of iron formation amenable to beneficiation, this mining district is assured of a long life. This paper describes the Knob Lake iron ores and their geological settings and stresses the features that lead to a better understanding of their origin. The

"Along the process of defining the fundamentals of a ferronickel project, several questions require proper answers from the very beginning such as the size and characteristics of the laterite deposit (oxide or silicate), the mineralogical variability, and the selection of the most valuable process route. In general, these elements will be defined along the progress of the exploration and feasibility studies, and definitive engineering. Also, from the very preliminary estimates, three questions are very common: what should be the plant capacity (annual tonnes of contained nickel), what will be the probable capital required (CAPEX), and what will be the estimated timeline (schedule) between the initial stage, say the feasibility study and the plant start-up and ramp-up to designed capacity. The accuracy of the capital cost estimates also progresses along the different stages of development from ±50% at the Preliminary Economic Assessment (PEA) stage down to ±5% for the Detailed Engineering and Construction stage. These accuracies of estimates have been, in some ways, accepted by the mining community and investors. The industry accepted benchmark for ferronickel projects in terms of CAPEX are then in the order of US$50,000 per tonne of nickel contained in the FeNi product. In this paper, the authors analyze in some details three ferronickel projects for lateritic ores that have selected the Rotary Kiln - Electric Furnace (RKEF) as the suitable technological route and have started production in the period 2006–2016. Some key aspects of the ferronickel projects are examined: 1) size and type of deposit; 2) flowsheet selection; 3) evolution of capital cost as a function of capacity from the feasibility stage to construction; 4) comparison between planned production scale and actual ramp up; 5) estimated capital expenditure (CAPEX) compared with actual figures; 6) nickel price evolution and timing of the approval for the project to proceed to construction and production start-up. The objective of this paper is to identify key elements that should be addressed in future projects and that are proposed as benchmark figures for similar projects."

Findings indicated that chemical characteristics of fine tailings (water chemistry, degree of dispersion) do not have a significant impact on their compressibility behaviour and have only a small influence at high void ratio (low effective stress). The biggest advantage of non-caustic fine tailings and treating caustic fine tailings with coagulant is an increased initial settlement rate and slightly increased hydraulic conductivity at higher void ratios. Thereafter, compressibility and hydraulic conductivity is governed by effective stress.

"Human factors (HFs) play an important role in the mining and mineral industry, affecting operational and maintenance efficiency and safety. Despite the introduction of new technologies and automation in this sector, it is well known that a significantly large proportion of total human errors occur during the operation and maintenance phase. A comprehensive literature review of HFs across several industries is provided. From this review, the impact of HFs on operation and maintenance is summarized, with a focus on what the mining industry is currently doing and what opportunities exist for additional improvements. Future research directions and themes are also identified.RÉSUMÉ Les facteurs humains (FH) jouent un rôle important dans l’industrie des mines et des minéraux, en ce qu’ils affectent l’efficacité et la sécurité de l’exploitation et de l’entretien. Malgré l’apparition de nouvelles technologies et de l’automatisation dans ce secteur, il est bien connu qu’une grande partie des erreurs humaines (EH) se produisent durant une phase d’exploitation et d’entretien. Cet article propose une analyse documentaire approfondie des FH dans plusieurs secteurs. L’impact des FH sur l’exploitation et l’entretien est résumé à partir de cette analyse, une attention particulière étant accordée à l’évolution de l’industrie minière et aux possibilités d’améliorer davantage ses activités. Sont également identifiés les futurs thèmes et voies de recherche.INTRODUCTIONDuring the past several decades, the mining industry has focused on improving equipment, machinery, and methods that have led to more advanced hardware and software, equipment with higher reliability and productivity, and other technological advancements. These actions have improved safety and productivity and have reduced casualties and maintenance workload. Although today’s mining equipment and machinery are technologically advanced and highly reliable, the risk of accidents is still relatively high and key performance indicators have not improved significantly compared to other industries (Sorensen, 2012). A prominent reason could be due to insignificant integration of human factors (HFs) as part of planning, operation, and maintenance activities. The current mining system is a people system, and inevitably HFs and human error (HE) figure prominently in all aspects of this industry. Even the most advanced technologies and innovations require operators and maintainers with significant knowledge and skill, which could increase the potential for HE."

"Résumé - Cette étude porte sur l'altération de la matière organique et des argiles dans les boues carbonatés dévoniennes du faciès ""F"" de la Formation de Pine Point et ses équivalents stratigraphiques la Formation d'Evie et l'unité bitumineuse de la base de la Formation de Horn River. La matière organique se compose principalement de bitume solide et de quelques fragments de fossiles (organo­ clastes). La majorité des échantillons ne renferment que de l'illite et des interstratifiées illite/smectite.Si on compare les températures d'homogénéïsation (Th = l00°C) des inclusions fluides de la sphalérite et des dolomites associées à la minéralisation aux températures estimées à partir de la réflec­ tance de la collinite (84°C à ll7°C), l'on ne peut pas conclure à la présence d'une anomalie ther­ mique dans le district minier de Pine Point. De plus, la réflectance des organoclastes n'est pas plus élevée dans le district minier de Pine Point que dans les localités plus éloignées des gîtes. L'analyse des minéraux argileux conduit à la même conclusion : aucune anomalie thermique n'est décelable dans les unités échantillonnées à l'intérieur du district minier de Pine Point quelque soit l'indicateur utilisé.La kaolinite et la matière organique altérée, affichant des valeurs anomales de sa réflectance, se trouve essentiellement en présence de soufre et de sulfures. Cela suggère une origine authigène de la kaolinite et une altération de la matière organique reliées au phénomènes de minéralisation.Abstract- The alteration of organic matter and clays is studied in the Devonian Pine Point Formation carbonate muds, ""F"" facies, and its lateral equivalents the Evie Formation and the biturninous unit at the base of the Horn River Formation. The organic matter is mainly composed of solid bitumen with few fossil fragments (organoclasts). Most samples contain only illite and mixed layer illite/smectite.If we compare the Th(l00°C) from fluid inclusions of sphalerite and dolomites associated with mineralization to the temperatures calculated from the reflectanœ (Ro) of the collinite (84°C to 117°C), we cannot detect a thermal anomaly in the Pine Point mining district. This result is based on the reflectance values of organoclasts from the mining district that are not higher than those reflectance values measured on organic matter (OM) away from the ore deposit. A similar conclusion is reached from the clay study: none of the parameters used allow us to identify a thermal anomaly in the samples from the mining district.The kaolinite and the altered OM showing anomalous Ro values mainly occur with sulfides and sulfur. This association suggests an authigenic origin for the kaolinite and an alteration of the OM due to the mineralization events."

"Newmont’s Mike prospect, currently undeveloped, is a blind Cu-Au(-Zn) deposit on the Carlin Trend, containing >8.5 M oz. Au, 1027 M lbs. Cu, and 809 M lbs. Zn as Carlin-type gold and polymetallic Cu-Zn minerals in Paleozoic lower-plate carbonates and shales. This project was undertaken 1) to examine the effectiveness of different lixiviants for leaching the Mike supergene Cu-Au ores via bottle roll tests, and 2) to determine what ore minerals resist dissolution in each leaching agent by comparing the mineralogy and chemistry of head and tail samples. Sulfuric and sulfurous acids were used to leach copper and cyanide was used to leach gold. Thiourea, glycine, and other lixiviants were used to leach both base metals and precious metal. QEMSCAN and SEM study of six samples of different ore types and grades indicate that the Au occurs as varieties of native gold, including auricupride and electrum. Major Cu minerals are native Cu, cuprite, malachite, chrysocolla, and conichalcite (Ca-Cu arsenate), with locally significant Cu in jarosite and goethite. Gangue mineralogy is dominated by quartz, sericite, chlorite, alunite, smectite and kaolinite, K-feldspar, and iron oxides (sensu lato). Results of bottle roll tests and leach residue mineralogy will be presented and discussed at the conference.INTRODUCTION Resource and Geologic Setting The Mike deposit is a large, blind Cu-Au(-Zn) deposit in the Maggie Creek district of the Carlin Trend of Nevada, USA, near the Gold Quarry mine (Figure 1). The mineral inventory, based on drilling, is 8.568 Moz. Au, 1027 M lbs. Cu, and 809 M lbs. Zn at average grades of 0.72 g/t Au, 0.34 wt% Cu, and 2.13 wt% Zn (inventory for a cone at $400/oz Au and $0.80/lb Cu by Norby and Orobona, 2002)."

"Coals from the Corporation's Lingan and No. 26 mines are classified as high-volatile A bituminous, with a very low inherent ash and containing a/l essential properties to provide metallurgical coal, with the exception of a high sulphur content. Only through proper cleaning at low specific gravity can the pyritic sulphur fraction of the coal be liberated to an extent where final sulphur meets coking standards. This first section of the paper deals with the operation of a Dutch State Mines heavy-media cyclone circuit to achieve an actual separation in the region of 1.30 specific gravity. A discussion of the parameter of control which must be applied along with an appraisal of the results obtained is included in the paper.IntroductionVery high fluidity and unusually low ash are the outstanding characteristics of coal from Devco's mines in the Harbour seam of the Sydney coal field.However, sulphur content, mainly pyritic, ranges from 1 to 2.5070. To obtain the low and consistent sulphur level required in metallurgical coking coals, preparation at low specific gravity is required .Metallurgical coke is used as the fuel in an iron blast furnace. Its sulphur content largely determines the quantity of slag required to remove it and therefore influences furnace productivity and unit costs.Typical data on the various coal properties of importance in the production of coke are included in Table I. Necessity of Low-Gravity SeparationThe design of any coal preparation plant requires the study of washability properties of the coal to be treated to determine the quantity and quality of coal produced at a given specific gravity along with the difficulty in accomplishing that separation.Their low ash content allows the important washability aspects of Harbour seam coals to be represented by sulphur! specific gravity curves (Fig. I). This particular example indicates that a yield of 54.5% is attained, at a sulphur content of 1.20%, for a perfect separating device operating with a 1.29 S.G. cut point.Material rejected from this separation still contains usable coal, which is recovered as middlings by separating at a higher gravity."

Abstract - Regional and orientation geochemical stream sediment surveys were carried out by the Quebec Department of Energy and Resources in southwestern Quebec, over a part of the Mont­ Laurier Terrane of the Grenville Province. The area contains some small stratiform zinc deposits. The response of Zn mineralization to geochemical surveys is weak; the known mineralization is not defined by anomalous samples and consistent patterns. This study uses a technique that increases the geochemical signature of Zn mineralization in filtering out geochemical background components related to lithologies and surficial conditions. The background variations were modelled using principal component analysis, and the filtering technique consists of the partial reconstruction of the data matrix from results of principal component analysis . The filtering procedure considerably enhances the Zn anomalies located in the catchment basins of Zn deposits, and defines some new anomalies in proximity to the marbles of the Mont-Laurier Terrane, the principal metallotect of Zn mineralization.

"Income based taxes are significant cost elements to be considered in evaluating investment in new mine development. This paper presents the results of comparative analysis of effective income-based tax rates for mining in the Northwest Territories (NWT), selected Canadian provinces and international jurisdictions. The study was done as background to a review of royalty regulations for the NWT. ObjectiveThis paper presents results of comparative analysis of effective mining royalty1 rates, and combined effective mining royalty and income tax rates on selected mine models for the Northwest Territories (NWT), with those for several other jurisdictions in Canada and abroad which compete with the NWT for mining investment.BackgroundThe February 27, 1995 federal budget directed the Department of Indian Affairs and Northern Development (DIAND) to proceed with a comprehensive review and amendments to northern natural resource management legislation in order “to increase revenues and ensure a fair return to the Crown.” DIAND is responsible for the administration of the Territorial Lands Act, and its regulations.The Territorial Lands Act gives the Governor-in-Council the authority to “… make regulations for the leasing of mining rights in, under or on territorial lands and the payment of royalties therefor,…”. In the NWT, the Canada Mining Regulations (CMR) provide for the disposition of mineral rights for most minerals, other than coal, petroleum and related hydrocarbons, in return for the payment of a royalty to the Crown.As part of this review of the NWT mining royalty regime, several computer mine models were developed and tax regimes in a number of jurisdictions were analyzed. Effective mining royalty rates, and the combined effective mining royalty and income tax rates were compared across the jurisdictions. The results presented in this paper are a part of the background work done in preparing a discussion paper on proposed changes to the NWT mining royalty that is expected to be released for public consultation in the very near future."

DURING the development of froth flotation for the treatment of sulphide ores, a certain amount of information was collected about a few of the nonmetallic minerals, and occasionally the gangue minerals in the sulphide ores showed an embarrassing tendency to float. However, for many years efforts were expended to develop reagents that would cause wetting and depression of these minerals. Among the nonmetallics, the minerals sulphur, graphite, and talc probably should be classified as 'natural floaters', and perhaps sericite. They respond to almost any type of flotation reagent, and their beneficiation by flotation had been attempted years ago. Flotation of sulphur is now common practice, and graphite was concentrated during the World War in many mills, most of which have now closed down. A talc mill has just been constructed, and another may soon be erected. Second to the 'natural floaters' come the 'easy floaters', cassiterite, fluorite, barite, mica, colloidal gangue, and paper pulp from white water of paper mills. That these materials responded to some of the early flotation reagents, as oleic acid, has long been known; occasional references to their behaviour are found in the very early flotation literature and in that of today. In general, however, nonmetallic minerals, valued at $2.00 to $15.00 per ton, have for a long time been regarded as cheap products and not worth much beneficiation. Consequently, only high-grade natural deposits suitable for direct mining and sale have been gouged out. Furthermore, the mining of these minerals has too frequently been in the hands of 'super-practical' men-men of no technical or other training, willing to work for a very low compensation. From the social standpoint, nonmetallics has been the field for small, untrained enterprisers with little money to spend on plant or equipment. But times have been changing. The impact of technically trained men on the old industry has revealed appalling losses and inefficien-cies and proved the value of processing materials discarded or avoided by the old regime.

To increase drill fleet capacity and meet increased ore demands at its Carol Lake Project, the Iron Ore Company of Canada initiated a program in 1975 to convert the Gardner-Denver 120 and Bucyrus-Erie 60-R rotary drill fleet from 12 1/4-inch-diameter multi-pass drilling to 15-inch-diameter single-pass drilling. This paper will examine briefly the conversion program , including some tests and results, and examine how the utilization of the 15-inch-diameter blast-holes, coordinated by a comprehensive drilling and blasting program, has improved the drilling, blasting and drilling-plus-blasting aspects of the mine operations, from both economic and operational viewpoints.

THIS paper will present a review of the mining operations of one of Canada's most lately established gold mining districts (1). The history of the Little Long Lac and Sturgeon River areas is interesting in view of the fact that, although they have long been the scene of a certain amount of mining activity, they remained little more than an uninhabited wilderness until 1933, since which time ten producing gold mines and mills have been established in permanent operation, eight of these having entered production since the beginning of 1937. As complete a background as possible will be given concerning the major influences having a bearing upon living and economic conditions in the mining communities. The object, here, is to show the diversity of problems which demand the attention of the operator starting up and operating a new mine in present times, and to indicate the ways in which these problems are successfully met in this district. A description of the power facilities and plant equipment will be followed by a summary of the problems encountered and methods applied in exploration and development. This is to aid in forming a background showing the circumstances which influence the mining methods and costs of the various operations. The paper will conclude with a description of the mining methods used and the costs of the operations, including summarized analyses of the stoping methods and mining conditions. The various phases of operation will be dealt with separately, in so far as this is possible, in order to present clearly the salient features. It is necessary, however, that the reader bear completely and constantly in mind the fact that in actual operations these phases arc, to a large extent, intimately related and greatly affect each other, as well as being, in turn, affected by other circumstances beyond the control of the operator. A few of these circumstances are: capital available during the development period and early stages of productive operation; strength of rock comprising the ore and its boundary walls; grade, size, shape, and location of ore-bodies; and many other natural items which must be carefully weighed in relation to the details of operation.

Abstract-Most large skarn deposits are zoned in both space and time relative to associated intrusions. Zonation occurs on scales from kilometers to micrometers, and reflects infiltrative fluid flow, wallrock reaction, temperature variations, and fluid mixing. The most spectacular examples of skarn zonation usually occur at the skarn-marble contact, where transitions between monomineralic bands can be knife sharp. Other small-scale examples occur in zoned veins and individual mineral crystals. Although, visually striking and scientifically interesting, in mineral exploration these small-scale variations are less useful than deposit- or district-scale zonation. In most skarn systems there is a general zonation pattern of proximal garnet, distal pyroxene, and vesuvianite (or a pyroxenoid such as wollastonite, bustamite, or rhodonite) at the marble front. As well, individual skarn minerals may display systematic color or compositional variations within the larger zonation pattern. Such patterns are reviewed for 14 well-studied examples of Cu, W, Sn, Au, and Zn-Pb skarns. In addition, many deposits have endoskarn or other alteration of the associated intrusion, and recrystallization or other subtle changes have occurred in the surrounding wallrocks. Copper skarns, such as Mines Gaspé in Quebec and Big Gossan in Irian Jaya, have high ratios of garnet:pyroxene and are zoned outward from the intrusion, to garnet, to pyroxene, to massive-sulfide replacement and vein deposits. Garnets in Cu skarn are Fe-rich and change from dark red-brown near the intrusive contact to paler brown, green, or yellow in distal locations. Pyroxenes in Cu skarns are pale and diopsidic near the intrusion, and become darker and more Fe- and Mn-rich away from the intrusion. Tungsten skarns, such as Salau and Costabonne in France and Pine Creek and Garnet Dike in California, have intermediate ratios of garnet:pyroxene, are more extensive vertically and along strike than perpendicular to the intrusive contact, and have zonation patterns commonly complicated by overprinting of metamorphic lithologies. In W skarns, garnet is commonly subcalcic and the pyroxene is Fe-rich, reflecting particularly reducing wallrocks or great depth of formation. Tin skarns, such as Dachang in China and Moina in Australia, also can have subcalcic garnet and Fe-rich pyroxene, but this reduced mineral assemblage typically is due to an association with reduced S-type granites. Tin skarns differ from most other skarn types in having a late greisen stage that may replace earlier Sn-bearing calc-silicate minerals, thus liberating Sn to form cassiterite. Many high-grade Au skarns, such as Hedley in British Columbia and Fortitude in Nevada, have low ratios of garnet:pyroxene and are associated both with reduced plutons and reduced wallrocks. Goldrich zones occur in Fe-rich, pyroxene-dominant, distal skarn. Zn-Pb skarns, such as the Yeonhwa- Ulchin district in Korea and Groundhog in New Mexico, have low ratios of garnet:pyroxene and generally form distal to associated intrusions. These skarns also are zoned from proximal garnet to distal pyroxene and pyroxenoid (bustamite-rhodonite), with significant zones of massive sulfides within and beyond skarn. Manganese enrichment of most mineral phases, particularly pyroxene, is characteristic of distal zones. Fundamental controls on skarn zonation include temperature, depth of formation, composition and oxidation state of associated plutons and wallrocks, and tectonic setting. Most W skarns form at relatively great depth, 5 km to 20 km, with extensive high-temperature metamorphic and metasomatic mineral assemblages. In contrast, most other skarn types are relatively shallow, <10 km and mostly <5 km, with limited, lower temperature metamorphic aureoles. "This paper provides an understanding of interpreting and evaluating airborne time domain electromagnetic (TEM) surveys as applied to massive sulfide exploration. Variations in the conductive morphologies of massive sulfide ore systems are discussed, followed by forward modelling exercises examining the derived TEM response to these morphologies and discussion of the subtleties of data interpretation. Deposit morphology in the orientation at formation and the variations occurring due to later deformation are considered. Images of corresponding resistivity–depth models are provided. The combined modelling results provide a low-cost method for initial interpretation and screening of TEM anomalies. RÉSUMÉ Cet article nous permet de mieux comprendre l’interprétation et l’évaluation des levés élec-tromagnétiques aéroportés en domaine temporel (TDEM, de l’anglais time-domain electromagnetic) appliqués à l’exploration du sulfure massif. Y sont débattues les variations au niveau des morphologies conductrices des systèmes de minéralisation du sulfure massif, suivies d’exercices de modélisation prospective qui examinent la réponse dérivée des TDEM à ces morphologies et d’une discussion sur les subtilités de l’interprétation des données. L’étude envisage la morphologie de l’orientation originelle non déformée des gisements ainsi que les variations résultant d’une déformation ultérieure. Des images des modèles correspondants de résistivité-profondeur sont fournies. Les résultats combinés relatifs à la modélisation proposent une méthode peu onéreuse d’interprétation et de contrôle initiaux des anomalies dans les TDEM.INTRODUCTION Electromagnetic geophysical surveys are an indispensable foundation of many mineral exploration programs and can account for as much as half of the predrilling exploration costs. Quantitative mass interpretation of the survey results remains difficult due to the infinite variation of deposit morphologies, their complex physical properties, and the presence of barren conductive materials that can mimic or mask the response of targeted ore. Many modern geophysical investigations that focus on time domain electromagnetic (TEM) data interpretations are devoted to problems with inversion and modelling and their algorithms. Although a few of these investigations have resulted in commercial software products, these require highly qualified and experienced users and usually include geometric assumptions. Furthermore, without the input of known physical properties and geometric constraints, the inversion results are highly ambiguous. A number of case studies document the geophysical responses to known targets in well-defined and diverse geo-electrical environments, providing a high degree of correlation between field obser-vation and the results of the modelling used in this style of investigation (Hone, 1980; Schneider & Emerson, 1980; Tyne, Idnurm, & Malone, 1981; Bishop & Lewis, 1992; Hopgood & Hungerford, 1994; Meju, 2002; Yang & Oldenburg, 2016). The uniqueness of the target/environment parameters and their specific features limits the use logy is poorly understood. Whereas the ultimate world supply of energy minerals-defined as fossil fuels and fissile materials - is controlled by geological factors, the actual supply at any particular time is controlled by economic feasibility, technological innovations and /or political decisions. This paper identifies and discusses the principal uncertainties surrounding the international availability of energy minerals from now until the end of the century. A brief comparison is also made between energy and non-energy minerals. Genuine shortage s of energy minerals are now of a very long-term nature, whereas artificial ones may occur at any time and have a serious effect on the world economy due to the dependence of most OECD countries on imports of energy mineral . This paper argues that events over the last decade, such as the demand for a New International Economic Order, the OPEC increase in crude oil prices and the growing international lobby on environmental issues especially relating to nuclear safety - will progressively lead to a major, long-lasting transformation of the energy scene world wide. This transformation will encompass demand, in terms of conservation and efficiency, the supply mix of the various energy minerals , the supply system and the structure of the different energy industries . It is already affecting the role of governments and reaching into the question of national sovereignty both of developed countries, such as the U.K., Norway and Australia, and the developing countries, thereby making energy minerals a key area of international relations.
