When Centaur Mining and Exploration produced nickel metal fromlaterite ore at its Cawse nickel project in January 1999, a new era in the nickel industry was heralded in. One of three new laterite projects commissioned that year, new technology and a unique process design has been combined at Cawse to launch what will be amongst the worldÆs cheapest nickel production. However, the road to success has proven to be long and challenging. Addressing community concerns in relation to an economic activity, particularly when it causes significant community impacts, is especially important for the development of extractive industry projects. Pipelines comprise an integral part of many hydrocarbon developments, which may cause different effects on local economic development, communities and the environment compared with open cast mines. This paper explores community impacts associated with a case study of the oil pipeline æEastern Siberia-Pacific OceanÆ in the Republic of Sakha (Yakutia), Russia. Based on semi-structured interviews, conducted in 2006 - 2008 in Russia, the paper investigates claims of local communities about potential impacts of the pipeline development of their environments and economic activities as well as community claims for greater involvement in sharing the benefits from this major infrastructure project. A community of Indigenous people, Evenk, is likely to be most profoundly affected by the development due to impacts on their traditional activities such as hunting and reindeer herding. The paper examines in detail the regional economic, social, environmental and Indigenous peoples concerns over the construction of the oil pipeline and investigates actions and methods adopted by community organisations to voice their concerns about the pipeline development. Finally, the paper assesses the process of interaction between the pipeline developers and regional stakeholders.

The ocean floor is increasingly being discussed in terms of its resource potential. New discoveries, improved knowledge and access to unexplored areas of the deep sea and continental shelf are some factors contributing to a renewed interest in the seafloor exploration and mining industry. The industry has been referred to as the ænext minerals frontierÆ. To date, much of the research has focused on proving economic and technical viability of the industry, with environmental issues addressed locally. However, there is limited research internationally, and none known in Australia that considers the social viability of the industry, addressing issues such as regulatory contexts, international precedence and public acceptability. Does the nascent seafloor exploration and mining industry have a social license to operate? Does it have support amongst the wider community? If not, why not? The Wealth from Oceans National Research Flagship explored these questions by scoping the social issues that would surround an expansion. Two desktop studies provide insight into the current level of activity in seafloor exploration and mining, recent developments and the regulatory regimes on which the industry is based. One study focused on the situation in Australia, while the other was internationally focused. A series of workshops were held with key stakeholders from government agencies, industry and other interested parties, such as environmental groups and the fisheries industry. These workshops identified and explored the different stakeholdersÆ perceptions of the benefits, concerns, opportunities and key questions associated with an expansion of the seafloor mining industry. The desktop studies revealed that Australia is one of only a few countries with legislation specific to seafloor exploration and mining. Nevertheless, barriers to licence approval exist because of lack of precedent in applying this legislation. Consequently, the decision process can be vulnerable to political issues and subjective judgements. The outcomes from the stakeholder workshops suggest this inconsistency may be influenced by the high levels of concern and uncertainty over environmental impacts. Uncertainty over environmental impacts can influence the acceptability of an environmental impact assessment (EIA) and also mean the perception of risk is variable. Overall, this research suggests that the future of the seafloor exploration and mining industry will be highly dependent on AustraliaÆs ability to:improve the knowledge-base underpinning the regulatory regime,generate open and transparent communications between stakeholders, andimprove the understanding of policy and regulatory processes.

Possibilities and Working of the Specific Agglomeration of Fibrous Materials and Residues Plant based fibrous materials are becoming of increasing interest in a multitude of industrial applications. Main advantages are the specific lower energy demand and virtually closed CO2 cycle, excellent mechanical properties based on low density as well as a high level of recyclables. In contrast, processing and handling of such materials is associated with a number of challenges. These challenges are mainly related to specific morphological characteristics in correlation to fibre length and structure (branching and splices). Specific problems in further processing steps including transport, dosage or storage for natural fibre compounding, result from form-locking bonds leading to burling, clusters or plaits. Technologies of fibre processing are well known, but other than textile based technologies they generally result in intermediate goods which do not allow direct industrial application. The investigation to be presented is based on results of recent research activities and shows two possible technical solutions of innovative fibre agglomeration procedures. These methods allow the conversion of middle to long fibres into a form, which eases further processing and dosage significantly and therefore allows free flowing too. The procedures are based on the working principles of rolling and winding technology. Within the work, both of the patented methods and their respected lab-scaled devices will be described. Further, results will be shown for an up-scaled rolling agglomeration unit applying the developed principle and consisting of multiple process zones. Possible variations of the resulting product characteristics and the impact of different process parameters will be discussed based on the trials with natural fibre (hemp and flax) agglomeration. As a main outcome of the research, product qualities can be supplied according to the requirements of the specific application in correlation to agglomerate strength, porosity or form. In conclusion, recent developments for specific methods of characterization will be depicted.

NZ Steel's flushing slag typically contains 1.2 per cent V203. Extraction of vanadium from powdered slag using a salt (NaCI or Na2CO3) roast/leach process was investigated. With NaCl, optimum extraction conditions were a charge containing 10 per cent NaCI, roasting in air at 875°C for 4 hours, followed by leaching in dilute H2SO4. Extractions were typically 30-50 per cent. NaCI roasting did not chemically attack the slag; the phase transformations that occurred were due to high temperature oxidation. Slag particle size had a significant effect on extraction.Optimum conditions for extracting vanadium by Na2C03 roasting were 20 per cent Na2CO3 in the charge and roasting in air for 3-4 hours at 850-875°C followed by water leaching.Na2CO3 roasting involved chemical attack that resulted in the formation of perovskite (CaTiO3) and carnegieite (NaAISiO4).The extent of vanadium extraction depended on the amount of Na2CO3 added and the original slag SiO2 content.Compared to the separate roasting treatments, simultaneous treatment with NaCI and Na2CO3 gave lower vanadium extraction, while requiring considerably higher roasting times and temperatures.

Disposable-tip emf cells at present used in liquid steel can be used to measure the state of oxidation of high-iron slags produced in non-ferrous smelting. This provides a new tool for the control and evaluation of pyrometallurgical operations.An investigation of oxygen potential variations throughout a typical nickel smelter using the flash smelting technique gave a valuable insight into the process. Correlations of oxygen potential with ferric to ferrous oxide ratio and nickel content in slag were in reasonable accord with equilibrium data in the literature indicating that the probes may be used both as a plant investigation tool and possibly as a means of obtaining thermodynamic data for slags.

Techniques have been developed for the dissolution of a wide range of rocks and minerals by a sodium peroxide sinter process. A olarge number of elements are determined by atomic absorption spectroscopy, and other elements such as arsenic and sulphur are determined by chemical analytical methods. The methods adopted to overcome inter-element and ionization effects on the atomic absorption results are discussed.

A rotating disc of precipitant zinc in a single stage flow reactor was used to study the effects of deposit mass on the reaction kinetics of copper cementing on to zinc from dilute aqueous solutions.The reaction rate is controlled by external mass transport and the mass transfer coefficient (relative to the original precipitant area) is dependent on the quantity of deposit present. For deposit masses up to about 0·3 mg/cm2 the mass transfer coefficient (first order rate constant) is that expected for the counter-diffusion of reactant and product cations through a laminar boundary layer to a smooth rotating disc. For depositmasses from 0·3 mg/cm2 to about 5 mg/cm2, the mass transfer coefficient increases significantly with deposit mass. For deposit masses greater than 5 mg/cm2 and at least up to 12 mg/cm2, the mass transfer coefficient has again a constant value which is some four to seven times the initial ("deposit free") value. The rate constant for the entire range of deposit masses studied (0 to 12 mg/cm2 ) can be expressed empirically as a cumulative normal distribution of the logarithm of the deposit mass.The enhancement in the mass transfer coefficient for deposit masses greater than 5 mg/cm2 relative to the initial mass transfer coefficient depends on the local operating conditions and increases with increasing disc rotational speed. This enhancement is, however, independent of the previous history of reaction rates.

A study of literature on the epidiorite dykes which transgress the Broken Hill lode and its wall rocks reveals a considerable diversity of thought regarding the time of emplacement of such dykes. In this paper it is deduced that the epidiorite dykes were formed at a late stage and were probably post-ore. Detailed mapping, sampling, and correlation of data from over 100 exposures substantiates this deduction. Physical disruption of the epidiorite dykes is indicated and some interaction of the epidiorite and ore at the time of intrusion is inferred.Further petrological study may confirm this.

Mineral deposits of the central New Guinea region (Gunung Bijih, Ok Tedi, Mount Kare, Porgera, Frieda River) and of southeastern New Guinea (Wau-Edie Creek, Wafi, Hamata, Hidden Valley, Tolukuma, Misima) are associated with hot, forceful intrusions of magma of mantle origin that penetrated thick Precambrian and Palaeozoic continental crust. The interaction of high- temperature melt with continental crust, and the differentiation of melt while in transit through thick crust, may be factors in generating ore. Mineralised intrusives in central New Guinea are a result of Neogene- Quaternary magmatism and were emplaced in a foreland thrust belt environment, a setting similar to the (mineralised) Laramide intrusions of southwestern USA. In both cases, central New Guinea and the Laramide, magmatism is not obviously subduction- related. Mineralised intrusives in south- eastern New Guinea (Wau-Edie Creek, etc.), also, are in a thrust belt setting, and are not obviously subduction-related. The association of. gold in southeastern New Guinea with a second (Pliocene) phase of igneous activity, rather than with earlier (Miocene) activity suggests that re-working by successive intrusions may be a factor in localising ore. This is seen, also, in the Bismarck-Solomon islands region where the richer deposits are associated with later (Pliocene) intrusives rather than with earlier (Eocene-Oligocene) intrusives. Unlike the mainland mineral deposits, those of the Bismarck-Solomon islands are clearly subduction-related.

Recent advances in X-ray diffraction (XRD) technology have made it possible to conduct powder XRD measurements on samples at high temperatures during reaction. State-of-the-art detectors are now capable of rapidly acquiring diffraction patterns across a wide angular range (typically 120"20) enabling phase transformation rates to be measured directly during sample reaction. In this study, the phase transformations during the reduction of hematite to metallic iron by five per cent hydro ºen in nitrogen gas mixtures, were measured in situ between 500 - 700 C. Complete X-ray diffraction patterns were acquired within 15 seconds every one minute, enabling direct measurement of the transient phase abundances during the reaction. The data were quantitatively analysed by the Rietveld method to yield the abundances of hematite, magnetite, wustite and metallic iron, as functions of time during the reduction process. A first-order reactions-in-series model was proposed, and the reaction rate constants and activation energy were determined from the time-dependent phase abundance data.

For most practical rock engineering purposes, stress versus strength conditions around underground openings for which rock masses fail and their various modes of failure, are reasonably well-understood and predictable. Some rock masses and particular rock types fail slowly and relatively quietly. However, others can fail rapidly, violently and maybe with the ejection of significant broken rock. In some countries and in some mines, the latter style of violent fracturing and failure of the rock mass is referred to as ‘strain bursting’. It can be alarming and extremely hazardous to nearby miners and machines. For such situations, the design and installation of appropriate ground support, to provide a safe work place, can be challenging. At any particular mine site, it’s often generally understood which local rock masses (rock types) are prone to strain bursting. Competent and strong siliceous rocks and some massive sulphides are often the main offenders. While some neighbouring, equally-competent and strong rocks might also fail, they do so more quietly and without ejection. To understand this contrast, a better understanding of the fracturing process is required other than simple and standard strength versus stress considerations. Suites of standard intact rock properties from numerous Australian mines have been used to define and help understand different high-stress failure styles for component intact rock; especially those prone to violent fracturing (strain bursting). Simple considerations of micro-fracturing (defects in the intact material), plus the available energy at failure versus the energy consumed during fracturing, distinguishes between over-stressed and competent rock types that fracture violently and those that don’t. The widely accepted concept of mineral resources are that they are finite - mining therefore being intrinsically unsustainable. Yet the modern global mining industry continues to grow production at strong rates - how can this be? In reality, mining is a complex industry, starting with exploration, development, operations and then rehabilitation and closure. A recent major study of Australia has shown that for most mineral commodities, exploration continues to find new deposits, or expand resources at existing mines. In parallel, however, there are a number of key 'mega-trends' which are growing in their importance - declining ore grades (or quality), increasing tailings and waste rock volumes, the need for deeper mining, more refractory ore types, increasing energy inputs and higher unit energy costs, increasing pollution issues and, of course, not to forget greenhouse gas emissions issues. This paper will present a detailed case study of the ultimate sustainability of the Australian mining industry - showing long term historical data sets on ore grades, waste volumes and economic resources and placing these trends in light of major twenty-first century issues such as energy supplies (especially Peak Oil), climate change and existing and emerging land use conflicts (eg agriculture versus mining). Australia is a critical case study in the sustainability of mining, as it is a major global exporter of numerous commodities, and this is expected to continue to underpin the ongoing industrialisation of countries such as China and India. The ultimate question begs - can Australia actually meet this fundamental challenge, or will our resources run out, or will we be constrained by environmental issues such as climate change, land use or perhaps water? Rather than a mere optimist's or pessimist's view, this paper will present a range of hard data which underpins the debate about the sustainability of mining this century: ultimately, we cannot assume that the patterns of past mining will continue to work in the future. The sustainability of mining continues to hang in a precarious balance.

Recent exploration for mesothermal gold deposits in the Otago Schist has focussed largely on extensions of, or analogies to, the reverse fault-hosted Hyde-Macraes Shear Zone deposit. Abundant normal fault-hosted mesothermal and epithermal vein deposits in the Otago Schist have attracted less attention, largely because they have limited lateral extent and steeper dips. Northwest-striking normal fault-hosted vein sets near Barewood and Hindon in east Otago crosscut schist foliation on the Barewood-Hindon plateau at a high angle along a combined strike length in excess of 20 kilometres. The trend of the vein sets is not linear, but rather contains several right lateral steps. Almost all veins dip steeply to the northeast. Angular discordance between schist foliation and the plateau surface along the trend increases from near zero at the northwest end of the veins to about 30¦ at the southeast end. Coal cleat and faulting influence failure, gas release, and choice of preferred mining directions, locations, and sequences. Unfortunately soil and younger rock cover restrict direct mapping of these structures ahead of mining operations. Aerial photographs of cover contain indirect indications of concealed structures in arrays of linear photostructures. These arrays are commonly too complex for interpretation by simple visual inspection.Analytical techniques applicable to complex arrays are illustrated for a covered part of the Galilee Coal Basin, Queensland. These techniques are: optical determination of sets in arrays of photostructures; correlation of these sets with sub-surface structures; filtering of m-rays for particular sets; detection of anomalies associated with concealed structures in the density distributions of particular sets; fitting filtered arrays to trajectories; correlation of trajectories with the regional directional variations of concealed structures; contouring of ratios of sets to discriminate anomalies associated with concealed fractures and variations in the total and bed thicknesses of cover; kinematic and dynamic inference on the basis of fracture-trace angular and spatial relationships.

It is shown that factors associated with conditions whIch are thermodynamically favourable for the formation of CuS04 in roasting lead to high copper recoveries on leaching. One of these factors is the ratio of the air to solids used for roasting. This can be varied widely without loss of temperature control in the sulphating roasting of many Australian copper concentrates.Thus, the prediction of the air to solids ratio corresponding to a maximum p(SO3) value, for a given concentrate and temperature, is of importance in fluidized bed roasting, since this could be associated with the formation of a maximum quantity of CuS04. Calculations are presented which predict this air to solids ratio, not only for a given concentrate composition, temperature, and pressure, but also for air which is enriched with sulphur dioxide or oxygen.

Lord (Geological Survey of Western Australia): During the last few days in Kalgoorlie here we have heard on various occasions of the great job the mining engineers have done persisting against rising costs and increasing salaries without a rise in the price of gold. I think it has been somewhat overlooked that it has been difficult to find additional ore as well. I consider that geologists also should be commended on their action in persisting to search for more orebodies. This goes on in any mining community, but in Kalgoorlie in particular, I believe, over the last few years that it has been more difficult all the time to find additional orebodies and the Companies are calling for higher grades to offset the economic condition. I feel that this paper by Mr. Finucane shows that the geologists have persevered on an idea and discovered that they can find additional orebodies in the calc schist where previously it was thought that these did not occur. This has added many tons to the ore reserves, and although it is not very significant at the moment, the significance will probably improve as more work is done.The whole thing has shown us the importance of economic geology. Mr Finucane has had many years of experience here and he has given us a very able exposition of the economics of ore finding, and there are not many questions that one could pose to him, because most of the information he presented is obviously fact borne out by drilling, underground development and lining up the ore channels. He did briefly touch on ore shoots-the Oroya shoot and several others. It would be very good if we could, and I feel sure...

The Australian Coal Combustion Testing and Research Facility has been operating commercially for one year and during that period coal product evaluations have been conducted on behalf of four coal companies and one electricity commission. The facility is equipped to assess the behaviour of steaming coal in milling, combustion (including flame stability, burnout and heat transfer), ash deposition and erosion, fly ash collection and gaseous emissions. The relevance of the results of the pilot testing to industrial practice was demonstrated during the calibration of the facility using four coals burnt in Australian power stations. The calibration coals were from the Tarong and Gladstone Power Stations in Queensland, tluja Power Station in Western Australia and Bayswater Power Station in New South Wales. Also an opportunity arose to visit an overseas power station to observe a full scale test burn using one of the early coals tested on a commercial basis in the combustion test facility. The calibration trials showed excellent agreement with industrial coal performance in t:orms of flame stability, turndown, carbon burnout and gaseous emissions. Encouraging correlations were also found in the case of furnace radiation, boiler deposits (slagging and fouling) and electrostatic precipitation. In the case of the last group the only real reservations about the correlations are due to the non-availability or qualitative nature of results collected around the power stations. In all cases there is a high degree of confidence in the facility's ability to predict the relative performance of different coals and in some cases direct numerical predictions can be Made.
