Report of President The important fact of the year 1916 is that on July 25 contracts were executed by which the American Society of Civil Engineers because an additional Founder Society and arranged to make its permanent home in our building. The contracts provide for the construction of three additional stories to the building, the American Society to pay the cost tip to $250,000, this being considered equivalent to what each other Founder Society had contributed, the American Society to participate in the original Carnegie gift and have an equal share in the property with each other Founder society. The construction of the addition to the building is under way, $62,525.04 having been expended thereon in 1916. It has been found that, clue to war conditions and the advanced price of materials, the cost of the addition will be $300,000. The founder societies have been requested to assume the extra $50,000, one quarter each. This work is in charge of a Building Committee consisting of H. H. Barnes, Jr., Chairman, E. G. Spilsbury, Charles Warren Hunt and Charles F. Rand. At the request of the Founder Societies, important alterations were made in the lecture halls on the fifth floor of the building to make the same suitable for social functions of the societies. The cost, $6,642.08, was advanced by the United Engineering Society but is to be paid eventually by the Founders. The Library of the civil Engineers is being merged with the Library of the United Engineering. Society and the other founder societies. At the present time the membership of the four founder societies is 29,000 and of associate societies 23,000, so that a total of 52,000 engineers now have their headquarters in our building. The value of the real estate now owned by this Society is $1,647,171.16. This sum will be increased at the end of 1917 by the amount of the cost of the addition to the building.

The Morning silver-lead-zinc mine of the Federal Mining & Smelting Co. is about 'two miles northwest of Mullan, Ida. The lode is a metasomatic fissure vein. The orebody is approximately 2000 ft. long within the bounds of the property and varies in width from knife edge stringers to 50 ft. It has been developed to a depth of 3600 ft. and stands nearly vertical in Revett quartzite, which .strikes north 65" west. The high-grade veins and lenses are generally mixed with waste (siderite, quartz, and quartzite). The average grade of ore to sorting plant in 1921 was 4 oz. silver per ton, 8.6 per cent. lead, and 4.1 per cent. zinc. Wall rock stands only a short time without timbering. The minimum angle of gravity flow is 45". The ratio of waste sorted out to ore is 6 per cent. No gases are generated underground and temperature has no influence on mining operations. Fresh air is forced down the air raise and up the main shaft. Drifting and Stoping Main drifts 12 ft. wide and 13 ft. high are driven every 200 ft. (vertically) and are connected by raises 125 ft. apart. These raises consist of three compartments (chute, tramway, and timber slide) and are for the purpose of ventilation, access, and hoisting supplies to stopes. Ground is stoped between raises. Chutes are placed every 25 ft. for drawing off ore broken in stopes. Waste for filling is obtained from waste raises off the stope in walls or waste is dumped from the level above down the chute compartment of raises, which is bulkheaded so that waste can be drawn off at any floor as required. Timbering Posts and caps for square sets (varying in diameter from 6 to 24 in.) are cut to length in a sawmill on the surface. No preseratives are used. ZAY JEFFRIES (written discussion*).-I have read with much interest Mr. Ruder's discussion of Professor Howe's paper, "The Supposed Reversal of Inheritance of Ferrite Grain Size from that of Austenite." I am yet of the opinion that my first explanation' of Mr. Ruder's samples is substantially correct. In that explanation I did not intend, however, to convey the impression that "reversed inheritance" was the general rule nor even of common occurrence but rather that." Non-inheritance" was the general rule. Mr. Ruder suggests that a " perfectly formed" grain is an indication of inheritance. The grains in my Fig. 52 are perfectly formed and in fact more nearly equiaxed than those in Mr. Ruder's Fig: C,3 yet the grains in the former are known not to be inherited but to have been formed by the partitioning of larger austenite grains. On close examination of Mr. Ruder's Fig. C the very shapes of the grain suggest partitioning. Again, the grain size (25 to 30 grains per square millimeter) is at least 10 or- more likely 20 times smaller than might be expected of the austenite from which these grains were .formed under the given time and temperature conditions. Mr. Ruder's newer results on electrolytic and Armco iron are most interesting and instructive. His results fit in. nicely with my conclusions 5, 6 and 10.4 His photographs, however, indicate that the thickness of the pieces of sheet metal are such that abnormal grain growth is promoted. He indicates that equilibrium grain size after heating to 950° C., with furnace cooling, is about the same as his Fig. 1, above. I estimate this to be approximately one-half -grain per square millimeter, or 40 times as large as I have obtained with the same material (Armco iron) after heating Y4-in. bars to 1300° C. for 2 hr. and cooling in the furnace. The effect of thickness of sample on grain size is one which needs more attention.

AT THE beginning of December, the Lausanne Con-ference was in session. The representatives of the United States declared the American position. The representatives of Russia were received and were heard. The Turks appeared at this conference in the attitude of victors, dictating terms. The British refused to surrender Mosul, and December thus ended with this question unsettled. Early in the month the premiers of the principal powers met in London for the discussion of the German reparations question, the temporary agreement expiring on. Jan. 15, 1923. On Dec. 11 the Conference adjourned without getting anywhere, and at the end of December prospects looked more hopeless than ever. The premiers are to meet again on Jan. 2, 1923. The interruption of the London conference was followed by the intimation of early participation of the United States in European affairs in the practical way of a large loan to Germany. These intimations, ema-nating from Washington, appear to have been in the nature of trial balloons. They showed that the wind was unfavorable, the bankers not considering conditions suitable for the flotation of such a loan. British statisticians are puzzled by the fact that the trade returns of Great Britain show a greater turnover in the volume of goods during the first 11 months of 1922 than in 1920, although the rate of labor employ-ment in 1920 was nearly 100 per cent. and in 1922 only about 86 per cent., with an economic situation admit-tedly so bad as to be alarming. The British Parliament was convened under the premiership of Bonar Law. One of its first acts was confirmation of the constitution of the Irish Free State. Civil war in Ireland continued. Poland, like most of the other countries of Europe, is torn between socialism and conservatism, with the former party at present predominant. Early in December, Gabriel Narutowicz, an engineer but a radical, was elected president. On Dec: 14 he entered office and-on Dec. 16 he was assassinated.

There is a dearth of information on the economic threat of silicosis. Even the insurance companies and rating bureaus are in a quandary, and the majority of them avoid any action that will stir up an awakened public consciousness of the serious nature of this industrial hazard. Individual claims for $100,000 are now common in silicosis lawsuits. Because of ('hidden costs," in lowered plant efficiency, the total cost of this disease to industry is probably four times its apparent direct cost. The direct costs vary with the labor policies of the employer and with the labor legislation in force. Direct costs may originate in three ways: (1) voluntary assumption by the employer of medical expenses and loss of earning power of stricken employees; (2) state enforcement of industrial disease compensation acts; and (3) awards or settlements after suits in common law. Examples are offered in the last two classifications. In the Rand, South Africa, compensation laws are in effect and in approximately 20 years prior to 1932 about $65,000,000 has been awarded for silicosis and an additional liability of $34,000,000 incurred, or an average of about t5,000,000 per year. During 1932 silicosis compensation on the Rand was about $6,000,000. No figures are available for the direct capital or operating costs for preventive measures there, nor for the additional "hidden costs." It might be reasonable to assume that silicosis has cost the gold-mining industry of South Africa twenty to twenty-five millions of dollars per year. It is estimated that common-law silicosis claims have, in the last few years, aggregated $50,000,000 in New York State alone and have exceeded $300,000,000 in the United States. Attention is called to the involved nature of the insurance situation for industrial diseases in contrast to accidents. The indeterminant, insidious nature of silicosis makes it particularly difficult to predict necessary insurance premiums and reserves. The serious hazard of this disease was not properly appreciated by either insurance companies or industrialists, so sufficient study has not been given its causation, prevention, detection, treatment, and compensation. ChillaQoe is situated in latitude 17" S., about 138 miles from the port of Cairns, with which it is now connected by rail. A township has been established on the banks of Chillagoe creek, a perennial stream of irregular volume crossing the field almost at rightrangles, nearly midway between the mining-camps of Calcifer and Mungana, which have been formed at the southeastern and western extremes of the field respectively. This situation was selected because of the water-supply and its proximity to the site most suitable for the erection of reductionworks. By its central position it commands the whole of the mines. The altitude above sea-level is about 1200 ft., whereas that of Calcifer and Mungana is 1400 ft.—a difference sufficient to account for a materially higher temperature at Chillagoe. The surrounding limestone bluffis add by radiation to the heat, and, at the same time, prevent the cool breezes from passing freely through the town; consequently, the temper* ture, which is high throughout the year, and especially so during the summer months, is here ge~ierally very oppressive also. The general trend of the field is southeast and northwest, and its length about 18 miles, with an average width of 5 miles; the approximate area is thus 90 sq. miles. The surrounding mineral-district is, however, much more extensive, and numerous other mines, sprcad over wide areas and producing a variety of minerals, exist in the same or parallel belts of mineralized country, of which Chillagoe proper covers but a very small portion. Immense bluffs of limestone, wollastonite and conglomerate, rising in places to nearly 300 ft., and so~netimes nearly a quarter-mile across, give the field a very picturesque and interesting appearance. CERTAIN dusts are dangerous when inhaled, but most hazardous of all dusts are quartz or other forms of pure crystalline silica. The inhalation of dusts containing silica in combination with other elements gives rise to changes in the lung which differ from those produced by pure silica. As a generality, silicates are less dangerous than pure crystalline silica and vary greatly among themselves in harmfulness. Repeated analyses have shown that approximately 70 per cent of the total number of particles involved in any dust-producing operation are below 1 to 2 microns in diameter. (A micron is. approximately 1/25,000 in.) Similar studies of dusts recovered from silicotic lungs post mortem have demonstrated essentially the same size frequency distribu-tion, except that the upper limit of size retained in the air sacs is approxi-mately 10 microns. Experiments carried on by Gardner and the author have further demonstrated that greater changes were produced by a fixed weight of very fine quartz particles (2 to 3 microns and smaller) than by the same weight of slightly larger particles (8 to 10 microns). Any attempt to control a dust hazard should therefore be directed toward the removal from the working atmosphere of particles less than 10 microns in size, and particularly those below 3 microns. All industrial hygienists agree on this matter, but there remains considerable dispute as to the lower limit of particle size capable of causing injury. It has been gen-erally conceded, however, that particles of harmful dusts smaller than ¼ to ½ micron are not essentially concerned in the development of pulmonary fibrosis. This opinion is partly substantiated by the existence of large numbers of these small particles in practically all atmospheres that are, not associated with any known hazard. Such particles are so small that they have very little mass, fail to settle even in quiet air, and probably are not easily retained in the lung. Until further research proves that they are involved in the dangers provoked by the inhalation of certain dusts, engineers will generally agree that it is better to dis-regard them.

BRÜCKNER's revolving cylinders for roasting ores, etc., are now used at a number of the mills in Colorado and New Mexico, for the purpose of roasting and chloridizing silver ores, with highly satisfactory results, even from those cylinders of small size, erected before the many improvements of recent date. As examples of the larger improved cylinders, reference can be made to those erected at the Tennessee Reduction Works, Silver City, Grant County, New Mexico, and those which were built, in 1871, at the celebrated Caribou Silver Mill and Mines, Colorado, a mining enterprise which has proved so satisfactory as to have been lately sold to a Holland company for an enormous amount. These cylinders, as now constructed by Messrs. Lane & Bodley, of Cincinnati,, Ohio, are shown in Plate III, in which Fig. 1 is an elevation in perspective, Fig. 2 a longitudinal, and Fig. 3 a trans¬verse section. Fig. 4 is a sketch of a mill, with Brückner's cylinder. The exterior of the cylinder is a shell of boiler iron, 12 feet long by 5 feet 6 inches in diameter. The ends are partially closed with similar material, leaving in the centre a circular opening about 2 feet in diameter, bounded by a flange projecting several inches.. Upon one side is placed an opening closed by a hinged door. Upon the outside of the cylinder are bolted three bands, as shown in Fig. 1, in which the section of the first is square, and that of the third semi¬circular; the second, or middle band, is a strong spur gear. Passing through the cylinder are six pipes parallel to one another, in a plane at an angle of 15° to the axis of the cylinder; these pipes also lie in this plane at an angle of from 30° to 35° to the longitudinal, axis of the plane, as shown in Fig. 2, where the internal arrangement of the cylinder is seen, a perforated diaphragm being formed through part of the cylinder by means of perforated plates placed between

The twelfth meeting of the Boston Section was held at the Engineers' Club, 2 Commonwealth Ave., Boston, on Monday evening, May 5, 1913, fifteen members and three guests being present. The meeting was called to order by Vice-Chairman Albert Sauveur, who introduced the speaker of the evening, Utley Wedge, of Ardmore, Pa. Mr. Wedge read his paper on the chloridizing roasting of copper ores, which he illustrated with a stereopticon, and which will be published in full by the Institute. After Mr. Wedge had closed his paper, which was received with great interest by all the members, the following discussion took place: Professor Hofman said that iron was formerly thought to ho essential to the Henderson process, but that it is not absolutely essential. Mr.Wedge said that, as far as he. knew, the presence of some sulphates was an abso¬lute necessity, and that line ores can be worked satisfactorily, although lime has an effect on the subsequent leaching. He added that the low fuel consumption of the latest Wedge furnace is a result of direct application of the combustion gases to the ore. Ten per cent. of fuel was needed with the muffle furnace. By direct firing he has been able to reduce the fuel needed to from 2 to 4 per cent. In the latest types of furnaces the gases from the upper hearth are not used. There is doubtless some temperature at which the loss. from copper chloride volatilization becomes serious, but in practice on Rio Tinto ores troublesome losses are not experienced. The copper apparently does not become volatile at. the temperatures where we would expect that it would. There are doubtless ores in which there would be serious danger from losses from this source. The latest furnaces do not use the high temperatures that were needed in the former single-hearth Wedge furnaces.

THE unusual physical, electrical and magnetic properties of the iron-nickel alloys has given rise to a voluminous literature. This work will be reviewed critically in "The Alloys of Iron and Nickel," a monograph of the Alloys of Iron Research Series, soon to be published. In what follows we shall therefore confine ourselves to those of the earlier investi-gations that involved the use of X-ray crystal-structure methods. The earliest X-ray work on the iron-nickel system was by Miss Andrews1. Using the powder method of X-ray analysis purely as a means of identifying the phases present, she located a region between 20 and 30 weight per cent nickel in which body-centered and face-centered phases coexisted. No lattice constants nor details of heat-treat-ment were reported. Bain2 also reported some qualitative observations. McKeehan3 made a systematic investigation over the whole of the system, giving many of his alloys four and some five different heat-treatments. In alloys furnace-cooled from 900° to 950° C. he found two coexisting phases between 0.15 and 30 per cent nickel. The precision of the lattice-constant measurements was low in comparison with what can be obtained today.. Even for alloys of the same heat-treatment, differences in the constants were often between two and ten parts per thousand. In regions where no change of lattice constant with heat-treatment should occur, differences of the same order of magnitude were found. Since the maximum change in the lattice constant of nickel with change of composition is only about 2 per cent of the constant for pure nickel, these variations in the constants for a given alloy cause the points

AMONG the minerals exhibited at the Atlanta Exhibition of 1881, soapstone, kaolin, and asbestos were well represented. The first two occur in large quantities, of very pure quality, throughout the South. The last is somewhat limited in amount, yet in certain localities it exists in masses sufficiently large to pay for working; in North Carolina, Georgia, and Alabama it has been mined with some profit. I would, in this paper, call special attention to the minerals soapstone and kaolin, because their many valuable qualities seem to have been al most entirely overlooked by our Southern manufacturers. Steatite, particularly, occurs in such large quantities, and generally in such close proximity to the great iron regions of Alabama and Georgia, that it is amazing that the iron companies will persist in sending abroad under. heavy expense for firebrick. It would require a much smaller sum of money to quarry this rock and place it at the various furnaces ; and the results obtained, I am sure, would prove its superiority over the majority of firebrick brought into this region. Soapstone, as well as kaolin, is found throughout the metamorphic regions of Alabama, Georgia, South Carolina, and North Carolina. Below-will be found seven analyses that I have made of this mineral, taken from various points in the four States above mentioned. I have also subjected these same specimens to severe fire-tests, and the results were very satisfactory. The tests were conducted in the following manner: Small portions of the compact variety were carefully weighed and placed in a Fletcher's new crucible furnace for gas, and subjected for half an hour to a heat that will in 12 minutes fuse iron. The only effect upon these specimens was a slight change in color .to a darker shade, a small loss in weight, due evidently to the evaporation of water, and, in one or two specimens, a slight degree of fusion on the sharp edges. The first specimen subjected to investigation was taken from a large outcropping in Tallapoosa County, Alabama. Specific gravity, 2.88 ; hardness, 1.9; color, blue gray. THE stabilization of a gravel road with soil is a method of treatment developed in recent years by the United States Bureau of Public Roads for the purpose of binding the constituents together better, and maintain-ing a more durable surface. The process consists in adding to the gravel or crushed stone and sand, a soil mortar, so-called, of fine sand, silt and clay, mixed in the proper proportions. The coarse gravel and sand supply structural strength and hardness; the fine sand adds embedment support to the coarse sand; the silt acts as a filler to prevent the granular particles from rocking; while the clay serves not only as a binder but also provides pores minute enough to cause connecting moisture films which are supposed to have high cohesive properties1. It will be recognized that the clay is an important ingredient both when wet and dry, and should not show excessive expansion when wet, nor correspondingly high shrinkage in drying, as otherwise there is danger of unseating the nonplastic particles. Such a stabilized road, although an improvement on one with a floating surface, will in course of time be subject to wear, and become dusty when the clay dries out and breaks up. It has been found that if some salts are added to the road mixture they tend to maintain the soil moisture and prevent dustiness of the road or raveling of the road surface. In addition to this, it is claimed that these dissolved salts cause a thinning of the moisture films on the particles, thus permitting greater compaction of the road mixture, and thereby increasing its density. This fact can be proved by noting the increased compaction which a road mixture shows when certain salts are added to the soil water. Since certain chemical substances such as sodium chloride are electro-lytes, the question arises whether they cannot have some effect on. the qualities of the clay in the soil mortar, and perhaps improve them. In view of the fact that certain salts seem to exert a favorable effect on the road mixture it is desirable that they be held in the road soil as long a time as possible.

The labor policy of the Standard Oil Co. (New Jersey) is founded first of all on paying at least the prevailing scale of wages for similar work in the community; on the eight-hour day at the refinery, with time and one-half for overtime; one day's rest in seven; sanitary and up-to-date working conditions; just treatment assured each employee; opportunity for training and advancement; payment of accident benefits beyond the amount prescribed by the State compensation law; health supervision by a competent medical staff; payment of sickness benefits after one year's service; coöperation with employees in promoting thrift and better social and housing. conditions; and assurance of a generous annuity at the age of 65, guaranteed for life after 20 years of service. Most of these features have been a part of the company's policy for many years, but it is only during the past two years that the cooperation of employees in determining these matters has been definitely assured through industrial representation. Industrial representation, in the Standard Oil Co. (N. J.), is a principle rather than a procedure. It is built upon the belief that personal association of those interested in any problem leads to a mutual understanding and a fair decision as to what is right. Fully believing in this principle, representatives of employees and representatives of management evolved a simple plan, the basis of which is that it gives every individual employee representation at joint conferences on problems and fundamental principles affecting all those interested in the industry. It is based on cooperation, not antagonism; its operation makes perfectly clear both to management and to employees that their interests are identical, and not at variance with the interests of the stockholders, and that mutual understanding and cooperation insure progress and success for all. Furthermore, experience has definitely shown that representatives of the employees are not only alert for the employees' interests but are as keen as the representatives of the management in determining and insisting upon fairness to the employer. In a recent paper on Geologic Structure in the Cushing Oil and Gas Field, Oklahoma,l Carl H. Beal has pointed out some interesting peculiarities in the distribution of the hydrocarbons and the disposition of the "planes of separation" between the oil and the water (water surfaces). Mr. Beal's principal statements on this matter may be, summarized as follows: I. In every important dome in the Cushing field, which has not been complicated by folding along its sides, the oil area in each of the three oil and gas sands studied (Layton, Wheeler and Bartlesville) apparently extends farther down on the long axis of the dome than it does on the steeper sides. The result is that water is encountered at a lesser depth below datum plane (sea level) on the steep sides of the dome than along the ends where the beds are more gently tilted. II. In the Layton and Wheeler sands (to which the detailed study of water surfaces has been almost entirely confined), the water surface is not level, but dips at a gentle angle (maximum dip 100 ft. to the mile) away from the center of the structure. This inclination existed prior to development, and it has been rendered greater by the rapid extraction of oil and gas. To these statements, the following observations are added: The dominant structural feature in the Cushing field is a broad north and south anticlinal fold, along whose axis the domes are distributed (Fig. 1, p. 897), and the more important oil areas in each sand lie on the west side of the field. In many cases, gas has been forced to the east side of the structure, sometimes as far as the water line. From the distribution of the oil and gas bodies, Mr. Beal concludes that the hydrocarbons in this region probably migrated from the west or the northwest. High-iRon cements have a number of advantages over cements carrying little or no iron. The presence of iron in Portland cement aids in the manufacture of the cement and also imparts certain advantageous physical properties to the finished product. In manufacture, the presence of iron lowers the fuel consumption, increases the ease of proper"burning, and lessens the destructive action of the charge on the kiln refractories. In the finished cement the presence of iron reduces the expansion and contraction, adds strength, adds increased resistance to"freezing and thawing, and increases the resistance of the cement to sea "or sulphate waters. [" During the past few years the construction of numerous dams through- "out the Southeast by the Tennessee Valley Authority has stimulated the "production of high-iron cements. At present a great number of specifica- "tions call for an iron cement, and the industry is supplying this demand "with a Portland cement carrying approximately 5 per cent iron oxide. "Several manufacturers are now making practically all of their cement "of this type and a number of others manufacture it as a special cement "over short periods to meet demands from the Tennessee Valley Authority "and other buyers. " The recent increase in the use of iron in Portland cement has created "a market for iron products that previously was nonexistent. The chief "sources of supply for the cement manufacturers at present are iron sand, "iron sinter and slag, and ocher. The Copperhill mining district, Ten- "nessee, supplies both iron sinter and slag for use in cement. The Carters- "ville district supplies iron sand, ocher, and some iron resulting from the "magnetic separation of iron from barite. The advantages of these "products vary according to the chemical properties of the raw materials "and the methods of handling used by the different manufacturers. Where "the iron is to be handled by conveying belts and in hopper cars, the iron"sand and sinter and slag are preferable. THE copper smelter and refinery of The Messina (Transvaal) Development Co. Ltd., at Messina, South Africa, was erected in 1920 and 1921, but initial operations were deferred until late in 1922 on account of the collapse of the copper market in the interim. Because the anticipated production was to be only 20 tons of copper per day from a high-grade matte containing 60 per cent copper, and because the ore did not contain gold or silver in quantities sufficient to pay for separation from the copper bullion, it was decided to design the plant along lines quite different from the modern smelteries treating large quantities of sulfide ores carrying appreciable amounts of gold and silver. The plant was built, therefore, for the production of copper by the Nicholls-James process. By this method two-thirds of the copper matte produced was roasted in a Merton calciner and charged into a bath of the remaining one-third portion of unroasted matte in a reaction furnace. The original design was not only novel in providing for the Nicholls-James process, but also in comparison with new plants built elsewhere, because of factors inherent in the locality. Sources of supply for machinery were very remote; it takes three months after the placing of an order to accomplish delivery of machinery into Messina from the United States. Native labor was available at 30 to 40¢ per 8-hr. shift. These factors permitted plant design which provided no overhead cranes, no matte ladles, no slag pots or other usual mechanical means of transportation between departments. The design resulted in a compact simple plant with furnaces arranged close together and. terraced so as to provide for gravity transfer of molten material from one furnace to another and for manual disposal of products. Fig. 1 shows the relative location of furnaces. The three furnaces are parallel on successively decreasing elevations. A superimposed feed floor was provided above the furnaces. All three furnaces were provided with coal-dust burners served from a Bonnot system of coal-dust transportation, and the waste gases were discharged into waste-heat boilers.

IN September 1939, the Ohio Copper Co. inaugurated the treatment of its copper-bearing mill tailings at Lark, Utah. These tailings had been accumulated during the regular operation of the Ohio Copper mine and mill over the period 1907 to 1919. Gravity concentration had been employed except for a comparatively short period in 1919, when flotation was used. The ore milled during that period assayed about 1 per cent Cu. The chief copper mineral, chalcocite, was disseminated in a shattered quartzite, mainly along fracture or cleavage planes. The quartzite gangue was extremely hard and grinding to liberation resulted in excessive sliming of the "sooty" chalcocite, with consequent high tailings losses. Recovery on the seven million tons treated was probably less than 6o per cent of the total copper content. As early as 1918, attempts had been made to sample the dump. In 1928, a complete sampling program was undertaken. The sampling consisted of seventy-four 5-in. post auger holes drilled to the full depth of the dump at regular intervals of 250 ft. Each 10-ft. portion thereof comprised a sample for analysis. Each sample was screened, rolled, divided into three parts, dried and assayed. The reject was retained for testing purposes. From the depth of the auger holes a contour map of the dump was plotted, Fig.1, which gives percentages of tonnage and copper content. The tonnage within the limit of the drill holes was estimated at about five million tons with an average content of 0.42 per cent Cu, 31 per cent of which (0.13 per cent) was acid-soluble. A screen analysis of the composite dump sample is shown in Table I. Flotation tests by several companies and individuals were then made, the results of [ ] which ranged from 62 to 74 per cent recovery. On the basis of these, a Zoo-ton pilot plant employing straight flotation was built and operated for a few months. Operation of this plant was unsuccessful, as no provision had been made to handle the copper-bearing solutions resulting from the water-soluble copper, a point that was overlooked in the laboratory test work. Attempts to decant the copper-bearing solution for precipitation in the usual manner ahead of flotation were not satisfactory because of low water recovery (owing to poor settling characteristics of the pulp) and contamination of the copper precipitate with unsettled slime. High-iRon cements have a number of advantages over cements carrying little or no iron. The presence of iron in Portland cement aids in the manufacture of the cement and also imparts certain advantageous physical properties to the finished product. In manufacture, the presence of iron lowers the fuel consumption, increases the ease of proper"burning, and lessens the destructive action of the charge on the kiln refractories. In the finished cement the presence of iron reduces the expansion and contraction, adds strength, adds increased resistance to"freezing and thawing, and increases the resistance of the cement to sea "or sulphate waters. [" During the past few years the construction of numerous dams through- "out the Southeast by the Tennessee Valley Authority has stimulated the "production of high-iron cements. At present a great number of specifica- "tions call for an iron cement, and the industry is supplying this demand "with a Portland cement carrying approximately 5 per cent iron oxide. "Several manufacturers are now making practically all of their cement "of this type and a number of others manufacture it as a special cement "over short periods to meet demands from the Tennessee Valley Authority "and other buyers. " The recent increase in the use of iron in Portland cement has created "a market for iron products that previously was nonexistent. The chief "sources of supply for the cement manufacturers at present are iron sand, "iron sinter and slag, and ocher. The Copperhill mining district, Ten- "nessee, supplies both iron sinter and slag for use in cement. The Carters- "ville district supplies iron sand, ocher, and some iron resulting from the "magnetic separation of iron from barite. The advantages of these "products vary according to the chemical properties of the raw materials "and the methods of handling used by the different manufacturers. Where "the iron is to be handled by conveying belts and in hopper cars, the iron"sand and sinter and slag are preferable. AMONG the minerals exhibited at the Atlanta Exhibition of 1881, soapstone, kaolin, and asbestos were well represented. The first two occur in large quantities, of very pure quality, throughout the South. The last is somewhat limited in amount, get in certain localities it exists in masses sufficiently large to pay for working; in North Carolina, Georgia, and Alabama it has ken mined with some profit. I would, in this paper, call special attention to the minerals soapstone and kaolin, because their many valuable qualities seem to have been almost entirely overlooked by our Southern manufacturers. Steatite, particularly, occurs in such large quantities, and generally in such close proximity to the great iron regions of Alabama and Georgia, that it is anlazing that the iron companies will persist in sending abroad under heavy expense for firebrick. It would require a much smaller sum of money to quarry this rock and place it at the various furnaces ; and the results obtained, I am sure, would prove its superiority over the majority of firebrick brought into this region. Soapstone, as well as kaolin, is found throughout the metamorphic regions of Alabama, Georgia, South Carolina, and North Carolina. Below will be found seven analyses that I have made of this mineral, taken from various points in the four States above mentioned. I have also subjected these same specimens to severe fire-tests, and the results were very satisfactory. The tests mere canducted in the following manner: Small portions of the compact variety were carefully weighed and placed in a Fletcher's new crucible furnace for gas, and subjected for half an hour to a heat that will in 12 minutes fuse iron. The only effect upon these specimens was a slight change in color to a darker shade, a small loss in weight, due evidently to the evaporation of water, and, in one or two specimens, a slight degree of fusion on the sharp edges. The first specimen subjected to investigation was taken from a large outcropping in Tallapoosa County, Alabama. Specific gravity, 2.88 ; hardness, 1.9; color, blue gray. This subject covers much ground, therefore it must be treated in a general way rather than in detail in this paper. Personnel To approach the measure of a mine, it is, of course, essential that the personnel be measured, and this measuring must be done in a circumspect manner and conclusions must be reached slowly. There may be one unit in the personnel of an organization that may be out of step with the remainder of the organization, not always because of lack of ability, but because of misplacement or lack of proper measurement of his capabilities. Too much time can scarcely be spent in the study or measure of the personnel ; in fact, a manager or a superintendent of a mine never completes his work along this line. Mine or Plant Just as no two men are alike, so no two mines or plants are alike; and yet there are many similarities. Find out what the similarities are, and this will help to make clear the dissimilarities. Try to visualize details of the difficulties, not because you will have to deal with them yourself, but to consider them in later studies of general problems. To outline all the steps to be taken in familiarizing oneself with a plant or operation would be impossible, but the following points may be of interest in any investigation. The study of a mine is generally made backwards-—that is to say, one sees the finished product first-—-but this is immaterial, because each step must be considered separately in any event. As a rule, there are certain heads under which the different features of mining can be placed, as follows: Ventilation.—Ventilation is usually the most important item in power cost and safety, especially in gassy mines. Quantity of air, water gage and power consumption, and finally analysis of the return air in full return and separate splits should be considered.
