Two striking events marked the year 1871-the establishment of the A.I.M.E. and the beginning of the portland cement industry, the most spectacular of all the nonmetallics in its development. Just as David Saylor's first portland cement, made in a little mill at Allentown, Pa., in that year was the forerunner of a mighty industry, the products of which in 1942 were made in 155 plants scattered throughout the country (having attained a value of nearly $300,000,000), so the Institute from its small beginning has attained a membership of many thousands, likewise decentralized into a series of individual sections of wide geographical distribution. Concurrent with the establishment of the Institute was also the invention of the steam drill, followed by the compressed-air drill about 1904. These mechanical drills were so immeasurably in advance of the hand drill and hammer used previously that quarrying and mining of present-day magnitude could never have been attained without them. Some outstanding occurrences have marked this eventful three quarters of a century. The concrete age, with its enormous demands for cement, aggregates and steel, is of primary importance. The coal-mining districts of Washington are mainly west of the Cascade Mountains; Fig. 1. The mines are on the foot hills of the slope, the lignite fields of Lewis and Thurston counties extending into the valleys west of the mountains. An exception is the Roslyn field, a small but important area on the eastern slope. If western Washington is divided into three areas from north to south, the bituminous coal fields and most of the active operations will be found largely in the middle area. The southern portion contains lignites over a large area. In the northern portion, mining is practically restricted to one mine, the Bellingham, which is working a subbituminous coal seam near the city of Bellingham. The degree of alteration that the coal of a particular field has undergone may be gaged roughly by the position of the field with reference to the Cascade Mountains. The lignites of Tenino, Tono, Mendota, and Castle Rock, on the railway line connecting Seattle and Portland, occur in a region of low relief, in which the Eocene coal measures have suffered only minor disturbances. Subbituminous coals occur in the foot hills, as at Renton, Newcastle, and Bellingham. Coalg high in fixed carbon are found nearer the mountains, where the measures have been sharply tilted and folded, as at Black Diamond and Carbonado. The two typical anthracite fields are located still higher, in the rugged mountains where outcrops appear both in deep gorges and on ridges at elevations approaching 5000 ft. At Carbonado is found the only semianthracitc seam worked on a commercial basis. The occurrence of this seam in a region of bituminous coal is due to the nearness of an igneous sill, which has changed its character from bituminous to semianthracite. Purpose of Paper On account of the various faults and dips and the varying nature of the wall rock, many difficulties are encountered in mining and winning the coal. The paper gives some of the methods used in mining and, in some detail, the conditions that affect the efficiency of these methods.

The Los Alamos National Laboratory executed 19 intermediate scale cratering experiments in oil shale at the Colony Mine in Garfield County, Colorado. These experiments have led to a better under- standing of fracture characteristics and fragmentation of & - oil shale by use of a conventional high explosive. Geologic site characterization included detailed mapping, coring, and sample analyses. Site-specific geology was observed to be a major influence on the resulting crater geometry. The joint patterns at the experimental site frequently defined the final crater symmetry. Secondary influences included vugs, lithology changes, and grade fluctuations in the local stratigraphy. Most experiments, in both the rib and floor, were conducted to obtain data to investigate the fragmentation results within the craters. The rubble was screened for fragment- size distributions. Geologic features in proximity to the explosive charge had minimal effect on the rubble due to the overpowering effect of the detonation. However, these same features became more influential on the fracture and rubble characteristics with greater distances from the shothole. Postshot cores revealed a direct relationship between the grade of the oil shale and its susceptibility to fracturing. The Colony Mine experiments have demonstrated the significant role of geology in high explosive/oil shale interaction. It is probable that this role will have to be considered for larger applications to blast patterns and potential problems in retort stability in the future of oil shale development.

THE results are presented of an investigation to discover the fundamental atomic conditions existing in Corson's high-copper alloys hardenable by means of silicide solution and reprecipitation. The study attracted the writer because it offered a very convenient example of the general type of hardenable alloys exemplified by duralumin, Sykes' iron-tungsten and iron-molybdenum alloys and the hardenable lead antimony. SUMMARY OF RESULTS AND CONCLUSIONS In brief, the investigation shows that very perfect crystallinity exists in the solid solutions prepared at high temperature to contain as much dissolved silicide as possible. The lattice parameter of copper is altered very little by the amount of cobalt, nickel or chromium, and silicon dissolved. The hardening by drawing at a temperature to initiate precipitation of excess silicon and metal produces a remarkable change in the atomistics of the solid solution. The old perfection of crystallinity in the solid solution is destroyed and the new atomic spacings are of variable magnitude even in one grain, and a condition in a measure resembling that found in martensite is observed. Were no particles whatever precipitated by the drawing action, still ample causes for hardness would be in evidence in the solid solution alone. The lack of plane continuity in the crystal grains would oppose slip in a very effective manner. Complete annealing restores the crystalline perfection in large measure. In these alloys even the most sensitive methods failed to reveal the characteristic pattern of the silicide precipitated by the anneal, but this was largely to be expected as the amount is relatively small.

An extensive program of investigation is being carried out at Lehigh University in the study of arcs and arc welds of high-purity iron1, sponsored by the Engineering Foundation. The part of that program reported in the present paper deals with welds made of high-purity iron in an argon atmosphere and for comparison with them welds made of the same iron in ordinary air. Welds of commercial steel also were made in argon and in air. The primary purpose of the study is to discover the basic physical constants of iron welds when not contaminated either by impurities in the iron or by the action of oxygen and nitrogen of the air during welding. Upon these constants can be founded such future studies as will determine what effects the various impurities and alloy elements present in steel have upon its welding characteristics, and what influence is exerted by the action of oxygen and nitrogen. The welding of steel involves such a multitude of variables, both of composition and of procedure, that development in the fabrication of this most important metal has necessarily been slow, wasteful, and in many instances discouraging. In the present investigation, the simplest possible condition has been selected; namely, iron practically free from contamination and a nonparticipating atmosphere, the inert gas argon. This simplification reduces the number of variables to a point where more rigid control of the system is possible. Although this study is significant for the contributions it makes to the science of steel fabrication, yet it is hoped that it will not be without value also in increasing knowledge of the. nature and behavior of iron and steel in general. From the standpoint of open-hearth practice, and to some extent from the standpoint of electric-furnace practice also, the conditions of melting and casting iron in this investigation are extraordinary. Seven years ago, Dr. S. L. Hoytl presented a masterful discussion of the hard metal carbides and cemented tungsten carbide. His lecture summarized most of the data then available in the field; many of the details relating to the production, properties and structure of cemented tungsten carbide had never been previously published, for, in fact, this information was only then being acquired. During the intervening years, the cemented carbides have assumed a place of real importance in the commercial field, with an ever widening variety of applications due to constant improvement in the control of production technique and the unremitting search for new compositions that might better the performance of the alloys in one or another type of service. The most recent summary of production methods, properties and guides for the successful application of the cemented carbides appears in the 1936 edition of the Metals Handbook. Of necessity, much detailed information relating to structures and physical properties is not included in such a summary, and it is with such details that the present discussion is concerned. Steps in Preparation While the past 25 years have contributed a valuable store of working knowledge in the field of powder metallurgy, many of the process controls are derived entirely from experience and are not as yet finally explained by a specific physical or chemical phenomenon. For most of the cemented carbides such difficulties are aggravated by our lack of knowledge not only of the complex alloy systems involved, but also by the possible changes in structure and even in composition which may accompany variations in temperature, heating time, and furnace atmospheres. The principal steps in the preparation of these cemented carbide alloys are fairly well known, but to supply a foundation for discussion these steps are briefly outlined as follows : 1. The same alloy has now become a commercial product in the wrought state, and, as not only rails and bars are rolled daily but a great variety of forged and otherwise fabricated shapes are appearing, it may be interesting to mark the progress and, perhaps, to look a little closely into the nature of this important material of engineering.

STUDIES by many authorities have proved that nitrogen exerts an injurious influence upon iron and steel, but in the casehardening of steel by carbon, nitrogen has the advantage of accelerating the process of cementation. Its influence upon special steels is quite remarkable; it can produce the hardest layer ever known in metallurgical products-a fact hit upon by A. Fry and studied and ascertained by L. Guillet. As there have been very few investigations on the influence of nitrogen on special steels, the writer has listed important articles dealing with this problem and has conducted experiments on nitrification. He also has tested the influence of nickel upon the penetration of nitrogen in electric-arc welding.

THE decision of the Supreme Court of the United States not to review the findings of the lower courts closes an interesting chapter in the mining litigation that has arisen as a result of the extralateral feature of the mining law. The time seems opportune to record some of the important geological features, and also some of the legal features, of the controversy, in the hope that these will be permanently accessible to members of the mining profession. After many rumors of litigation, the Utah Consolidated Mining Co. sued its neighbor for the ore that had been, it was alleged, wrongfully extracted from its so-called Yampa limestone lode. This ore lay beneath Utah-Apex surface and was claimed by virtue of the extralateral rights conferred on the Utah Consolidated Co. through the ownership of certain specific mining claims, one of the principal claims being the Yampa. Previous to bringing suit, the Utah Consolidated Co. had strengthened its position by purchasing the Old Yampa mine and by making an agreement with the Utah Metal & Tunnel Co., which gave it clearer title to the outcrop of the Highland Boy limestone. Access to the workings of the Utah-Apex Co. was secured and reciprocal privileges gave Utah-Apex representatives the right to enter the properties of the Utah Consolidated Co. This resulted in the Utah-Apex immediately bringing countersuit for ore alleged to have been wrongfully extracted from under its surface in the Leadville country, see Fig. 4. Six cases came up for consideration: five related to the original suit and the countersuit, and one related to the Dana extralateral claims of the Utah-Apex Co.

BINGHAM has produced 6 per cent. of this country's copper. In total production, it ranks fourth among the copper camps of North America, the order being Butte, Michigan, Bisbee, and Bingham. In its annual production, it held that same rank until 1919, when its production was exceeded by the combined production of the Globe-Miami district of Arizona. Bingham has also been a lead camp of the first order. Utah ranks third among the lead-producing states, and its production comes largely from three camps which, in the order of their productivity, are: Bingham, Tintic, Park City. Bingham's silver production is important, but it does not rank high as a silver producer. Utah owes its rank as first among the silver-producing states to Tintic, a camp 40 miles due south of Bingham. The United States Mineral Resources reports a total production from Bingham for the period 1865-1920 having a gross value of $528,043,432. Bingham is on the eastern flank of the Oquirrh range 30 miles south-west of Salt Lake City, from which it can be reached in an hour by auto, or by the Denver & Rio Grande or the Bingham & Garfield railroads.. The automobile route is a paved road across the floor of Great Salt Lake Valley, through farming country. The Bingham & Garfield railway leaves the level of Great Salt Lake at the northern end of the Oquirrh range, and in 20 miles it climbs 2100 ft., and deposits the traveler upon a shelf cut in the side of Bingham Canyon below most of the mines, which are farther up Bingham Canyon and its tributary Carr Fork. Below lies the town, a narrow ribbon running for a couple of miles along the bottom of a canyon 2000 ft. deep-an almost impossible site for a community numbering, in prosperous times, 5000 to 7000 inhabitants drawn from all quarters of the globe. Up the canyon and down, and beneath the steep slopes nearby, and beneath the town itself, are the mining operations of over half a century.

THE production of titanium in 15-1b. lots and with a purity sufficient to be consolidated into ductile metal, as described in a previous paper,1 has provided adequate material for a study of the : physical properties of titanium and a more thorough examination of its working qualities. Data on the physical properties reported in that paper were obtained on metal fabricated by a fixed procedure, standardized for the purpose of control of the reduction, and are representative only of material fabricated under those conditions. There are many possible variables in the working schedule, which will have significant effects on the properties of the finished material; and since the previous working methods were not necessarily the best, an investigation of the fabrication of titanium by other methods was undertaken. In this work the consolidation of the powder by pressing and sintering was conducted essentially as outlined in the report cited' and all efforts were centered on fabrication methods for those powders and the properties produced by them. Hardness, density, microstructure, and tensile properties were determined at various stages in the working and annealing; and resistivity measurements were made on a few bars and drawn wire. [ ] CONSOLIDATION OF THE POWDER The screen analysis of the available titanium powder is given in Table I. No attempt was made to alter the size distribution from that noted because this powder, although coarse by normal powder-metallurgy standards, produced acceptable compacts suitable for the present work. Because of their large specific surface, finer powders are more contaminated by oxygen and produce harder compacts, which are difficult to work. The powder as produced is soft, compresses in a normal fashion, and exhibits very little tendency to adhere to the die surfaces. COPPER-CALCIUM alloys are of interest as materials for use in deoxidized conductors of high conductivity. That calcium is effective in deoxidizing and degasifying copper is well known. Brandenberg and Wiens1 have described the use of calcium in the casting of sound copper and state that the deoxidation can be carried out without difficulty. The castings that they prepared were sound and sufficiently ductile to permit wire drawing. Pratt,2 in British Patent No. 1699 (1907), has claimed the use of calcium for the deoxidation and degasification of copper. Masing3

NORTH AMERICA has for many years led the world in phosphate production, but with development of African deposits and their marketing conditions with respect to European countries, this leadership will shortly pass to Africa. Algeria, Egypt, Tunis, and Morocco have large phosphate reserves and a correspondingly large production because of easy mining and a ready European market, which was developed during the war. An increase in home consumption is destined to develop for the eastern American fields, and the countries of the Pacific will provide a market for the western producers. New processes indicate a decrease in fertilizer costs, which will encourage a more widespread domestic use and assure better marketing conditions. The African deposits, although benefited by a water haul, have the disadvantage of being isolated from a source of acid so that the crude rock is shipped from Africa to its destination, whereas in the United States the chief product shipped is acidulated rock or various types of superphosphatic fertilizers. The principal types of phosphate deposits used in the manufacture of fertilizers are guanos, apatite, phosphatic marl, phosphatic limestone, phosphatic shale, and phosphate rock which is also known as phosphorite. Some of these deposits are found on each of the continents; Table 1 gives their occurrence, age, location, character, extent, etc. Most of , the information found in this table represents a compilation of information published elsewhere in a different form and widely scattered.

PRECISE knowledge regarding the effect of heat treatment on the properties of steel has made possible the detailed specifications and instructions covering optimum heat-treating temperatures and practices that are in current use. A distinct contrast is presented by the metallurgical treatment of steel adjacent to a fusion weld, as such steel is subjected to each temperature from room temperature to fusion temperature, and cooled at a rate that is not generally controllable but is predetermined by the nature of the assembly to be welded, the kind of welding used, and the surrounding conditions. This is true regardless of the type of fusion welding: oxyacetylene, electric arc, thermit or flash resistance. Therefore it seemed desirable to investigate the effect of this metallurgical treatment on the characteristics of carbon steels commonly used for welding, by a detailed study of metal subjected to each temperature range; i.e., each heat-affected zone. Oxyacetylene welding was chosen for the investigation because of the experimental facility of accurately segregating and studying each temperature zone. The nature of the zones produced by other types of welding is the sane. The difference is primarily a matter of dimensions of each of the temperature zones involved. The advantages and disadvantages of the extent of the zone are of prime moment, and are discussed after the presentation of the detailed zone study. No mention is made of the fused metal proper, as this has been the subject of much published research and the nature of the solidified metal is fairly well known. Abstract of an address delivered before the Royal Canadian Institute, Toronto, April 16, briefly outlining the importance of mining in the United States, in Canada, and in the world. Comparison is made of the mineral production for 1886, 1900, 1910, 1920 and 1929, showing that in the 43 years from 1886 to 1929 that of the world increased nearly tenfold, of the United States over twelvefold and of Canada thirtyfold, but that Canada's output was equivalent to only 2 per cent of the world total and to 5 per cent of that of the United States in 1929. Statistical tables and graphs show value of production, percentage of world production contributed by Canada and the United States, etc. The mining situation in Canada is briefly reviewed: only those American engineers who have had occasion to examine the figures appreciate the rapidity of growth of Canadian mineral production. The treatment of minerals involves vast complex industries. When we are producing, say, 6 billion annually, the employment of 2 million workers provides indirect support to perhaps 10 million people. Exploiting mineral deposits is peculiar in certain ways, for the deposits are exhaustible, are of rare occurrence when measured in terms of outcrop area compared to total earth area, and may suddenly be handicapped or superseded by new discoveries; moreover, the economic position of the contained metals is 'affected by the use of scrap metal and the existence of invisible stocks. The largest and most valuable of the mineral deposits are not the metals, but rather the fuels.
