A new theory for three dimensional collapse of conical liners shows why the two dimensional theory may offer a good approximation. Shaped charge design parameters and rock target properties were investigated to determine their effects on penetration and breakage. Penetration in dolomite is somewhat similar to that in steel, but copper does not have markedly better penetration capabilities than brass. Several metals, liner thicknesses, cone angles and standoff ranges for each were investigated. Effective standoff is greater for aluminum than more dense metals. Optimum geometry appears to approximate that for metal targets. Resistance to penetrations was greatest for a red granite and dense siliceous rocks, and least for dolomite and porous sandstone. Hardness and compressive strength appear to be two important conventional proper- ties. The first order law does not apply to the rocks tested. Dolomite may be drilled with shaped charges, the holes sprung and round blasted successfully.

A BRIEF SKETCH OF THE DAVE JOHNSTON MINE The Dave Johnston coal mine is located near the southwestern extremity of the Powder River Basin in central Wyoming. This mine is operated entirely for the purpose of furnishing fuel to the 750,000 Kw Dave Johnston power generation station located five miles east of Glenrock, Wyoming on the North Platte River about 24 miles east of Casper, Wyoming. Coal is delivered to the power plant by a company-owned railroad moving the coal 15 miles downgrade from the mine to the power plant. The mine first belonging to Pacific Power & Light Company has now been transferred to Northern Energy Resources Company (NERCO), a mining subsidiary of Pacific Power & Light Company. The coal beds which make up the field at the Dave Johnston Mine are locally referred to as the School and Badger seams and occur beneath gently rolling terrain in the Fort Union formation. The School seam is found approximately 180 feet beneath the Badger in the southern portion of the field and about 110 feet beneath the Badger towards the north. The coal beds dip down toward the northeast on about a four percent average inclination. The School seam has an average thickness of about 35 feet and the Badger seam about 16 feet. The climate at the Dave Johnston Mine is semi-arid, with annual precipitation varying between 10 and 12 inches with 70 percent occurring during the months of April to September, with the maximum occurring in May. A few storms occur in July and August which are usually torrential in character, often causing erosion damage to un- protected soils. ALL types of commercial phosphate rock produced throughout the world contain fluorine in quantities ranging from approximately 0.4 to 1.3 per cent in the Curacao and Christmas Island phosphates to 3.1 to 4.2 per cent in the phosphates of the United States and North Africa1. For a given type of rock, the fluorine content is usually roughly propor-tional to the phosphorus content. SIGNIFICANCE OF FLUORINE IN PHOSPHATE ROCK On the basis of chemical and X-ray diffraction studies, Hendricks and co-workers2 concluded that fluorapatite, Ca10F2(P04)6, is the essential phosphatic constituent of the commercial types of domestic phosphate rock. On the other hand, Bredig and co-workers3 have recently advanced the opinion, also based on X-ray diffraction studies, that the mineral phosphates usually contain carbon dioxide in the apatite lattice, and that the phosphate rocks of. the United States are really fluorcarbonate apatites. However, the domestic types of phosphate rock do not seem to differ greatly from coarsely crystalline fluorapatite in their behavior toward chemical reagents in general, and for the purpose of this paper it will suffice to consider fluorapatite as being the essential phosphatic constituent of these types of rock.

A NEW milestone in the progress of photography and subsurface exploration was reached when the Chief of Army Engineers announced the development of the NX borehole camera. In obtaining continuous undistorted cylindrical color pictures of dry or water-filled borings the device surpasses all other cameras designed for photographing interior surfaces of pipes, wells, and conduits. The usefulness of the camera and the unique projector that comes with it are at once apparent. To the geological, mining, and civil engineer alike it signifies the end of guesswork with respect to underground conditions that have eluded identification by conventional core-drilling methods. To the medical profession it may well signal new progress in photo optics which could result in cylindrical color photographs supplementing the X-ray and existing photographic methods used in exploratory surgery.

INTRODUCTION Fineness is one of the main characteristics of powders and this parameter is the object of several definitions based on criteria connected with their uses as well as their determination methods. In trying to obtain the best reaction surface, fineness is characterized by the determination of the specific surface, but in other cases, particle size analysis is used. These two main methods are not, in fact, entirely independent and their complementary nature provides information concerning the morphology of the particles. In the case of a product formed by isodimensional spheres, the relationship between the specific surface and the diameter is well known: [S = 6 spd] where p is the specific weight of the material and d the diameter of the spheres. With no monodimensional spheres, but rather a granulometric distribution whose occurrences follow a mathematical law (1), the relationship is more complicated. The relationship between the specific surface measured by gas adsorption and the data of the particle size analysis is much more difficult to predict in the case of asymmetric porous particles, whose particle size distribution curves do not correspond to a known statistical law.

Mining operations have been carried out in British Columbia since the time of the first settlers in the area. The early developments were mainly small volume, high-grade operations, producing small quantities of tailings wastes. In these early days the nearest stream was a logical first choice for tailings disposal. Where streams suitable for accepting the tailings were not available or where streams crossing the International Border could not be used for this purpose, the nearest convenient land site was selected for storing the tailings. Old tailings waste piles exist at many locations in the Province and are readily evident, for example, in the Princeton and Hedley areas. Figs. 1 and 2 are photographs showing the present condition of two of these old tailings dams. [ ]

Mr. Eschholz discusses the particular case of large precipitators installed in connection with large metallurgical operations, and receiving their high-potential energy through the conversion of alternating current to direct current by means of the mechanical rectifier. He classifies these mechanical rectifier installations, according to source of power, as follows: System A.-Applications utilizing individual alternating-current generators, either single-phase or polyphase, installed exclusively for furnishing energy to one or more transformer-rectifier-precipitator units. System. B.-Applications having no special alternating-current generators, but utilizing the existing alternating-current industrial or lighting mains to supply the energy to one or more transformer-rectifier-precipitator units. System C.-Applications receiving their energy from high-tension power circuits supplied directly to potential regulator-rectifier-precipitator units. I do not intend here to enter upon a detailed technical discussion of the foregoing classes, which would really interest only the manufacturers of electrical apparatus and the electrical engineers. A noticeable decrease in activity characterized the year 1938 in the West Texas area. The total number of wells completed dropped to 2045 for 19381 as compared with 2806 completions in 1937,l a decline of 27.12 per cent. This trend contrasts the sharp increase of 76.29 per cent in completions in 1937 over the 1936 total. Of 2045 well completions during 1938,' 1788 were oil wellsll 16 were gas producers1 and 241 were listed as failures.' During 1938 the ratio of dry holes drilled to oil-producing or gas-producing wells completed was one dry hole to each 7.48 oil wells, which compares with one dry hole drilled to each 7.477 oil wells in 1937. Nearly 200 wells drilled during 1938 in West Texas were either wildcat or partly wildcat wells, an increase of about 25 over the year 1937, when approximately 175 wells drilled were so classified. The 200 exploratory wells drilled represent about 10 per cent of the total number of wells completed. West Texas produced 71,257,541 bbl.1 of oil in 1938 as compared with 75,743,000 bb1.2 of oil in 1937, a decrease of 4,485,459 bbl., or a 5.92 per cent decline. By comparison, West Texas produced 22.36 per cent more oil in 1937 than during 1936. In December 1938, the 9247 producing oil wells in West Texas1 averaged 22.08 bbl. per day per well as compared with December 1937, when 7571 wells1 produced an average of 25.18 bbl. per day per well, or a decline in daily well average of 12.32 per cent. Discoveries No outstanding new fields were discovered in West Texas during 1938, in spite of continued, active wildcatting operations. Several new oil-producing areas were, found, however, the value of which is still unknown.

THE preper classification of mining methods has received the earnest study of many mining engineers and has resulted in much technical controversy, depending no doubt upon the point from which classification is viewed or the use to which it is put. So far as the writer is aware, the discussion has invariably centered around the classification of underground mining methods, and only superficial attention has been directed to surface methods. Volume 72, page 10, of the Institute Transactions, presents such a classification, sponsored by the Mining Methods Committee of the Institute. A similar classification by Prof. Hugh P. Nicholson appeared in Mining and Metallurgy in October, 1934. The two classifications are quite different in their treatment of underground methods but are identical in classifying surface methods, although Professor Nicholson does suggest possible further divisions for surface mining and admits that such subdivision is more difficult than appears at first. SOMEONE has divided mankind into two groups: (1) those who have the willingness and imagination to weigh the future gain over against a present indulgence, and (2) those who cannot do so. The former have self-control, patience, foresight and a capacity for sustained effort. Those having these homely virtues become the, possessors of capital and hence employers of others. Those lacking these qualities and owning no capital must seek it from those of the first class, and therefore are employed by others. The human qualities, which divide men into two classes-employers and employed-are, however, capable of change by education, training, environment and by all agencies which tend to develop character. These words of the economist have stuck in my mind for many years and the more I see of men in my business contacts the more firmly I am convinced of their truth. The earth in some respects resembles its inhabitants. When we stroll over the fields and hills we are impressed by the unorganized masses of sand and rock which make up the ground beneath our feet. When by chance we come upon a bit of mineral matter in crystalline form we are impressed by its beauty and symmetry and probably have it polished and call it a gem. Gems constitute a minute portion of the earth's crust, and those intellectual gems, worthy of polish, who brilliantly reflect the incident rays of education and experience that have fallen upon them are few among the masses of mankind.

SEVERAL distinctions can rightfully be accorded the Bagdad enterprise. For one thing, it has the most romantic name among the Porphyry Coppers and this is said with all due deference to Copper Queen and Inspiration! Bagdad was one of the richest and most magnificent cities of the glamorous world of the Arabian Nights. The record does not say who was responsible for applying the name Bagdad to the company that in 191 1 took over the property of the Arizona-Nevada Copper Company; but whoever it was must have had visions (or at least hopes) of a fabulously profitable mine. So far as I know, Bagdad is the only Porphyry whose owners, or officials, ran afoul of the law because of alleged sins of omission or commission in vending shares of the company's stock. E. B. Bronson, of New York, had been interested in Bagdad since 1909; and, during the lean period of the 1930's he had, as president of the corporation, endeavored to raise needed funds by the sale of 140,000 shares of treasury stock. Some legal questions arose as to the need for registration under the Securities and Exchange Act; but, when Mr. Bronson finally filed a registration statement, the New York office of the Securities and Exchange Commission found 155 "deficiencies" in the document. According to the judge who later heard the criminal case against Bronson, no evidence was introduced to show that he had personally benefited "to the extent of one dollar." However, it was charged that the setup was such that he was in position to profit if he had wanted to! A somewhat quixotic position, it would seem. The degree of automation that has evolved in the dumping and hoisting of ore at the 3A and 3B hoisting shafts of the San Manuel mine is discussed. Motormen underground now dump their own trains at shaft pockets with rotary car dumps which operate semiautomatically. The ore is then drawn out of the 1200-ton shaft pockets into measuring baskets in skip loading stations, loaded into bottom-dump skips, hoisted, and dumped into coarse ore bins on the surface, in a fully automated operation. In an underground control room on the 2075 level midway between 3A and 3B shafts, car dumping, skip loading, and hoisting systems are monitored on lighted control panels which mimic each step in the operation. Here skip loading and dumping are viewed on closed-circuit television.

In open pit mining, as in other industries, it has I become necessary to improve operating efficiency in order to combat higher labor and supply costs. Moreover, orebodies are becoming leaner, pits are getting deeper, stripping ratios are increasing, and hauls are getting longer. There has been a steady increase in size, speed of operation, and reliability of the various machines involved in breaking, loading, and hauling ore. Changes have seldom been radical but are rather the result of steady improvement. Drilling: Notable advances have been made in the use of rotary drills and air powered percussion drills for blasthole drilling. Several hundred of these machines are now in use as replacements for churn drills in softer rocks such as limestone and shale. Their application to hard rocks such as iron ore and taconite is under current investigation, but in the Lake Superior iron mining district, open pit blast-hole drilling in ore has been accomplished almost exclusively by standard churn drilling. The only recent advance has been the use of larger machines drilling 9-in. holes. This has increased drilling speed somewhat and allowed wider hole spacing, with consequent cost reduction.

With explosives representing over 10 pct of the cost of operating the entire company, the Maumee Collieries Co., Terre Haute, Ind., inaugurated a program to develop a low-cost blasting agent. Results of more than two years' work were announced on May 1 by Hugh B. Lee, president of the company. Utilizing a mixture of commercial-grade ammonium nitrate and carbon black packed in polyethylene bags, Maumee has been able to reduce blasting costs by 50 pct. The lower costs are brought about principally by elimination of high transportation charges on fixed explosives and use of low-cost material (commercial NH,NO, and carbon black). The Akremite blasting method incorporates a 20-lb cap-sensitive primer to detonate the stable explosive. Maumee now uses Akremite exclusively in its stripping operations producing more than 2 million tons of coal per year. Most of what has been written during the past few years on marine mineral resources has emphasized the vast potential of the ocean, and its floor, as a source of the vital mineral raw materials upon which our modern technological society depends. Computations have been made to demonstrate that the sea contains sufficient minerals to support any reasonable world population indefinitely. The importance of these resources from the standpoint of strengthening the national mineral resource base has been pointed out. And though the information upon which these conclusions are based is sketchy, essentially qualitative, and often conflicting, there can be no doubt that the mineral potential of the sea is tremendous and that there are compelling reasons for working toward its exploitation. Unfortunately, there has been little emphasis on the problems that must be overcome, from the perspective of the economics of mineral production. Some of these problems have been noted, and some authors have appraised them realistically. However, many proposed solutions have been more romantic than practical, from the standpoint of both technology and economics. As a result the general impression has been given, particularly to those uninitiated in the realities of mineral production, that the mineral wealth of the sea is there for the taking-requiring only a good modicum of courage and technologic innovation to place it within easy grasp. But developing the capability necessary for substantial, profitable production of sea bottom minerals will be far from easy. It will be accomplished much more quickly if the problems are faced squarely, defined properly, and attacked in an orderly, logical sequence. While this approach may lack glamour, it offers the highest probability for success.

A comprehensive solution is offered to the problem of dust emissions at belt conveyor transfer points. Details of enclosure design are discussed and a straightforward procedure for calculating required dust control exhaust volume is presented. Many design variables are taken into account which heretofore have been commonly ignored or inadequately considered. These include belt widths, belt speeds. enclosure openings, material flow rate, material bulk densities, material lump sizes, height of material fall, material temperature, and ambient air temperature. All of these questions are handled by means of a "fill-in-the-blanks" type of calculation form, permitting quick, reliable solutions by relative "non-experts."

THE literature contains three previous studies of the chemical activities of Cd-Mg alloys: Trumbore, Wallace, and craigl obtained chemical activities of magnesium at 543" by performing electromotive-force measurements; Borg and irchenall calculated activities at 590°K based on vapor-pressure measurements of cadmium over Mg-Cd alloys by the Knud-sen effusion method; and Terpilouski and arcka measured the chemical activities of magnesium in the liquid state by means of electromotive-force measurements. In this study the vapor pressure of cadmium was determined over nine solid Cd-Mg alloys in the temperature range 571" to 697°K by the Knudsen effusion method. This study was prompted by the lack of precision in the data reported by Borg and Birchenall. Knudsen cells used during this study were fabricated from 0.020-in.-thick tantalum tubing. The tops and bottoms of the cells were cut from 0.010-in.-thick tantalum sheet, press-fitted, and welded in place. The orifice was drilled in the cell top and subsequently reamed to a knife-edge thickness. The diameter of the orifice was measured with a traveling microscope capable of reading 0.0001 cm. WITHIN the last 10 years the subject of mine taxation in its relation to coal-mining interests has come to have growing importance, not only to those engaged in the mining of coal, but also to the owners of land underlain by coal. A disposition has developed among legislators to accept the principle, which has been laid down y many judicial decisions, that coal underlying the surface must be regarded as a part of the real value of all properties so underlain, and as such is chargeable with such burdens of taxation as the necessities of the government may impose. These necessities arise from the normal expense of maintaining State and local governments, and in the past have been met principally by, taxes based upon assessments of real estate values, which values in many cases have been confined principally or wholly to the value of the surface, without taking into consideration the value of minerals underlying the surface. It is not proposed here to deal with the question of Federal taxation, whether levied on production, or on products transported from one State to another, or exported from the country, or upon thegross or net earnings of corporations engaged in interstate commerce, or upon the production of materials which may be transported from one State to another, or levied. upon the profits or upon the obligations of corporations. The present discussion will be confined to the appraisal of coal lands as assessed for State, county, township, or borough taxation. The methods heretofore and at present in use in the different States vary widely and have resulted in more or less litigation. Discussions appearing from time to time in the technical and trade journals and in the proceedings of mining and engineering associations frequently direct attention to the need for the adoption of fixed principle in levying taxes, and of uniform methods for applying such principles, but there does not seem to be a general demand from the public for the adoption of such methods.
