In order to fully understand why Amax Coal puts such extreme emphasis on the drilling and blasting programs at each of our mines, we must review the past. This paper will discuss the drilling and blasting techniques we used in the 1970s and their evolution to current practices. As time progressed, major changes influenced the surface mining of coal through new more restrictive governmental controls and local communities organising into groups with two goals in mind, one to shut down the mines and the second to try and get rich by making false and unjust damage suits against the mines. In virtually all of our midwest surface operations we have at one time or presently are facing litigation that has reached into the millions of dollars. Amax Coal has worked in co-operation with the United States Bureau of Mines in the areas of blast vibration, shot design, highwall safety, blast casting studies and many more. Today we are continuing to work with Dr David Siskind and his expert staff seeking answers to old and new problems addressing the blasting of overburden and parting seams.

Operating efficiency is becoming paramount as the mining industry moves towards globalisation and conglomeration. Mining companies are continuously searching for new technologies that can improve plant efficiency, by reducing operating costs and maximising metal recovery. Identification of how gold losses occur within an operating plant is crucial for determining appropriate operating strategies for improved metallurgical performance. Classical mineralogical and metallurgical techniques enable the operator to identify where losses occur in terms of particle size and mineral associations, however how the gold is hosted within the mineral grains (for example, as solid solution or as fine micro-inclusions) is more difficult to determine. This paper provides details of the testwork methodology, and resultant laboratory study to improve gold recovery.

Kaolin used as an industrial mineral, especially that in the paper-manufacturing industry, must be of fine size, with high brightness, a low impurity content, and good crystal shape. However, in most kaolin deposits there are various impurities which have a very bad effect on the quality of the kaolin. Therefore, it is necessary to remove these impurities from kaolin ore. Owing to their similar surface properties, the separation of kaolin and iron oxide minerals, especially microkaolin and iron oxide minerals, has been regarded as difficult. The iron oxide minerals often intergrow with kaolin in fine and complicated forms, such as thin films, which make separation difficult. In order to overcome this difficulty, many workers have suggested various treatment methods and obtained great success. Based on research work by Fuerstenau (1980), Huang, Li and Hu (1984), Hui and Wei (1991), Shergold (1978), and Zambrana et al (1974), we have investigated a two-liquid flotation technique for iron removal from kaolin and obtained some success.

The leaching of gold in alkaline aqueous cyanide solutions may be reduced significantly by the passivation of the gold by a surface layer of polymeric aurocyanide. This passivation of the gold is typically countered by the presence of Pb(+2) species in solution, which may be present as an impurity in the solution, or specifically added for this purpose. The speciation and availability of Pb(+2) in typical cyanide leach solutions is illustrated as a function of pH, and the presence of S(-2), S(+6), Cu(+1) and Ag(+1) species. The probable role of the Pb(+2) species in efficient gold leaching is discussed.

For many crushed aggregate producers will the finest fraction minus 4 mm represent a problem. The fine material will fetch a much lower price than the coarser products, and may even be difficult to sell in some markets. The blasting operation will strongly influence the generation of fines after both blasting and crushing. Drill hole deviation together with the drill hole diameter, powder factor and velocity of detonation are the most important blasting parameters with regard to the generation of fines. Drill hole deviation is often ignored, and many operators will just reduce the drilling pattern in order to avoid hard bottom and an excessive number of boulders. The paper presents a technical and economic analysis of how drill hole deviation will lead to an increased generation of fines in crushed aggregate production. The analysis shows that the loss of sales revenues will be much higher than the extra costs for drilling and blasting caused by compensating for drill hole deviation by putting in more holes.

As the worldÆs population and global standard of living increase, the role of metals in the economy will not diminish in the 21st century, despite substitution and dematerialisation trends. Industrial Ecology is an emerging science that attempts to bring together physical, biological and social scientists and develop the tools for good management of the planet in the long run. In engineering terms, Industrial Ecology is defined as the reconfiguring of industrial activities with full knowledge of their environmental consequences. Production and use of materials must take into account the needs of both market and environment. Dispersive uses of metals will be phased out, as is being done with lead in gasoline, and post-use recovery of materials and energy will increase. This will result in an advantage for metallurgical processes that can use as feed materials concentrates as well as metal scrap and waste streams, such as bath smelting processes and slag resistance electric furnaces. The paper also discusses how metal extraction technologies, developed in the 20th century to provide essential materials to humanity, can be applied for the benefit of both mankind and environment in the 21st century.

"The Phu Kham copper-gold operation in the Laos People’s Democratic Republic (PDR) is owned and operated by Phu Bia Mining Limited. PanAust Limited holds a 90 per cent interest in Phu Bia Mining Limited, with the remaining ten per cent held by the Laos PDR Government.The original 12 Mt/a copper-gold concentrator at Phu Kham commenced production in April 2008. An incremental improvement program resulted in a number of circuit changes being incorporated by 2011, including conversion of conditioning tanks to flotation cells and the installation of a Jameson Cell cleaner scalper. In 2012 the Phu Kham Upgrade Project was commissioned to increase throughput to 18 Mt/a. In April, 2013 the Phu Kham Increased Recovery Project was commissioned to maximise performance by debottlenecking the plant IsaMill™ regrind and cleaning capacity.With the variable mineralogy of Phu Kham ore, control of the c concentrate regrind circuit is essential in terms of achieving effective liberation to maintain concentrator performance. On a routine basis laboratory regrind signature plot data is compared with daily surveys of the operational IsaMills™. More extensive surveys are also conducted to determine size distribution on a mineralogical basis and the effect of fine regrinding on pulp electrochemistry and flotation performance. This paper provides a review of the operating performance of the Phu Kham IsaMills™ with regard to power draw, feed and product size distribution, feed per cent solids, mineralogy and pulp electrochemistry. The Effluent Treatment System at Pasminco Metals - EZ (PMEZ) was commissioned in December, 1991 and has operated satisfactorily, ensuring that aqueous discharges from PMEZ comply with the Tasmanian Environment Protection Act. The system treats both spills and run-off from the Zinc Plant, and acidic liquor generated in the gas cleaning section of the Sulphuric Acid Plant. The spills and run-off from the Zinc Plant are collected in a large catchment pond. The pond liquor, after partial neutralisation with sodium hydroxide to pH 4, and removal of suspended solids, is preferentially recycled to the Zinc Plant, for example, for washing of residues. Liquor which cannot be recycled, is treated in the Lime Neutralisation Section. The other input to the Lime Neutralisation Section is the acidic liquor from the Sulphuric Acid Plant from which mercury has been removed by contact with aluminium pellets in a fluidised column. In the Lime Neutralisation Section, the liquors are blended and neutralised to pH 10 by the addition of slaked lime. The heavy metals and most of the fluorine are precipitated. The precipitated solids are removed in a thickener with part of the thickener underflow being filtered. Most of the thickener underflow is recycled to generate solids that settle rapidly and filter well. The filter cake is returned to the Zinc Plant for the recovery of contained heavy metals while the thickener overflow is discharged to the Derwent River.

The high maintenance of load-haul-dumps (LHDs) and front end loaders in hard rock affects mine planning with reduced availability and productivity. Intensive study of maintenance costs and availability of machines related to machine age and life provide the basis for planning from available operational alternatives.Derived programmes and experiences have led to the beginnings of unmanned operation and automation through reduction of manual diesel units and spreading electrification and use of radio. But electrification has obvious layout limitations. This approach to the present has resulted in better utilisation, costs and safety and the computerised monitoring and control provides continuous awareness of machine and work conditions with the promise of future improvements.

The Water Act 2000 includes provisions to manage the take of overland flow water. Overland flow water is water that runs across the land after rainfall either before it enters a watercourse, after it leaves a watercourse as floodwater, or after it rises to the surface naturally from underground. To ensure adequate environmental flows and long-term security for water users, it is necessary to balance the amount of water taken as overland flow water and the amount left to flow into watercourses. A water resource plan made under the Water Act 2000 establishes the basis for the sustainable management of this type of water. Of the water resource plans that have been prepared for Queensland catchments, six include provisions to manage the take of overland flow water. This paper discusses some of the common features of these plans and the management approaches adopted. The paper identifies and explains key aspects of the Water Act 2000 framework for managing the take of overland flow water by the mining industry. In particular it explains key concepts of this framework, such as the ability to take overland flow water using existing works, uses of overland flow water that a water resource plan permits, situations where a specific entitlement under the Water Act 2000 is required, and the means for controlling works that take overland flow water. Future initiatives for the regulation and management of overland flow water are then identified and particular challenges for the mining industry associated with using overland flow water highlighted.

A case history of a two year study of low grade ores in the Middleback Range area with the objective of defining possible areas of interest from a combination of geological- petrological-metallurgical criteria. Covering the general geology of the area and ore types; the results of metallurgical testwork and the pattern of evolution of these tests; the petrological explanation of the results of the testwork; the culmination of the work in the selection of areas of best potential for more intensive work. Jaspilites consisting of magnetite, hematite and limonite with quartz and silicate-carbonate-sulphide minerals are hosts to high grade iron mineralisation but also constitute a large low grade iron Reserve.

In recent times many groups have indicated that they would like ore reserve estimation to be numeric and objective. Whilst sampling, geological, mining and mathematical principles may be used to analyse the data, all ore reserve methods require the use of experience factors and as such are value j ddgment statements.

Gold mine production in South America was 247.3 tonnes in 1995 up from 156.4 tonnes ten years earlier in 1986. This represents a 58 per cent increase and amounted to 11 per cent of total world gold mine production. The major countries involved in order of production, were: Brazil (67.4 tonnes), Peru (51.5 tonnes),. Chile (48.5 tonnes), Colombia (24.1 tonnes), Venezuela (17.1 tonnes), Bolivia (16.0 tonnes), Ecuador (9.6 tonnes), Guyana (8.8 tonnes), French Guiana (3.3 tonnes) and Argentina (one tonne). The most dramatic increase was reported in Peru where production increased from 10.9 tonnes in 1986 to 51.5 tonnes in 1995, heavily influenced by the production from Minera Yanacocha which began operations in 1993 and produced 17.2 tonnes in 1995.With the reformation of the mining laws and the introduction of investment incentives in all the South American countries in recent years, dozens of major and junior mining companies began flocking into the area in the early-1990s to conduct exploration. A recent study undertaken in Brazil shows that an average of $240 million per year will be expended in this country during the period 1993 - 2010. Twenty-five per cent of this expenditure is expected to be made on gold exploration. Similar figures for Peru are $220 million total per year with 50 per cent for gold; $170 million per year in Argentina with 25 per cent for gold and $120 million ner year in Chile also with 25 Der cent for gold.

Several new techniques. which may be applied with advantage to the search for uranium are described. Scintillation type gamma spectrometers are now available for airborne', ground and borehole use. These can distinguish in a broad way between anomalies due to uranium, thorium and potassium. Gamma spectrometers based on semiconductor detectors now under development should be capable of much greater resolution. These should also make possible rapid, accurate and cheap radiometric analyses of samples containing uranium and/or thorium, whether in radioactive equilibrium or not. Another valuable prospecting aid, particularly in areas of tropical leaching, is systematic sampling of soil for radon content. Equip- ment for this purpose is currently available and it will be possible to extend the method when development of an alpha probe suitable for use in deeper holes is completed. Variations in the concentration of certain trace elements'in soil (e.g. mercury) also offer promise in the search for mineralized zones which may contain economic eon¦- centrations of uranium.

There has been a substantial transition in the minerals industry R&D environment in the last five to ten years. Changes have occurred in the client and contractor base, the sources and scale of funding, industry imperatives, and competition and collaboration between contractors. These changes are documented from the viewpoint of research contractors in general, and universities and the JKMRC in particular.It is concluded that research groups need to be more proactive in managing their interface with the industry. Both industry and the research community m\lst devote the resources and attention necessary to ensure the effective transfer of research results into operations. The Australian Minerals Industry Research Association (AMIRA) has an important role in these processes, and in regulating the balance between contractor collaboration and competition.

The capacity of chlorine based solutions to rapidly and effectively dissolve coarse gold in oxide ores is well established. The inherent advantages of chlorine are high dissolution rates (10 - 100 times those of cyanide), and low cost. The high dissolution rates mean that coarse or poorly liberated gold may be dissolved over relatively short periods and hence ore particle size may cease to be such a critical factor. The cost of size reduction to allow adequate gold liberation in order to achieve an adequate gold recovery is less of a consideration when using chlorine than in traditional plant or heap leaching cyanide-based treatment systems.Because chlorine based solutions capable of dissolving gold evolve an unpleasant vapour phase with the potential for significant chlorine losses into the atmosphere, traditional heap leaching with active solutions being sprayed onto prepared heaps is not possible. The ore must be covered and the solution may be introduced beneath that cover through prepared injection `wells' and recovered through production 'wells'. The pit is flooded with active solution beneath an overburden or cover with the solution migrating from the injection 'wells' to the production 'wells' over a period of around five - ten days.

From the viewpoint of mechanical efficiency, charges should be fully coupled and, upon detonation, should just fail to break the rock in compression. But because mining thrives on its cost-effectiveness rather than its mechan- ical efficiency, the explosive which generates maximum energy per $ should generally be used, even though the mechanical efficiency of this explosive's detonation products may be sub- optimum. Wherever possible, each charge should have a length:diameter ratio of about 20 or more and should shoot to a concavely biplanar free face that is both parallel and reasonably close to the blasthole. Success in obtaining parallel effective faces often demands the drilling of angled blastholes and, hence, will require intensified research and development efforts by drilling manufacturers, especially where hard strong rocks are encountered. Blastholes should be drilled on equilateral triangular grids and fired in a Vl or shallower V-type sequence using inter-row delays which ensure that good pro- gressive relief of burden is achieved. The conventional method of calculating Se/Be values (on the basis of planar effective faces) is often invalid.

The moisture content of iron ore is important in handling, stockpiling, transport and further processing operations. Typically these ores contain both `free' and `bound' moisture, the latter being moisture that is not removed in a conventional laboratory determination of moisture by air drying at 105¦C, and it is the free moisture that is important in dust control and ore handling. The CSIRO Division of Mineral and Process Engineering has previously developed and commercialised gauges, based on capacitance and microwave techniques, for the on-belt determination of moisture in coal and minerals. However, these gauges determine total moisture, and have a different sensitivity to free and bound moisture in the material analysed. Consequently, the accuracy of determining total or free moisture alone may be significantly affected by variations in the bound moisture content.
