There was a time, in the memory of some here tonight, when the annual meeting of The Institute was a nostalgic occasion. Often, in the 1920s, there was comment on the decline of Australian mining and on the lack of new mineral discoveries. When some of our Presidents prayed then for a new Bendigo, and instead were given a Mount Isa, they were justifiably disappointed because of the vastly different capital requirements.In 1967 the mining picture is very different. The recent mining developments in Australia are certainly as important as several Bendigos and several Kalgoorlies. The mining industry in Australia has never been more dynamic than today (Table 1). And if we ask why it is so dynamic, the answer lies in the role which overseas capital is playing in the industry. The contribution of overseas capital should concern us not only because we are members of the mining and metallurgical profession, but also because we have a duty to make our profession contribute as much as possible to the well-being of Australians. It is not sufficient to argue that overseas capital is good for the mining industry; we must also examine whether it is good for the economy and the nation. In this context the current criticism of the inflow of overseas capital into Australian mining is useful, for it gives us an opportunity to see what has resulted from the inflow.In discussing this question I do not suggest that we emulate Captain Hancock, that legendary Moonta mine manager who, according to Oswald Pryor's cartoon, used to say to his miners: "When I say a thing is, it is, even if it isn't". The question can only be discussed on a factual basis; and I would submit that many of the important facts relating to overseas capital in our mining industry are often overlooked or ignored. I would further submit, on the basis of these facts, that Australia's present day mining industry has been largely built on overseas capital and that the overall benefits of that capital to Australia have been enormous.

Diamond drilling was first carried out at Norseman in the Princess Royal Mine, early in this century. Little concentl'ated drilling was done from then until Western Mining Corporation commenced drilling in 1934. Since then Central Norseman Gold Corporation N.L. has continually employed diamond drilling in exploration of the field. After 1946 the advantage was seen of applying broad pattern surface drilling at Norseman in the reef exploration. In 1953, as a result of the steeply rising cost of drilling and the time taken to penetrate surface material by light equipment, heavier drills and new rigs were introduced. The surface drilling programmes called for a greater monthly or annual footage and to satisfy this new techniques were introduced. The Mitchell-21 machines were discarded and A-3000 machines were installed, firstly under a 48 ft. fixed tower, then mounted on a truck with a 20 ft. tower, and finally on a truck carrying a 40 ft. tower. With the mobile units a compressed air compressor is attached. By use of compressed air with either the Reed roller or Hawthorne bit, rate of penetration of overburden is greatly increased. The mobility of the truck mounted machines has greatly reduced the time required to move from one hole to another, and the use of heavier machines on a three shift per day basis has considerably increased the footage per shift. The general result is an increase to 1,500 ft. of drilling per month per machine, while costs have been greatly reduced in spite of increased wages and diamond prices.The underground drilling technique is described. Analysis of performance has not been made because the drillers performance is subject to shaft routine and service.INTRODUCTIONGold was first discovered at Dundas in 1894, and at Norseman, 14 miles north, in 1895. From that tirpe until 1935 mining activity fluctuated. Following the mining revival in 1935, production in the field has remained comparatively stable. This stability in part has been due to the broader scale of operations of Central Norseman Gold Corporation N.L., and in these operations diamond drilling has played an increasingly important role.

The Nicolsons Find gold project is located 35 km southwest of Halls Creek in the east Kimberley. It was discovered in the late 1980s by John Nicolson and Stuart Skoglund, when high grade gold mineralisation within outcropping gossanous quartz reefs was found. The area has produced a modest 28 150 ounces of gold over two brief mining periods in 1996 and 2002 - 2003. Indicated and inferred resources as of September 2011 stand at 1 384 000 t at 5.58 g/t Au for 248 500 ounces of gold.The project is situated within the Halls Creek Orogen. Principal host units are metasediments and volcaniclastic sediments of the Koongie Park Formation. Minor mafic units are also recognised. Immediately east of these units, emplacement of the loadstone granite is believed to have provided the structural setting for the later gold mineralising event.Mineralisation is hosted within a broad, brittle-ductile arcuate shear zone about the western contact of the Loadstone granite. In the Nicolsons Find area, the shear zone strikes north-northeast and within the shear zone, gold is hosted in a series of narrow, quartz rich veins up to 200 m in strike length, plunging moderately to the north-northeast. To date, mineralisation has been drilled to a depth of 360 m below the surface. The veins are stepped or en-echelon in nature with low gold values towards the quartz vein limits where compression is inferred and higher grades present in the dilational body of the quartz veins. Gold is fine grained and can be present with or without associated sulfides. Sulfides are generally minor and consist mainly of arsenopyrite with traces of chalcopyrite, pyrite and sphalerite. Where present, sulfides are generally indicative of higher gold values.CITATION:Csar, M, 2012. Zinifex Rosebery Mine is a lead-zinc underground mining operation located at the base of Mount Black, on the West Coast of Tasmania. Mining activities at the Rosebery Mine have been undertaken for over 100 years, and it has been operating in its current form for over 60 years. A large surface and underground exploration drilling program over the last 18 months has increased the mineÆs expected mine life from five to 12 years, with expectations that over the next 18 months as the program continues this will swell to 20 plus years. Zinifex Ltd secured Rosebery Mine in April 2004 and commissioned a detailed life-of-mine (LOM) study on all aspects of the operation. One of the most detailed sections of this report was on the state of the current ventilation system. It was identified in this report that for mining at the current depth of approximately 1100 m to continue a minimum 30 per cent increase in ventilation quantity was essential, as well as a likely requirement for a refrigerant cooling plant for each of the two deepest panels, the K and P lenses. It was identified that Zinifex did not have personnel with the expertise in underground refrigeration to manage and implement a project of this nature. A second report was commissioned with Bluhm Burton Engineering (BBE), a South African firm specialising in both surface and underground large-scale refrigeration plants. BBE concluded that two refrigeration plants were required to provide the necessary cooling power in the lower sections of the mine. In 2005, with BBE as technical consultants, Zinifex Rosebery Mine embarked on a project to commission two underground refrigeration units capable of lowering the wet bulb temperature at the decline face by four degrees centigrade. This paper is intended to give the reader an overview of: Rosebery Mine operations,Rosebery underground refrigeration project,technical difficulties associated with implementing an underground refrigeration system, andkey learnings to date.

Queensland Alumina Limited (QAL) is the worldÆs largest producer of smelter grade alumina, located in Gladstone, Queensland, Australia. The plant employs evaporative cooling towers for waste heat rejection. Process water requirements include red mud residue disposal, steam venting to the atmosphere and Calcination feed moisture. Raw (untreated) water consumption in 2001 was 37 700 m3/d or 3.8 m3 per tonne of production. The Gladstone region experienced a water shortage in the period 2001 to 2003, resulting in progressive water restrictions. Industry operated under a ten per cent restriction from April 2002 and in November 2002 a 25 per cent restriction came in force. The maximum restriction level of 50 per cent was anticipated for the middle of 2003. Water restrictions of these magnitudes have the potential to result in significant production limitations, which would have major economic consequences for QALÆs owners, customers, suppliers and employees. Therefore it was imperative that measures be found to mitigate the impact of these restrictions. Furthermore, as one of the largest water users in the Gladstone region, QAL had an obligation to the community to minimise water usage as much as possible. A thorough analysis of water usage on site was conducted, focussing on all water streams leaving the plant. The philosophy used was that by minimising water outputs, the inputs would follow suit. Where possible, preference was given to solutions that provided lasting water savings. This occurs when the value of the water saving justifies the project cost, irrespective of water restrictions. By June 2002 an average water saving of 19 per cent was achieved, almost double the required saving. By end November 2002 further projects had increased the total water saving to 29 per cent, mainly through the re-use of GladstoneÆs municipal treated effluent as wash water. Further measures to reach the target of 50 per cent reduction were investigated. The evaporative cooling system was to be replaced with seawater cooling, using cooling towers to minimise the seawater pumping cost. Another benefit of this concept was the ability to dispose of the cooling tower bleed stream with the existing system for neutralised red mud disposal. This would avoid the need for an additional environmental outfall from the plant. In February 2003 the Gladstone region received over 500 mm of rain, which boosted water reserves to five years supply at forecast usage rates. This led to the lifting of all water restriction. As most of the implemented water savings measures are economically viable in the absence of water restrictions, raw water usage at QAL is still less than 75 per cent of pre-2002 levels.

Mining companies are striving to achieve new levels of operational maturity and drive process improvement across the organisation in the face of unprecedented demand and limited supply of experienced human resources. Advanced analytics techniques can help overcome these fundamental challenges by applying data techniques not previously applied in mining. Today, decisions are usually locally optimised but do not achieve optimum capability for the value chain. Although more information is collected then ever before, it is difficult to link many sources of data together in the same place in real-time, for example plant history, maintenance, mine planning, logistics and engineering data. Consequently complex analysis of data is time consuming and requires specialist skills and knowledge, and is often neglected in the decision-making process. In the future, analytics will close the loop between analysing data and taking action. Analytics will become embedded in the business and routinely applied to improve decision making across the organisation, from senior management to operations and maintenance workers, but will not require specialist skills or be time consuming to analyse data. As analytics becomes embedded in the business process, decisions are supported by data (not on gut feel), and critically, data from many sources are integrated in real-time to improve the quality of decisions. Ultimately, predictive tools will help suggest, or even in some cases automate, courses of action. The main opportunities for analytics exist where the enterprise requires supporting technology to enable it to continue to evolve to higher level of maturity. This will be in the areas of asset management, rapid reconciliation and adaptive planning, and the inbound and outbound supply chains. Advanced analytics are also a key enabler for increasing the effectiveness and realising the true value of Remote Operations Centres to safely and efficiently support operations in remote locations with smaller workforces.

Hamersley Iron Pty. Limited has maintained an interest in the screening of iron ore fines (nominally -6 mm). However, no dry screening process had successfully demonstrated acceptable separating efficiencies at high tonnage rates, low operating costs, and mechanical reliability when screening iron ore fines (containing up to 6% free moisture) at sizes of around 1 to 2 mm. A new type of vibrating inclined screen has recently been developed which is claimed to have a non-blinding screening surface. It was decided to test a pilot scale unit in an existing pilot plant located at Hamersley's facilities at Dampier, Western Australia. The appropriate operating parameters such as vibration speed and feed rate were determined using one fine ore type. Mats with different aperture sizes, and different feed moisture contents were also tested. Trials were then conducted on various fine ore types to indicate the effect of different size distributions on separating efficiencies. The effects of feed moisture content were determined with these ore types, and a blend of lump (nominally -30+6 mm) and fines was tested to compare the screen's performance with that of the bottom deck of the minesite product Screens.

The mining industry has developed a comprehensive view of the need to have production personnel well trained in the use and maintenance of mining equipment. A strong commitment from the industry to this view has been instrumental in creating an efficient, profitable and productive industry based on modem production processes, sophisticated equipment and a multi skilled workforce. As the industry continues to develop, and the skills and knowledge needed by productive workers continues to expand, the training processes adopted by the industry will need to develop in parallel, not only making use of the latest advances in learning theories, instructional design and technology, but also using these knew ideas in more efficient ways.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The æslope stability radarÆ (SSR) has been developed to better manage those risks. The SSR can remotely scan a rock slope to continuously measure any movement of the face. The system can detect and alert users of wall movements with submillimetre precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many mines in Australia, Indonesia, Africa, Chile and the United States. Greater than 100 rock falls and waste dump failures (from several tonnes to millions of tonnes) have been monitored, and on every occasion precursor æwarningÆ movements were recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper presents recent case studies of how the SSR technology has provided safety and productivity benefits to large open cut metalliferous mines.

Paragenetic, fluid inclusion, stable isotope, and 87Sr/86Sr and 143Nd/144Nd isotope studies of the Mt Carbine tungsten deposit in North Queensland provide information on the sources of the mineralising components and record the history of fluid-rock interaction during the hydrothermal process. The ore minerals , wolframite and scheelite , are contained in quartz veins which post-date the major deformations in the Siluro-Devonian Hodgkinson Formation . Mineralisation was immediately preceded by the emplacement of the Mossman Batholith (280 ¦ 7 Ma). Two major stages of mineralisation are present and separated by a brittle fracturing episode . The stable isotope and Sr and Nd isotope data suggest that the ore fluids during stage I and most of stage II mineralisation were a mixture of magmatic water and non-magmatic water (connate or metamorphic) which had experienced a long residence time and had extensively exchanged with the sediments at high temperature. Subsequent mineralisation events were dominated by fluids of meteoric derivation with a short residence time. The data imply that other solutes, such as W, were probably derived in minor part from local country rock sources with the major contribution coming from a magmatic source related to the granite batholith.

Air movement and associated oxygen transport through waste rock dumps has the potential to significantly enhance the rate of oxidation of pyrite-bearing material. While this is a desired outcome for most heap leach operations, airflow in waste rock storage facilities can result in significant increases in generation and acceleration of acid rock drainage. Hence, a good understanding of internal airflow through waste rock dumps is required to control ARD and minimise any associated liability. The principal mechanisms contributing to airflow and oxygen transport in a waste rock pile include: diffusion; advection due to a thermal gradient (chimney effect) and/or wind pressure gradients; and advection due to barometric pumping. While diffusion is typically limited to a near-surface zone of a few meters depth, advection and barometric pumping have the potential to move air (and oxygen) to much greater depths into the pile. In general, the more permeable the waste rock material, and the greater the height-to-width ratio of the waste rock pile, the greater is the potential for advective air movement. The reactivity of the waste rock material as well as the coarseness (hence air permeability), and the spatial variability of these properties within a pile, have a strong influence on the magnitude of thermally induced advection. In contrast, air movement due to barometric pumping is controlled by the waste rock porosity, changes in ambient air pressure and the heterogeneity of air permeability of the waste rock dump. Results of field monitoring and numerical modelling using TOUGH AMD are presented to illustrate the concepts on air movement in waste rock piles discussed in this paper. During the design and construction phase, airflow can be controlled by judicious placement of reactive waste rock and use of selective placement techniques to control the internal structure of the waste rock facility (eg introduction of horizontal layering, prevention of inclined, high-permeability, channels (æchimneysÆ)). Several closure measures are available to minimise airflow including: placement of a low-permeability cover to reduce air entry; and placement of a non-reactive cover material to isolate reactive material from the zone of active airflow and/or regrading of the waste rock pile to obtain a geometry and internal structure less susceptible to advective airflow.

During 1999 there was a considerable turnaround in world prices for most minerals and energy commodities, except for the bulk commodities (coal and iron ore). The main reasons for this turnaround were: improved prospects in demand for most minerals and energy commodities in the Asian region following a return to both economic and industrial production growth in key economies in that region; continued moderate growth in demand in Europe and North America; substantial production cutbacks in a range of minerals and energy industries; effective reductions in the supply of oil by OPEC nations; and an announcement by European central banks that they would cap the amount of gold they sell and loan in the next five years. Most of these influences are expected to be sustained into the first years of the new millennium. In 2000, with exception of coal, average world prices of minerals and metals are forecast to rise significantly. Gross domestic product and industrial production is expected to grow in some European countries and most Asian countries in 2000 and, with moderate growth expected to be sustained in the United States, demand for minerals and energy is expected to increase. AustraliaÆs main bulk commodities, iron ore and coal, saw prices set for 1999 - 2000 at substantially lower levels in negotiations in early-1999. Double digit price cuts were locked in. However, similar falls appear to have been avoided for coal in Japanese Fiscal Year 2001, while increases of between four and six per cent were achieved for iron ore. Forecast modest recovery in economic growth in Japan and increasing demand elsewhere in Asia are expected to lead to tighter market conditions in 2000. Beyond 2000, world minerals and energy markets will be influenced by the expected robust global supply responses of minerals and energy companies, against a background of sustained economic growth and industrial production growth in major consuming countries. Over the medium-term, a return to declining real prices which have been evident for most commodities in the recent past, is expected as exploration, mining and processing technological change and associated productivity growth continues to reduce industry costs. While lower rates of exploration and mining investment in Australia between 1998 and 2000 will modestly constrain the rate of future industry expansion, Australia remains an important contributor to expected growth in global minerals supply over the medium-term. Australian mine production is forecast to grow between 1999 - 2000 and 2004 - 05, boosted by production from recently commissioned mines and minerals processing facilities and comissioning of other projects at advanced stages of planning.

The phrase "Total-Energy" has, during the past few years, become widely used to describe a wide range of very different operations. However, if accurately described they all have one basic factor in common - energy usage is optimised with the prime mover being powered by gas or oil to generate shaft horsepower and the products of combustion being put to some use. The item which distinguishes a Total Energy system from any other engine or turbine driven project is that orate pains are taken to utilize the waste heat, whether this be in the form of exhaust gases and/or engine jacket ling water. n areas where grid supplies of electricity are readily available, the economics of most projects undoubtedly hinge upon the successful application of waste heat. However, there has been a growing awareness of other benefits, such as reliability of supply, which can be incorporated into the system. In particular these factors sway managements of hospitals and companies with complex computer facilities to examine closely the feasibility of Total Energy, Consequently, in America for example, where many systems have proved themselves the list of applications is wide - shopping centres, apartment blocks, office buildings, airline terminals, universities, schools, motels. And these do not cover the industrial sectors where the range is wider. The total number in North America is now approximately 500 and this to some extent-speaks for itself. In Australia, the real work involved in carrying out feasibility studies for Total Energy is only just beginning. 'in some quarters, the concept is not well received in that it is too new. Therefore, a typical approach is to play safe and wait until some other company has proved its operation "under Australian conditions". This is certainly a realistic approach when considering something revolutionary but as far as Total Energy.is"concerned all the individual components and sometimes combinations, (engines, generators, boilers, air-conditioning units) have been in operation for many years. The only innovation is that they are now all being brought together under one roof. This should not be forgotten when the question "where can I see something like this operating?" is asked.

DTA curves of synthesis lead sulfide and commercial. lead concentrates during oxidation were measured to clarify the mechanism of ox- idation of lead sulfide. The oxidation reac tions could be divided to elementary reactions with production of basic lead sulfates such as 2PbO PbSO4. An existance of iron sulfide played an important role of the oxidation of lead concentrates. The oxidation rates of lead sulfide were measured in the wide range of oxygen potenti- als using IR type SO2 gas-meter. The oxidation rates under low Po 2 which corresponds to the direct oxidation smelting were much lower than those obtained under high Pot. The combustion temperatures of lead sulfide were also measured by hot thermocouple method. Those values were extremly low compar- ing the oxidation temperatures obtained by DTA.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Base metal sulfides at the Currawong volcanic-hosted massive sulfide deposit in the Lachlan fold belt of Victoria, south-east Australia, were formed in the late Silurian, but D2 deformation of the deposit in the Devonian Bindian orogeny was responsible for structural repetition that created the resource. The primary sulfide lenses were stacked by reverse-sense shear zones within a volcano-sedimentary sequence dominated by dacitic intrusions and turbidites. Shear zones were localised along lithological contacts, including the margins of the sulfide lenses. The competent dacitic intrusions did not fold during D2; folding was restricted to the packages of metasedimentary rocks. Overturning occurs within, but not between, the metasedimentary packages. The overall geometry of the deposit is that of a duplex, but the detailed shape does not conform to idealised duplex types, probably because of post-D2 deformation. A significant complicating factor for understanding the deposit, and for resource evaluation, is the dramatic variation in deposit geometry along strike, which may also be due to post-D2 deformation. The present day configuration of the deposit results from constructive thrust repetition of what may have been a single ore lens and destructive along-strike disruption controlled by rheology.CITATION:Blenkinsop, T G, Macklin, D and Hammond, R, 2015. The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

Maintaining and improving the economics of open pit mining in the future requires understanding of the characteristics of open pit mining that are different to other mining or business activities, designing mines in the first place to be less susceptible to changes in these important characteristics, and adopting strategies which yield reliable returns despite unforeseen change. Planning and production personnel require guidelines and performance standards that are based on sound economics not solely on production criteria. The guidelines adopted for long-term implementation must assume a declining price for mineral products along with declining real costs, with research efforts directed at development of both evolutionary and revolutionary ideas aimed at implementation. Decision-making must focus on risk and probability criteria rather than just simple return-on-investment criteria, and the approach for management of personnel must support the higher level of communication essential for fast decision-making in the new environment of continual change.

Computer software has been developed to link real-time information generated by underground mine ventilation airflow monitoring sensors into a network simulation program to undertake network simulations and allow interpretation of key system data and operational changes. Results were used in the development of a computerised monitoring and simulation system to provide immediate or real-time data on air behaviour within each branch of an underground mine ventilation network through linking of sensors to the ventilation network simulation software. The outcome of the project is an online system that can report changes in the mine ventilation system, allow causes of changes to be isolated and rectified, improve balancing of available air throughout the mine, allow improved approaches to regulator setting and dispense with much of the labour used for underground ventilation measurement. The work activities in both coal and metalliferous Australian mines have involved examination and modelling of regulators, software modification and considerable mine site testing and optimising activities. There is some discussion on approaches to control of flow through ventilation systems with increased information. New systems will be part of a total mine information management system. They will have to be cost effective and justified by gains in productivity. New systems will need to provide simulation of contaminant production such as diesels, vehicle heat, strata heat, radiation, blast fumes and other gases. More robust real-time ventilation simulation systems will be required. Personnel and vehicle identification and production tracking will be collected to provide integrated ventilation system monitoring and control. This paper examines a study to gain greater understanding of computerised real-time airflow monitoring and control within the mine production system to provide immediate simulated information in each branch of an underground ventilation network and to allow interpretation of key system data and operational changes. A case study implementing a real-time airflow monitoring and control is discussed. Approaches to control of flow through ventilation systems with increased information are discussed. The concept of a system that can be linked to or be part of a total mine information management system is developed. Such a system can form the base for mine automation that allows mines to incrementally and cost effectively implement monitoring and control to further seek gains in productivity.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

The Argo Archaean lode gold deposit is hosted within a structurally complex shear zone system, 70 km south of Kalgoorlie, and 3 km west of the crustal-scale Boulder û Lefroy Fault. Argo is an active underground mine currently producing at a rate of 120 koz pa with a Probable and Proven Reserve as at December 2005 of 2.19 Mt at 5.94 g/t Au (419 koz), a reduction on the December 2004 Probable and Proven Reserve of 4.58 Mt at 5.74 g/t Au (845 koz). This Reserve is hosted in six separate gold bearing lodes within the Argo shear system. Presently, a further six subeconomic shears are recognised. The 2005 Reserve figure represents a reduction of 426 koz compared to the 2004 Reserve as a result of a thorough review of the geological interpretation/resource model, and engineering factors applied to the Resource/Reserve, and depletion due to mining. Year on year Resource/Reserve figures at Argo had gradually increased as additional information on the system became available and mining methods were increasingly resolved with early production. The portal for Argo underground mine was cut in June 2002 within the highly profitable Argo open pit. The proposed æAvocaÆ bottom-up mining method required extensive lead time between development and the commencement of stoping in April 2004. During development considerable additional complexity in the Resource was encountered. Additional structures were identified, and complex splay interactions affecting the geology impacted on development. Intensive concurrent exploration in the footwall to the main lode during this period was the main cause of the increase in the Resource/Reserve figures during early development. As development progressed, lower grade continuity was observed than was previously interpreted. At the same time, drilling of deeper portions of the deposit and subsequent reinterpretation of the geological model significantly reduced strike lengths of economic mineralisation. Radical changes to the mining methods were required to improve productivities and to satisfy geotechnical considerations. The changes altered the engineering factors applied, which resulted in a reduction in the Reserve figures.
