A relatively simple and effective technique is proposed to deal with the failure of geologic masses containing weakness planes. This technique, termed irextended" rupture envelope, provides a means to clearly distinguish rock and soil from fractured rock and, on a theoretical level, considers a matrix-inclusion system. It may also constitute the link between Mohr's and Griffith's failure theories. Included in the article are five sample problems concerning site location, structural design, strengthening the plane of weakness, changing the magnitudes of major and minor principal stresses and changing the orientations of major and minor principal stresses. Engineers trying to solve design problems in rock and soil mechanics have often assumed an iso-tropic and homogeneous medium. For naturally occurring geologic masses this assumption has always been viewed with regret. The following analysis which deals with the effects of plane anisotropy on failure presents a solution to this. The planes of weakness are joints, faults, bedding planes, fracture and cleavage (natural and induced), foliation and schistosity. The physical properties of these weakness planes include an undulating surface, frictional resistance, discontinuous extent, filling material, tightness and presence of water to cause a hydrostatic pore pressure. All of these properties relating to failure can be summarized in Mohr's rupture envelope for the plane of weakness. This, along with the geometrical orientation, strike and dip, of the plane of weakness produces what is termed an irextended" rupture envelope. (Wilkes-Barre Meeting, June, 1911.) THE origin of the Mine-Rescue Service of the State of Illinois can be traced to two distinct sources, the work of the Rescue Station at Urbana and the Cherry disaster. During the early part of the year 1909, the Technologic Branch of the U. S. Geological Survey, now the Bureau of Mines, in connection with the Illinois Geological Survey and the College of Engineering of the University of Illinois, established at the University of Illinois, in Urbana, a branch rescue-station to supplement the work of the Pittsburg station of the Geological Survey. As a result of the work of training at the station in Urbana by R. Y. Williams, mining engineer, and James Webb, foreman of the Bureau of Mines, and the use of the helmets at several mine-accidents in the State of Illinois, . the people of the State were somewhat familiar with oxygen-helmets when the Cherry disaster occurred, in November, 1910. The oxygen-helmets were successfully used in connection with that disaster, and upon the recommendation of the Illinois Mining Investigation Commission, the Legislature of the State, assembled in special session during the winter of 1910, passed a bill appropriating $75,000 for the erection and maintenance of three rescue-stations, stipulating that they should be located in the northern, central, and southern parts of the State. The Act also provided that the stations should be in charge of a Commission of seven, two representing the United Mine Workers of Illinois, two the mine-operators, one the Federal Bureau of Mines, one the State mine-inspectors, and one the Department of Mining Engineering of the University of Illinois. Seventy-one delegates, representing 74 organizations with a membership in excess of 105,000, attended a conference of technical societies, in Chicago, Apr. 23-25. It was called by Engineering Council, and unanimously adopted a resolution urging Congress to establish a Department of Public Works. This would include the services and bureaus having to do chiefly, with matters of engineering and architecture. Among the bureaus, services, and activities, which logically belong to a Department of Public Works, are the following: Bureau of Public Roads; the United States Reclamation Service; the Alaskan Engineering Commission; the Construction Division of U. S. Army; a Bureau of River, Harbor and Canal work, including such functions as are now exercised by the Mississippi River Commission and the California Debris Commission; a Bureau of Architecture; a Bureau of Surveys, including the Coast and Geodetic Survey; a Bureau of Mines; the Geological Survey; the Forest Service, at least until the same is divorced from the supervision of water powers and road building; and the Bureau of Standards. Later, the following resolutions were unanimously adopted: RESOLVED, That this conference be known as the Engineers, Architects, and Constructors Conference on National Public Works; that it continue in existence until dissolved by its own action and that its officers and committees be empowered to further the organization and development of a National Department of Public Works. RESOLVED, That for the purpose of furthering the passage of a bill for the creation of a National Department of Public Works there be set tip by this Conference an Executive Committee, a Committee on Text of Bill, and a Campaign Committee. The Executive Committee shall have the power to create a Finance Committee and other committees and to add to its own membership or to that of its committees.

Geological storage of spent-fuel assemblies from an operating nuclear reactor has been underway since the Spring of 1980 at the U.S. Department of Energy's Nevada Test Site. The primary objective of this generic test is to evaluate granite as a medium for deep geological storage of high level reactor waste and to provide data on thermal and thermomechanical behavior of granite from imposed heat loads.(l) The underground installation in the Climax stock granite was sited at about 420 m below the surface and 145 m above the existing water table. As shown in Figure 1, three parallel drifts were excavated spaced on approximately 10 m centers. Seventeen storage holes were drilled at the central drift on 3 m centers in which eleven spent fuel canisters and six thermally identical electrical simulators were emplaced. Electrical resistance heaters were emplaced in vertical holes in the floor of the side drifts on 6 m centers. The thermal output of these heaters is being periodically adjusted to simulate the thermal response of a large storage array. Rock and ventilation air temperatures are being measured continuously in the drifts and throughout the rock surrounding the excavations. Measurements of drift deformation have been made routinely since the emplacement of the spent fuel. Both vertical and horizontal measurements are being taken at five locations along the heater drifts and at six locations along the central canister drift (Fig. 1). Two types of instrumentaton are being used: convergence wire extensometers which are monitored automatically, and a manually operated tape extensometer with which measurements are taken periodically. The tape extensometer measurements were initiated about 6 weeks following fuel emplacement. The lack of a temperature correcting capability for the convergence wire extensometers make that data unavailable for analysis at this time.

The prices of crude petroleum and its derivatives have shown an upward trend from 1915 to 1920, and a downward trend from 19'20 to 1923, see Table 1. Over the former period, oil prices were dominated by the rapidly increasing demands and inflation incident to the war and its aftermath, while over the latter period oil prices were influenced at the outset by deflation and then by the conditions of overproduction that have characterized the past three years. he purpose of this paper is to analyze the broader features of the more recent price movements in the petroleum industry and to relate these features to basic economic conditions in the industry. Index Numbers of Oil Prices The analysis and comparison of price movements may be facilitated by converting actual prices into relative prices, or index numbers, with 1913 taken as a base of 100. In this way, the various price groups are expressed as percentages of the 1913 prices and may thus be readily compared with one another or with the average prices of other commodities similarly expressed. Table 1 gives the index numbers representing the average prices of crude petroleum, gasoline, kerosene, fuel oil, lubricating oils, and all commodities. The last named is the index of all commodities as published by the U. S. Bureau of Labor Statistics and is widely accepted as the official measure of the general price level. The index numbers of oil prices were calculated by the writer from weekly quotations published in trade journals. Fig. 1 shows in graphic form the trend of oil prices by months over the period 1920-23. Deep under the hills of southwestern Wyoming lies a nonmetallic mineral deposit of incredible dimensions and value. This nearly pure, horizontal bed of the mineral trona, a sodium sesquicarbonate (Na2HC0,.NaHC08.H20), is found in the Green River formation some 1500 ft below surface. It is believed that evaporation of an ancient saline lake left this sodium carbonate as the evaporite and mysteriously left practically no sodium chloride, which is the common constituent of an evaporated saline lake. The trona bed averages 10 ft in thickness and extends over an area of several hundred square miles. In 1938 a geologist with the U. S. Geological Survey identified the trona in the core from a former oil exploration drillhole. By so doing, he initiated the developments of a chemical industry of impressive growth in the area, an industry on the threshold of further and much more spectacular growth. A drilling program by the Union Pacific Rd. and Intermountain Chemical Co. in the early 1940's succeeded in blocking out mineable reserves of several hundred million tons. Development of the deposit started in 1946 with the sinking of a 12-ft diam, concrete-lined shaft 1500 ft deep-followed by construction of a small pilot calcining plant. Actual mining of the trona started in 1947 and continued on a limited scale until 1953, when the $15 million surface facilities were completed, along with the second shaft and other expanded underground facilities. Since April 1953 the mine has been producing more than half a million tons per year, from which the refining plant has produced more than 300,000 tons per year of high quality soda ash.

As a raw material, prereduced pellets can be considered symptomatic of the quiet revolution taking place in the quality and grade of blast furnace burdens for the past decade. In 1954, the average analysis of ores from U.S. ranges in the Great Lakes area was 50.86% Fe (natural), 10.22% SiO2, and 10.90% moisture; ten years later, the average was 56.67% Fe (natural), 8.13% SiO2, and 6.17% moisture. The advance in Canada was even more pronounced in a lesser number of years. In 1957 the average product of Canadian ore-producing areas was 51.62% Fe (natural), 8.59% Si02, and 8.02% moisture; in 1964, the average grade was 59.59% Fe (natural), 6.27% SiO2, and 3.94% moisture.2 These dramatic data are testimony to the giant strides made in iron ore improvement, and the next logical step is prereduction. Prereduction can well be considered as a beneficiation step in which oxygen is the gangue. Since the ultimate objective of milling and smelting is iron metal, non-metallic constitutents in general, whether oxygen or silica, are contaminants. The past and continuing attack aimed at lowering the silica content of concentrates is succeeding. One need only thumb through the Grade Name listings of the American Iron Ore AssociationVo note that virtually all commercial pellets contain less than 8% silica, many are lower than 6%, and a few below 45%. With natural technical evolution, it is expected "many" rather than "few" will ultimately be in the last category and further mechanical concentration will have reached the point of diminishing returns. At this level, oxygen would constitute the only major diluent worthy of attack.

Prof. Edward Orton, in his Report on the Occurrence of Petroleum, Natural Gas and Asphalt Rock in Western Kentucky, thus clearly states his ideas of the universal dissemination and rare accumulations of the bitumens:I "We need to bear in mind that the various members 'of the bituminous series are abundantly and almost universally distributed among the unaltered sedimentary rocks of the earth's crust. The valuable accumulations of these substances are rare, it is true, but one can scarcely go amiss' of petroleum, asphalt or gas, at least in small quantities, among the stratified rocks that retain their original structure." Speaking of the Ohio valley, he adds: "A fifth of one per cent. of petroleum, if distributed through a thousand feet of rock, would make a total to the acre, or square mile far beyond any production that has ever been realized from the richest oil field, and -percentages of this amount are not only not rare to find, but are even hard to miss." Dr. F. W Clarke in his Data of Geochemistry (Bulletin No. 491, U. S. Geological Survey, 1911), discussing these views of Orton with similar views of T. Sterry Hunt and Szajnocha, says that they "lead to the conviction that the formation of bitumens is a general process and by no means exceptional. Wherever sediments are laid down, inclosing either animal or vegetable matter, there bitumens may be produced." The organic origin of the bitumens, including petroleum, Gas long been an accepted fact with nearly all geologists, but the method, place, and time of the transformation into petroleum or other bitumen is still under 'discussion. THIS TALK is a digest of some of the information contained in tables, one on practices and one on costs of shaft sinking, in Bulletin 357 of the U. S. Bureau of Mines written by E. D. Gardner, Supervising Engineer of the Bureau at Tucson, and myself. The table of practices contains information on 43 shafts and the table of costs contains information on 25 shafts. These various shafts were sunk between 1917 and 1930 so they may be termed modern practice with costs applicable in the United States, Canada and Mexico. In the compilation of this material the statistics on shafts which were concreted have been eliminated, as these figures were entirely out of line with corresponding figures for timbered shafts. It is my experience that where costs are divided between sinking and concreting the tendency is to load the costs onto the larger item of concreting. Thus a shifting of costs making an addition of 10 per cent in concreting costs may suffice to make a deduction of 40 per cent in sinking costs. Fine work is done (on the books) and everybody is happy. Most shafts are sunk with three shifts of men per day. Each shift consists of men who are miners, muckers, or timbermen, as chance may call for during their shift. Where pumping or high fixed costs do not necessitate three shifts it is cheaper to sink on two shifts. It is desirable for speed and economy in any case to work out a cycle of operations for each 24 hours. In this way men are hired for their ability as machinemen, muckers, or timbermen; they know exactly what to do and there is no passing the buck to the next shift.

MUCH has been said and written about deep mine shafts and deep drill holes as man in his search for mineral wealth digs deeper into the earth's crust. Each year some new extra depth is heralded as a record, but with unlimited possibilities of going still deeper. In contrast to "digging deep," "mining high" is limited by the height of the mountains (Mt. Everest being the maximum with its 29,000-ft. elevation) and also by the extent of human endurance. An ex- ample of what might be called near- stratosphere mining in what is probably the highest mine worked by compressed air in the world is seen in a recent project in the Andes mountains of southwestern Bolivia.

A MATERIAL contribution to the success of our Armies in the field has been the portable pipe-line system. These are the words of Brigadier General R. F. Fowler, chief of the supply division of the War Department. The portable pipe line is one of the "secret weapons" the American forces employed in their swift advances through Tunisia, Sicily, and Italy. Constructed of a light steel so flexible it can be snaked around trees, it can be laid at a rate of ten to thirty miles daily right up to the fighting fronts. It has played a major role in supplying combat troops with products varying from petroleum to water.

Data on worldwide geophysical activity in mining exploration programs is collected annually by the Geophysical Activity Committee of the Society of Exploration Geophysicists as part of a continuing service to the industry. The data is obtained by sending out questionnaires to all organizations (which are) known to be carrying out mining geophysical work; the organizations canvassed include mining companies, contractors, government departments and universities. The questionnaire is divided into three sections, namely ground methods, airborne methods and research. In 1968, 515 questionnaires were circulated throughout the non-Communist world and 283 replies were received which is a 55% return. A 67% return was received from the U. S. organizations surveyed so the statistics quoted in this report for the United States are reasonably reliable. This report is published in condensed form, but with emphasis on the United States statistics, with the permission of the Society of Exploration Geophysicists. It was presented at the 39th Annual International Meeting of the SEG in Calgary, Alberta, on September 15, 1969. Worldwide utilization of mining geophysical methods reached a new high in 1968 with total expenditures of United States $41.4 million, compared lo $32.3 million in 1967, representing a 28%, increase. The expenditure distribution by area and type of activity is shown in the graph on page 64. In terms of money spent, ground geophysical surveys accounted for 49% of the total, airborne survey's 36% and research 15%. The percentage of the money spent on ground geophysical surveys fell by approximately 7% from 1967, that for airborne surveys, increased by 5%, and for research the amount increased by 2%. Industry accounted for 79°1% of the total monies spent on mining geophysical activity in the world in 1968 and governments and universities 21 o%.

THE second award of the Saunders Gold Medal for "distinguished achievement in mining," of which the first was awarded last year to the late D. W. Brunton, has been made to Herbert Hoover. The main events of Mr. Hoover's life are so familiar to all through the numerous journal articles about him and his work, and the interesting biography written by Vernon Kellogg, that no attempt will be made here to touch on anything other than his achievements as a professional mining engineer, for which the award was made. He graduated in mining from Leland Stanford, Jr., University in 1895, but had served as an assistant to Dr. Branner on the Arkansas Geological Survey in 1893 and had also worked two sum-mers as an assistant to H. W. Turner and Waldemar Lind-gren on U. S. Geological Sur-vey work in the Sierra Nevada around Lake Tahoe, and on the American River. Immediately after graduation he got "a job" underground at Grass Valley, and soon rose to be night shift-boss. He then secured employment with the late Louis Janin and made such a good record as office and field assistant that he was soon placed in charge of a small mine at Carlisle, N. M. In 1897, Mr. Janin recom-mended him to Bewick, More-ing & Co., who were looking for an examining engineer for their staff in Australia. Two years were spent in hard work there which was done so creditably that his princi-pals held him and his judg-ment in the highest regard, and he came to the head of their local organization. Among the properties which he acquired for them was the Sons of Gwalia.

The urgent need for new base metal ore discoveries was discussed by various authoritative exploration personnel at a CIM symposium on the future of the Canadian mineral industry held at Ottawa in 1967. Data presented at this meeting showed that approximately 150 new mines have started or restarted production in Canada since 1955. Over half of these mines were discovered prior to 1950. The distribution of Canadian ore discoveries during the last 15 years (shown in Fig. 1) illustrates a striking reduction in the discovery rate in recent years in spite of increasing exploration expenditures. These data indicate that $20 million is now spent in exploration for every significant metal deposit found, and evidently the cost of discovery is still rising. Even fewer discoveries are being made in some other important continental areas of the world such as Africa, Australia and South America. The discovery record in the U.S. is thought to be more rewarding than in Canada because the new deposits appear to be substantially larger. Fortunately, most good base metal ore deposits have attractive investment re- turns to justify large exploration expenditures. The magnitude of the exploration expenditures and the increasing need to develop additional metal resources justifies a critical review of the procedures used in the search for ore deposits. Of particular concern is the need to improve the use of exploration techniques in the attempt to obtain better discrimination and efficiency. There is a tendency by inexperienced exploration groups to think of any geological, geochemical or geophysical anomaly as an exploration target and ignore the fact that anomalies can result from many factors other than economic concentration of metals. The desire for a unique and favorable explanation of exploration data often results in too rapid a movement from the reconnaissance to the drilling stage without the use of all the relevant information.

INTRODUCTION The notion of permanent disposal of high-level radioactive waste in natural salt formations was formally proposed in 1957 by the Committee on Waste Disposal of the National Academy of Sciences- National Research Council. This proposal was the result of the Committee's deliberations in response to a request from the U.S. Atomic Energy Commission (AEC) in 1955 to assess the viability of geologic formations for such disposal. The research investigations for waste disposal in salt were initiated at the Oak Ridge National Laboratory (ORNL) in the late 1950's and continued through the 1960's and early 1970's at a relatively modest level of funding. During the period of transfer of Federal Administrative authority from the AEC to the Energy Research and Development Administration (ERDA) to the Department of Energy (DOE) during the latter part of the 197O’s, financial support for the research program was enhanced substantially. The program at OWL was regrouped under the Office of Waste Isolation (OWI) and later transferred to the Office of Nuclear Waste Isolation (ONWI) at Battelle Memorial Institute. With this enhancement in the research program, consideration of basalt, granite, shale, and tuff as repository host media was initiated. In February, 1980 the President of the United States established officially a comprehensive waste management program which called for the selection of the first repository site in 1985 from a suite of four or five potentially suitable sites, and initiation of a repository operation at that site in the mid-1990's. The current disposal system concept involves the emplacement of radioactive waste packages in mined disposal rooms at depth in suitable geologic formations, with closure of the facility effected

While running certain float-and-sink tests, unit coal calorific values were determined for gravity fractions of a series of Illinois coals from several districts in the southern part of the state. When these values were plotted against specific gravity what appear to be characteristic curves of somewhat different shape were obtained for each district represented. This in itself seems noteworthy. The shape of the curves seems to indicate that the lightest fraction of the coal, which inspection shows to be largely vitrain, suffers the least deterioration in storage. It was also observed that on dilution curves established with dry ash and B.t.u. values the fractions of 1.35, 1.40 and 1.50 sp. gr., which constitute the greater weight per cent of a given coal sample, fall more frequently on a straight dilution line than do the lighter or heavier fractions of the same sample. In most instances there is a marked steepening between the 1.35 and the fraction of lighter gravity. In general the curve increases in steepness between the fractions of 1.50 and 1.70 specific gravity. The variations in the unit coal-specific gravity curves as well as those observed in dilution curves which appear to be pertinent to this problem are: (I) variation in coal substance with change in specific gravity, (2) variation in kind and quantity of mineral matter with the specific gravity of the fraction, (3) factors of analytical procedure which tend to introduce error in analysis, particularly in high-ash and high-sulfur fractions.
