SINCE early in 1916, when it became apparent that the steel industry of the United States could not depend, for the duration of the war, on several important foreign sources of manganese and might have to depend entirely on domestic ores, the U. S. Geological Survey, with the assistance f several cooperating organizations, has made a comprehensive investigation of domestic manganese resources. The work has included field studies in a number of states as well as annual, quarterly, and monthly canvasses among operators concerning current and future production. In order that the interested public might have access to the important results of the studies, preliminary reports concerning the field work as well as periodic summaries of production were issued as promptly as possible. Although large deposits of rich manganese oxides appear to be lacking in the United States, small deposits of high-grade material are numerous and widely distributed and large low-grade deposits are found in several places. The principal districts in which high-grade manganese ore is mined, in the order of their importance as recent sources of production, are: Philipsburg district, Mont.; Butte district, Mont.; Southern Nevada region; Central California region; Bisbee district, Ariz.; Appalachian region of Virginia; Batesville district, Ark.; Tintic district, Utah; and Cartersville district, Ga. Scattered deposits of some importance are found in western Arizona, southern California, eastern Tennessee, southern Oregon, and central Utah. The formation of many manganese oxide deposits appears to be related to the physiographic histories of the regions in which they occur.

DEURING the past year the uranium milling industry has seen the installation and initial operation of solvent extraction circuits in the Climax Uranium Co. mill at Grand Junction, Colo.; the Kerr-McGee Oil Industries mill at Shiprock, N. M.; and the AEC pilot plant at Grand Junction, operated by National Lead Co. Inc. The Vitro Uranium Co. mill in Salt Lake City is converting to solvent extraction, and the new Union Carbide Nuclear Co. mill to be constructed at Rifle, Colo., will also employ this method. Solvent extraction circuits will be incorporated in two mills now under construction -the Texas Zinc Minerals Co. mill at Mexican Hat, Utah, and the Gunnison Mining Co. mill at Gunnison, Colo. In Canada the expansion of the Eldorado mill at Port Radium includes installation of a solvent extraction circuit. Solvent Extraction Process: In simplest terms, the organic solvent is mixed with leach liquor and then the organic and aqueous phases are allowed to separate. By this contact the solvent selectively extracts uranium from the liquor, leaving a raffinate, or barren leach liquor, which may be discarded. The pregnant solvent is stripped of its uranium by con- tact with a stripping solution, such as aqueous sodium carbonate, which has a greater affinity for uranium than the solvent does. The barren solvent from the stripping step is available for further leach liquor extraction, and the pregnant stripping solution, which usually contains 30 to 60 g U3O8 per liter, is ready for precipitation of a final product, or uranium concentrate.

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into water-courses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appropriative water titles. But by far the most profound impact on western water law was made by the gold- seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the-miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.' They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.'In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State.""

No one who knows the conditions of altitude, difficulty of access, shortness of working-season, etc., under which the work of the U. S. Geological Survey in the Rocky Mountains is carried on, can fail to be impressed with the magnitude and accuracy of the results obtained. Yet, in the necessarily brief time given to any one district, maily minor features must remain unregistered. The purpose of this paper is merely to place on record observations, made during nearly eighteen years, of local phenomena in themselves unimportant, which, however, if collated with similar memoranda from neighboring regions, may lead to something of value. The Telluride quadrangle in southwest Colorado is a tract of fifteen geographical minutes on a side, the NW. corner of which is in Long. 108º W., Lat. 38º N. Topographically it is essentially a lofty horseshoe, some of the peaks of which rise more than 14,000 ft. above tide, the interior (with an average altitude of 9000 ft.) being the eastern edge of the rolling Colorado-Utah plateau, and, in its turn, deeply cut by the canons of the San Miguel river and its tributaries. The range-summits are mainly igneous rocks, partly intrusive (such as massive " stocks" and laccolites, left bare by superior erosion), but mostly bedded volcanics of an average vertical thickness of 3500 ft., which change with changing height from andesite to rhyolite. The lowest series of these volcanic rocks, known as the San Juan formation, lies conformably upon the sedimentary San Miguel conglomerate, which dips gently east., and is attributed provisionally to the

In the history of American mining, so far as I know, there is no cleaner, brighter, or more completely successful mining adventure than that of the United Verde Extension.* It deserves to be placed on record here. The mine is at Jerome, 25 miles northeast of Prescott, in Yavapai county, Arizona. For 30 years before the U.V.X., as it is known to mining men, achieved celebrity, the Jerome district was identified with a copper mine, the United Verde, one of the great mines of the world. The success of this mine, of course, stimulated the search for similar orebodies, or for an extension of those already known, in adjacent ground; but, despite vigorous prospecting, the United Verde remained for many years alone in its glory. The reason for this solitariness was geologic: a fault with a big throw frustrated the effort to trace the ore-zone, thereby causing exploratory work to be both uncertain and costly. Despite these failures to develop other mines in the vicinity, the belief persisted that all the ore was not localized in the United Verde mine, but before we consider the reasons for such a belief we must look at the geologic conditions. The basal rock of the Jerome district is a schist, which has been correlated with the Yavapai formation of the Bradshaw quadrangle. This schist is geologically ancient, for it is of pre-Cambrian age. IN an article published in the Iron. Trade Review 1 I gave a convenient arrangement for the installation of wet and dry bulb thermometers for use in making moisture determinations in the air being blown into a blast furnace, and also gave a chart for use in obtaining moisture values from the thermometer readings. The data from which this chart was prepared were obtained from the tables in use by the U. S. Weather Bureau.2 The work of Carrier 3 has shown that these tables are somewhat in error. He has recalculated the values for moisture as referred to, wet and dry bulb thermometer readings, and he has prepared a psychrometric chart from the values thus obtained. This work has priced the subject of psychrometry upon a correct scientific basis. I think it is proper that we should recognize the importance of his work and give him credit for one of the most interesting and valuable researches that have been published in recent years. Blast-furnace men are not ready to use, as he suggests 4 a value expressed in grains of water accompanying a pound of dry air. However convenient this may be for heating and ventilating work and other engineering problems, there are several reasons for preferring the use of a value expressed in grains of water in a. cubic foot of mixed air and water vapor, in connection with combustion phenomena and the effects of moisture on blast-furnace operation. INTRODUCTION Economic deposits of phosphate are found at shallow depths (80 ft.) in central and northern Florida (Figure 1) where they have been mined since the late19th century(l).The present (1978) mining rate is approximately 40 million short tons per year of product (called “phosphate rock1”), which represents approximately 80% of the total U.S. production and 30% of the world production. The principal use of Florida phosphate is for the manufacture of fertilizer. There are 10 major mining companies and 20 active mines in Florida at the present time, strip mining approximately 5000 acres per year. The ore, known as "matrix," consists of gravelly clayey sands containing phosphate minerals (principally carbonate fluorapatite), quartz, and clay minerals. The clay to phosphate ratio is generally about 1:1 by weight and the sand to phosphate ratio ranges from, 1:1 to about 3:1. Mining is done by large electric draglines, which strip and cast the sandy overburden soils, generally 10 to 40 feet deep, and remove the matrix, generally 10 to 25 feet deep. Dragline bucket capacities are generally 20 to 45 cubic yards, but range up to 65 cubic yards. Mining cuts are usually 300 to 500 feet wide and up to several thousand feet long. The ore is cast into an earthen sump where high pressure water guns are used to slurrify it. Centrifugal pumps move the slurry through a pipeline to a beneficiation plant where the phosphate rock is separated from the waste sand and clays.

A rock mechanics instrumentation and monitoring program was implemented during pillar extraction at Gulf Mineral Resources' Mt. Taylor Mine, the deepest uranium mine in the U.S. Three types of monitoring were employed: (1) drift convergence around stopes (using a portable tube extensometer), (2) stress changes in pillars (using vibrating wire stressmeters in horizontal boreholes), and (3) load changes in haulageways under stopes (using vibrating wire load cells in jack stands). Results include convergence-time graphs, convergence contour maps, stress-time graphs, a stress increase contour map, load-time graphs, and abutment load limit maps. Major factors influencing results include (1) size of pillars around the extraction area, and (2) presence and orientation of a major fault adjacent to one extraction area. These factors, combined with pillar extraction, produced evidence of load transfer over 120 m from a stope measuring only 55 m x 45 m. Vertical stress increases of 7 to 17 MPa (1000 to 2500 psi) within 60 m of the stope were obtained using the stress- meter manufacturer's method. The fault apparently prevented load transfer in the down-dip direction but increased load transfer in the up-dip direction. Convergence rates of up to 1.3 cm/day (0.5 in/day) were measured at two stations. Instruments were generally reliable despite adverse underground conditions. The instrumentation and monitoring program at Mt. Taylor provided a warning system against ground control problems and a characterization of ground behavior for future development and extraction of pillars. Recommendations are made for future mining and instrumentation practices.

ONCE it was believed that anthracite or coke were the only fuels generally available and suitable for the generation of water gas, particularly so when this gas was made in the generators of standard carburetted water-gas sets such as are commonly used in the manufacture of city gas. During the past 8 years, practice has changed considerably and it is -now common to find gas plants operating without anthracite or coke and using bituminous coal in the generator. This change in fuel has appreciably increased the marketability and sales of certain coal producers' products; accordingly it is of interest to coal operators and others to know the reason for this change, the present trend in practice and the adaptability of various coals for generation of water gas. This paper briefly discusses these conditions and some of the factors relating thereto. BITUMINOUS COAL NOT IDEAL BUT CHEAPER THAN COKE In spite of many changes which have been made in both process and generating apparatus for using bituminous coal as generator fuel more efficiently, in general it is not an ideal fuel for this purpose. It is supplanting coke because it costs less; it is so much cheaper per ton delivered at the gas works that water gas made therefrom costs less per unit-volume than that made from coke, even though the quantity of generator fuel consumed per therm (100,000 B. t. u.) of gas made is greater with coal. This is the reason why so many city gas plants, as well as others, are using bituminous coal instead of coke.

INTRODUCTION In June 1962, the first attempt at longwall mining in Illinois was initiated by Old Ben Coal Company in their No. 21 Mine. Longwalling was continued intermittently using various supports until April 1970. During this period, longwall mining techniques were used on separate occasions at six faces within Mine No. 21. However, due to various problems that developed at each location the faces were eventually terminated. The most significant problems concerned the support systems and roof conditions that were present in the mine during each attempt. Between 1965 and 1972, similar conditions were met by Freeman Coal mining Company during four attempts at longwall mining in their Orient No. 5 and Orient No. 6 mines. In 1975, the U.S. Bureau of Mines and Old Ben Coal Company entered into a cost-sharing agreement to demonstrate the application of longwall mining in Illinois. The first phase of the demonstration was to conduct a premining investigation to review previous attempts at longwall mining, perform rock mechanics tests, and establish support requirements based on the lnvestigation results. The information obtained during the demonstration at Old Ben's No. 24 has been utilized to optimize subsequent face equipment and panel geometry. Mining of the first panel began in September 1976 and was successfully completed in May 1977, and two additional panels were mined under the cooperative agreement. Currently, Old Ben Coal Company is the only longwall mining operator in Illinois. In addition to the face in Mine No. 24, five longwall faces are being operated in four other mines.

THE Western phosphate field, virtually ignored for 40 years, has been undergoing a rapid climb to economic importance. Until World War II there seemed to be no reason for developing the phosphate rock region of the Intermountain Empire. But the tremendously increased demand for food production and the needs of many branches of the chemical industry changed all that. Quite suddenly a report made by the U. S. Geological Survey at the turn of the century became important. The survey showed that 60 pet of the nation's phosphate reserves were in the western phosphate field. Simplot Fertilizer Co. was one of the first to become actively interested in the development of the area. In August, 1945 the company began exploration of the Phosphoria Formation on the Fort Hall Indian Reservation. The result was the Gay Mine, about 18 miles east of Indian Agency Headquarters at Fort Hall, Idaho, developed to supply high grade phosphate rock for processing into superphosphate fertilizer at the company's Pocatello plant. Six ft of high grade oolitic phosphate rock (ranging from 32.5 to 34.5 pet P2O5) were discovered at the base of the Phosphoria Formation by diamond drilling and dozer trenching. High quality and thickness, plus the fact that the formation lay flat and near the surface made strip and open pit mining possible. In one year of mining, starting June 1946, a total of 53,000 tons of main bed oolitic phosphate rock was hauled to Pocatello for processing into supersulphate. The first year's operation was in

INTRODUCTION Activated charcoal has been used for several centuries in many capacities including the recovery, isolation and purification of various materials (1). The first use of charcoal in a gold metallurgical system was in the extraction of gold after chlorination (2, 3,4). The gold was dissolved in a chlorine system and subsequently filtered through charcoal. The application of charcoal with cyanide extraction was patented by Johnston (5) in 1894 and adopted commercially in Australia in 1897. The process consisted of dissolving the gold and silver in a potassium cyanide solution and passing it through a series of charcoal filters. The charcoal was subsequently smelted to recover the gold and silver. The interest in the use of charcoal diminished in the first part of the twentieth century as the practice of the use of zinc as a precipitating agent increased. However, in 1916, the Yuanmi Mine in Australia replaced their zinc precipitation plant with a charcoal adsorption plant. In 1926, Scott and Gross (7) of the U. S. Bureau of Mines con- ducted extensive research on the adsorption of gold and silver from cyanide leach solutions. Among their findings was the result that the most important factor in improving the adsorptive power of charcoal was heat treatment with oxidation by air or steam. The work of Zadra (8) in 1952 stimulated renewed interest in the use of activated charcoal in gold and silver recovery with the development of a method of recovery of the gold and silver from the charcoal other than its destruction by burning. Discussion of the paper of George J. Young, presented at the San Francisco meeting, October, 1911, and published in Bulletin No. 59, November, 1911, pp. 839 to 872. ASKIN M. NlCHOLAS, Melbourne, Australia (communication to the Secretary) : * Professor Young deals with quite a variety of machines and methods, but, strangely enough, makes no mention of the work done by me, although he concludes with the remark that the " thin-cake continuous filters are a decided improvement over the thick-cake filters." As those interested in slime-treatment may consider that I did nothing more than to patent a process, I submit Fig. 1, showing the working-drawings of a machine, made, tested, and proved to work satisfactorily by me early in 1905. This time is prior to any work done in slime-filtration with rotating filters by E. L. Oliver or others. I maintain that a number of appliances now in use for slime-filtration infringe my patents. And after most exhaustive inquiry, I know of no machine or process, prior to my description in 1899,1 that embodied getting rid of the residues by holding them on the cloth with the vacuum, and then discharging them with back-pressure, so as to form a cycle of the operation, the result being continuous treatment. AN adequate supply of crystalline quartz of piezoelectric grade and size continues to be of fundamental importance to the U. S. Army Signal Corps. Current electronic development programs of the Armed Forces depend upon the use of quartz crystals in all applications where accurate frequency control is necessary. In peacetime this' may not seem too significant, but in planning for possible national defense emergencies, an adequate supply of piezoelectric grade raw quartz is just as important as an adequate supply of some of the more publicized strategic minerals. Prior to World War II, the Signal Corps accepted the use of quartz crystals for frequency-control purposes in essentially all electronic communication, navigation, and radar equipment operating in the audio and radio frequency spectra up to and including the ultra-high-frequency channels. Over 4,000; 000 lb of radio-grade quartz was required between January 1942 and V.J Day. Use of such a large quantity of crystal units was necessary in order to establish and maintain, with a minimum of effort, clear and definite frequency channels of greater stability than could be obtained by any other means. This policy was justified on the basis that quartz was without a peer as a frequency-controlling element. Military and civilian uses of quartz in the field, as well as laboratory studies, have confirmed this premise and no means of highly stable frequency control, superior to quartz, has been discovered. It appears certain that the demand for use of quartz for frequency control purposes will continue at a high level.

EVERYONE is familiar with the story of the poor Indian and his leaking tepee. He couldn't repair the leak while it was raining, naturally. And when it wasn't raining, where was the incentive? Even if this traditional Indian was apochryphal, his counterparts are certainly alive today, and operating on a world-wide scale. - A recent issue of the Wall Street Journal, for example, carried an impassioned letter from an old cocoa planter, who wants the world to know why the price of cocoa has gone skyrocketing. For years, he says, British and American interests have bought cocoa at the cheapest possible price and, incidentally, from growers willing to sell at that price. Between them, they didn't put enough money back into the business, either to fight disease in the cocoa groves or to plant new cocoa trees. Until new trees are planted and come into bearing, we will be paying exorbitant prices for our cocoa, and getting less of it.

In the early fall of 1925, the writer was conducting, in the Ledoux and Co. laboratory, New York, experiments directed toward ascertaining the effect on its impurity content when cathode copper was subjected to a current of various gases at an elevated temperature below the melting point. The apparatus consisted of a vertical I-in. dia. silica tube about 12 in. long, heated on the outside. The cathodes were broken to pass 3/8-in. mesh, and a current of various different gases was passed up through a 4-in. long column of these loose cathode particles in the vertical tube furnace. Temperature was maintained to 1500º to 1600ºF. and the gas treatments lasted from 3 to 6 hr. The writer observed that whenever reducing gas (H2 or CO) was used, these cathode particles stuck together at points of contact with each other. The cohesion was so marked and tenacious that an examination was made of the fractured surfaces, when cathode particles were broken from the cluster. Crystal growth was always found to have taken place across the surfaces where separate particles were in contact, but only after all oxides, sulphates, etc., had been completely removed. The idea of a possible new process was then conceived and was disclosed to A. M. Smoot (V. P. Ledoux and Co.) with intent to obtain his views. The first conception as given Smoot was "to gas-clean broken cathodes, put them in an extrusion press, solidify and extrude them at around 1500ºF." Smoot's reaction, after a few moments considera- tion, was, "It looks perfectly all right to me.'' The writer and his assistants, W. H. Osborn and H. H. Stout, Jr., after conferring as to ways and means, decided to go ahead with preliminary laboratory experiments, which, it was thought, would move the new process from the possible to the probable. This program followed a course indicated by three basic considerations: 1. Since brittle cathodes were often unintentionally produced, it seemed probable that the laws controlling this type of deposition could be ascertained. 2. We had already proved the gas-cleaning feature. 3. There remained to prove: whether a sound, homogeneous metal billet could be produced with crystal growth established over the entire surface of each individual particle in the billet; and, if so, what would be the physical properties? Osborn arranged with Columbia University for conducting experiments in its research laboratory to prove or disprove the third item; Columbia assigned C. A. Phillipi, Jr. to assist in the project. A press with a cylinder 2 in. high and of I-in. dia. was used. It was surrouilded and heated by a resistance coil 01 Nichrome wire. Broken tough cathodes were used. Experimental Procedure The first run took place March 18, 1926. The resistance wire gave out when temperature of 1000ºF. was obtained. Gus C. Henning, New York City: In taking up the discussion of these specifications it is necessary that I give definitions of what I understand under the term " Specifications." There may be three kinds, viz.: (1) Specifications in general; (2) Standard Specifications; (3) Standard International Specifications. 1. A Specification is a document used in commerce which should clearly define the qualities of material to be supplied by the producer, the tests which shall be applied for their determination, and the methods which shall be applied for the purpose of determining that the entire product shall possess such qualities, properties and finish as are desired. The terms used in such document must be applied in accordance with their strict technical definitions as used by those most conversant with them, and the language should be of such accuracy that there can be but a single interpretation of each and every clause.
