THE high standards of living and improved national security that industrialization can bring are so evident that no country can be named that does not cherish the hope of industrializing. With such a universal aim, why do many countries unable to develop their own industries accomplish so little toward attracting the foreign private investor, who alone can provide them with the necessary capital and skill? Obviously, because they fail to under- stand what constitutes a favorable climate for investment, because they have false notions about being exploited or dominated by the foreign investor, or because they are so nationalistic they refuse to permit outside assistance. The purpose of this paper is to aid the citizens and policy makers of developing countries in achieving their aims, by defining the conditions which en- courage investment and portraying the results of a policy of encouragement. As management and technical personnel take a harder look at their operations for ways to shave cents off operating costs or to squeeze a bit more productivity out of existing equipment, instrumentation often comes up as the most effective answer. When Amax Lead installed an automatic grind control system in its Buick mill, ore throughput increased by 3 to 5%. Mill operators calculate that the initial investment is returned to them several times annually.

There are regularly manufactured in the eleven Bessemer steel rail mills of the United States, 119 patterns* of steel rails, of 27 different weights per yard. This list does not include patterns which, although still largely in use, are regarded by experts as obsolete, and which would swell the number to nearly 300; nor does it include all the patterns for which rolls are kept on hand to fill a passible demand; nor does it include extra patterns rolled in one finishing groove by opening or closing the rolls so as to get different weights with the same contours. The list embraces only those separate patterns which are subject to current orders. How thoroughly modern these patterns ere, is shown by the fact that of the whole 119, there are but five patterns of conspicuously bad shape; all the rest more or less completely illustrate the standard features,—a heavy head, light web and Hanges, and a good angle to hold the fish-plate. Sixty-two per cent. of the patterns have the "Chanute" head, which was not designed until 1874.† Sixty-four per cent. of the 119 patterns are embraced under five weights per yard,; three only of these vary from standard type; there are thus 76 patterns, all of them modern and standard, to represent five different weights, for which five patterns would perfectly answer. Of the 60lb. rails, there is only one of the pear-head type, while a dozen of the bevelled head templets cannot be distinguished from each other

During the past year, the Bureau of Mines has carried on an investigation of liquid-oxygen explosives (L.O.X.) to supplement the work described in previous publications.' The present paper gives results of the first part of this work, which was a laboratory investigation of the properties of typical combustibles used in L.O.X., and the relation of these properties to the absorption and retention of oxygen by the explosives and their explosive characteristics. No attempt will be made to describe the development of liquid-oxygen explosives, because this phase of the subject has been well covered.2 The L.O.X. cartridge consists of a paper wrapper filled with an absorbent combustible material that is saturated with liquid oxygen by soaking it therein. After saturation, the cartridge is removed from the liquid and fired with fuse and cap, or electric detonator, in a manner similar to other explosives. Certain types of cartridge may be detonated with fuse alone, requiring no cap to initiate the detonation. ' By suitable variation of the nature and density of the combustible, cartridges having a wide variety of explosive characteristics may be made.

No outstanding example of an important producing unit operation exists in California today where the competitive drilling drainage feature is or was entirely eliminated We need not feel, however, that the thought of unit operation had its birth in 1924, when Henry L. Doherty named and sponsored it so strongly before the American Petroleum Institute and our own organization. No man or company in California ever drilled a wildcat well without exerting every possible effort to get all of the structure, so as to control drilling and avoid competition. Overproduction did not begin in 1923, so there has always been the wish to avoid it. In this state the practice of selling acreage around a wildcat has not been followed, except possibly in rare instances. The operator drilling the wildcat knew he must pay the bill alone, so he endeavored to get the benefit of his effort by tying up all of the land around his well and by so planning his different lease obligations as to avoid as much offsetting as possible. If he failed to get all of the land, it was because someone's price was too high, some other oil man also had the same idea and already held some lands, a competitor took leases away from him while his work was still incomplete, or (as was so often the case) the hidden structure when developed did not prove to be where the wildcatter thought it would be. The last named condition often led to a forced drilling campaign by the last leases secured and thus to serious drilling drainage problems. Ownership of the Land The land situation differs a great deal in various parts of the state. In the San Joaquin Valley, all the land is surveyed into sections and townships. Railroad land grants embraced a part of the land. In the areas that were developed at an early date, as at Kern River, Coalinga, McKittrick and the Sunset-Midway field, such land as the railroad company's diligent land department had been unable to sell for a song as grazing land still remained in its ownership. Almost half a century has passed since the Siemens brothers, after tedious and costly experiments, finally began the manufacture of open-hearth steel. The furnace of that time was very small, having a hearth-capacity of from 3 to 4 tons, and we can appreciate the wonderful development that has taken place in those 50 years by the knowledge that to-day furnaces of 50 times the original capacity are in operation. As the new steel process assumed importance, and furnaces began to grow in number and in size, a question arose, to which no satisfactory answer has ever been given, and that was: aWhat is the safe and economical limit of the open-hearth furnace ?" Various stopping-places have been suggested, and 20, 30, 40, and 50 tons have each been advocated, but all such arbitrary restrictions have been passed, and 60 tons would probably represent the average furnace, although in a few instances from 70 to 80 tons are regularly tapped into one ladle. The furnaces which are the subject of the present paper have gone far beyond even these limits, and since, in my opinion, they mark another step in the progress of open-hearth steel, they will be considered fairly and frankly, in order that those to whom the matter may be of interest may be able to judge and form their own conclusions. Short accounts of the work of these furnaces have appeared from time to time in various technical journals, of which the following is a brief résumé. These furnaces are the property of the Phoenix Iron Go., of Phœnixville, Pa., and their distinctive and important feature is, that they charge to twice the capacitl of one ladle, and tap simultaneously into two ladles, with a device for controlling the flow into either. In this way the capacity of the furnace is not limited, as formerly, but heats of any size within the capacity of two ladles may be charged.

THE Kingsport formation, a part of the Knox dolomite of Ordovician age, is composed of 538 ft of dolomite and limestone. Numerous bands, layers and nodules of chert, arenaceous and shale zones are present. The characteristics displayed by these features have been useful in mapping, prospecting and mining. Perhaps a better understanding of the origin of these zones will increase their usefulness.

The physical properties, chemical behavior under thermal treatment, and fertilizer value of fluorine-containing pseudowavellite (hydrous calcium aluminum phosphate) that occurs as phosphate clay admixed with quartz sand in an extensive deposit near Bartow, Fla., were determined by experiments in laboratory, pilot-plant, and greenhouse. When the mineral was heated at 500°C, 80 pct of the phosphorus become citrate soluble. The heated product, however, deteriorates markedly under moist conditions such as obtain in the soil. EXTENSIVE beds of a soft aluminiferous phosphate lie in the Bartow-Pembroke region of Florida. Although the extent of the deposit is unknown, it is thought that the equivalent of at least five million tons of material containing 25 pct P,Os exists on one large mine property alone, and soft phosphates similar in nature are known to occur elsewhere in the state. This aluminum phosphate, unlike fluorapatite, is rendered fairly soluble in neutral ammonium citrate solution merely by heating it at a temperature below 600 °C, a property made the basis of a process patent by the junior author.' The possibility of producing an available form of phosphorus from what has hitherto been a worthless natural phosphate prompted the Bureau of Plant Industry, Soils, and Agricultural Engineering to make a brief study of the Pembroke phos- phate during the war years with a view towards determining the optimal temperature for heat treatment and the reactions involved in the process. The results of this study supplemented by data and information furnished by the junior author are presented in this paper. Description of Natural Phosphate: The phosphate with admixed quartz sand and siliceous matter occurs as a low-grade (8 to 9 pct P2O5) clay-like material that can be beneficiated cheaply by making a water separation of the very fine material from the sand, floating off the fine material, settling the suspension to a thick slurry, and finally de-watering the slurry by vacuum filtration followed by drying. The product dried at 100 °C contains about 16 pct water and 25 pct P2O5, about 1/12 of which is citrate soluble. Partial analyses of representative samples of the crude ore and corresponding concentrate are given in table I. The concentrate is light yellow in color and even after being dried at 100°C sticks very noticeably to laboratory grinding and screening equipment. Under the microscope the ground material is predominantly light brown crystalline aggregates with index of refraction near 1.61. The oil industry is at the parting of the ways in relating fundamental engineering concepts to legal interpretations and field practices. The old concept, based on an erroneous analogy to wild game, that oil and gas are migratory substances and belong to him who reduces them to possession regardless of their point of origin in the reservoir, has come to be quite generally recognized as the basis of many of the serious ills and extravagances of the industry. The chain of consequences resulting from this erroneous conception has been traced elsewhere and need not be recounted here. The important problem at this stage in the development of the industry, when laws are being revised by legislative action and modified by court decisions; when added powers are being exercised by voluntary committees and official regulatory bodies; and when the need for control of output has forced itself to the forefront, is to see to it that new law and action are based on sound engineering concepts. Reservoir Energy Common Property Since the study of gas instituted by the Marland committee of the American Petroleum Institute in 1927, a great mass of information has accumulated concerning the function of gas in the development and production of oil. This wealth of data leads to the conclusion that every oil pool contains three resources: Oil, gas and reservoir energy. I take it that the central problem of this symposium is the ownership of these three resources and that "source" and "utilization" are involved because of their bearing on ownership through the demands of equity and conservation. In order to facilitate the discussion, permit me to state categorically, that: The oil and gas in a particular tract should belong to the owners of the mineral rights in that particular tract, but the reservoir energy should be common property of all owners of mineral rights in the pool I take it that apportionment of oil and gas among owners according to the relative amounts that exist in place in their respective tracts is

Oil production in north Louisiana in 1937 was 28,668,070 bbl., an increase of 1,896,925 bbl., or 7.1 per cent over 1936, as against an increase of 178 per cent from 1935 to 1936. Gas production of 301,148 million cu. ft. from gas wells and 17,330 million cu. ft. of casinghead gas, a total of 318,483 million, was an increase of 33,483 million cu. ft., or 11.7 per cent over 1936. Well completions numbered 716, with 411 oil wells, 175 gas wells and 130 dry holes; compared with 346, 109 and 78, respectively, in 1936. There were 58 wildcat dry holes. In addition to the wildcat producers described and tabulated with the fields, there were two small, shallow gas wells in Sabine and Tensas Parishes, which did not open fields of any present importance. At the close of 1937 there were only five wildcat tests actually drilling, with nine others shut down or temporarily abandoned. Chief interest during 1937 was in development rather than discoveries. The only real discoveries were two deep gas and distillate fields, Bear Creek and Ruston. There were also three completions of gas-distillate producers from deeper formations in old fields, of which the most important was at Cotton Valley, one discovery of oil in a previously known gas sand and five or six extensions of some importance. Geological Section The columnar section in south Arkansas (Fig. 1, p. 317) also applies in north Louisiana, with a few changes noted below. The oldest known formation in north Louisiana is a bed of rock salt. Except on salt domes, only one well at Rodessa has been drilled into this salt, but it has been penetrated by a number of wells in south Arkansas. Salt domes have been discovered near Vicksburg and Hattiesburg, Miss., and a deep well in Limestone County, Texas, has drilled into rock salt. In Louisiana the distance between the "interior salt-dome basin" and a salt dome of the "Gulf Coast salt basin" is hardly 60 miles. Caving of previously undisturbed ground was conducted for a period of about 20 months at two locations about 600 m (2000 ft) apart in an Arizona porphyry copper deposit. When mining was suspended the width of the mined zone at both sites was on the order of one-half the depth and the thickness of ore extracted was only a fraction of the rock column. Thus the results have potential application to predicting the subsidence above a cavern-type excavation. Break cables were used to detect the upward progress of caving. Analytical aerotriangulation was used to determine the vertical and horizontal displacements of 400-plus surface targets covering a 1585 m (5200 ft) square area. The measurements are summarized and interpreted with a view to predicting the rate of rise of a caving brow, detecting the initial surface subsidence, and characterizing the extent, the location, and the varying degrees of expected damage to surface facilities.

(Butte Meeting, August, 1913.) WHILE remodeling No. 1 section of the concentrator at the Washoe Reduction Works of the Anaconda Copper Mining Co. during the summer of 1912, for the purpose of ascertaining what additional metal recoveries could be made by improvements in concentration practice which had been developed by the staff of the Boston & Montana Reduction Department, at Great Falls, it was deemed advisable to carry on some experiments on the treatment of the regular mill tailings by roasting and leaching, to see whether the losses of metal values might not be still further decreased. In the course of these experiments about 5,000 tons of tailings were roasted, and of the resulting calcine about 200 tons were leached. The results were so satisfactory that it was decided to continue the work on a larger scale, particularly as regards the leaching end of the process, and construction work on an 80-ton roasting and leaching plant was accordingly commenced during the latter part of February, 1913, and is being pushed as rapidly as possible. 80-Ton Leaching Plant. This plant will consist of one 20-ft. roasting furnace of the MacDougall type, specially adapted to the work of roasting for leaching; two leaching tanks, .32 ft. in diameter by 12 ft, deep, together with the necessary solution tanks, air lifts, precipitating launders, etc. It has been decided to precipitate the copper from solution on scrap iron, so as not to hamper the roasting and leaching departments by any weakness that might develop in the precipitating department. It is, however, the intention to experiment with a number of different methods of precipitation ; for example, by electrolysis and by hydrogen sulphide.

An improved bomb-sampling technique for obtaining samples for oxygen analysis from liquid steel is described. Analyses of samples taken from open-hearth furnaces by the improved method show sufficient agreement with laboratory data to indicate the accuracy of the method is better than that of other existing sampling methods. THE bomb-sampling method of determining the oxygen content of a liquid-steel bath was studied by obtaining and analyzing more than 200 samples from normal open-hearth heats. Of these samples, about 60 were obtained with a bomb of conventional design;' the remainder were taken with a somewhat modified bomb designed to give greater protection against slag contamination. In the new device, the contacting faces of the cast-iron mold halves are machined so that they fit closely; the opening at the top of the bomb is covered with a thin steel cap; and the top of the bomb is further covered with a wood block held in place by heavy steel wire. After the bomb has passed through the slag layer and has entered the steel bath, the wire melts and the wood block floats to the surface. Thereafter, the steel melts through the thin cap and flows into the bomb cavity where it is deoxidized with aluminum wire. An assembled bomb, ready for sampling, is shown in Fig. 1. To standardize sampling procedure, the samples were usually taken through the center door and at the bottom of the furnace; that is, the bomb was on the bottom when the metal cap melted. After each addition to the furnace, at least 20 min elapsed before a sample was taken. The oxygen contents of all the samples were determined by using the vacuum-fusion method, two or more specimens from each sample being analyzed. The specimens were cubes of metal cut from a region in the interior of the bomb sample, as shown in Fig. 2. Drillings for carbon analysis were obtained immediately above the oxygen-analysis region. Reproducibility of Results In determining the reproducibility of the results obtained with the modified bomb, the following four factors were studied: 1—variation in the oxygen concentration of duplicate specimens taken from a single sample; 2—variation in the oxygen concentration of duplicate samples taken in quick succession: 3—effect of the amount of aluminum wire

by the combustion of this gas as it reached the air was a familiar sight in the days when open-top furnaces were in vogue. As blast-furnace practice progressed, however, involving the use of hot blast and the development of power from the gas, blast-furnace construction was modified to conserve this gas for heating hot-blast stoves, raising steam under boilers, and various miscellaneous purposes. When the use of blast-furnace gas was extended to the driving of gas engines, the necessity for thoroughly cleaning the gas became apparent., and soon the advantages of also properly cleaning the gas for use in stoves and udder boilers became more fully recognized.

THE possibility of separating the various constituents of mixed ores or metalliferous products by differentially producing their soluble sulfates has not received the consideration that it deserves. The production of the soluble sulfate may be accomplished by baking the ore with sulfuric acid or by treating it with gases containing oxides of sulfur. This paper is primarily concerned with the first method. The procedure used was to mix the material with a solution containing a definite weight of sulfuric acid, baking the mixture at various tempera-tures and then leaching out the soluble sulfate with water. The amount of acid used was calculated to produce certain desired soluble sulfates. The temperature of baking depended on the decomposition points of the sulfates involved. The object was to prevent the formation of or to decompose certain sulfates while leaving a maximum quantity of another sulfate in a water-soluble form. This procedure has two possible advantages over the ordinary method of leaching with an aqueous solution of sulfuric acid. First, a more selective leach may be obtained, and second, the higher temperatures and stronger acid concentrations involved will permit a better recovery of materials that are difficultly soluble in relatively dilute aqueous sulfuric acid solutions. The method of sulfuric acid baking followed by water leaching is not new, as it has been applied in the treatment of various metalliferous materials such as the recovery of cadmium from flue dust1, the re-treat-ment of zinc leach residues2 and the working up of electrolytic slimes3.

Ore deposits are commonly divided into two classes, syngenetic and epigenetic, according to whether the ore was deposited together with the enclosing rock or was introduced after its deposition or solidification. Epigenetic deposits, which are by far the more important class, owe their formation to the channels that permitted the ingress of their metals, and both classes are subject to great modification by post-mineral changes in the containing rocks. A discussion of the structural features of rocks, therefore, necessarily precedes any consideration of ore deposits or processes of ore deposition. The arrangement of sediments in parallel and approximately horizontal layers is called stratification, and is an original prop¬erty of sedimentary rocks. Successive strata of the same sedimentary bed commonly differ from each other in some minor characteristic, such as texture or color, which results in a bedded or stratified appearance. The subjection of a rock to pressure develops within it parallel planes of weakness, called cleavage planes, along which the rock breaks into relatively regular slabs or blocks; the direc¬tion of these cleavage planes, which bear no relation to stratifica¬tion, is determined by the direction of the pressure that produced them. Where there are more than one set of cleavage planes, one of them is likely to be more prominent than the others. In sedimentary rocks, the cleavage may coincide with the stratifica¬tion but more commonly cuts across it. Van Hise has defined cleavage as the "capacity present in some rocks to break in some directions more easily than in others." Cleavage, therefore, does not imply the existence of subdivisions, but rather the tendency to subdivide along certain planes.

Ed¬munds, Anderson and Waring are to be commended for their excellent work in so painstakingly reducing to constants, the variables believed to be associated with these types of stress corrosion. An ammonia stress-cracking apparatus similar in many respects to the one described has been assembled. Certain aspects of its construction may be of interest. Tensile loading of the specimens, which are usually Y8-in. diameter wires, is accomplished by springs acting in compression in compact, portable, tubular assemblies weighing less than 10 lb. The lower end of each assembly contains the test specimen and is passed into the test chamber for exposure to the moist ammoniacal atmosphere. There is considerable convenience in being able to load the specimens in a portable unit, which may be warmed to prevent condensation, and then thrust instantaneously into the test chamber. Spring loading obviates the use of weights, but it has the disadvantage of allowing some relaxation of the load if the specimen elongates during corrosion. The maximum loss in load found so far was 20 per cent. The air supplied to the test chamber is humidified by passing it through thermo¬statically controlled water. The air is dispersed into fine bubbles by being forced through a porous ceramic filter at the bottom of a tank containing about 10 liters of water. MINING operations of the Charcas unit at present are limited to the Tiro General mine at Charcas, in the State of San Luis Potosi, Mexico. The Tiro General mine was first operated during the Spanish occupation of Mexico for rich silver ores in an oxidized zone along the outcrop of the principal vein. In depth the ore is a complex sulfide with widely varying proportions of sphalerite, argentiferous galena and chalcopyrite; and until recent years, it was economically impossible to carry on mining otherwise than irregularly in sections of the veins richest in galena and chalcopyrite. The advent of selective flotation brought the orebody as a whole within the field of economic interest, and a flotation mill of 650 metric tons daily capacity was constructed in the year 1925. The mining of partly worked-out sections of the mine, as well as the very heavy ground in most of the stopes opened in virgin ore, presented an unusually difficult problem. This -paper describes the so-called "filled top slice" stoping method finally adopted as the standard system.

A good place to look for elephants is in elephant country, and old mining districts are certainly elephant country as far as minerals are concerned. In many areas probably more ore is still in the ground than has been taken out. The old timers were good miners and hard workers and when they left ore behind, it was usually for good reason; but many an old mining district has been revived by new approaches to old problems, taking advantage of new techniques and new equipment. One of these is the Front Range mineral belt of Colorado, which has produced minerals for the past 100 years through the ups and downs of mineral prices and the general economy. Gold, silver, copper, lead, and zinc have been found in abundance in the complex sulfide veins of the area. Between Idaho Springs and Central City lie several strong veins which have been mined successfully in the past. The two strongest of these veins, striking northeast-southwest, (Lake-Bald Eagle), and northwest-southeast, (Crown Point-Belman) , and dipping northeast and northwest, respectively, intersect in a flat X near the head of Virginia Canyon. From the lowest drainage of the area, Clear Creek Canyon, the old timers drove the Central, or Big Five, haulage-drainage tunnel due north. It intersects the two veins 8460 ft from the portal and 1670 ft below the surface. The two veins were mined successfully at the surface and at the tunnel level. Without an opening to the surface at the in- side end of the tunnel, ventilating became very difficult as the stopes were opened up, and mining ceased in 1929. Vertically, 1200 to 1600 ft of virgin ground remains in the veins.

Within the last ten years the progressive party of China, headed by Li Hung Chang, the Viceroy of Chi-Li, has been making great efforts to develop the mining resources of that country, and particularly those that are within reasonable distances of the sea-board. Attention was first paid to the coal-deposits, especially those at KaiPing, which have been placed on a profitable basis with an output of 1500 tons per day, under the energetic management of Mr. Claude Kinder, M.I.C.E., and the successful financiering of Tong King Sing. These coal-mines were described in a report by Kwong Yung Kwang, edited as a paper for the Institute (Duns., xvi., 95.) The attention of the leaders of the progressive party has for the past five years been turned also toward the development of the precious and related metals—gold, silver, copper and lead. De-
